Visiting <keyword id="78682" type="PERSON" weightage="20" keywordseo="Indian-army-chief">Indian Army Chief</keyword> <keyword id="8457212" type="UNKNOWN" weightage="20" keywordseo="general-Manoj-Mukund-Naravane">General Manoj Mukund Naravane</keyword> on Thursday held a meeting with his Nepali counterpart General Purna Chandra Thapa during which they discussed ways to enhance bilateral defence cooperation. In a solemn ceremony earlier in the day, General Naravane laid a wreath on the 'Veer Smarak' at the Army Pavilion in Tundikhel, Kathmandu, following which he visited the Nepali Army Headquarters and was accorded with a ceremonial Guard of Honour. At the headquarters, he held the meeting with General Thapa, during which the Indian Army chief was also given a comprehensive briefing by senior officers of the Nepali Army. Also on Thursday, Naravane handed over various medical equipment to the Nepal Army, which included X-Ray machines, computed radiography systems, ICU ventilators, video endoscopy units, anesthesia machines, laboratory equipment and ambulances. Additional ventilators were also gifted to assist the Nepali Army in its fight against the coronavirus pandemic. This follows an earlier army-to-army provision of ventilators in July this year. Later in the day, Naravane will receive the honorary rank of general of Nepal Army on Thursday, which will be conferred to him by President Bidhya Devi Bhandari during a function in the President's Office, according to the Nepal Army. Nepal and India have a historic tradition of conferring the honorary title to each other's army chief since 1950. He will be the 18th Indian Army Chief to be conferred with the title. General Naravane is also scheduled to hold talks with the President later. The Indian Army chief landed in Kathmandu on Wednesday for a three-day official visit to Nepal, on the invitation of General Thapa. He was received at the airport by Lieutenant General Prabhu Ram Sharma, CGS Nepali Army and officials of the Indian Embassy. The ties between the two countries came under strain recently after China increased its influence on Nepal. It was India's road construction to the Lipulekh area at 17,000 feet that sparked a diplomatic row between India and Nepal as Kathmandu claimed the area to be its territory. The road was constructed to shorten the travel time for pilgrims visiting the Kailash Mansarovar. Lipulekh is a tri-junction between India, Nepal and China situated atop the Kalapani Valley in Uttarakhand. After this, Nepal brought out a new political map showing the contested area as its own. India has rejected this new map of Nepal saying it is not based on historical facts or evidence. Indian and Nepal discuss enhancing bilateral defence cooperation during Indian Army Chief Naravane's three-day visit

New Delhi, Indian Army Chief General Manoj Mukund Naravane on Wednesday met troops deployed in harsh winter conditions at forward locations at <keyword id="9262087" type="COMPANY" weightage="20" keywordseo="the-line-of-actual-control">the Line of Actual Control</keyword> and reviewed the prevailing <keyword id="594003" type="UNKNOWN" weightage="20" keywordseo="Tense-situation">tense situation</keyword> with <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword>. General Naravane also reviewed troops preparedness at the forward location. General Naravane reached Leh for a day visit to Fire and Fury Corps. From Leh, he went to forward locations deployed few metres away from Chinese troops at Line of Actual Control (LAC). Indian Army chief visits forward locations and reviewed tense situation with China

New Delhi, Women will be inducted as pilots in the Army Aviation Corps from next year, <keyword id="6354416" type="COMPANY" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> Chief General Manoj Mukund Naravane said on Tuesday. Till now, women are only part of ground duties in the Army Aviation Corps. Women pilots would be flying helicopters to forward locations and be part of operations at the borders, the Army Chief said, adding that the proposal has been cleared. The <keyword id="15141" type="COMPANY" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> has 10 women fighter pilots. In the <keyword id="6355100" type="COMPANY" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword>, women pilots are flying the Dornier aircraft and also as observers on board helicopters and P8I surveillance aircraft. Other than the 10 fighter pilots, the <keyword id="6355075" type="COMPANY" weightage="20" keywordseo="IAF">IAF</keyword> has 111 women pilots who fly transport planes and choppers. During his annual press conference in New Delhi, General Naravane said: "Last month, I had initiated a proposal that women officers can be recruited to Army Aviation. The next course which will begin in July this year, will induct women for training purposes in flying branch and after one year they will be able to join in operational duties." The Indian Army raised the Army Aviation Corps on November 1, 1986 and it comprises helicopters that fly in conflict and peace zones. The Aviation Corps is critical for the Indian Army as it is pressed into action for evacuation of injured troops during operations or health emergencies in high altitude areas. Army Aviation Corps choppers are also used for reconnaissance, observation, casualty evacuation, essential load drops, and combat search and rescue. The helicopters participate in <keyword id="398565" type="COMPANY" weightage="20" keywordseo="humanitarian-aid">Humanitarian Aid</keyword> and Disaster Relief (HADR) operations across the country. India and China held a 16-hour long talk to resolve ongoing border dispute

India plans to ink a major defence deal with the US to procure 30 <keyword id="10903374" type="UNKNOWN" weightage="20" keywordseo="armed-drones-worth">armed drones worth</keyword> $3 billion (approximately ₹22,000 crore) to enhance <keyword id="834532" type="PERSON" weightage="20" keywordseo="military-capabilities">military capabilities</keyword>, sources said. The approval to take these armed drones could be finalised during Defence Acquisition Council (DAC) meeting lead by Defence Minister Rajnath Singh. To further cement the deal, US Defence Secretary Lloyd Austin is expected to visit India later this month. India is becoming a strategic defence partner for the US, especially countering Chinese influence in the <keyword id="12350" type="LOCATION" weightage="20" keywordseo="Indian-Ocean">Indian Ocean</keyword>. The MQ-9B has an endurance of 48 hours and a range of over 6,000 nautical miles. It carries maximum payload of 2-tonne. India plans to buy 30 MQ-9 Reaper drones for $3 billion from US company General Atomics

Twenty Indian Army men, including officers, were killed in an unprecedented violent clash with Chinese People's <keyword id="9413941" type="UNKNOWN" weightage="20" keywordseo="liberation-army-troops">Liberation Army troops</keyword> at <keyword id="9241086" type="LOCATION" weightage="20" keywordseo="Galwan-Valley">Galwan Valley</keyword> in Eastern Ladakh on Monday night, the Indian Army said on Tuesday. Sources said that the death toll is likely to go up as many soldiers have been brutally injured. Indian Army issued a statement on Tuesday night wherein it said, "17 Indian troops who were critically injured in the line of duty at the standoff location and exposed to sub-zero temperatures in the high altitude terrain have succumbed to their injuries, taking the total that were killed in action to 20." The force further stated that Indian and Chinese troops have disengaged in the Galwan area where they had earlier "clashed on the night of June 15 and June 16, 2020." The force further stated that Indian Army is firmly committed to protect the territorial integrity and sovereignty of the nation. An unprecedented violent clash took place in Galwan Valley at the Line of Actual Control with Chinese People's Liberation Army soldiers attacking a small group of Indian Army men on patrol, resulting in fatalities which included the commanding officer of the Indian Army. The intensity of the fight increased with reinforcements from the both sides and it continued until late night till the time they got exhausted. Many Indian soldiers went missing during the fight. Early on Tuesday morning, both Indian and Chinese top military officials rushed and called for a meeting to defuse the situation. These are the first casualties faced by the Indian Army in clash with the People's Liberation Army since 1975 when an Indian patrol was ambushed by Chinese troops in <keyword id="46408" type="LOCATION" weightage="20" keywordseo="Arunachal-Pradesh">Arunachal Pradesh</keyword>. 20 Indian soldiers killed in Galwan Valley standoff

Army chief Gen MM Naravane will arrive in Nepal on Wednesday on a three-day crucial visit, which Indian officials here say will deepen the long-standing bonds of friendship between the two armies and provide an opportunity for both sides to explore avenues to further strengthen bilateral defence partnership for mutual benefit. Naravane's visit is largely aimed at resetting relations with the Himalayan nation after the ties came under severe strain following a bitter border row. Gen Naravane is visiting Nepal at the official invitation of Nepal Army chief Gen Purnachandra Thapa. Indian Embassy spokesperson Naveen Kumar said that Gen Naravane's visit "will deepen the long-standing and customary bonds of friendship between the two armies." "His visit will provide an opportunity for both sides to discuss the bilateral defence partnership and explore avenues to further strengthen it for mutual benefit." Gen Naravane will pay homage at the martyrs' memorial at the Army Pavilion on Thursday morning and receive a guard of honour at the Nepal Army headquarters, according to Nepal Army sources. He will hold formal talks with his Nepalese counterpart at the Nepal Army headquarters on Thursday. Mutual interests between the two armies and bilateral relations will mainly feature during the talk, Nepal Army sources said. Gen Naravane will address the student officers at the Army Command and Staff College at Shivapuri, in the outskirts of Kathmandu on Friday morning. In the afternoon, Gen Naravane will meet Prime Minister and Defence Minister K.P Sharma Oli at the Prime Minister's Official Residence at Baluwatar before wrapping up his visit. "I am delighted to be visiting Nepal on their kind invitation and to meet my counterpart Gen Purna Chandra Thapa, Chief of the Army Staff of the Nepali Army. I am sure this visit will go a long way in strengthening the bonds of friendship that the two armies cherish," Gen Naravane said in New Delhi ahead of the visit. The Chief of Army Staff said he was also grateful for the opportunity to call on Prime Minister Oli. India's decision to send the Army Chief to Nepal to reset the ties is seen as part of a larger exercise by New Delhi to rejuvenate relations with Myanmar, the Maldives, Bangladesh, Sri Lanka, Bhutan and Afghanistan in the wake of greater efforts by China to expand its influence in the region. The ties between the two countries came under strain after Defence Minister Rajnath Singh inaugurated an 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8. Nepal protested the inauguration of the road claiming that it passed through its territory. Days later, Nepal came out with the new map showing Lipulekh, Kalapani and Limpiyadhura as its territories. After Nepal released the map, India reacted sharply, calling it a "unilateral act" and cautioning Kathmandu that such "artificial enlargement" of territorial claims will not be acceptable to it. In June, Nepal's Parliament approved the new political map of the country featuring areas which India maintains belong to it. In its reaction after Nepal's lower house of parliament approved the bill, India termed as untenable the "artificial enlargement" of territorial claims by the neighbouring country. India said Nepal's action violates an understanding reached between the two countries to resolve the boundary issues through talks. Nepal Prime Minister Oli has been asserting that Lipulekh, Kalapani and Limpiyadhura belong to Nepal and vowed to "reclaim" them from India. The Lipulekh pass is a far western point near Kalapani, a disputed border area between Nepal and India. Both India and Nepal claim Kalapani as an integral part of their territory - India as part of Uttarakhand's Pithoragarh district and Nepal as part of Dharchula district.

The Supreme Court on Wednesday asked the Union government if a change in law is warranted on the legal question of whether a person holding a driving licence for a light motor vehicle is entitled to legally drive a <keyword id="1049502" type="General" weightage="20" keywordseo="transport-vehicle" source="Orion">transport vehicle</keyword> of a particular weight. Observing that these are policy issues impacting the livelihood of lakhs of people, a five-judge constitution bench headed by Chief Justice <keyword id="445662" type="General" weightage="50" keywordseo="d-y-chandrachud" source="Orion">D Y Chandrachud</keyword> said the government needs to take a "fresh look" at the matter while asserting that it needs to be taken up at the policy level. The top court asked the Centre to wrap up the exercise within two months and apprise it about the decision taken. It said any interpretation of the law must duly take into account valid concerns of road safety and the safety of other users of public transport. The top court had earlier sought the assistance of Attorney General R Venkataramani in dealing with a legal question about whether a person holding a driving licence for a light motor vehicle is entitled to legally drive a transport vehicle of a particular weight. The constitution bench had said knowing the position of the Ministry of Road Transport and Highways will be necessary after it was argued that the apex court's 2017 verdict in the case of Mukund Dewangan versus Oriental Insurance Company Limited was accepted by the Centre and rules were amended to align them with the judgement. In the Mukund Dewangan case, a three-judge bench of the top court had held that transport vehicles, the gross weight of which does not exceed 7,500 kg, are not excluded from the definition of LMV. "There may be lakhs of drivers across the country who are working on the basis of Dewangan judgment. This is not a constitutional issue. It is purely a statutory issue," the bench, also comprising Justices Hrishikesh Roy, P S Narasimha, Pankaj Mithal and Manoj Misra, said. "This is just not the question of law but also the social impact of the law... Road safety has to be balanced with the social purpose of the law and you have to see if this causes serious hardships. We cannot decide issues of social policy in a constitution bench," it said. The apex court said once the government informs its stand to the court, the hearing in the constitution bench will be taken up thereafter. The Constitution bench is dealing with a legal question which reads: "Whether a person holding a driving licence in respect of 'light motor vehicle' could on the strength of that licence, be entitled to drive a 'transport vehicle of light motor vehicle class' having unladen weight not exceeding 7,500 kg." On July 18, the constitution bench commenced hearing as many as 76 petitions to deal with the legal question. It had then heard the arguments of senior advocate Siddharth Dave, appearing for one of the petitioners, on alleged anomalies in the Motor Vehicle Act with regard to regimes for dealing with the grant of driving licenses for different categories of vehicles. The lead petition was filed by M/s Bajaj Allianz General Insurance Co Ltd. The legal question has given rise to various disputes over payment of claims by insurance companies in accident cases involving transport vehicles being driven by those having licences to drive LMVs. The Motor Vehicle Act provides for different regimes for the granting of driving licences for different categories of vehicles. The matter was referred to the larger bench on March 8, 2022, by a three-judge bench headed by Justice U U Lalit, since retired. It was said that certain provisions of the law were not noticed by the apex court in the Mukund Dewangan judgement and "the controversy in question needs to be revisited".

India's armed forces are setting up a dedicated agency to fight cyber attacks

Army chief general <keyword id="7912696" type="COMPANY" weightage="20" keywordseo="M-M-Naravane">M M Naravane</keyword> on Tuesday said that he was hopeful that the Indian and Chinese militaries will be able to reach an agreement on disengagement and de-escalation of tension in eastern Ladakh. In an address at a seminar, the army chief said senior military commanders of India and China are holding talks to iron out modalities for deescalation of tension in eastern Ladakh. "We are hopeful of reaching an agreement which is mutually acceptable and is really beneficial in keeping with the overarching policy guidelines," he said. The chief of Army staff also said that the situation in eastern Ladakh is quite stable. General Naravane was speaking at a conclave organised by Bharatshakti.in, a portal on defence and military issues. Referring to Indian troops deployed in the high-altitude region, he said they are equipped with appropriate clothing and weapons, and added that there is no shortage whatsoever. India and China are likely to hold another round of military talks to discuss specific proposals for a possible breakthrough in the long-negotiated disengagement process in eastern Ladakh. The eighth round of Corps Commander-level talks on Friday had broadly discussed disengagement of troops from specific friction points and both sides would like to take forward the "constructive" dialogue to the next round with detailed deliberations, sources had said. In a joint statement released earlier on Friday, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> and the Chinese People's Liberation Army (PLA) described the talks as candid, in-depth and constructive.
