Rescue operations to locate about 30 people who went missing after the July 31 flash floods in Kullu, Mandi and Shimla districts are being conducted but there has been no major success. So far, 28 bodies have been recovered, the officials said. More than 100 people have been killed in rain-related incidents and the state suffered losses of about Rs 842 crore between June 27 and August 9, they said. The State Emergency Operation Centre said of the 338 <keyword id="20459934" type="General" weightage="20" keywordseo="roads-closed" source="keywords">roads closed</keyword>, 104 were in Shimla, 71 in Mandi, 58 in Sirmaur, 55 in Chamba, 26 in Kullu, seven each in Solan and Lahaul &amp; Spiti, five in Kinnaur, four in Kangra and one in Bilaspur district. It added that 488 power and 116 water supply schemes were also disrupted on Monday. The reginal Met office has issued a 'yellow' alert for heavy rain in isolated parts of the state till Saturday and also warned of a low to moderate flash flood risk in parts of Chamba, Kinnaur, Sirmaur and Shimla districts till Tuesday. Since Sunday evening, Nagal dam recorded 115 mm of rainfall, followed by 87 mm in Kasauli, 56 mm in Una, 82.2 mm in Naina Devi, 79 mm in Olinda, 75.4 mm in Jatton Barrage, 72.5 mm in Nadaun, 62 mm in Poanta Sahib, 60.6 mm in Sujanpur Tira and 56.5 mm in Dhaulakuan, the weather office said. Heavy rain continues to lash Himachal Pradesh, 338 roads closed

<ul><li>About 200 persons were stranded in Chandratal in Lahaul and Spiti.</li><li>As many as 765 roads including five National Highways have been closed to traffic.</li><li>All the trains between Shimla and Kalka track have been cancelled.</li></ul> 'Heavy to extremely heavy' rains battered <keyword id="6358126" type="General" weightage="50" keywordseo="himachal-pradesh" source="Orion">Himachal Pradesh</keyword> on Sunday, triggering landslides and flash floods, inundating many areas, washing away roads, vehicles and houses and killing six persons. State authorities have ordered the closure of schools and colleges for two days. As many as 765 roads including Chandigar- <keyword id="6363190" type="General" weightage="60" keywordseo="manali" source="Orion">Manali</keyword> National Highway were closed following the torrential rains. Hundreds of people were stranded in different parts of the state, including in Chandratal in Lahaul and Spiti and near Sadhupul in Solan district. The local met office had issued a fresh red alert of extremely heavy rains (above 204 mm) in ten out of 12 districts, barring tribal districts of Kinnaur and Lahaul and Spiti, on July 9. Twenty major landslides and 17 flash floods have been reported in the past 48 hours over 30 houses have been completely and partially damaged. All major rivers including Ravi, Beas, Satluj, Swan and Chenab are in spate, officials said. While six people died in rain-related incidents on Sunday, the death toll has risen to 54 since the onset of the monsoon on June 24, according to the state emergency operation centre. Solan received 135 mm of rain on Sunday, breaking a 50-year-old record of 105 mm of rain in a day in 1971, while Una received the highest rainfall after 1993, Director Local MeT office Shimla, Surender Paul told PTI. Reports of water entering houses in Una, shops being swept away in Manali, vehicles being washed away in flash floods at Nullah in Kullu, Kinnaur and Chamba districts and loss to agricultural land have also poured in. Three members of a family were killed in a house collapse following a landslide due to rains in Kotgarh area in Kumarsain subdivision of Shimla district. The deceased were identified as Anil, his wife Kiran and son Swapnil, officials said. A landslide also damaged a makeshift house near Kullu town, leaving a woman dead. In another incident, a person was buried alive following a landslide in Katiyan tehsil of Chamba on Saturday night. A girl was buried alive as a huge amount of debris swept by rainwater fell on her house in Rajhana village on the outskirts of Shimla city. Another elderly woman was reportedly trapped under the debris and rescue operations were on, officials said. Chief Minister Sukhvinder Singh Sukhu appealed to the people to avoid venturing out in heavy rains, especially near rivers and nallahs, and remain vigilant. As many as 280 persons were stranded in different parts of the state. About 200 persons were stranded in Chandratal in Lahaul and Spiti. Superintendent of Police Mayank Chaudhary, who is on the spot, said that all the people are safe and food and essential medicines have been arranged. They would be rescued soon as the road is restored, he said. Commuters in about 60 vehicles were struck near Sadhupul in Solan district due to a landslide. The next few days... The Himachal Pradesh Government has closed all the government and private schools and colleges affiliated with the state for two days (July 10 and 11). In an office order issued here, Director of the Higher Education Department Amarjeet Sharma said that the schools affiliated with ICSE, CBSE and other boards can take decisions regarding closing schools at their own level. As many as 765 roads including five National Highways have been closed to traffic while 1,743 transformers and 138 water supply schemes were affected. The national highways blocked included NH-21 Mandi to Kullu, NH-505 Gramphu to Locar, NH-03 Kullu to Manali, NH-305 Aut to Jalori and NH-707 Rohru to Poanta Sahib near Shillai in Sirmaur district. National Highway 21 is blocked at 6 Mile. This is the same place where the commuters were struck for almost 24 hours on June 27 last due to a landslide. Mandi-Kullu road via Kamand was also blocked near Ghoda farm. The Manali-Chandigarh also caved in near Manali. Deputy Commissioner of Kullu Ashutosh Garg said the Kullu-Manali road is blocked at several places due to landslides. Beas River is in spate near Ramshela and traffic has been halted from Kullu to Manali and Manali to Atal Tunnel. "It's raining since last night and all roads are closed", said Rohit, a Kangra resident stuck in Kullu. "The roads have caved in trees and poles are falling. The site is quite frightening," he said. The Mandi police have asked the tourists stranded in Balh and Sundernagar to find accommodations as all roads leading to Kullu from Mandi are blocked and are expected to open Monday afternoon. All the rivers and nullas in Mandi district are in spate as the water level in Beas has increased. The Bhakra Beas Management Board (BBMB) authorities have opened all five gates at Pandoh Dam and a flood-like situation is prevailing. Low-lying areas are being evacuated and the Chakki Bridge at NH-154 (Pathankot-Mandi) has been closed for vehicular movement, said DC Kangra Nipun Jindal. The relief, rescue and restoration operations were severely hit as heavy rains continued throughout the day. However, the district administration, and National Disaster Response Force (NDRF) teams rescued five persons trapped in the middle of Beas River in Charu in Kullu district. Thirty college students stranded between Gramphu and Chota Dharra on Sundo-kaza-Gramphu (National Highway 505) following a roadblock due to landslide and flash floods at several places were rescued by the Lahaul and Spiti authorities on Saturday night. All the trains between UNESCO heritage Shimla and Kalka track have been cancelled as landslides and fallen trees blocked the railway track at many places. Water also entered the powerhouse of Largi dam in Kullu and Chaba Power House. Shimla water supply to Shimla and Solan would be affected due to high turbidity in the water sources, officials said. Nangal Dam at Bilaspur received 282.5mm rain followed by Una 275 mm, Nahan 222 mm, Dalhousie 212, Chamba 203 mm, Dhaulakuan 205 mm, Dharamsala 181 mm, Dehra Gopipur 175.4 mm, Kangra 168 mm, Narkanda 143 mm, Mandi 139 mm, Shimla 134 mm, Manali and Bilaspur 131 mm each, Sundernagar 127 mm and Mashobra and 121 mm. Officials said the Jal Shakti Vibhag and PWD have suffered a loss of Rs 500 crores.

Flash floods in Himachal: Extreme heavy rain expected in next 48 hrs, six dead

Two bridges and some cattle are feared to have been washed away and the Bhuntar-Gadsa road has been damaged at several points. Revenue officials have reached the spot to assess the situation, they said. Power supply has been disrupted in the area and some link roads are blocked. Following water overflow due to malfunction in a gate of the Malana Dam, the Kullu district administration had on Monday asked locals living on the banks of the Parvati river to stay vigilant. "We have alerted the people living in villages on the banks of the river that they would be evacuated in case of a breach in Malana Dam 2," Deputy Commissioner, Kullu, Ashutosh Garg told PTI. So far, the situation is not serious as only 30 cusec water is overflowing and the Malana Dam 1 below the stream can hold water for some time in case of a breach, allowing evacuation, he said. The local Meteorological Office had issued an orange alert for heavy to very heavy rains at isolated places in eight of the 12 districts of the state on July 26 and 27 and cautioned against landslides, flash floods, mudslides and increased runoff in rivers. According to the state emergency response centre, 164 people have died in rain-related incidents and road accidents and the state has suffered losses to the tune of Rs 5,269 crore since the onset of monsoon on June 24.

No respite for Himachal: Cloudburst damages houses, washes away bridges in Kullu

The Indian Meteorological Department on Monday issued an orange alert for Himachal Pradesh and predicted heavy rainfall in the state for three days from July 26 to 28. Although Himachal is witnessing rainfall in various districts for the last few days, the state will get some respite from rain during the next two days. "The rains will continue for at least one week. The intensity of rain will reduce on July 24 and 25 but there will be heavy rainfall on July 26, 27 and 28. We have issued an orange alert," Surender Paul, Head IMD HP said. "The alert will be for Shimla, Sirmaur, Solan, Mandi, Kullu, Kangra and Chamba. These districts will be receiving heavy rainfall. The rain will continue but there will not be much rain during the next 48 hours. We have been issuing alerts through disaster management authority," Paul added further. The IMD is also expecting that old records of rain may break during the present <keyword id="6358301" type="General" weightage="20" keywordseo="monsoon" source="Orion">monsoon</keyword>. The IMD has issued flash flood, fog and landslide advisory. "We will assess the rain data of 100 years but the 24-hour rain data has broken the old records of rain. By the end of the month, we shall assess the total data. There are possibilities of landslides, flash floods and fog especially in the districts of Shimla and Mandi region on the National Highway," he added. Earlier in the day, amid the rain warning issued by the Indian Meteorological Department for the Chamba district, the District Disaster Management Authority issued an advisory for the citizens. The advisory said, "1. Avoid visiting hilly areas and places prone to landslides and heavy rainfall. 2. Avoid trekking amid inclement weather. 3. In case of lightning strikes, it is safe to stay indoors for a minimum next 30 minutes. 4. Do not visit river areas. 5. Pay attention to the warnings issued by the weather department. 6. Request Gram Panchayat Chieves, private organisations, tourists, and trekkers to spread the word." Notably, a total of 154 people have lost their lives due to the onset of the monsoon in the state since June 24, an official statement said on Saturday. IMD predicts heavy rains in Himachal from July 26 to 28, issues orange alert for seven districts

"We are trying out best there. We are in contact with the state government and providing every possible health. The units of the <keyword id="492727" type="General" weightage="50" keywordseo="national-disaster-rescue-force" source="Orion">National Disaster Rescue Force</keyword> (NDRF) are deployed there and where the Indian Air Force is required, we have provided that too. The Central and the state government are trying every possible help to save as many as lives. The incidents which are taking place in the state are painful," Anurag Thakur told the reporters. Calling for a joint effort, the union minister said, "I appeal to everyone to come together in this difficult time and try our best." The state is continuously witnessing a disastrous situation with flash floods during this year's monsoon season causing unprecedented damage to both lives and assets in Himachal Pradesh. India Meteorological Department, however, has forecast heavy to very heavy rainfall in the next 24 hours in several parts of the state. The Met department has raised "red alert" for the hilly state which will gradually reduce to an "orange alert". On Tuesday, several houses collapsed in the Krishna Nagar area in Himachal Pradesh's Shimla after a landslide. Recounting his experience, an eyewitness and local councillor Bittu Panna said, "We noticed some cracks in the houses, others also gathered at the spot. We saw that the cracks were increasing and requested the residents to vacate their houses. Suddenly we saw several houses collapse. Nearly 20-25 houses have been vacated and around 50 people have been rescued. and shifted to safe places". Himachal Pradesh Chief Minister <keyword id="607144" type="General" weightage="50" keywordseo="sukhvinder-singh-sukhu" source="Orion">Sukhvinder Singh Sukhu</keyword> on Monday informed that over 50 people have lost their lives within the past 24 hours due to landslides and continuous rainfall in the area. He also expressed concerns that over 20 people are feared to be trapped under debris. India, as of now, doesn't have an underwater technology to help with <keyword id="6369083" type="UNKNOWN" weightage="20" keywordseo="flood">flood</keyword> operations. Not that it needs to match <keyword id="6355315" type="PERSON" weightage="20" keywordseo="elon-musk">Elon Musk</keyword>’s levels, but it would be immensely helpful in any situation people are stuck underground. Also, don't wait for the submarine. Rescue operations are time sensitive and critical, if you have resources on hand, use them. 2. Map it out Anyone who's played PUBG or Call of Duty knows that you can see the terrain so much better from a height. It's actually just basic battle strategy. Which is why it made so much sense for the PTTEP, in coordination with<a href="https://www.denverpost.com/2018/07/11/denver-3d-earth-mapping-tech-thai-soccer-rescue/"> InterMap</a>, to create a 3D aerial map of the cave and terrain where the children and their coach were trapped. Ordinarily, PTTEP uses these drones, which<a href="https://www.inverse.com/article/46898-thai-cave-rescue-3-engineering"> inspect</a> high-risk potential drilling sites, but combined with mapping technology they were able to ascertain potential entry points. Drones are key. They do away with the human effort of the ground team to manually climb and check each location. This is important because it goes a long way in simplifying the operation. <keyword id="6354474" type="UNKNOWN" weightage="20" keywordseo="drone">Drone</keyword> usage in India, even by government authorities, is hardly prevalent. At most it's being used for<a href="http://www.dnaindia.com/mumbai/report-govt-plans-to-use-drones-for-spatial-survey-across-maharashtra-2635229"> spatial surveys</a> and<a href="https://factordaily.com/drones-for-precision-agriculture-in-india/"> precision agriculture</a>. Urban flooding, a paradigm that India is still grappling with, could find real relief in such a measure. In the past, underwater expressways and submerged low-rise buildings have proven<a href="https://economictimes.indiatimes.com/opinion/interviews/chennai-floods-was-the-largest-rescue-operation-ever-by-ndrf-op-singh-dg/articleshow/50390863.cms"> hard to spot</a> in muddy waters. 3. Pump-di-bump Too much of good thing can prove to be bad. An abundant water supply is a boon for agriculture, and on the other hand floods have the potential to wreck in, an otherwise, fruitful season. During the cave rescue, it was India's very own <keyword id="123991" type="DOMAIN" weightage="20" keywordseo="Kirloskar-Brothers">Kirloskar Brothers</keyword>' Limited (KBL) who provided the<a href="https://economictimes.indiatimes.com/news/politics-and-nation/how-an-indian-firm-helped-thailand-rescue-12-boys-trapped-in-a-flooded-cave/finally-hooyah/slideshow/64944153.cms"> know-how</a> to go with the dewatering pumps. On the recommendation of the Indian Embassy in <keyword id="3739" type="COUNTRY" weightage="20" keywordseo="Thailand">Thailand</keyword>, the company even had four high capacity specialised Autoprime pumps in place to be picked up from Maharashtra if the need arose. This measure, and others which are similar, are already being implemented in few areas in India. For example, Grundfos India<a href="https://timesofindia.indiatimes.com/city/chennai/Grundfos-mobile-pumping-station-used-in-Chennai-to-pump-out-flood-water/articleshow/50140951.cms"> provides</a> the Chennai City Corporation with mobile pumping stations that are specifically designed for floods. Even Mumbai<a href="http://www.freepressjournal.in/mumbai/mumbai-rains-crores-spent-on-procurrement-of-pumps-flowed-into-the-floods/1128756"> spends</a> crores on pumps to dewater the city. 4. Calling Houston The devices that were originally used to contact the missing football team weren't new-age, but actually 20-years old.
