"Starting 03 September 2024, customers will, progressively, no longer be able to make bookings with Vistara for travel on or after 12 November 2024," the company said. However, Vistara will continue to take bookings and operate flights as usual till 11 November 2024. All Vistara aircraft will be operated by Air India and bookings for the routes operated by these aircraft will be redirected to Air India's website, the company informed. During this transition period, both Vistara and Air India will ensure necessary support, consistent communication, and convenience to all customers, every step of the way. New Delhi: Aviation safety regulator the Directorate General of Civil Aviation (<keyword id="19899185" type="General" weightage="20" keywordseo="DGCA" source="keywords">DGCA</keyword>) has placed <keyword id="19987725" type="General" weightage="100" keywordseo="SpiceJet" source="keywords" meta.keywordsubtype="org" meta.entityname="SpiceJet" meta.hostid="83" meta.entityid="SpiceJet">Spicejet</keyword> under '<keyword id="20073402" type="General" weightage="20" keywordseo="enhanced-surveillance" source="keywords">enhanced surveillance</keyword>' with immediate effect. A senior DGCA official said that based on reports of cancellation of flights and financial stress being experienced by <keyword id="22971642" type="General" weightage="20" keywordseo="spicejet-airlines" source="keywords">Spicejet Airlines</keyword>, a special audit of Spicejet engineering facilities was conducted on the August 7 and Auugst 8, 2024, which has revealed certain deficiencies. Following a series of occurrences reported on the Spicejet fleet in 2022, a special drive of spot checks was undertaken during which Spicejet was permitted to release aircraft for operations only after confirming to DGCA that all reported defects/malfunctions had been rectified. During the year 2023, based on reports of the airline being under financial stress, it was again placed under enhanced surveillance. In light of the past record and the special audit carried out in August 2024, Spicejet has once again been placed under enhanced surveillance with immediate effect. This would entail an increase in the number of spot checks and night surveillance with a view to ensure safety of operations. According to reports, the airline's passengers were on Thursday barred from checking-in for their flights at Dubai airport over delayed payments. On reports of cancellation of Spicejet flights from Dubai, the airline spokesperson said, "Due to operational reasons, a few SpiceJet flights from Dubai were cancelled. Affected passengers have been accommodated on subsequent SpiceJet flights, on other airlines or provided with a full refund. All our scheduled flights from Dubai are now operating as planned."

This capability is increasingly vital for the US Navy's chief competitor, China. Though US carriers are nuclear-powered, their escort ships still run on diesel, and their <a target="_blank" class="" href="https://www.businessinsider.com/newest-us-navy-supercarrier-underway-with-all-airpower-first-time-2023-3">air wings</a> require aviation fuel.The most capable replenishment vessels in the CLF are the fast combat support ships of the <a target="_blank" href="https://www.navy.mil/Resources/Fact-Files/Display-FactFiles/Article/2174658/">Supply-class</a>, the largest combat logistics ships in the MSC fleet.Equipped with four cargo booms for loading cargo, they are capable of carrying 156,000 barrels of fuel, 1,800 tons of ordnance, 400 tons of refrigerated store, and 250 tons of other dry cargo.<div type="image" title="Fleet replenishment oiler Henry J. They have five fuel-at-sea (FAS) stations that utilize long flexible refueling hoses that travel on the tensioned wire, and six replenishment at sea (RAS) stations that move supplies via the horizontal wire pulley systems on the tensioned line. In addition, the Supply-class ships have a helicopter hangar and deck with space for two helicopters at the stern, enabling helicopter transfer known as vertical replenishment, or VERTREP.The FAS/RAS stations, combined with aerial resupply, enable Supply-class vessels to replenish up to four ships at once. Only two Supply-class ships, the USNS Supply and USNS Arctic, remain in service.The backbone of the CLF's refueling fleet are the <a target="_blank" href="https://www.msc.usff.navy.mil/Ships/Ship-Inventory/Fleet-Replenishment-Oiler/">Henry J. Kaiser-class</a> fleet oilers. Built between 1984 and 1996, the ships are 677 feet long, displace around 41,000 tons, and can carry up to 159,000 barrels of fuel.The Kaisers can refuel two warships simultaneously. They lack a helicopter hangar, but have a deck at the stern where helicopters from nearby ships can sling-load pallets.Fourteen Kaisers are in active service with the MSC.Though effective for refueling, the Kaiser-class has limited space for dry cargo — only enough for 586 pallets, including frozen and chilled food. The Navy relies on 14 Lewis &amp; Clark-class dry cargo/ammunition ships to fill in the gap.The Lewis &amp; Clark-class ships can carry a massive 8,391 tons of dry cargo, including 1,716 tons of refrigerated stores. Eisenhower from the fast combat support ship USNS Arctic." height="1331" width="2000" msid="115143525" hostid="261" sizebytes="207016"></div>The Kaiser-class replacement effort kicked off in earnest in 2016, when the Navy signed a design and construction contract with General Dynamics, a leading defense contractor and shipbuilder that reported $11.7 billion in revenue in its third-quarter earnings.Five years later, the lead ship of the new John Lewis-class was christened.The 746-foot-long, double-hull ships can carry 162,000 barrels of fuel, 6,675 tons of dry cargo, and 1,716 tons of refrigerated stores. A helicopter deck at the stern also enables VERTREP.Three John Lewis-class oilers — USNS John Lewis, USNS Harvey Milk, and USNS Earl Warren — are in service, and a fourth, USNS Robert F. Kennedy, is set to begin sea trials soon. Another was recently launched and two more are under construction.The class will soon become the main fleet oiler. An order for six ships was made in 2018, with options for three more exercised in 2022 and 2023. In September, the Navy signed a $6.7 billion contract for eight more John Lewis-class oilers with General Dynamics's National Steel and Shipbuilding Company. The Navy hopes to have 20 of the vessels in total, supplemented by 13 yet-to-be-designed light replenishment oilers.<div type="image" title="The Hulunhu fast combat support ship is part of a new class that was built to service China's carrier strike groups." height="1060" width="2000" msid="115143528" hostid="261" sizebytes="205312"></div><h2 id="02ad4c6d-8c78-4ca1-ab92-1b32a6c75d25">China's replenishment ships</h2>The US Navy has over <a target="_blank" href="https://www.usni.org/magazines/naval-history-magazine/2018/june/century-replenishment-sea">100 years of experience</a> building and operating replenishment ships. China's experience began in the 1980s.Its first replenishment ships could only carry about 10,500 tons of fuel. As China's fleet grew in the 1990s, it searched for a stopgap measure and found it in the Qinghaihu, an oiler built in Ukraine that was intended for the Soviet Navy.Ultimately, the Chinese opted to pursue a new design for its next replenishment ships: the <a target="_blank" href="https://www.globalsecurity.org/military/world/china/qiandaohu.htm">Type 903-class</a> oiler.These ships can carry around 11,000 tons of cargo, including some 10,000 tons of fuel. Like the Qinghaihu, the Type 903s have a helicopter deck and helipad.Nine ships were built between 2002 and 2018, all of which are in service.The Type 903s form the backbone of China's replenishment fleet, but they are not the most capable. That title goes to the PLAN's Type 901-class fast combat support ships.The ships, which NATO designated the "Fuyu-class," are 787 feet long, displace 45,000 tons, have a helicopter deck and hangars, and are equipped with 5 FAS and 2 RAS stations. They are primarily meant to service China's carrier groups and can keep up as they are propelled by four gas turbine engines.The size, mission, and speed of the ships are comparable to the US Navy's Supply-class. Two Type 901s have been built: the Hulunhu and the Chaganhu.<div type="image" title="Replenishment ships like the Lewis and Clark-class dry cargo and ammunition ships are essential to carrier operations but are highly vulnerable to attack." height="1333" width="2000" msid="115143527" hostid="261" sizebytes="344510"></div><h2 id="e54916fd-474c-416c-9f6b-46ac068eead5">'Weakest link'</h2>The important role these ships play is hard to overstate.Between October 2023 and May 2024 in support of <a target="_blank" class="" href="https://www.businessinsider.com/us-navy-weapons-expenditure-cost-middle-east-conflicts-2024-10">Red Sea operations</a>, for instance, USS Supply <a target="_blank" href="https://gcaptain.com/usns-supply-crew-honored-for-exceptional-service-in-red-sea-operations/">replenished</a> US and allied ships 143 times, transferring over 87 million gallons of fuel and 14,928 pallets of supplies in the process.The Henry J. Kaiser- and Lewis and Clark-class vessels also enabled the continuous presence of <a target="_blank" class="" href="https://www.businessinsider.com/us-navy-carrier-strike-groups-significant-combat-power-middle-east-2024-8">two carriers in the Middle East</a>.The PLAN's oilers, meanwhile, have extended the reach of its warships. <a target="_blank" href="https://digital-commons.usnwc.edu/cgi/viewcontent.cgi?article=1007&amp;context=cmsi-notes">Its contributions to international anti-piracy efforts in the Gulf of Aden</a> have, since 2008, almost always been made up of two surface combatants and one oiler, enabling each task force to stay on station for 4 months.The new Type 901s are already proving their worth. Last year, the Type 901-class oiler Chaganhu supported the Shandong carrier group during a series of exercises near Taiwan, Guam, and in the South China Sea. This included 620 aircraft sorties in just 18 days, <a target="_blank" href="https://news.usni.org/2023/07/14/japan-releases-fighter-scramble-data-against-chinese-aircraft">according</a> to the Japanese Ministry of Defense.In all, <a target="_blank" class="" href="https://www.businessinsider.com/chinas-growing-navy-conducts-first-dual-aircraft-carrier-drills-2024-10">Shandong</a> spent about as much time at sea as any US carrier in the western Pacific that year, due in no small part to its replenishment ships.Yet replenishment ships are also the weakest link in each country's carrier groups. The most obvious reason is that they are almost completely unarmed, making them defenseless. Their defenses are instead provided by escort ships.They also face additional challenges unique to each country. The US, for instance, faces a manpower shortage, limited <a target="_blank" class="" href="https://www.businessinsider.com/new-us-navy-warships-delayed-photos-2024-4">shipyard capacity</a>, and an aging fleet with ships approaching the end of their expected service lives.Military Sealift Command employs mostly civilian merchant mariners, but now has a recruiting issue of its own.The manpower issue has been serious enough for MSC to <a target="_blank" href="https://news.usni.org/2024/08/22/navy-could-sideline-17-support-ships-due-to-manpower-issues">propose sidelining 17 of its ships</a> — including two Lewis &amp; Clark-class ammo ships and one Kaiser-class oiler — so their crews could be sent to serve on other vessels.The Kaiser-class itself is aging quickly. Four of the active oilers are already past their 35-year service lives, while one, USNS Pecos, departed for deactivation last month.Ships can have their service lives extended, but American shipyards appear unable to <a target="_blank" href="https://thehill.com/opinion/national-security/4624326-almost-all-navy-shipbuilding-is-hopelessly-behind-schedule-as-war-looms/">keep up with demand</a> for new ships and maintenance for active ones, with some estimating that the Navy is as many as 20 years behind in needed maintenance.The backlog may be why only one Kaiser-class oiler, <a target="_blank" class="" href="https://www.businessinsider.com/us-navy-fired-captain-didnt-fix-steering-problem-near-miss-2024-9">USNS Big Horn</a>, was present in the Middle East during tensions between Israel and Iran in late September. This almost caused major problems when the ship accidentally <a target="_blank" class="" href="https://www.businessinsider.com/us-navy-fuel-ship-damaged-incident-middle-east-2024-9">ran aground</a> and could no longer operate, forcing the Navy to rely on two Lewis &amp; Clark-class ammunition ships for refueling duties despite their smaller capability. The incident exposed <a target="_blank" href="https://responsiblestatecraft.org/refueling-navy-middle-east/">just how fragile UNREP networks can be</a>.China, meanwhile, has just 12 oilers despite having the world's largest navy, which puts a considerable strain on those ships. Additionally, its logistical network is hampered by a lack of overseas naval bases, which can serve as refueling and resupply stations for the oilers.China has the <a target="_blank" class="" href="https://www.businessinsider.com/chinas-shipbuilding-power-players-making-warships-at-a-rapid-pace-2024-9">largest shipbuilding industry</a> in the world, however, enabling it to quickly build more oilers and convert some of its merchant ships into replenishment ships. US vs. Chinese replenishment ships: The workhorses that keep aircraft carriers operating

The revised <keyword id="20777683" type="General" weightage="20" keywordseo="civil-aviation-requirements" source="keywords">Civil Aviation Requirements</keyword> (<keyword id="19993399" type="General" weightage="20" keywordseo="car" source="keywords">CAR</keyword>) in this regard will come into force after three months, the <keyword id="19926254" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="keywords">Directorate General of Civil Aviation</keyword> (DGCA) said in a release on Thursday. Currently, the breath analyser test percentage required is 10 per cent and that has been increased to 25 per cent. It will be applicable for air traffic controllers, ground staff, aircraft maintenance engineers, and ground handling services personnel right. According to the regulator, revisions have been made to the CAR on the procedure for breath analyser examination of the personnel engaged in safety-sensitive work such as aircraft maintenance, air traffic control services, aerodrome operations, and ground handling services for detecting the consumption of alcohol. DGCA said the revision in the CAR will further enhance the level of safety and is an effective step in view of the increase in air traffic and ground movements at airports. The amended norms will be effective after three months from the date of issue in order to provide adequate time to the industry to suitably enhance the existing infrastructure for breath analyser tests at various locations, it added.

The number of domestic air passengers in India is expected to double to about 300 million annually by 2030 and the country would still have a vast untapped market, Union Civil Aviation Minister <keyword id="19999763" type="General" weightage="100" keywordseo="jyotiraditya-scindia" source="keywords">Jyotiraditya Scindia</keyword> said on Thursday. Speaking at the inaugural session of Wings India 2024, a civil aviation conclave and exhibition here, <keyword id="19905342" type="General" weightage="20" keywordseo="scindia" source="keywords">Scindia</keyword> said India under the leadership of Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> in the last decade, has been a "shining star" on the global firmament of civil aviation. He said the number of airports and waterdromes will go up to over 200 from the existing 149 in the country. With 300 million passengers a year in 2030, India's aviation penetration would be at 10-15% and still be a potential market in the decades to come. "That is the potential that India holds not only to herself and Asia, but to the world. ...even with achieving 300 million domestic passengers by 2030, we will still be one of the most under-penetrated markets across the top 20 in the world. Today our penetration is roughly about 3 to 4% that will grow to about 10 to 15%. We still have 85% penetration to go," he said. He noted that the domestic air passenger traffic witnessed 15% growth (CAGR) while international air passenger traffic was 6.1%, in the last decade. According to Scindia, India today is the third largest domestic civil aviation market in the world and the seventh largest international civil aviation market in the world. If both domestic and international are combined, then India is the fifth largest civil aviation market in the world. In the last 15 years, domestic and international cargo witnessed a growth of 60 and 53% respectively. "Our domestic cargo traffic over the last 15 years has grown by close to 60% and our international cargo traffic, by close to 53%. And it is our considered opinion and that of industry consultants that domestic traffic which was 153 million in the last calendar year, up from 60 million in 2014, will grow to 300 million by 2030," he said. On the fleet size in the country, Scindia said it has grown from 400 to over 700. "Today, India has become the largest purchaser of aircraft in the world after the US and China. Our fleet size is going to grow from 713 to upwards of 2,000 in the next decade." Observing that 74 airports were built in 65 years, he said the government has modernized and built an additional 75 airports, waterdromes and heliports in the last 10 years. "It is our target, that by 2030, we will take that number from 149 to upwards of 200 airports, waterports and heliports in our country," he said. Scindia also marked the occasion by launching the Udan 5.3 scheme. "This regional connectivity scheme has truly transformed the arena and our sector... today under Udan, infrastructure has been built at 76 airports, waterdromes and heliports. Close to 517 new routes have been operationalised that could not have been dreamt of in the past," he said. Union Minister of State for Civil Aviation General (retd) VK Singh and Telangana Roads and Buildings Minister K Venkat Reddy also spoke on the occasion.

Air passenger traffic in India expected to reach 300 million by 2030: Jyotiraditya Scindia

The <keyword id="6354705" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="Orion">Directorate General of Civil Aviation</keyword> (<keyword id="6354787" type="General" weightage="20" keywordseo="dgca" source="Orion">DGCA</keyword>) has asked all aircraft operators to frame Standard Operating Procedures (<keyword id="50548" type="General" weightage="20" keywordseo="SOP" source="Orion">SOP</keyword>) for commercial flight operations to ensure safe flight procedures with no alternative destination. The circular issued by DGCA on February 20 said that the operators shall establish aerodrome-wise standard operating procedures and provide guidance to flight operations personnel to ensure safe flight procedures with no destination alternate and have the same approved by DGCA. It further reads that in a rapidly changing global economy, the international air transport industry must continuously adapt to new trends and increasingly competitive market conditions. "While technological improvements in aviation continue to increase reliability and predictability, economic and environmental concerns will continue to compel operators to use fuel more efficiently. Consequently, all operators, including those leveraging existing technologies and those investing in new technologies to meet operational challenges, should be afforded the opportunity to receive a return on their investments," the circular from DGCA read. "This circular aims to provide extended guidance material necessary to support the implementation of policy to operate flights with no destination alternate in compliance with CAR Section 8 Series O Part II," it read further. DGCA has suggested certain guidelines to formulate SOP for flights with No Destination Alternate, it says that the operators shall establish a laid down procedure for each aerodrome as approved by DGCA in order to undertake flights with No Destination Alternate. DGCA in the circular also said that the procedure is only applicable to destinations with more than one independent runway. "At least one runway should be available with an instrument approach procedure. Change over time from the primary runway to the secondary runway should be specified by the airport operator. The operator should have signed MoU with each aerodrome where they intend to undertake a flight with No Destination Alternate. All the possible non-normal scenarios and contingency plans shall be discussed at the organizational level and shall be shared with the personals involved. All the personnel involved shall be trained prior to undertake flight operations with No Destination Alternate (NDA)," it read. "Operators involved in Ultra long-range (ULR) flight operations may look into No Destination Alternate in conjunction with re-clearance flight planning in order to undertake flight operations with NDA flight. Also, necessary approval shall be taken from the local regulator along with each aerodrome. The decision to commence or continue the flight with "No Destination Alternate" lies entirely with the Pilot In Command (PIC). If circumstances so dictate, the flight will be dispatched with a Destination Alternate," it read further. DGCA asks aircraft operators to frame SOP for commercial flights with 'no destination alternate'

Aviation regulator <keyword id="6354787" type="General" weightage="80" keywordseo="dgca" source="Orion">DGCA</keyword> on Friday said it has approved <keyword id="11252024" type="General" weightage="100" keywordseo="go-first" source="Orion">Go First</keyword>'s plan to restart operations with 15 aircraft and 114 daily flights, subject to certain conditions. Budget carrier Go First, which stopped flying on May 3, is undergoing an insolvency resolution process. In a release, the <keyword id="6354705" type="General" weightage="50" keywordseo="directorate-general-of-civil-aviation" source="Orion">Directorate General of Civil Aviation</keyword> (DGCA) said the airline's resumption plan for operating 15 aircraft and 114 daily flights has been reviewed and accepted. "The acceptance is subject to the outcome of the writ petitions/ applications pending before the Hon'ble High Court of Delhi &amp; Hon'ble <keyword id="6355809" type="General" weightage="20" keywordseo="nclt" source="Orion">NCLT</keyword>, Delhi," it said. Go First may resume scheduled flight operations on the availability of interim funding and approval of flights scheduled by DGCA, the release said. Further, the regulator has directed Go First to ensure compliance with all the applicable regulatory requirements and the continued airworthiness of the aircraft engaged in operations. The airline's Resolution Professional (RP) submitted the resumption plan to DGCA on June 28, and subsequently, the regulator conducted a special audit of the carrier's facilities in Mumbai and Delhi. "DGCA has ensured that the findings of the special audit have been adequately addressed by Go First," the release said, adding that the resumption plan was amended on July 15.
