<ul><li>India’s homegrown navigation system, NAVIC, is now in the same league as the US, Russia and China after being approved by the International Maritime Organisation (IMO).</li><li>Powered by a constellation of seven satellites, NAVIC is capable of scanning areas up to 1,500 kilometres beyond India’s own borders. </li><li>IMO’s approval comes two years after India initially applied. </li></ul>India’s own indigenous navigation system has hit a new milestone. The Navigation with Indian Constellation (NavIC) is now in league with the US, China, and Russia as a recognised component of the World-Wide Radio Navigation System (WWRNS).<br /><br />After two years of waiting in line, approval was finally announced by the International Maritime Organisation (<a href="https://www.isro.gov.in/update/08-dec-2020/international-maritime-organisation-imo-recognition-irnss-navic">IMO</a>) during its 102nd session hosted virtually between November 4 to November 11. IMO is a specialised agency under the United Nations (UN).<br /><br />The Indian government has also <a href="https://cdac.in/index.aspx?id=tenders_viewpdf&amp;dynamicId=NjM5MjAwODc=">invited proposals</a> for the manufacturer of a million receiver chips that have GPS and NavIC. The aim is to only improve the overall signal availability of navigation systems, but also increase the use of its own desi-GSP.<br /><br />Not only is this a significant achievement for India but also for the Ministry of Ports, Shipping and Waterways (MoPSW), Directorate General of Shipping (DGS), and Indian Space Research Organisation (ISRO).<br /><br /><strong>What is NavIC?<br /></strong>The Indian Regional Navigation Satellite System (IRNSS), more popularly known as NavIC, is designed to provide accurate and timely positional information to assist with the navigation of ships. <br /><br />The initiative was launched after the US refused to give India crucial GPS information during the Kargil war in 1999.<br /><br />It is powered by a constellation of seven satellites, all of which are positioned around 36,000 kilometres from Earth.<br /><br />In comparison, Russia has 26 satellites powering its Global Navigation System (GLONASS). India’s BeiDou Navigation Satellite System (BDS) has plans to expand to a total of 35 satellites to cover the world. <br /><br />Europe’s Galileo system, which began operations in 2016, has a constellation of 30 satellites powering its navigation.<br /><br /><strong>Who can use NavIC?<br /></strong>The navigation system provides two kinds of services, the Standard Positioning Services (SPS) and Restricted Service (RS).<br /><br />SPS can be used for all navigation needs. RS, however, is an encrypted service only available to authorised users, like security agencies. <br /><br /><strong>What can NavIC be used for?<br /></strong>NavIC can provide positional accuracy of better than 20 metres to help with things like marine navigation, which was its primary objective, as well as disaster management, vehicle tracking, navigation for hikers and travellers and voice navigation for drivers. <br /><br />Last year, it got approved by the global standards body 3GPP, which is responsible for coordinating global standards for cellphones. At just three years old with $5 million in projected revenue, Hoctor and his co-founder Matthew Emans sold the company for 24 to 30 times revenue, making it a rare high exit for <keyword id="35666" type="COMPANY" weightage="100" keywordseo="advertising">advertising</keyword> startups.</p><p>The acquisition shows the growing appetite marketers and investors have for technology that promises to shake up the decades-old practices of buying, selling and measuring TV ads. Advertisers, especially <a href="https://www.businessinsider.com/direct-to-consumer-brands-increasing-spending-on-traditional-advertising-2019-4">digital-native companies that are starting to spend on TV,</a> want to better understand how their ads drove sales as people cut the cable cord.</p><p><span>"Clearly LiveRamp sees a lot of future potential for this deal. He said Data Plus Math, which has around 25 employees and raised $7.5 million since 2016, was preparing to raise another "large" round of venture-capital money this year when LiveRamp showed up.</p><p>"We were definitely not for sale when the LiveRamp acquisition happened," he told Business Insider. "We were on such a large trajectory that we needed to expand our team - we were opening up <a href="https://recruitingsocial.com/2016/04/what-is-a-job-requisition/">job reqs.</a>"</p><p>A few factors worked in favor of a deal. Both companies were focused on solving data-based advertising. Hoctor knew LiveRamp CEO Scott Howe from working together at Microsoft, though he stressed that the relationship did not affect LiveRamp's decision to acquire Data Plus Math. Hoctor had also worked with LiveRamp. In exchange for <a href="https://www.dataplusmath.com/news-1/2018/10/18/liveramp">providing TV reporting</a> for LiveRamp's clients, Data Plus Math used the ad-tech firm's technology to anonymously match advertisers' data with its own data sets.</p><h2>Hoctor has a history of disrupting TV</h2><p>Data Plus Math's acquisition isn't a fluke.</p><p>Hoctor and Emans are longtime entrepreneurs and business partners who have worked in television since 2001. They met while working at TV-targeting firm Navic Networks, which Microsoft acquired in 2008 for reportedly <a href="https://techcrunch.com/2008/06/18/microsoft-gets-into-interactive-tv-ads-buys-navic-networks-for-an-estimated-200-to-300-million/">more than $200 million.</a> Then they founded a data startup called IntegralReach, which they sold to Rovi (now known as TiVo) in 2013. They left Rovi at the end of 2015.</p><p>Six months after leaving Rovi, the two <a href="https://www.americaninno.com/boston/first-look/data-plus-math-integral-reach-co-founders-hoctor-emans-get-3m/">started plotting Data Plus Math.</a> Advertisers were starting to <a href="https://www.wsj.com/articles/interpublic-to-shift-250-million-in-tv-ad-spending-to-youtube-1462359623?utm_source=Triggermail&amp;utm_medium=email&amp;utm_campaign=Post%20Blast%20%28bii-digital-media%29:%20Interpublic%20shifts%20%24250%20million%20from%20TV%20to%20YouTube%20%E2%80%94%20Interactive%20TV%20ads%20edge%20closer%20to%20mainstream%20with%20Hulu%20%E2%80%94%C2%A0HBO%2C%20Turner%20help%20drive%20Time%20Warner%20revenue&amp;utm_term=BII%20List%20DMedia%20ALL#:GzJXuTQL9-YeYA">move TV budgets</a> to digital and ask more about the performance of their TV spots. The pair saw an opening to focus on measurement.</p><p>"We were like, 'Why would we leave this industry right now?'" Hoctor said. "We got very lucky with the timing - it became a hot topic quickly."</p><p>The promise to help TV networks and advertisers challenge Facebook and Google became key to Data Plus Math's pitch, Hoctor said. For years, the duopoly had pitched advertisers on granular targeting that directly linked with marketers' goals, and when someone bought a product after clicking on a Facebook or Google ad, Facebook and Google got all of the credit for the sale, regardless of whether that person had seen a TV commercial or print ad before clicking the ad.</p><p>"Advertisers know that TV works, but they haven't had the granular reporting to understand what parts of it were working better than others," Hoctor said.</p><p>While other startups chased advertisers<a href="https://www.businessinsider.com/olympic-streaming-shows-data-on-digital-tv-audiences-is-hard-to-track-2018-2">,</a> Data Plus Math first set its sights on networks, signing A+E Networks and NBCUniversal as clients.</p><p>"That strategy paid immediate dividends because nobody was focusing on them from an attribution standpoint," Hoctor said. "We got to work with some of the largest agencies and marketers through our partnerships with the networks."</p><h2>Many TV-tech firms want to shake up TV</h2><p>Data Plus Math is part of a growing cottage industry of TV-focused startups that help marketers track metrics like attribution and sales by matching up ad exposure with data. For example, Hoctor said that competing firms price their offerings on a campaign-by-campaign business and can track how many people went to a website within a month of seeing a TV ad.</p><p>Data Plus Math uses a software as a service (or SaaS) model that charges clients monthly for access to its analytics. How the CEO of buzzy TV-measurement firm Data Plus Math made a fortune from fighting Facebook and Google and sold the company for $150 million

Nepal's policymakers are undergoing 13 days' offline and online training for the BeiDou Navigation Satellite System (BDS) in Beijing after China "especially invited" them to attend it, sources said.<br /><br />China has reserved several seats for policymakers of the mega Belt and Road Initiative (BRI) project at its Science Academy in Beijing. The programme started on September 4 and will end on September 20, sources said.<br /><br />"China has invited policymakers of Nepal to attend the training programme so that they can understand how these GPS and its application works in the field of education, research, science and other fields," they said.<br /><br />The move of China is seen as a counter to the US-based Global Positioning System (GPS) hegemony and push for its own indigenously developed navigation system in the region. China uses its homegrown navigation system BeiDou for both military and civilian purposes.<br /><br />BDS, stated to be rivalling GPS, is the fourth global satellite navigation system in the world. Other systems are Russia's GLONASS and the European Union's Galileo. India too is developing its own navigational system called the <keyword id="1493841" type="ORGANIZATION" weightage="20" keywordseo="Indian-Regional-Navigation-Satellite-System">Indian Regional Navigation Satellite System</keyword> (<keyword id="1596484" type="ORGANIZATION" weightage="20" keywordseo="IRNSS">IRNSS</keyword>), with an operational name of NAVIC.<br /><br />Sources said that BDS' implementation will not only reduce the dependence of Chinese aircraft, vehicles and anti-missile systems on GPS and GLONASS, but it will enhance the People's Liberation Army's capabilities in conducting overseas operations.<br /><br />BeiDou started providing independent navigation services over China in 2000 and will serve many countries part of BRI. Currently, BeiDou covers nearly 30 countries including Pakistan, Egypt and Indonesia.<br /><br />China's BRI is one of the most ambitious infrastructure projects launched in 2013 by President Xi Jinping. <p>The dream, of course, is to only pay for the shows you want to watch. But there's too much control and bundling by networks and cable companies to make that happen right now.</p>
<p>But that hasn't stopped some from experimenting with workarounds.</p>
<p>On Tuesday, live TV streaming startup Aereo heads to the Supreme Court to not only fight for its own existence, but potentially the future of TV as well.</p>
<p>Aereo is one of the most talked about companies in the media world these days, and it's the latest demonstration of tech companies trying to find legal workarounds to revolutionize traditional industries.</p>
<p>Here's a quick breakdown of what Aereo is and what the case means for the future of streaming media.</p>
<h2>What is Aereo and how does it work?</h2>
<p>Aereo is a service that lets you watch live network TV over the Internet for $8 per month. The company assigns each subscriber an antenna that can access network TV over the air. The signal is then transmitted over the Internet to your PC, tablet, smartphone, and some streaming media boxes like Roku. Aereo also doubles as a virtual DVR, so you can record shows on the company's servers and stream them later to your device.</p>
<p>Aereo is only available in a handful of U.S. cities, but the company will likely ramp up expansion if it wins its Supreme Court case.</p>
<p>Aereo has received $100 million in funding so far. Its CEO is Chet Kanojia. Previously he was founder and CEO of Navic Networks, which was a TV advertising company Microsoft bought in 2008. IAC, the big collection of digital companies, owns a 10% stake in the company.</p>
<h2>What does Barry Diller have to do with all of this? (And, who is Barry Diller?)</h2>
<p>Barry Diller has had a long, successful career in the media industry. He worked at ABC, Paramount, Fox, and USA Networks, before he founded IAC. Through IAC he's become a billionaire. He has become the face of Aereo and its fight because he's a well known media figure. </p>
<h2>Wait, how does Aereo get all that content for free?</h2>
<p>It might seem strange in the cable/satellite TV era, but a lot of programming is, and has always been, available for free over the air if you have an antenna. Think back to the days when everyone had "rabbit ear" antennas. You can still do that today and get networks like NBC, CBS, ABC, and Fox for free.</p>
<p>Aereo's workaround was to invent a tiny HD antenna that can access over the air networks, just like those rabbit ear antennas. The antenna itself is pretty impressive. It's about the size of your thumbnail, so Aereo can pack a bunch of them into a tiny space. The signal from the antenna assigned to you is transmitted over the Internet to your device.</p>
<h2>Who's suing Aereo and why?</h2>
<p>The case heading to the Supreme Court is American Broadcasting Companies v. Aereo, but it'll have implications for all networks, not just ABC.</p>
<p>ABC and the networks argue that Aereo is violating copyright by retransmitting their signals over the Internet. Typically, networks get retransmission fees from cable and satellite companies that carry network TV, even though users can get those channels for free over the air. The networks likely want a retransmission fee from Aereo too.</p>
<h2>What's Aereo's defense?</h2>
<p>Aereo's argument is that its technology is no different than putting a regular TV antenna on your roof and running a wire down to your TV. But in this case, the "wire" is the Internet. Since Aereo only works if you access it within your town, the company says it's not violating any copyright laws. </p>
<p>Aereo also says it has a right to provide its virtual DVR service. A previous case in 2008 involving Cablevision determined such remote DVR services are legal.</p>

<p>The big question in this case is whether or not Aereo has the right to let users store copyrighted content on remote servers and then beam it back to themselves on a connected device. Aereo seems to have come up with a clever workaround for existing regulations, but the networks have a strong argument considering cable and satellite companies have to pay retransmission fees for content.</p>
<p>There are implications for other cloud content companies too. If Aereo loses the case, it will likely prevent other startups from trying to let users store and stream copyrighted content on remote servers. That could chill innovation in TV and keep all the power and content control locked up by networks and cable or satellite providers.</p>
<p>If Aereo wins, the case could open up the doors for a viable alternative to cable and satellite TV. Imagine just paying a few dollars per month to get all your favorite sitcoms and sports that are already broadcast for free on network TV delivered to you over the Internet. If you augment that with other services like Netflix and Amazon Instant Video, there's very little incentive for many people to pay full price for a cable subscription.</p>
<h2>What will the networks do if they lose?</h2>
<p>The networks have made a bold threat to stop broadcasting over the air for free if Aereo wins. That means you'd have to start paying for those channels either directly to the broadcasters or through your cable provider.</p>
<p>However, Aereo argues that's not very likely to happen since the networks would lose a massive amount of valuable spectrum it gets from the government. When broadcast TV began decades ago, the networks cut a deal with the government that let them use that spectrum as long as they provided their content for free, supported by ads, of course. And if the networks do make good on their threat to remove their free broadcasts, it would make it tough for those who can't afford cable to get news and information. The government likely wouldn't go for that.</p>
<h2>What happens to Aereo if it loses the case?</h2>
<p>Aereo has already said it does not have Plan B if it loses the Supreme Court case. That likely means the startup will either have to start paying retransmission fees to the networks or shut down completely.</p>

<p>Aereo's workaround was to invent a tiny HD antenna that can access over-the-air networks, just like those rabbit ear antennas once did. The antenna itself is pretty impressive. It's about the size of your thumbnail, so Aereo can pack a bunch of them into a tiny space. The signal from the antenna assigned to you is transmitted over the internet to your device.</p>

<p>The case heading to the Supreme Court is American Broadcasting Companies v. Aereo, but it'll have implications for all networks, not just ABC.</p>

<h2>Does Aereo Have A Chance? And What Does This Mean For The Future Of TV?</h2>
<p>The big question in this case is whether Aereo has the right to let users store copyrighted content on remote servers and then beam it back to themselves on a connected device. Aereo seems to have come up with a clever workaround for existing regulations, but the networks have a strong argument, considering cable and satellite companies have to pay retransmission fees for content.</p>
<p>There are implications for other cloud-content companies, too. </p>
<p>The big question the Supreme Court will have to decide is whether watching a recorded show from Aereo constitutes a public or private performance. Private performances are legal under existing copyright law. Since Aereo says it assigns each customer his or her own antenna plus a unique file for each recording, its customers are taking part in private performances.</p>
<p>According to Aereo, companies and services like Dropbox, Google Drive, and Box could be in trouble if Aereo loses the case. In Aereo's mind, the Supreme Court court would be making it illegal to store content in the cloud through those services and then beam it back to yourself.</p>
<p>If Aereo wins, the case could open the doors for a viable alternative to cable and satellite TV. Imagine just paying a few dollars per month to get all your favorite sitcoms and sports that are already broadcast for free on network TV delivered to you over the internet. If you augment that with other services like Netflix and Amazon Instant Video, there's very little incentive for many people to pay full price for a cable subscription.</p>
<p>On the other hand, you could argue <a href="http://www.businessinsider.com/should-you-use-aereo-2014-4">Aereo isn't very useful</a> since you can just spend $20 or less on an HD antenna and attach it to your TV to get network programming for free. You may not get the virtual DVR service, but you'd still be saving a lot of cash.</p>
<h2>What Will The Networks Do If They Lose?</h2>
<p>Some networks have made a bold threat to stop broadcasting shows over the air for free if Aereo wins. That means you'd have to start paying for those channels either directly to the broadcasters or through your cable provider. If you're already a cable subscriber, nothing will change.</p>
<p>However, Aereo argues that's not very likely to happen since the networks would lose a massive amount of valuable spectrum it gets from the government. When broadcast TV began decades ago, the networks cut a deal with the government that let them use that spectrum as long as they provided their content for free. (Supported by ads, of course.) And if the networks do make good on their threat to remove their free broadcasts, it would be tough for those who can't afford cable to get news and information. The government likely wouldn't go for that.</p>
<p>The most likely scenario would be for the networks to create their own Aereo-like services. For example, you'd be able to open a CBS app on your phone or tablet and start streaming live TV.</p>
<h2>What Happens To Aereo If It Loses The Case?</h2>
<p>Aereo has said multiple times in recent months that it doesn't have a Plan B if it loses the Supreme Court case. On the other hand, Aereo CEO Chet Kanojia <a href="http://fortune.com/2014/06/16/is-aereo-working-on-a-plan-b/">told Fortune</a> this week that it may be open to paying retransmission fees just like cable and satellite companies do.</p>
