Union Finance Minister Nirmala <keyword id="19916494" type="General" weightage="20" keywordseo="Sitharaman" source="keywords">Sitharaman</keyword> on Friday urged officers of the Central Board of Indirect Taxes and Customs (<keyword id="19908147" type="General" weightage="20" keywordseo="CBIC" source="keywords">CBIC</keyword>) to proactively address <keyword id="20283921" type="General" weightage="20" keywordseo="doubts" source="keywords">doubts</keyword> and concerns raised by the public and business community regarding taxes before they escalate into grievances. Speaking at the inauguration of the new <keyword id="22890667" type="General" weightage="20" keywordseo="GST-Bhawan" source="keywords">GST Bhawan</keyword> in Udaipur, Rajasthan, Sitharaman emphasized the importance of a preventive approach in handling tax-related issues. She highlighted that government officials should prioritize solving problems at the stage where they are mere doubts, rather than allowing them to develop into full-blown grievances. "Before addressing a grievance, if we spend time through outreach to clear the doubts and suspicions in their minds, those doubts won't escalate into grievances" said Finance Minister Sitharaman. Sitharaman also highlighted the significance of effective information sharing in this process. She suggested that by engaging in sector-wise outreach and addressing any doubts that arise, officials could prevent potential issues from turning into grievances. "I request that before grievances arise, we should definitely carry out outreach sector by sector. If there are any doubts in their minds after this and some changes need to be made accordingly, we can make those changes as well. So, more than anything else, we need to focus on information sharing" added Sithraman. The Finance Minister's remarks emphasized a shift towards a more communicative and responsive approach in tax administration, aiming to foster better relationships between the government and the business community while minimizing conflicts and misunderstandings. Union Minister Sitharaman is on a two-day visit to Udaipur, On Thursday the minister chaired a meeting to review the performance of nine Regional Rural Banks (RRBs) of the states of Gujarat, Maharashtra, Madhya Pradesh, Chhattisgarh and Rajasthan. The minister asked Regional rural banks (RRBs) to ensure easy credit to Micro, Small and Medium Enterprises (MSMEs). She asked the RRBs to become more customer-friendly and leverage their local connections to further improve performance. "All RRBs have devised customised MSME products aligning with cluster activities. However, they need to regularly review their credit portfolio in that segment", she said. She also highlighted that Sponsor Banks and RRBs must recognise the challenges that lie ahead, especially maintaining asset quality, expanding digital services, and ensuring robust corporate governance are the areas that require continued focus. EXCLUSIVE: WhatsApp’s Grievance Officer in India quits within six months

<ul><li><keyword id="6354616" type="UNKNOWN" weightage="20" keywordseo="Twitter">Twitter</keyword> has named <keyword id="1109299" type="PERSON" weightage="20" keywordseo="Vinay-Prakash">Vinay Prakash</keyword> as its Resident Grievance Officer for India, according to the company's website.</li><li>Twitter had previously appointed Dharmendra Chatur as its interim resident grievance officer for India as required by the IT rules.</li><li>The social-networking app has been at loggerheads with the Indian government over the new social media rules.</li></ul>Twitter has named Vinay Prakash as its Resident Grievance Officer for India, according to the company's website. The US-based company has been in the eye of a storm over its alleged failure to comply with the new IT rules in India, which mandates, among other requirements, the appointment of three key personnel -- chief compliance officer, nodal officer and grievance officer by social media platforms with over 50 lakh users. All the three personnel have to be residents in India. As per the information updated on Twitter's website, Vinay Prakash is the Resident Grievance Officer (RGO). Users can contact him using an email ID listed on the page. "Twitter can be contacted in India at the following address: 4th Floor, The Estate, 121 Dickenson Road, Bangalore 560 042," the page further said. Prakash's name appears along with Jeremy Kessel, who is the <keyword id="11613995" type="UNKNOWN" weightage="20" keywordseo="global-legal-policy-director">Global Legal Policy Director</keyword>, and is based in the US. The company has also published its compliance report for the period of May 26, 2021, to June 25, 2021. This was another key requirement under the IT rules that came into effect on May 26. Twitter had previously appointed Dharmendra Chatur as its interim resident grievance officer for India as required by the IT rules. However, Chatur stepped down last month. Twitter has been at loggerheads with the Indian government over the new social media rules. The government has confronted Twitter over deliberate defiance and failure to comply with the country's new IT rules, despite repeated reminders. Twitter -- which has an estimated 1.75 crore users in India -- lost its legal shield as an intermediary in India, becoming liable for users posting any unlawful content. Twitter appoints Vinay Prakash as resident grievance officer for India

Consumers have made their preferences clear - more people are cutting the cord, shifting from paid TV subscriptions to internet-based streaming services. Boston Consulting Group predicts that the OTT content market is at an inflection point in India and is likely to reach a market size of $5 billion by 2023. From just two OTT platform providers in 2012 to about 40 players at present, the OTT revolution has come a long way in India. Estimates from Phando Corp suggest that monthly active users (MAUs) for India’s OTT video sector have grown at a blistering rate of 300% since 2019 to reach 680 million in 2021, with rural and tier 2 &amp; 3 cities consumption reaching an 80% share. West Versus India Several factors including the widespread availability of broadband infrastructure, the ubiquity of mobile phones and other connected portable devices, and quest for personalised experiences have spurred the adoption of OTT consumption in the Western world. At the same time, technology investments, the emergence of new apps, features, and independent platforms for OTT content have also been growth drivers. Tech companies such as Amazon, Facebook, Apple, YouTube, connected device providers such as Samsung, Xiaomi, LG, and studios such Disney, MGM, Paramount, Sony are among the major corporations who have entered the OTT space, giving a plethora of programming choices to the consumers in the West. The growth in OTT platforms combined with the subsequent content boom has seen vernacular content from different regions gaining international popularity. South Korean dystopian drama broke all records by becoming the most watched content on Netflix by netizens around the world. Similarly, Indian dramas such as Sacred Games and Delhi Crime were viewed and enjoyed by a global audience. As a result, all eyes are now firmly set on opportunities in emerging economies, specifically in the Indian subcontinent, with major players from the west entering the foray with attractive subscription offers, and diverse content catalogues. Some have chosen to collaborate with or acquire local brands to establish a firmer foothold in the region. For example, with the launch of Disney Plus in the US back in 2019, the streaming service promptly expanded to many other countries, including India. However, instead of getting a dedicated app for Indian users, the company acquired the Hotstar streaming platform and soon rebranded to Disney+ Hotstar. The coming together of Disney and Star TV Network (20th Century Fox) attracted tens of millions of subscribers in India and provided them access to a premium catalogue of content from Disney and Star TV. One of the challenges in India is the ability to monetize online content. Research suggests that the Advertising-led Video on Demand (AVOD) model is far more popular than Subscription-led video on demand (SVOD) models given the reluctance of viewers in India to pay for online content. While about 60% of total video viewing in India happens on YouTube, Netflix has 40 Mn monthly active users. Disney Plus Hotstar too has reached the critical mass with its freemium model, well-supported by relevant collaborations, such as sports (read cricket), which drives volume. Also, a KPMG study reveals that, unlike the West, only 10% of viewers access OTT platforms for watching original content. Rather, OTT is used primarily for the convenience of anytime and personal viewing of movies, music, sports or to catch-up with TV content. Driving OTT Growth in India As a country with a population of 1.23 billion, India is the next big market for OTT platforms. Some of the growth drivers for OTT players in India, based on the precedent from the West include: ● Investments in Content Video streaming services are expected to spend around ₹1,920 crore to create original content for India in 2021, driven in part by the sharp rise in audiences during the 2020 lockdown. The platforms will further increase spends, including on sports, to ₹30,000 crore, during 2021-25, according to the latest FICCI-EY media and entertainment industry report. Around 500 original titles are likely to be released in 2021 across platforms, as opposed to 385 titles in 2019 and 220 in 2020. The investment in original content makes sense given that viewers are learning to pay for the content they consume, especially original content. In 2020, 29 million subscribers paid for 53 million OTT video subscriptions (not counting subscriptions bundled along with data plans), a figure that is estimated to increase to 39 million subscribers for 71 million subscriptions in 2021. Netflix has more than 40 originals scheduled for 2021 and is expanding its slate by nearly three times compared to 2020. Amazon Prime Video has 50 local originals in various stages of development and 30 in various stages of production. Demand for original content will likely double by 2023 compared to 2019 levels. ● Content – the New Battlefield for Viewers Increasing number of consumers from tier-2 and tier-3 cities have spurred the production of regional content. Alt Balaji has seen a change after the pandemic. Before the pandemic, the top 8 cities in India contributed to 70% of their total audience; post-April 2020, 60% of the traffic is from other tier-2 and tier-3 cities. Old favourite shows are being re-aired on OTT platforms, while investments in new content production continue. Recently Amazon announced the acquisition of MGM, for $8.45 billion, giving it access to MGM’s library of 4000 film titles and 17,000 TV shows. We have witnessed the emergence of a wide variety of content including Indian content since India has a diverse market with over a dozen languages that are widely spoken across the country. OTT players are shifting their focus towards localisation of their platforms, to be able to connect with the Indian users, be it in terms of regional languages, geography and user experience etc. India already has about 40 OTT players and 10 music streaming apps in existence catering to various entertainment and media demands. This has opened the doors for OTT platforms to promote regional and hyperlocal content. In fact, a leading OTT player recently released 11 shows during the lockdown- all locally curated shows. The share of regional language consumption on OTT platforms is expected to cross 50% of total time spent by 2025, easing past Hindi at 45%. ● Government Regulations The Ministry of Information and Broadcasting (MIB) has, in the past year, stressed the need for some form of regulation of OTT Platforms to streamline the sector. In this regard, the MIB recently notified the Information Technology (Guidelines for Intermediaries and Digital Media Ethics Code) Rules 2021. The new rules require OTT platforms to set up a robust three-tier grievance redressal mechanism. The first level will comprise regulation by the OTT Platform itself through a grievance officer. The second level will be an institutional self-regulatory body formed by publishers of content and their associations. This self-regulatory body will comprise industry experts headed by a retired Supreme Court/ High Court judge /eminent personality in the relevant field. At the third level is an inter-department committee constituted by the MIB that will provide oversight and hear appeals for decisions taken at level two or if a complaint is referred to the inter-department committee by MIB. Regulation might help improve the quality of content in the future. ● The Future of OTT - New Applications and Content Innovations There is no doubt that the future of <keyword id="6357922" type="General" weightage="20" keywordseo="television" source="Orion">television</keyword> is OTT, and the industry is at a nascent stage. Content is the force that defines the direction of evolution in the industry. New applications such as learning, education and fitness are being explored. Pricewaterhouse Coopers reported that in 2018, more than 40% of new internet users in the world were children. Edtech platforms like Byjus and Unacademy use the OTT streaming approach for education. Similarly, possible applications for learning management in corporations are being explored. While fitness was never considered an activity that could be done remotely, the pandemic saw this notion change. According to a Bobble.AI report, besides video conferencing apps and websites, fitness applications such as Lose Weight, Cure.fit, recorded a 104.53% rise in daily active users. Video streaming platforms are also creating content to cater to this trend. How India is ‘Cutting the Cord’ to drive an OTT revolution

<ul><li>The Ministry of Electronics and <keyword id="6363148" type="General" weightage="80" keywordseo="information-technology" source="Orion">Information Technology</keyword> (MeitY) has released proposed amendments to the IT Rules.</li><li>The amendments include the establishment of a Grievance Appellate Committee.</li><li>The committee will be appointed by and report directly to the IT ministry.</li></ul>The Ministry for Electronics and Information Technology (MeitY) has released proposed amendments to Part I and II of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules 2021, also known as IT Rules. The proposed amendments include the setting up of a grievance appellate committee that will be established by the government and will directly report to it. <cmsannotation type="cmsannotation" annotationid="Grievance redressal mechanism" comment="subhead" text="Grievance redressal mechanism">Grievance redressal mechanism</cmsannotation> The proposals mandate social media platforms to establish a grievance redressal mechanism that will allow users to request for removal of content or a user or complain against the removal of content or blocking of any user on their platform. The grievance officer will be required to acknowledge a complaint filed by a user within 24 hours and dispose of the complaint within 15 days from the receipt of the complaint. The grievance officer will also be required to acknowledge and perform directions given by the central government, the courts or any competent authority. If the grievance officer fails to perform this or performs this in an unsatisfactory manner, the user or the authority can approach the proposed Grievance Appellate Committee. <cmsannotation type="cmsannotation" annotationid="Grievance Appellate Committee" comment="subhead" text="Grievance Appellate Committee">Grievance Appellate Committee</cmsannotation> According to the proposed amendment, the government will constitute one or more Grievance Appellate Committees that will include a chairperson and other members appointed by the government. Any person aggrieved by an order passed by the grievance officer will be able to appeal to the committee within 30 days. <keyword id="6354335" type="General" weightage="50" keywordseo="reserve-bank-of-india" source="Orion">Reserve Bank of India</keyword>'s ombudsmen should ensure that consumer complaints are resolved quickly and in a fair manner, <keyword id="30067" type="General" weightage="80" keywordseo="rbi" source="Orion">RBI</keyword> Governor <keyword id="6359111" type="General" weightage="80" keywordseo="shaktikanta-das" source="Orion">Shaktikanta Das</keyword> said on Friday. Addressing the Annual Conference of <keyword id="8494679" type="General" weightage="80" keywordseo="rbi-ombudsmen" source="Orion">RBI Ombudsmen</keyword> in Jodhpur, he said that the RBI ombudsmen and regulated entities (REs) must identify the root causes of persisting customer complaints and take necessary systemic measures to correct them. The central bank governor said he was concerned about rising customer grievances, despite the RBI's efforts to resolve them. Some specific areas which have reported most complaints, include mis-selling, disproportionate service charges, and very high penal rates. Das also raised the matter of intimidating tactics used by representatives of financial institutions, citing media reports. He also expressed concern over various methods of payment frauds being used by undesirable entities like phishing, vishing, fake links and websites, and remote-access apps. "What is of concern is that still a large number of complaints pertain to traditional banking," Das said. "This calls for serious review of the working of the customer service and grievance redress mechanism in the regulated entities," he added. The root cause of the persistence of such grievances should be analysed and corrective measures taken, Das emphasised. At the same time though, he added that the ombudsman offices should be sensitive and judicious in their approach. Consumer complaints need to be resolved quickly, says RBI Governor

<keyword id="399907" type="General" weightage="100" keywordseo="meta" source="Orion">Meta</keyword> (formerly <keyword id="6354576" type="General" weightage="20" keywordseo="facebook" source="Orion">Facebook</keyword>) took down 21.2 million pieces of content across 13 policies for Facebook and over 2.4 million pieces of content across 12 policies for <keyword id="819905" type="General" weightage="80" keywordseo="instagram" source="Orion">Instagram</keyword> in the month of February in accordance with the IT Rules 2021. Between February 1-28, Meta received 478 reports through the Indian grievance mechanism, and responded to 100 per cent of these reports. Of these reports, the social network provided tools for users to resolve their issues in 402 cases. These include pre-established channels to report content for specific violations, self-remediation flows where they can download their data, avenues to address account hacked issues etc. "The report describes our efforts to remove harmful content from Facebook and Instagram and demonstrate our continued commitment to making Facebook and Instagram safe and inclusive," said the company. "We use a combination of Artificial Intelligence, reports from our community and review by our teams to identify and review content against our policies," it added. Meta actioned a huge 15.4 million spam content, 2.4 million violent and graphic content and 1.4 million content related to adult nudity and sexual activity, among others. "We measure the number of pieces of content (such as posts, photos, videos or comments) and take action for going against our standards," it said. In January, Meta took down over 11.6 million pieces of content across 13 policies for Facebook and over 3.2 million pieces of content across 12 policies for Instagram. WhatsApp banned 1,426,000 bad accounts in India in the month of February in compliance with the new IT Rules, 2021. The company received 335 grievance reports in the same month from the country and took action on 21 of those. Under the new IT Rules 2021, big digital and social media platforms -- with more than 5 million users -- have to publish monthly compliance reports. Meta removes over 23.6 million posts on Facebook and Instagram in India in February

The <keyword id="6354335" type="General" weightage="50" keywordseo="reserve-bank-of-india" source="Orion">Reserve Bank of India</keyword> (<keyword id="30067" type="General" weightage="100" keywordseo="rbi" source="Orion">RBI</keyword>) on Thursday has directed all the credit information companies to appoint an internal ombudsman by April 1, 2023. The RBI, in its Statement of Developmental and Regulatory Policies, on August 5, 2022 had called for bringing credit information companies under the internal ombudsman framework to strengthen and improve the efficiency of the internal grievance redressal mechanisms. According to the central bank, the internal ombudsman shall be either a retired or a serving officer, not below the rank of deputy general manager or equivalent in any financial sector regulatory body, credit information companies, a non-banking financial company (<keyword id="6355260" type="General" weightage="20" keywordseo="nbfc" source="Orion">NBFC</keyword>) or bank, with necessary skills and experience of at least seven years in banking, non-banking finance, financial sector regulation or supervision, credit information, or consumer protection. The appointment will be for a fixed term of not less than three years, but not exceeding five years. The internal ombudsman cannot be removed before the completion of the contracted term without the RBI's explicit approval. In case the vacancy arises on account of reasons beyond control, the credit information company shall appoint a new internal ombudsman, within three months from the date of the vacancy arising. The RBI also said that the scope of the internal audit of credit information companies shall exclude any assessment of the correctness of decisions taken by the internal ombudsman. The internal ombudsman shall report to the Managing Director or Chief Executive Officer administratively, and to the Board functionally.
