The victims are still missing though. The family was kidnapped at a business in Merced County, California, on Monday. The family members were identified as eight-month-old <keyword id="15168515" type="General" weightage="50" keywordseo="aroohi-dheri" source="Orion">Aroohi Dheri</keyword>, her 27-year-old mother <keyword id="922572" type="General" weightage="50" keywordseo="jasleen-kaur" source="Orion">Jasleen Kaur</keyword>, her 36-year-old father Jasdeep Singh, and her 39-year-old uncle Amandeep Singh. Jasdeep's parents Dr Randhir Singh and Kirpal Kaur are natives of Harsi Pind village in Tanda block of Hoshiarpur. Charanjit Singh, a neighbour of Randhir Singh, said Jasdeep's parents were in a state of shock and not in a position to talk. Randhir Singh and Kirpal Kaur retired from the health and education departments, respectively. According to Charanjit Singh, Randhir Singh returned to India from abroad on September 29. Upon arrival, he left for a pilgrimage in Uttarakhand. When he reached Rishikesh, he received a call from daughter-in-law Jaspreet Kaur from the US who told him about the incident of kidnapping of her husband Amandeep Singh and other family members. After learning about the incident, Randhir Singh came back to his village on Tuesday evening, and is preparing to leave for the US Tuesday night, his neighbour said. The people of Harsi Pind and its adjoining villages rushed to the house of Randhir Singh to support the family and prayed for the safe return of the kidnapped persons to their home, said Charanjit Singh. A vehicle owned by one of the family members was found on fire late Monday, which led law enforcement in the US to determine that the four had been kidnapped. According to a news release, detectives received information Tuesday morning that one of the victim's bank cards was used at an <keyword id="48577" type="General" weightage="50" keywordseo="atm" source="Orion">ATM</keyword> in Atwater in Merced County. "Investigators obtained the surveillance photo of a subject making a bank transaction where the person is similar in appearance to the surveillance photo from the original kidnapping scene," the Merced County Sheriff's Office statement said. Before law enforcement involvement, the suspect identified as Jesus Manuel Salgado "attempted to take his own life," and is currently in "custody, receiving medical attention and in critical condition." New Delhi, The seventh round of talks between protesting farmer unions and three central ministers got underway here on Monday afternoon to break the over-a-month-long deadlock on recent farm <keyword id="72809" type="ORGANIZATION" weightage="20" keywordseo="Laws">laws</keyword>. Union Agriculture Minister Narendra Singh Tomar, Railways, Commerce and Food Minister Piyush Goyal and Minister of State for Commerce Som Parkash, who is an MP from <keyword id="6354953" type="LOCATION" weightage="20" keywordseo="punjab">Punjab</keyword>, are holding the talks with the representatives of 40 farmer unions at the Vigyan Bhawan. The meeting began with paying respects to the <keyword id="45092" type="COMPANY" weightage="20" keywordseo="farmers">farmers</keyword> who lost their lives during the ongoing protest, sources said. On December 30, the sixth round of talks was held between the <keyword id="26362" type="ORGANIZATION" weightage="20" keywordseo="Government">government</keyword> and the farmer unions, where some common ground was reached on two demands -- decriminalisation of stubble-burning and continuation of power subsidies. However, no breakthrough has been reached so far on the two main demands of the protesting farmers -- a repeal of the three recent farm laws and a legal guarantee to the MSP procurement system. On Sunday, Tomar met Defence Minister Rajnath Singh and discussed the government strategy to resolve the current crisis at the earliest, sources said. Tomar discussed with Singh "all possible options" to find a "middle path" to resolve the crisis, they added. Thousands of farmers, mainly from Punjab, Haryana and western Uttar Pradesh, are protesting at various Delhi borders for over a month against the three laws. They have stayed put despite heavy rains and waterlogging at protest sites over the last couple of days, besides severe cold weather conditions prevailing in and around the national capital. Enacted in September 2020, the government has presented these laws as major farm reforms and aimed at increasing farmers' income, but the protesting farmers have raised concerns that these legislations would weaken the MSP and "mandi" (wholesale market) systems and leave them at the mercy of big corporations. The government has maintained that these apprehensions are misplaced and has ruled out repealing the laws. While several opposition parties and people from other walks of life have come out in support of the farmers, some farmer groups have also met the agriculture minister over the last few weeks to extend their support to the three laws. Last month, the government had sent a draft proposal to the protesting farmer unions, suggesting seven-eight amendments to the new laws and a written assurance on the MSP procurement system. The government has ruled out a repeal of the three agri laws. Farmers' protest: Seventh round of talks between Centre and farmer leaders begin to break deadlock over agri laws

New <keyword id="66" type="LOCATION" weightage="20" keywordseo="Delhi">Delhi</keyword>, Seeking to break the deadlock over protests against <keyword id="10002582" type="UNKNOWN" weightage="20" keywordseo="new-farm-laws">new farm laws</keyword>, the government on Saturday told representatives of agitating farmers that they are ready to address all their concerns with an open mind, sources said. At the beginning of the fifth round of talks here at Vigyan Bhawan, Union Agriculture Minister Narendra Singh Tomar told a group of 40 representatives of various farmer unions that the government is committed to cordial talks and welcomed all positive feedback on the new farm laws, sources said. Later, Minister of State for Commerce Som Parkash, an MP from Punjab, addressed the leaders in Punjabi and said the government understands the sentiments of Punjab. "We are ready to address all your concerns with an open mind," a source quoted Parkash as telling the union leaders. The talks between the government and the protesting unions began around 2.30 pm and was also attended by Railway, Commerce and Food Minister Piyush Goyal. In his opening remarks, Tomar, who is leading the talks for the Centre, said the government is committed to "peaceful talks with farmers' leaders and does not intend to hurt farmers' sentiments". The agriculture minister welcomed feedback on the three farm laws, while agriculture secretary Sanjay Agarwal summarised the proceedings of the previous four rounds of talks with farmer unions during the meeting, sources said. The two sides are believed to have discussed contentious issues like provision of dispute resolution and registration of traders in proposed private mandis under the new laws. Ahead of the meeting, Tomar and Goyal, along with senior union ministers Rajnath Singh and Amit Shah, had met Prime Minister Narendra Modi to deliberate over proposals likely to be made to the agitating groups. Modi's decision to hold deliberations with Union ministers, who have so far been the face of the Centre's efforts to end the farmers' agitation, signifies the importance the prime minister has attached to defuse the crisis, sources said. On Thursday, talks between the Union ministers and a representative group of thousands of agitating farmers had failed to yield any resolution, as the union leaders stuck to their demand for the repeal of new farm laws despite the government offering to "discuss and consider with an open mind" some key points of concern raised by farmers in the three new laws. Farmers on Friday announced a 'Bharat Bandh' on December 8 and threatened to intensify their agitation and block more roads leading to the national capital if the government does not accept their demands. Enacted in September, the three farm laws have been presented by the government as major reforms in the agriculture sector that will remove the middlemen and allow farmers to sell anywhere in the country. However, the protesting farmers have expressed apprehension that the new laws would pave the way for eliminating the safety cushion of <keyword id="76332" type="COMPANY" weightage="20" keywordseo="Minimum-Support-Price">Minimum Support Price</keyword> and scrap the mandis, leaving them at the mercy of big corporates. The Centre has maintained the MSP and mandi systems would continue and would be rather further improved and strengthened. Undeterred by the winter chill, thousands of farmers have stayed put at various border points of Delhi for the past nine days as part of their protest against the Centre's farm laws. Before the start of the meeting, an All India Kisan Sabha functionary said only repealing of the new farm laws will end the stalemate. "At this juncture, we have transport unions, retail businesses and other associated groups who have shown solidarity with us. Our movement is not just about farmers," AIKS finance secretary Krishna Prasad said. Outside the meeting venue, employees of the Indian Tourist Transporters Association (ITTA), which has supplied vehicles for the transit movement of the protesting farmers, were seen holding a banner which read 'We support farmers' and shouting slogans backing the peasants' agitation. "I belong to a farmer's family. I can relate to their fears. We had farmland at Mahipalpur and now you see T-3 terminal out there. We are supporting the protesting farmers in their cause," IITA president Satish Sehrawat told . He said the association is providing transportation facility to the farmers since their first meeting. Bharatiya Kisan Union (Rajewal) state general secretary Onkar Singh Agaul said: "Our demand remains the same that the government should withdraw all three farm laws. We want MSP should be guaranteed through law". He also sought scrapping of electricity amendment law and an ordinance on stubble burning. BJP leader from Punjab Surjit Kumar Jayani, while entering Vigyan Bhawan along with his party colleague Harjeet Singh Grewal, hoped the issue will be resolved soon. Meet the new cabinet ministers in the Modi government 2.0

New Delhi, A stalemate continued on Monday between the government and a representative group of thousands of protesting <keyword id="45092" type="COMPANY" weightage="20" keywordseo="farmers">farmers</keyword>, as the unions stuck to their demand for the repeal of three farm laws right from the beginning of the meeting even as the <keyword id="6364618" type="UNKNOWN" weightage="20" keywordseo="ministers">ministers</keyword> listed various benefits of the Acts. The two sides took a lunch break after just about one hour of talks, sources said, during which the three central ministers went into a huddle to discuss the way forward while the union leaders had the langar food arranged by them, as they have been doing for the last few times. However, unlike the last round of talks on December 30, the ministers did not join the union leaders for the langar food and were seen having their own discussion in a separate room during the break. The break continued for more than an hour with no signs of any breakthrough as the government also remained firm on not repealing the laws and is believed to have suggested a panel to take the matter forward. The first hour of talks focussed only on the three laws and the other key demand of farmers for a legal guarantee to the <keyword id="76332" type="COMPANY" weightage="20" keywordseo="Minimum-Support-Price">Minimum Support Price</keyword> (MSP) procurement system did not come up for discussions. <keyword id="65264" type="COMPANY" weightage="20" keywordseo="Bharatiya-Kisan-Union">Bharatiya Kisan Union</keyword> leader Rakesh Tikait, who is participating in the meeting, told over the phone during the break that the first hour of discussion remained focussed on the three laws. "Our demand is the repeal of the laws. We will not agree to any alternatives such as the setting of the committee," he said. Asked if there could be a concrete outcome from the meeting, Tikait said, "I don't think so. They have to take back the laws for us to end the protest and go back to our homes." Thousands of farmers, mainly from <keyword id="6354953" type="LOCATION" weightage="20" keywordseo="punjab">Punjab</keyword>, Haryana and western Uttar Pradesh, are protesting at various Delhi borders for over a month against the three laws. They have stayed put despite heavy rains and waterlogging at protest sites over the last couple of days, besides severe cold weather conditions prevailing in and around the national capital. The talks are still on and there has not yet been any discussion on the second agenda pertaining to giving legal backing to MSP, Tikait said. Another union representative, Kavitha Kurungati of Mahila Kisan Adhikar Manch, said, "The standoff continues as the government is talking about benefits of the laws and we are asking for the repeal of those laws." No discussion has yet happened on the MSP, she said. "We are waiting for the ministers to get back into the meeting (after the break). They seem to be in a huddle," she later said. Enacted in September 2020, the government has presented these laws as major farm reforms and aimed at increasing farmers' income. During the meeting, the government listed various benefits from the three laws, enacted a few months ago, but farmers kept insisting that the legislation must be withdrawn to address their apprehensions that the new Acts would weaken the MSP and mandi systems and leave them at the mercy of big corporates. On 13 seats in Punjab, INC won eight seats, BJP won four seats and Aam Aadmi Party has the one seat to its name. The former actor, Sunny Deol, who joined BJP earlier this month, brought home Gurdaspur for the saffron party. They've also won in Bathinda, Hoshiarpur, and Firozpur. The National Democratic Alliance (NDA) between the Bharatiya Janata Party (BJP) and the Shriromani Akali Dali (SDA) was counting on the anti-incumbency wave against the state’s Chief Minister, Captain Amarinder Singh, to win over Punjab. They even brought in Sunny Deol to keep the Gurdaspur constituency from falling into Congress’ hands. Their efforts weren’t nearly enough. Even in 2014, the NDA only led by a very thin margin of five seats — four seats went to AAP and three to the UPA. Punjab has 13 Lok Sabha seats in total. For 2019 Lok Sabha elections, all the seats went for polling together during the seventh and the last phase of elections in the country on May 19, 2019. Over the past few general elections, the BJP has been performing poorly in this state either with no seats or with very few seats to take for the parliament. In 2014 elections, the party did not secure even a single seat from here. In 2009 general elections, the party got just one constituency and in the 2004 Lok Sabha elections, BJP got just 3 places from Punjab. In the Amritsar constituency, Hardeep Puri of Congress is fighting the Lok Sabha elections 2019 with AAP’s Kuldeep Singh Dhaliwal and Hardeep Singh Puri of BJP. From Jalandhar seat, Santokh Singh Chaudhary of Congress has locked horns with AAP's is Jora Singh and SAD’s Charanjit Singh Atwal. SAD is an ally of the BJP. In the Patiala constituency, Preneet Kaur of Congress has contested with Nina Mittal of AAP and Surjit Singh Rakhra of SAD. The choice of candidates by the Congress party in the key constituencies can pose a bigger challenge for AAP and BJP in Punjab.
