He added that US chipmakers could likely benefit from these tariffs because it could help them compete with companies abroad that sell chips at lower prices.The Trump campaign did not respond to a request for comment.<h2 id="dc733634-a51d-47cf-a7b9-405bdfac9e61">Tariffs on chips could boost construction and manufacturing jobs</h2>Patrick Moorhead, founder, CEO, and chief analyst at the research and advisory firm Moor Insights and Strategy, told BI that tariffs could increase the number of US chip manufacturing jobs. He added that he thinks the policy could incentivize chipmakers like TSMC and Samsung, which is based in South Korea, to boost manufacturing in the US."The cost of manufacturing in the US for Samsung and TSMC would be lower than a 30% to 40% tariff on <a target="_blank" href="https://www.businessinsider.com/quartz-mine-computer-chips-hurricane-helene-spruce-pine-semiconductor-2024-9">wafers</a> and <a target="_blank" href="https://www.businessinsider.com/us-ai-chip-production-manufacturing-nvidia-labor-china-taiwan-korea-2024-4">packaging</a>," he said, referring to key components of the chipmaking process.Jeff Ferry, chief economist at the Coalition for a Prosperous America, a nonprofit that advocates for increasing domestic manufacturing, estimated that tariffs could create roughly 100,000 jobs at US chip manufacturers and their suppliers.He said this estimate was partly based on a <a target="_blank" class="" href="https://www.semiconductors.org/wp-content/uploads/2021/05/2021-Jobs-Report_2-pager.pdf">report</a> published in 2021 by the Semiconductor Industry Association — a trade association and lobbying group — that said a $50 billion investment would help create an estimated 10 additional chip factories in the US. Therefore, the chip wouldn't be subject to a US tariff but the iPhone would.When deciding whether to build a chip factory in the US, Ezell said several factors — including wage rates, the labor talent pool, and tax policy — would be bigger considerations for companies than the country's tariff policy. Trump's trade restrictions could be good for American semiconductor jobs

Chipmaker <keyword id="20004922" type="General" weightage="20" keywordseo="AMD" source="keywords" meta.keywordsubtype="org" meta.entityname="AMD" meta.hostid="261" meta.entityid="AMD">AMD</keyword> is poised to power the surging demand for <keyword id="21517898" type="General" weightage="20" keywordseo="AI-compute" source="keywords">AI compute</keyword> with its wide range of product portfolio, the company's Chief <keyword id="19901571" type="General" weightage="20" keywordseo="technology" source="keywords">Technology</keyword> Officer Mark Papermaster said on Friday. AI compute refers to processing of data using artificial intelligence or machine learning algorithms. Marking 55 years of AMD (Advanced Micro Devices), Papermaster in a blog post looked back on five years of growth and innovations at the company, while also looking ahead to the next five years. He said the future of technology will be born from open ecosystems and deep industry partnerships that drive true innovation. "We're in a unique position to power increased demand for AI compute based on our broad portfolio of compute engines, deep relationships with customers across a diverse set of markets, and open software capabilities. We have a strong foundation of <keyword id="20053383" type="General" weightage="20" keywordseo="data-centre" source="keywords">data centre</keyword> products and customer collaboration across cloud and enterprise, and leadership products for AI PCs," he wrote. He said AMD has shifted from unique product silos to a modular IP portfolio, connected by a single AI software stack for easy deployment, and called it a 'holistic design approach'. "We need to speed our development by using more AI applications in our internal workflows to boost our productivity...We look forward to discovering new methods to optimise efficiency and experiment with new technologies that have potential," he said, adding that AI is poised to become more ubiquitous and consequential than the advent of the Internet. Papermaster further said that AMD will make some 'exciting' announcements at Computex (Taipei), an annual computer exhibition set to be held in June this year. Looking back, he said, "We made the call over a decade ago to leverage our strength and heritage in high-performance computing and invest for the future. Those bets have paid off as all our markets now demand the utmost in compute efficiency (performance per Watt of energy expended), and AI enablement. "...Our growth hasn't come overnight. AMD technology powers the daily lives of billions of people around the world, and in the last five years we've expanded the number of markets we serve." He said that the IT corporation has steadily increased investments in research and development for the past five years to be in line with the growing demand for compute performance and efficiency. "...Our research and development investment has nearly quadrupled, from USD 1.5 billion in 2019, to USD 5.9 billion in 2023, and we plan to continue to invest in developing groundbreaking technologies that show early promise," he said. First phase of the Indian Institute of Skills being constructed in partnership with the central and state governments will be launched by March 2024 in the state, he said. The confluence of events comes just as the US economy is recovering from a years-long bout of elevated inflation. Coupled with a cooling but still-strong labor market, it looked possible the US would avoid a recession. These events could threaten that.While the effects of Iran's<a target="_blank" href="https://www.businessinsider.com/iran-attacks-israel-with-missiles-after-hezbollah-leader-killing-2024-10"> missile</a> attack on Israel on Tuesday are more speculative, the other two crises happening on American soil could have more predictable impacts. Experts point to direct impacts on the prices of goods like oil, food, and industrial equipment as well as infrastructure damage that would create knock-on effects across industries.For now, it's a waiting game. Many of the effects depend on how long the strike and cleanup last and how quickly the parties responsible for resolving them can act.<h2 id="bb66dc7c-8a7f-46f6-83fe-f763c7971b08">1. Natural disaster strikes the South</h2>All of this comes as Southern states are scrambling to handle the fallout from a superstorm with billions of dollars in damage. Dozens of people have been killed in the flooding, landslides, and high winds wrought by Hurricane Helene, which washed out an untold number of roads, destroyed homes, and devastated entire towns. Rescue and recovery efforts are still underway, with <a target="_blank" class="" href="https://www.wcnc.com/article/weather/hurricane/helene/north-carolina-hurricane-helene-missing-people-finder-victims-survivors/275-d811bbc2-754d-4637-b156-7e4af6e1eadb">hundreds of people still missing</a>, particularly in North Carolina.The storm will likely have far-reaching economic impacts, including the immediate costs of providing emergency services for thousands of residents left homeless or without power or water, and the longer-term costs of rebuilding roads, bridges, and other infrastructure. Helene has likely caused between $15 billion and $26 billion in damage to property on top of about $5 billion to $8 billion in lost economic output, according to Moody's Analytics.In the immediate wake of the storm, a slew of residents across the affected states have <a target="_blank" class="" href="https://www.businessinsider.com/price-gouging-complaints-surge-hurricane-helene-states-fuel-water-hotels-2024-10">reported price gouging</a> by hotels, gas stations, and grocery stores. Homeowners in affected areas will likely deal with rising property insurance costs or even lose coverage altogether, experts say."In the short run, the most costly element of the disaster is the damage to homes, property and infrastructure," Adam Kamins, a senior director at Moody's Analytics, told BI. "Longer term, the disaster itself is unlikely to drive people out of the hardest-hit areas, but insurance premiums could rise, denting affordability. This would be especially difficult for Florida, where many private insurers have already left the state."

A trifecta of global crises could snarl supply chains and increase prices

The department for promotion of industry and internal trade (<keyword id="19952901" type="General" weightage="20" keywordseo="DPIIT" source="keywords" meta.keywordsubtype="org" meta.entityname="DPIIT" meta.hostid="261" meta.entityid="DPIIT">DPIIT</keyword>) on Monday asked <keyword id="19957196" type="General" weightage="20" keywordseo="white-goods" source="keywords">white goods</keyword> manufacturers to participate in large numbers to avail fiscal benefits under the <keyword id="19952889" type="General" weightage="20" keywordseo="production-linked-incentive" source="keywords">production linked incentive</keyword> scheme for the sector as the response has been muted so far. Additional Secretary in the DPIIT Rajeev Singh Thakur said that the department has again reopened the application window for the PLI (production linked incentive) scheme for white goods (<keyword id="20360726" type="General" weightage="20" keywordseo="ACs" source="keywords">ACs</keyword> and LED lights). The application window is open from July 15 to October 12. "In the PLI in white goods scheme, somehow the response has been muted. ...Probably due to various reasons not sufficient response has come. So I request (the industry) to have a look and probably this time, you can consider (applying)," Thakur said at the CII Consumer Electronics and Durables Summit 2024 here. So far, 66 applicants with committed investment of Rs 6,962 crore have been selected as beneficiaries under the PLI scheme. The Union Cabinet had given approval for the PLI scheme for white goods for <keyword id="19914449" type="General" weightage="20" keywordseo="manufacturing" source="keywords">manufacturing</keyword> of components and sub-assemblies of Air Conditioners (ACs) and LED lights on April 7, 2021. The scheme is to be implemented over a seven-year period, from 2021-22 to 2028-29, and has an outlay of Rs 6,238 crore. He added that the department can hold talks with the industry separately on issues like quality control orders and logistics. Thakur told the industry that the time is right to increase investments into the country as the government has enhanced its capex and taken steps to promote <keyword id="19996629" type="General" weightage="20" keywordseo="ease-of-doing-business" source="keywords">ease of doing business</keyword>. The public capex in the last 10 years is growing at a fast pace in areas like highways, expressway, ports, airports and railways, but the commensurate response of the private sector "somehow is not up to the expectation", he said. Earlier speaking at the event, DPIIT Secretary Amardeep Singh Bhatia said that a lot of steps have been taken to promote ease of doing business, cutting down compliance burden and decriminalisation of minor offences. The government has also recently approved 12 industrial townships and the industry can look at investing there. He added that capital availability is not an issue now and the government has also provided protection to the industry from predatory imports. Schemes like PLI and semiconductor mission have been rolled out to promote manufacturing and "now we want the industry" to ensure that they have necessary collaborations in place for technology and investments. The industry should do collaborations not only to target the domestic market but also become part of global value chains. "That is an expectation we are having from the entire industry and I think industry will rise to meet these expectations... We have a huge demographic dividend and the industry should take advantage of this otherwise we will miss it," Bhatia added. He also said that there is no paucity of adequate skilled labour in the country and logistics costs too are coming down. On logistics, he cited examples of Amazon and Flipkart selling goods in the remotest part of the country. "I don't think industry should look at the current domestic demand only for collaborations. They should look at the future and export market also in addition to the domestic market," he said, adding expenditure on research and development is "abysmally" low and that needs to be enhanced. Govt asks white goods industry to apply for manufacturing sops in large numbers

"The development of powertrain inverters and charging stations for EVs in particular is expected to fuel increases in global 200mm wafer capacity, as EV adoption continues to rise," according to the 200mm <keyword id="18943431" type="General" weightage="50" keywordseo="fab-outlook" source="Orion">Fab Outlook</keyword> to 2026 report, published by SEMI, a global industry association representing some 3,000 electronics design and manufacturing companies worldwide. "The global <keyword id="581400" type="General" weightage="20" keywordseo="semiconductor-industry" source="Orion">semiconductor industry</keyword>'s ramp to record 200mm fab capacity highlights the bullish expectations for growth in the automotive market in particular," SEMI President and CEO Ajit Manocha said. "While automotive chip supply has stabilised, the increased chip content in EVs and the drive to reduce charging time is spurring capacity expansions," he added, reports Yonhap news agency. SEMI said fab capacity for automotive and power <keyword id="145965" type="General" weightage="20" keywordseo="semiconductors" source="Orion">semiconductors</keyword> was likely to grow 34 percent by 2026, followed by microprocessor and microcontroller units at 21 percent and micro-electromechanical systems at 16 percent. And the world would have been a lot different if we'd done it," Otellini told The Atlantic. "And in hindsight, the forecasted cost was wrong, and the volume was 100x what anyone thought."Another opportunity came along when <a target="_blank" href="https://www.reuters.com/technology/artificial-intelligence/how-chip-giant-intel-spurned-openai-fell-behind-times-2024-08-07/">OpenAI approached Intel for an investment</a>. OpenAI wanted to reduce its reliance on Nvidia's chips for its AI and build its own infrastructure. The deal fell through, and Reuters said Intel's leadership didn't think generative-AI models would make it to the market soon. That bet would later come back to bite Intel, and now OpenAI has billions in <a target="_blank" class="" href="https://www.businessinsider.com/microsoft-openai-plan-100-billion-supercomputer-stargate-artificial-intelligence-report-2024-3">backing from Microsoft</a>.Intel bought the deep-learning startup <a target="_blank" href="https://www.businessinsider.com/intel-nervana-nvidia-ai-chips-2019-5">Nervana Systems</a> in 2016 to invest in AI. Habana helped launch Intel's next-generation <a target="_blank" href="https://www.zdnet.com/article/intel-shows-off-latest-gaudi-ai-chip-pitched-towards-enterprises/">Gaudi AI chip</a> for businesses this year.<h2 id="7638c8f7-2f25-407a-b2ad-4138ad761bd4">Intel's lack of GPUs</h2>While Intel focused on CPUs, competitors like the chip designers <a target="_blank" class="" href="https://www.businessinsider.com/amd-ai-vp-gpu-shortage-nvidia-lock-in-2024-7">AMD</a> and Nvidia hedged their bets with graphics processing units, which could assist with accelerated computing, a critical need for training AI."They didn't really have a GPU product road map," Rasgon said.Intel once had a stand-alone graphics chip called Larrabee in beta development. However, the project was <a target="_blank" href="https://www.cnet.com/science/intel-initial-larrabee-graphics-chip-canceled/">canceled</a> in 2009 and converted to a software-development platform after failing to hit performance targets."Nvidia's dominance didn't come from luck. It came from vision and execution. It ran into delays for its chips while TSMC was shipping chips for Apple, AMD, and Qualcomm. In 2020, Intel announced a <a target="_blank" class="" href="https://www.businessinsider.com/intel-delay-chip-production-stock-plunges-2020-7">delay</a> to its 7-nanometer chips due to a "defect mode" that would have been key for its next generation of chips. <a target="_blank" rel="noopener noreferrer" class="c-link" href="https://news.samsung.com/global/samsung-begins-chip-production-using-3nm-process-technology-with-gaa-architecture">Samsung</a> and <a target="_blank" rel="noopener noreferrer" class="c-link" href="https://www.tsmc.com/english/dedicatedFoundry/technology/logic/l_3nm">TSMC</a> soon announced more advanced manufacturing capabilities, fitting more transistors in a processor and leaving Intel behind once again.After using Intel's chips for 15 years on its MacBooks, Apple debuted its <a target="_blank" class="" href="https://www.businessinsider.com/apple-m1-chip-risk-moving-away-from-intel-macbook-pro-2020-11">in-house chip design</a> with the M1 in 2020 and contracted out manufacturing to TSMC.Intel is now placing its bets on the 18A chip and its Xeon-data-center chips. <a target="_blank" class="" href="https://www.businessinsider.com/intel-ceo-pat-gelsinger-turnaround-plan-aws-2024-9">Gelsinger's latest announcements</a> point to the creation of an independent subsidiary for Intel's foundries, which would allow for more independence to obtain and borrow capital.<h2 id="d89b101d-83ce-44a9-9eb3-54119fab12e4">A potential Qualcomm merger</h2>When The Wall Street Journal reported on September 20 that Qualcomm had <a target="_blank" class="" href="https://www.businessinsider.com/qualcomm-intel-acquisition-chips-semiconductors-tsmc-2024-9">approached Intel</a> for a takeover, tech forums were abuzz — and for good reason.The mobile-chip maker Qualcomm approached Intel to acquire its <a target="_blank" href="https://www.reuters.com/technology/qualcomm-has-explored-acquiring-pieces-intel-chip-design-business-sources-say-2024-09-06/">chip-designing</a> business and, later, for <a target="_blank" href="https://www.wsj.com/business/deals/qualcomm-approached-intel-about-a-takeover-in-recent-days-fa114f9d">a merger deal</a>, Reuters and the Journal reported, respectively. <a target="_blank" class="" href="https://www.businessinsider.com/intel-talks-investment-apollo-qualcomm-2024-9">Apollo Global Management</a> has also offered an "equity-like" investment of up to $5 billion, Bloomberg reported.A rescue for Intel is bound up with debates about the US's shifting role in the world's chip industry and the battle for dominance in the era of accelerated computing."If Intel was to be acquired by like a Qualcomm or a <a target="_blank" class="" href="https://www.businessinsider.com/vmware-customers-report-massive-price-increases-since-broadcom-deal-2024-8">Broadcom</a>, or any of these other big chip companies, that would be one of the biggest deals that has ever occurred in the chip space, like monumental," Dan Morgan, a senior trust portfolio manager at Synovus, said.A merger could reinvigorate the <a target="_blank" class="" href="https://www.businessinsider.com/tsmc-arizona-semiconductor-chip-fab-taiwan-china-president-joe-biden-2024-4">Biden administration's efforts</a> to position the US as a global chip-manufacturing hub and create a competitor capable of challenging Nvidia's monopoly in the AI-chip market, Morgan said.Even if <a target="_blank" class="" href="https://www.businessinsider.com/qualcomm-considers-intel-buyout-analysts-see-major-hurdles-2024-9">Qualcomm acquired Intel</a>, it's unclear what it would do with Intel's manufacturing operations. Though it would help Qualcomm diversify its products, a takeover would be a difficult bridge between the two companies and <a target="_blank" class="" href="https://www.businessinsider.com/qualcomm-considers-intel-buyout-analysts-see-major-hurdles-2024-9">wouldn't patch up</a> Intel's weaknesses, analysts have said."Now, you're buying their PCs and servers at present, but you're buying all the issues in their foundry business," Morgan said. "Why would you want to get involved in that? That is a huge undertaking."
