Assam Chief Minister <keyword id="19952756" type="General" weightage="20" keywordseo="Himanta-Biswa-Sarma" source="keywords">Himanta Biswa Sarma</keyword> has expressed his gratitude towards the Assembly Speaker Biswajit Daimary for the decision that he said has been taken to prioritise the productivity of the assembly. "By doing away with the 2-hour Jumma break, <keyword id="20697861" type="General" weightage="20" keywordseo="Assam-Assembly" source="keywords">Assam Assembly</keyword> has prioritised productivity and shed another vestige of colonial baggage. This practice was introduced by Muslim League's Syed Saadulla in 1937. My gratitude to Speaker Biswajit Daimary and our legislators for this historical decision," Sarma said in a post on X. According to the previous rule, the sitting of the Assembly on Friday used to be adjourned at 11 am to facilitate Muslim members to go for <keyword id="22977239" type="General" weightage="20" keywordseo="namaaz" source="keywords">namaaz</keyword>, but, as per the new rule, the Assembly will conduct its proceedings without any adjournment for religious purposes. As per the amended rule, Assam assembly will commence its proceedings at 9:30am every day, including Fridays. The order stated that the amendment was done to scrap the <keyword id="22977237" type="General" weightage="20" keywordseo="colonial-practice" source="keywords">colonial practice</keyword> which aimed at dividing the society on a <keyword id="22977238" type="General" weightage="20" keywordseo="religious-basis" source="keywords">religious basis</keyword>. As per the order, the proposal was first presented to the Rules Committee headed by Biswajit Daimary, Speaker of the Assembly, which unanimously agreed to drop this rule. The official order reads, "Since the creation of the Assam Legislative Assembly, the sitting of the Assembly on Friday used to be adjourned at 11 am to facilitate Muslim members to go for namaaz. The Assembly used to resume its proceedings in the post-lunch session after the Muslim members had come back from the namaaz. On all other days, the House used to conduct its proceedings without any such adjournment for religious purposes." It further read, "Biswajit Daimary, Hon'ble Speaker took note of this matter and in view of the secular nature of the Constitution, proposed that the Assam Legislative Assembly must conduct its proceedings on Fridays like any other day without any adjournment to facilitate Muslim members to go for namaaz. "Accordingly, the proposal to do away with this rule in the Rules of Procedure of the Assembly was placed before the Rules Committee headed by the Hon'ble Speaker. The Rules Committee unanimously agreed to drop this rule. Accordingly, today, the House adopted a motion to amend this rule so as to provide for sitting of the House for conduct of its proceedings on Fridays like any other day. So, today history has been created by doing away with this colonial practice which was aimed at dividing the society on religious basis."

The state’s finance minister <keyword id="90408" type="PERSON" weightage="20" keywordseo="Himanta-Biswa-Sarma">Himanta Biswa Sarma</keyword> withdrew additional cess on petrol, diesel and alcohol on Friday. The removal of these taxes, this will make petrol and diesel cheaper by ₹5 and the cost of alcoholic beverages will dip by 25%. And, the new rates will be applicable starting midnight tonight. "At the peak of COVID-19, we had levied additional cess on petrol, diesel and liquor. Now, the number of patients has reduced... I am grateful to my cabinet colleagues who agreed to my proposal this morning to rescind this additional cess,” Sarma said during his speech to the House where he presented a vote-on-account for ₹60,784.03 crore. He also revealed that Assam’s gross domestic product (GDP) rose by 23.12% between 2016-17 and 2019-20 at constant prices. The annual growth rate stood at 7.71% in the period as against the rate of 6.11% at the national level. The 2016 election was a big win for the BJP. It was able to usurp the Congress leadership which had been in place since 2001 under Tarun Gogoi. However, during the BJP’s time in power the Citizenship Amendment Act (CAA) has led to mass protests across the state. However, Sarma is confident of BJP’s win. Assam is making fuel and alcohol cheaper to woo voters ahead of the Assembly Elections in April

The central government has asked Assam to be ready for the <keyword id="54639" type="ORGANIZATION" weightage="20" keywordseo="vaccination">vaccination</keyword> against coronavirus from January next year, state Health Minister <keyword id="90408" type="PERSON" weightage="20" keywordseo="Himanta-Biswa-Sarma">Himanta Biswa Sarma</keyword> said on Tuesday. "The central government has informed us that frontline workers and people above 60 will be given priority in the vaccination programme. We have been asked to be ready from January to July for the vaccination," Sarma told the media. The Minister said that the Centre had held several consultations through videoconference with the state governments to undertake vaccination between January and July 2021. He said that the Centre is expecting COVID-19 <keyword id="24209" type="PERSON" weightage="20" keywordseo="vaccine">vaccine</keyword> from six to seven sources and the vaccination will be carried out with a mix of vaccines instead of a single one. Sharing data, the Minister claimed that flattening of <keyword id="10100910" type="UNKNOWN" weightage="20" keywordseo="covid-19-pandemic-curve">COVID-19 pandemic curve</keyword> may have started in Assam. "The positivity rate has sharply come down to 1.4 per cent whereas the recovery rate has increased to 85 per cent. The COVID death rate has also dropped to 0.42 per cent. Assam has so far tested 40 lakh samples," he said. According to the Minister, of the 1,95,304 persons who tested corona positive in Assam, 1,66,036 recovered whereas 826 patients succumbed to the disease. Sarma also announced the standard protocol for the coming 5-day Durga Puja festival, with a ban on large gatherings, processions and assembly of not more than 50 persons in puja pandals and marquees. No cultural functions would be held and puja pandals will have to be open on all sides with different entry and exit gates. The Durga Puja organisers will have to ensure use of santisers and masks to prevent Covid-19 infections. With this there are total 350 COVID-19 positive cases in the state. Of the 350, 286 are active cases, while 57 have recovered, four have died and three migrated out of the state. Four new COVID-19 cases in Assam, tally rises to 350

Assam's Transport Department officials said that the students started their 2,000-km homebound journey from Kota on Friday in 17 air-conditioned sleeper buses. Assam to bring 391 students stranded in Rajasthan

The first corona death of Assam, also the first in northeastern region, was reported from <keyword id="773622" type="LOCATION" weightage="20" keywordseo="Hailakandi-district">Hailakandi district</keyword> in its southern part. "Faijul Haque Barbhyan, 65, from Hailakandi district expired a few minutes ago at the Silchar Medical College and Hospital due to COVID-19. My deep condolences and prayers for the bereaved family," Sarma said in a tweet. Barbhyan's swab sample had tested positive on Tuesday. He had travel history to Saudi Arabia. He returned to his home recently via Delhi. According to Silchar hospital's officials, the patient, a former employee of Madrassa Education, had turned critical on Thursday and was admitted in the Intensive Care Unit. Of the total 34 positive cases in five northeastern states -- Assam (29), Manipur (2), Mizoram (1), <keyword id="46408" type="LOCATION" weightage="20" keywordseo="Arunachal-Pradesh">Arunachal Pradesh</keyword> (1) and Tripura (1) -- 28 took part in a <keyword id="274939" type="COMPANY" weightage="20" keywordseo="Tablighi-Jamaat">Tablighi Jamaat</keyword> meet in Delhi last month.
