RESULTS: Republican Young Kim is projected to unseat incumbent Democratic Rep. Gil Cisneros and win California's 39th congressional district

<ul class="summary-list"><li>The road to the House majority will play out in a set of highly-competitive California contests.</li><li>The GOP has faltered in statewide races in California, but they found success with House races in 2020 and 2022.</li></ul><p>California Republicans are often thought as of an endangered species.</p><p>But largely through the efforts of former Speaker Kevin McCarthy — a Bakersfield native <a target="_blank" href="https://www.businessinsider.com/kevin-mccarthy-leaving-congress-2023-12">who stepped down from the House</a> last December — the GOP in recent years has been able to claw back some power in the Golden State by winning a set of highly-competitive swing districts in areas where the party still retains a sizable base of support.</p><p>And it is in these districts, from the Central Valley to the outskirts of Los Angeles and down to Orange County, where the House majority will likely be won or lost in 2024.</p><p>Republicans currently hold a slim 218-seat majority, a precarious position for the party as the 213-member House Democratic Caucus works to flip the chamber this year.</p><p>Here's a look at the six California congressional districts held by Republicans — five of which were won by President Joe Biden in 2020 — which will have an outsized role in which party holds the speaker's gavel in 2025:</p><div type="image" title="Young Kim" height="681" width="1024" msid="106270143" hostid="261"></div><p><strong>Young Kim, 40th District</strong></p><p><strong>First elected to the House:</strong> 2020</p><p>Kim, a former member of the California State Assembly and onetime aide to former congressman Ed Royce, first ran for Congress in 2018 in hopes of succeeding her longtime boss. But she lost to Gil Cisneros in what was a banner year for Democrats, especially in the suburbs.</p><p>With the strong backing of McCarthy and other GOP leaders, Kim ran again in 2020 and defeated Cisneros in a rematch, becoming one of the first Korean-American women to serve in the House. After the 2020 Census, her congressional district, which now includes parts of Orange, Riverside, San Bernardino counties, was reconfigured into one that would have narrowly backed Biden.</p><p>Kim won reelection by nearly 14 points in 2022, but Democrats see the contest as winnable. Harley Rouda in a district that had long favored Republicans. (Two years earlier, Rouda flipped the district by defeating then-Rep. Dana Rohrabacher, a conservative fixture in Congress.)</p><p>Steel <a target="_blank" href="https://www.politico.com/news/2023/09/30/california-gop-rejects-effort-to-strip-abortion-same-sex-marriage-from-platform-00119299">has staked out socially-conservative positions</a> on issues like abortion and same-sex marriage, and in 2022, she won reelection over Democratic nominee Jay Chen by nearly 5 points.</p><p>But Biden would have won the current configuration of Steel's district, which includes parts of Orange and Los Angeles counties, by 6 points.</p><p>In the November election, Steel will face Democrat Derek Tran, a consumer rights attorney.</p><div type="image" title="Mike Garcia" height="683" width="1024" msid="106270146" hostid="261"></div><p><strong>Mike Garcia, 27th District</strong></p><p><strong>First elected to the House:</strong> 2020 special election</p><p>Garcia, a former Navy fighter pilot, has proven to be an adept candidate in his northern Los Angeles County-anchored district. In all three of Garcia's races, including the May 2020 special election triggered by the resignation of Democrat Katie Hill, he defeated former Democratic state lawmaker Christy Smith.</p><p>In November 2020, Garcia narrowly defeated Smith by 333 votes out of nearly 340,000 ballots cast (a 0.1% edge), but in 2022 he won by <a target="_blank" href="https://www.businessinsider.com/results-mike-garcia-christy-smith-california-27th-district-house-election-2022-11">a much more decisive 6 points</a>.</p><p>So the district, which would have voted for Biden by 12 points under its new lines, remains a top priority for both parties headed into the 2024 elections. Republicans need to retain a foothold in suburban districts like the 27th to have any shot of retaining their majority, while Democrats see the district as a key pickup opportunity given its bluer lean at the presidential level.</p><p>Democrats — <a target="_blank" href="https://twitter.com/ChristySmithCA/status/1628442197069828096?lang=en">including</a> early-endorser Smith — are lined up behind George Whitesides, a former NASA chief of staff and onetime Virgin Galactic chief executive.</p><div type="image" title="Ken Calvert" height="683" width="1024" msid="106270148" hostid="261"></div><p><strong>Ken Calvert, 41st District</strong></p><p><strong>First elected to the House:</strong> 1992</p><p>Calvert is the longest-serving California Republican in Congress. A former local GOP county party chair, he's represented parts of Riverside County in Congress since 1993. His seat spans several Coachella Valley cities, along with parts of the Inland Empire, including Corona.</p><p>The 15-term incumbent has been a mostly reliable vote for GOP leadership. Calvert was among <a target="_blank" href="https://www.nytimes.com/interactive/2021/01/07/us/elections/electoral-college-biden-objectors.html">the 147 Republicans who voted to overturn</a> at least one state's election results after the 2020 presidential election.</p><p>Calvert won most of his races by large margins before redistricting, and he last faced a truly competitive reelection fight in 2008. But in 2022, Calvert defeated Democrat Will Rollins, a former federal prosecutor, by just under 5 points.</p><p>Calvert and Rollins will face off in a rematch this fall.</p><div type="image" title="John Duarte" height="683" width="1024" msid="106270149" hostid="261"></div><p><strong>John Duarte, 13th District</strong></p><p><strong>First elected to the House:</strong> 2022</p><p>Duarte isn't just a Republican in what would have been a Biden-won district in 2020. The businessman and pistachio farmer holds a Central Valley seat in one of the most pro-Biden districts that is currently held by a Republican.</p><p>House Democrats have been eager to take shots at Duarte, including his decision to support House Judiciary Committee Chairman Jim Jordan's <a target="_blank" href="https://www.businessinsider.com/matt-gaetz-jim-jordan-house-republicans-secret-ballot-speaker-nominee-2023-10">onetime bid for the speakership</a>. TJ Cox in a rematch.</p><p>Valadao's return to Congress was overshadowed by his decision to become <a target="_blank" href="https://www.businessinsider.com/republicans-voting-to-impeach-trump-capitol-insurrection-2021-1">one of 10 House Republicans</a> to vote to impeach President Donald Trump in the aftermath of the Capitol riot. Unlike his colleagues, Valadao grew largely silent after the vote. Republican Rep. Young Kim faces off against Democrat Asif Mahmood in California's 40th Congressional District election

<ul class="summary-list"><li>The US military will continue to offer <keyword id="12021656" type="UNKNOWN" weightage="60" keywordseo="abortions" source="Orion">abortions</keyword> in the case of rape or incest, or when the mother's life is at risk, according to a DOD memo.</li></ul><p>The Department of Defense will continue to offer abortions to service members in cases where the pregnancy puts the life of the mother at risk or is the result of rape or incest, according to a memo obtained by Insider. </p><p>The care extends to service members, dependents, beneficiaries, and Department of Defense civilians, the memo from Under Secretary of Defense for Personnel and Readiness Gil Cisneros Jr. said.</p><p>"Nothing is more important than the health and well-being of our Service members, the civilian workforce, and DoD families, and we are committed to taking care of all of our people and ensuring that the entire Force remains ready and resilient," the memo said.</p><blockquote class="twitter-tweet blockquote" data-lang="en" data-cards="" data-conversation="">—Matt Seyler (@MattSeyler) <a href="https://twitter.com/mims/statuses/1541786492909010944">June 28, 2022</a></blockquote><p>The Hyde Amendment, adopted in 1980, prevents federal funds from being used to pay for abortion unless it would save the life of the mother or in the case of rape or incest. That means that TRICARE, the military's health care program, won't cover abortions in many cases. </p><p>Even with those exceptions, it can be exceptionally difficult to prove that the pregnancy would jeopardize the service member's life. In 2008, a female service member's found out she was pregnant while undergoing chemotherapy for kidney cancer and TRICARE denied the request to get an abortion, despite the high risk of fetal anomalies associated with chemotherapy. </p><p>The woman's physician <a href="https://www.vice.com/en/article/ywekeg/does-tricare-cover-abortion">told VICE News</a> that TRICARE was refusing to provide "a safe procedure" so that she could proceed with cancer care. </p><p>When abortions are approved, it can be difficult to find military medical staff who are trained to perform the procedure as the restrictions on abortions make it harder for military residency programs to provide training for obstetrics and gynecology residents. </p><p><a href="https://sgp.fas.org/crs/misc/95-387.pdf">In a 2013 report for Congress,</a> researchers found that military physicians tend to be generally more conservative and even when training was available it was unlikely residents would volunteer to take it in order to not "ruffle the feathers of a superior." </p><p>On Friday, after the Supreme Court's overturning of Roe v. Wade, Defense Secretary Lloyd Austion said he is "committed to taking care of our people" and that the military was closely examining the decision to "ensure we continue to provide seamless access to reproductive health care as permitted by federal law." </p><p>Nine states, including Texas, which is home to over a dozen military installations, will not allow abortions even in the case of rape or incest, which makes the DOD's policy more lenient than state regulations. </p><p>Women make up about 20% of the military's 1.3 million active-duty force, according to Department of Defense statistics. </p><p><em>This story is developing. Kim, a former state assemblywoman and Royce aide,<a href="http://www.latimes.com/politics/la-me-pol-mimi-walters-young-kim-201891112-story.html" target="_blank" rel="noopener"> led by nearly 4,000 votes</a> when the polls closed on Nov. 6th.</p><p>After initially accusing the Cisneros campaign of being "rebuked" by the Los Angeles Registrar and County Clerk's offices for alleged ballot tampering on Sunday, the Kim campaign took the allegations a step further after Cisneros gained more ground on Monday.</p><p>"T<span>he Gil Cisneros Campaign has been desperate to influence and alter the outcome of this race by harassing and intimidating vote counters in Orange County," <a href="https://www.kimforcongress2018.com/cd-39-ballot-update/" target="_blank" rel="noopener">the campaign said Monday</a>. "</span><span>Those nefarious actions reflect a campaign...that will do anything in their desperate effort to change the results." </span></p><p><span>They also asserted that Kim's initial lead should be reflected in the results of the mail-in and provisional ballots, adding that "anything falling significantly outside of those percentages could reflect foul play." </span></p><p><span>As the Los Angeles Times pointed out on Tuesday, however, the distribution of the vote count in the 39th district so far is par for the course in California elections. </span></p><p><span>While older and more conservative-leaning voters make up most of those who vote early and on Election Day, younger and Democratic-leaning voters take advantage of California's policy to count all mailed-in ballots that are postmarked by Election Day, <a href="http://www.latimes.com/politics/la-me-pol-mimi-walters-young-kim-201891112-story.html" target="_blank" rel="noopener">meaning Democratic candidates usually see their vote counts increase as those ballots are tabulated. </a></span></p><p><span>In a statement to INSIDER on Tuesday, the Cisneros campaign accused the Kim campaign of "blatantly lying" in their allegations of ballot tampering, and further alleged that a representative for the Kim campaign had, in fact, been asked to leave the premises of the LA County Registrar's Office for photographing ballots.</span></p><p><span>A spokesperson for LA County Registrar denied the Kim campaign's allegations of ballot interference and harassment of vote counters to INSIDER, also on Tuesday.</span></p><p><span>"We have not addressed anything related to ballot tampering or physical tampering with ballots," they said. <br />"Our process is transparent and secured." </span></p><p><span>The office declined to comment on <a href="https://twitter.com/PhilforHouse/status/1062212770739802112" target="_blank" rel="noopener">the Cisneros campaigns' allegations and eyewitness reports </a>that as many as three observers and supporters of the Young Kim campaign were escorted off the premises of the Registrar's O</span><span>ffice.</span></p><p><span>The Kim campaign did not respond to INSIDER's requests for comment on the Registrar's statement or whether they planned to retract their allegations of vote tampering in light of the Registrar's denial of such activity.  </span></p><p><span>Equality California, a LGBTQ rights group supporting Cisneros, called the Kim campaign's allegations a "</span>desperate, dangerous stunt to save face as her lead continues to shrink"<a href="https://twitter.com/sgarrettpate/status/1062425930029686784" target="_blank" rel="noopener"> in a Tuesday statement. </a></p><p>"Accusing your opponent of cheating just because you don't like the outcome may be the norm in Florida these days, but it won't fly in California," the group added. </p><p>Accusations of voter fraud and disagreements over procedures for counting overseas and provisional ballots have been an issue in a number of 2018 midterm races, including the recounts of the gubernatorial and Senate races in Florida. </p><p><em><strong>Read more: </strong><a href="https://www.businessinsider.com/florida-georgia-and-arizona-are-still-counting-and-recounting-votes-2018-11" target="_blank" rel="noopener">Hotly contested </a><a href="https://www.businessinsider.com/florida-georgia-and-arizona-are-still-counting-and-recounting-votes-2018-11" target="_blank" rel="noopener">r</a><a href="https://www.businessinsider.com/florida-georgia-and-arizona-are-still-counting-and-recounting-votes-2018-11" target="_blank" rel="noopener">recounts are underway in Florida, as Georgia and Arizona scramble to finalize results in key races</a></em></p><p>In a Tuesday ruling, a judge in Florida found no evidence for <a href="https://www.businessinsider.com/florida-recount-judge-vote-fraud-claims-2018-11" target="_blank" rel="noopener">claims of election fraud and illegal practices</a> by local election authorities lodged by Republican Senate candidate Gov. Tensions flare as candidates accuse each other of ballot tampering and "foul play" in a close California congressional race

<ul class="summary-list"><li>Insider found at least 13 lawmakers that have held stock in <keyword id="13098475" type="UNKNOWN" weightage="60" keywordseo="turbotax" source="Orion">TurboTax</keyword>'s parent company.</li><li>Liberal lawmakers are trying to break <keyword id="13654695" type="UNKNOWN" weightage="60" keywordseo="intuit" source="Orion">Intuit</keyword>'s limits on the government's ability to make it easier for all taxpayers to file their <keyword id="11898253" type="UNKNOWN" weightage="60" keywordseo="taxes" source="Orion">taxes</keyword> for free online.</li></ul><p>At least 13 members of Congress have recently held a financial stake in Intuit, the parent company of the TurboTax, the tax preparation giant that has staged a decades-long effort to make it harder for Americans to file their federal taxes for free, according to financial disclosure documents.</p><p>Lawmakers' investments in Intuit come at a time when the Biden Administration has targeted the company, with the <keyword id="11897355" type="UNKNOWN" weightage="60" keywordseo="federal-trade-commission" source="Orion">Federal Trade Commission</keyword> in March issuing an <a href="https://www.ftc.gov/system/files/ftc_gov/pdf/D09408IntuitP3Complaint.pdf">administrative complaint</a> and <a href="https://www.propublica.org/article/ftc-sues-to-stop-deceptive-turbotax-free-ad-campaign">suing Intuit</a> in federal court "for deceiving consumers with bogus advertisements pitching 'free' tax filing that millions of consumers could not use."</p><p>Their investments also stand out as Congress itself <a href="https://www.businessinsider.com/stock-ban-congress-pelosi-mccarthy-mcconnell-schumer-2022-2" target="_blank" rel="noopener noreferrer">actively debates</a> whether to ban its elected members from trading individual stocks — a practice that lawmakers have long permitted for themselves. Insider's "<a href="https://www.businessinsider.com/conflicted-congress-key-findings-stock-act-finances-investing-2021-12">Conflicted Congress</a>" project has found <a href="https://www.businessinsider.com/congress-stock-act-violations-senate-house-trading-2021-9" target="_blank" rel="noopener noreferrer">rampant violations</a> of current financial disclosure laws and <a href="https://www.businessinsider.com/congress-members-are-trading-defense-stocks-while-shaping-military-policy-2021-12" target="_blank" rel="noopener noreferrer">potential</a> <a href="https://www.businessinsider.com/lawmakers-bought-sold-covid-19-related-stocks-during-pandemic-2021-12" target="_blank" rel="noopener noreferrer">conflicts</a> <a href="https://www.businessinsider.com/congress-holding-stocks-facebook-twitter-disney-fox-news-2021-12" target="_blank" rel="noopener noreferrer">of</a> <a href="https://www.businessinsider.com/congress-democrats-with-fossil-fuel-stocks-investments-2021-12" target="_blank" rel="noopener noreferrer">interest</a> among dozens of lawmakers.</p><p>Reps. Michael McCaul, a Texas Republican, and Ro Khanna, a California Democrat, and their respective families own the largest holdings in Intuit stock, which has declined in value since peaking in late December, but <a href="https://markets.businessinsider.com/stocks/intu-stock">is still up almost 100%</a> since this time two years ago. </p><p>McCaul, mostly through his wife, Linda, has reported trading upwards of $700,000 in Intuit stock in just the past two years, according to congressional financial disclosure reports.</p><p>Khanna, mostly through his wife, <a href="https://www.businessinsider.com/ginni-clarence-thomas-text-messages-dc-power-marriages-2022-3">Ritu</a>, reported owning as much as $115,000 in Intuit stock, according to his <a href="https://www.documentcloud.org/documents/21138648-8218200_rohit-khanna">most recent</a> annual financial disclosure.</p><p>A spokesperson for Khanna stressed that the lawmaker, who is viewed in some progressive circles as a <a href="https://www.politico.com/news/2022/03/17/sanders-khanna-presidential-bid-2024-00018017">future presidential candidate</a>, is supportive of efforts to make it easier for more Americans to file their taxes online for free.</p><p>"Rep. Khanna does not own any individual stocks and complies fully with the [proposed] Ban Conflicted Trading Act, which would prohibit lawmakers from buying or selling individual stocks. Any assets in question are his wife's assets prior to marriage and in a diversified trust that is managed by an outside financial advisor," a Khanna spokesperson said in a statement. "He believes that Americans should be able to easily file their taxes online for free and has consistently opposed efforts to block the <keyword id="6359816" type="UNKNOWN" weightage="60" keywordseo="irs" source="Orion">IRS</keyword> from creating free electronic filing."</p><p>One Democratic lawmaker — Rep. Kathy Manning of North Carolina — reported the sale of part of her Intuit holdings more than 5 months after the sale, a flagrant violation of the law that requires lawmakers to notify the public no more than 45 days after such a transaction takes place.</p><p>Manning, <a href="https://readsludge.com/2022/02/14/rep-manning-violated-the-stock-act-51-times-last-year/">whose violations were first reported by Sludge</a>, a nonprofit news organization, is one of the 59 lawmakers Insider has identified since 2021 of violating the disclosure provisions of the <a href="https://www.businessinsider.com/congress-stock-act-violations-senate-house-trading-2021-9">Stop Trading on Congressional Knowledge (STOCK) Act of 2012</a>, a federal law designed to stop insider trading and prevent conflicts-of-interest.</p><p>Manning, whose office did not reply to Insider's requests for comment, reported selling as much as $30,000 worth of Intuit stock last August and October.</p><div type="image" title="Rep. Kathy Manning stock trade disclosure" height="2298" width="1224" msid="90944703" hostid="261"></div><p>Rep. Dean Phillips, a Democrat from Minnesota, last summer joined a small, but growing number of lawmakers in putting his tradable assets in a "<a href="https://www.businessinsider.com/meet-the-members-of-congress-who-dont-buy-and-sell-stocks-2021-12">qualified blind trust</a>" — a publicly disclosed, congressionally approved financial arrangement in which a lawmaker officially transfers management of their financial assets to an independent trustee. </p><p>Sam Anderson, a Phillips spokesperson, said that the congressman's move is "an all-too-rare decision he hopes becomes the rule in Congress." Before he announced the blind trust, Phillips reported owning between $15,001 and $50,000 in Intuit shares. (Members of Congress are only required to disclose the values of their holdings in broad ranges.) </p><p>Other lawmakers who have disclosed holding or recently holding Intuit stock shares include:</p><ul><li><strong>Rep. Bill Keating</strong>, a Democrat from Massachusetts, purchased between $1,001 and $15,000 in Intuit stock in March 2021 and has held it ever since, according to congressional stock trade <a href="https://disclosures-clerk.house.gov/public_disc/ptr-pdfs/2021/20018465.pdf">disclosures</a>.</li><li><strong>Rep. Byron Donalds,</strong> a Republican from Florida, who held between $1,001 and $15,000 in Intuit stock through a retirement account, according to his most recent annual disclosure.</li><li><strong>Rep. David McKinley</strong>, a Republican from West Virginia: his wife Mary sold part of her holdings in August 2021 for between $1,001 and $15,000 through a retirement account.</li><li><strong>Rep. Fred</strong> <strong>Upton</strong>, a Republican from Michigan: held between $1,001 and $2,000 in Intuit shares, according to a hand-written notation on his most recent annual disclosure. Upton, or someone else, also added a hand-written note that the shares are part of a JPMorgan account that he has no control over.</li><li><strong>Rep. <keyword id="11940629" type="UNKNOWN" weightage="60" keywordseo="peter-meijer" source="Orion">Peter Meijer</keyword>, </strong>a Republican from Michigan, reported capital gains and dividends in 2020 from a trust that held Intuit shares that he sold the same year, according to his most recent annual disclosure. A Meijer spokesperson said, "Rep. Meijer's knowledge, the trust has sold all equities. He has no investment advisory authority."</li><li><strong>Rep. Richard "Rick" Allen</strong>, a Republican from Georgia, reported that his wife, Robin, held between $15,001 and $50,000 in company shares, according to his most recent annual disclosure. </li><li><strong>Sen. James Inhofe, </strong>a Republican from Oklahoma, reported less than $1,001 in capital gains and dividends from Intuit shares, according to his most recent annual disclosure. </li><li><strong>Sen. Tommy Tuberville, </strong>a Republican from Alabama, sold between $1,001 and $15,000 worth of Intuit shares on March 30, the entirety of his stake in the company, which he held in a joint account with his wife, Suzanne.</li></ul><p>Additionally, when former Rep. Gil Cisneros, a Democrat from California, left office in early 2021, he reported <a href="https://disclosures-clerk.house.gov/public_disc/financial-pdfs/2021/10039421.pdf">owning</a> between $50,001 and $100,000 worth of Intuit stock, having in 2020 earned capital gains and/or dividends from it valued at between $15,001 and $50,000, according to a disclosure he filed in April 2021.</p><p>Cisneros now serves in the Biden administration as under secretary of defense for personnel and readiness. </p><p>Ethics experts told Insider it is hard to judge the details of any single trade or even a lawmaker's actions, but stressed the questions around such activity underline the necessity of passing a law to ban such practices.</p><p>"When you have members of Congress that have stock in a company that has a specific interest in an issue that is before Congress, we're always going to have to ask whether that stock ownership influenced that member of congress decision making — that if a member stands to benefit by a blocking a proposal or blocking a proposal there's always a very real possibility that is going to influence what action they may take," Noah Bookbinder, president of Citizens for Responsibility and Ethics in Washington, said in an interview. "That shouldn't be the case. We shouldn't have to question the motives of members of Congress on issues that affect millions of Americans."</p><p>Dylan Hedtler-Gaudette, government affairs manager for nonpartisan watchdog group Project on Government Oversight, said this "appearance of a conflict of interest that can just be as destabilizing" for public trust in Congress itself.</p><div type="image" title="FTC building" height="2666" width="3967" msid="90944704" hostid="261"></div><h2><strong style="color: #000000;">TurboTax has fought hard to remain on top</strong></h2><p>TurboTax has been a major boon for Intuit, powering the Silicon Valley software giant to lofty heights as Americans began rapidly shifting from filing paper tax forms to moving online.</p><p>But as ProPublica documented in an <a href="https://www.propublica.org/article/inside-turbotax-20-year-fight-to-stop-americans-from-filing-their-taxes-for-free">extensive 2019 report</a>, Intuit's dominance is based on the company's ability to limit how many Americans can easily file for free federal returns.</p><p>"For a decade proposals have sought to create IRS tax software or a ReturnFree Tax System; All were stopped," reads a confidential 2007 PowerPoint presentation from an Intuit board of directors meeting obtained by ProPublica.</p><p>The struggle dates back to President George W. Bush, whose White House initially proposed making a host of government services more accessible, including the ability to file taxes.</p><p>Intuit kicked its lobbying into high gear. As a result, the IRS caved on the initial hope and settled for a partnership of tax prep companies, led by Intuit, that agreed to "provide free federal filing to 60% of taxpayers, or about 78 million people at the time," according to ProPublica.</p><p>As of tax day 2022, an estimated 70% of taxpayers Americans can file their taxes for free. But as Vox points out, <a href="https://www.vox.com/policy-and-politics/22596072/irs-turbotax-hr-block-free-file-tax-return">comparatively few people take advantage of this service</a>. Only 4.2 million returns or roughly 2.6% used the FreeFile program in 2019.</p><p>Intuit has continued to spend millions of dollars each year lobbying the federal government. <a href="https://www.opensecrets.org/news/2022/03/intuit-spends-millions-lobbying-amid-accusations-of-deceptive-turbotax-advertising/">According to OpenSecrets,</a> a nonpartisan research organization, the company spent nearly $3.3 million in 2021 and about $3.4 million in 2020.</p><p>Like other major companies, it has also relied on the revolving door between government and the lobbying industry to enlist former top administration officials and lawmakers in its advocacy. At least four former members of Congress have lobbied on Intuit's behalf.</p><p>Some lawmakers want to limit Intuit's power.</p><p>Democratic Sen. Elizabeth Warren of Massachusetts, a former presidential candidate,  and Rep. Brad Sherman, a Democrat from California, introduced sweeping legislation in 2019 that among other measures would prohibit the IRS from entering into the type of agreement it made with Intuit and other tax prepares that dates back to the Bush administration. It would also direct the IRS to develop its own way for all Americans to file their taxes for free online.</p><p>Warren and Sherman's legislation is co-sponsored by progressive stalwarts like Rep. Alexandria Ocasio-Cortez of New York and Sen. Bernie Sanders of Vermont but has yet to garner any Republican support. </p><p>"TurboTax is bombarding consumers with ads for 'free' tax filing services, and then hitting them with charges when it's time to file," Samuel Levine, Director of the Bureau of Consumer Protection, <a href="https://www.ftc.gov/news-events/news/press-releases/2022/03/ftc-sues-intuit-its-deceptive-turbotax-free-filing-campaign">said</a> in March. "We are asking a court to immediately halt this bait-and-switch, and to protect taxpayers at the peak of filing season."</p><p>Intuit said in <a href="https://www.intuit.com/blog/taxpayer-empowerment/intuit-responds-to-complaint-from-u-s-federal-trade-commission/">response</a> that the "<keyword id="11897594" type="UNKNOWN" weightage="60" keywordseo="ftc" source="Orion">FTC</keyword>'s arguments are simply not credible" and argued that more Americans are taking advantage of its free filing offerings.</p><p>"In fact, Intuit has always supported consumers filing for free as a founding member of the IRS Free File program and in our other practices," the company said in a statement. "The FTC's complaint fails to acknowledge the reality that Intuit was, at all times, in compliance with the IRS requirements."</p>

Speaker of the House Nancy Pelosi tweeted to President Donald Trump to reverse the policy.</p><p>"America's servicemembers &amp; diplomats abroad are among our nation's best, yet @realDonaldTrump is launching an attack on their families, putting in doubt the citizenship of their children born overseas. This shameful policy must be reversed immediately," Pelosi tweeted Wednesday night.</p><p>While the Office of the Secretary of <keyword id="6354810" type="UNKNOWN" weightage="100" keywordseo="defense">Defense</keyword> told Insider that "<span style="color: #000000;">the estimated impact of this particular change is small," it's as yet unclear how many US service members the new policy would impact. Gil Cisneros, a Navy veteran and member of Congress from California, tweeted, "It's unconscionable for the administration to penalize our active-duty servicemembers for committing to serve overseas. Denying their children citizenship of the country they choose to serve is shameful and a discredit to their sacrifices."</span><span style="color: #000000;"></span></p><p>Rep. Salud Carbajal, another California veteran serving in Congress and a naturalized US citizen, tweeted, "Despicable. As families across the globe make incredible sacrifices to serve our country, this undermines our recruitment and readiness.&#xa0;&#xa0; I am a veteran and a naturalized citizen - I understand the weight of this decision. We won't let this stand."</p><p>Rep. Ted Lieu, a California congressman and Navy veteran, tweeted Wednesday, "Here is another totally stupid and ridiculous policy change by @realDonaldTrump. This change punishes US service members who deploy overseas to fight for our country. And it will make it even more difficult to recruit people to join our all volunteer military."</p><p>Rep. Barbara Lee of California tweeted, "This is a slap in the face to so many service members and diplomats serving our country abroad. This change serves absolutely no one. Trump has taken his xenophobia to new extremes. Outrageous."</p><p>Presidential candidates weighted in, too, including Joe Biden, who called the new policy "reprehensible and cruel."</p><p>&#xa0;</p><p>Military organizations also pushed back against the new policy. Mimi Walters, who is fighting for reelection in California's 45th Congressional District, repeatedly charged Democrats are attempting to "steal" her seat by tampering with votes, according to recent fundraising emails sent out by her campaign and obtained by INSIDER.</p><p>Walters, a second-term Republican congresswoman, holds a razor-thin lead over Democratic challenger, law professor Katie Porter, in the race for the 45th District, located in Orange County in Southern California. </p><p>By 5 p.m. local time on Monday, Walters' lead had slimmed to just 1,000 votes. Orange County election officials estimated that day that <a href="http://www.laist.com/2018/11/12/where_california_stands_in_its_vote_count_and_close_socal_races.php" target="_blank" rel="noopener">302,895 ballots remained to be tabulated</a>. </p><p>Elections in California elections <a href="http://nymag.com/intelligencer/2018/11/all-the-midterm-races-that-remain-unresolved.html" target="_blank" rel="noopener">take longer to resolve than in most states</a>, since California allows mail-in ballots that arrive up to the Friday after Election Day to be counted as long as they're postmarked by Election Day. </p><p>In at least three emails sent out between Sunday and Tuesday, Walters' campaign charged that "Democrats are already preparing for a recount to try and steal this Republican seat <em>after the fact." </em>The campaign also wrote "the left has spent tens of millions against me, and they'll stop at nothing to make sure they can still win this seat."</p><p>A fundraising email sent Tuesday said "we must be able to make sure vote tallies aren't tampered with, and that only valid votes from registered voters are counted." </p><p>A representative for Walters' campaign did not immediately respond to INSIDER's request for comment.</p><p>In California's 39th Congressional District, the other Southern California race that remains to be called, Republican Young Kim claimed her Democratic opponent Gil Cisneros had been reprimanded by the Los Angeles County Registrar for physically tampering with ballots and "harassing" vote counters. </p><p><em><strong>Read more: </strong><a href="https://www.businessinsider.com/cisneros-kim-allege-ballot-tampering-california-congressional-race-2018-11" target="_blank" rel="noopener">Tensions flare as candidates accuse each other of ballot tampering and "foul play" in a close California congressional race</a></em></p><p>A spokesperson for the LA County Registrar, however, refuted the Kim campaign's allegations <a href="https://www.businessinsider.com/cisneros-kim-allege-ballot-tampering-california-congressional-race-2018-11" target="_blank" rel="noopener">in a Tuesday statement to INSIDER</a>. The Registrar's office declined to comment on the Cisneros camp's claims that multiple observers from the Kim campaign had been asked to leave for attempted vote tampering.</p><p>Republicans in Florida, <a href="https://www.businessinsider.com/florida-georgia-and-arizona-are-still-counting-and-recounting-votes-2018-11" target="_blank" rel="noopener">which is in the throes of its own recounts</a> in the hotly-contested gubernatorial and Senate races, have also accused Democrats and local election officials of election fraud and vote tampering, allegations echoed by President Donald Trump.</p><p>In a Tuesday ruling, <a href="https://www.businessinsider.com/florida-recount-judge-vote-fraud-claims-2018-11" target="_blank" rel="noopener">a judge in Florida found no evidence for those claims of election fraud</a>, encouraging both Democrats and Republicans to "<span>ramp down the rhetoric" while the recounts proceed. </span></p>
