<ul><li>Haryana government has sealed nine areas in Gurugram to control the spread of Coronavirus.</li><li>There have been 32 cases of Coronavirus in Gurugram so far, out of which 12 were reported on April 8.</li></ul> The Haryana government has sealed nine areas in Gurugram – Sector - 9, Nirvana Country in Sector - 54, Palam Vihar, Emar Palm Gardens in Sector - 83, Laburnum Society, Sector - 39, Village Fazilpur Jharsa, Ward number 11 in Pataudi and Village Raipur in Sohna. The step was taken as 12 people had tested positive for Coronavirus on April 8, taking the total number of cases in the city to 32. The state administration will seal these areas tonight and no person will be allowed to enter or leave these areas. The government will ensure delivery of essential items in the areas that have been sealed. Out of the 12 patients that tested positive on April 8, 10 of the patients are directly connected to the Tablighi Jamaat who had actively participated in the Nizamuddin Markaz event in Delhi. J.S. Punia, Civil Surgeon of Gurugram confirmed that the infected persons are residents of Raipur village under Sohna Tahsil in Gurugram district. Following the reports, the entire village was locked down on April 6 evening. With this, Gurugram now has 32 positive patients and 23 of them are undergoing treatment in different hospitals. “We have cordoned off the entire village with the help of district police and police barricades applied there. We have also started the proceedings of taking samples of every person in the village. Sanitation of the village is currently underway." Punia said. According to officials, a sample from the sewerage treatment plant (STP) of the mall was taken in February. This was found to be not treated properly. "The mall authority was not treating the STP water properly which is a clear violation of the pollution norms. We had also served a notice to the mall authority in February but they haven't taken any action so far," said Kuldeep Singh, regional officer, pollution control board. He said that the samples of the STP were taken in 2018 and at that time also the department had slapped a penalty of Rs 2.50 lakh on the mall authorities due to violation of pollution control norms. The board had sealed the STP then and it is yet to get approval for resumption of operations but the mall authorities were running it without informing the board. "The mall management without treating the sewerage water used to dump it outside which is gross negligence on the part of the mall authorities. Thus action was initiated," Singh said. Apart from this, the shop owners also protested against the mall authorities for this negligence. "I am paying around Rs 60,000 as maintenance to the mall management to avoid any inconvenience but we had no idea that the mall authority has received noticed from the pollution department," a shop owner at the mall said. Another shop owner said, "First the ongoing Covid-19 <keyword id="43587" type="ORGANIZATION" weightage="20" keywordseo="pandemic">pandemic</keyword> hit our business hard. We are already facing staff crunch and financial growth as well and now this sealing will surely affect our business." Meanwhile, the Board is now planning to file a suit against the mall management in the environmental court. "The mall management is not taking our notice seriously and continuously disobeying HSPCB warning. We will soon file a suit against the authority and impose hefty penalty as per the norms," Singh said. New Delhi, May 1 () The Delhi-Gurugram border was sealed by Haryana Police on Friday due to COVID -19 as people and vehicles coming from the national capital were asked to go back.While the Haryana government has said that people associated with essential services will be allowed to enter Gurugram, several of them claimed that despite having passes, the police did not allow them to cross the border."I am a nursing staff in a hospital at IFFCO chowk in Gurugram but they are not allowing me to cross the border. Earlier, the police would see my identity card and let me through but now they are not," said Rahul Singh, a resident of Rajokri in Delhi, who was stopped at the Delhi-Gurugram border near Sehraul.Another regular commuter from Delhi to Gurugram, Dipak Kumar, a hardware engineer with an internet service provider alleged his pass was not accepted by the police."I am waiting for more than hour but police are not letting me in. The price of cooking gas piped to household kitchens in the national capital and adjoining cities was hiked by Rs 2.63 per unit on Friday, the second increase in rates in less than two weeks. Piped cooking gas in <keyword id="66" type="General" weightage="50" keywordseo="delhi" source="Orion">Delhi</keyword> will now cost Rs 50.59 per standard cubic meter, as against Rs 47.96 previously, according to <keyword id="158375" type="General" weightage="50" keywordseo="indraprastha-gas-ltd" source="Orion">Indraprastha Gas Ltd</keyword> - the firm that retails CNG to automobiles and piped cooking gas to households in the national capital and adjoining towns. The increase is to "partially offset the increase in input gas cost," <keyword id="47940" type="General" weightage="80" keywordseo="igl" source="Orion">IGL</keyword> said in a tweet. This is the second hike in prices in less than two weeks. Rates were last revised on July 26, by Rs 2.1 per scm. The increase follows the government mandating the use of costlier imported <keyword id="79382" type="General" weightage="80" keywordseo="lng" source="Orion">LNG</keyword> to meet incremental demand. State-owned GAIL averages out the rates of gas produced locally with the imported one before supplying to city gas retailers like IGL. Similar increases in piped cooking gas (called piped natural gas or <keyword id="6355757" type="General" weightage="80" keywordseo="png" source="Orion">PNG</keyword>) have been affected by city gas retailers in other parts of the country. "Due to the significant increase in input gas cost, we have decided to recover the cost. Accordingly, we've increased the retail price of CNG to Rs 86 per kg and hiked domestic PNG by Rs 4 to Rs 52.50 in and around Mumbai," MGL said in a statement. However, IGL has not increased CNG price and it continues to cost Rs 75.61 per kg. While the price of domestically produced natural gas was increased to USD 6.10 per million British thermal units for the six month period beginning April 1, international LNG rates shot to record high in the aftermath of Russia's invasion of Ukraine. LNG in the spot or current market currently costs upwards of USD 30. GAIL mixes about 2.5-3 million standard cubic meters per day of LNG with volumes available from domestic fields for supply city gas operators like IGL and MGL. The pooled rate is fixed every month. Haryana is now open for business, no pass needed for travel – but containment zones will remain sealed

New Delhi, May 12 () The Delhi High Court Tuesday pulled up the Haryana government for not disclosing all the notifications putting restrictions on the movement of people, including doctors and nurses, to and from the national capital to various districts in Haryana during the COVID-19 lockdown.A bench of Justices Manmohan and Sanjeev Narula, which conducted the hearing through video conferencing, said prima facie the screening and stopping of individuals involved in essential services at the Delhi-Haryana border by the State of Haryana is contrary to May 11 letter issued by the Centre to all the Chief Secretaries of the States. The Centre in its May 11 order asked all state government and union territories to ensure that their field officials allow smooth movement of all medical professionals, nurses, para medical, sanitation personnel and ambulances. The Centre also asked them to ensure the opening of all private clinics, nursing homes and labs with all their medical professionals and staff and such movement shall also be facilitated inter-State, wherever required.The Centre's counsel urged the court to grant a day's time to resolve the issue with the Haryana government.The bench allowed the request and asked the Centre to file a reply by Wednesday to a plea which said that a number of Delhi residents have to travel to Sonipat for essential work and similar is the situation for Sonipat residents and they are being stopped by the Haryana authorities at the borders.Petitioner O P Gupta said the District Magistrate of Sonipat has imposed blanket cross border transit restrictions between the two cities and granted exemptions to only a few categories of government officials and for movement of goods not destined for there.The court listed the matter for May 14 and made it clear that no adjournment would be granted on that day and an endeavour would be made to dispose of the matter on the said date.During the hearing, the court noted that in the detailed affidavit filed by Haryana government, there was nothing to suggest that any written order restricting movement of people or goods to and fro between Delhi and Haryana has been passed by any official of the neighbouring state regarding any district other than Sonipat.The court noted that it was categorically stated in the affidavit that the Haryana government has not issued any direction for blocking/ sealing the borders with Delhi or stopping the movement of trucks between the national capital and Haryana as has been alleged in the petition.It is also stated that Haryana has not issued any order to create hurdles or restrictions for residents of Faridabad, Gurugram, Bahadurgarh and Sonipat who are employed in Delhi.However, when the court queried Haryana's counsel, he said that similar notifications, as issued by the Sonipat DM on restriction on movement, have also been issued by the district magistrates of Faridabad, Gurugram and Jhajjar."We are of the view that the State of Haryana should not have been economical with facts. It is a well-settled proposition of law that a party to a writ petition must be held to a standard of 'uberrima fides' or 'utmost good faith'."Consequently, the State of Haryana was obliged in law to disclose all similar notifications/orders issued by District Magistrates of Faridabad, Gurugram and Jhajjar," the bench said.It directed the Haryana government to place on record all such similar notifications/orders along with a status report during the day itself.The court had on May 8 said the order of Haryana authorities preventing and obstructing the movement doctors, nurses, court staff and trucks to and from Delhi to Sonipat prima facie infringed right to freedom of movement even when the entire national capital and Sonipat are not coronavirus containment zones.It had said it was of prima facie view that the action of the District Magistrate, Sonipat, restricting the movement, is contrary to the orders and letters issued by the Union Home Secretary on lockdown guidelines.The petitioner, in his plea, has said that that even doctors, nurses and court officials, who either reside in Sonipat or work there are being prevented from entering or leaving the city.As per the April 30 order of the district magistrate, accommodation arrangements for persons working in Sonipat but residents of Delhi or UP shall have to be made by the concerned management at Sonipat so as to preclude any daily cross-border transit.The DM order further stated that those persons who are working in Delhi or UP but are residents of Sonipat shall pursue similar accommodation arrangements with their concerned management in areas of their work so as to preclude any daily cross-border transit. COVID-19:HC pulls up Haryana for not disclosing full details on movement restrictions

Patna, Jun 30 () A wedding ceremony in rural Patna a fortnight ago where the groom was running high fever, two days before he died and his body cremated without being tested for COVID 19, appears to have set off the biggest infection chain in Bihar so far, health department officials said on Tuesday. More than 100 people have tested positive in Paliganj sub-division of Patna district, about 55 km from the state capital, in the last few days, out of over 350 who have been tested upon contact tracing, they said. Fifteen of his relatives who attended the wedding tested positive for the contagion and apparently infected others. The officials, who requested anonymity, said the groom was a software engineer based in Gurugram and had returned home for his marriage in the last week of May. A few days after the 'tilak' ceremony, he started showing symptoms of the disease. On June 15, the date of wedding, he was running high fever and wanted the ceremony to be deferred, but relented upon the insistence of family members who made him swallow paracetamol tablets and go through the rituals. On June 17, his condition deteriorated significantly and family members made a dash to AIIMS, Patna, but he died on the way. The body was cremated in a huff, without the authorities being informed. But somebody telephoned the district magistrate and narrated the whole episode. All close relatives of the deceased, who attended the ceremony, were tested on June 19. Of them 15 tested positive, the officials said. As a measure to contain the spread of the disease, a special camp was set up at the village where the marriage took place on June 24-26 during which samples of 364 people were collected. Of them, 86 tested positive, the officials added. The sudden explosion of the dreaded coronavirus has triggered panic in the area. Although most who tested positive were asymptomatic, they have been admitted to isolation centres in Bihta and Phulwarisharif. Block Development Officer Chiranjeev Pandey said Meetha Kuan, Khagari Mohalla and parts of Paliganj Bazaar have been sealed for thorough sanitisation. Patna district happens to be the worst-affected in Bihar with 699 confirmed cases till date and five casualties, according to figures provided by the administration. The number of active cases is 372. On Monday, when the state witnessed its biggest single day spike with 394 cases, Patna district accounted for more than 20 per cent of these. Gujarat goes on <keyword id="8946160" type="UNKNOWN" weightage="20" keywordseo="full-lockdown">full lockdown</keyword> Shocked by the quick rise in the number of infected people to 30, the Gujarat government has decided to go for stringent lockdown-like measures in the entire state from Tuesday till March 31. The Directorate General of Police (DGP) Gujarat, Shivanand Jha, said, "To curb the possible spread of the virus among people, we are going for a lockdown in the entire state. Even in these locked down areas, essential commodities will be allowed to be available for the public." Late on Monday (March 23), the state home department issued a notification under the provisions of 'The Indian Epidemic Diseases Act, 1897' and 'The Gujarat Epidemic Diseases COVID-19 Regulation 2020'. Rajasthan bans private vehicles After the total number of Coronavirus patients in Rajasthan went up to 32 with four new positive cases, two from Pratapgarh and two from Jodhpur, Chief Minister Ashok Gehlot announced a ban on all private vehicles from Tuesday. "To save lives from #coronavirus infection, we have taken the decision to ban all private vehicles on roads from tomorrow. Only vehicles related to essential services and those in exempted services would be allowed. State highway tolls will also be closed from 12 o'clock midnight," he tweeted. Delhi borders sealed, 'curfew passes' to be issued The order issued from Delhi Police Headquarters said that those working in private institutions in Delhi would be mandatorily required to take a 'curfew-pass'. The nearest district DCP office will issue the curfew pass. While those entering Delhi (Gurugram, Faridabad, Ghaziabad, Noida) outside the national capital border, the curfew pass will have to be issued by the Police DCP office of their nearest Delhi district. The order to this effect was issued by the Delhi Police Commissioner at around 8.45 pm on Monday night. Those living in Gurugram-Manesar (Haryana) will have to contact the DCP office in the South West district of Nelson Mandela Road in Vasant Vihar area of Delhi for curfew pass. No reports of Covid-19's airborne spread: WHO The World Health Organisation (WHO) denied the claims made on social media that the Covid-19 could be airborne. In a statement, Poonam Khetrapal Singh, regional director, WHO (Southeast Asia), said "Airborne spread has not been reported for Covid-19. Based on the information and on our experience with other coronaviruses, Covid-19 appears to spread mostly through respiratory droplets, for instance, produced when a sick person coughs, and close contact." "This is why the WHO recommends maintaining hand and respiratory hygiene."
