New Delhi, Feb 13 () Continuing its efforts to strengthen the disciplinary mechanism, chartered accountants' apex body ICAI has suggested legal provisions for "time-bound" completion of cases through an amendment to the Chartered Accountants Act. The Institute of Chartered Accountants of India (ICAI), which has over three lakh members, has cleared more than 400 cases under disciplinary mechanism in one year, its President Atul Kumar Gupta told reporters on Thursday. According to him, the institute would be implementing an e-hearing (electronic hearing) mechanism and also work towards ensuring that no cases would be pending for more than eight months from the date of filing a complaint. In one year, more than 400 cases were cleared and 60-70 per cent members were held guilty. Such actions would act as a deterrent for members against violations, he noted. Emphasising that the institute has a strong regulatory mechanism, Gupta also said the institute was looking at changes in the Chartered Accountants Act. He was responding to various queries, including about perception in certain quarters that the institute has a soft approach in disciplinary actions against members. "We are even looking at an enabling provision in the CA Act... We are proposing that there should be time-bound completion of cases... We are looking forward (to it). Then there will be consistency...," he said. ICAI has been set up under the Chartered Accountants Act, 1949, that regulates the profession of chartered accountancy in the country. It comes under the Corporate Affairs Ministry. Further, Gupta said there would be changes in peer review mechanism this year and a revised Code of Ethics for the members would also come into effect from July 1, 2020. About the ministry's consultation paper regarding auditors, Gupta said ICAI is "very happy" with it and that a number of proposals were initiated by the institute in the past. Stressing that there are "no apprehensions," he also said the institute has set up a high-level group that would submit its report by February 28 to the ministry on the paper. But it faces a huge shortage of bankruptcy professionals who can oversee the process. To make up for the lack, the Indian government is reportedly launching a fresh academic course — <a href="https://economictimes.indiatimes.com/markets/stocks/news/want-to-graduate-in-insolvency-heres-how-you-can/articleshow/67534863.cms">Graduate Insolvency Program</a> — which will help train a new crop of insolvency professionals. The Insolvency and Bankruptcy Board of India (IBBI) will likely launch the program in first week of February. It will allow fresh candidates to take up Insolvency profession while presently hirings happen from the lot having at least 10-15 years of experience. The 27- month program aims to train nearly 45 such professionals annually. India introduced a new bankruptcy law, the <keyword id="6354456" type="DEFINITION" weightage="20" keywordseo="Insolvency-and-Bankruptcy-Code">Insolvency and Bankruptcy Code</keyword> (<keyword id="192838" type="ORGANIZATION" weightage="20" keywordseo="IBC">IBC</keyword>), two years ago — which was seen as a landmark law to help several banks resolve a huge pile of bad debt from under-performing or stressed companies. The new rules gave recourse to both the company’s promoters and creditors. How will the course benefit insolvency professionals? As of 2017, the country had nearly <a href="https://economictimes.indiatimes.com/jobs/jobs-how-will-graduates-gain-from-insolvency/articleshow/59850758.cms">600-700 insolvency professionals</a>, according to Mamta Binani, former president of Institute of Company Secretaries of India. While according to a senior official from ICAI, certified training programs have the capacity to create thousands of job opportunities. That is because, India’s National Company Law Tribunals have been flooded with hundreds of such cases that will need insolvency professionals for primary operations. Who will be eligible? The graduate insolvency program will be outsourced from prominent Indian institutions, and operate in sync with regulators. It will admit candidates from varied backgrounds from chartered accountants, post graduates in economics, finance, management, commerce, cost accountants, company secretaries and law graduates. However, there will be a minimum bar to qualify the elimination exam, just as for the Common Admission Test (CAT). Foreign nationals will also be eligible to take up the course — along with a reservation quota of five seats. The Indian government hopes the course will be added help for professionals already working on bankruptcy to solve the cases more efficiently. It will also give the professionals domestic and international exposure in the field through internships. The overall cost for the graduate program is yet to be declared. India has tried to groom insolvency professionals earlier as well. Exim Bank recruitment 2022: Checkout vacancies, eligibility criteria and other details

The Reserve Bank of India (<keyword id="30067" type="General" weightage="20" keywordseo="rbi" source="Orion">RBI</keyword>) on Thursday proposed to enhance the cap under <keyword id="11912975" type="General" weightage="20" keywordseo="e-rupi" source="Orion">e-RUPI</keyword> prepaid digital vouchers. Jet Airways may start domestic flights after March 2022

The Delhi government has decided to cancel all forthcoming semester and finals exams of universities under it due to the COVID-19 situation, Deputy Chief Minister <keyword id="6354681" type="PERSON" weightage="20" keywordseo="manish-sisodia">Manish Sisodia</keyword> said on Saturday. Sisodia said these state universities have been asked to promote their students and award them degrees adopting some methodology of evaluation. Added to this, hostel curfews and a dress code also did not resonate well with the students. The protest coincides with the institute’s third convocation ceremony. They also intend to marching towards the All India Council for Technical Education (AICTE) in Vasant Kunj, Delhi. Delhi police used water cannons to disperse the students as they tried to cross the barricades to meet the vice chancellor M Jagadesh Kumar.
