Federal Bank logs 19% y-oy growth in advances at ₹1,63,956 cr

New Delhi, Noting that air pollution is a silent killer, Randeep Guleria, Director at <keyword id="7683594" type="COMPANY" weightage="20" keywordseo="The-All-India-Institute-of-Medical-Sciences">the All India Institute of Medical Sciences</keyword> (<keyword id="40458" type="COMPANY" weightage="20" keywordseo="AIIMS">AIIMS</keyword>), said that it contributes to up to 40 per cent deaths in patients with chronic illnesses and neonatal fatalities. "The global burden disease published in Lancet shows that in 2019, air pollution was the fourth leading cause of mortality and third for disability-adjusted life years. Air pollution is a silent killer which makes it difficult for the policymakers to understand," he said. "We must focus more on the chronic effects of pollution such as diabetes, lower respiratory tract disease, lung cancer, stroke or neonatal deaths - there is enough data to say that around 20 to 40 per cent of deaths in these diseases are caused by air pollution," Guleria said. He was speaking at the second Good Air Summit organised by the Integrated Health &amp; Wellbeing (IHW) Council. Guleria also said that more than smoking tobacco, pollution contributes to developing diseases such as lung cancer, <keyword id="73190" type="COMPANY" weightage="20" keywordseo="COPD">COPD</keyword> and heart disease. "These are acute effects," he added. The AIIMS chief also shared that within a few days of spike in air pollution levels, the influx of patients increased in the hospital's OPDs. "Experience in AIIMS shows that whenever there is a spike in air pollution, the number of patients in OPDs increases in the next 5-6 days," Guleria said. Union Minister for Environment, Forest and Climate Change, Prakash Javadekar, also attended the summit. Accepting that pollution is a sensitive issue and a serious challenge, he expressed hope that the newly-constituted <keyword id="10260083" type="COMPANY" weightage="20" keywordseo="commission-for-air-quality">Commission for Air Quality</keyword> will reduce pollution in the national capital. "We introduced the idea of measuring air quality and brought the concept of AQI. The Sameer app of the Central Pollution Control Board provides hourly update of the national Air Quality Index (AQI). I am hopeful that the Commission for Air Quality Management will reduce pollution further," Javadekar stated. Meanwhile, Kamal Narayan, CEO, IHW, complained that air pollution did not receive the kind of response it required either from the government or the citizens, despite being an evident health emergency. "The data from 'State of Global Air 2020' shows that 1.67 million or 17 lakh people die annually due to air pollution that comes to around 4,700 deaths per day. Which means around half a million more people fell prey to air pollution last year than the number of lives claimed by Covid-19 virus till date, globally. However, despite being a super-killer and an evident health emergency, air pollution did not get the emergency response either from the system, or from the people," he said. Commenting on the issue, Swatanter Kumar, retired Supreme Court judge and former chairperson of <keyword id="2462566" type="COMPANY" weightage="20" keywordseo="The-National-Green-Tribunal">the National Green Tribunal</keyword> (NGT), said that protection of the environment is a constitutional obligation of both the government and the citizens. "Protecting the environment is a constitutional obligation for the citizens and a constitutional duty of the governments. We don't need more laws but better implementation of the existing frameworks. We need holistic, pragmatic and practical solutions for intergenerational equity and examine the sources of cleaner energy as well," he said.

With the city’s level of air quality walking the tightrope between “poor” and “abysmal” and a government that seems incapable of implementing any effective measures to improve it, the National Green Tribunal (NGT), a special tribunal focusing on environmental issues, has finally decided to take some action. Yesterday, the NGT slapped a fine of ₹250 million on the state government of Delhi, which is run by the Aam Aadmi Party, citing its failure to curb pollution, according to the Press Trust of India. The move followed the submission of a compliance affidavit by the Delhi government which the tribunal deemed insufficient. In response, the Delhi government has reportedly said that its dealing with a problem that’s largely the result of activities that do not take place within its jurisdiction. While this is true of the <a href="https://www.businessinsider.in/indian-govt-on-back-foot-as-stubble-burning-worsens-air-pollution-in-the-national-capital/articleshow/66235837.cms">crop burning </a>in neighbouring states, the government has failed to take action against polluters within city lines. The case was triggered by the submission of a plea by residents of the city that related to the operation of illegal smelters and units burning plastic and leather on Delhi’s outskirts. The Delhi government was meant to take action against these units a while ago, and has hence, been instructed to submit an action plan to the NGT with the names of the officers and civic organisations responsible for carrying out anti-pollution work in the city and the reasons for their ineffectiveness. The bench deliberating on the issue, which was led by NGT Chairperson Justice Adarsh Kumar Goel, said that the Delhi government would have to hand over ₹250 million to the Central Pollution Control Board (CPCB), an anti-pollution agency housed under the environment ministry. It has suggested that the Delhi government, which is in the middle of a <a href="https://www.indiatoday.in/india/story/kejriwal-vs-centre-over-mcd-mha-says-can-t-release-more-funds-delhi-has-rs-790-crore-1359339-2018-10-09">funding crunch</a>, pay for the fine by deducting the salaries of government officials tasked with implementing anti-pollution measures and by fining polluters. The CPCB will then use the funds to implement its own pollution control measures. The AAP will also have to furnish a performance guarantee for the fine in a month, which will be encashed if the amount isn’t submitted in three months. In its defence, the AAP has been trying to implement steps to improve the city’s air quality although it will likely be a while before any discernible improvement takes place. India’s top environmental tribunal has ordered the Delhi government to pay ₹250 million to the national pollution control agency so it can tackle the city’s air problem

While the obvious thing to do when a city is quite literally gasping for clean air is to plant more trees, India’s capital city is set to lose around <a href="https://www.firstpost.com/india/delhis-tree-cover-losing-battle-to-shoddy-reports-on-environment-poor-compliance-of-compensatory-afforestation-norms-4591141.html">16,500 trees</a> to make room for government accommodations and a commercial project. The project that will be developed by government-run National Building Construction Corporation India Limited (NBCC) requires chopping off thousands of trees in seven residential colonies in <keyword id="6361054" type="LOCATION" weightage="20" keywordseo="south-Delhi">South Delhi</keyword> - <keyword id="99794" type="PERSON" weightage="20" keywordseo="Sarojini-Nagar">Sarojini Nagar</keyword>, Nauroji Nagar, Netaji Nagar, Thyagraj Nagar, Mohammadpur, Kasturba Nagar and Sriniwaspuri. On hearing about this plan, annoyed citizens, on Sunday, came out in <a href="https://timesofindia.indiatimes.com/city/delhi/delhiites-join-green-activists-in-protest-against-cutting-of-16500-trees/articleshow/64720768.cms" data-type="tilCustomLink">droves</a> brandishing placards to urge authorities to stop this project. And in what is perhaps being seen as a small victory, the <keyword id="6355014" type="UNKNOWN" weightage="20" keywordseo="delhi-high-court">Delhi High Court</keyword> today put the felling on hold till the next hearing on 04 July. The court was hearing a petition filed by an orthopaedic surgeon K Mishra to stop the central government project. A separate petition has been filed by an NGO, with the <a href="https://timesofindia.indiatimes.com/city/delhi/housing-plan-ngo-moves-green-tribunal-to-save-trees/articleshow/64688998.cms" data-type="tilCustomLink">National Green Tribunal</a> (NGT) seeking directions for quashing the environmental clearances for these projects. That case will be heard on 02 July. NBCC claims they will be planting 10 times the number of trees they chop down - supposedly in a location 30 km from where they will be felled. But activists believe the void created by chopping off trees at one location cannot be filled by planting trees at a whole other location. Trees basically act as a shield from dust storms, something Delhi has been experiencing quite often of late. The fact that trees help reduce pollution is something we're taught since school anyway. There is, however, some amount of ambiguity about whether the NBCC has permissions to cut the trees from the forest department, and if so, for how many trees. The <a href="https://www.hindustantimes.com/delhi-news/16-500-trees-a-huge-price-for-south-delhi-s-redevelopment-projects/story-YOIim13uN0VfMe441XRv9K.html" data-type="tilCustomLink">environmental impact assessment report</a> for the projects in South Delhi cited that 11,000 trees were to be felled in Sarojini Nagar. However, the <a href="https://indianexpress.com/article/cities/delhi/delhi-state-forest-dept-had-rejected-plan-to-cut-11000-trees-in-sarojini-nagar-5231920/">Indian Express </a>reported that the proposal to fell these trees has repeatedly been rejected by the Delhi Forest Department. After the first proposal was rejected, the NBCC revised the number to 606 trees and this too was rejected. For now, the NBCC has permission to cut 4,695 trees in total while 1,213 more will be translocated inside the project area. The earlier proposals were rejected on the grounds of ‘inadequate data for compensatory plantation.’ Relentless, NBCC is now working on a yet another revised proposal.

Delhi’s High Court has put a temporary stop to felling of trees in India's capital

Six neighbouring states of Delhi have been asked by the <keyword id="146133" type="ORGANIZATION" weightage="20" keywordseo="National-Green-Tribunal">National Green Tribunal</keyword> why they should not be directed to completely stop the operation of diesel buses coming to the national capital. 
 Noting that ambient air quality was poor during winters, a bench headed by <keyword id="6357743" type="ORGANIZATION" weightage="20" keywordseo="NGT">NGT</keyword> Chairperson Justice <keyword id="159838" type="PERSON" weightage="20" keywordseo="Swatanter-Kumar">Swatanter Kumar</keyword> asked the states of Rajasthan, Uttar Pradesh, <keyword id="44522" type="CITY" weightage="20" keywordseo="Uttarakhand">Uttarakhand</keyword>, Punjab, <keyword id="6358126" type="CITY" weightage="20" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword> and <keyword id="41646" type="COMPANY" weightage="20" keywordseo="Haryana">Haryana</keyword> to take clear decision on switching to <keyword id="6356175" type="COMPANY" weightage="20" keywordseo="CNG">CNG</keyword> vehicles and buy buses with additional fuel cylinders to resolve the issue of providing sufficient fuel in these buses, according to a news report of an agency. 
 "It is contended before us that ambient air quality is much poorer compared to the prescribed standards and there is serious environmental and public health issues arising from the pollution. It is so more particularly in the areas of <keyword id="75794" type="PERSON" weightage="20" keywordseo="Anand-Vihar">Anand Vihar</keyword>, Patparganj and <keyword id="132154" type="ORGANIZATION" weightage="20" keywordseo="Sahibabad">Sahibabad</keyword>. 
 
"The Counsel appearing for the State of Uttarakhand, UP, Rajasthan, Haryana, Punjab and Himachal Pradesh to take clear instructions from their governments as to why they should not be directed to stop operating diesel buses destined to Delhi or passing via Delhi and instead operate CNG buses...," the bench said. 
 The NGT also directed <keyword id="111875" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Pollution-Control-Committee">Delhi Pollution Control Committee</keyword> and UP pollution control board to provide complete details in regard to the air pollution resulting from the industries in Patparganj, Sahibabad and Anand Vihar within a week. 
 
It asked them to find out what pollutants are discharged by industrial units in these areas and steps that are required to be taken by them. 
The matter was listed for next hearing on December 23. 
 
In October, the green panel had rapped the states for not being clear on their policy for CNG vehicles and warned of halting state transport if they did not introduce CNG, saying most particulate matters in the air inhaled by Delhi'ites emanated from there. 
 The bench was hearing a plea filed by <keyword id="3970467" type="UNKNOWN" weightage="20" keywordseo="kaushambi-apartments-residents-welfare-association">Kaushambi Apartments Residents Welfare Association</keyword> (<keyword id="292402" type="ORGANIZATION" weightage="20" keywordseo="Karwa">KARWA</keyword>). In its petition, KARWA had highlighted how the presence of two bus terminuses within 200 metre of each other in <keyword id="6424391" type="CITY" weightage="20" keywordseo="Kaushambi">Kaushambi</keyword> has exacerbated air pollution in the area and sought to relocate the Kaushambi bus stand.

A <keyword id="45964" type="COMPANY" weightage="100" keywordseo="Rolls-Royce">Rolls Royce</keyword> car owner has been denied permission from the <keyword id="146133" type="ORGANIZATION" weightage="100" keywordseo="National-Green-Tribunal">National Green Tribunal</keyword> to renew the registration of his petrol-driven model that he had bought in 1996. A bench headed by Justice <keyword id="357830" type="PERSON" weightage="100" keywordseo="Jawad-Rahim">Jawad Rahim</keyword> has said that the <keyword id="6357743" type="ORGANIZATION" weightage="100" keywordseo="NGT">NGT</keyword> order has banned plying of petrol vehicles that are over 15-years-old can be considered final now that an appeal against it was rejected by the <keyword id="6354977" type="ORGANIZATION" weightage="100" keywordseo="Supreme-Court">Supreme Court</keyword>. "Besides the above, ministry of heavy industries and public enterprises has filed an application seeking modification of our orders dated April 7, 2015 and July 20, 2016 which has been heard and reserved for judgment by a bench headed by the NGT chairperson," the bench said. It was last year that NGT had given a special permission to vintage car owners that they could partake in a vintage car rally that takes place in the capital, considering the boost in tourism that would happen because of the rally. However, the rally was cited as an 'exception' by NGT. The car owner, <keyword id="344879" type="PERSON" weightage="100" keywordseo="Ashok-Kumar-Jain">Ashok Kumar Jain</keyword>, in his plea said that he had bought the car in 1995 and was imported in 1996 after he paid 112,350 pounds (nearly 1 crore at that time) along with customs duty. In his plea, he said that the registration required a renewal so that the car could be sent to its UK manufacturer and be made compliant with Euro IV norms.
