The chip maker also unveiled the Xeon CPU Max Series (code-named Sapphire Rapids HBM) and the Data Centre GPU Max Series (code-named Ponte Vecchio). As Intel's most sustainable data centre processors, 4th Gen Xeon processors deliver customers a range of features for managing power and performance, making the optimal use of CPU resources to help achieve their sustainability goals, said the company. The 4th Gen Intel Xeon customers can expect a 2.9x average performance per watt efficiency improvement for targeted workloads when utilising built-in accelerators when compared with prior generations. The company said that the 4th Gen Xeon family greatly expands on Intel's purpose-built, workload-first strategy and approach. It also offers a family of processors specifically optimised for high-performance, low-latency networks and edge workloads. Moreover, the Xeon CPU Max Series is the first and only x86-based processor with high bandwidth memory, accelerating many HPC workloads without the need for code changes. The Data Center GPU Max Series is Intel's highest-density processor and will be available in several form factors that address different customer needs, according to the company. Further, the Xeon CPU Max Series offers 64 gigabytes of high bandwidth memory on the package, significantly increasing data throughput for HPC and AI workloads. When compared to top-tier 3rd Gen Intel Xeon Scalable processors, the Xeon CPU Max Series delivers up to 3.7 times 10 more performance in a variety of real-world applications such as energy and earth system modelling, the company mentioned. Intel unveils 4th Gen Xeon Scalable processors with better performance

Right from designing a car or an aeroplane to oil field exploration to genome mapping, supercomputers have solved the most complex challenges for humanity. In recent years, High Performance Computing has seen increased mainstream adoption. It has literally moved out of research labs where only the privileged set of users experimented with the technology. Enterprises of all sizes today leverage HPC to improve time to market and ensure a competitive edge. HPC market is expected to grow from USD 36.0 billion in 2022 to USD 49.9 billion by 2027, at a CAGR of 6.7%, according to MarketsandMarkets. Supercomputers have certainly become more powerful and faster in the process. With this impressive performance improvement came a giant spike in power consumption. Typically, supercomputers or HPC workloads consume huge amounts of electricity, generate significant heat that affects the lifetime of components and leads to millions of dollars in cooling expenses. A typical supercomputer consumes anywhere between 1 to 10 megawatts of power on average, which is equal to the electricity needs of almost 10,000 homes (a 2019 estimate). Rising energy consumption is pointed out as the biggest challenge faced by next-gen supercomputers. “The amount of energy needed in data centres to support current and future computing needs for high performance and machine learning is rising. At the same time, because sophisticated nodes have such a large number of processing units, reliable and secure computing has become a challenge” says Dr. Venkat Mattela, Founder &amp; CEO of Ceremorphic, a semiconductor player in the area of Energy Efficient AI Supercomputing. Ceremorphic has developed a new architecture for next-generation applications such as AI model training, high-performance computing, drug discovery, and metaverse processing. Its silicon geometry-based architecture, claims the company, satisfies high-performance computing needs in terms of power consumption at scale. Companies have been focusing on applying new technologies, in computing hardware, architecture and cooling technologies, to achieve ambitious energy efficiency goals in HPC systems. Players believe that the importance of addressing the energy requirements to further accelerate advanced AI applications in the industry. AMD, for instance, aims to deliver a 30-fold increase in energy efficiency across its high-performance compute (HPC) platforms by 2025. “These applications are essential to scientific research in climate predictions, genomics, and drug discovery, as well as training, AI neural networks for speech recognition, language translation, and expert recommendation systems. The computing demands for these applications are growing exponentially. Fortunately, we believe it is possible to optimize energy use for these and other applications of accelerated compute nodes through architectural innovation,” wrote Mark D. Papermaster, CTO of AMD. Nevertheless, getting to this ambitious goal will continue to be an uphill task for players. Energy-efficient computing is a multi-dimensional debate in the Exascale computing arena. “Significant modifications to a supercomputing system are both disruptive and costly since it is an ecosystem. All components of the ecosystem, as well as their linkages, must be considered while building future generations of supercomputers,” says Mattela. He believes that AI/ML will drive the demand for supercomputing in this decade and going forward. The advent of new machine learning models and the performance demands on big models will push the demands of HPC. “We will be seeing an alternate computing paradigm with optical and with device architectures beyond CMOS (complementary metal-oxide semiconductor) technology” he adds. Supercomputers are faster and more powerful — but need to be more energy-efficient

Demand trajectory across urban and rural markets in India has shown a "slight improvement" sequentially in the March quarter, although it falls short of a full recover, FMCG major Dabur said. Despite near-term consumption pressure, some "green shoots" are emerging such as moderating inflation, improving consumer confidence and increase in government spending. "While urban markets have returned to positive volume growth, rural markets still remain muted," said Dabur in its latest quarter updates. The company expects a "mid-single digit revenue growth" for the January-March quarter in such a scenario. Its F&amp;B business continues to trend at robust levels and will report strong double-digit growth, while healthcare portfolio is expected to be in a positive growth trajectory, it added. Home &amp; Personal Care (HPC) will report low single-digit revenue growth on account of a slowdown in the personal care categories. "Our brands continued to record gain in market shares in most of the segments," it said. March quarter also marks the consolidation of Badshah Masala, a business which it acquired. It is in the process of being integrated and is tracking as per expectations. Over international sales, Dabur said it expects "high single-digit growth" in constant currency. "However, due to currency headwinds in Egypt and Turkey, the reported growth in INR will be impacted. While there are short-term pressures, we are restructuring our distribution network in key markets and increasing investments behind our brands which will benefit us in the long term," it said. "Overall, Dabur's consolidated revenue is expected to report mid-single digit growth during the quarter," it said. During the quarter inflation continued to cool off for most of our commodities. "India gross margins are expected to show an improvement, but Consolidated gross margin will be impacted mainly due to currency headwinds in International Business. We have also strategically increased our spending behind our brands, leading to short-term pressure on the operating margin, which is expected to be lower by around 200-250 bps as compared to Q4 FY22," it said. While the environment has been challenging, the fundamentals of the business continue to be resilient. "We will continue to invest strongly behind Power Brands, Innovation, Distribution expansion and a robust back end which will enable us to increase our market shares and achieve profitable and sustainable growth," it said. This quarter update will be followed by detailed financial results and earnings presentation once the Board of Directors of the Company approves the consolidated and standalone financial results. Demand trajectory slightly improves sequentially in March qtr, green shoots emerge, says Dabur

This most recent list includes a historical first: satellite imagery and data company Descartes Labs rated on the list at #136 - making it the only one of its ilk to run completely on the cloud.Descartes Labs' computer uses Amazon Web Services, the retailer's market-leading cloud platform. This system can model how people and companies use natural resources at a global scale, simulate weather, and measure earthquakes. Just as impressively, to build this system, Descartes Labs spent a paltry $5000 on AWS's services - far less than it would take to build most of the rest of the <a href="https://www.businessinsider.com/intel-department-of-energy-aurora-first-exascale-supercomputer-2019-3">supercomputers</a> on the TOP500 list, which could cost tens of millions of dollars and take months of work just to get up and running. Mike Warren, CTO and cofounder of Descartes Labs, says that there's always going to be a need for specialized supercomputing systems, especially at places like research labs. But Descartes' approach shows that there's a way to get access to this kind of computing horsepower, without having to spend millions. "Our performance on the list as a demonstration of the capability of the cloud, but it's definitely not a claim that this is the right way for everyone to solve their specific problem," Warren told Business Insider. "It's certainly going to be an option that's valuable for some people."Notably, Amazon itself has made the TOP500 list before. However, to achieve that feat, it used the retailer's own, internal platforms - not the version of Amazon Web Services that's available to the paying public. Descartes, for comparison, achieved this feat on the real, actual AWS platform, facing the same limitations and costs as any other customer of the platform. This all happens against the backdrop of the burgeoning market for high-performance computing, or HPC. Chirag Dekate, senior director and analyst at Gartner, says that the market for HPC in the cloud is poised to explode, as almost every company would prefer to avoid the high costs of the more traditional approach."Many companies are increasingly looking at cloud-based capabilities," Dekate told Business Insider. "They're trying to figure out how to make HPC work in the cloud. While the current market for HPC is small, over time, they are looking forward to creating a cloud based strategy."<h2>'The cloud has grown up'</h2>Warren spent most of his career in building <a href="https://www.businessinsider.com/lawrence-livermore-labs-turns-on-sierra-supercomputer-photos-2018-10">supercomputers</a>, as far back as the '90s. In 1998, Warren and his team at Los Alamos National Lab built a top-500 supercomputer using Linux. "At the time, there was a lot of discussion around,' why did this scientist waste his time on a crazy idea of wiring together these machines,'" Warren said.When he first started building supercomputers, the cloud didn't exist yet. Now, it's easy to set up computing infrastructure with little more than a credit card. Warren believes that supercomputing applications will eventually migrate to the cloud. The advantage is that it's cheaper, and a company has more control over how they want to run and scale their applications. "The cloud has grown up to a point where it can do these applications that were formerly the domain of supercomputers you would spend tens of millions of dollars on," Warren said. TCS also said that the centre will operate globally providing solutions to customers from regions like Americas, Asia Pacific, Europe and China, using HPC, HPDA and AI. Intel's loss was particularly surprising since one of Mellanox's board members, David Perlmutter, was a long-time Intel executive with a 30-year career there. He joined the Mellanox board shortly after he retired from Intel and is now working as a VC for Eucalyptus Growth Capital specializing in Israeli startups. Mellanox makes what's known as InfiniBand technology. This is superfast networking technology used for connecting components inside today's biggest, faster "supercomputers," otherwise known as high performance computing (HPC). Nvidia's cards and chips are used in 127 of the Top 500 fastest supercomputers in the world while Mellanox's network tech is used in 265 of them, Nvidia says.Meanwhile, at CES in January Intel ramped up the competitive pressure on Nvidia by launching its own AI chips to challenge Nvidia's lead. So Nvidia jumped into the bidding, reported <a href="https://www.calcalistech.com/ctech/articles/0,7340,L-3758001,00.html">Israeli newspaper CTech.</a>Nvidia says that the combined companies are looking at a $60 billion market. Had Nvidia lost the bid, Intel, its biggest rival in AI chips could have walked with Mellanox and put a near stranglehold on that $60 billion market as well.Interestingly, this whole sweet deal for Mellanox shareholders had its roots in pressure from an activist investor in early 2018. That's when Starboard took an interest in Mellanox, tried to oust all of its directors and by June, managed to get <a href="https://www.reuters.com/article/us-mellanox-settlement-starboard/mellanox-starboard-settle-on-new-board-members-idUSKBN1JF2Z6">three of its own board members </a>appointed.As this board fight took place, Oracle sold at least half of its stake taken in Mellanox. Oracle bought the 10% stake in Mellanox in 2010 (the days when InfiniBand was thought to be the next big networking thing) at around $20 a share In 2018, Oracle sold its stake for $63.90. By selling those shares, Oracle gave leverage to the activist investors who wanted to sell the company, <a href="https://www.thestreet.com/story/14461577/1/oracle-selling-mellanox-stake-helps-starboard.html">Ronald Orol at The Street reported.</a>Fast forward to March, 2019 and Mellanox has officially gone to Nvidia's open arms for $125 per share in cash. They alleged multiple clubs illegally withheld wages and required illegal kickbacks in addition to the risk of sexual violence they and other dancers regularly face in the clubs.Hollis, as well as three other dancers, have a <a href="https://www.oregonlive.com/portland/2021/09/dancers-sue-oregon-strip-clubs-alleging-federal-wage-violations-similar-to-gig-workers.html">suit pending</a> against six different strip clubs in Oregon, alleging federal wage violations similar to those faced by gig workers, including management stealing tips and demanding illegal kickbacks and house fees. While they're dedicated to seeing the suit through, Hollis said, they are focused more on taking concrete actions directed toward helping sex workers and enabling them to further organize on their own. "When I started listening to what the community was saying during our listening sessions throughout 2020 and into 2021, was that people needed to take care of their basic needs — they needed things like diapers, they needed things like COVID testing," Hollis said. "They needed things that create the stability in their lives to be able to go up against their boss."Since 2020, Hollis, now a full-time organizer with the <a href="https://www.haymarketpole.com/">Haymarket Pole Collective</a>, has helped the nonprofit raise $1.6 million in donations and grant funding to provide material support for strippers and sex workers in Portland.Outside Portland, the wave of momentum caused in part by Hollis' organizing hit Los Angeles, where dancers at the Star Garden in North Hollywood voted this month to become <a href="https://knock-la.com/noho-stripper-strike-star-gardens-union/">the nation's first unionized strip club</a> since San Francisco's Lusty Lady closed its doors in 2013. <h2>An Owner's Perspective </h2>For club owners, the needs of dancers frequently take a backseat to the financial needs of the business — especially during the pandemic, when strip clubs – classified as "live entertainment" venues – were forced to close due to coronavirus concerns. Some owners, faced with business closures and striking dancers, had contentious relationships with strippers who organized during the early days of the pandemic. One club, <keyword id="11897816" type="UNKNOWN" weightage="60" keywordseo="union" source="Orion">Union</keyword> Jacks, was <a href="https://www.wweek.com/news/2020/06/16/a-labor-movement-demands-better-treatment-for-portlands-black-strippers/">repeatedly named by dancers</a> who said the club had issues with fair treatment and that management unfairly discriminated against Black dancers both before and during the pandemic. Union Jacks club did not respond to Insider's requests for comment. Other business owners, like Shon Boulden, who runs both Lucky Devil Lounge and Devils Point club in Portland, tried to embrace requests from organizing dancers in hopes of keeping morale up and doors open. "This whole industry, as far as in Portland, the strip club industry, the restaurants, the nightclubs, the nightlife in the street, you know, it all feeds off of each other," Boulden told Insider. "So that even impacted you know, you know, bartenders, all the people who were staff, sound engineers, security people, bartenders."During the early days of the pandemic, Boulden turned his club into a <a href="https://www.businessinsider.in/science/health/news/a-strip-club-teamed-up-with-a-diner-to-provide-drive-thru-takeout-meals-with-a-show/articleshow/75480038.cms">drive-through strip venue</a> that served food to ensure he and his employees kept working. The dancers who volunteered to stay working despite club closures were mostly white, prompting Boulden to be called out by the Haymarket Pole Collective for racist hiring policies in his own clubs. He said he and his staff took the criticism to heart and underwent an implicit bias training hosted by HPC and tried to make his club more inclusive. "Lucky Devil Lounge strives to create an inclusive, equal opportunity space and welcome all races and ethnicities! BIPOC performers to the front!" reads a disclaimer on the Lucky Devil Lounge website. "We are aware &amp; take responsibility for the past narratives surrounding our clubs. We are here to provide a safe, positive, and profitable atmosphere for everyone."Since being called out in 2020, Boulden has become a more vocal supporter of <keyword id="11910050" type="UNKNOWN" weightage="60" keywordseo="labor" source="Orion">labor</keyword> and mutual aid organizations for strippers, which he says are a benefit to the larger community. "I think anybody that supports support dancers and provides like information for them as a resource is a good thing," Boulden told Insider, adding that providing mental health and housing resources to dancers helps his business in the long run. "You know, those are all things that help us continue to keep this industry."<h2>Current Concerns</h2>In a high-turnover industry like sex work, dancers with less experience are unlikely to have heard of mutual aid organizations or labor and union groups like Haymarket Pole Collective and the group behind the Los Angeles strike, Strippers United. More experienced dancers, who have been stripping longer than two years, see the benefit of the groups, but have urgent needs beyond hiring practices and tipping procedures that need to be addressed before they consider unionizing.<keyword id="12313198" type="UNKNOWN" weightage="60" keywordseo="dancer" source="Orion">Dancer</keyword>s face sexual harassment and assault by both management and clients while stripping. One stripper told Insider she wore a butt plug with a fox tail during a dance on stage, which was suddenly pulled out by a customer. She reflexively punched the man who had just sexually assaulted her and, while he was not removed from the venue, she was fired by the club owners. Another dancer told Insider she helped a new girl home after she'd been drugged by a customer. Others still told Insider about stories of druggings, shootings, and other sexual violence while at work.In addition to the risk of violence, dancers also face increased stigma when seeking traditional aid resources. Many were ineligible for unemployment benefits, even as clubs closed during the pandemic, given the under-the-table nature of their work."I think that groups like that should also partly focus on things that they can do to help dancers," a stripper by the name of Mercedes told Insider. "Like, help find housing that will not deny us, help find programs that we can actually get into that aren't like, 'well, we can't track your income. We can't help you.'"Strippers currently employed in clubs told Insider there are three main things they're seeking when it comes to pursuing better working conditions: one, management that treats them equitably and does not discriminate based on gender identity or race. Second, clubs that offer protection from threatening clients and do not punish strippers for standing up for themselves. Last, strippers told Insider they hope to find club owners who do not charge unreasonable fees and skim funds from private dances.If a dancer can find fair treatment in a safe club with high-end clientele, they've found a "good" club — though most experienced strippers will settle for two signs of a "good" club to begin dancing somewhere new, knowing how difficult it can be to find all three. Ultimately, the dancers who spoke to Insider all expressed how much they love their jobs and the financial security stripping provides. However, each also indicated that the sex work industry itself faces magnified issues of prejudice and stigma, which in turn makes it a hard job to sustain without strong community help. "It's still very mixed. I feel like it's really positive because, financially, I've been able to like gain a lot of freedom. But you know, you see a lot of things like drug addiction. Things like racism, like fatphobia," a dancer by the name of Sarah told Insider."You see a lot of negative things and it is like a really emotionally taxing job."

<div class="KonaFilter image-container display-table float_right"><div><div class="image on-image">Reuters/Neil Hall</div></div></div>It's "Fat Cat Tuesday," the day created by think-tank, the High Pay Centre (HPC) <a href="http://highpaycentre.org/blog/fat-cat-tuesday-2016">to illustrate just how massive the gap between executives and normal workers in the UK is</a>.According to their findings, by the close of business on Tuesday evening, British CEOs will have already earned more than the average Brit will in the whole of 2016. <ul><li>Based on their calculations, the HPC says that by late afternoon on Tuesday, CEOs will have earned nearly £28,000 ($41,000) since starting work Monday morning.</li><li>This is more than the £27,645 ($40,500) that the average <keyword id="6354868" type="COUNTRY" weightage="60" keywordseo="UK">UK</keyword> worker earns in a whole year.</li><li>According to the data, the average pay for FTSE100 CEOs - probably the best paid business people in the UK - is £4.96 million ($7.28 million).</li><li>That works out at £1,260 ($1,849) per hour based on what the HPC calls "very generous" estimates about the number of hours they work and how much holiday bosses take.</li><li>The HPC says that since 1998 the amount CEOs are paid has grown from 47 times the salary of an average worker to 183 times that number now.</li></ul>The methodology used by the High Pay Centre isn't exactly bulletproof - it compares mean pay for chief executives with median pay for normal workers - but the centre admits this, and, to be fair, the data does highlight the absolutely huge gap between bosses and employees across the UK.Stefan Stern, the HPC's director, said:The findings look pretty startling at first glance, but they don't take into account the value added to companies by their CEO. In an emailed statement, Sam Bowman, executive director at the free-market think-tank, the Adam Smith Institute called the research "the hand-waving of pub economics, not serious analysis."Bowman added that "Chief executives can be worth quite a lot to firms, as is shown by huge moves in company share prices when good CEOs are hired or bad CEOs are fired. Within the next decade, a new U.S. supercomputer may give scientists a huge power boost.On July 30, President Obama signed an executive order to establish the National Strategic Computing Initiative (NSCI) with the goal of building the world's first exascale supercomputer by 2025.The initiative aims to solidify U.S. leadership in the field of high power computing (HPC) by creating demand for HPC software and hardware developers.Though today's supercomputers are relatively rare, the ultimate goal is to expand the applications of HPC and bring them into mainstream use.<h3>Supercomputer applications</h3>Scientists already work on research projects that generate massive amounts of data. The Human Brain Project uses computers to simulate the brain's inner workings, the Large Hadron Collider collects data on high-speed collisions of subatomic particles, and climate models map global atmospheric conditions at increasingly finer resolutions.More powerful supercomputers could help answer some big scientific questions in these and other areas. HPC also has industrial uses, such as testing fluid dynamics of new aircraft and automobile designs. Testing a prototype in a virtual setting can accelerate product development and reduce costs at the same time.The proposed exascale computer represents a significant increase in supercomputer performance. It would be capable of completing one quintillion floating point operations per second (1018 FLOPS, or one exaflop). This would be nearly 30 times more powerful than the world's current leader, China's Tianhe-2.One quintillion seems like an astoundingly large number, but global data consumption is already measured in exabytes. Cisco's Virtual Network Index estimates that 2015 global Internet traffic will reach 869 exabytes, and will pass one zettabyte (1021 bytes) in 2016. A new class of supercomputer is necessary to analyze data on such a large scale.<h3>Design challenges</h3>Building an exascale supercomputer is not as simple as attaching smaller computers together. Even after an exascale supercomputer is built, creating programs that take advantage of its processing power will pose another challenge. Setting a goal for exascale computing is a first step, but many technological hurdles must first be overcome.To cope with the development costs and design challenges, the Obama initiative will combine the efforts of the Department of Energy, the Department of Defense, and the National Science Foundation. These agencies have experience building supercomputers for use in the national laboratories and in research universities around the United States. However, the White House aims to broaden the scope of supercomputing along with its scale.The NSCI Fact Sheet states that agencies will "make HPC resources more readily available so that scientific researchers in both the public and private sectors have ready access." Of the ₹403.1 million allocated for the construction of toilets, not one rupee has been spent. The money has been lying ‘idle’ in the non-interest generating current accounts of the government. The Modi government’s flagship mission was launched on October 2nd, 2014. The funds were then disbursed in January 2016 to the Delhi government, but were not utilised by the six implementation bodies -- South Delhi Municipal Corporation (South DMC), <keyword id="6356596" type="ORGANIZATION" weightage="20" keywordseo="north-delhi-municipal-corporation">North Delhi Municipal Corporation</keyword> (North DMC), East Delhi Municipal Corporation (East DMC), Delhi Urban Shelter Improvement Board (DUSIB), New Delhi Municipal Council (NDMC) and the Delhi Cantonment Board (DCB). According to the report, the <keyword id="6354944" type="DEFINITION" weightage="20" keywordseo="aam-aadmi-party">Aam Aadmi Party</keyword> government had initially promised to construct 200,000 toilet blocks in slums/JJ clusters and unauthorised colonies in its manifesto but failed to deliver on the promise. In fact, the few toilets that were constructed were done from the <keyword id="75926" type="ORGANIZATION" weightage="20" keywordseo="municipal-board">Municipal Board</keyword>’s own funds. The audit pointed to a lack of planning, the skewing of some guidelines and the failure of an adequate monitoring and evaluation mechanism as reasons for the government’s inability to follow through on its commitment. The key findings were as follows:- <ul><li>The implementation bodies underestimated the number of toilets they needed to construct. The three types of toilets that come under this scheme include - household toilets, community toilets and public toilets. According to the audit, the total number of household toilets the civic bodies had expected to construct (September 2015) was 11,117, which is woefully short of the Government of India’s target based on a 2011 census of 1,27,005. </li><li>Out of the six civic bodies, only the East Delhi Municipal Corporation saw the need to construct household toilets in its area. And there too, only 11,117 toilets were projected to be constructed by East DMC whereas the government had projected a need for 56,734 toilets.</li><li>The South Delhi Municipal Corporation and Delhi Cantonment Board didn’t see the need to construct any community toilets but the government had projected a requirement of 718 and 408 community toilets respectively.</li><li>South Delhi Municipal Corporation, Delhi Cantonment Board and Delhi Urban Shelter Improvement Board did not see the need to construct any public toilets. However, the North Delhi Municipal Corporation and East Delhi Municipal Corporation found the necessity of constructing only 205 and 120 public toilets as against 4,116 and 1,972 respectively projected by the central government.</li><li>The South Delhi Municipal Corporation cited space constraints as a reason for not projecting any requirement for construction of community toilets and public toilets.</li><li>“South and North DMCs did not consider unauthorized colonies for projecting requirement of Individual Household Toilets stating that they do not have jurisdiction over them thereby leaving unauthorized colonies out of Mission coverage with regard to Household Toilets.”</li><li>The audit also pointed out that the Delhi government only spent ₹20.3 million on public awareness programme against ₹51.7 million released for this purpose. The audit said, ”this was indicative of inadequate efforts on the part of these implementing agencies to educate the households to avail the benefit of household toilets.”</li><li>The audit noted that the finances were irresponsible managed. There were delays in releasing funds to the implementing agencies, which was exacerbated by the fact that some funds were allocated incorrectly. Furthermore, the implementation agencies did not make use of whatever funds they did receive.</li><li>The report added that the Delhi Urban Shelter Improvement Board (DUSIB), which is responsible for making slums and JJ clusters open defecation free, did not receive the state’s share from the government which accounted for 60% of the amount required. The DUSIB later refunded the entire amount of ₹68.6 million it had received from the centre under the Mission.</li><li>Finally, the audit noted that the oversight and monitoring mechanism set up to ensure the implementation of the Mission was ineffective. “The State level High Power Committee (HPC) headed by the Chief Secretary is responsible for approval of plan and projects, sanction of allocation of resources, and monitoring of outcome of the Mission. The audit noted that the HPC met four times since inception of the scheme; discussed the identification of beneficiaries; sought an action plan for scheme implementation, ordered the timely release of funds received from the GoI as well as the State share to the implementing agencies; and requested timely submission of utilisation certificate. Many of these issues were discussed repeatedly in every meeting without much progress thereon.”</li></ul>
