Additionally, the report notes that Western solutions often prioritise market-based strategies to sustain high consumption levels rather than addressing the root issue of overconsumption. The survey emphasises that <keyword id="20224417" type="General" weightage="20" keywordseo="sustainable-living" source="keywords">sustainable living</keyword> is deeply ingrained in <keyword id="19983840" type="General" weightage="20" keywordseo="Indian-culture" source="keywords">Indian culture</keyword>, which contrasts sharply with the consumption-driven lifestyle prevalent in the West. This focus on high consumption misses the mark, as it doesn't consider the environmental impact of such lifestyles. And for the most part, this bit is true; Indian history is enriched with traditions that emphasise the conservation of nature. As <a href="https://onlinelibrary.wiley.com/doi/10.1155/2017/3828609">per estimates</a>, religious practices have preserved an estimated 1.5 lakh sacred groves across India, and natural conservation efforts can be traced back to the time of Ashoka. <div type="Article" hostid="261" msid="111925936" title="Economic Survey 2023-24: Where does India stand on the employment, and what&amp;#39;s next?" mstype="2" mssubtype="0"></div>Therefore, it may not be entirely inaccurate to say that in India, sustainability isn't a new concept; it's a way of life. Traditional Indian practices like using reusable materials, upcycling, and embracing minimalism have always promoted sustainability. The survey highlights that these practices are now threatened by Western capitalist ideals that equate consumption with progress. By returning to these roots, India can offer a model of sustainability that's both practical and culturally relevant. <h2>Fixation on technical solutions</h2>The Economic Survey also critiques the Western obsession with high-tech solutions, such as solar-powered buildings and electric vehicles. These solutions require substantial financial and infrastructural resources that many developing countries simply don't have. Moreover, they often overlook the broader environmental impact and lifecycle costs associated with urban sprawl and high-density living. PERM is a certification process run by the Department of Labor. It aims to ensure that admitting foreign workers into the country doesn't impact US workers' job opportunities, wages, or working conditions. It's often the first step toward a green card.Earlier this year, Googlers were told the company wouldn't restart the PERM process until at least Q1 2025, according to a current employee with direct knowledge of the matter. A Google spokesperson declined to comment."Tech companies have been following Google's lead and taking their foot off the pedal in terms of green card applications," said <a target="_blank" href="https://www.benachcollopy.com/ava-benach/">Ava Benach</a>, founding partner of Benach Collopy, a leading immigration law firm in Washington DC. "Google has an outsized influence here," she added. "It has a reputation for treating workers well and leading on these things, so if Google stepped back, then this gives other tech companies cover to step back, too."<h2>Amazon and Meta moves</h2>Earlier this year, <a target="_blank" href="https://www.businessinsider.com/amazon-suspended-us-green-card-applications-foreign-workers-2024-4">Amazon</a> told employees it would continue to pause all new PERM filings through 2024, according to an internal announcement seen by Business Insider.Amazon said in the memo it had initially paused PERM applications in 2023 and decided to keep these suspended until the end of this year after reviewing "labor market conditions and immigrant requirements."While <a target="_blank" href="https://www.businessinsider.com/mark-zuckerberg-plan-meta-make-money-from-ai-2024-4">Meta</a> continues to undertake green card sponsorships for international hires, the process has become painfully slow. Getting a green card through Meta is now taking "a year or more," a current employee with knowledge of Meta's hiring processes said.<h2>PERM is a lot harder now</h2>A wave of <a target="_blank" rel="" href="https://www.businessinsider.com/amazon-layoffs">job cuts</a> by Google, Amazon, Meta, and other tech companies has made the PERM process more complicated.Companies now have to demonstrate that laid-off employees are not qualified for the jobs intended for foreign workers. They also <a target="_blank" rel=" nofollow" href="https://bashyamglobal.com/blog/the-impact-of-layoffs-on-the-perm-process/">have to notify people</a> who were laid off in the past six months about job openings before filing PERM applications for foreign workers."With more US workers available for open positions, the labor market test fails and so the process becomes a waste of time and money for these tech companies," Benach explained. "If tech companies have done layoffs relatively recently, they also have to notify laid off workers of new positions that may be going to foreign workers," she added. "If some of these people say 'yes, I'm interested,' then you're out of luck with the green card application."Meta's <a target="_blank" href="https://www.businessinsider.com/layoff-angst-meta-employees-face-tough-reviews-reorgs-2024-3">multiple rounds</a> of <a target="_blank" href="https://www.businessinsider.com/meta-vps-leave-ahead-of-thousands-more-layoffs-2023-5">mass layoffs</a> reduced the company's headcount by over 20%. The company is now <a target="_blank" href="https://www.businessinsider.com/meta-rehiring-workers-from-layoffs-2023-8">hiring again</a>, but it is having to work harder to explain to US Citizenship and Immigration Services why international workers are needed."It's hard to justify PERM after laying off people," the Meta employee told BI.<h2>Supply and demand</h2>Big tech companies may also be less willing to pursue green cards because of changes in supply and demand across the tech labor market.The industry went on a record hiring spree in the previous decade, and this only intensified during the pandemic boom. When big tech companies were fighting over a limited supply of tech talent, the PERM process was a useful weapon to wield."This is a cumbersome, arduous process that no one likes. It often happens when companies are competing intensely for talent," Benach explained. "Saying 'we'll do your green card for you,' is a great perk to attract the best tech employees.""So when, like now, there are more tech workers on the market, these companies don't have to do this as much," she added. "They are not all scrambling for talent anymore, or at least not as much."<h2>Alternatives for foreign tech workers</h2>What should foreign tech workers do if their current employer is taking too long with PERM applications, or has stopped the process entirely?Benach advises candidates to look outside of the Bay Area and New York City for tech jobs in the US. Many other employers across the country need people with science, technology, engineering, and math qualifications, she noted."It's not just Google and the other big Silicon Valley companies," Benach said. "Other companies in other parts of the country are in desperate need of tech workers."Labor market tests for the PERM process are by their nature local. And there are fewer tech workers in other parts of the country, with some people unwilling to move far for jobs. So this makes the green card process potentially easier outside of places like the Bay Area and NYC, she explained.<h2>Big Tech is trying alternatives, too</h2>In an email to BI, an Amazon spokesperson said the company is working with affected employees to find "alternative immigration pathways" to extend their stay in the US.To get around PERM hurdles, some companies are opting to classify international hires as applicants for a <a target="_blank" href="https://www.uscis.gov/newsroom/alerts/uscis-updates-guidance-on-national-interest-waivers">National Interest Waiver</a>, the Meta employee noted.An NIW application can be done without corporate sponsorship, so an employee can "self-petition" without a specific job offer in hand. This process classifies foreign candidates as people with specific skills and experience that would benefit the US if they became permanent residents.NIW applications jumped in 2023, according to <a target="_blank" href="https://www.uscis.gov/sites/default/files/document/reports/stem_related_petition_trends_eb2_and_o1a_categories_factsheet_fy23.pdf">data</a> from the US Citizenship and Immigration Services.<h2>Google wants to change the roles</h2>Google is trying to fix PERM bottlenecks. On Wednesday, <a target="_blank" href="https://www.businessinsider.com/google-requests-update-immigration-rules-hire-top-ai-talent-2024-5">it filed a letter with the Department of Labor</a> arguing for changes that broaden the list of roles that can be fast-tracked to a green card.This "<a target="_blank" href="https://www.federalregister.gov/documents/2023/12/21/2023-27938/labor-certification-for-permanent-employment-of-foreign-workers-in-the-united-states-modernizing">Schedule A</a>" list focuses on jobs the Labor Department considers to be poorly supplied with talent. It hasn't been updated in 20 years, and Google argues the list hasn't evolved to meet the needs of the modern labor market.Google is in particular need of AI experts and the company says it will be hard to hire them all."We project that our need for AI Engineer roles, including Software Engineer, Research Engineer, and Research Scientist roles, will increase significantly in the coming years," Google wrote in the letter. Big Tech's big green card problem

<ul class="summary-list"><li>Donald Trump's policies may impact legal immigrants in tech, sparking fears of a worker shortage.</li><li>In his last term, Trump paused some work visa programs used by tech firms to hire skilled talent.</li></ul>Many in the tech industry are concerned that President Donald Trump will make it harder to hire immigrants, sapping an important source of technical talent for the sector."If the backlash against immigrants impacts the flow of really talented people into the country, that's probably not good for us overall," said Michael Greeley, a general partner at Flare Capital Partners, a healthcare technology investor.Trump's election win could lead to <a target="_blank" class="" href="https://www.businessinsider.com/trump-harris-immigration-jobs-arizona-economy-mass-deportation-employment-wages-2024-10">mass deportations of </a><a target="_blank" class="" href="https://www.businessinsider.com/trump-deportation-immigration-plan-impact-recession-risk-inflation-stagflation-labor-2024-6">undocumented immigrants.</a> Trump's campaign has also promised to complete the southern border wall and revive the "<a target="_blank" href="https://time.com/7022828/trump-travel-ban-refugees-gaza/">famous</a> travel ban," which restricted people from countries that were predominately Muslim to enter the US. This order <a target="_blank" class="" href="https://www.theguardian.com/us-news/2017/jan/30/donald-trump-travel-ban-tech-workers-muslim-immigration">left many tech workers</a> stranded outside of the US in 2017.What's less understood is how the president-elect will shape a legal immigration system that pipes high-skilled workers from outside the US into coveted tech jobs.It's hard to estimate the number of legal immigrants working in the tech sector due to the variety of visa types available to them. The H-1B visa program is the nation's largest temporary work visa program, with over 600,000 workers across 50,000 employers. According to <a target="_blank" class="" href="https://www.uscis.gov/sites/default/files/document/reports/OLA_Signed_H-1B_Characteristics_Congressional_Report_FY2023.pdf">USCIS data</a>, the majority of petitions approved in the previous fiscal year, 65%, went to workers in computer-related roles.The new year should bring clarity on H-1Bs, said Hiba Mona Anver, a Silicon Valley-based immigration attorney who works with tech startups. In the meantime, she and other attorneys say they're getting on the phone with clients."I wouldn't go as far as to say that I'm sensing anxiety per se," Anver said, but there is "a sense of the need to prepare.""Trump doesn't have a great track record of supporting the visas that are critical to startup founders and early employees who want to build companies in the US," said Jenny Fielding, cofounder and managing partner of Everywhere Ventures, which invests globally.In his first term, Trump fashioned himself as the <a target="_blank" class="" href="https://www.uscis.gov/archive/buy-american-and-hire-american-putting-american-workers-first">"Buy American, Hire American"</a> president. He signed an executive order to suspend some temporary work visas like the H-1B for skilled workers, a move that <a target="_blank" class="" href="https://www.businessinsider.com/silicon-valley-to-feel-impact-trumps-h-1b-visa-order-2020-6">hit tech hardest</a>. His administration saw an increase of <a target="_blank" class="" href="https://www.businessinsider.com/more-h-1b-visa-applications-rejected-under-trump-2019-2">denial rates</a> for visa applications and more requests for evidence seeking further proof of workers' eligibility."From 2016 to 2020, the average denial rate for H1-B visas was over 17%, compared to just 3.2% under President Biden," said Palo Alto-based immigration attorney Sophie Alcorn.Under stricter immigration laws, the tech industry could snap back to a pandemic-era worker shortage, especially for companies at the frontier. Experts told Business Insider the sector <a target="_blank" class="" href="https://www.businessinsider.com/tech-workers-real-winners-ai-talent-war-pay-2024-7">is already understaffed</a>, and recruiting for artificial intelligence skills is particularly tough as <a target="_blank" class="" href="https://www.businessinsider.com/inside-the-ai-hiring-frenzy-big-tech-talent-war-2024-3">every company scrambles to hire workers</a> capable of leading them into the future.Anna Rathbun, chief investment officer of CBIZ, a Cleveland-based financial advisory, previously told Business Insider, "You shouldn't ban exports on chips and then completely export the talented labor. That makes no sense."Aaron Levie, the chief executive of Box and one of Silicon Valley's senior statesmen, offered hope that Elon Musk, at Trump's side, could bring a fresh approach to the issue."Our high skilled immigration system is frozen in time and not responsive to the market," Levie <a target="_blank" class="" href="https://x.com/levie/status/1854733432410325002">posted</a> on social media site X. "We have far more demand for the top talent to work for and start companies here than we let in. It's a bipartisan issue that politicians don't touch. Someone like Elon finally could do it."Musk, a strong supporter of Trump and who <a target="_blank" class="" href="https://www.businessinsider.com/elon-musk-could-help-deregulate-tech-amid-a-trump-victory-2024-11">could be considered for a role</a> in the administration, replied, "I agree."The AI skills gap is so severe that tech firms are <a target="_blank" class="" href="https://www.businessinsider.com/tech-companies-raid-top-university-campuses-rare-artificial-intelligence-talent-2023-4">scouring university programs</a>, enticing students with six-figure salaries and resources far beyond what academia can offer.In podcast interviews over the years, Trump has also discussed the importance of attracting the best and brightest. He even suggested during an appearance on the tech-favorite podcast "All-In" in June that non-US students who graduate from US colleges <a target="_blank" href="https://www.reuters.com/world/us/trump-says-foreign-college-graduates-should-automatically-get-green-cards-2024-06-20/">should get green cards</a>.There could be reasons for optimism for the tech industry given newer figures in Trump's orbit, Alcorn noted. All three also own and operate another New York City cocktail bar, Monkey Thief.This conversation has been lightly edited for length and clarity.Avi: Rishi and I go way back. We grew up together in <a target="_blank" class="" href="https://www.businessinsider.com/visit-india-2016-3">New Delhi, India</a>. Our parents were friends.Fast forward to 2016, Rishi was living with my brother in New York City, and we reconnected.Rishi: After I graduated college, I worked in event management. Two years later, I pivoted and started working for a tech startup where I was leading <a target="_blank" class="" href="https://www.businessinsider.com/how-to-double-dip-work-two-jobs-2023-9">quality assurance.</a>I liked the creative aspect of getting to work with different companies. But my <a target="_blank" class="" href="https://www.businessinsider.com/tech-worker-left-job-opened-natural-wine-bar-brooklyn-2024-11">work was very monotonous</a>. It got boring. And I didn't like being behind a desk for 10 to 13 hours a day.Avi: I went to college at Emory in Atlanta. My peers were entering one of three fields: finance, marketing, or consulting. The thing that intrigued me most was consulting because of its <a target="_blank" class="" href="https://www.businessinsider.com/how-to-get-hired-top-consulting-firms-bcg-mckinsey-pwc-2024-7">problem-solving nature. </a>I took a job at a consulting firm that would allow me to move to New York City. Reality hit pretty quickly with regard to what you actually do as a business analyst at a consulting firm. It was 80 hours a week sitting on Excel and PowerPoint, building models, and putting together decks. I didn't feel like I got to see any of my work being implemented. I had a hunger to <a target="_blank" class="" href="https://www.businessinsider.com/six-figure-consulting-job-not-fulfilling-quit-start-business-2024-11">make more of an impact.</a>Rishi: When I reconnected with Avi, we were both in a position where we didn't know what we wanted to do with our lives. We didn't like where we were at. We didn't want to go through life like that, so we started talking about what would happen if we followed our dreams.<h2 id="891d925d-e92d-4743-9282-ab8459339509">We wanted to go into food and beverage</h2>Avi: Growing up in India, food was a big part of our social and familial interactions. That's where the love started.We knew how <a target="_blank" class="" href="https://www.businessinsider.com/restaurants-america-eating-out-crisis-your-fault-labor-shortage-tipping-2024-2">difficult the industry</a> was, but we were still fairly young, so we just said let's give it a shot. In the worst-case scenario, we can always come back to our desk jobs.Rishi: I started working as a dishwasher, busser, server, and then manager at an Indian restaurant to gain experience while we came up with our concept.Avi: It was definitely a risky move. Coming from Asian households, we were guided toward a more <a target="_blank" class="" href="https://www.businessinsider.com/modern-career-path-2018-7">traditional career path</a>. I had to present my dad with a full business plan and pitch the bar to him. But we had done our market research and knew we had a good idea.We wanted Sama Street to be based on our upbringing and experiences. Sama is from the Sanskrit word meaning true equality to all beings.We were looking for a head bartender and posted an ad on Craiglist. That's how we met David. He helped us realize our vision.David: I was working as a general manager at the time, but wanted to get back behind the bar. I saw the ad and skipped over it a few times because they seemed pretty green. But my wife convinced me to call them. We talked for an hour and a half and just clicked right away. We had all the same sort of ideas about hospitality.<h2 id="88091082-fd0e-4bc0-9939-3fbe42de37fc">We opened Sama Street in 2019</h2>David: We learned so much during that process. We <a target="_blank" class="" href="https://www.businessinsider.com/changes-restaurants-pandemic-qr-codes-self-service-kiosks-2024-10">survived the pandemic.</a>Avi: It was rough. We celebrated our one-year anniversary over FaceTime. But Sama Street is in Greenpoint, a very close-knit neighborhood, so our regulars showed up for us. The other bars and restaurants did, too. There was a lot of <a target="_blank" class="" href="https://www.businessinsider.com/what-its-like-to-eat-restaurant-outdoor-dining-nyc-pandemic-2020-6">local industry support.</a>We basically did everything that we were <a target="_blank" class="" href="https://www.businessinsider.com/new-york-restaurants-are-struggling-2020-12">legally able to do</a> to get as many people drinks and food during the lockdown.We're definitely still feeling the ripples of COVID, but it was a great learning experience and taught us that anything can change overnight, and you have to be able to pivot.<div type="image" title="four craft cocktails" height="5464" width="8192" msid="115385469" hostid="261" sizebytes="2130388"></div>I still get worried about financial security some days. As an entrepreneur, you can't pay yourselves unless the business is doing well.<h2 id="e8d53f13-0f83-4bae-9d07-d009ad306ed7">We knew we wanted to expand</h2>David: We searched and searched and searched and came across a spot in Hell's Kitchen and fell in love immediately.Avi: We opened Monkey Thief in October.David: It was very fast. We didn't have to do a lot with the space, mostly cosmetic changes and getting staff trained. The fast opening was good for our pocketbooks but also very high stress. We've all been doing 18-hour days for the last two months.Rishi: We couldn't have asked for a better opening. We've had so much support from the neighborhood, and our regulars from Sama Street have come in to see the new concept.David: It's been a learning curve because it's <a target="_blank" class="" href="https://www.businessinsider.com/restaurant-owners-how-to-run-a-successful-profitable-small-business-2023-10">bigger than Sama Street. </a>But it's a good problem to have. We've got people waiting outside to come in.Rishi: Hopefully, we will open a couple more spaces in the future.Avi: One of the things I love about this industry is that every day is different, though not necessarily in a good way. You might walk in and see the AC has stopped working or the gas is turned off. It's never boring.David: This is not an industry for everyone. The reason we've been successful is that we love coming to work every day. We love the chaos. We love the community.

Many Indians have tried, whether it’s through residing and working for decades, navigating rather lengthy paperwork or marrying someone who is already a US citizen. Sadly, many have failed too. However, should Donald Trump become the President of the United States again (and decide to keep his word), Indian students might actually have an easier time getting a green card. In a surprising shift from his previous stance on immigration, former President Donald Trump has unveiled a bold plan to automatically grant green cards to foreign graduates of US colleges if re-elected. This announcement, made during a podcast interview with Silicon Valley investors, marks a departure from Trump's traditionally tough rhetoric on immigration. During the podcast hosted by Chamath Palihapitiya and others, Trump expressed his commitment to retaining talent educated in American universities. We can see how this may show him in a favourable light for green card aspirants. And while we’re not one to look a gift horse in the mouth, it is important to remember that Trump has made his discriminatory nature very public in several instances. Immigration has been a hot topic in the US political arena for decades. However, in recent years, the political right and others have been more divided than ever on this issue. Republicans have been calling for stringent immigration policies and strict border protections. Therefore, even if Trump does deliver what he promises, the packaging will most likely have fine print that might continue to make it difficult for students to attain green cards. In fact, the presidential candidate’s campaign press secretary, Karoline Leavitt, has already clarified that Trump's proposal would only apply to thoroughly vetted college graduates who can “make significant contributions” to America and would not undercut American wages or workers. She emphasised that Trump has outlined the most aggressive vetting process in US history to exclude "all communists, radical Islamists, Hamas supporters, America haters and public charges." Anyhow, Trump’s proposal starkly contrasts with Trump's previous hardline stance on immigration, which had been a cornerstone of his political platform. During his presidency, Trump advocated for stringent immigration policies, including the largest deportation campaign in US history, aimed at undocumented migrants, and building a wall on the southern borders of the country. Trump intensified restrictions on legal immigration amid the pandemic and his final year in office. He proposed halting all immigration to the US and deporting foreign students who didn't attend some in-person classes. A month before the 2020 election, Trump once more moved to tighten regulations on the <keyword id="20773661" type="General" weightage="20" keywordseo="H-1B-visa" source="keywords">H-1B visa</keyword> program. He has also criticised the H-1B visa program, which tech companies favour for hiring foreign skilled workers, as detrimental to American prosperity. The H-1B visa is a non-immigrant visa allowing US firms to employ foreigners in specialised occupations requiring theoretical or technical expertise. At a recent campaign event in Wisconsin, Trump criticised Biden's immigration policies, particularly lambasting a new program allowing undocumented spouses of US citizens to apply for permanent residence without leaving the country. Trump characterised immigration under Biden as an "invasion" and argued against discussing amnesty, urging instead for measures to halt what he perceives as an influx of unauthorised migrants. Estimates from the Department of Homeland Security suggest that approximately 11 million migrants currently reside in the US without authorization, a statistic that has been central to Trump's arguments against leniency in immigration policy.
