However, the final diagnoses does not mention rape. It reads, "Alleged post-strangulation with cervical spine injury with sepsis with cardiopulmonary arrest." According to the family, she also worked in a private firm. The girl did not return home till late in the evening and the family made several attempts to contact her on her phone. Later in the night, the woman reportedly came home in a rickshaw in a semi-conscious state. She had a cannula injected in her forehand which indicated that she had undergone treatment. Family members said that the woman looked dazed and in a serious condition. The family rushed her to a nearby hospital, but she died on the way. The family has also alleged that the woman was lethally injected before she was raped. Balrampur Superintendent of Police, Dev Ranjan Verma, said: "The family said that the woman did not reach home on time on Tuesday. They tried to contact her but could not get in touch. After some time, she came home in a rickshaw with a glucose drip attached to her arm and she was in a bad state. The relatives took her to a hospital but she died on the way." According to the mother of the victim, she was unable to speak when she came back home and could only manage to utter the words, "I am in a lot of pain, I won't survive." "She had gone to get her admission done at 10 in the morning. We have the receipts. On her way back, 3-4men forcibly put her in their car, injected her and raped her. The accused broke her back and her legs and sent her back in a rickshaw. She had no strength left to even walk," the mother told reporters. However, the Balrampur Police, in a tweet, said reports about her limbs and waist being broken are not true and these injuries have not been confirmed in the autopsy report. Based on a complaint filed by the victim's brother, the Balrampur police registered a case and arrested two accused, Shahid and Sahil, on charges of gangrape and murder on Wednesday night. The police also said that the victim was raped in the back room of a grocery store in the Gaisari village. The victim's sandals were found outside the room and the owner of the grocery store is the alleged mastermind of the crime. Police investigations also revealed that the accused had tried to get the victim treated after raping her. They called a nearby doctor to come and see the victim but the doctor got suspicious of the situation and refused to treat her in the absence of a guardian. "A boy named Sahil came to call me around 5 pm. He took me to his uncle Shahid's grocery shop. When I reached there, they told me to see a patient from their family. I saw that the room was empty and asked them who the woman was. They told me she is the daughter of a government secretary. I said I will not treat her until a woman or elder from the vicinity is present. They told me to go back to my clinic and said they will call the secretary and get the victim to my clinic. I do not know where they went after that," the doctor told local reporters. The doctor also confirmed that the victim did not have an IV drip attached when he saw her. Meanwhile, in what seems to be a replay of the Hathras incident, the Balrampur victim was also cremated in a hurry late on Tuesday night amidst a heavy police deployment. The last rites were performed immediately after a post-mortem was conducted on the body. However, locals have said that the funeral was conducted with the permission of the victim's family. Under the scheme, launched in August last year, all categories of houses get an exemption from late-fee payments, while their pending water bills are waived partly or fully, depending on the housing category. "In wake of the pandemic, the water bill waiver scheme of the Delhi Jal Board has been further extended by three months and will now end on December 31," the water utility's vice-chairman, Raghav Chadha, said in a tweet. Delhi's colonies are categorised from A-H. The A-D category colonies are considered as middle and upper-middle class residential areas. The 'A' category colonies include those in Maharani Bagh, Chanakyapuri and Golf Links. For the 'A' and 'B' category colonies, a 25-per cent rebate is given on their principal arrears while for the 'C' category colonies, a 50-per cent waiver is provided. Those living in the 'D' category colonies get a waiver of 75 per cent on their principal pending arrear. Lot of important questions have been raised over several long hours of discussions and brawl, however, not all have been answered. From death due to oxygen shortage during the pandemic to cryptocurrency investments, these are the pressing issues for which the <keyword id="44734" type="ORGANIZATION" weightage="20" keywordseo="Indian-Government">Indian government</keyword> has simply slid past saying it has no data in hand. ‘No one died due to oxygen shortage’ If the first wave of COVID-19 brought Indian healthcare system to its knees, the second one was a blade on the neck. The South Asian country witnessed the worst healthcare crisis in its history, with people looking for hospital beds, oxygen cylinders and concentrators, COVID-19 medicines and other necessary equipment over Twitter. Many lost their lives in this struggle. On 30 November 2020, an estimated crowd of 200,000 to 300,000 farmers were walking to the national capital of Delhi to make their voices heard. The protest went on for close to ten months, however the government has no data on how many people have lost their lives during this course. As per a press release issued by the Samyukt Kisan Morcha (Joint Farmers’ Force), a coalition of over 40 farmers’ unions, 537 farmers have died in the agitation till date. Besides this, Sitharaman also mentioned that the government of India has no information on drug trafficking and money laundering that is being carried out through crypto exchanges. ‘No one dies due to manual scavenging’ No deaths have been reported due to manual scavenging in India over the last five years, the minister for Social Justice and Empowerment Ramdas Athawale said in the Rajya Sabha on <a href="https://thewire.in/government/centre-says-no-death-reported-due-to-manual-scavenging-activists-decry-govt-response">July 29</a>. If only, the ministry had thought of going through this year’s budget session thoroughly. He also noted that 66,692 manual scavengers have been identified across the country. ‘Information on witnesses killed, turned hostile not maintained centrally’ The Minister of State for Home Affairs, Nityanand Rai, has informed the parliament that the government has no data of the cases where key witnesses were killed or turned hostile. “The Witness Protection Scheme, 2018 provides that the witness protection measures ordered shall be proportionate to the threat and shall be for a specific duration not exceeding three months at a time," Rai added. However, these cases are fairly common in India. This is majorly because health is a state subject, meaning it's up to the governments in states and union territories (UT) to increase the bed strength in their hospital. Despite this, Pawar shared that India has an isolation and ICU bed capacity of 18.21 lakh and 1.22 lakh, respectively.
