<ul class="summary-list"><li>Texans hit with massive electricity bills during last month's <keyword id="93159" type="PERSON" weightage="60" keywordseo="winter-storm">winter storm</keyword> won't have to pay them.</li><li>The state's attorney general ensured relief to the 24,000 <keyword id="10934095" type="UNKNOWN" weightage="60" keywordseo="griddy-energy">Griddy Energy</keyword> customers who owed $29 million.</li><li>Griddy Energy, the wholesale electricity provider, filed for Chapter 11 bankruptcy earlier this week.</li></ul>Texans who lost heat and power during a <a href="https://www.businessinsider.com/extreme-cold-in-texas-winter-storm-has-confused-weather-satellites-2021-2">rare winter storm</a> last month will no longer be stuck with exorbitant electric bills, the state's attorney general announced.Attorney General Ken Paxton said he would wipe out more than $29 million in unpaid electric bills owed by approximately 24,000 Griddy Energy customers in a <a href="https://www.texasattorneygeneral.gov/news/releases/ag-paxton-ensures-forgiveness-29-million-electric-bills-24000-texans-after-suing-griddy-energy-llc">Wednesday statement.</a>Paxton <a href="https://www.texasattorneygeneral.gov/news/releases/ag-paxton-sues-griddy-llc-energy-company-customers-hit-exorbitant-energy-bills">announced</a> his office was suing the <keyword id="15710" type="ENTERTAINMENT" weightage="60" keywordseo="texas">Texas</keyword> energy company earlier this month for "violating the Texas Deceptive Trade Practices Act through false, misleading, and deceptive advertising and marketing practices."During February's bout of record-low temperatures, the state's power companies failed to withstand the <a href="https://www.businessinsider.com/biden-declares-texas-a-major-disaster-millions-without-water-2021-2">freezing conditions,</a> leaving millions of residents without electricity during the winter storm that left <a href="https://www.businessinsider.com.au/one-texas-county-reported-hypothermia-deaths-in-the-last-week-2021-2">dozens dead.</a> As Texans faced the aftermath of the storm, Paxton said Griddy escalated the disaster by "debiting enormous amounts from customer accounts" with "little to no warning" which resulted in consumers paying hundreds - and in some cases, thousands - of dollars each day for electricity.Paxton has since dropped the suit and instead, said his office and the company are now in "ongoing good faith negotiations to attempt to address relief for those Griddy customers who have already paid their storm-related energy bills."In an <a href="https://www.griddy.com/">online statement</a> Monday, Griddy announced it had filed for Chapter 11 bankruptcy, placing the blame decidedly on the Electric Reliability Council of Texas, the organization that operates Texas's electrical grid which supplies 90% of the state's electric load.Since the storm, <a href="https://www.businessinsider.com/texas-blackouts-public-utility-commission-chair-resigns-deann-walker-storm-2021-3">ERCOT has come under fire</a> for failing to prepare for the harsh winter conditions. According to Griddy, "<keyword id="5891952" type="LOCATION" weightage="60" keywordseo="ercot">ERCOT</keyword> made a bad situation worse" by continuing to set prices at $9,000 per megawatt hour - nearly 300 times more than the normal price - for 87.5 hours.Griddy connects its customers to the wholesale electricity market for a monthly fee of $9.99, the statement said. As such, the company said it did not profit off the skyrocketing prices seen during the storm."The actions of ERCOT destroyed our business and caused financial harm to our customers," Griddy CEO Michael Fallquist said in the statement.A spokesperson for ERCOT told Insider the organization had no comment on Griddy's communications to its customers, though the representative did confirm Griddy's aggregate short pay to ERCOT was at $29 million as of March 17.Customers who didn't lose power during the <a href="https://www.businessinsider.com/texas-blackouts-millions-lost-power-in-storm-went-wrong-2021-2">mass blackouts</a> found themselves hit with massive bills that were auto-debited from their bank accounts, <a href="https://www.cnn.com/2021/03/17/us/texas-ag-lawsuit-unpaid-electric-bills-forgiven-griddy/index.html">according to CNN.</a> One customer, Royce Pierce, <a href="https://docs.google.com/document/d/12BpDhns-u4KhgVaVg6jegcO2u3xgEDIinEj8hMG6nbU/edit">told NBC News</a> he and his wife's bill had reached nearly $10,000 over a matter of days for their three-bedroom home. He told the outlet Griddy automatically took the amount from their card, and the couple had been forced to close the card after the company wiped it out.

The filing, submitted to the US Bankruptcy Court for the Southern District of Texas, comes after lawsuits from the state of Texas as well as proposed class-action suits against the company.Baker Botts, LLP is representing Griddy in the bankruptcy procedures. The filing estimated that the assets of Griddy were between $1 million and $10 million, and its liabilities were between $10 million and $50 million.Griddy <a href="https://www.businessinsider.com/texas-blackouts-winter-storm-griddy-enormous-electricity-bills-2021-2">wanted to disrupt</a> Texas' energy market by giving customers access to electricity at wholesale rates, which, for the most part, tend to be lower than market price for consumers. But harsh storms in February caused massive issues for the state's power grid and <a href="https://www.businessinsider.com/why-texas-residents-hit-with-soaring-electric-bills-winter-storms-2021-2">energy prices skyrocketed</a>-both for business wholesale customers and those Griddy customers who'd previously enjoyed lower costs.Griddy had 29,000 customers in the aftermath of the storm, per the <a href="https://www.houstonchronicle.com/business/energy/article/Texas-power-retailers-to-customers-in-face-of-15953843.php">Houston Chronicle</a>. The Chronicle also reported that prices climbed as high as $9,000 per megawatt-hour after the storm. Customers enrolled in auto-billing faced outsized charges. The state of Texas is suing Griddy Energy and its holding company over claims it engaged in deceptive trade practices. <a href="https://twitter.com/RKConsultants1">The filing contends</a> that "Griddy was fully aware of the reality of the risk in its pricing scheme - sky-high energy rates at a time when consumers are the most vulnerable." The filing also notes that Griddy's auto-billing system resulted in many customers over-drafting their accounts, sometimes without their knowledge. <a href="https://www.wsj.com/articles/texas-power-retailer-griddy-heads-toward-bankruptcy-filing-11615761456">The Wall Street Journal reported</a> that the bankruptcy filing is intended to allow Griddy to "wind down its business," and that the energy provider is planning to waive some of the charges associated with the severe weather. A spokesperson for Griddy was not immediately available to comment on the bankruptcy filing, but the company posted a statement to its website addressed to its members."A company couldn't ask for more amazing members," the statement reads. "We set out to spark a community and get people excited about energy - and y'all didn't disappoint. Even during this insanity, so many of you have supported and defended Griddy and our shared vision. Our model plays a critical part in the future of sustainable energy. It's better for the consumer and better for the grid. But it seems we'll have to wait a bit longer."

We got a few more details on <keyword id="6383208" type="ORGANIZATION" weightage="60" keywordseo="exxon">Exxon</keyword>'s strategy during the company's investor day Wednesday (though not much of what it announced is new). And the fallout from the Texas storm - now expected to be the <a href="https://www.businessinsider.com/the-texas-winter-storm-could-cost-insurers-over-20-billion-2021-3">most expensive weather event in the state's history</a> - continues to spread. <div type="image" title="Exxon Mobil's Fife Ethylene Plant in Cowdenbeath, Scotland" height="1995" width="2661" msid="81354663" hostid="261"></div><h2 style="text-align: left;">Exxon is chasing what it calls a $2 trillion carbon-capture opportunity</h2>Once <a href="https://www.wsj.com/articles/exxon-once-a-skeptic-sees-profit-in-capturing-carbon-emissions-11614787892">skeptical</a> of betting big on carbon-capture technology, Exxon says it's ready to go all-in.During an investor presentation Wednesday, Darren Woods said advances in the technology and a "growing market need" have created a unique opportunity for Exxon.<ul style="text-align: left;"><li>That opportunity has a big price tag: Carbon capture will be a <a href="https://www.wsj.com/articles/exxon-once-a-skeptic-sees-profit-in-capturing-carbon-emissions-11614787892">$2 trillion market by 2040</a>, Exxon said. </li><li>Woods also <a href="https://www.nytimes.com/2021/03/03/business/energy-environment/exxon-mobil-darren-woods.html">said this week that the company is supportive</a> of the goal to reach net-zero emissions and commented on <a href="https://www.wsj.com/articles/exxon-adds-two-new-board-members-after-activist-pressure-11614607512">two new board members</a> that the firm <a href="https://corporate.exxonmobil.com/News/Newsroom/News-releases/2021/0301_Michael-Angelakis-and-Jeffrey-Ubben-join-ExxonMobil-board-of-directors">announced</a> Monday. </li></ul>Call and response: The reality is that Exxon had to do something. For months now, investors and activists have been calling on the company to address its enormous carbon footprint at a faster clip. <ul style="text-align: left;"><li>The investors Engine No. 1 and D.E. Shaw, in addition to a coalition of shareholders with $2.5 trillion under management, are among the groups pushing for change.</li></ul>The easy choice: Capturing carbon dioxide and storing it underground is far easier for a company like Exxon than building out renewable energy capabilities, as its European competitors are doing. <ul style="text-align: left;"><li>The company has been doing CCS for decades. And the main use of captured CO2 is <a href="https://www.businessinsider.com/carbon-capture-explainer-technology-limitations?IR=T">to extract more oil out of the ground</a>, anyway. </li><li>The real change is that Exxon is now organizing all of its carbon capture projects - there are 20 in the pipeline, many of which were already under construction before the recent announcements - in a new business called <a href="https://www.businessinsider.com/exxon-launches-business-focused-on-low-emissions-technologies-2021-2">Low Carbon Solutions</a>. </li></ul>Wall Street is happy: After freefalling in 2020, Exxon's <a href="https://markets.businessinsider.com/stocks/xom-stock">stock</a> is up almost 50% from the start of the year, and many of the top Wall Street banks favor the company. <ul style="text-align: left;"><li>"XOM's newly formed Low Carbon Solutions business helps mitigate energy transition uncertainty while also offering new attractive growth options for the company," Morgan Stanley analysts wrote in a note this week. </li><li>Wall Street firms cite not just Exxon's strategy to cut emissions but pared back capital spending and a low breakeven price for oil. </li></ul>Yet challenges remain: Some investors say Exxon's plan to cut emissions and change up its board doesn't go far enough. Experts have also raised questions about the economics of carbon capture technology. <ul style="text-align: left;"><li>"The business as it stands today is underpinned by government support, and this can be shaky over the long term," Peter McNally, an energy expert at Third Bridge Group, said in a comment this week. </li></ul>Meanwhile, morale has collapsed: Exxon had to slash its operations budget last year to stay afloat, which resulted in <a href="https://www.businessinsider.com/exxon-global-cost-cutting-program-layoffs-job-cuts">job cuts</a> that <a href="https://www.businessinsider.com/exxon-mishandled-layoffs-morale-oil-price-collapse-2021-2">several employees described as haphazard</a>. Blackouts lead to a surge in customer interest, especially for backup batteries. Meet the startup behind those massive Texas energy bills

<ul class="summary-list"><li>Economist James K. Galbraith said policymakers failed <keyword id="15710" type="ENTERTAINMENT" weightage="60" keywordseo="texas">Texas</keyword> during the state's recent power outage.</li><li>Texas' deregulated electrical system incentivized the cheapest production without accounting for resilient machinery.</li><li>Galbraith says the only way to fix the system is to turn it into a public utility.</li></ul>Millions of Texans lost power last week and were stuck living in freezing conditions as their electrical bills skyrocketed. The crisis was totally preventable, according to a left-leaning economist who teaches at the University of Texas at Austin, and the reason why has to do with the state's deregulated electricity system.<a href="https://www.businessinsider.com/galbraith-lack-of-regulation-got-us-into-this-mess-bring-it-back-2010-2">James Kenneth Galbraith</a>, a government professor at the University of Texas at Austin, wrote in a <a href="https://www.project-syndicate.org/commentary/free-market-utility-model-failed-texas-by-james-k-galbraith-2021-02">Project Syndicate commentary</a> that these failures were baked into Texas' power grid as soon it embraced <keyword id="89727" type="PERSON" weightage="60" keywordseo="Deregulation">deregulation</keyword> under former Gov. <keyword id="227066" type="PERSON" weightage="60" keywordseo="Rick-Perry">Rick Perry</keyword> in 2002. The Texas system had three vulnerabilities, according to his commentary:<ol><li>Competition to provide power in the cheapest way possible meant that machinery was not well-enough insulated against extreme cold;</li><li>Wholesale prices could fluctuate while retail prices depended on consumer contracts;</li><li>And prices would rise when demand for power was the greatest.</li></ol>Rather than working to overcome the vulnerabilities, Galbraith wrote, policymakers did nothing. And he has a unique perspective on the matter of government regulation. His father was <a href="https://foreignpolicy.com/2021/01/15/forgotten-prophet-john-kenneth-galbraith-united-states-pandemic-economy/">famed 20th-century economist John Kenneth Galbraith</a>, a former Harvard professor and advisor to several Democratic administrations, who long advocated thoughtful government intervention - and regulation.John Galbraith's views came back into vogue after the Great Recession of 2008, and James' work in Texas has long swum against the state's deregulatory tide, a fact brought into vivid relief by the current power crisis. In his own right, James has formerly served as executive director for the Joint Economic Committee of the US Congress and directs the <a href="http://utip.lbj.utexas.edu">University of Texas Inequality Project</a>.James Galbraith took Insider inside how Texas fell apart and left its residents freezing amid a <a href="https://markets.businessinsider.com/news/stocks/duke-energy-provides-40-000-to-aid-texans-during-recovery-from-historic-winter-weather-events-1030119492">polar vortex</a> amid a pandemic.<h1>The problems with Texas' deregulated system</h1>Galbraith told Insider that while Texas created an incentive for <keyword id="6357014" type="ORGANIZATION" weightage="60" keywordseo="energy">energy</keyword> producers to produce in the cheapest way possible, it didn't provide another to build resilience into the system for extreme events. This caused demand to go up while supply for electrical sources went down, causing major losses of power."The facilities that are fed by natural gas ran into a freezing up of their meters, pumps and fuel lines. In some cases, the power plants went offline and they had to cut power to the wells," Galbraith said. "So that was kind of a death spiral. At the same time, the consumer demand was going up very quickly, and in an electrical system, supply and demand have to be balanced at all times."When Texas moved to a deregulatory electrical system in 2002, it handed over the reigns to the nonprofit Electrical Reliability Council of Texas, which has around 70 providers. These companies competed with each other to keep prices low for consumers, but they also created a market where a surge in demand could <a href="https://www.businessinsider.com/texas-blackouts-millions-lost-power-in-storm-went-wrong-2021-2">overpower supply</a>, as happened in early 2021.Galbraith said the fossil fuel industry made "enormous contributions" to political leaders like Gov. Perry, who continued to support the fossil fuel industry as Sec. of Energy under former President Donald Trump.Perry's views seem unchanged: he wrote in a <a href="https://www.businessinsider.com/rick-perry-says-texans-would-rather-blackouts-than-regulate-power-grid-2021-2">blog post</a> on February 17 that Texans would rather continue dealing with blackouts than having a regulated electricity system.<h1>How the crisis could have been prevented</h1>When Texas previously experienced <a href="https://www.weather.gov/media/epz/Storm_Reports/Cold11/Feb2011ColdWx.pdf">extreme cold weather</a> in 2011, Galbraith said that should have made clear to policymakers that the state's deregulated system was unstable, but they didn't take action then."They should have kept the system under a full-fledged regulatory regime, which other states have," Galbraith said. "And that meant that they should have been supervising the generating companies to ensure that they were doing a proper job of being prepared for worst-case scenarios. It's not hard to work out what they should have done."If the state's leaders took action in 2011, the 2021 freeze could have gone over much differently. But since it didn't, Galbraith said he's not sure if there's a way forward that doesn't involve taking over the whole system and making it a public utility that decides on distributions and investments."There's so many weak links in the system right now that it's hard to believe that there's any fix available that's short of a really comprehensive reformation of the system. I'm certainly prepared to advocate that."<h1>Moving forward</h1>Lawmakers have responded to Texas' crisis in varying ways. Texas Sen. <keyword id="1649322" type="PERSON" weightage="60" keywordseo="Ted-Cruz">Ted Cruz</keyword> came under fire for <a href="https://www.google.com/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=&amp;cad=rja&amp;uact=8&amp;ved=2ahUKEwjxkdzAqIPvAhV5GFkFHfGZA5EQFjAAegQIARAD&amp;url=https%3A%2F%2Fwww.businessinsider.com%2Fted-cruz-cancun-trip-hotel-he-stayed-at-ritz-carlton-2021-2&amp;usg=AOvVaw1VzJqoOrjnl3YU-48hAQ8M1-2&amp;usg=AOvVaw1VzJqoOrjnl3YU-48hAQ8M">going to Cancun</a> during the power outage, and current Gov. <keyword id="1110279" type="PERSON" weightage="60" keywordseo="Greg-Abbott">Greg Abbott</keyword> blamed solar and wind as causes for the blackouts and <a href="https://twitter.com/ndrew_lawrence/status/1361866553998909442">said</a> on Fox News on February 16 that the outages show "how the Green New Deal would be a deadly deal for the United States of America." Rep. <a href="https://www.businessinsider.com/alexandria-ocasio-cortez-green-new-deal-2019-1">Alexandria Ocasio-Cortez</a> of New York, who first introduced the <a href="https://www.businessinsider.com/alexandria-ocasio-cortez-green-new-deal-legislation-2019-2">Green New Deal legislation</a>, responded by raising <a href="https://www.businessinsider.com/aoc-texas-fundraiser-doubled-4-million-as-lawmakers-tour-houston-2021-2">nearly $5 million</a> for Texans confronted with costly electrical bills. Similar efforts were spearheaded by <a href="https://www.businessinsider.com/o-rourke-aoc-focus-on-texas-welfare-efforts-2021-2">former Rep. Beto O'Rourke</a>, who <a href="https://www.businessinsider.com/texas-senate-race-results-ted-cruz-defeats-beto-orourke-2018-11">lost to Cruz</a> in the 2018 midterms.Galbraith pointed to the electrical company <a href="https://www.businessinsider.com/texas-blackouts-winter-storm-griddy-enormous-electricity-bills-2021-2">Griddy</a>, which supplied thousands of Texans with electricity at the wholesale price during a given time, and under a deregulated market, the prices spiked during the freeze, causing customers to face $5,000 electric bills for just five days, the Dallas Morning News <a href="https://www.dallasnews.com/business/2021/02/20/griddy-customers-face-5000-bills-for-5-freezing-days-in-texas/">reported</a>. And I think the political leadership in the state of Texas is liable," Galbraith said. "Because the people didn't sign up to for the power system that was going to cause the pipes in their homes to break, and that is not the way a responsibly run system would work. They're the ones who are stuck with those bills. That's the scandal."
