Visiting <keyword id="78682" type="PERSON" weightage="20" keywordseo="Indian-army-chief">Indian Army Chief</keyword> <keyword id="8457212" type="UNKNOWN" weightage="20" keywordseo="general-Manoj-Mukund-Naravane">General Manoj Mukund Naravane</keyword> on Thursday held a meeting with his Nepali counterpart General Purna Chandra Thapa during which they discussed ways to enhance bilateral defence cooperation. In a solemn ceremony earlier in the day, General Naravane laid a wreath on the 'Veer Smarak' at the Army Pavilion in Tundikhel, Kathmandu, following which he visited the Nepali Army Headquarters and was accorded with a ceremonial Guard of Honour. At the headquarters, he held the meeting with General Thapa, during which the Indian Army chief was also given a comprehensive briefing by senior officers of the Nepali Army. Also on Thursday, Naravane handed over various medical equipment to the Nepal Army, which included X-Ray machines, computed radiography systems, ICU ventilators, video endoscopy units, anesthesia machines, laboratory equipment and ambulances. Additional ventilators were also gifted to assist the Nepali Army in its fight against the coronavirus pandemic. This follows an earlier army-to-army provision of ventilators in July this year. Later in the day, Naravane will receive the honorary rank of general of Nepal Army on Thursday, which will be conferred to him by President Bidhya Devi Bhandari during a function in the President's Office, according to the Nepal Army. Nepal and India have a historic tradition of conferring the honorary title to each other's army chief since 1950. He will be the 18th Indian Army Chief to be conferred with the title. General Naravane is also scheduled to hold talks with the President later. The Indian Army chief landed in Kathmandu on Wednesday for a three-day official visit to Nepal, on the invitation of General Thapa. He was received at the airport by Lieutenant General Prabhu Ram Sharma, CGS Nepali Army and officials of the Indian Embassy. The ties between the two countries came under strain recently after China increased its influence on Nepal. It was India's road construction to the Lipulekh area at 17,000 feet that sparked a diplomatic row between India and Nepal as Kathmandu claimed the area to be its territory. The road was constructed to shorten the travel time for pilgrims visiting the Kailash Mansarovar. Lipulekh is a tri-junction between India, Nepal and China situated atop the Kalapani Valley in Uttarakhand. After this, Nepal brought out a new political map showing the contested area as its own. India has rejected this new map of Nepal saying it is not based on historical facts or evidence. Indian and Nepal discuss enhancing bilateral defence cooperation during Indian Army Chief Naravane's three-day visit

Indian Army remains on high alert in Eastern Ladakh as deadlock with China drags on

Twenty Indian Army men, including officers, were killed in an unprecedented violent clash with Chinese People's <keyword id="9413941" type="UNKNOWN" weightage="20" keywordseo="liberation-army-troops">Liberation Army troops</keyword> at <keyword id="9241086" type="LOCATION" weightage="20" keywordseo="Galwan-Valley">Galwan Valley</keyword> in Eastern Ladakh on Monday night, the Indian Army said on Tuesday. Sources said that the death toll is likely to go up as many soldiers have been brutally injured. Indian Army issued a statement on Tuesday night wherein it said, "17 Indian troops who were critically injured in the line of duty at the standoff location and exposed to sub-zero temperatures in the high altitude terrain have succumbed to their injuries, taking the total that were killed in action to 20." The force further stated that Indian and Chinese troops have disengaged in the Galwan area where they had earlier "clashed on the night of June 15 and June 16, 2020." The force further stated that Indian Army is firmly committed to protect the territorial integrity and sovereignty of the nation. An unprecedented violent clash took place in Galwan Valley at the Line of Actual Control with Chinese People's Liberation Army soldiers attacking a small group of Indian Army men on patrol, resulting in fatalities which included the commanding officer of the Indian Army. The intensity of the fight increased with reinforcements from the both sides and it continued until late night till the time they got exhausted. Many Indian soldiers went missing during the fight. Early on Tuesday morning, both Indian and Chinese top military officials rushed and called for a meeting to defuse the situation. These are the first casualties faced by the Indian Army in clash with the People's Liberation Army since 1975 when an Indian patrol was ambushed by Chinese troops in <keyword id="46408" type="LOCATION" weightage="20" keywordseo="Arunachal-Pradesh">Arunachal Pradesh</keyword>. Earlier in the day, Union Defence Minister Rajnath Singh briefed Prime Minister Narendra Modi about the prevailing situation in Eastern Ladakh. Naravane commanding the Eastern Command became more significant because he commanded the Strikes Corps of the Indian Army and was the <keyword id="32733" type="PERSON" weightage="20" keywordseo="Indian-Defence">Indian Defence</keyword> Attache in Myanmar. To further cement the deal, US Defence Secretary Lloyd Austin is expected to visit India later this month. India is becoming a strategic defence partner for the US, especially countering Chinese influence in the <keyword id="12350" type="LOCATION" weightage="20" keywordseo="Indian-Ocean">Indian Ocean</keyword>. These MQ-9B Predator drones are manufactured by San Diego-based <keyword id="834093" type="COMPANY" weightage="20" keywordseo="General-Atomics">General Atomics</keyword>. The MQ-9B has an endurance of 48 hours and a range of over 6,000 nautical miles. It carries maximum payload of 2-tonne. India plans to buy 30 MQ-9 Reaper drones for $3 billion from US company General Atomics

The Supreme Court on Wednesday asked the Union government if a change in law is warranted on the legal question of whether a person holding a driving licence for a light motor vehicle is entitled to legally drive a <keyword id="1049502" type="General" weightage="20" keywordseo="transport-vehicle" source="Orion">transport vehicle</keyword> of a particular weight. Observing that these are policy issues impacting the livelihood of lakhs of people, a five-judge constitution bench headed by Chief Justice <keyword id="445662" type="General" weightage="50" keywordseo="d-y-chandrachud" source="Orion">D Y Chandrachud</keyword> said the government needs to take a "fresh look" at the matter while asserting that it needs to be taken up at the policy level. The top court asked the Centre to wrap up the exercise within two months and apprise it about the decision taken. It said any interpretation of the law must duly take into account valid concerns of road safety and the safety of other users of public transport. The top court had earlier sought the assistance of Attorney General R Venkataramani in dealing with a legal question about whether a person holding a driving licence for a light motor vehicle is entitled to legally drive a transport vehicle of a particular weight. The constitution bench had said knowing the position of the Ministry of Road Transport and Highways will be necessary after it was argued that the apex court's 2017 verdict in the case of Mukund Dewangan versus Oriental Insurance Company Limited was accepted by the Centre and rules were amended to align them with the judgement. In the Mukund Dewangan case, a three-judge bench of the top court had held that transport vehicles, the gross weight of which does not exceed 7,500 kg, are not excluded from the definition of LMV. "There may be lakhs of drivers across the country who are working on the basis of Dewangan judgment. This is not a constitutional issue. It is purely a statutory issue," the bench, also comprising Justices Hrishikesh Roy, P S Narasimha, Pankaj Mithal and Manoj Misra, said. "This is just not the question of law but also the social impact of the law... Road safety has to be balanced with the social purpose of the law and you have to see if this causes serious hardships. We cannot decide issues of social policy in a constitution bench," it said. The apex court said once the government informs its stand to the court, the hearing in the constitution bench will be taken up thereafter. The Constitution bench is dealing with a legal question which reads: "Whether a person holding a driving licence in respect of 'light motor vehicle' could on the strength of that licence, be entitled to drive a 'transport vehicle of light motor vehicle class' having unladen weight not exceeding 7,500 kg." On July 18, the constitution bench commenced hearing as many as 76 petitions to deal with the legal question. It had then heard the arguments of senior advocate Siddharth Dave, appearing for one of the petitioners, on alleged anomalies in the Motor Vehicle Act with regard to regimes for dealing with the grant of driving licenses for different categories of vehicles. The lead petition was filed by M/s Bajaj Allianz General Insurance Co Ltd. The legal question has given rise to various disputes over payment of claims by insurance companies in accident cases involving transport vehicles being driven by those having licences to drive LMVs. The Motor Vehicle Act provides for different regimes for the granting of driving licences for different categories of vehicles. The matter was referred to the larger bench on March 8, 2022, by a three-judge bench headed by Justice U U Lalit, since retired. It was said that certain provisions of the law were not noticed by the apex court in the Mukund Dewangan judgement and "the controversy in question needs to be revisited".

India and China are engaged in a nine-month-long standoff at the LAC. Despite several levels of dialogue, there has not been any breakthrough and the deadlock continues. Indian Army chief visits forward locations and reviewed tense situation with China

New Delhi, Women will be inducted as pilots in the Army Aviation Corps from next year, <keyword id="6354416" type="COMPANY" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> Chief General Manoj Mukund Naravane said on Tuesday. Till now, women are only part of ground duties in the Army Aviation Corps. Women pilots would be flying helicopters to forward locations and be part of operations at the borders, the Army Chief said, adding that the proposal has been cleared. The <keyword id="15141" type="COMPANY" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> has 10 women fighter pilots. In the <keyword id="6355100" type="COMPANY" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword>, women pilots are flying the Dornier aircraft and also as observers on board helicopters and P8I surveillance aircraft. Other than the 10 fighter pilots, the <keyword id="6355075" type="COMPANY" weightage="20" keywordseo="IAF">IAF</keyword> has 111 women pilots who fly transport planes and choppers. During his annual press conference in New Delhi, General Naravane said: "Last month, I had initiated a proposal that women officers can be recruited to Army Aviation. The next course which will begin in July this year, will induct women for training purposes in flying branch and after one year they will be able to join in operational duties." The Indian Army raised the Army Aviation Corps on November 1, 1986 and it comprises helicopters that fly in conflict and peace zones. The Aviation Corps is critical for the Indian Army as it is pressed into action for evacuation of injured troops during operations or health emergencies in high altitude areas. Army Aviation Corps choppers are also used for reconnaissance, observation, casualty evacuation, essential load drops, and combat search and rescue. The helicopters participate in <keyword id="398565" type="COMPANY" weightage="20" keywordseo="humanitarian-aid">Humanitarian Aid</keyword> and Disaster Relief (HADR) operations across the country. India bets on talks to resolve China border row even as it prepares for a two-front threat on the ground

New Delhi, <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> and <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword> held 16 hours-long marathon military dialogue to resolve an ongoing border dispute and thinning of <keyword id="6463614" type="UNKNOWN" weightage="20" keywordseo="Forces">forces</keyword> along the <keyword id="49399" type="COMPANY" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> in Eastern Ladakh, government official said on Monday. The details of the meeting is yet to known. The ninth Corps Commander level talks between both the countries took place at the Moldo Meeting point almost two months of last dialogue. It started at 10.30 am on Sunday and ended at 2.30 a.m. on Monday. Lieutenant General P.G.K. Menon, the Corps Commander of Leh-based HQ 14 Corps, led the Indian delegation. India has sought complete disengagement and withdrawing of forces from the disputed areas. The <keyword id="2560336" type="PERSON" weightage="20" keywordseo="military-commanders">military commanders</keyword> to convey the details of the meeting to Prime Minister Office. India and China held a 16-hour long talk to resolve ongoing border dispute

However, the primary issue in the Ladakh region is that the India-China border is not delineated. That means, India and China have overlapping lines claiming their territory in the Aksai Chin sector, which is largely an uninhabitable region. India believes that<a href="https://www.defence.gov.au/ADC/Publications/IndoPac/Richards%20final%20IPSD%20paper.pdf"> China has 38,000 square kilometers of its land</a> in the western Himalayas, including some areas in Ladakh, and another 5,180 square kilometres of land in Kashmir ceded to China by Pakistan in 1963. They are testing each other’s boundaries. India may also be threatened by China’s growing influence in Pakistan occupied Kashmir India and Pakistan have clashing claims over areas in Kashmir. However, parts of Pakistan-occupied Kashmir, like the Gilgit-Baltistan region that India claims as its territory, are also areas that China has a claim on. “Although Beijing has let Pakistan keep Hunza for now, it has not really given up its claims on the region under the 1963 agreement. The CPEC, which enters Pakistan through Hunza, has laid the foundation for ever-larger Chinese economic influence in Gilgit-Baltistan,” <a href="https://indianexpress.com/article/opinion/columns/india-china-border-dispute-ladakh-jammu-kashmir-bifurcation-c-raja-mohan-6460681/">foreign policy expert C Raja Mohan wrote in the Indian Express</a>. The recent negotiations at the level of the respective armies have evidently not managed to calm the conflict. US President Donald Trump has already offered to mediate between the two countries.
