Thanks to as many as 407 units being registered per day, the festive fervour has made the state exchequer richer by ₹1,257 crore. “Mumbai city embraced the auspicious festive period with a remarkable surge in property registrations, reflecting a heightened commitment to high-value investments. As the festive season continues, registration volumes are expected to remain robust, fuelled by favourable market conditions, including moderately increasing property prices and stable policy interest rates,” said Shishir Baijal, Chairman &amp; Managing Director, Knight Frank India. The surge was much expected due to a combination of factors like stable interest rates and the growing love for more spaces. Most experts have been betting on the real estate sector’s prospects this year. They also hope that 2023 as a whole will surpass 2022’s home sales. Moreso, the festive season is key for most developers because a large chunk of home sales take place during the period. “Approximately 40% of residential units sold annually close during the last quarter of the year. According to industry estimates, house sales in 2023 will likely be 20–30% higher than in 2022, given the current holiday season and the fact that sales are already approaching 2022 levels,” said Manju Yagnik, VC of Nahar Group. Anshuman Magazine, Chairman &amp; CEO - India, South-East Asia, Middle East &amp; Africa, CBRE also said that he expects the festive season sales to boost the momentum already seen through 2023. Developers too have been offering schemes and incentives to lure in buyers, especially first-time buyers. “As the residential cycle matures amidst inflationary pressures, we have witnessed increasing demand in the mid-end and premium categories. Conversely, the premium and luxury segment is expected to emerge as a sought-after investment avenue, particularly for HNIs and NRIs seeking to safeguard their investments amid global macroeconomic uncertainties,” said Magazine.

Mumbai property registrations jump 30% during festive season compared to last year

Realtors body <keyword id="6404896" type="General" weightage="80" keywordseo="naredco" source="Orion">Naredco</keyword>'s Maharashtra chapter and property consultant JLL India on Friday released a report "Unlocking Opportunities with Infrastructure Development" here. The report noted that Mumbai maintains its position as one of India's largest residential markets, contributing 40 per cent to the total residential sales value in the country. In number of units, the Mumbai market accounts for 25 per cent of total sales volume across seven cities. "The market has witnessed a strong recovery in sales with 2022 surpassing 2018 both in terms of sales value and sales volume," the report said. In 2023, sales of residential units in Mumbai are expected to increase further. "Residential sales value is likely to breach the Rs 1 lakh crore mark." Sales would breach the Rs 2 lakh crore mark in 2030, the consultant estimated. Mumbai witnessed sales of Rs 90,552 crore during the 2022 calendar year and Rs 50,075 crore in the first half of this calendar year. Pre-Covid, the housing sales in Mumbai stood at Rs 60,928 crore in 2019 and Rs 66,820 crore in 2018. Mumbai city has demonstrated a robust recovery in 2022, witnessing an increase in both sales value and volume. "Maharashtra is amid a remarkable transformation driven by the visionary approach of its government towards infrastructure development. The opportunities that lie before us are boundless, and it is our shared responsibility to harness them, for the betterment of the state and the advancement of the real estate sector," Sandeep Runwal, President of NAREDCO Maharashtra and MD of Runwal Developers, said. Karan Singh Sodi, Senior Managing Director, Mumbai, MMR, India, JLL, said individuals have a preference for staying close to office markets. "Owing to this, residential clusters in proximity to office markets have flourished and attracted steep prices whereas those with limited connectivity have trailed," Sodi said. During the past three years, Mumbai's housing market, particularly in the luxury segment, has demonstrated a consistent upward trajectory, Ashwin <keyword id="297510" type="General" weightage="50" keywordseo="chadha" source="Orion">Chadha</keyword>, CEO of India Sotheby's International Realty, said. "The surge in demand has propelled both supply and prices, leading to an anticipated expansion in market size," Chadha said.

The number of home registrations in August were up 27% when compared to the same period a year before, while their overall value was up 26% — indicating that the market is growing in both value and volume. “The Mumbai market has been stable despite interest rate hikes and the levy of metro cess. Increase in wages and employment opportunities and return-to-work scenario are expected to keep home buying activity healthy,” said a report by Nuvama which believes that the sales would improve going ahead and large developers will benefit most from the trend. Metro lines &amp; new markets Real estate experts say that many trends are driving this change, including stabilisation in interest rates, the post pandemic-era need for large living spaces and the entry of young home buyers into the market. Within Mumbai, however, accelerated new launches as well as improvement in infrastructure — is propelling growth across micro markets. “The upward trajectory is also fueled by the government's progressive policies and infrastructure investments across MMR. With new Metro lines, flyovers and roads, the connectivity factor has played a major role in offering options at newer locations, which often come at more efficient prices,” said Lucy Roychoudhury, head of sales and marketing at Runwal Group. Homebuyers are also now confident of real estate as an asset class, comments Dhaval Ajmera, director, Ajmera Realty &amp; Infra adding that the growth in sales is due to the-dual effect of the need to upgrade to a bigger and better living spaces and focused impetus on infrastructural developments across the city. Rise in re-development projects, rising rentals are also driving people towards home buying. Pockets of growth Apart from the existing Versova to Ghatkopar metro line, the Dahisar to DN Nagar line has become operational along with Dahisar to Andheri. Moreso, seven more lines cutting across Mira Road, Vikhroli, Wadala and more are under construction along with Navi Mumbai lines cutting Kharghar, Belapur and more. “The operationalisation of the second phase of two metro lines seems to have benefited the real estate activity in this region,” said Anuj Puri, chairman of Anarock Group. The highest number of new launches in April to June 2023 shows that the highest number was recorded in the Western suburbs at 55%, says data by Anarock. “Housing demand in relatively newer micro-markets like Kandivali, Ghatkopar, and Kharghar has seen a sharp rise,” says Arun Sharma, AVP of sales &amp; marketing at Viceroy Properties. Locations such as Kanjurmarg, Vikhroli, Dombivli and a few others in Navi Mumbai, have emerged as new points of interest in MMR, says Roychoudhury. Even as patterns are changing, the love for ‘large homes’ are intact as properties priced above ₹2.5 crore accounted for a fifth of the launches — and the market is still skewed towards high-end and ultra-luxury segments. The ultra-luxury segment includes HNIs and UHNIs looking to close favourable deals by utilising the gains made through other investment avenues, primarily the booming stock markets,” says Puri.

In terms of ultra-luxury property sales, 2023 has already made Indian real estate history even before it is over.” Apartments remain the preferred property type Apartments continued to be the favoured property choice among HNIs, comprising 53 out of 58 deals, while the remaining five transactions were for bungalows. Approximately 79% of these transactions were carried out by business professionals, with an additional 16% facilitated by senior executives from various diverse sectors. The remaining 5% of deals involved politicians and Bollywood celebrities. Surge in sales linked to reshuffling of HNI investment portfolios This surge in sales of luxury homes is also linked to the reconfiguration of HNI investment strategies. Concerns about potential stock market volatility, largely influenced by ongoing geopolitical tensions, have prompted a shift in investment portfolios. Consequently, there's been a notable inclination towards investing in ultra-luxury homes as a more stable and secure asset class. The response from top-tier Grade A developers further validates this trend. FOMO and market volatility concerns key behind wealthy Indians lapping up ultra-luxury homes

<ul><li>Mumbai’s unsold inventory of homes priced above ₹2.5 crore is the lowest they’ve ever been in a long time, says Anarock. </li><li>The city’s unsold inventory across all other price points increased during the quarter, especially those priced between ₹40 lakh to ₹1.5 crore. </li><li>Mumbai accounts for the highest share in unsold units amongst the major cities, says Colliers. </li></ul>Mumbai’s appetite for large and luxurious homes is growing. The unsold inventory of homes priced above ₹2.5 crore — fell by a quarter by the end of March 2023, as compared to the same quarter last year. By the end of the first quarter of 2023, Mumbai had 15,520 units of unsold apartments at the aforementioned price point. This is the lowest inventory of luxury homes that the city has seen in a long time, says Anuj Puri, chairman of Anarock Group. “Luxury homes have been driving housing sales across most cities since the first Covid-19 wave. “The quest for more space - one of the defining characteristics of luxury homes - fuels most of this demand, which has helped developers to clear significant chunks of their unsold luxury stock,” says Puri. These homes also bucked the general trend in Mumbai, as the unsold inventory across all other price points increased during the quarter. In general, homes priced between ₹40-80 lakh rose the highest at 33%, while those priced between ₹80 lakh - ₹1.5 crore rose at 23%. All the top seven cities that include Pune, NCR, Hyderabad, Chennai, Bengaluru and Kolkata saw the inventory of these ultra-luxe and spacious homes come down. The biggest aberration is housing prices. In the first quarter of 2023, the prices of homes rose across the top eight cities, except Mumbai, according to a recent Colliers report. Mumbai’s housing prices declined by 2% in Q1 as compared to the same quarter a year back, while that of top eight cities – Ahmedabad, Bengaluru, Pune, Chennai, Kolkata, Hyderabad and NCR – rose in double digits. In spite of stable prices in the city at large, Mumbai’s micro markets like Panvel witnessed a 9% price rise on a YoY basis. Home prices in Western suburbs also rose by 6.4%. “The region continued to account for the highest share in unsold units amongst the major cities in India. Unsold inventory has been consistently rising in the region for the last few quarters, led by new project launches in the city,” said Colliers. Pankaj Kapoor, managing director of Liases Foras said that FY23 witnessed the highest-ever new launches and sales across major Indian cities in India. “The trends will likely continue, the sale and supply will likely grow, and the price rise will be moderate,” he added. The rich in Mumbai are buying properties like never before

Previously, LTCG on long-term capital gains was marked at 20%, but it came with indexation benefits, which eventually lowered the individual's overall <keyword id="19974193" type="General" weightage="20" keywordseo="tax-liability" source="keywords">tax liability</keyword>. Now, it has been lowered to 12.5%, but minus any indexation benefit. So, with indexation gone, how will gains from property sales be taxed going ahead? Is this applicable to all properties? What is set to change? Does it help that the <keyword id="22480102" type="General" weightage="20" keywordseo="LTCG-tax" source="keywords">LTCG tax</keyword> has been brought down from 20% to 12.5%? Lets take a deep-dive First, explain this long term short-term conundrum to me So, how much capital gains tax you're supposed to pay depends on how long you hold a particular asset before selling it. Prior to yesterday's announcement, there were 3 holding periods which determined whether an asset was held for long-term or short-term: The situation before- <ul><li>Shares, units of mutual funds would qualify for LTCG tax, if they are held for more than 12 months. If the holding period is less than 1 year, you'd have to pay short-term capital gains (STCG).</li><li>Real estate and immovable property would qualify for LTCG tax, if held for more than 24 months (2 years), along with indexation benefit. </li><li>Bonds, debentures and gold were to be considered long-term capital assets, if they were held for more than 36 months (3 years), with indexation benefit. </li></ul>But going ahead, there will only be two waiting periods which will determine whether an asset would be classified as long-term or short-term The situation now- <ul><li>For all listed securities (stocks, mutual fund units), the holding period for LTCG tax purposes would be more than 1 year (sans indexation benefits) All other assets (real estate, gold, bond, debentures) will qualify for LTCG tax, if they are held for more than 24 months (minus indexation benefits). </li></ul>What was the taxation situation earlier on long-term capital gains? What has changed? So, lets say Tara purchased a property in FY 2004-05 for Rs 20,00,000. In FY 2024-25, she decided to sell it for Rs 60,00,000. You'd think she'll have to pay a flat 20% on Rs 40,00,000, which was her total profit earned from selling her property (Rs 60,00,000-20,00,000). But this is where indexation swooped in and helped cushion the overall tax liability. Prior to July 23rd, 2024, the government considered something known as "indexed cost of acquisition" for determining an individuals' total LTCG tax liability, which was calculated using the following formula: [Cost Inflation Index (CII)value for transfer/sale year/CII for purchase year, or 2001-02 (whichever is later) X cost of acquisition]. Thankfully, you don't have to go about calculating this CII value, since the government does this for you, and notifies the same officially. What CII essentially does is that it compares the current prices of basket A(which contains a bunch of products and services) to the price of the same basket A in the year of comparison, to reflect the change in prices caused by inflation. So, for Tara, her indexed cost of acquisition would come down to Rs 64,24,778 [363(CII for 2024-25) /113(CII for 2004-05)X 20,00,000]. This would mean she incurred a capital loss of Rs 4,24,778, since her indexed cost of acquisition is more than her sales receipts. So, she does not need to pay any LTCG tax. She can set off this loss, but only against her other long term gains with a limit of Rs 2 lakh in one financial year, and can carry forward the same for a maximum of 8 years. However, this changed when the budget memorandum noted yesterday, "indexation available under the second proviso to section 48 is proposed to be removed for calculation of any long-term capital gains which is presently available for property, gold, and other unlisted assets. This will ease the computation of capital gains for the taxpayer and the tax administration". This means that indexation benefits on LTCG will be applicable starting July 23rd, 2024. To understand its impact, assume that this rule is in effect from April 1, 2024. In that case, Tara's LTCG will be a flat 12.5% of her total gains of Rs 38,75,000 (remember, Rs 1,25,000 per year on LTCG are tax-exempt). This would bring Tara's taxability to Rs 4,84,375 Long story, short, minus the indexation benefit, Tara will have to pay Rs 4,84,375 as long-term capital gains tax. However, there has been a slight increase in the basic tax exemption limit for LTCG. Previously, LTCG of up to Rs 1,00,000 in a single financial year was tax-free. But now, this threshold has been raised to Rs 1,25,000. Yes, roll-over benefits continue without change. This means you can re-invest the proceeds from sale of your old property into buying a new, residential one, in order to avoid capital gains tax. But that too, is not without its share of catches: You can reinvest these funds in either 54EC bonds, which have a maximum annual investment limit of Rs 50,00,000. Or, you can avail this exemption for a maximum of 2 residential houses, provided your capital gains are limited to Rs 2 crore. Also, if you've it purchased a property, or held from before 2001, you can continue to avail indexation benefits, thanks to something called a grandfathering clause. Does indexation or lower tax rates work better? There's no general rule here. But a cursory look indicates that high capital gains would be favorably taxed under these reduced tax rates, while lower returns and holding periods would find indexation to be a better option. Says Pankaj Kumar, VP – Fundamental Research, Kotak Securities, "the Union Budget-FY25 has rationalized long-term capital gains tax on real estate transaction. It proposed to remove indexation benefits and reduce the long term capital gains tax rate from 20% to 12.5% with immediate effect (grandfathering for properties held before 2001). We find that the new capital gains tax structure for real estate favours investors, who have generated high IRRs, while investors with poor IRRs would be worse off in the new regime". "On the other hand, it is expected to have limited impact on end users who purchase homes for personal consumption. The budget has also talked about encouraging states to lower the stamp duty and consider lower duties for women buyers. Lowering of stamp duties would reduce the overall acquisition cost in high stamp duty states/markets like Gurgaon, Chennai, Mumbai and Kolkata", continued Kumar.

However, the share of home sales in the ₹50 lakh and below category has decreased from 41% in Q1 2022 to 32% in Q1 2023. This can be attributed to the rising prices and a relatively more negative impact of the pandemic on homebuyers in this segment, leading to a decrease in demand. It is noteworthy that the mid-size segment now accounts for a larger portion of the sales pie than the ₹50 lakh and below category.
