There are two locations in Lahaina and Wailea (I'm a fan of the Lahaina location as it's right on the water) and each serves farm-to-table cuisine with tropical flair.</p><p>Not only is the food delicious — the menu changes seasonally and aims to support locals — the aesthetic is on point with string lights and breezy lanais, and the bill won't break the bank.</p><p>Start with a mai tai — and not just because we're in Hawaii — as its modern take on the tropical classic comes topped with a whipped lilikoi (passion fruit) that awakens the taste buds. It might just be my favorite mai tai in the entire state.</p><p>Be sure to save room for dessert. As such, I've carved out a go-to list of off-the-beaten-path places that honor the Maui I grew up with: unspoiled, raw, and visually extraordinary. </p><p>From secret beaches devoid of crowds to incredible snorkeling and surfing spots, as well as hidden hikes tucked inside verdant valleys, and volcano craters that peek out from above the clouds, these activities will allow you to enjoy Maui like a knowledgeable local. </p><p>I only ask that you be careful and follow the Hawaiian expression of mālama ʻāina (it's our responsibility to respect the land) and leave places just as you found them so that future generations can enjoy them. There are spots for every level, but some are dangerous and unforgiving, so always follow the Hawaii lifeguard saying: "When in doubt, don't go out." </p><p>For those with little experience on a board, I suggest the beginner-friendly waves at Guardrails, which isn't as crowded as fellow beginner spots, Launiupoko or Breakwall. But newbie surfers should never go out alone, so consider enlisting the help of an instructor, like from the woman-run surfing school, <a href="https://www.mauisurfergirls.com/" target="_blank" rel="nofollow noopener sponsored">Maui Surfer Girls</a>. </p><p>Those with a little more experience will have a lot of fun at Olowalu, which breaks in multiple places so you can avoid crowds.</p><p>Advanced surfers have their picks too, like the world-famous Honolua Bay, known for its glassy barrels, or Hookipa. Even if you're not on their level, you should still stop by to see these surfers do their thing — it's like watching magic. </p><div type="image" title="Two people walking in the ocean water." height="1667" width="2500" msid="89120933" hostid="261"></div><p><strong>Go under the sea at standout snorkeling spots</strong></p><p>With calmer waters and fewer crowds than Oahu, Maui is the best main Hawaiian island for snorkeling, in my opinion. </p><p>I recommend the south shore especially. A lesser-known spot is La Perouse Bay, which is located as far south as the road allows and requires a brief hike through lava rock, so wear closed-toe shoes. Look for Makena Alanui Road and when you park, make sure you don't park on lava rock — your tires will thank you. Go in the early morning and you might catch a glimpse of spinner dolphins.</p><p>Or, <a href="https://redlinerafting.com/tours/molokini-snorkeling-tours-two-hour-trip/" target="_blank" rel="nofollow nofollow noopener sponsored sponsored">book a trip</a> to snorkel or dive around the crescent-shaped Molokini Crater, the state's only island marine sanctuary. With crystal-clear waters, you can catch glimpses of vibrant fish, and if you go during winter, maybe even a breaching humpback whale. </p><p><strong>Check out these under-the-radar hikes</strong></p><p>One reason why Hawaii is such a great place to visit (and live) is that you can easily go from lying on the beach to hiking deep in the forest on the same day. Along the Road to Hana are countless waterfalls, like the Seven Sacred Pools.</p><p>A hidden waterfall hike is Kopiliula Falls, a moderate two-mile trail that will have you scrambling upstream and then down a rope to the pool below the waterfall. To find the trailhead, look for mile marker 21 along the Road to Hāna. </p><p>Whenever you hike, wear appropriate shoes and keep your electronics protected (or hidden in the car). Bring sunscreen, lots of water, and snacks, and pay attention to the weather and your skill level. Leave early so you have lots of daylight to navigate the tricky turns. The drive could take as little as under three hours or, if you make stops, as long as six. Be considerate of locals as the road can get backed up with tourists slowing down to take in the views.</p><p>I recommend stopping at one of the roadside stands that sell fresh tropical fruit, like dragon fruit, or other snacks. You could also try a rideshare, but venturing into rural areas, like Hana, means it could take a while to get a car if you even get one at all. Part of the joy of snorkeling and diving is catching a glimpse of the wildlife, and it's also pretty likely you'll come across a graceful <em>honu</em>, or turtle. If you spot one when at the beach or in the water, keep at least 10 feet away and don't chase or follow them. This land was once colonized, and the Hawaiian people and their culture were nearly wiped out due to foreign diseases such as <a href="https://www.history.com/news/hawaii-monarchy-downfall-measles-outbreak#:~:text=During%20the%2019th%20and%20early,lives%20of%20the%20island's%20residents.">smallpox</a> and discriminatory laws. </p><p>Even in current times, while Hawaiian culture has experienced a vibrant resurgence (like the Merrie Monarch Festival, which celebrates hula each year in Hilo), I ask you to keep this in mind and be respectful to the locals and the places you visit while here. Leave no trace behind, and if you see <a href="https://www.fisheries.noaa.gov/pacific-islands/marine-life-viewing-guidelines/viewing-marine-wildlife-hawaii">wildlife</a>, like a monk seal on the beach or a turtle in the water, keep a safe distance. </p><p>With that said, here's how you can plan a memorable trip on Oahu, starting with a dip in the ocean at lesser-known beaches, followed by tourist-free hikes, and must-visit cultural and historical attractions.</p><p>Just keep in mind that Oahu is the most populated and visited island in Hawaii, so you will probably run into crowds. Try to plan accordingly; parking might take a bit of time, or traffic could slow things down. You should start your day early to beat the rush (and the hot sun) for popular hikes or beaches.</p><p>Of course, some places are worth braving the crowds, and I'll share my tips on how to traverse them best, below. </p><h3><strong>My favorite lesser-known beaches on Oahu</strong></h3><p>If you're visiting Hawaii, you're likely planning to enjoy our beautiful beaches with their year-round warm water and soft sand. I spend nearly all my free time at the beach, whether sun-bathing or surfing, so I know the difference that a noisy crowd can make when it comes to affecting your beach experience. </p><p>The beaches listed below have public bathrooms and showers — as many on Oahu do — but it's also possible that you'll stumble upon a beach that's a little more secluded or residential and has no amenities, such as Lanikai Beach in Kailua. </p><p><strong></strong></p><div type="image" title="Beach with bright blue ocean, mountains, and blue sky" height="1772" width="2363" msid="91770125" hostid="261"></div><p><strong>Yokohama Bay</strong></p><p>If you're willing to venture outside of Honolulu, I highly recommend checking out the remote <a href="https://www.businessinsider.com/reviews/out?u=https%3A%2F%2Fwww.tripadvisor.com%2FAttraction_Review-g6437170-d153925-Reviews-Yokohama_Bay-Makaha_Oahu_Hawaii.html" target="_blank" rel="nofollow noopener sponsored">Yokohama Bay</a>, which is located at the northwestern tip of Oahu and is one of my favorite beaches. It's about an hour-long drive from Honolulu but well worth the trek. Tucked into the mountains, the sprawling beach has more than enough space for many beachgoers, and if you pay attention during winter, you might spot a migrating humpback whale. </p><p><strong></strong></p><div type="image" title="Two people walk along shoreline on beach with forrest in background an overcast sky overhead" height="2000" width="2666" msid="91770127" hostid="261"></div><p><strong>Waimanalo Beach and Sherwood Beach</strong></p><p>The east side of Oahu also has stunning beaches, such as <a href="https://www.businessinsider.com/reviews/out?u=https%3A%2F%2Fwww.tripadvisor.com%2FAttraction_Review-g60662-d109836-Reviews-Waimanalo_Beach-Waimanalo_Oahu_Hawaii.html" target="_blank" rel="nofollow noopener sponsored">Waimanalo Beach</a>, which looks pristine with turquoise water and white sand, and is great for families with little kids. I also like to <keyword id="11896628" type="UNKNOWN" weightage="100" keywordseo="travel" source="Orion">travel</keyword> a bit further east to <a href="https://www.businessinsider.com/reviews/out?u=https%3A%2F%2Fwww.tripadvisor.com%2FAttraction_Review-g60662-d10514148-Reviews-Sherwood_Beach-Waimanalo_Oahu_Hawaii.html" target="_blank" rel="nofollow noopener sponsored">Sherwood Beach</a>, where the current and surf get a little stronger, making it fun to body or boogie-board in the shore break.   </p><p><strong></strong></p><div type="image" title="Several people surf on an overcast day" height="2000" width="2666" msid="91770129" hostid="261"></div><p><strong>Puaena Point</strong></p><p>There's no visit to Oahu without a trek to the North Shore, which is less developed and moves at a slower pace than Honolulu. It's where all the pro surfers hang out, especially when the waves are firing in wintertime. If I'm heading north, I stop at <a href="https://www.businessinsider.com/reviews/out?u=https%3A%2F%2Fwww.tripadvisor.com%2FAttraction_Review-g60647-d8489347-Reviews-Pua_ena_Point_Beach_Park-Haleiwa_Oahu_Hawaii.html" target="_blank" rel="nofollow noopener sponsored">Puaena Point</a>, located just past Haleiwa. With a small strip of sand to spread your towel on, the small cove is protected by a reef, so it's swimmable and suitable for beginner surfers, even during winter. Keep a lookout here — I often notice turtles wading by. </p><h3><strong>The best hikes to avoid crowds</strong></h3><p>Make time for hikes during your trip to Oahu so that you can take in magnificent views only accessible on foot. Oahu has a majestic landscape of ridges, craters, waterfalls, and more that are worth significant time on your itinerary, no matter your skill level. </p><div type="image" title="Grass-covered cliffs and blue ocean with bright blue sky" height="2847" width="3797" msid="91770132" hostid="261"></div><p><strong>The Pillbox Trail</strong></p><p>In Kailua, <a href="https://www.alltrails.com/trail/hawaii/oahu/kaiwa-ridge-lanikai-pillbox-trail?u=i" target="_blank" rel="nofollow noopener sponsored">the Pillbox Trail</a> is a somewhat steep but short ridge hike that provides a stunning view of Lanikai Beach and the Mokulua Islands (what we call the Mokes) from former military bunkers. If you turn around, the lush green views of the Koolau Mountains are in full view. This hike is popular, but I love coming for a sunrise hike. Not only is it less crowded, but watching the sunrise above the horizon is so memorable; a camera can't do it justice. </p><p><strong>Waimano Falls</strong></p><p>If you're chasing waterfalls, I recommend <a href="https://www.alltrails.com/trail/hawaii/oahu/waimano-falls-trail?u=i" target="_blank" rel="nofollow noopener sponsored">Waimano Falls</a>, which branches off from Manana Trail in Aiea. The moderately challenging hike takes about two hours, but the reward is multiple waterfalls and water pools for swimming. The individual trails are typically shorter and very family-friendly but can connect to a longer, more immersive experience in the forest if you choose. During the first year of the pandemic, when options to go out were slim, I spent most of my time here wandering past mossy stones, bamboo forests, and tranquil streams.</p><p>Keep in mind that many hikes on Oahu start in residential neighborhoods, so I ask that you be respectful and quiet. I also rarely hike without sunscreen, water, and snacks, and take any trash with me when I leave. If the weather is rainy, don't venture out, the mud gets slippery. Safety first!</p><h3><strong>Must-visit historical attractions</strong></h3><p>One reason I always recommend Oahu for first-time visitors to Hawaii is because of the important cultural and historical sites. I highly recommend you make time for at least a few of these sites during your trip, because it's important as a visitor to the islands to learn about the culture of those who have been living here for years. </p><div type="image" title="Two people ride bikes next to a white palace with columns and archways and palm trees in bckground" height="2000" width="2666" msid="91770136" hostid="261"></div><p><strong>Iolani Palace</strong></p><p>When one of my best friends visited me for the first time last year, we visited <a href="https://www.iolanipalace.org/" target="_blank" rel="nofollow noopener sponsored">Iolani Palace</a> to learn about the Hawaiian monarchy and its tragic overthrow. We walked through the homes of Hawaiian royalty like King Kalakaua and Queen Kapiolani and learned about when Kalakaua's sister, Queen Liliuokalani, was imprisoned in an upstairs room for eight months by United States government officials in 1895. Both museums host after-hours events where drinks are served.</p><h3><strong>The places that are worth braving the crowds</strong></h3><p>I would be remiss if you skipped out on certain things just because they're more likely to be crowded, especially if you're a first-time visitor. The expansion brings its total Hawaii operation to 18 daily flights from seven US cities.</p><p>According to the airline, it will be the only carrier flying nonstop between Atlanta and Maui and Detroit and Honolulu. Delta is also adding a new direct flight between its base at New York's John F. Kennedy International Airport and Honolulu.</p><p>"Breathtaking beaches, a vibrant culture, and a competitive economy make Hawaii a highly sought-after destination for families and adventurists alike," Delta senior vice president of network planning, Joe Esposito, said in a press release. "We're guaranteeing more choice for our customers this winter, alongside Delta's award-winning hospitality and industry-leading reliability."</p><p>Every flight bound for Hawaii from Atlanta, Detroit, Minneapolis, and New York will offer three cabin options, including Delta One, Delta Comfort+, and Main Cabin, according to the airline. </p><p>Moreover, those in Delta One can enjoy the newly reintroduced hot meals offered on select flights over 1,500 miles, which includes the three new flights to Hawaii. <ul class="summary-list"><li>AirlineRatings.com has named <keyword id="12427817" type="UNKNOWN" weightage="60" keywordseo="air-new-zealand" source="Orion">Air New Zealand</keyword> as the safest airline in the world for 2022.</li><li>The organization publishes the top 20 list every year, and ANZ beat out 2021's top carrier, Australia-based <keyword id="12059604" type="UNKNOWN" weightage="60" keywordseo="qantas" source="Orion">Qantas</keyword>.</li></ul><p>AirlineRatings.com, a source for airline safety and product reviews, <a href="https://www.airlineratings.com/news/top-twenty-safest-airlines-2022/">has revealed its top 20 safest carriers in the world for 2022</a>, with five US <keyword id="11898285" type="UNKNOWN" weightage="60" keywordseo="airlines" source="Orion">airlines</keyword> making the list.</p><p>Established in 2013, AirlineRatings.com is a trusted website that rates airline safety, inflight products, and COVID-19 compliance of 385 worldwide carriers on a unique seven-star scale. Every year, AirlineRatings.com releases a list of the top safest airlines in the world, and, this year, Air New Zealand snatched the title from Australia-based Qantas. </p><p>AirlineRatings.com editor-in-chief Geoffrey Thomas explained in a press release that "there is very little between the top 20, they are all standouts."</p><p>"Our top 20 safest airlines 2022 are always at the forefront of safety innovation, operational excellence, and the launching of new more advanced aircraft like the Airbus A350 and Boeing 787."</p><p>Air New Zealand is the safest airline in the world for 2022, according to AirlineRatings.com, with carriers like <keyword id="12068324" type="UNKNOWN" weightage="60" keywordseo="etihad-airways" source="Orion">Etihad Airways</keyword>, <keyword id="12915579" type="UNKNOWN" weightage="60" keywordseo="tap-air-portugal" source="Orion">TAP Air Portugal</keyword>, Qatar, Qantas, Lufthansa, and Finnair also making the list. Five US carriers also earned top spots, including Alaska Airlines, Delta Air Lines, Hawaiian Airlines, American Airlines, and United Airlines.</p><p>According to Thomas, ANZ earned the title because of its superb incident record, number of technological innovations and cockpit advancements, comprehensive pilot training, and low fleet age, which averages just 6.8 years.</p><p>AirlineRatings also said ANZ's pilots operate in harsh weather conditions and remote environments, adding to the carrier's safety ranking. Moreover, the airline excelled in COVID policies and practices.</p><p>"Air New Zealand has won countless awards and has a firm focus on safety and its customers and over the past 18 months, COVID-19 has brought yet another new dimension to the challenges," Thomas said.</p><p>According to the organization, the 2022 awards were based on six factors, including crashes in the past five years, serious incidents over two years, audits from aviation governing bodies, government audits, fleet age, and COVID policies.</p><p>However, Thomas clarified that all airlines experience incidents and that it is not always the fault of the carrier when things go wrong, but sometimes rather the aircraft or engine manufacturer. </p><p>"It is the way the flight crew handles these incidents that determines a good airline from an unsafe one," he said.</p><p>There were several ranking shifts in 2022 <a href="https://www.airlineratings.com/news/top-twenty-safest-airlines-2021/">compared to 2021</a>, most notably were Qantas losing its crown to Air New Zealand after a three-year winning streak, Southwest Airlines falling out of the top 20 after ranking number 13 last year, and TAP Air Portugal being named Europe's safest carrier after not making the list in 2021.</p><p>Here's a closer look at AirlineRatings' top 20 safest airlines in the world.</p><h2>20. <ul class="summary-list"><li><a href="https://www.businessinsider.com/category/united-airlines">United Airlines</a> plans to relaunch international service on more than 25 international routes in September.</li><li>Though travel bans and restrictions on American travelers stemming from the pandemic have sharply curtailed international travel demand, United expects strong cargo demand on the routes, along with essential travelers.</li><li>United, along with other <keyword id="44023" type="ORGANIZATION" weightage="60" keywordseo="airlines">airlines</keyword>, has struggled to cut costs and find revenue as the <a href="https://www.businessinsider.com/category/coronavirus">COVID-19</a> pandemic wreaks havoc on the industry. United said this week <a href="https://www.businessinsider.com/united-airlines-pilots-furlough-coronavirus-2020-7">it may furlough 3,900 pilots</a>.</li></ul><p><keyword id="137254" type="COMPANY" weightage="60" keywordseo="United-Airlines">United Airlines</keyword> will relaunch service on more than 25 international routes in September, along with a number of domestic flights, the carrier said Friday.</p><p>The newly relaunched routes include flights to Europe, Asia, India, Australia, Israel, and Latin America from the airline's hubs in Chicago, Denver, Houston, Los Angeles, New York/Newark, San Francisco, and Washington, DC.</p><p>Even if travelers want to hop aboard, though, they may not be able to. Many of the listed destinations are in countries or regions with restrictions, quarantine requirements, or outright prohibitions on most American travelers, as <keyword id="8763838" type="UNKNOWN" weightage="60" keywordseo="covid-19">COVID-19</keyword> cases continue to spike throughout the US with little sign of relenting. Most Americans are not allowed to visit European Union countries, while Australia has strict limits on entry to the country.</p><p>Instead of conventional travel, the airline will rely on robust demand for international <keyword id="233793" type="COMPANY" weightage="60" keywordseo="air-cargo">air cargo</keyword> to support the routes. A United spokesperson said that the routes in question are backed by strong cargo performance in those markets. The airline also expects some traffic from those exempted from the full restrictions, such as diplomatic and medical professionals, expats living or stranded abroad, and foreign nationals living in the US.</p><p>Even with the relaunched routes, in September United will fly just 30% of its international schedule, compared to the same month in 2019. It plans to fly 25% of its August schedule, compared to last year.</p><p>United's international destinations include several locations in Mexico and Costa Rica, as well as Tel Aviv, Amsterdam, Frankfurt, Munich, Delhi, Mumbai, Sydney, and Hong Kong.</p><p>The airline said it will also add 40 daily flights on nearly 50 domestic routes — the airline will fly 40% of its 2019 domestic schedule. And it will resume service between the continental US and Kilo and Kauai in Hawaii, and increase flying to Honolulu, Kona, and Maui. (Hawaii imposes a mandatory 14-day quarantine on all arriving passengers. Beginning September 1, travelers can get show proof of a negative COVID-19 test within 72 hours of departure to avoid the quarantine.)</p><p>United and other airlines in the US and globally have struggled to cut costs and grow revenue as the <keyword id="1754604" type="PERSON" weightage="60" keywordseo="coronavirus">coronavirus</keyword> pandemic has decimated travel demand. Despite a modest recovery in domestic travel demand in May and June, spikes in cases and new travel restrictions have led travel to decline again.</p><p>United said earlier this week that it <a href="https://www.businessinsider.com/united-airlines-pilots-furlough-coronavirus-2020-7">could furlough up to 3,900 pilots due to the low demand</a>, or roughly one-third of its pilots.</p>

<ul class="summary-list"><li>At this point, it's a cliché to say that 2020 has been a year like no other.</li><li>Its lasting effects on the labor market — and the people who have been left behind — will have repercussions for years to come.</li><li>Economists say the recovery is worryingly weak amid spiking virus cases, while unemployed workers nationwide are facing eviction and hunger.</li><li>Congressional leaders <a href="https://www.businessinsider.com/senate-approves-stimulus-package-white-house-trump-next-signature-2020-12">passed a $900 billion stimulus package</a> earlier this month, with President Donald Trump signing off on the bill on December 27. $600 checks are set to hit millions of Americans' bank accounts this week, but the aid will likely not be enough to offset the long-lasting economic effects of the pandemic downturn.</li></ul><p>Amanda Clark is worried about getting evicted - again.</p><p>The 38-year-old mother of three had been in the restaurant industry for 15 years, working as a server and bartender.</p><p>Then the <keyword id="1754604" type="PERSON" weightage="60" keywordseo="coronavirus">coronavirus</keyword> pandemic struck in March, and she - like 22 million other Americans - found herself unemployed. Since the first time she was laid off, she's worked at three different jobs, but none of them have stuck.</p><p>"I would just get hired and would start, and then business would be so terrible that I would get laid off again," she told Insider.</p><p>Clark wasn't able to get unemployment benefits until May. And even when they did kick in, she was receiving just $117 a week, she said. For three and a half months, she had no money coming in, and that's when she lost her apartment.</p><p>"Now it's just like this big backlog of, 'You've been evicted here, and you're going to be evicted there,'" she said. "And so now my credit's going to be ruined, and it is the hole that I cannot seem to dig myself out of." </p><p>Clark isn't alone: The US labor market's recovery is just over halfway back to pre-pandemic levels, but millions of still unemployed Americans face an increasingly difficult return to the workforce. As they attempt to regain footing, they're having to contend with a job landscape permanently marred by the coronavirus.</p><div type="image" title="Amanda Clark" height="540" width="720" msid="79925884" hostid="261"></div><p>For a year of dire superlatives, economic data showed some of the bleakest. The <keyword id="34412" type="ORGANIZATION" weightage="100" keywordseo="economy">economy</keyword> contracted <a href="https://www.businessinsider.com/us-q2-gdp-record-decline-coronavirus-pandemic-recession-lockdowns-economy-2020-7">at a record 31.4% annualized rate</a> in the second quarter amid coronavirus lockdowns and frozen activity. The unemployment rate <a href="https://markets.businessinsider.com/news/stocks/april-jobs-report-unemployment-rate-payrolls-record-us-economy-coronavirus-2020-5-1029181991?utm_campaign=browser_notification&amp;utm_source=desktopktop">spiked to 14.7%</a> in April, its highest point since the Great Depression. <a href="https://www.businessinsider.com/us-consumer-spending-jumped-may-personal-incomes-fell-recovery-coronavirus-2020-6">Consumer spending nosedived</a> to its lowest point in five years.</p><p>Yet while conditions have improved since - and <keyword id="8763838" type="UNKNOWN" weightage="60" keywordseo="covid-19">COVID-19</keyword> vaccine distribution is lifting hopes for healthy growth - the labor market still hasn't seen the V-shaped recovery enjoyed by other pockets of the economy. And economists fear the rest of the rebound will be even more taxing than what's already played out, even in the presence of a <a href="https://www.businessinsider.com/stimulus-deal-passed-house-democrats-direct-checks-unemployment-mcconnell-senate-2020-12" target="_blank" rel="noopener">$900 billion stimulus package just passed by Congress</a>.</p><p>The initial bounce back "was the easy bit," Jonathan Wright, an economics professor at Johns Hopkins University, told Insider. He said businesses that partially reopened in the summer were able to quickly rehire workers who had been temporarily laid off.</p><p>"What's much harder is somebody who loses their job in a business that has closed. The process of them finding a new job is going to be an awful lot slower," Wright added.</p><p>Recent data points to a weakening recovery that could soon tip into another decline. The US economy <a href="https://www.businessinsider.com/november-jobs-report-tk-nonfarm-payrolls-unemployment-rate-economic-recovery-2020-12">added just half of the 460,000 payrolls</a> expected in November, according to the Bureau of Labor Statistics. Meanwhile, the unemployment rate saw its smallest month-over-month decline since the recovery began.</p><p>The labor market hasn't fared any better this month. New filings for unemployment insurance defied economist forecasts and posted a <a href="https://www.businessinsider.com/us-weekly-jobless-claims-885000-coronavirus-unemployment-benefits-economic-recovery-2020-12">surprise increase</a> for the week that ended December 12. The reading added to recent upward inflection and marked a 14-week high for US weekly jobless claims.</p><p>Put simply: The data is going in the wrong direction.</p><p>"It's darkest before the dawn, and we're likely to lose ground again before we actually are able to fully reopen the economy with herd immunity and a vaccine," Diane Swonk, the chief economist at Grant Thornton, told Insider.</p><h2><strong>Looming hurdles</strong></h2><p>The US continues to endure an increasingly dire wave of the pandemic, while a new strain of the virus in the UK has prompted fresh lockdown measures overseas. The US reported 178,191 new cases on Monday, according to <a href="https://covidtracking.com/data">the COVID Tracking Project</a>. Deaths neared 311,000, and virus-related hospitalizations climbed to 115,351.</p><p>The rapid rise in cases has prompted several state and municipal governments in the US to employ stricter lockdown measures in hopes of slowing the virus' spread. Major metropolitan areas like New York are considering full lockdowns for the second time since the pandemic hit the US in the spring.</p><p>With the economy down about 10 million jobs, the surge in cases will further hinder gains and could even drag the labor market into a new decline, Heidi Shierholz, a senior economist at the Economic Policy Institute, said. </p><p>"To get those jobs back, we have to have an economy that's strong enough that people are opening new businesses to meet demand for goods and services," she said. "And that stuff just takes longer."</p><p>The sheer length of time in which millions of Americans have been unemployed also presents a challenge. Finding work tends to become more difficult after several months of joblessness, and prolonged bouts of unemployment often lead to people accepting lower-paying jobs just to rejoin the labor force, Swonk said.</p><p>That compounds the fact that many of those workers taking these jobs were already near the bottom of the pay scale. In the event that they do return to low-paying jobs, they've already missed a prolonged period of wages. The result is a situation where even people who desperately want to work get discouraged by the grueling process.</p><p>"Once you hit six months of unemployment, you end up getting a blow to mental and physical health in the midst of a pandemic," Swonk said.</p><p><a href="https://www.businessinsider.com/unemployed-in-louisiana-program-assistant-shares-her-story-2020-9">Ebony Mitchell</a> in Louisiana is one of the many American workers who found herself out of work for a long stretch - six months. She recently began working part time again, this time as a remote Google IT instructor, after months of successfully collecting unemployment benefits she described as a "lifesaver."</p><div type="image" title="Ebony Mitchell" height="576" width="768" msid="79925886" hostid="261"></div><p>But Mitchell's success story is a rarity in the increasingly grim labor landscape. She said she felt bad navigating the joblessness system with ease as she saw acquaintances on social media struggling.</p><p>Mitchell knew two people who were eligible for benefits but didn't initially apply. They said they didn't want to receive $600 for doing nothing, but she insisted on helping them apply anyway, she said.</p><p>"Contrary to popular belief, underrepresented communities want to work and we want to earn our money," Mitchell said.</p><h2><strong>Deep scarring in previously thriving industries</strong></h2><p>Complicating matters further is that taking measures to bring the unemployment rate back to 4% won't eliminate the pandemic's lasting effects. It's increasingly looking like some industries might never return to their past health.</p><p>The 80-year shift toward more discretionary spending and services was "turned on its ear" by the pandemic, Swonk said. The travel and leisure sectors are particularly endangered, as businesses in both areas entered the health crisis <a href="https://markets.businessinsider.com/news/stocks/economic-outlook-corporate-growth-slower-tourism-hotel-industries-fed-study-2020-12-1029854438">with twice as much debt on average</a> than companies in other industries, according to the Federal Reserve Bank of New York.</p><p>Lori Jay, 66, lives in Maui. She worked in the recreational-activity industry for about 15 years and has been a ride-hailing driver for the past four. She's felt the economic suffering of the pandemic - particularly in the leisure sector - firsthand.</p><p>She, like many people she knows, came to Hawaii to make a change and get out of the rat race, she said. But the state's economy <a href="https://www.businessinsider.com/photos-show-impact-of-the-coronavirus-on-hawaii-tourism-2020-5">has a particular dependence on tourists</a>.</p><div type="image" title="Lori Jay" height="1836" width="2448" msid="79925888" hostid="261"></div><p>"We used to joke kiddingly to each other, everybody here, 'What happens when the ships stopped coming?'" Jay said.</p><p>In March, they found out: <a href="https://www.businessinsider.com/states-where-tourism-suffering-most-because-coronavirus-2020-4">Business ground to a halt</a>. Hawaiian tourism was <a href="https://www.businessinsider.com/states-where-tourism-suffering-most-because-coronavirus-2020-4#1-hawaii-15">hit the hardest by the pandemic</a> in the US, according to a <a href="https://wallethub.com/edu/states-hit-hardest-by-covid-impact-on-tourism/72974#methodology">WalletHub analysis</a>.</p><p>"Everybody I know stopped working," she said. "And I know a lot of people."</p><p>Other industries are enduring tectonic shifts. In the retail sector, the rapid expansion of e-commerce traffic and simultaneous hit to physical stores accelerated the yearslong transition to online shopping. The pandemic drove a "decade worth of shift" from brick-and-mortar stores to Amazon in a single year, Wright said.</p><p>And increased remote-work activity presents a severe risk to the businesses that serve as commercial hubs for cities. A drop in office workers cuts down on prospective revenue for everything from nearby restaurants and bars to dry cleaners and public-transportation agencies, the Economic Policy Institute's Shierholz said.</p><h2>Contending with long-term wounds</h2><p>Beyond unemployment, recovering all payrolls lost during the pandemic would also leave the US economy far behind the level of output it was previously poised to achieve. The nation was generating <a href="https://markets.businessinsider.com/news/stocks/january-jobs-report-us-economy-225000-jobs-wage-growth-unemployment-2020-2-1028884919">about 200,000 jobs each month</a> before the pandemic hit. If that pace held steady, the country would have added roughly 2.4 million more jobs since February.</p><p>A full recovery is not "just about regaining what was lost, it's also about regaining what could have been," Swonk said.</p><p>Returning to a 2019-like job market would still mean the US would have to contend with age-old structural problems that already existed. It wasn't until the final years of the last economic cycle that income among the lowest earners began to rise and a more diverse pool of talent was tapped, Swonk said. The pandemic swiftly washed those gains away, and the <keyword id="46126" type="ORGANIZATION" weightage="60" keywordseo="economic-recovery">economic recovery</keyword> has so far been markedly uneven.</p><p>While the unemployment rate for white Americans sat at 5.9% in November, one in 10 Black Americans remained unemployed, according to the Bureau of Labor Statistics. The unemployment rates for Asian and Latino workers were 6.7% and 8.4%, respectively.</p><p>The gender gap widened as well. The closure of schools across the country overwhelmingly weighed on women with children, forcing many to replace their jobs with childcare. It will take an active effort across companies to retain women in their workforces and avoid a "permanent blemish" on female employment and earning potential, Swonk said.</p><h2>Different recession, same mistakes</h2><p>Another hurdle facing the labor-market recovery is that high-ranking economic officials have seemingly not learned from past mistakes.</p><p>When the US was faced with an entirely different recession compared with the previous downturn - one characterized by historically ferocious velocity and depth - the country responded by <a href="https://www.businessinsider.com/economic-stimulus-outlook-state-local-government-aid-needed-risks-experts-2020-12">repeating errors that previously slowed growth for years</a> the last time around, after the global financial crisis.</p><p>While the federal government can borrow to offset a drop in tax revenue, state and local governments are forced to slash costs to balance their budgets. Public workers are laid off, and funding for aid programs is cut. </p><p>All told, budget shortfalls in state and local governments delayed a full recovery from the Great Recession by more than four years, Shierholz said. And the latest wave of fiscal support appears to lack the billions of dollars needed to avoid such fallout.</p><p>Without another tranche of aid for governments, "there will be just years and years of elevated unemployment" mirroring those after 2009, Shierholz added.</p><p>State governments will also play a critical role in rolling out the coronavirus vaccines over the coming months. While Congress' latest stimulus package included funds for vaccine distribution, the omission of additional relief could further hinder the country's economic rebound.</p><p>"If Congress were to give state and local governments no further relief at all, then they're going to have to do an awful lot more on the public-health side, while still cutting their overall costs by 10%," Johns Hopkins' Wright said.</p><h2>A light at the end of the tunnel</h2><p>But it's not all doom and gloom. The <a href="https://www.businessinsider.com/congressional-leaders-900-billion-stimulus-deal-checks-unemployment-2020-12" target="_blank" rel="noopener">$900 billion stimulus package passed by Congress</a> this month renews aid after months of legislative gridlock. Measures including $600 direct payments, $300 per week in federal unemployment benefits, and funding for the Paycheck Protection Program offer new support for households and businesses struggling through the coronavirus recession.</p><p>But the direct payments and bolstered unemployment benefits are half the size of those included in the CARES Act, the rescue package Congress passed in March, and a measure passed by the House to increase the size of direct payments to $2,000 looks likely to stall.</p><p>Lawmakers have indicated they're open to passing additional fiscal support in 2021, but delays in reaching the latest stimulus deal suggests future aid might not arrive fast enough to heal growing problems.</p><p>For many, the $300 boost to weekly unemployment benefits will expire on March 14. Vaccination of the general population is projected to start in February or March, but herd immunity <a href="https://www.businessinsider.com/when-can-i-get-a-coronavirus-vaccine-timeline-2020-11">isn't likely to arrive until well into 2021</a>. The months in between are set to see unemployment insurance dry up while case counts remain too high to allow for a full reopening.</p><p>Jobless benefits also didn't <a href="https://markets.businessinsider.com/news/stocks/unemployment-benefits-expansion-incentivize-joblessness-federal-reserve-study-economy-research-2020-9-1029618889">discourage unemployed Americans to keep searching for jobs</a> through the downturn, a study from the Federal Reserve Bank of San Francisco found. The spring expiration of the aid program could see people drop out of the labor force and create a lasting drag on growth.</p><p>"The fact that we've delayed and kicked the can down the road for so long on aid, it ups the ante that you have more wounds that fester because you're not dressing those wounds while the war is still on," Swonk said.</p><p>In the meantime, unemployed Americans are doing what they can to get by. Jay said she was fortunate to be old enough to get Meals on Wheels. Clark has looked into moving to Texas to work for her husband's family - but that's only if business can rebound after his mother's and sister's hospitalizations for the coronavirus, she said.</p><p>A stimulus package may not eliminate all the difficulties that unemployed Americans are facing. But the immediate relief it would offer could make a real difference.</p><p>"That would be great. It would get me out of the debt that I'm in right now," Clark said of a second stimulus check. She said she'd use any stimulus money to pay off her apartment and fend off a future eviction as moratoriums lift.</p><p>"There's a lot of people that don't - they're not living this life," Clark said. "Their whole life hasn't changed any, and a lot of it has for the rest of us. We just want the world to go back to normal. That's all we all want, I think."</p>
