The Human Resource Development (HRD) Ministry is mulling ‘<keyword id="2606641" type="UNKNOWN" weightage="100" keywordseo="Think-in-India">Think in India</keyword>’ campaign to encourage students to think innovatively and come up with new ideas. Union Minister for Human Resource Development Smriti Irani said that the campaign’s objective would be to check brain drain out of the country. 
 “We all know the prime minister has spoken about the ‘Make in India’ project and we in the ministry of Human Resource Development want to complement it by ‘Think in India’ campaign through the ‘<keyword id="2606642" type="UNKNOWN" weightage="100" keywordseo="Rashtriya-Avishkaar-Yojana">Rashtriya Avishkaar Yojana</keyword>.’ So that our faculty and our students need not leave our shores in hunt for money to back their research with,” the <keyword id="114568" type="POSITION" weightage="100" keywordseo="hrd-minister">HRD minister</keyword> said. 
 
“We have initiated a programme Global Initiative for Academic Networks called GIAN, where we are seeking to invite very celebrated academicians and industry experts from across the world, who will come and teach at least one semester in India at the cost of Government of India, so that our students and faculty members benefit,” Irani added.

HRD Ministry Mulling ‘Think in
India’ Campaign

The draft was then put in public domain to seek feedback from various stakeholders and over two lakh suggestions were received by the HRD Ministry about the same. "The policy draft has been approved. The Ministry has been renamed as Education Ministry," a senior HRD Ministry official said. The existing NEP was framed in 1986 and revised in 1992. India approves a new education policy after more than two decades

It's not just the common man, but even the IITs are bearing the brunt of Modi’s <keyword id="3315394" type="UNKNOWN" weightage="20" keywordseo="demonetisation">demonetisation</keyword> move. According to sources, the cash crunch has affected the maintenance work on the campuses. 
 
There are 23 IITs in the country. A number of them incur an expenditure of over Rs 1 lakh every day while the government has fixed the weekly withdrawal limit at Rs 50,000. 
 
These premier institutes claim they are conducting conferences and workshops on a daily basis which are attended by thousands of students and faculty members. These are fixed in advance and they are likely to get affected due to the restriction on cash withdrawal. 
 For this reason, several IITs including <keyword id="6364832" type="COMPANY" weightage="20" keywordseo="IIT-Kharagpur">IIT Kharagpur</keyword> have approached the <keyword id="51613" type="ORGANIZATION" weightage="20" keywordseo="hrd-ministry">HRD ministry</keyword> seeking relaxation from the cash withdrawal limit norm stating that they have to spend a substantial amount on maintenance of their huge campuses on a daily basis, and they are not being able to do so. 
 “We are a community of 20,000 people on campus. There are 40 academic units at <keyword id="6354859" type="COMPANY" weightage="20" keywordseo="IIT">IIT</keyword> Kharagpur. The institute needs close to Rs 2 lakh in cash to carry out various functions. We are not used to operating completely in a cashless manner. Till we make that transition, we have requested the ministry to relax the withdrawal embargo,” an official of IIT Kharagpur told Indian Express. 
 The IITs have also urged the HRD ministry to take up the issue with the <keyword id="47209" type="ORGANIZATION" weightage="20" keywordseo="Finance-Ministry">finance ministry</keyword>. 
 
Sources said that the HRD Ministry may soon write to the Finance Ministry to communicate the difficulties being faced by universities and institutes and their need for more cash to carry out their administrative functions.

Even the IITs are affected by Modi's demonetisation move

<ul><li><keyword id="1026157" type="COMPANY" weightage="20" keywordseo="Union-Human-Resource-Development">Union Human Resource Development</keyword> Minister <keyword id="106655" type="PERSON" weightage="20" keywordseo="Ramesh-Pokhriyal-Nishank">Ramesh Pokhriyal Nishank</keyword> has said that <keyword id="1693851" type="PERSON" weightage="20" keywordseo="CBSE-board-results">CBSE board results</keyword> can be declared by August 15. </li><li>However, the decision to open schools will be taken after August keeping in mind the current COVID-19 situation.</li><li>According to the HRD ministry, after August, new sessions will also start in universities.</li></ul>Union Human Resource Development Minister Ramesh Pokhriyal Nishank has said that CBSE board results can be declared by August 15. The results of both class 10 and 12 will be declared at an interval of just a few days. However, the decision to open schools will be taken after August keeping in mind the current COVID-19 situation. At present, <keyword id="5912066" type="COMPANY" weightage="20" keywordseo="The-Ministry-of-Human-Resource-Development">the Ministry of Human Resource Development</keyword> has not set any date for <keyword id="9009652" type="UNKNOWN" weightage="20" keywordseo="reopening-schools">reopening schools</keyword>. Nishank said during a discussion "We hope that the results of both 10th and 12th class will be declared by August 15. These include the results of previous exams and the results of examinations in July." On the issue of reopening of schools, Nishank said "after August the process of opening schools will be started." A final decision in this regard will be taken only after assessing the prevailing conditions. According to the HRD ministry, after August, new sessions will also start in universities. Meanwhile, the <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> government in Delhi has also written to the HRD ministry on the subject of reopening schools. Delhi Education Minister <keyword id="6354681" type="PERSON" weightage="20" keywordseo="manish-sisodia">Manish Sisodia</keyword> said in the letter, "Delhi Chief Minister Arvind Kejriwal said some time ago that we have to learn to live with coronavirus. So it would be better to open schools with proper safety measures." Sisodia said that first of all, we have to assure every child that they are important to us. Everyone has equal rights over the physical and intellectual environment of his school. Education cannot progress beyond online classes only. It would be impossible to pursue education only by calling older children to school and keeping younger children at home. Several private schools have also suggested measures to the HRD ministry to open schools and safety in schools during this period. However, the ministry is not in a hurry to reopen schools at present. According to senior officials of the ministry, at present, preparations are being made to conduct the remaining board exams of class 10 and 12 between July 1 and 15. After the examinations, the first priority is to declare the results. Only then can the process of reopening school colleges begin.

Indian government may allow schools to open after August 15

Soon, five laboratories each in seven IITs will be at par with the best in the world, thanks to project 'Vishwajeet' that aims at catapulting 7 IITs to the top league of <keyword id="3119168" type="UNKNOWN" weightage="20" keywordseo="global-academic-rankings">global academic rankings</keyword>. 
 During a recent meeting of the <keyword id="6354859" type="COMPANY" weightage="20" keywordseo="IIT">IIT</keyword> Directors, it was decided that five laboratories each at <keyword id="6364832" type="COMPANY" weightage="20" keywordseo="IIT-Kharagpur">IIT Kharagpur</keyword>, Bombay, Madras, Delhi, Kanpur, Guwahati and Roorkee will get funding from government and industry, to make them at par with the world's best. 
 
It was also discussed that the 1:10 teacher-student ratio is desirable from the current 1:15. The HRD ministry has instructed IITs to hire faculty, foreign talent too. In this regard, the HRD ministry had put forward a proposal to the Ministry of External Affairs and the Home Ministry recently to ensure the norms related to allowing foreign faculty are made easier. 
 
At the meeting, IIT directors spoke on expansion of student strength to one lakh in IITs. They said the bulk of expansion will take place in post-graduate and Ph.D. Even foreign students will be taken. The reason to induct foreign students is because it is one of the criterion to make way into global university rankings. 
 
In the meeting there was also a clear division on the issue of breaking into top 100 ranking done by foreign agencies. Many directors felt that IITs should rather concentrate on improving themselves and expand the number of courses being taught including humanities.

The IIT labs which will soon be at par with the world's best

Smriti Irani-led HRD Ministry is boasting of a slew of decisions and initiatives taken and also accomplished. 
 
The education ministry claims that it has achieved 100% target completion of construction of separate toilets for boys and girls in schools under Swachh Vidyalaya Abhiyan during the year 2015. 
 
Under several initiatives taken by the HRD ministry, higher education gains prominence as Finance Minister Arun Jaitley had announced more allocation for higher education. 
 
In 2015-16 budget, Jaitley had marginally reduced overall allocations towards education but had increased the planned higher education budget by nearly 22%. 
 
Jaitley proposed to set aside Rs.69, 074.76 crore for education in 2015-16 and higher education was given a plan allocation of Rs.15, 8555.26 crore as against Rs13,000 crore pegged in the revised budget for 2014-15. 
 
Here are some initiatives take by the HRD ministry under higher education till December 31, 2015 
 
Campus connect programme 
All the central universities in the country are going to be connected through WIFI network at a cost of approximately Rs320 crore. Under this, all the classrooms, libraries, laboratories, hostels and places frequented by the students would be connected through a secured WIFI hotspots providing access to the educational and information resources to the students on 24x7 basis. This project will be implemented by ERNET and is expected to be completed by June 2016. 
 
Promoting start-ups 
37 new startup parks/research parks would be set up this year with the coordination of Dept of Science and Technology (fund sharing on 50:50 basis) covering all the IITs, NITs and some IIITs/Central Universities. These would incubate the start-ups and handhold them till they reach the stage of commercialization, normally for a period of five years. IIT Madras Research Park has already become fully functional. 
 
Unnat Bharat Abhiyan 
This was launched connecting higher education and society to enable technology and its use for development of rural areas. Under this all technical and higher education institutions have been asked to adopt five villages each; identify technology gaps and prepare plans for innovations that could substantially increase the incomes and growth in the rural areas. 
 
Ucchtar Aavishkar Abhiyaan 
For promotion of innovation, All the IITs have been encouraged to work with the industry to identify areas where innovation is required and come up with solutions that could be brought up to the commercialization level. For this purpose, it is proposed to launch a scheme Ucchtar Aavishkar Abhiyan by investing Rs 250 crore every year on identified projects proposed by IITs and NITs. 
 
Engineering skills to unemployed youth 
An initiative as a part of the PMKVY is being launched to encourage all the 10,000 technical institutions (engineering and polytechnic) to provide engineering skills (through part-time courses of 6 to 8 months duration) to at least 100 unemployed youth using their infrastructure after college-hours. The training costs would be met by the central government and the placement of the trained youth is the responsibility of the institution. This is expected to provide high quality skilled persons required for the Make in India campaign. 
 
Imprint India 
Imprint India, Pan-IIT and IISc joint initiative, aims at direct research in the premier institutions into areas of social relevance. Under this, 10 domains have been identified, which could substantially impact the living standards of the rural areas, including healthcare technology, nano technology, computer science and ICT, manufacturing technology and environment/climate change. The research in each of these areas is being coordinated by one IIT. 
 
Global Initiative for Academics Network (GIAN) 
It was launched as an initiative to attract the best foreign academics to Indian Universities of Excellence. The programme has been launched to facilitate the partnership between higher education institutions of India and other foreign universities. Under this, 352 courses are being offered by foreign faculty from 38 countries. The cost of the travel and honorarium ranging from $8,000 - $12,000 is being met from the scheme funds. 
 
Study Webs of Active-Learning for Young Aspiring Minds (SWAYAM) 
The web portal is the Indian electronic e-education platform which proposes to offer courses from the high school stage to post-graduate stage in an interactive electronic platform. The IT platform for SWAYAM is going to be built and is expected to be operationalized by March 31, 2016 with a capacity to host nearly 2,000 courses. This would provide the best quality education to more than three crore students across the country. SWAYAM-MOOCs project is intended to address the needs of school level 9-12 to Under Graduate and Post Graduate students, covering all disciplines.

Irani was mired in a controversy over her claims of possessing a Yale degree. Secondly, she scrapped the four-year format at the Delhi University and went back with the three-year format, which was against the wishes of the VC and UGC. 
 
The HRD Ministry was also at loggerheads with the Niti Ayog over accreditation and other issues. Experts say Irani took Niti Ayog as interference. 
 
Her handling of suicide case of Dalit scholar at Hyderabad Central University, Rohith Vemula, was also criticised by many. 
 
The recent Jawaharlal Nehru University row involving Kanhaiya Kumar also didn’t add to her sheen. Irani also played with fire when replaced German with Sanskrit as the third language in Kendriya Vidyalayas in 2014. 
 
Irani was also at the centre of the controversy when she was accused of intervening in the affairs of IIT-Delhi prompting the resignation of Director RK Shevgaonkar, two years before his term.

These are the possibilities why Smriti Irani was removed from education ministry

In a shocking turn of events in the <keyword id="3212197" type="UNKNOWN" weightage="100" keywordseo="Rohith-Vemula-Suicide">Rohith Vemula suicide</keyword> case and the uproar that has followed, reports suggest that most central universities of the country would probably fail the anti-discrimination test. 
 To know whether <keyword id="6510139" type="ORGANIZATION" weightage="100" keywordseo="Indian-Universities">Indian universities</keyword> actually practice anti-discrimination or not, an assessment was done for all central universities at the conference of central university vice-chancellors. The results, one might ask? Not even a single central university has appointed an ombudsman, with only eight of the 46 central universities having a grievance redressal cell for complaints in this matter. 
 As per the assessment of the <keyword id="51613" type="ORGANIZATION" weightage="100" keywordseo="hrd-ministry">HRD ministry</keyword>, Indian universities came out to have done extensive violation of regulations, when it comes to the UGC (Promotion of Equity in Higher Educational Institutions) Regulation 2012. 
 
These regulations demand that institutions should necessarily set up an equal opportunity cell, appoint anti-discrimination officers, declare mechanism for implementation of the regulations and set up grievance redressal cells. 
 
However, only 10 universities have notified a mechanism for implementation of these regulations, while only 5 have got them working. Equal Opportunities Commission has been set up by only 19 central universities and just 13 of these actually work. An anti-discrimination officer has been appointed only 10 universities, and again, only 5 of them work. 
 
The gross enrolment ratio (GER) for various social groups as per a pan India survey for higher education is all the way more shocking. While the GER for all groups stood at 23.6, it is 18.5 for SCs and 13.3 for STs in 2014-15. Even though these numbers are up from last year’s 17.1for SCs and 11.3 for STs, there is still a long road to achieving success in actual terms. 
 
The HRD ministry has also alerting university administrations about increased diversity in campuses, leading to an amalgamation of different cultures and requirign 'proactive integration' through inclusive structures, empathy, support and effective monitoring. 
 Talking of <keyword id="6387481" type="ORGANIZATION" weightage="100" keywordseo="Hyderabad-Central-University">Hyderabad Central University</keyword>, the fact-finding committee has come up with results that say that the essential institutional redressal mechanisms for handling student grievances and problems "seems to be non-functional/defunct and is responsible for enhancing the feeling of deprivation and discrimination among the students from the socially and economically weaker sections".
