	<br /> As Bhartiya Janta Party (<keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword>), Aam Aadmi Party (<keyword id="6356115" type="CITY" weightage="20" keywordseo="AAP">AAP</keyword>) and <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> get ready to slug it out in <keyword id="1416108" type="UNKNOWN" weightage="20" keywordseo="Delhi-elections">Delhi Elections</keyword>, industry body ASSOCHAM has a piece of advice for them. The body has come up with a list of suggestions, which it believes should be the key focus areas for these parties. This includes: women safety, healthcare, education, infrastructure, housing among others.<br />

	ASSOCHAM’s General secretary, DS Rawat says, “Setting up more number of working women hostels, old age homes for senior citizens and rehabilitation centres for drug addicts most of whom are rag pickers and beggars thus there is a need to provide them proper counseling and support services.”<br />
	<br />
	The chamber has also listed other issues that require political parties’ immediate attention. The chamber noted that healthcare system in Delhi is a major issue and requires improvement. It has urged the parties to focus on improving the conditions of government hospitals as well as setting up hospitals under public-private partnership (PPP) model to meet the growing healthcare demand. Also, in order to make healthcare affordable, the industry association emphasized on providing medical insurance facilities to the lower income group while making important drugs available at affordable rates.<br />

	“Apart from healthcare, the education should be another key focus area for the parties. There needs to be strict supervision vis-à-vis private schools providing admission to kids from economically weaker section, a monthly amount of Rs 1,000 be given for educational uplift of students from the reserved classes,” suggested Rawat.<br />
	<br />
	He averred that investments in the education sector in the city is required in order to build more schools, colleges, polytechnic institutes throughout Delhi. “Urgent steps must be taken to ensure teachers’ availability, promote vocational education for imparting job-oriented and skill-based knowledge for providing industry ready workforce and all this requires increased private sector participation which can be further enhanced by luring them through incentives and tax rebates”, he points out.<br />
	<br />
	Addressing the lack of industrial infrastructure in the city, the chamber suggested that the government must issue licenses to only non-polluting industries and manufacturing units while financial support should be extended to micro, small and medium enterprises (MSMEs).<br />
	<br />
	“Industries operating in residential areas should be relocated, and the administration should facilitate logistical support for speedy implementation of Delhi-Mumbai Industrial Corridor (DMIC) and periodic review of state’s industrial policy should be carried out to include missing representations and addressing pending issues,” he said.<br />
	<br />
	In terms of the public transport and housing facilities, the chamber has recommended the parties to suggest ways to integrate public transportation system while focusing on constructing new roads and highways to boost better connectivity within and outside the city. “The parties must also pay attention to the housing facilities and promoting modern techniques of buildings such as earthquake resistant houses by Delhi Development Authority (DDA), providing thrust to affordable housing on city’s outskirts to reduce population density within Delhi,” asserted Rawat.<br />
	<br />
	Commenting on the problem of water scarcity in several areas of North, South and East Delhi, the association has said the parties should devise ways of curbing activities that have resulted in rapid depletion of ground water level. On the safety and security issue, the chamber has suggested that the Delhi Police, which is currently under the Central government, should be brought under the purview of the state government.<br />

Just Ahead of Delhi Assembly Elections, ASSOCHAM Has Recommendations
For Political Parties <b></b>

 <br />
The education ministry claims that it has achieved 100% target completion of construction of separate toilets for boys and girls in schools under Swachh Vidyalaya Abhiyan during the year 2015.<br />
 <br />
Under several initiatives taken by the HRD ministry, higher education gains prominence as Finance Minister Arun Jaitley had announced more allocation for higher education.<br />
 <br />
In 2015-16 budget, Jaitley had marginally reduced overall allocations towards education but had increased the planned higher education budget by nearly 22%.<br />
 <br />
Jaitley proposed to set aside Rs.69, 074.76 crore for education in 2015-16 and higher education was given a plan allocation of Rs.15, 8555.26 crore as against Rs13,000 crore pegged in the revised budget for 2014-15.<br />

Here are some initiatives take by the HRD ministry under higher education till December 31, 2015<br />

<strong>Campus connect programme</strong><br />
All the central universities in the country are going to be connected through WIFI network at a cost of approximately Rs320 crore. Under this, all the classrooms, libraries, laboratories, hostels and places frequented by the students would be connected through a secured WIFI hotspots providing access to the educational and information  resources to the students on 24x7 basis. This project will be implemented by ERNET and is expected to be completed by June 2016.<br />

<strong>Promoting start-ups</strong><br />
37 new startup parks/research parks would be set up this year with the coordination of Dept of Science and Technology (fund sharing on 50:50 basis) covering all the IITs, NITs and some IIITs/Central Universities. These would incubate the start-ups and handhold them till they reach the stage of commercialization, normally for a period of five years. IIT Madras Research Park has already become fully functional.<br />

<strong>Unnat Bharat Abhiyan</strong><br />
This was launched connecting higher education and society to enable technology and its use for development of rural areas. Under this all technical and higher education institutions have been asked to adopt five villages each; identify technology gaps and prepare plans for innovations that could substantially increase the incomes and growth in the rural areas.<br />

<strong>Ucchtar Aavishkar Abhiyaan</strong><br />
For promotion of innovation, All the IITs have been encouraged to work with the industry to identify areas where innovation is required and come up with solutions that could be brought up to the commercialization level. For this purpose, it is proposed to launch a scheme Ucchtar Aavishkar Abhiyan by investing Rs 250 crore every year on identified projects proposed by IITs and NITs.<br />

<strong>Engineering skills to unemployed youth</strong><br />
An initiative as a part of the PMKVY is being launched to encourage all the 10,000 technical institutions (engineering and polytechnic) to provide engineering skills (through part-time courses of 6 to 8 months duration) to at least 100 unemployed youth using their infrastructure after college-hours. The training costs would be met by the central government and the placement of the trained youth is the responsibility of the institution. This is expected to provide high quality skilled persons required for the Make in India campaign.<br />
 <br />
<strong>Imprint India</strong><br />
Imprint India, Pan-IIT and IISc joint initiative, aims at direct research in the premier institutions into areas of social relevance. Under this, 10 domains have been identified, which could substantially impact the living standards of the rural areas, including healthcare technology, nano technology, computer science and ICT, manufacturing technology and environment/climate change. The research in each of these areas is being coordinated by one IIT.<br />
 <br />
<strong>Global Initiative for Academics Network (GIAN)</strong><br />
It was launched as an initiative to attract the best foreign academics to Indian Universities of Excellence. The programme has been launched to facilitate the partnership between higher education institutions of India and other foreign universities. Under this, 352 courses are being offered by foreign faculty from 38 countries. The cost of the travel and honorarium ranging from $8,000 - $12,000 is being met from the scheme funds.<br />

<strong>Study Webs of Active-Learning for Young Aspiring Minds (SWAYAM)</strong><br />
The web portal is the Indian electronic e-education platform which proposes to offer courses from the high school stage to post-graduate stage in an interactive electronic platform. The IT platform for SWAYAM is going to be built and is expected to be operationalized by March 31, 2016 with a capacity to host nearly 2,000 courses. This would provide the best quality education to more than three crore students across the country. SWAYAM-MOOCs project is intended to address the needs of school level 9-12 to Under Graduate and Post Graduate students, covering all disciplines.<br />

When she's not on a plane, the mother of two loves to run and garden at home in the Bay Area.</li></ul><p>SAN FRANCISCO - However warm and down to earth Tammy Kiely may seem on first meeting, she's no stranger to drama.</p><p>Nearly 20 years into her career at Goldman Sachs, Kiely, the global head of semiconductor and automotive banking, has helped buy and sell multibillion-dollar companies, watched deals crumble over international trade wars, and fought on behalf of semiconductor giants like Qualcomm, Micron, and Nvidia.</p><p>She's one of the most high-powered women in investment banking and the semiconductor industry, both known for having largely male C-suites and executive boards. And she happens to be well liked among the companies that hire her.</p><p>The intricacies of Kiely's day job became front-page news in March 2018 after President Donald Trump blocked Broadcom's $117 billion hostile takeover of San Diego-based Qualcomm, which she advised, on the grounds that the acquisition was<a href="https://www.businessinsider.com/trump-blocks-qualcommbroadcom-acquisition-2018-3"></a> <a href="https://www.businessinsider.com/trump-blocks-qualcommbroadcom-acquisition-2018-3">a threat to national security</a>.</p><p>Qualcomm was 17 months into its own effort to acquire its Dutch competitor NXP for $44 billion, a deal that got stuck waiting for regulatory approval from the Chinese government.</p><p>"There was a period where if we didn't talk to them every day, we'd get a little twitchy," Kiely said in an interview at Goldman's San Francisco headquarters. (Near the California Street highrise's entrance sits a 200-ton black granite sculpture by Masayuki Nagare, wryly dubbed by locals as "<a href="https://www.atlasobscura.com/places/banker-s-heart">The Banker's Heart</a>.")</p><p>By June, still awaiting China's blessing, Qualcomm opted to call the whole thing off. Then in December, as politics go, Chinese President Xi Jinping told Trump that he'd approve the Qualcomm deal if it crossed his path again.</p><p>After months through the ringer, Qualcomm announced that the NXP deal was officially off the table, and Goldman lost out the majority of its fees on the multiyear, $44 billion transaction.</p><p>"Regulation is a huge consideration in M&amp;A dealmaking right now," Kiely said, reflecting on the debacle with the air of a diplomat. "There would have been more semiconductor M&amp;A done this year if it weren't for the regulatory and trade environment."</p><h2><strong>No art, just engineering</strong></h2><p>Kiely stands out as one of the most high-powered women in investment banking. She made partner at Goldman in 2014, and in that fall <a href="https://www.bloomberg.com/news/articles/2018-09-13/goldman-banker-who-almost-left-for-morgan-stanley-gets-promoted">she was promoted</a> to her role now as cohead of client relationships for all of technology, media, and telecom, alongside the banker Kim Posnett.</p><p>At Goldman Sachs, which <a href="https://assets.bwbx.io/images/users/iqjWHBFdfxIU/iwn1Ip1nPfPk/v5/-1x-1.jpg">famously replaced</a> one bald white male CEO for another in October, just 21.6% of senior level officials and managers were women, <a href="https://www.goldmansachs.com/citizenship/esg-reporting/esg-content/esg-report-2017.pdf?reportdownload=top">according to a 2017 demographics report</a>.</p><p>In semiconductors, the straits are as dire.</p><p>Lisa Su, the president and CEO of Advanced Micro Devices, is the <a href="https://realmoney.thestreet.com/articles/09/11/2018/lisa-su-semiconductors-lone-female-ceo-steering-amds-turnaround">sole female CEO</a> in the industry. Nvidia, which has a relatively diverse C-suite thanks to CFO Colette Kress and executive vice president of operations Debora Shoquist, has a board which is 18% female. We had no art, it was dad's engineering stuff," Kiely said.</p></div><p></p></div></div></p><p>Born and raised in the San Francisco Bay Area, Kiely was introduced to the world of semiconductors at an early age by her dad, who designed military power supplies for a living.</p><p>"I grew up with semiconductor data books on our mantel. We had no art - it was dad's engineering stuff," she said.</p><p>After graduating with a degree in accounting from California Polytechnic State University, an engineering college three and a half hours down the coast from San Francisco, she took a job as an auditor at KPMG, where she worked closely with semiconductor companies.</p><p>From there she went to Stanford's Graduate School of Business, "with an eye of getting more Wall Street experience," she said, and got a job at Goldman full time after she graduated.</p><p>Today, between trips to Asia and Europe, Kiely still lives in the Bay Area with her husband and two teenage sons, one of whom has autism.</p><p>"My kids and my family are hugely important to me. That's a big part of who I am," Kiely said, adding that her schedule is aided in part by her husband, who works as a psychologist in the Bay.</p><p>"He's a good listener. And he's been a great partner for me in terms of managing the family and not being absentee parents," she said.</p><h2>200,000 miles a year</h2><p>If you're looking for Kiely, she's probably on an airplane. She estimates she flies about 200,000 miles a year, thanks to weekly flights and monthly trips abroad. Her routine involves sleeping on flights, eating meals timed to her normal schedule in California, and making time to run - no matter where she is.</p><p>In the past, many of those trips were to Taiwan. But in 2018, the trade war between the US and China put semiconductor deals in the region on hold. Her focus shifted more toward Japan, with occasional trips to Europe and Israel.</p><p>Semiconductor consolidation, once an oil spring for bankers such as Kiely, is not what it used to be. While chip-industry acquisitions peaked at $107.3 billion in 2015, there were just $23.2 billion in deals done in 2018, <a href="https://www.eetimes.com/document.asp?doc_id=1334231">according to</a> the market-research firm IC Insights.</p><p>Of that $23.2 billion in deals, IC Insights found that 65% came from just two acquisitions: Microchip Technology's $8.35 billion acquisition of Microsemi Corp., which JPMorgan and Qatalyst Partners advised on, and Renesas Electronics' $6.7 billion acquisition of Integrated Device Technology, which was worked on by JPMorgan, Morgan Stanley, Bank of America Merrill Lynch, and Mizuho Securities.</p><p>Goldman doesn't win every deal. It ranked fourth in the semiconductor M&amp;A league tables last year, according to Dealogic.</p><p>Still, Kiely and her team managed to get deals done. The bank advised on three deals valued in total at about $9.1 billion. And, what is perhaps an even bigger accomplishment in times of regulatory fragility, they closed some deals, too, including the sale of Toshiba's memory-chip business to Bain Capital for $18 billion and Marvell's acquisition of Cavium for $6.1 billion.</p><p>League-table rankings of semiconductors ebb and flow for many reasons. Not every advisory role is an M&amp;A job, and sometimes long-term endeavors, such as Qualcomm's attempted $44 billion acquisition of NXP, fall through. And 2018, in particular, was a short year for Kiely - she left the bank for a two-month period when she thought she'd leave for Morgan Stanley (more on that later.)</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><img src="https://static-ssl.businessinsider.com/image/5c4f794f2bdd7f555e37cd76-1667/tammy-kiely-global.png" border="0" alt="Tammy Kiely global" data-mce-source="Yutong Yuan/Business Insider" /><p class="source"><span>Yutong Yuan/Business Insider</span></p></div><p></p></div></div></p><p>Despite the strong competition, Kiely's clients said her tenacity and strong network give her an advantage.</p><p>Kiely "does not need to prove she's the smartest person in the room. You figure that out all by yourself," said Cathy Lego, a career board director who works with Cypress Semiconductor and Lam Research.</p><p>Lego, who first met Kiely a decade ago, said at one point the two of them were working on three different deals simultaneously. "I would work with her again tomorrow," she said.</p><p>"The banking industry is full of a lot of egos, and a lot of people who take credit for other people's work. She's just not that person," Lego said. "That's the beauty of working with Tammy. You just know she's doing her job, she doesn't all of a sudden pull a rabbit out of her hat." <div class="KonaFilter image-container display-table"><div><div class="image on-image"><img src="https://static-ssl.businessinsider.com/image/5c4f794f2bdd7f4dbd7e9629-1667/tammy-kiely-goldman.png" border="0" alt="Tammy Kiely goldman" style="color: #000000;" data-mce-source="Yutong Yuan/Business Insider" /><p class="source"><span>Yutong Yuan/Business Insider</span></p></div><p></p></div></div></p><p>John Daane, the former CEO and president at Altera, worked closely with Kiely around 2015, while negotiating the company's $16.7 billion sale to Intel.</p><p>The negotiations <a href="https://www.sec.gov/Archives/edgar/data/768251/000119312515300376/d942513ddefm14a.htm#rom942513_2">went on for six months</a>, and activist investors got involved. So Kiely and her team became a vital "sound board" for Altera's board, which did a lot of the negotiations itself.</p><p>Daane, who left Altera after its acquisition, said he remains close to Kiely and meets with the team at Goldman a few times a year to stay in touch and chat about the world of semis. It's a uniquely close relationship in an industry where things can feel - literally and figuratively - transactional. "I've really valued that," he said.</p><p>In Daane's eyes, that commitment to building client relationships is part of what makes Kiely good at her job.</p><p>Before its sale to Intel, Altera wasn't a high priority for many bankers. It didn't acquire other companies, and it was profitable and didn't need loans. "We were a company that would typically not be that appealing to a banker," Daane said. But Kiely was persistent and made a point to stay on Daane's radar.</p><p>"What was unique about Tammy is that she was very proactive to develop relationship with clients," he said. "By talking to everyone in the industry, she knew what everyone wanted to achieve and what combinations made sense."</p><h2>She's no reality TV star</h2><p>Just a few months ago, it wasn't so clear that things would stay golden at Goldman.</p><p>Morgan Stanley, in its effort to expand its own footprint in the sector, poached Kiely in early 2018, 19 years into her career at the bank's competitor.</p><p>Kiely said that after spending so many years in one place, she was drawn to the change. So she packed up her desk and changed her LinkedIn status to "Amateur Gardener," a reference to a common practice in finance when an employee takes paid time off in the months before joining a competitor so that they don't bring up-to-date knowledge over with them. <div class="KonaFilter image-container display-table"><div><div class="image on-image"><img src="https://static-ssl.businessinsider.com/image/5c5b41f7598e23083d292602-2400/tammy kiely-7.jpg" border="0" alt="Tammy Kiely" data-mce-source="Hollis Johnson/Business Insider" /><p class="source"><span>Hollis Johnson/Business Insider</span></p><p class="caption">Kiely left Goldman Sachs for Morgan Stanley in early 2018, but changed her mind after taking a month off.</p></div><p></p></div></div>But not everyone got the reference.</p><p>"I had a reality TV show reach out to me, trying to do a reality gardening show," said Kiely, who managed to grow some nice pumpkins in her time off. "They thought I had an interesting background to talk about my garden."</p><p>But instead of joining the ranks of Snooki or Chip and Joanna Gaines, Kiely booked a family vacation to Japan. She got tickets for a conference on autism, so she could learn more about her son's needs.</p><p>And then one month after leaving Goldman, she agreed to go back.</p><p>"When it boiled down to it, I've been at Goldman 20 years. Honestly, I never thought I would have been a banker this long but at its core, I really love my job," Kiely said. "It's really easy to let some of the little annoyances that every job has get to you.
