Schools and colleges in <keyword id="826" type="General" weightage="20" keywordseo="goa" source="Orion">Goa</keyword> will remain closed till January 26 in view of a surge in Covid cases in the coastal state, Dr. Shekhar Salkar, a member of the Goa government's task force for Covid management said on Monday. A night curfew from 11 p.m. to 6 a.m. will also be imposed in Goa soon, he said. "Schools and colleges will be closed in Goa till January 26 in view of the rising Covid cases. Classes will be conducted online during the period," Salkar told reporters here, after a meeting of the state government's taskforce on Covid management. The task force is chaired by Chief Minister Pramod Sawant. Salkar also said that while offline classes will not be conducted in schools and colleges, students who are eligible for vaccination will be inoculated in school premises over the next few days, after which they are not required to visit their respective schools until January 26. "The task force will meet again to review the situation a couple of days before January 26, to take a decision on the future course of action. The official also said that a night curfew would be imposed in Goa soon from 11 p.m. to 6 a.m. "The government is also imposing a night curfew from 11 p.m. to 6 a.m. A formal order will follow tonight or tomorrow. Restrictions will also be imposed on indoor functions," he said. Salkar also said that the infection rate in the coastal state had crossed an average of 5 per cent, which was the reason why the task force had decided to shut down schools and impose a night curfew. Maharashtra: Covid negative report mandatory to enter Maharashtra As Covid-19 cases are on the upswing in several parts of the country, Maharashtra on Monday imposed conditions for all travellers arriving in the state from Gujarat, Goa, Rajasthan and Delhi, starting from Wednesday (November 25). The state has made it compulsory for a RT-PCR negative test report for all people arriving by air, road or rail from these four states. Maharashtra government wants a COVID-19 negative test report from passengers coming from Delhi, Gujarat, Rajasthan and Goa

<keyword id="3658" type="General" weightage="20" keywordseo="India" source="Orion">India</keyword> has sought an emergency meeting of the <keyword id="227415" type="General" weightage="20" keywordseo="General-council" source="Orion">General Council</keyword> of the <keyword id="126959" type="General" weightage="20" keywordseo="World-Trade-Organization" source="Orion">World Trade Organization</keyword> (WTO) this month in Geneva to deliberate upon the world trade body's proposed response package, including patent waiver proposal, to deal with the pandemic amid rising coronavirus infections globally, an official said. The General Council is WTO's highest decision-making body in Geneva. It meets regularly to carry out the functions of WTO. It has representatives (usually ambassadors or equivalent) from all member governments and has the authority to act on behalf of the ministerial conference which only meets about every two years. WTO is a 164-member multilateral body which formulate rules for global exports and imports and adjudicates disputes between two or more than two countries on trade-related issues. Expressing disappointment over no progress on TRIPs (Trade-Related Aspects of Intellectual Property Rights) waiver proposal to deal with the pandemic, India has called for including this proposal into WTO's proposed response package. In October 2020, India and South Africa submitted the first proposal, suggesting a waiver for all WTO members on the implementation of certain provisions of the TRIPs agreement in relation to the prevention, containment or treatment of <keyword id="8763838" type="General" weightage="20" keywordseo="COVID-19" source="Orion">COVID-19</keyword>. In May 2021, a revised proposal was submitted. TRIPs came into effect in January 1995. It is a multilateral agreement on intellectual property (IP) rights such as copyright, industrial designs, patents and protection of undisclosed information or trade secrets. "We have sought an emergency meeting of the General Council to discuss the WTO's response package to deal with COVID-19 pandemic including patent waiver proposal. WTO will start its meetings from January 10 and we have suggested convening the meeting immediately," the official said. According to a UNCTAD Trade and Development report, developing countries will, by 2025, be as much as USD 8 trillion poorer because of the COVID-19 crisis, and the burden of delayed vaccination estimated at USD 2.3 trillion in terms of lost income will be borne mostly by developing countries. India seeks emergency meeting of WTO General council to discuss COVID-19 package

<ul><li>Telangana has extended the lockdown in the containment zones till June 30 and till June 7 in non-containment zones.</li><li>The government has relaxed the night curfew and removed restrictions on inter-state travel.</li><li>The Telangana government will adopt the phased reopening plan for the non-containment zones.</li></ul>Following an order by the Ministry of Home Affairs to extend the Coronavirus lockdown in containment zones, the Telangana government has issued a GO to implement Lockdown 5.0. While the lockdown in containment zones has been extended to June 30, the non-containment zones will be under lockdown till June 7. Telangana Chief Minister K Chandrasekhar Rao announced the lockdown extension after Chief Secretary Somesh Kumar, DGP Mahender Reddy and other senior officials from the state. The Telangana government has implemented the lockdown relaxations announced by the Centre in the non-containment zones with some changes. “It was decided to implement the relaxations given to the guidelines by the Centre in all the areas except in the containment zones. The chief minister instructed the officials concerned to implement strictly the lockdown in the containment zones,” an official release said. Telangana Lockdown 5.0 guidelines The first change from the current lockdown is the relaxation of the night curfew in the state. The government has announced a restriction on movement from 9 pm to 5 am, except for accessing emergency medical care. Apart from this, all shops and establishments except hospitals and pharmacies have to be closed by 8 pm. In a major relief to people looking to travel to other states or returning to Telangana from other states, the government has removed all restrictions on inter-state movement. This means that no special permission is required for inter-state travel. In non-containment zones, the phased reopening announced by the Centre will be followed by the state government. 1. New Delhi, Jun 30 () As Unlock-2 begins from Wednesday, India's COVID-19 tally climbed to 5,66,840 with nearly 66 per cases reported in June alone, and a concerned Prime Minister Narendra Modi said it was cause of worry that people are not strictly adhering to rules and precautions as they did during the lockdown. From June 1, when relaxations were introduced under Unlock-1, the country has reported 3,76,305 cases. Maharashtra, Tamil Nadu, Delhi and Gujarat account for nearly two-third of the total cases till now. Speaking on the coronavirus situation, Prime Minister Modi, in his address to the nation on Tuesday, said India is in a better position compared to many countries of the world, as timely imposition of lockdown and other decisions have saved lakhs of lives. He, however, lamented that there is an increasing "negligence" in personal and social behaviour during the easing of restrictions and urged them to be more vigilant. "We have also seen that since 'Unlock-1', there is increasing negligence in personal and social behaviour. Earlier, we were very careful with respect to wearing of masks, social distancing and washing of hands for 20 seconds. But today, when we need to be more careful, increasing negligence is a cause of worry," he said and urged the people to follow all necessary precautions. He emphasised on strict enforcement of rules, especially in containment zones. "Those not following the rules will need to be stopped and cautioned," he said, stressing "be it a village pradhan or the prime minister, no one is above the law in India". "As the country enters Unlock-2, we are also entering the season of increasing cases of cough, cold and fever. I, therefore, request all of you to take special care of yourselves," he said. The prime minister also reviewed vaccine development efforts as well as India's preparations for vaccinating its vast population once it is available and asserted that vaccination must be affordable and universal. With 18,522 people testing positive for coronavirus, it was the seventh day in a row that over 15,000 cases have been reported in the country. The death toll rose to 16,893 after 418 new fatalities. India is the fourth worst-affected country after the US, Brazil and Russia. The number of active cases stands at 2,15,125, while 3,34,821 people have recovered, and one patient has migrated, according to the updated data at 8 AM. "Thus, around 59.07 per cent of patients have recovered so far," an official said. Maharashtra remained the highest contributor to the single day rise in cases, registering over 5,200 coronavirus infections, according to Union Health Ministry. Recording nearly 4,000 cases in the last 24 hours, Tamil Nadu has again surpassed Delhi to regain the second spot among the list of worst-hit states by the pandemic. Tamil Nadu Higher Education Minister K P Anbalagan has tested positive for coronavirus, according to hospital in Chennai. It said he is "very stable and all vital parameters are normal." Karnataka also recorded more than 1,100 cases overtaking Haryana and Andhra Pradesh. Delhi saw an increase of 2,084 cases. The coronavirus recovery rate in the national capital reached 66.03 per cent on June 29. In June, the national capital added over 64,000 fresh cases to its tally, while over 47,357 patients recovered, were discharged or migrated. Maharashtra has reported the highest number of cases at 1,69,883, followed by Tamil Nadu at 86,224, Delhi at 85,161, Gujarat at 31,938, Uttar Pradesh at 22,828, West Bengal at 17,907 and Rajasthan at 17,660, according to the ministry data. The Union Health Ministry lauded the work of 1.6 lakh accredited health workers, ASHA, in tracking over 30.43 lakh migrants who returned to Uttar Pradesh during the COVID-19 lockdown and assisting the state government in contact tracing and community surveillance. The number of COVID-19 cases has gone up to 15,394 in Telangana, 14,295 in Karnataka, 14,210 in Haryana, 13,891 in Andhra Pradesh, and 13,370 in Madhya Pradesh. It has risen to 9,640 in Bihar, 7,752 in Assam, 7,237 in Jammu and Kashmir and 6,859 in Odisha. Punjab has reported 5,418 novel coronavirus infections so far, while Kerala has 4,189 cases. A total of 2,831 people have been infected by the virus in Uttarakhand, 2,761 in Chhattisgarh, 2,426 in Jharkhand, 1,380 in Tripura, 1,227 in Manipur, 1,198 in Goa, 964 in Ladakh and 942 in Himachal Pradesh. The Tripura government said it is not thinking of extending the coronavirus lockdown as the situation in the state is "stable". "Even though the lockdown has been extended in three northeast states -- Assam, Manipur and Meghalaya -- we are not thinking on that line now. Our condition is stable and our frontline workers are doing a commendable job," Education Minister Ratan Lal Nath said on Tuesday. Arunachal Pradesh reported 187 cases, Mizoram has 148 cases, Andaman and Nicobar Islands has 90, Sikkim has registered 88 infections so far, while Meghalaya has recorded 47 cases. The government on Monday issued guidelines for the month-long 'Unlock 2' beginning July 1, during which more domestic flights and passenger trains will be allowed in a calibrated manner, but educational institutions, Metro Rail services, cinema halls and gyms will remain shut. Night curfew shall remain in force between 10 pm and 5 am, except for essential activities. Meanwhile, a special Air India flight carrying 144 Indian students, who were stranded in Ukraine due to the coronavirus-induced restrictions, landed at the Indore airport in Madhya Pradesh on Tuesday morning, an official said.
