In its next meeting, slated for 9th September, the GST (Goods and Services Tax) Council may decide over imposing an 18% charge on <keyword id="20157806" type="General" weightage="20" keywordseo="payment-aggregators" source="keywords">payment aggregators</keyword> (PAs) like <keyword id="20290089" type="General" weightage="20" keywordseo="Razorpay" source="keywords">RazorPay</keyword>, Stripe, PayU, Pine Labs, and more. Reportedly, these charges will be levied on small value transactions of up to Rs 2,000, which are made via <keyword id="22719132" type="General" weightage="20" keywordseo="debit-and-credit-cards" source="keywords">debit and credit cards</keyword>. Until now, all payment aggregators were exempt from GST on all transactions up to Rs 2,000. We decode what it means for you, and how it will impact your pockets. What's happening? The <keyword id="22666613" type="General" weightage="20" keywordseo="fitment-committee" source="keywords">fitment committee</keyword>, which is made up of revenue officials from both center and states, is considering levying an 18% GST on payment aggregators. This is because officials feel that PAs are mere facilitators and intermediaries for card-based transactions, unlike banks, and thus, should be brought under GST purview. At present, they are exempt on paying GST on transaction of value less than Rs 2,000. But, if the proposal goes through in the 54th <keyword id="19994390" type="General" weightage="100" keywordseo="GST-Council" source="keywords">GST Council</keyword> meeting, every transaction you make through your credit or debit cards going ahead via such PAs will become costlier. Who are payment aggregators? PAs are essentially third-party service providers that let customers pay, and allow businesses to collect payments made via UPI, credit/debit cards or more. They are the interface between the customers and the merchants, allowing customers to opt for multiple, secure payment options, and also letting merchants manage and track fund collections and refunds. For their services, PAs levy a payment gateway fee, which ranges between 0.5% to 2% for each transaction. Post demonetisation in 2016, when currency notes of Rs 500 and Rs 1,000 were discontinued with immediate effect, the government had waived off taxes on credit and debit card transactions of up to Rs 2,000, in order to boost digital payments. If GST is levied, PAs are likely to pass on this cost to merchants. Will UPI be affected? No. Currently, UPI does not currently have a MDR, or merchant discount rate. UPI will continue to remain a lucrative option for PAs and merchants, especially for transactions under Rs 2,000, since they will not attract GST. PAs charge MDR to businesses for processing credit and debit card transactions on their behalf. What will change? The move is likely to affect small businesses the most, who thrive on multiple, low value transactions. Think of this. Say you make a payment of Rs 1,500 via your credit card on Razorpay. If the PA sets its fee at 1% of each transaction, the business will have to pay Rs 15 to the PA. But now, with the potential additional 18% GST applicable, the business will have to pay Rs 2.7 more, or about Rs 17.7 to these PAs. This might not seem much at first, but compounded over multiple transactions, might snowball into a significant cost for small businesses.

The return filing during March 2023 has been the highest ever. Gross GST revenue collected in March 2023 is Rs 1,60,122 crore, of which Central GST is Rs 29,546 crore, State GST is Rs 37,314 crore, Integrated GST is Rs 82,907 crore (including Rs 42,503 crore collected on import of goods) and cess is Rs 10,355 crore, the <keyword id="47209" type="General" weightage="50" keywordseo="finance-ministry" source="Orion">finance ministry</keyword> said in a statement. The total gross collection for full 2022-23 fiscal stands at Rs 18.10 lakh crore, 22 per cent higher than the previous year. The average gross monthly collection for the full year is Rs 1.51 lakh crore. It is for the fourth time in the just gone by financial year that the gross GST collection has crossed Rs 1.5 lakh crore-mark, registering the second highest collection in March since the implementation of GST. Last month also witnessed the highest <keyword id="6360947" type="General" weightage="50" keywordseo="igst" source="Orion">IGST</keyword> collection ever, the ministry said. In April last year, GST collection had touched a record high of Rs 1.68 lakh crore. Revenue for the month of March 2023 is 13 per cent higher than the GST revenue in the same month last year, the ministry said. During the month, revenue from import of goods was 8 per cent higher and revenue from domestic transaction (including import of services) is 14 per cent higher than the revenue from these sources during the same month last year. The return filing during March 2023 has been the highest ever. 93.2 per cent of statement of invoices (in GSTR-1) and 91.4 per cent of returns (in GSTR-3B) of February were filed till March 2023 as compared to 83.1 per cent and 84.7 per cent, respectively a year ago. GST mop-up rises 13% to ₹1.6 lakh crore in March, second highest collection ever

The government wants to ensure that the benefits of the Goods and Services Tax (GST) are enjoyed by the consumers also and is mulling over adding an anti-profiteering clause. 
 
Finance Minister Arun Jaitley said the matter will be discussed so that the prices are not hiked when GST is implemented. 
 
The GST Council will take up the matter if it is brought up before it. 
 
"This will entail detailed audit of financial data of companies and would lead to avoidable disputes. Instead, the government should focus on engaging with industry so that they understand the benefits of input credits and pass on the benefit to consumers," Pratik Jain, partner and leader, indirect tax, PwC India, told ET. 
 
"Currently, what the taxpayers are paying is phenomenally much higher. For almost 60-70% of the commodities on a weighted average, you are paying 27% plus a large number of other small taxes. In some instances, states say it's even higher at 30-32% or more," said Jaitley. 
 
GST will have a three-slab structure with most goods and services at the standard rate in the middle. A lower rate will be imposed on essential items to protect the poor and a higher rate on luxury items.

Government wants to make sure GST benefits reach consumers, may discuss anti-profiteering clause

President of the Associated Chambers of Commerce of India (ASSOCHAM), Sunil Kanoria, said the Indian economy will move towards 8% trajectory once the <a href="http://www.businessinsider.in/searchresult.cms?query=GST&amp;sortorder=effectivedate">GST Bill</a> turns into a law. 
 
The Rajya Sabha passed the Constitutional Amendments for GST Bill, which will now go to a GST Council for writing down the recommendations. 
Kanoria said the Goods and Services Tax (GST) will boost growth in India, especially in the sectors like roads, mining and railways. 
 
"The green shoots of economic recovery have started to appear. India is among the fastest growing economies in the world at present. Government's increased budgetary allocation for infrastructure sector is fuelling this growth," Kanoria told ET. "

However, Kanoria said India may miss the April 2017 target. “I'm not sure whether the government would be able to roll out GST by April, 2017," Kanoria said.

"There are a lot of inefficiencies in the system today. With GST, the inefficiencies would be ironed out and the volume of transactions coming to the mainstream will increase much more," he told ET.

This will definitely better India's global position as an investment destination, it added.

GST bill can change India's economic growth, says USIBC

The Centre thought that it had reached a political consensus over the crucial <a href="http://www1.businessinsider.in/searchresult.cms?query=GST&amp;sortorder=effectivedate">Goods and Services Tax</a> (GST) Bill but <a href="http://www1.businessinsider.in/searchresult.cms?query=chidambaram&amp;sortorder=effectivedate">former Finance Minister P. Chidambaram</a> threw a spanner in the Indian government’s plans. 
 
After the present <a href="http://www1.businessinsider.in/searchresult.cms?query=arun+jaitley&amp;sortorder=effectivedate">Finance Minister Arun Jaitley</a> presented the <keyword id="387846" type="UNKNOWN" weightage="20" keywordseo="GST-Bill">GST Bill</keyword> for Constitutional amendments, <keyword id="6362104" type="PERSON" weightage="20" keywordseo="Chidambaram">Chidambaram</keyword> said even though the recommendations by the opposition were included, the bill was still clumsy. 
 “In the present list of amendments, you have made some provisions of what will go into the consolidated fund of India. Second issue is multiplicity of taxes. If you give some states power to impose additional 1% tax, it would have led to multiplicity of tax rates. Third major issue is of dispute resolution. Dispute resolution between states and Centre is not a matter on which Constitution is silent. Article 131 speaks loud and clear,” said Chidambaram in the <keyword id="48510" type="ORGANIZATION" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword>.

Chidambaram said the GST was also a major concern for the people of the country and was not only a matter between Union Finance Minister and state finance ministers. 
 
“GST rate should not be changed by the whim of the executive but by approval of Parliament. The heart of the GST is what the rate of tax will be. Any indirect tax falls same on rich and poor, thus it's advisable to keep it as low as possible,” said Chidambaram. 
 
Chidambaram insisted on including the 18 per cent GST rate in the amendments itself, before it went to the GST Council for including further recommendations. 
 
He said the Congress was never against the idea of GST but was not in favour of few clauses in the bill in 2014. 
 
“Just as 2011 GST bill opposed, similarly 2014 bill was opposed and not the idea of having one. Rationale of GST is to avoid multiplicity of taxes, thus the idea of inter-state tax rate had to be removed,” said Chidambaram.

The central bank has written a letter to all the agency banks that they should keep their designated branches open for over-the-counter transactions related to government transactions up to the normal working hours on March 31, 2023. It directed all government transactions done by agency banks for the Financial Year 2022-23 must be accounted for within the same financial year. RBI directs all banks to keep branches open till March 31 for annual closing

<ul><li>Banks, the backbone of the Indian economy, and the IT sector have emerged as the alpha creators of the Indian equity markets. </li><li>Every year since at least 2012, one of these two critical sectors has beaten the benchmark <keyword id="2931774" type="General" weightage="20" keywordseo="Nifty50" source="Orion">Nifty50</keyword> index – often by a huge margin. </li><li>Heading into FY24, analysts find comfort in the strength of Indian banks and Tier 1 IT companies, while the benchmark Nifty50 index could end 2023 on a negative note. </li></ul>Banks, which are the backbone of the Indian economy, and the IT sector have emerged as the alpha creators of the Indian equity markets. Every year since at least 2012, one of these two critical sectors has beaten the benchmark Nifty50 index – often by a huge margin. The term ‘alpha creators’ refers to securities that generate excess returns when compared to a benchmark without any additional risk. Together, banks and <keyword id="88972" type="General" weightage="20" keywordseo="IT-stocks" source="Orion">IT stocks</keyword> constitute 41% of the market capitalisation of the benchmark Nifty50 index. Of the broader Nifty500 index, these two sectors alone account for 31% of the market capitalisation, underlining their impact on the Indian equity markets. However, banking and IT stocks have not always moved in the same direction since 2012 – in fact, in 6 out of the 11 years in consideration, these two sectors have moved in the opposite direction. The Nifty Bank index has emerged on the top with average returns of 17% from 2012 till date, while the Nifty IT index is a close second at 16%. The vision for Television: it was news (elections) and sports that provided the initial spike to TV when the year began. However, expectations began to dull post May when slowdown hit. The TV spends also took a hit at the start of the year with NTO taking some time to settle down; but it did not catalyze the withdrawal of spends by advertisers from the market. No! Rather, what it did was get clients into a worry-spin. After all, ‘measurement’ was missing. There was little clarity. And for a short while, all channels suffered. Spends dropped and for the first few months, clients preferred to wait and watch. But some clients were committed, and they went ahead with what was promised. In India, TV still has a lot of growth potential and I believe, will continue to grow in double digits albeit at a slightly lower pace in coming years as well. At Dentsu Aegis Network (DAN), more than 50% of our business is digital. This, along with our data capabilities and our one P&amp;L approach, has helped us adapt to the new trends and deliver growth faster than market in the current year. We at DAN had called out 3V’s – Video, Voice and Vernacular to drive growth.
