Months after he took voluntary retirement scheme (VRS) from the IAS, former Union Finance Secretary <keyword id="1984068" type="PERSON" weightage="20" keywordseo="Subhash-Chandra-Garg">Subhash Chandra Garg</keyword> who served under Modi government at the Centre has been appointed as advisor to Andhra Pradesh Chief Minister <keyword id="328022" type="PERSON" weightage="20" keywordseo="YS-Jagan-Mohan-Reddy">YS Jagan Mohan Reddy</keyword> for resource mobilisation. Garg has been assigned the rank of a Cabinet Minister, as per an order issued by Principal Secretary (Political) Praveen Prakash. He will hold the post for two years. Garg is an IAS officer of the 1983 batch of the Rajasthan cadre. Garg, who was Finance and Economic Affairs Secretary, opted for early retirement from the Indian Administrative Service (IAS) in July last year after the presentation of the Union Budget. Garg had been transferred as Power Secretary after which he demitted service. Garg maintained that the VRS application was sent before the transfer. Garg has been quite vocal in about the economic policies of the government in recent months. He had also presented a note on reforms that the government should undertake to the Centre. There were differences in the government as Garg is believed to be the architect of the budget proposal to raise $10 billion by selling sovereign bonds in external currencies, for the first time, a move that has faced severe criticism from several experts, including former Reserve Bank of India (RBI) governor Raghuram Rajan. Garg was also at loggerheads with other members of the Bimal Jalan panel, set up to decide RBI's economic capital framework, and had submitted a dissent note to the panel. "The VRS application was submitted late on Wednesday. The process requires a notice-serving time of three months. However, he (Garg) had requested to be relieved with immediate effect," a government official aware of the development said, requesting anonymity. The state government also appointed 2009-batch IAS officer <keyword id="3834955" type="PERSON" weightage="20" keywordseo="kartikeya-misra">Kartikeya Misra</keyword> as Special Secretary for resource mobilisation and institutional finance in the Finance Department. He will be in charge of new revenue-generating projects taken up by various departments, an order issued by Chief Secretary Nilam Sawhney said. A former IAS officer forced out by Modi administration joins Andhra Pradesh Chief Minister

The Directorate General of Civil Aviation (DGCA) plans to ramp up its technical staff to 1,100 by hiring another 400 people in the next one to two years as well as increase the number of offices to 19 as the watchdog strengthens the safety oversight capabilities, according to its chief <keyword id="26593" type="General" weightage="100" keywordseo="arun-kumar" source="Orion">Arun Kumar</keyword>. Kumar, who will be superannuating on February 28 after being at the helm for nearly four years, described his tenure as a "roller coaster ride" during which various steps were taken to improve aviation safety and the regulator also dealt with multiple headwinds, including engine issues and safety concerns over <keyword id="6358032" type="General" weightage="50" keywordseo="spicejet" source="Orion">SpiceJet</keyword>. <keyword id="3658" type="General" weightage="80" keywordseo="india" source="Orion">India</keyword>'s aviation safety oversight ranking jumping to the 55th position from 112th place earlier under the International Civil Aviation Organization (ICAO) coordinated validation mission, rollout of eGCA for processes at the regulator, introduction of regulations for transgenders who want to be pilots as well as compulsory breath analyser tests for air traffic controllers are among the key developments during the tenure. "The country's aviation safety oversight capability has improved substantially and DGCA in its annual surveillance programme conducts more than 4,000 spot checks/audits/night surveillance," Kumar told PTI in an interview. Currently, the Directorate General of Civil Aviation (DGCA) has around 1,300 employees, including about 700 technical staff. "The number of technical staff is expected to increase by 400 in the next one to two years... also, the number of offices of the DGCA in different parts of the country will increase to 19 from the current 14 in the near term," he said. When asked about his tenure, Kumar, an IAS officer of the 1989 Haryana cadre, said it has been a "roller coaster ride". "It was fulfilling as we took various steps to improve aviation safety. eGCA was a game changer and made life easier for all stakeholders," he asserted. "Among the biggest achievements are India's position going up in the ICAO safety rankings and the full rollout of the eGCA. With the high ICAO ranking, the world knows that India is a better country when it comes to aviation safety," Kumar said. During the pandemic, the DGCA chief said that India did what other countries were doing and flight services were suspended for a considerable time. "What is significant is that our resumption was glitch free while others (countries) had air crash and accidents. DGCA is an expert agency and we have always taken pride in our professionalism. Aviation safety is a serious business and DGCA inspectors have always risen to the occasion," Kumar said. India is the world's third largest as well as the fastest growing civil aviation market in the world. "On an average, there are 4.5 lakh domestic air passengers and 1 lakh international air passengers in the country," Kumar said. In recent times, the regulator has also taken strict action in relation of unruly passenger behaviour onboard flights. Last month, in a span of less than a week, the DGCA had penalised Tata Group-owned <keyword id="2573" type="General" weightage="80" keywordseo="air-india" source="Orion">Air India</keyword> twice related to incidents of unruly passenger behaviour. On January 24, the regulator imposed a fine of Rs 10 lakh on the airline for not reporting two incidents of unruly passenger behaviour onboard a Paris-New Delhi flight on December 6, 2022. On January 20, the watchdog slapped a penalty of Rs 30 lakh on Air India as well as suspended the licence of the pilot-in-command of the New York-Delhi flight in which a person allegedly urinated on a female co-passenger on November 26, 2022. In connection with the incident, a fine of Rs 3 lakh was also imposed on Air India's Director of in-flight services for failing to discharge her duties.

DGCA plans to hire 400 tech staff in 1-2 years; increase offices to 19: Arun Kumar

Over 1,800 IAS officers have failed to submit details of their immovable assets to the government within the stipulated time frame this year, according to PTI. All officers of the Indian Administrative Service (IAS) are mandated to submit Immovable Property Returns (IPRs) of a year by January-end of the following year, failing which their promotion and empanelment can be denied. As per Department of Personnel and Training (DoPT) data, as many as 1,856 IAS officers have not submitted their returns for 2016. Of them, the highest of 255 such officers are from Uttar Pradesh cadre, 153 from Rajasthan, 118 from Madhya Pradesh, 109 from West Bengal and 104 from Arunachal Pradesh-Goa- Mizoram-Union Territories (AGMUT) cadre. As per norms, civil services officers are also supposed to give details of their assets and liabilities to the government. Besides, the officers need to take prior permission from the central government before accepting gifts worth more than Rs 5,000. They also need to inform government if they accept gifts of over Rs 25,000 from their relatives or friends, according to the rules. There are 82 IAS officers from Karnataka cadre, 81 from Andhra Pradesh, 74 from <keyword id="30033" type="COMPANY" weightage="20" keywordseo="Bihar">Bihar</keyword>, 72 each from Odisha and Assam- Meghalaya, 70 from Punjab, 67 from Maharashtra, 64 from Manipur-Tripura and 60 from the <keyword id="6358126" type="CITY" weightage="20" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword> cadre who have not submitted the <keyword id="51935" type="CITY" weightage="20" keywordseo="IPR">IPR</keyword> for 2016, according to the DoPT data. As many as 56 IAS officers of <keyword id="6354766" type="COMPANY" weightage="20" keywordseo="Gujarat">Gujarat</keyword> cadre, 55 of <keyword id="6360371" type="COMPANY" weightage="20" keywordseo="Jharkhand">Jharkhand</keyword>, 52 from Haryana, 51 of Jammu and Kashmir, 50 from <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>, 43 of Nagaland, 38 of Kerala, 33 from Uttaranchal 29 from Sikkim and 26 from newly-formed Telangana have also not submitted their IPRs, it said. The total sanctioned strength of IAS is 6,500, including 1,450 promotion posts. Of them, 5,004 IAS officers are working in various parts of the country. Besides, there are 1,527 and 1,537 IAS officers, including some from central civil services, who have not submitted their IPRs for 2015 and 2014 respectively. As per the details mentioned in an online system meant for submission of IPRs, there are 1,461 and 1,764 bureaucrats who have not given such details for 2013 and 2012, respectively. A total of 2,150 and 2,418 officers have failed to submit the IPRs for 2011 and 2010 respectively, it said.

Plus, the vaccination drive is on, which will aid in building herd immunity and protecting the most vulnerable. If we can expand the vaccination drive rapidly, there will be no chance of a second wave in India and COVID-19 will be finished by summer. The question now is what can we learn from the pandemic and how can we consolidate these public health gains via this year's budget. An increase in the health and family welfare budget by at least 50% at the state and central level is imperative. Our aim should be to reach 3% of GDP for health from the current 1.2% or so in the next five years. Most of this money should strengthen primary care at the village level and improve public health services. As a public health expert, here’s my wishlist for the <keyword id="8420431" type="UNKNOWN" weightage="20" keywordseo="budget-2021">budget 2021</keyword>. <div type="image" title="Quote002 (1)" msid="80551267" hostid="261" caption="&amp;lt;p&amp;gt;Dr.Dileep Mavalankar&amp;#39;s wishlist for the budget 2021&amp;lt;/p&amp;gt;"></div> 1. Government's commitment to one qualified primary care nurse per village Currently, we have one Auxiliary Nurse Midwife for a population of 5,000 or five villages. We have recently added a Community Health Officer (CHO) at this level who is a nurse Ayurveda doctor trained for a further six months. India is producing enough nurses to staff all of its villages with at least one nurse. Appointing one nurse per village will ensure around the clock presence of a primary healthcare provider in each village. For context, China did this in the 1970s, Bangladesh in the 1980s and Nepal also has a similar provision. An ASHA worker per village is not enough – she is a partly-paid volunteer. We desperately need preventive and curative care professionals at the village level. The cost will be around ₹25,000 per nurse per month in 500,000 villages which come to ₹15,000 crore annually. The implementation can be phased, and the state and central govt can share the cost. But it is an essential move so that villagers can receive services of vital healthcare at their doorstep. 2. Strengthen primary care centres (PHC) and urban health centres with public health officers' appointment Currently, we have medical officers with MBBS degrees for primary care centres. However, there are many places where MBBS doctors are not available, and the posts lay vacant. More than half of the work of PHCs is to manage public health programs such as immunization, maternal and child health, environmental sanitation, malaria and other mosquito-borne diseases, surveillance and monitoring of diseases and epidemics etc. For such public health program management, a clinical doctor is not essential or desirable. A public health officer with a Master of Public Health degree is sufficient. So the suggestion is to have a post of public health officers at each PHC besides a medical officer. For the whole of India, we will need 30,000 such public health officers. At an average salary of ₹55,000 per month, this will cost the government about ₹1980 crore. The benefits will be immense. All national public health programs will be managed better – with better quality, coverage and outcomes. Moreover, the MBBS medical officer can fully devote his or her time to clinical medical services to providing good quality clinical care that is currently unavailable since they spend more than half of their time in public health programs. This will also boost the medical officers' morale as they are not trained to do public health work that they have to do in a PHC. 3. Instituting a public health management central services cadre To plan, organize and monitor our public health actions, including for diseases like COVID-19, India urgently needs a robust public health management cadre on the lines of IAS, IPS, IFS and other central services. Each district should have five to seven such centrally selected public health cadre post officers with similar posts at state and national level. They should have pay and other facilities in lines with other central services. Currently, the district, taluka and city-level public health posts are filled variably by medical doctors, specialists and some non-doctors due to unclear recruitment and promotions rules in various public health departments of states and cities. Even at the national level, there are very few public health officers. The entire pandemic was managed by generalist administrators and specialist medical doctors without much input from public health experts and infectious diseases or epidemiology experts. For a national public health cadre, India will need a minimum of five officers per district, which will come to 3,695 officers for district level. We need to add about 1000 officers at the state and city level, and the total will come to 4,695 officers. At an average salary of ₹1,50,000 per month, such cadre at the national level will cost about ₹845 crore per year. Such cadre will improve public health management at ground level in each district and city. 4. Strengthen public health institutes that are not AIIMS The All India Institute of Medical Sciences (AIIMS) is not a public health institute; it is a medical care apex institute, and their advice on how to care for coronavirus patients may be the best. However, we rarely heard the voices from experts from All Indian Institute of Hygiene and Public health (AIIHPH) or National Center for Communicable diseases (NCDC), or an additional director general of public health in India or any of the states during the pandemic. We also hear from cardiologists and pathologies from the private sector, but from very few public health experts. There is no doubt that IAS officers are essential for inter-sectoral administrative actions on a large scale, which are needed during major catastrophes. But the technical strategies for controlling an epidemic is the job of epidemiologists and public health officers. We hope that through this budget the government will plan to improve our institutions dedicated to public health like NCDC, AIIHPH, Indian Institutes of Public Health and other schools of public health and public health divisions in the ministry of health. A provision of ₹2000 crore to strengthen public health institutions and division in the country should be made in the budget. If implemented in this budget, these suggestions will go a long way to strengthen our medical care and public health system in the country. This will reduce the possibility of future pandemics and increase our ability to deal with it in a better manner. Due to the pandemic, the economic and social loss should make the policymakers willing to invest in public health in this and subsequent budgets. *The author is the Director of Indian Institute of Public Health, Gandhinagar. A public health expert shares a ₹20,000 crore plan to improve India’s health infrastructure including a dedicated cadre

Indian Administration Service (IAS) and Indian Police Service (IPS) are among the most challenging as well as prestigious jobs in India that not only gives you the authority and position but also makes you responsible towards the society. IAS is a top ranking civil service job offered to the top ranked deserving candidates and the responsibilities include administration of an area/district/department. They are required to make proposals for the development of their respective areas and are given executive powers to implement all the policies as well as make important decisions. Whereas, IPS candidates are required to maintain order in society. The key difference between IAS and IPS IAS officers help in public administration, policy formulation and implementation. On the other side, the IPS officer have to investigate crime and maintain order in the area where they are posted. Being an IAS is the primary choice of most of the candidates appearing for Civil Service examination. Only the top-rank holder in Civil Services Examination are appointed as IAS, while IPS is the next best alternative given to the candidate. The training session of IAS officers is held at Lal Bahadur Shastri National Academy of Administration, Mussoorie, Uttarakhand and the IPS officers are trained at Sardar Vallabhbhai Patel National Police Academy, Hyderabad, Telangana. The IAS Cadre Controlling authority is the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pension. On the other hand, Ministry of Home Affairs, Government of India controls the IPS Cadre. The pay of IAS officer is relatively higher than IPS officer. Also, there’s only one IAS officer in an area whereas the number of IPS officer in an area is as per the requirement. All in All, the post of IAS officer is much superior to an IPS officer in terms of salary and authority.

The government has appointed senior IAF office <keyword id="6377754" type="PERSON" weightage="100" keywordseo="Ajay-Tyagi">Ajay Tyagi</keyword> as <keyword id="83833" type="POSITION" weightage="20" keywordseo="SEBI-Chairman">Sebi Chairman</keyword> for a period of five years. He will replace <keyword id="6552595" type="UNKNOWN" weightage="20" keywordseo="U-K-Sinha">U K Sinha</keyword>, who was given an extension till March 1, 2017. Tyagi, a 1984 batch <keyword id="46130" type="ORGANIZATION" weightage="100" keywordseo="IAS">IAS</keyword> officer of Himachal Pradesh cadre, is at present Additional Secretary (Investment) in the <keyword id="144110" type="ORGANIZATION" weightage="20" keywordseo="Department-of-Economic-Affairs">Department of Economic Affairs</keyword> and handles capital market, among others. He has handled the capital markets division since 2014. The government recently compulsorily retired two <a href="http://www.businessinsider.in/searchresult.cms?query=IPS+officers&amp;sortorder=effectivedate">IPS officers</a> on the basis of a performance review required to be held at the end of 15 and 25 years of service under the All-India service rules. This came out as a strong message to bureaucrats who fail to perform well in their careers. 
 The two officers are <keyword id="103483" type="PERSON" weightage="20" keywordseo="Raj-Kumar">Raj Kumar</keyword> <keyword id="4077690" type="PERSON" weightage="20" keywordseo="dewangan">Dewangan</keyword> from 1992 batch of <keyword id="43945" type="COMPANY" weightage="20" keywordseo="Chhattisgarh">Chhattisgarh</keyword> cadre and <keyword id="4075048" type="UNKNOWN" weightage="20" keywordseo="Mayank-Sheel-Chohan">Mayank Sheel Chohan</keyword> from 1998 batch of AGMU cadre.  The cadre-controlling authority of <keyword id="6405408" type="ORGANIZATION" weightage="20" keywordseo="IPS-officers">IPS officers</keyword> , <a href="http://www.businessinsider.in/searchresult.cms?query=home+ministry&amp;sortorder=effectivedate">home ministry</a>, approved the recommendation of the concerned state cadres to compulsorily retire them from service "in public interest". 
 
"A notice has been served on them and as per rules, they were given three months salary along with compulsory retirement orders duly approved by appointments committee of Cabinet (ACC)," an officer told TOI. 
 
The last time an IPS officer was 'compulsory retired' was nearly 10 to 15 years ago. It reportedly involved officers of Maharashtra cadre. 
 
"It is technically not a punishment but merely an action taken to remove officers seen as deadwood by their respective cadres and the Centre for not being serious in discharge of their duties. The compulsorily retired officer gets all post-retirement benefits," an officer told TOI. 
 
As per sources, two IAS officers were also compulsorily retired recently on the same grounds. 
 
Alternatively, the Centre may ask state to conduct such a review at any time it deems fit in case such a review has not been held at 15 or 25 years of service. 
 
As per rules, the bureaucrat found fit for compulsory retirement is either given at least three months notice in writing or three month's pay and allowances in lieu of such notice. The government, in the case of Dewangan and Chohan, opted for the latter.
