New Delhi, Nov 21 () State-owned Bharat Sanchar Nigam Ltd (BSNL) has said that the number of customers moving into its network is higher than those leaving it, making its mobile number portability (MNP) positive during 2019-20 so far, Parliament was informed on Thursday.
 The number of port-ins stood at 53.64 lakh, against 28.27 lakh port outs in 2018-19, and thereafter the numbers cumulative up to October 2019 was 2.04 crore (port-ins) against 1.80 crore (port-outs).
 "BSNL has informed that number of customers ported in to BSNL is higher than the ported-out customer of BSNL. BSNL's MNP is positive during 2019-20 (till October, 2019)," Telecom Minister Ravi Shankar Prasad said in a written reply to a question in the Rajya Sabha.
 The number of mobile connections of BSNL stood at 11.64 crore as on August 31.
 In a separate reply, the minister said that with the Cabinet approving the revival plan for BSNL and Mahanagar Telephone Nigam Ltd (MTNL) last month, it is expected that both the companies will turn around in future.
 To another question on whether the government has any plan of going for any disinvestment of these telecom companies in near future, the minister said, "At present, there is no proposal for disinvestment of BSNL and MTNL."
 The Cabinet on October 23 had approved the revival plan for Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) which includes in-principle approval for merger of both the companies.
 Since MTNL is operating in metros of Delhi and Mumbai and BSNL operates in the rest of India, it is expected that the merger will help in pan-India footprint and synergy in operations.
 The revival plan approved by the Cabinet also includes measures to reduce staff cost through a voluntary retirement scheme (VRS) for employees of age 50 years and above, administrative allotment of spectrum for 4G services, debt restructuring by raising of sovereign guarantee bonds and monetisation of their assets.
 The telecom corporation has also decided to implement various austerity measures which include reducing expenditure for different outsourcing works, in view of its poor financial position.
 "However, due to severe financial constraints, delay in payment to contractors by BSNL/MTNL has occurred in recent months. All efforts are being made by BSNL and MTNL to overcome the situation to meet the immediate necessary expenditure including payment of bills of contractors for making payment of wages/arrears to contract casual workers," Prasad said in another reply.

New Delhi, Dec 3 () State-owned telecom firm BSNL has urged the telecom department to deploy adequate number of senior ITS officers on key managerial position to ensure uninterrupted service to its customers.
The company has rolled out voluntary retirement scheme to reduce the number of employees and related expenses.
The BSNL has also raised concern before the Department of Telecom about favourable orders being issued by it for repatriation or deputation of some employees to other organisations, which is creating indiscipline among certain quarters of the deployed officers.
After the announcement of VRS, BSNL Human Resource Director Arvind Vadnerkar has written to the DoT citing its Chairman and Managing Director PK Purwar request in July for deployment of 200 additional ITS officers apart from existing 550 personnel already deployed at the organisation on important senior managerial positions at the public sector firm.
"BSNL is passing through a crisis situation where manning all the key managerial position is the need of the hour for ensuring uninterrupted service to valuable customers in the best business interest of the company," Vadnerkar said in the letter.
The government in October approved a Rs 68,751-crore revival package for loss-making BSNL and MTNL, including 4G spectrum allocation and voluntary retirement scheme, as well as their merger.
Vadnerkar said that periodical change in the posting of officers is desirable to meet urgent manpower requirement across the field but some officers engage with the DoT to seek favourable order to stay in the circle or area where they were posted.
The BSNL HR Director said there are some 32 ITS (Indian Telecommunications Service) officers seeking their relieving from BSNL, who have either been selected for deputation or to be repatriated back to DoT in accordance with the orders of the department.
"Such a tendency of circumventing orders of competent authority in BSNL shows growing evidence of indiscipline among certain quarter of deployed officers," Vadnerkar said.
According to ITS Association, the officers deployed at BSNL by the DoT have repeatedly expressed concern over the delay in payment of salaries, dues and discriminatory treatment meted out to them at the organisation demotivates them to work for the PSU and therefore demanded their repatriation.
The association representatives said that the BSNL is running short of officers because it has offered VRS to 803 senior level officers out of which 458 have opted for it.
"When BSNL needs Grade A level officers to man important position, the management should have not offered them VRS. Instead of demanding ITS officers from the DoT, BSNL should send back around 550 ITS back to the department. This will help them in saving of over Rs 500 crore," ITS Association President PK Jain said.
Total, one lakh BSNL employees are eligible for the Voluntary Retirement Scheme (VRS) out of its total staff strength of about 1.50 lakh. The effective date of voluntary retirement under the present scheme is January 31, 2020.

The client wished to enquire where their recharge amount has disappeared, to which BSNL responded by posting his usage script on the platform. This oversight happened despite <a href="https://www.businesstoday.in/opinion/columns/bsnl-cyber-security-could-have-been-fixed-two-years-ago/story/272034.html">Sai Krishna Kothapalli</a>, informing BSNL about the same problem two years prior to Robert’s follow-up. There were two more incidents where BSNL’s security was compromised, albeit not as severe. The first, where their real-time bandwidth monitoring system was available publicly and second, where directories of BSNL documents were accessible on the web for anyone to see. Robert was able to get his hands on the names of all the employees by gaining access to BSNL’s intranet by using a malicious code. Through that, he was able to attain their personal information like cell phone numbers, dates of birth, salaries and compensation. The state-owned telecommunications company issued a statement saying, “BSNL, being one of the largest Telecom Operators in India, is fully prepared to prevent any data loss related to its employees, customers or stakeholders.” Lapse <keyword id="187124" type="ORGANIZATION" weightage="20" keywordseo="Data-Protection">data protection</keyword> This is not the only vulnerability in the network of publicly owned online portals in the country.  A <a href="https://telecom.economictimes.indiatimes.com/news/over-53000-cyber-security-incidents-observed-in-2017/62852357">report</a> by the Indian Computer Emergency Response Team (CERT-In) shows that in 2017 alone, there were a whopping 53,081 cyber security incidents. The National Crime Record Bureau (NCRB) has reported that there have been a total of 12,317 cyber crime cases registered in 2016. As of now, India doesn’t have any laws that explicitly address data protection or privacy. Even the Indian Constitution doesn’t unequivocally grant the “right to privacy.” The <a href="http://www.dot.gov.in/sites/default/files/itbill2000_0.pdf">Indian IT Act 2000</a> does cover civil and criminal penalties for disclosure and misuse of personal data, but has largely been <a href="https://indiankanoon.org/doc/76191164/">negligent</a> in implementing their policies and maintaining a reasonable environment of security. This has resulted in criminals taking advantage of loopholes in the system. BSNL isn’t alone With respect to mobile service provides, Reliance Jio and Bharti Airtel have also faced scrutiny for not being diligent about their security practices. Just last year, Jio was the victim of a <keyword id="6360618" type="PERSON" weightage="20" keywordseo="data-leak">data leak</keyword>, where they first claimed that the information was <a href="https://thewire.in/155957/reliance-jio-data-leak-user-privacy/">unsubstantiated</a> and later filed a report with the authorities. Their findings exhibited that it was a case of ‘<a href="https://gadgets.ndtv.com/telecom/news/reliance-jio-user-data-leak-police-say-case-of-unauthorised-access-not-theft-1724093">unauthorised access</a>’ rather than ‘theft’. Nonetheless, the leak contained information that was sensitive, such as Aadhar card numbers and PAN details, pertaining to Jio customers.

BSNL revealed a customer's private data on Twitter to answer query

New Delhi, Apr 18 () Pre-paid customers of BSNL, who could not recharge their accounts during the lockdown, will continue to get incoming calls till May 5, the company said on Saturday.     "In view of hardships faced by the subscribers whose validity has expired during the lockdown period and are having almost zero balance, BSNL as a humane gesture, is extending the validity of all such subscribers up to May 5, 2020, free of cost, so that the subscribers continue to receive incoming calls," the state-run telecom firm said in a statement.    BSNL has also launched recharge helpline on a toll-free number for subscribers to get their recharge done.     The facility is currently available in North and West zones and will be available from April 22, 2020, in south and east zones."BSNL firmly stands beside its subscribers during this crisis period and we request the subscribers to 'Go Digital' for recharging their accounts," BSNL CMD PK Purwar said Shri.
