Government blames 'security challenges' for delay in publishing Lord Lebedev security advice

Director of National Intelligence James Clapper and National Security Agency Director Gen. Keith Alexander told a Senate hearing that the ongoing government shutdown is compromising U.S. national security, <a href="http://blogs.wsj.com/washwire/2013/10/02/intelligence-chiefs-shutdown-threatening-national-security/">Siobhan Gorman of The Wall Street Journal reports</a>.
More than 70% of civilian employees of <a href="http://www.businessinsider.com/snowden-exposed-intelligence-community-2013-8">America's 17 intelligence agencies</a> have been furloughed under federal guidelines.
"I've been in the intelligence business for about 50 years. I'd never seen anything like this," Clapper said. "This seriously damages our ability to protect the safety and security of this nation and its citizens."
Gen. Alexander said: "We have over 960 Ph.D.s, over 4,000 computer scientists, over a thousand mathematicians. They are furloughed. Our nation needs people like this."

"The damage will be insidious. So each day that goes by, the jeopardy increases," Clapper said, adding that he will ask the White House to broaden exemptions from the shutdown for intelligence personnel.

Congress passes the border security compromise to avert another government shutdown

The NZX said in a statement that the stock markets were to open on Monday morning under new arrangements, reports Xinhua news agency. But shortly after 10 a.m., the NZX's main website collapsed before being restored an hour later. An NZX spokesman said that although the cyber attack affected the website, trading continued as usual. In the statement, NZX Chief Executive Mark Peterson said that NZX continued to work closely with its network service provider Spark and national and international cyber security partners, including <keyword id="9853782" type="COMPANY" weightage="20" keywordseo="the-government-communications-security-bureau">the Government Communications Security Bureau</keyword> (GCSB), as it has from the outset. It has also been working Akamai Technologies - one of the world's leading cyber defence experts - to implement additional measures. "NZX has been advised by independent cyber specialists that the attacks last week are among the largest, most well-resourced and sophisticated they have ever seen in New Zealand," said Peterson. Trading on the New Zealand stock market was disrupted on last August 25, 26, 27 and 28 as a result of a sustained cyber attack on NZX. New Zealand Stock Exchange website crashes after a cyber attack

Republicans tried to raise those stakes yesterday by offering a piecemeal plan to reopen popular parts of the federal government, in the hopes that it would be politically costly for the Democrats to oppose things like aid to veterans. The bill failed to move forward.
But in a note to clients, Potomac Research Group's <keyword id="977027" type="PERSON" weightage="60" keywordseo="Greg-Valliere">Greg Valliere</keyword> says that President Obama still has one "trump card" of his own left to play, <keyword id="6379493" type="ORGANIZATION" weightage="60" keywordseo="Social-Security">Social Security</keyword>:
THE HEAVY ARTILLERY: We have thought for weeks that Obama would play the Social Security trump card if there was no deal on the debt ceiling by mid-October. This is one of several reasons why we think a default is unlikely, and it's one of several reasons why Boehner will capitulate; the only questions are when and under what terms. We think he may get a few crumbs, but no major concessions.
It looks increasingly likely that the debate over the <keyword id="469382" type="UNKNOWN" weightage="60" keywordseo="government-shutdown">government shutdown</keyword> will roll into a debate over the debt ceiling.
"GOP strategists like Karl Rove surely know that it's just a matter of time before President Obama throws a game-changer - warning senior citizens that their Social Security checks won't be mailed because of John Boehner," Valliere notes.
Seniors tend to care about Social Security. Moreover, they tend to let Congress know when they're unhappy. And Congress listens, because seniors tend to vote. Valliere believes this will be the turning point in the debate.
As far as this week, "There are signs of dissent within the House GOP as moderates step up their campaign for a clean bill that reopens the government," Valliere writes. "This evolving shift in the House will set in motion the eventual capitulation by John Boehner, which could come by late next week."

Analyst: Obama Still Hasn't  Thrown Down His Devastating Trump Card

<div class="image-container float_right" style="width:400px"><div class="image"></div>Nima Daymari/AFP </div>Syria, <keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword>, Iran, Bahrain and Vietnam are flagrantly spying online, media watchdog RSF said Tuesday, urging controls on the export of Internet <keyword id="6354565" type="UNKNOWN" weightage="60" keywordseo="surveillance">surveillance</keyword> tools to regimes clamping down on dissent.
A new report entitled "Enemies of the Internet" also singled out five companies -- Gamma, Trovicor, Hacking Team, Amesys and Blue Coat -- that it branded "digital era mercenaries," who were helping oppressive governments.
Syria's estimated five million Internet users are subject to rampant state spying, Reporters Sans Frontieres (RSF, Journalists without Borders) said in the report, which coincides with the World Day Against Cyber-Censorship.
Noting that 22 journalists and 18 Internet users had been jailed, it said the network was controlled by two entities including the Syrian Computer Society (SCG) founded by President Bashar al-Assad.
The SCG, it said, controlled Syria's 3G infrastructure, while the Syrian Telecommunications Establishment (STE) controlled the majority of the fixed connections.
"When the <keyword id="26362" type="ORGANIZATION" weightage="60" keywordseo="Government">government</keyword> orders the blocking of a word, of an URL, or of a site, STE transmits the order to service providers," it said, publishing a leaked 1999 bid invitation from STE to install a national Internet system in Syria.
The requirements include recording of online and offline activities, copying of all e-mail exchanges from within Syria, and the ability to detect, intercept and block any encrypted data.
Damascus beefed up its monitoring in 2011 "adding new technologies to its cyber-arsenal" including proxy Blue Coat servers, RSF said.
Iran meanwhile is in the process of creating a home-grown Internet system, citing a series of cyber attacks on its nuclear installations, RSF said.
"Applications and services such as email, search engines and social networks are proposed to be developed under government control," to allow for "large-scale surveillance and the systematic elimination of dissent."
Twenty Internet users were jailed and one had been killed in the past year, it said, warning against the use of Iranian virtual private networks as it "will be like throwing yourself into the lion's jaws."
But in terms of sheer numbers, the "Chinese Communist Party runs one of the world's biggest digital empires, if not the biggest," RSF said, adding that individuals and companies have to rent their broadband access from the Chinese state or a government-controlled company.
"The tools put in place to filter and monitor the Internet are collectively known as the Great Firewall of China. Begun in 2003, it allows for access to foreign sites to be filtered," it said, and to block feeds and content deemed undesirable.
"The Chinese cyber-dissident Hu Jia and his wife Zeng Jinyang have had policemen stationed at the foot of their apartment building for months," it said.
"China jails more people involved in news and information than any other country. Today 30 journalists and 69 netizens are in prison."
Bahrain, which with an Internet penetration of 77 percent is one of the most connected states in the Middle East, has seen a dramatic increase in surveillance and news blackouts in the past three years, RSF said.
Vietnam's network is shoddy in quality but under tight state control. Thirty-one Internet users are in prison and Internet cafes are tightly monitored with users obliged to show identity documents before using them.
RSF called for a ban on the sale of surveillance hardware and software to countries that flout basic fundamental rights and crack down on any opposition.
"The private sector cannot be expected to police itself. Legislators must intervene," it said.
"The European Union and the United States have already banned the export of surveillance technology to Iran and Syria. This praiseworthy initiative should not be an isolated one."

Several states will <a href="http://www.businessinsider.com/five-states-job-effects-sequestration-2013-2">lose hundreds of thousands of jobs</a>, the price of groceries <a href="http://www.businessinsider.com/what-are-sequestration-cuts-military-faa-education-health-2013-2">could jump</a> following USDA inspector furloughs, and the Congressional <keyword id="6358021" type="PERSON" weightage="60" keywordseo="budget">Budget</keyword> Office reported that the austerity measures could <a href="http://cnsnews.com/news/article/cbo-fiscal-cliff-deal-averted-recession-sequester-could-cause-severe-economic-pain">initiate a recession</a>. What's more, sequestration <a href="http://www.businessinsider.com/sequestration-cuts-results-amount-savings-long-run-2013-2">accomplishes a pathetic amount over ten years</a>, all things considered.

There are a couple of things to notice from this chart:
<ul>
<li>The spike in early 2009 — mostly in the green Sciences/Energy/Commerce line — is the impact of the stimulus package. </li>
<li>The bottom two lines are defense spending. They're dominated by the blue spending on the military and homeland security, but there's an increasing proportion of funds devoted to veterans services following a prolonged war. </li>
<li>The blue, purple, green and yellow lines are the non-defense aspects of the government — education, road building, NASA, State Department work, etc. </li>
<li>From 2012 onward, the defense and non-defense spending is decreasing as a result of a direct hit from sequestration. </li>
</ul>
The point is that, as a result of sequestration, the government is spending a smaller percentage of its money doing typical "government" things — roads, troops, etc. — and more money paying off loans and running income security programs.
Here's a chart that puts a finer point on all of this. This is what the government spends money on:

In 2017, for the first time since the surpluses of the 1990s, the government will be spending less than 40 percent on typical government stuff, and more than 10 percent paying down interest on the debt.
The government will also be spending close to half of the budget on what are essentially insurance programs — income insurance for the elderly with Social Security, poverty insurance in the form of Medicaid, SNAP and other safety nets, and heath insurance in the form of Medicare. 
Much of this has been in the making for a very long time, but it's nonetheless striking to see the trajectory of what the government in fact does following cuts to typical government functions.

After Sequestration, A Shocking Proportion Of Government Spending Will Be On Entitlements

The Centre is all set to ban 54 <a href="https://www.businessinsider.in/international/news/chinas-twitter-like-platform-weibo-says-it-banned-2000-accounts-and-deleted-more-than-71000-posts-following-online-abuse-of-olympic-athletes/articleshow/89469028.cms" data-type="tilCustomLink">Chinese mobile applications</a> which are posing threat to national security, the sources in the Ministry of Home Affairs said on Monday. According to sources, the <a href="https://www.businessinsider.in/tech/news/indias-electronics-manufacturing-and-exports-can-reach-300-billion-by-2025-26-meity-icea/articleshow/89093528.cms" data-type="tilCustomLink">Ministry of Electronics and Information Technology</a> (MeitY), has identified these applications which belong to major Chinese tech companies like Tencent, Alibaba and NetEase and the applications include such as Sweet Selfie HD, Beauty Camera - Selfie Camera, Equalizer &amp; Bass Booster, Tencent Xriver, ect. The sources also said that many of these applications are refurbished versions of apps already banned by India in 2020. The latest move could be a fallout of the current standoff between India and China locked in a protracted border dispute. This is the first lot of apps to be banned by the government this year after a total of 270 apps were banned since 2020. The MeitY had banned 59 <keyword id="6022999" type="General" weightage="20" keywordseo="chinese-apps" source="Orion">Chinese apps</keyword> in June 2020 referring to them as being 'prejudicial' to India's sovereignty, integrity and national security. The list included the popular smartphone app TikTok, Helo, WeChat, Kwai, Clash of Kings, Alibaba's UC Browser and UC News, Likee, Bigo Live, Shein, Club Factory, and Cam Scanner besides others. Recently, the Information and Broadcasting Ministry on February 10 informed the Rajya Sabha that it had blocked 60 Pakistan backed YouTube Channels which were circulating fake news against the Government. Replying to question on actions taken against fake news and propaganda by the communication agencies, the Minister of State for Information and Broadcasting Dr L. Murugan informed the Upper House that the government has blocked 60 YouTube channels including their all social media accounts such as Twitter, Facebook and Instagram of those channels which were involved in circulating fake news against the Indian government and were backed by Pakistan.

Hackers targeted the US government agency tasked with securing the nuclear weapons stockpile

<ul><li><keyword id="1293839" type="PERSON" weightage="20" keywordseo="clubhouse">Clubhouse</keyword> was found pinging to servers ‘possibly located’ in China by researchers at the Stanford Internet Observatory.</li><li>The report identified that a Chinese company, <keyword id="263720" type="PERSON" weightage="20" keywordseo="Agora">Agora</keyword>, provided the backend infrastructure to the app.</li><li>The app was found transmitting unique user IDs and chat room IDs in plaintext, making them susceptible to spying.</li></ul>According to a security research <a href="https://cyber.fsi.stanford.edu/io/news/clubhouse-china#access">report</a> by Stanford Internet Observatory (<keyword id="208026" type="ORGANIZATION" weightage="20" keywordseo="SIO">SIO</keyword>), certain vulnerabilities were discovered in Clubhouse’s infrastructure, making it susceptible to spying by the Chinese government. According to the report, Agora Inc, a Shanghai-based company, provides the backend infrastructure to Clubhouse. Since it is a Chinese company, it is subject to Chinese laws and could be required to turn over data to the Chinese government, if asked. The SIO researchers were told by Agora that it does not store user data or audio, except for the purposes of monitoring network quality and billing Clubhouse for its work. In a statement to <a href="https://www.theverge.com/2021/2/14/22282772/clubhouse-improve-security-stanford-researchers-china-security">The Verge</a>, Agora said it “does not have access to, share, or store personally identifiable end-user data.
