Energy-efficient water heaters in India

<ul><li>Snapdeal added 6 million new buyers on its platform during the pandemic.</li><li>Its recent 5-day sale kicked-off on October 16 and ended on October 20. </li><li>Rajnish Wahi, Senior Vice President, Snapdeal tells us some of the trends the platform saw during its pre-Diwali sale, its plan to go deeper into Bharat and USPs that helped it stand out in the clutter of online sales. </li></ul>Indian consumers have always been value-conscious, who take pride in their haggling skills and with the pandemic, buyers are expecting greater value for their spends. Therefore, e-commerce player Snapdeal’s sale, which took place between October 16 to 20, focused on offering ‘Kum Mein Dum Diwali,’ i.e., value deals for lesser money. <br /><br />According to Snapdeal, less than 5% percent of retail is online and during this on-going <keyword id="36208" type="PERSON" weightage="20" keywordseo="festive-season">festive season</keyword>, the platform’s aim is to bring more users online and give them strong reasons to switch. <br /><br />Snapdeal observed that consumers weren’t willing to buy premium brands this year and wanted to access the online platforms in their regional language. So, as other e-commerce platforms offered premium brands at a discounted price, Snapdeal wanted to make online shopping more inclusive for buyers across India. It focused more on non-metro cities, which is a market with potential 400 million users and shipped orders to rural places like Palasner in Maharashtra, Abdasa in Gujarat, Kalsi in Uttarakhand, Chitkul in Himachal among many others. <br /><br />Ahead of the sale, Snapdeal added 1300 new pin codes to go deeper into Bharat, areas which were previously unserviceable or where users were compelled to travel to nearby towns to collect their orders. It also updated its user interface by adding eight languages including Hindi, Tamil, Kannada, Telugu, Malayalam, Gujarati, Punjabi, and Marathi. <br /><br />As a result, 70% of its orders were received by sellers located beyond the top 5 metropolitan areas of the country and 90% of its orders were placed from non-metro cities.<br /><br />We caught up with Rajnish Wahi, Senior Vice President, Snapdeal to further understand some of trends that the platform saw during its sale. <br /><br />Excerpts: <br /><br /><strong>Q. The role of engagement and communication has never been more important, especially in today’s digital-first world. How are you making sure your communication during this year's sale is relevant to consumers?</strong><br /><br />Snapdeal is sharply focused on catering to the value-conscious consumers, who see e-commerce as the connecting link between their aspirations, access and affordability. <br /><br />Our theme for this year’s festive sale - “Kum Mein Dum Diwali '' clearly communicates our core message - your shopping rupee has more value this year. As part of our sale preparations, we had conducted a survey of nearly 1.25 Lakh users and one of the key insights was user unwillingness to pay for brand premiums this year and instead focus on the functional value of their purchases. <br /><br />Based on these inputs, the festive assortment was expanded in a focused manner by on-boarding additional sellers for popular products like kitchen appliances, kitchenware, bed linen, apparel, footwear and fashion accessories like watches, wallets, etc. Shaping our sale offers around the clearly-stated expectations of our customers and conveying the same unambiguously through our festive promotions and digital marketing is the sum and substance of our festive communication.<br /><br /><strong>Q. This year is different. People have been observed to be judicious in spending. How has the consumer sentiment improved? <br /></strong><br />While 2020 has been a volatile year, we see that there are many tailwinds that are propelling our business. The pandemic has resulted in redistribution of demand between offline and online channels, with online gaining share due to its inherent advantages of reach, convenience, large assortment and safety of buying from home. It has also accelerated the familiarity and acceptance of e-commerce amongst new buyers. <br /><br />With the pandemic, consumers have become more price conscious and are likely to opt for lesser-priced products, while not compromising on their quality expectations. Given all of this, we have seen two sets of buyers come on Snapdeal - one which is trading up to a better assortment and one that is trading down and opting for better functional value instead of big brands. In fact, we have added 6 million new buyers on our platform in the pandemic.<br /><br />We are witnessing the return of enthusiasm for festivities and it is also apparent that online channels will be a preferred medium for a larger number of buyers this year. But it will also be different this year, as more people will be price conscious and will look to spend on quality products that suit their price sensibilities.<br /><br />In a way, Snapdeal’s “Kum Me Dum” focus is about “offering more choices at price points better than last year”, especially for popular categories like home &amp; fashion, which has been made possible by year-long focus on expanding our value selection. <br /><strong><br />Q. With the on-going festive season, many other platforms will have their Sales days too. How do you then cut the clutter and make sure you win consumers? How will you be different from the other players in the segment?<br /></strong><br />Snapdeal is synonymous with value e-commerce. While others in the industry are now starting to build a value segment, we at Snapdeal have been focused on “only value” for the last three years. <br /><br />While other platforms are making efforts to sell branded items at discounted prices, these are still not affordable for a majority of the buyers in the country. <br /><br />On the other hand, we are focussed on bringing the depth and diversity of India's bazaars &amp; markets to the doorsteps of our users. On Snapdeal, buyers find endless varieties of regional and local brands that not only serve their needs, but also offer immense value at affordable prices. <br /><br />The result of our “Kum Mein Dum” Diwali sale bears testimony to this - more than 80% of Snapdeal’s Diwali shoppers chose to buy regional &amp; local brands on Snapdeal. The strong growth of lesser-known brands relative to national/international brands has been because of two key reasons: increased choice and a substantial price difference. <br /><br />Our value-focused positioning runs consistently through our selection and communication and is one the reasons why 90% of our orders flow from non-metros cities and towns across the country.<br /><br /><strong>Q. What are some of the other trends you are expecting to see this festive?<br /></strong><br />Our first sales results are out and are reflective of how close the lives of users revolve around their homes. The sale in the home products category has grown by 30% over last year and has become the largest category on Snapdeal this year, overtaking the fashion category, which has traditionally been the top-performer at Snapdeal. The growth in the home category is propelled by popular products like kitchen appliances, kitchenware, bed &amp; bath,decor,cleaning equipment, lighting and comforters &amp; blankets etc. <br /><br />This growth in the fitness category reflects the extra time that people have on their hands and also underscores heightened awareness about personal health &amp; fitness. This category has grown by 45% over last year led by gym essentials like tummy trimmers, push-up bars, wrist supports, fitness gloves, hand grip strengtheners etc. Users buying sports equipment like badminton racquets &amp; cricket sets and weighing machines are also strong consumer trends.<br /><br />While the fashion category has also grown from previous years in terms of shipped units, the growth is less than other higher-performing categories. In the fashion category, there is an increased spending on kidswear in the festive season. . <br /><br />Among popular picks in Snapdeal’s Diwali sale are men’s &amp; women’s grooming products, nutritional supplements, religious items (prayer books, temples accessories etc). With the deterioration of air quality in North India, the sale of N95 masks, air-purifier filters, anti-pollution skincare items, skin moisturisers, lip balms has also increased.<br /><br />Snapdeal also witnessed an increase in gifting via e-commerce early in this festive season. The range of festivals starting with Karva Chauth and followed by Dhanteras, Diwali, Bhaiya Dooj and Chhath Puja have become important gifting occasions for users in various parts of the country. While in the previous years, shoppers used e-commerce channels to buy and ship to families &amp; friends in other cities, this year many shoppers in metro cities are also sending gifts to people living in the same cities. This year gift cards have also been hugely popular among people to send to their friends and family, with a 3X surge in orders as compared to the festive sale last year. These included gift cards of travel, entertainment, food and retail brands which were upto 30% off.<br /><strong><br />Q. How are you working towards improving the overall consumer experience?</strong><br /><br />E-Commerce in India has grown beyond the first 100 Mn largely urban, English-speaking users. A market of potentially 400 Mn users is now emerging across India’s smaller non-metro cities. This is a very diverse cohort in terms of languages spoken, literacy levels, frequency of online purchases and familiarity with technology. A large part of Snapdeal’s existing user base and new users come from this cohort and all our focus and efforts are on building the right experience that our users want. <br /><br />That means we work tirelessly to give them a wide array of products to choose from, and at just the right prices they are looking to spend. We also make it easy in many other ways for users to buy on Snapdeal. This includes providing interfaces on our app &amp; m-site in eight Indian languages, so that they can browse through products &amp; transact in a language of their choice. We also enable conversation with our customer service agents in multiple Indian languages. Transaction and promotional messages all are available in many Indian languages. <br /><br />Some other ways, in which we support our users to buy is by helping them make well-informed choices through short 10-second product videos which are far more captivating and help buyers to make decisions faster than static pictures of the products concerned, easy 7-days return, no questions asked refunds policy. We are the only platform that provides uninterrupted access to cash-on-delivery option even during the turbulent early days of pandemic lockdowns. <br /><br /><strong>Q. Which are your strongest markets currently? How are you planning to strengthen your presence in other markets?</strong><br /><br />We have a strong pan India presence. What are your current MAUs? </strong><br /><br />More than 70 million users visit Snapdeal every month to browse and buy from our vast catalogue of 220 million plus listings.<br /><br /><strong>Q. What kind of target have you set for this year's sale? Do you anticipate people to buy more, considering a lot of people might have pushed buying things for the festive season? What kind of numbers do you aim to reach this year?<br /></strong><br />Less than five percent of retail is online, which is an incredibly small penetration number. In our view, Diwali or not, our job to bring more buying options for our users doesn’t change. Diwali does serve as a milestone to accelerate some of our related initiatives or build virtual infrastructure to connect the dots between demand and supply in our country. <br /><br />This year, ahead of the festive season, we on-boarded additional sellers of popular products like kitchen appliances, kitchenware, bed linen, apparel, footwear and fashion accessories like watches, wallets, etc., as indicated by our users in a survey. In the run-up to Diwali, Snapdeal also on-boarded 5000 manufacturer-sellers who sell products like water purifiers, choppers &amp; blenders, steel &amp; copper utensils, crockery items, bedsheets, quilts, geysers, etc directly from their manufacturing units.<br /><br />This year, we knew more and more people would be buying online and ahead of the sale, and expanded our network to add 1300 new pin codes to go deeper into areas which were previously unserviceable or where users were compelled to travel to nearby towns to collect their orders, reaching out to 50 million additional users.<br /><br />Today, we are India's leading value-focused marketplace with more than 500,000 registered sellers and we cover 27000 + pin code areas across the length and breadth of the country. <br />

Why Snapdeal targeted non-metro cities and rural India during its pre-Diwali sale

But my favorite thing about the trip may have been the spotty cell phone service, which made it impossible for me to keep close tabs on the news, or on social media about the news.</p><p>I haven't felt so relaxed in two years.</p><p>A lot of us are allowing <keyword id="6358883" type="UNKNOWN" weightage="60" keywordseo="politics">politics</keyword> to consume our lives, and making ourselves miserable in the process. At least I get paid for it. What's your excuse?</p><p>Having returned from the wilderness, my advice to you is this: Give yourself permission to think less often about Donald Trump, and to argue less often about politics.</p><p>Think less about matters beyond your control, and more about what you can do to bring yourself contentment.</p><p>It will make you happier, I think.</p><h2>Panic is a privilege - but not an enjoyable one</h2><p>When I tell people to worry less about politics, I usually get responses about how this is an easy thing for a privileged white man to say. The people making this admonition are often quite privileged themselves.</p><p>The ability to maintain a state of permanent panic about the president can itself be a mark of privilege. People are able to direct their primary emotional energies to worrying about national politics when they don't have intense material concerns in their personal lives - and when they believe national politics has high stakes for the cultural power people like them can wield.</p><p>We see the privilege of panic manifesting in the political "hobbyism" <a href="https://www.nytimes.com/2017/06/29/opinion/sunday/the-problem-with-participatory-democracy-is-the-participants.html" target="_blank" rel="noopener noreferrer">political scientist Eitan Hersh describes</a> among the middle and upper classes, especially on the left. And we see it in the turnout differentials in special elections: The energy of the #Resistance is driving superior turnout among college-educated Democrats and independents, but not among working-class Democrats, white or black.</p><p>A higher aggregate level of worry probably is good for turnout. Sometimes, I smile inwardly, knowing I disagree with strongly held opinions on the internet and knowing that their holders cannot force to engage.</p><p>And sometimes I don't form an <keyword id="6356002" type="UNKNOWN" weightage="100" keywordseo="opinion">opinion</keyword> at all.</p><p>To give a current example, I don't care how much it <a href="http://www.businessinsider.com/trump-secret-service-funds-2017-8" target="_blank" rel="noopener noreferrer">costs the Secret Service to protect the president's family</a>. I guess maybe the Trump kids should travel abroad less, but the cost isn't that high in the scheme of things. You will not get me to have an argument about it.</p><p>Since all of culture is political now, there is pressure for politically engaged people to take stands even on controversies far afield from public policy. I remind myself that this, too, is optional.</p><p>I mostly succeed at not caring about what Lena Dunham is up to. I have no view on whether it was appropriate to shoot Harambe.</p><p>Having so thoroughly enjoyed my time in the deep woods where my phone cannot provide alerts, I've resolved to form and express even fewer opinions about hot-button controversies when doing so is not an absolute professional necessity.</p><p>You should feel free to reserve your political outrage for issues that really matter, and to enjoy <a href="http://www.businessinsider.com/sportspage" target="_blank" rel="noopener noreferrer">sports</a> or <a href="http://www.businessinsider.com/thewire" target="_blank" rel="noopener noreferrer">entertainment</a> or food - or whatever non-political hobbies you'll have more time to engage with when you spend less time worrying about Trump - without thinking about their political implications at all. You don't owe it to anyone else to fret or argue or posture.</p><p>You can even enjoy athletes and pop stars with strong political opinions that differ from yours. They may be rich and famous, but one bit of power you have over them is the freedom to disregard their dumb opinions and just focus on the thing that made them famous in the first place.</p><p>I think a lot of the cultural divides in America could be bridged if people on the right and left remembered that, except for actual political figures, famous people's political opinions only matter if you allow them to matter to you.</p><p>Or, go spend some time in the woods, where stupid opinions from famous people or your relatives can't even reach you.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Josh Barro/Business Insider</span></p><p class="caption">Jackson Lake, Grand Teton National park</p></div><p></p></div></div></p><h2>There is more to life than the government</h2><p>I think a reason I've maintained relative sanity during this administration is a healthy perspective on the importance of public policy. There are a lot of problems Americans can fix on their own, and there are a lot of other problems the government is unlikely to fix, no matter who is elected.</p><p>I've <a href="http://www.businessinsider.com/donald-trump-is-the-tail-risk-candidate-2016-5" target="_blank" rel="noopener noreferrer">written before about the tail risks of Trump</a>, and his presidency poses a small but alarming risk of terrible outcomes like nuclear exchange and great-power war. But assuming he does not get us all killed, the policy effects of his administration are mostly looking very modest, except for increased enforcement against illegal immigration.</p><p>Besides, policy change is probably less important than you think. The federal government is not as good at fixing problems as liberals like to believe, nor as prone to creating them as conservatives fear.</p><p>House Speaker Paul Ryan says America has the worst tax system in the advanced world. Yet somehow we have the highest per-capita gross domestic product of any large country. Partly, this reflects that Ryan is overselling the horrors of our tax code. But it also reflects that tax policy is less important for investment decisions and economic growth than policymakers like to claim it is.</p><p>The Affordable Care Act is probably saving tens of thousands of lives a year - an achievement, but a smaller one than its architects had hoped. Earlier this year, public policy professor Mark Kleiman laid out strategies to curb problem drinking he thinks are <a href="https://www.facebook.com/BusinessInsider.Politics/videos/1248169098592753/" target="_blank" rel="noopener noreferrer">reducing all-cause mortality in South Dakota by 4%</a> a year. If replicated nationally, this lifesaving effect would be several times the effect of the ACA.</p><p>But the most important resources to reduce death in America lie with individual Americans, who can increase their life expectancies by exercising more, eating better, not drinking to excess, and managing chronic diseases in accordance with their doctors' instructions.</p><p>About 40% of patients prescribed blood pressure medication after a heart attack <a href="https://www.nytimes.com/2017/04/17/well/the-cost-of-not-taking-your-medicine.html" target="_blank" rel="noopener noreferrer">don't take it as prescribed</a>. There are vast hillsides covered in dead trunks with short, young trees growing among them. This is a natural part of the ecosystem. Fires allow light to get to the forest floor so a more diverse variety of plant life can thrive, rather than just the tall lodgepole pines.</p><p>Fires on this scale happen about every 300 years; they were happening long before Trump was born and they will happen long after he is dead. A visit to Yellowstone is a good reminder of how much bigger nature is than we are, and how we might as well find a way to enjoy our time on earth while we are here.</p><p>This is the part of the article that will prompt several of you to send me long and agitated emails about climate change. Yes, Yellowstone is getting hotter, and that will mean an undesirable increase in forest fires.</p><p>But Trump's short administration will have fewer effects on this long-range issue than you think, in part because the Paris Agreement <a href="http://www.businessinsider.com/trumps-withdrawal-from-the-paris-accord-is-performative-isolationism-2017-6" target="_blank" rel="noopener noreferrer">is less important than you think</a>, and global trends slowing the growth of carbon emissions are largely outside the control of the United States government.</p><p>More to the point, the lecturing email you're about to send me won't have any effect on global temperatures at all, except to the extent you're using fossil fuels to compose it.</p><p>Instead of worrying so much about what the government is or isn't doing, why don't you take a moment to sit back, feel awe at the things neither you nor the president can change, disregard the noise, and breathe.</p><p>While I was hiking up Mount Washburn on Friday, the elevation made it possible for my cell phone to pick up service briefly, and I got a push alert telling me that Steve Bannon had been fired. It is 9am but over 30 degrees Celsius and climbing. A truck pulls over and workers unload the morning’s collection of rubbish, depositing it behind the corrugated iron gates of Joe’s Junk Shop.<br /><br />Payatas is a sprawling shanty town built on a landfill, and these junk shops are an integral part of the local economy. Inside, it is a hive of activity. The space is piled four metres high in parts with sacks bulging with waste; sweaty, black sausages that split their skin in the heat, detritus spilling out to be sorted and separated.<br /><br />Joe Bolon, the owner, pays 6 pesos (10 US cents) for a kilogram of waste. Deliveries begin arriving before dawn. Once pulled out and stripped of packaging by Bolon’s team of wiry young men in plastic sandals, recyclables get sold for 18 pesos per kilogram.<br /><br />Myrna Salazar is the only woman working there. She is 40 years old, but looks more weathered. She moved to Manila from Samar 30 years ago and has been “collecting” in Payatas for two decades. Her eyes skim the sea of refuse for anything worth salvaging; her hands move almost as fast, deftly avoiding jagged objects concealed beneath the surface.<br /><br /><br />One of the men hacks apart a hollowed-out watermelon shell with a machete, adding to the pile of fruit rinds and gristle that will be bundled as pig feed and sold for 150 pesos (US$3) per sack.<br /><br />Other scraps – <keyword id="62613" type="CITY" weightage="20" keywordseo="Chicken">chicken</keyword> and pork deemed edible – are set aside in a white ice-cream tub to be washed, cooked and sold in the neighbourhood. This is pagpag – “shake off the dirt” in Tagalog. Discarded food still fit for hungry mouths in slums like Payatas.<br /><br /><br /><h3 style="margin-bottom: 1.42857rem; font-variant: inherit; font-weight: 300; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.35714rem; font-family: Roboto, sans-serif; vertical-align: baseline; display: inherit;"><span class="generic-article__body article-details-type--strong content--strong bolddin11"><strong>DUMPSTER DINING</strong></span></h3>After many years of scavenging, Salazar insists she can identify spoiled meat, which she leaves. “If the food is as soft as this, it can’t be eaten,” she says, pinching meat that has gone bad.<br /><br />“But if the pork or chicken is as hard as this, this is the <em>pagpag</em>meat we collect,” she continues, holding up a chicken breast to demonstrate. “We’re used to eating it. We clean the meat thoroughly to remove the smell and so that it will taste good. Nor does she see any need to visit the market, five minutes’ drive away, where vendors have stalls filled with goat meat and fresh fruit.<br /><br />“If you have a strong immune system, it’s rare for you to get sick,” she says. “We don’t need to spend money to buy our food in the market. The couple can earn 1,000 pesos (US$20) a day – sometimes more, depending on the volume of waste, although there are lean days when they earn less.<br /><br />Payatas takes its name from the phrase <em>payat sa taas</em> (“thin at the top”) because the soil is no good for rice crops. It is a community scarred by generations of hardship and struggle.<br /><br /><h3 style="margin-bottom: 1.42857rem; font-variant: inherit; font-weight: 300; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.35714rem; font-family: Roboto, sans-serif; vertical-align: baseline; display: inherit;"><a href="https://www.scmp.com/week-asia/society/article/3013513/whats-behind-philippine-obsession-beauty-queens" class="link-text">What’s behind the Philippine obsession with beauty queens?<br /></a></h3>In 2000, a landslide of rubbish in one part of Payatas known as Lupang Pangako – or “Promised Land” – killed 218 people, according to official figures. The real death toll was probably much higher, but the authorities could not verify how many people lived in the area. The Promised Land, where combustible substances within the rubbish would erupt unpredictably into geysers of flame, was shut down with untold hundreds buried below.<br /><br /><br />More recently, Payatas became one of the bloodiest focal points in Philippine President Rodrigo Duterte’s crackdown on drugs. Residents recall too many people turning up dead during the height of the purge in 2016-17, casualties of police operations or vigilantes licensed to kill.<br /><br /><br />Myrna Salazar cooks pagpag at Joe’s Junk Shop in Payatas. Photo: SCMP Pictures<br /><br />Bolon, the owner of Joe’s Junk Shop, moved to Payatas from Masbate. The 59-year-old used to work as an industrial painter – cars mostly – but bought the junk shop at his wife’s urging. The rubbish stays for no more than two days, he says, and the local government regularly sends workers to fumigate the site.<br /><br />He lives close by, his employees all live in Payatas, and although he acknowledges the effects of Duterte’s crackdown on the area – previously, taxi drivers would refuse fares there – Bolon grows cautious when pressed for details.<br /><br />“You hear stories of people in the neighbourhood,” he says, trailing off. “Before Duterte became president, there was a lot of crime – burglary, people involved in drugs. Since the war on drugs, that has reduced.”<br /><br /><h3 style="margin-bottom: 1.42857rem; font-variant: inherit; font-weight: 300; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.35714rem; font-family: Roboto, sans-serif; vertical-align: baseline; display: inherit;"><a href="https://www.scmp.com/week-asia/society/article/3008815/there-are-filipinos-alaska-theyre-called-alaskeros-and-theyve" class="link-text">There are Filipinos in Alaska – they’re called Alaskeros<br /></a></h3>Salazar begins preparing the <em>pagpag</em>. In a small kitchen to one side of the shop, she washes the meat before mixing the adobo seasoning of onion, garlic, peppers and soy sauce. She uses kindling to light a stove and heats a pan with oil before ladling in the meat and adding salt.<br /><br />Next to the kitchen, on the other side of a chicken coop inhabited by a noisy rooster, two signs hang alongside piles of rubbish. The first asks staff to “Clean as you go”. Photo: SCMP Pictures<br /><br /><h3 style="margin-bottom: 1.42857rem; font-variant: inherit; font-weight: 300; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.35714rem; font-family: Roboto, sans-serif; vertical-align: baseline; display: inherit;"><span class="generic-article__body article-details-type--strong content--strong bolddin11"><strong>THE SAD REALITY</strong></span></h3>According to Cristopher Sabal, a senior technical officer at the National Anti-Poverty Commission (NAPC), <em>pagpag</em>consumption is merely one expression of a multifaceted problem.<br /><br />“A lot of our urban poor settlers are living near these dump sites, in informal settlements,” he says. “They are living in the most vulnerable areas, the danger zones. They don’t have access to basic necessities … They are primarily the victims of drug abuse and dependency. They don’t have security in their tenure in their house – [the houses] get demolished and they will be moved somewhere. There is that sense of insecurity in their lives. They don’t have access to livelihoods which would support them … enough to purchase the food requirements for the family. That’s the sad reality.”<br /><br />For all Sabal’s sympathy for the plight of those surviving on <em>pagpag</em>, he does not tolerate claims it can be eaten “safely”, that unsanitary meat can be avoided or a strong immune system suffices.<br /><br />“You cannot see bacteria, you cannot see how dirty the food is, just by looking at it,” he says. “<em>Pagpag</em> is not nutritious … We can definitely say it has an impact in the stunting of growth in children. Aside from that, they would be at risk of acquiring critical diseases like hepatitis A, cholera, typhoid.”<br /><br /><br /><br />A bowl of pagpag. Photo: SCMP Pictures<br /><br />In coordinating poverty-reduction programmes, the NAPC links federal initiatives with implementation at the level of local government – the <em>barangay</em>.<br /><br />“The fight against poverty does not happen in the boardroom but at the grass roots, where people can really feel the government is doing something to lift them out of poverty,” Sabal says.<br /><br /><br />The Philippine government has also cast Duterte’s crackdown on drugs as part of its mission to alleviate poverty by first eradicating drug crime and dependency. Earlier this month, <a href="https://www.scmp.com/news/asia/southeast-asia/article/3017656/rodrigo-dutertes-war-drugs-produces-systematic-abuses" class="link-text"><span class="text">Amnesty International released a report</span></a><br />, entitled “They Just Kill”, chronicling the “climate of total impunity” and systematic abuses that have become hallmarks of the campaign.Amnesty’s East Asia director Nicholas Bequelin described the war on drugs as “nothing but a large-scale murdering enterprise for which the poor continue to pay the highest price”.<br /><br /><h2 style="margin-top: 1.14286rem; margin-bottom: 0.428571rem; font-variant: inherit; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.21429rem; font-family: Merriweather, serif; vertical-align: baseline;">People have been doing it for so long, it has been embedded in the subculture of the slums that eating pagpag is OK, <span class="quote-body-container__author author">Cristopher Sabal, National Anti-Poverty Commission</span></h2><br />Sabal, however, insists that “by addressing the problem of drugs, it has a ripple effect in the lives of poor Filipino people”.<br /><br />“It brought back trust in the government at the <em>barangay</em> level. Now they trust that whoever leads them, they are not narco politicians,” he says. “It brought back peace and security – if you go out at night, nothing will happen to you.<br /><br />“The crackdown on drugs did not only result in murders or extrajudicial killings – it also captured a lot of syndicates, big ones and also small street peddlers. We also rehabilitated a lot of poor fathers and mothers who were dependent on drugs.”<br /><br />Sabal cites incremental success: poverty nationwide has fallen, from 27 per cent in 2015 to 21 per cent last year. The <span class="text"><a href="https://www.scmp.com/topics/philippines" class="link-text">Philippines</a> </span>is committed to the UN goal of eradicating malnutrition in children. There are financial subsidies for families whose children remain in school, and this year Duterte signed the Magna Carta of the Poor, guaranteeing access to basic services for impoverished Filipinos.<br /><h3 style="margin-bottom: 1.42857rem; font-variant: inherit; font-weight: 300; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.35714rem; font-family: Roboto, sans-serif; vertical-align: baseline; display: inherit;"><a href="https://www.scmp.com/week-asia/society/article/3013510/philippine-cinderella-domestic-helper-miss-universe" class="link-text">A Philippine Cinderella: from domestic helper to Miss Universe<br /></a></h3>The NAPC officer, however, acknowledges the intractability of Philippine food poverty: 2.4 million families still suffered moderate to extreme hunger last year. And <em>pagpag</em> consumption has become so entrenched it cannot be treated as a purely economic phenomenon.<br /><br />“There is a danger in sitting in an ivory tower, looking at the problem, being detached from it,” Sabal says. “Hunger is a reality in the Philippines.<br /><br />“People have been doing it for so long, it has been embedded in the subculture of the slums that eating pagpag is OK. The houses are an improvised patchwork of timber, cement, cinder block and chipboard, with tarpaulins covering the gaps. The school term has not started, so the narrow pavements echo with children’s high-pitched chatter and the steady thwack of basketballs hitting concrete.<br /><br />The central quadrangle bears the chalk outline of a hopscotch court, where some girls have fashioned a skipping rope by tying together dozens of elastic bands. This is where residents used to stage cockfights on weekends, but not any more – not in the new era of law and order.<br /><br />Salazar makes her rounds. Bags sell for about 30 pesos, each containing an evening meal for four or five people. Susana Abrera, 60, is a regular customer. She buys enough to prepare dinner for her husband, who works gathering sheet metal, as well as Chuchai, 12, and Mariane, 10. The girls are two of Abrera’s 17 grandchildren. She moved to Payatas in 1990 and has been eating <em>pagpag</em> regularly since.<br /><br /><br /><br />Susana Abrera heats pagpag in a wok in her home. Photo: SCMP Pictures<br /><br />“I wash it three times then sauté the <em>pagpag</em>,” she says, heating a wok in the middle of her home. “Then I add more water to cook it well. We are cautious … If <span class="generic-article__body article-details-type--span content--span italics_allfonts">pagpag</span> tastes and smells sour it means the meat is already spoiled and we better give it to the pigs and dogs. If we feel sick, we go to the health centre and they can detect our ailment. Mostly, it’s liver disease – that’s why they advise us to cook the food well.”<br /><br /><br />Abrera says she prepares <em>pagpag</em> four days a week. If there is no <em>pagpag</em>, they eat fried fish and vegetables, although vegetables are more expensive as she must buy other ingredients separately.<br /><br /><br />Chuchai (left) and Mariane in Payatas. Photo: SCMP Pictures<br /><br />Chuchai and Mariane light up at the mere mention of Manny Pacquiao – the champion Philippine boxer who inspires nationwide devotion. Both girls attend school, either walking for 30 minutes or catching a motorised tricycle. Their father drives a truck and their mother sells slippers at a shopping centre.<br /><br /><em>Pagpag</em> with chicken is Chuchai’s favourite, but she insists: “I don’t like vegetables – they make me sick.”<br /><br />Mariane is 10 but small enough to pass for seven or eight. She likes school and learning to read and write, but wants to work in <span class="text"><a href="https://www.scmp.com/topics/south-korea" class="link-text">South Korea</a> </span>as a helper to “send money to my parents”. She has seen South Korea on television and says being “a helper is the easiest job you can find”.When the <em>pagpag</em> is ready, they eat swiftly and silently. When they got killed, our area became more peaceful.”<br /><br />Still, she yearns for her grandchildren to improve their circumstances, to leave behind Payatas and its mortal desperation and the meals scavenged from its junk shops.<br /><br />“Life is hard here. I want them to work overseas. We’re getting old and no one can help them when we’re gone,” Abrera says, overcome with the thought, tears rolling down her cheeks as Chuchai and Mariane stare awkwardly at their feet. “I want them to have a good life far from our lives here.
