China’s car maker <keyword id="4093056" type="UNKNOWN" weightage="20" keywordseo="saic-hk-ltd">SAIC HK Ltd</keyword>’s plan to enter India through acquisition of a <a href="http://www.businessinsider.in/searchresult.cms?query=general+motors&amp;sortorder=effectivedate">General Motors</a>' plant at <keyword id="6389723" type="CITY" weightage="20" keywordseo="Halol">Halol</keyword> in <keyword id="6354766" type="COMPANY" weightage="20" keywordseo="Gujarat">Gujarat</keyword> now involves a some tough terms and conditions, as far as Indian labour sentiment is concerned. After the <keyword id="97393" type="ORGANIZATION" weightage="20" keywordseo="Competition-Commission-of-India">Competition Commission of India</keyword> approved of the proposed acquisition on Thursday, <keyword id="64310" type="CITY" weightage="20" keywordseo="SAIC">SAIC</keyword> wants <keyword id="4581" type="CITY" weightage="100" keywordseo="general-motors">General Motors</keyword> to hand over the plant without workers. 
 The 650 workers at <keyword id="4093054" type="UNKNOWN" weightage="20" keywordseo="gm-halol">GM Halol</keyword> plant has refused to accept the <a href="http://www.businessinsider.in/searchresult.cms?query=general+motors&amp;sortorder=effectivedate">voluntary separation scheme</a>. Last month GM had offered the employees a voluntary separation scheme, which ensured a 75 days’ wages for every completed year of service or part thereof, in excess of six months. As reported by <a href="http://www.livemint.com/Companies/RAKTWY2KOWcS1jx5LJjooO/GM-India-faces-challenge-of-offering-Halol-plant-to-SAIC-wit.html">The Mint,</a> these employees will also be entitled to benefits like gratuity and provident fund, leave encashment and bonus. 
 
However most workers in the plant refused and are ready to move the court and reach out to the <a href="http://www.businessinsider.in/searchresult.cms?query=general+motors&amp;sortorder=effectivedate">chief minister of Gujarat</a> for negotiations. One of the major reasons for refusing to such scheme, as told by many employees, is an unattractive package. Most of the employees working in the plant are in the age bracket of 25-35 years. 
 
The talks of the deal had started back in 2015 and would take another month or two to come to a closing. While the deal size isn’t yet known, The Mint reported the deal size to be somewhere about Rs 1,500 crore. 
 
The company had earlier wanted to close the <a href="http://www.businessinsider.in/searchresult.cms?query=general+motors&amp;sortorder=effectivedate">Halol plant </a>but state government had rejected the proposal.

China's biggest automobile manufacturer <keyword id="64310" type="CITY" weightage="100" keywordseo="SAIC">SAIC</keyword> Motor Corp is all set to become the next company to become a part of the Modi Goevrnment’s <keyword id="6354869" type="UNKNOWN" weightage="100" keywordseo="make-in-India">Make in India</keyword> campaign. It plans to buy the Gujarat factory of the American carmaker <keyword id="4581" type="CITY" weightage="100" keywordseo="general-motors">General Motors</keyword>. SAIC, which partners <keyword id="6372405" type="CITY" weightage="100" keywordseo="GM">GM</keyword> in China and holds a single digit percentage share in the US company's India operations, is conducting a due-diligence of the <keyword id="6389723" type="CITY" weightage="100" keywordseo="Halol">Halol</keyword> factory that GM will vacate by July as it focusses on operations through its plant at Talegaon in Maharashtra. "The company is in advanced stages of negotiations with GM on the matter," a top industry official told TOI. 

	SAIC -which also partners German auto giant Volkswagen in China -will be the first major automotive company from dragon land to start manufacturing in India, if the deal with GM materializes. The company is expected to begin its India operations by contract-manufacturing GM India's models that are already being made at Halol, sources said.
 

	A spokesperson for GM India told TNN, "We are examining a number of options in relation to the Halol factory. We have nothing further to announce at this time." 
 

	SAIC had bailed out GM's India operations in 2010 when the company was battling bankruptcy in the US. GM's Indian business has been a laggard for many years. "After getting control of the Halol plant, SAIC may also sell its holding in GM India," a source said. 
 

	Halol, GM's first factory in India, has a capacity of 1.1 kers.

<keyword id="798973" type="PERSON" weightage="60" keywordseo="Mary-Barra">Mary Barra</keyword>, <keyword id="4581" type="CITY" weightage="80" keywordseo="general-motors">General Motors</keyword>’ first woman CEO, says the auto maker isn’t bothered about the past and is focused on the future. 
 In an interaction with the media in New Delhi – held between two meetings she had with Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> and Commerce Minister Nirmala Seetharaman – the 34-year GM veteran fielded questions with elan. 
 When asked what went wrong with GM in India, with a less than 3per cent <keyword id="34527" type="UNKNOWN" weightage="100" keywordseo="market-share">market share</keyword> after 18 years and $1 billion of investment, she said “a lot of things went right too in India”. 
 
Striving to make a new beginning in Indian operations that have been plagued with alleged technical fudging and safety recalls, Barra said GM plans to start afresh with the Indian unit as an export base, shipping its first car to Chile. Exports to Mexico and Colombia are also on the cards. Edited excerpts: 
 
On General Motors in India and the way forward… 
 
It starts with putting customers at the centre. In India, they have great options and choices. We came to India with vehicles that are great in quality and also bear a good life-time experience. 
 
We were one of the foremost auto makers to start assembly operations as early as 1928 in India. Our two plants in Halol in Gujarat and Talegaon in Maharashtra have seen a cumulative investment of over $1 billion. We have put efforts in India to develop new products with a technical centre for not just the local market but also for global applications. We make sure we understand the customers and develop the right vehicles. 
 
We want GM to be a highly respected, valued company in India and also globally with year after year of growth. We had our global chairman Tim Solso and head of international operations Stefan Jacoby, along with our CFO (Chuck Stevens), in India to demonstrate our commitment and belief in India’s future. 
 
On charges of corporate fraud against the company and the strategy to bring back confidence to the Indian unit… 
 
India is a key strategic market with a great opportunity from the market perspective. There is a huge focus to improve quality across the market we operate in. Our global team visited the Indian plants to improve the quality of our vehicles and product assessment to bring some dramatic improvements. 
 
General Motors operations have seen some quality issues and the integrity of vehicles that were the result of the decisions taken many years ago. We are looking forward to deal with the situation just like in America where we are taking it very straight forward and did the right thing. 
 
On new initiatives… 
 
We have a relatively new leadership team in India with Stefan (Jacoby) in charge. We are really focused and have put five key initiatives globally and for the Indian market. The customers as the main centre of our operations are there for the entire lifetime. We understand the importance of brands that grow with the customer. 
 Our global brands are <keyword id="55200" type="COMPANY" weightage="100" keywordseo="Chevrolet">Chevrolet</keyword> and Cadillac. In India, we are here with Chevrolet that is a great brand in terms of value and we want to introduce model after model and products in this brand. We also want to be a leader in technology and innovation that truly create value for the customer in terms of fuel efficiency or safety or connectivity and any aspect of the vehicle. 
Future product lineup… 
 
We plan to introduce 40 new products across the international market, including India. We would be brining 14 new products in the US and 27 models in the Opel brand in the European market. Also, we plan to bring 17 new and upgraded models in China. On GM India’s strategy to bring 
 
Chinese vehicles from partner Shanghai Automotive Industry Corporation (SAIC), a step that has not fared well… 
 
We have a significant partnership still with SAIC in China. And we assessed and in that cases we did not have the right focus in understanding the right product to the Indian market. We had some quality challenges that have been assessed. We have not closed the books. We have a wealth of products in the General Motors family and need to identify the future models. I’m not here to make any product announcement today. We are here to drive success for the entire company including India that makes us a strong organisation globally.

India’s contribution to overall volumes… 
 
We see it as a significant market as the industry is going to grow. We think there is an opportunity to grow and we are here to evaluate, also from an overall share perspective as well. We don’t have any specific targets.

<keyword id="64310" type="CITY" weightage="100" keywordseo="SAIC">SAIC</keyword> Motor, the automotive design and manufacturing company from Shanghai, could soon be making its debut in India. The Fortune Global 100 Company has already started hiring key executives, people aware of the development told <a href="http://economictimes.indiatimes.com/industry/auto/news/industry/saic-looks-to-be-the-first-chinese-automaker-to-drive-into-india-hires-kpmg-for-market-study/articleshow/57400701.cms">ET</a>. The list of people hired includes Rajeev Chhaba, a former India head of <keyword id="4581" type="CITY" weightage="100" keywordseo="general-motors">General Motors</keyword>, who will be taking the CEO position. 
 The vehicles would be sold in India by <keyword id="4233468" type="UNKNOWN" weightage="100" keywordseo="MG-Motor-India">MG Motor India</keyword>, SAIC’s local unit, with an MG tag. 
 
SAIC will be <a href="http://www.businessinsider.in/Chinas-SAIC-plans-to-Make-in-India-soon/articleshow/50716585.cms">acquiring General Motors' factory</a> at Halol in Gujarat and has already obtained Competition Commission of India's approval for the same.

However, there are some unsettled labour issues at the <a href="http://www.businessinsider.in/maruti-just-took-8-spots-in-the-list-of-10-best-selling-passenger-vehicles/articleshow/57372335.cms">General Motors</a>’ plant, which could prove to be a roadblock for SAIC. If the issues get resolved by the middle of next month, it would take over the plant as early as in April. This could mean that the first vehicle would be ready to be rolled out from the plant late next year or early 2019. 
 
If in case, the issue doesn’t get resolved soon, a new facility would be built for the company’s India operations.

Even though it’s true that Chinese products sell like hot cakes in the Indian market, buyers are apprehensive when it comes to motors, maybe because of quality concerns, say experts. 
 
However, once they convince consumers about quality, the low cost of Chinese products would play a huge role in their success in the cost-conscious Indian market, even posing a challenge to established players like <a href="http://www.businessinsider.in/maruti-just-took-8-spots-in-the-list-of-10-best-selling-passenger-vehicles/articleshow/57372335.cms">Maruti Suzuki</a>. 
 
As per reports, SAIC has hired KPMG to study the Indian market, while PwC was hired to study the cost of the GM plant. Other than these two players, EY was also hired to assist in finalising suppliers.
