Paralympics Tokyo: Harvinder Singh becomes the first Indian to win a medal in archery

Restrictions on withdrawal of cash from banks and ATMs are likely to continue beyond December 30 as currency printing presses and RBI have not been able to keep pace with the demand of new currency notes, as per an agency report. 
 
As the 50-day deadline for completion of demonetisation process draws near, there is a growing consensus among bankers that the restrictions on withdrawal would have to continue even in the New Year so as to maintain orderly working at the banks. 
 
Banks at many places are not in a position to disburse even the current limit of Rs 24,000 per week due to cash crunch and are rationing the valid currency depending on cash availability. 
 
If this limit is withdrawn for individual and businesses from January 2, it is unlikely that banks would be able to disburse the higher demand for valid currencies given the current cash position. 
 
"Most of us think that the withdrawal limit would not be completely withdrawn. It is a possibility that it could be relaxed if the cash situation improves," said a senior public sector bank official. 
 At a time when banks are struggling to methe demand of individual customers, it would be impossible to service <keyword id="6358354" type="ORGANIZATION" weightage="20" keywordseo="MSME">MSME</keyword> and big corporates which requires cash in large quantity, the official said, the practical way would be to relax it gradually. 
 Recently, SBI Chairperson <keyword id="6379603" type="PERSON" weightage="20" keywordseo="Arundhati-Bhattacharya">Arundhati Bhattacharya</keyword> had also indicated that restriction on withdrawals cannot be lifted entirely unless more cash is made available to banks. 
 
After the demonetisation of high value Rs 500/1000 notes, the government has fixed a limit of Rs 24,000 per week on withdrawal from bank accounts and Rs 2,500 per day from ATMs in view of the currency crunch that followed. 
 The government and RBI has not specified when the restrictions will be withdrawn. <keyword id="46929" type="POSITION" weightage="20" keywordseo="Finance-secretary">Finance Secretary</keyword> <keyword id="124932" type="PERSON" weightage="20" keywordseo="Ashok-Lavasa">Ashok Lavasa</keyword> had said the withdrawal cap would be will be reviewed after December 30. 
 
Even bank unions are also of the opinion that the restrictions cannot be done away with in one go. 
 In all likelihood the restriction on withdrawal would continue for some more time in the best interest of banks as well as customers at large, said All India Bank Officers' Confederation (AIBOC) General Secretary <keyword id="115352" type="PERSON" weightage="20" keywordseo="Harvinder-Singh">Harvinder Singh</keyword>. 
 
The situation of currency supply is known to everyone and it would be difficult to lift the limit from January 2, Singh said, adding that SME and small businesses are waiting for cap to go so that they can withdraw as per their requirement. 
 <keyword id="6354335" type="CITY" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword> has infused Rs 5.92 lakh crore in the banking system between November 9 and December 19 against Rs 15.4 lakh crore of scrapped notes. 
 
According to RBI, banks had got deposits of Rs 12.4 lakh crore defunct notes by December 10.

The Punjab Police on Saturday succeeded in its operation of "cage the queen bee" with the arrest of the mastermind of last week's heist of Rs 8.49 crore, <keyword id="231843" type="General" weightage="80" keywordseo="mandeep-kaur" source="Orion">Mandeep Kaur</keyword>, a.k.a. Mona, who has been named '<keyword id="17756864" type="General" weightage="20" keywordseo="bandit-hasina" source="Orion">Bandit Hasina</keyword>', from the office of CMS Info Systems Ltd, a cash management firm, based in Ludhiana, along with her spouse <keyword id="166229" type="General" weightage="50" keywordseo="jaswinder-singh" source="Orion">Jaswinder Singh</keyword> while returning from a famous Sikh shrine in Uttarakhand. Commissioner of Police Mandeep Singh Sidhu confirmed the arrest of the couple. The police also arrested one of their accomplices. Earlier, the police arrested six accused -- <keyword id="17707747" type="General" weightage="80" keywordseo="manjinder-singh-mani" source="Orion">Manjinder Singh Mani</keyword>, Mandeep Singh, Harvinder Singh, Paramjit Singh, Harpreet Singh and Narinder Singh -- and recovered Rs 5 crore from them. The police recovered Rs 12 lakh on information about Kaur that was concealed in the under-seat of her mother's scooter. Responding to the arrest of the couple, Commissioner of Police Sidhu said all the accused had wished that they would pay obeisance at Kedarnath, Haridwar and Hemkund Sahib after a 'successful robbery'. Kaur and her husband were arrested by a team of Punjab Police while they were returning from Hemkund Sahib. "When the couple came to know that their accomplices have been arrested, they begged pardon at Gurdwara Hemkund Sahib for the crime," Sidhu said. They got married in February. The gang of alleged robbers was led by Mandeep Kaur, whose husband and cousin were also blamed for the heist. She in connivance with her friend and CMS employee Manjinder Singh Mani, had planned the robbery. They along with their eight accomplices looted Rs 8.49 crore from the office of the CMS firm, in the early hours of June 10. Sidhu blamed the company for negligence in the safety of the cash. He said Rs 50 lakh was recovered from the house of Mani in Abuwal village. He had hidden the cash in a septic tank after wrapping the bundles in a polythene bag. On Friday, the police launched the operation "Let's Cage the Queen Bee" to arrest the main mastermind Mandeep Kaur and her husband.

Customers' complaints about problems like cash withdrawal and exchange of old notes faced post <keyword id="3315394" type="UNKNOWN" weightage="20" keywordseo="demonetisation">demonetisation</keyword> cannot be entertained under the Banking <keyword id="49909" type="UNKNOWN" weightage="100" keywordseo="ombudsman">Ombudsman</keyword> (BO) scheme, according to PTI news report. The central bank said that demonetisation is not one of the 27 grounds under which a customer can lodge a complaint with the Banking Ombudsman. During the demonetisation period, people had to face various problems in form of restrictions on withdrawal of currency notes and exchanging of old Rs 500 and Rs 1,000 notes that were withdrawn with immediate effect from midnight of November 8, 2016. "Banking Ombudsman Scheme (<keyword id="4744034" type="UNKNOWN" weightage="20" keywordseo="bo-scheme">BO Scheme</keyword>), 2006 specifies 27 grounds of complaints under which complaints can be lodged. Complaints related to demonetisation is not a ground of complaint specified under the Scheme," a Right to Information (<keyword id="6356198" type="ORGANIZATION" weightage="20" keywordseo="RTI">RTI</keyword>) query sent to the <keyword id="50847" type="CITY" weightage="20" keywordseo="Reserve-Bank">Reserve Bank</keyword> has revealed. In response to the question as to how many complaints came to RBI ombudsman offices across India related to demonetisation, the RBI stated: "As such information is not available." When contacted, a banking ombudsman officer said, "Demonetisation does not come under Ombudsman Scheme." All India Bank Officers' Confederation (AIBOC) Secretary General Harvinder Singh said a lot many complaints came to banks during the demonetisation period and the lenders tried to resolve them to the extent possible, barring a few. "Many complaints came through emails, letters, phone calls and through personal visits. Even complaints were made directly to the Department of <keyword id="6354241" type="COMPANY" weightage="20" keywordseo="Financial-Services">Financial Services</keyword>," Singh said. However, for example when banks were instructed to allow withdrawal of up to Rs 2.5 lakh by a family having marriage, the lenders could not help on time as the formal directives came late, he added. The banking ombudsman scheme covers complaints related to deficiency in banking including Internbanking or other services, non-adherence to the instructions of the RBI on ATM/debit cards and prepaid card operations.
