Top commanders of the Army will carry out a <keyword id="10169145" type="UNKNOWN" weightage="20" keywordseo="comprehensive-assessment">comprehensive assessment</keyword> of India's combat readiness in eastern Ladakh as well as other sensitive areas along the Line of Actual Control with China at a four-day conference beginning Monday, government sources said. The commanders will also deliberate on a slew of long-pending reform measures like cutting down on ceremonial practices and non-military activities to ensure a rational distribution of resources, they said. Chief of Army Staff <keyword id="8868759" type="PERSON" weightage="20" keywordseo="gen-mm-naravane">Gen MM Naravane</keyword> will chair the Army Commanders' Conference (ACC), which is an apex level biannual event that formulates important policy decisions through a collegiate system of deliberation. It will be attended by all Army Commanders, Principal Staff Officers (PSOs) of the Army headquarters and other senior officers. Defence Minister Rajnath Singh, Chief of Defence Staff <keyword id="4026063" type="PERSON" weightage="20" keywordseo="gen-bipin-rawat">Gen Bipin Rawat</keyword>, Chief of Naval Staff Admiral <keyword id="321124" type="PERSON" weightage="20" keywordseo="Karambir-Singh">Karambir Singh</keyword> and Air Chief Marshal RKS Bhadauria will address the commanders on Tuesday, the sources said. "The Army Commanders will carry out a comprehensive review of the security challenges facing the nation including the situation in eastern Ladakh and <keyword id="17605" type="LOCATION" weightage="20" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword>," said a source. The situation in eastern Ladakh remains tense as both Indian and Chinese armies deployed over 50,000 troops each along the LAC following escalation of standoff that began in early May. The sources said the commanders will exclusively deliberate on matters relating to human resource management in the Army on Monday while they will carry out an in-depth discussion on Wednesday on various agenda points highlighted by the top Army Commanders. There will be a discussion on issues flagged by the Commander-in-Chief of the Andaman and Nicobar Command, which is India's only tri-services command. Besides reviewing the security challenges facing the nation, the Army commanders will attempt to finalise various reform measures recommended by separate internal committees in utilisation of limited resources while at the same time focusing on enhancing operational capability of the 1.3-million strong force, the sources said. Some of the proposals to be on the table at the conference include discontinuing or at least bringing down the scale of the Army Day and Territorial Army Day parades, cutting down on various ceremonial practices and reducing the number of officers' mess within individual peace stations, the sources said. Similarly, the top Army brass will also examine a proposal to bring down the number of guards at official residences of senior officials and another one on reducing the number of CSD canteens if several such facilities are operating within one station, they said. Another proposal on the table for discussion would be to asking various units to cut costs on celebrating Raising Day and Battle Honour Day. The sources said the last day's agenda of the conference will include a briefing by <keyword id="10169146" type="COMPANY" weightage="20" keywordseo="the-director-general-of-border-roads">the Director General of Border Roads</keyword> on the various infrastructure development projects being undertaken by the Border Roads Organisation (BRO) and allied formations. Army commanders to review situation in Ladakh, internal reforms at 4-day conference today

Army chief Gen MM Naravane will arrive in Nepal on Wednesday on a three-day crucial visit, which Indian officials here say will deepen the long-standing bonds of friendship between the two armies and provide an opportunity for both sides to explore avenues to further strengthen bilateral defence partnership for mutual benefit. Naravane's visit is largely aimed at resetting relations with the Himalayan nation after the ties came under severe strain following a bitter border row. Gen Naravane is visiting Nepal at the official invitation of Nepal Army chief Gen Purnachandra Thapa. Indian Embassy spokesperson Naveen Kumar said that Gen Naravane's visit "will deepen the long-standing and customary bonds of friendship between the two armies." "His visit will provide an opportunity for both sides to discuss the bilateral defence partnership and explore avenues to further strengthen it for mutual benefit." Gen Naravane will pay homage at the martyrs' memorial at the Army Pavilion on Thursday morning and receive a guard of honour at the Nepal Army headquarters, according to Nepal Army sources. He will hold formal talks with his Nepalese counterpart at the Nepal Army headquarters on Thursday. Mutual interests between the two armies and bilateral relations will mainly feature during the talk, Nepal Army sources said. India's decision to send the Army Chief to Nepal to reset the ties is seen as part of a larger exercise by New Delhi to rejuvenate relations with Myanmar, the Maldives, Bangladesh, Sri Lanka, Bhutan and Afghanistan in the wake of greater efforts by China to expand its influence in the region. The ties between the two countries came under strain after Defence Minister Rajnath Singh inaugurated an 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8. Nepal protested the inauguration of the road claiming that it passed through its territory. Days later, Nepal came out with the new map showing Lipulekh, Kalapani and Limpiyadhura as its territories. After Nepal released the map, India reacted sharply, calling it a "unilateral act" and cautioning Kathmandu that such "artificial enlargement" of territorial claims will not be acceptable to it. In June, Nepal's Parliament approved the new political map of the country featuring areas which India maintains belong to it. In its reaction after Nepal's lower house of parliament approved the bill, India termed as untenable the "artificial enlargement" of territorial claims by the neighbouring country. India said Nepal's action violates an understanding reached between the two countries to resolve the boundary issues through talks. Nepal Prime Minister Oli has been asserting that Lipulekh, Kalapani and Limpiyadhura belong to Nepal and vowed to "reclaim" them from India. The Lipulekh pass is a far western point near Kalapani, a disputed border area between Nepal and India. Both India and Nepal claim Kalapani as an integral part of their territory - India as part of Uttarakhand's Pithoragarh district and Nepal as part of Dharchula district.

Defence Minister Rajnath Singh on Saturday reviewed the overall security scenario in eastern Ladakh amid the ongoing talks between India and China on the disengagement process in the high-altitude region, people familiar with the developments said. The meeting was attended by <keyword id="2556564" type="COMPANY" weightage="20" keywordseo="National-Security-Advisor-Ajit-Doval">National Security Advisor Ajit Doval</keyword>, Chief of Defence Staff <keyword id="4026063" type="PERSON" weightage="20" keywordseo="gen-bipin-rawat">Gen Bipin Rawat</keyword>, Army Chief Gen MM Naravane, Navy Chief Admiral Karambir Singh and IAF Chief Air Chief Marshal RKS Bhadauria. The sources said all important aspects of the border row with China in eastern Ladakh were discussed in great detail. The meeting also deliberated on the future course of approach in dealing with the situation, they added. The analysis comes in the wake of the assessment by the Army that the Chinese military is not serious about the resolution of the border conflict in eastern Ladakh. There has been a stalemate in the military talks as the Indian Army was strongly insisting that the Chinese side must restore the status quo ante of April this year to resolve the over three-month-old row. The Indian Army has clearly stated to the Chinese People's Liberation Army (PLA) that "shifting" of <keyword id="9262087" type="COMPANY" weightage="20" keywordseo="the-line-of-actual-control">the Line of Actual Control</keyword> is not acceptable to it, the sources said adding Chinese military is now desperately attempting to give "ex post facto strategic meaning" to its actions in eastern Ladakh. "Due to the strong response of the Indian Army, the PLA is faced with unanticipated and unintended consequences of his misadventure," said a source, adding it is looking for a "face-saving exit strategy". India and China have held several rounds of military and diplomatic talks in the last two-and-half months but no significant headway has been made in resolution of the border row in eastern Ladakh. On Thursday, the two sides held another round of diplomatic talks following which <keyword id="3049628" type="COMPANY" weightage="20" keywordseo="The-Ministry-of-External-Affairs">the Ministry of External Affairs</keyword> (MEA) said they had agreed to resolve outstanding issues in an "expeditious manner" and in accordance with the existing agreements and protocols. However, the sources said the meeting could not produce any significant outcome. The formal process of disengagement of troops began on July 6, a day after a nearly two-hour telephonic conversation between National Security Advisor <keyword id="115253" type="PERSON" weightage="20" keywordseo="Ajit-Doval">Ajit Doval</keyword> and Chinese Foreign Minister Wang Yi on ways to bring down tensions in the area. However, the process has not moved forward since mid-July. The Chinese military has pulled back from Galwan Valley and certain other friction points but the withdrawal of troops has not moved forward in Pangong Tso, Depsang and a couple of other areas, sources said. In the five rounds of corps commander-level talks, the Indian side has been insisting on complete disengagement of Chinese troops at the earliest, and immediate restoration of status quo ante in all areas of eastern Ladakh prior to April. Even as both sides have been engaged in diplomatic and military talks, the Indian Army is making elaborate preparation to maintain its current strength of troops in all key areas in eastern Ladakh in the harsh winter months. Army Chief Naravane has already conveyed to all the senior commanders of the Army, overseeing operation of the frontline formations along the LAC, to keep up a significantly high state of alertness and maintain the aggressive posturing to deal with any Chinese "misadventure", the sources said. The Army is also in the process of procuring a number of weapons, ammunition and winter gears for the frontline troops, they added. The temperature in some of the high-altitude areas along the LAC drops to minus 25 degrees Celsius in the winter months. The tension between the two sides escalated manifold after the violent clashes in Galwan Valley on June 15 in which 20 Indian Army personnel were killed. The Chinese side also suffered casualties but it is yet to give out the details. According to an American intelligence report, the number of casualties on the Chinese side was 35. Following the Galwan Valley incident, the government gave the armed forces "full freedom" to give a "befitting" response to any Chinese misadventure along the LAC. The Army sent thousands of additional troops to forward locations along the border following the deadly clashes. The IAF has also moved air defence systems as well as a sizeable number of its frontline combat jets and attack helicopters to several key air bases.

New Delhi, May 5 () Twenty-four people including many serving and retired armed forces personnel have tested positive for coronavirus at the Army's premier Research and Referral hospital in the national capital, officials said on Tuesday.Separately, the Indian Navy quarantined around 150 officers and sailors at the INS Netaji Subhash, an administrative and logistics base in Kolkata, as a precautionary measure after its two sailors reported symptoms for COVID-19, official sources said. All the 24 people who tested positive for the infection in the Research and Referral hospital were from its oncology ward. They have already been shifted to the Army's Base hospital in Delhi Cantonmen, they said.The Base hospital has been designated to treat coronavirus patients.The 24 people included 20 serving personnel from the three services, their dependents and a veteran, the officials said. After a patient tested positive, authorities at the premier hospital carried out detailed contact tracing."Quarantine protocol and testing of those in the high risk group was carried out," said one of the officials.It is the second biggest case of the coronavirus outbreak hitting the armed forces.Last month, 26 Indian Navy personnel tested positive for the infection at the strategically-located Western Naval Command in Mumbai.On Friday, Army Chief Gen MM Naravane said that 14 coronavirus cases were found in the Army and five of them have recovered so far. The Indian Air Force has not reported any coronavirus case yet. As of now, around 80 serving personnel were undergoing treatment for coronavirus across the country. MPB RDMRDM

The soldier was returned to China at the Chushul-Moldo border point in eastern Ladakh at 10.10 am, they added. The Chinese soldier was captured at the southern bank of Pangong lake in the early hours of Friday after he transgressed across the Indian side of the Line of Actual Control (LAC). "The PLA soldier, who was apprehended on January 8, was handed back to China at Chushul-Moldo at 10.10 am on Monday," a source said. Indian and Chinese troops are locked in a tense border standoff in eastern Ladakh for over eight months. The faceoff began in <keyword id="9768916" type="UNKNOWN" weightage="20" keywordseo="may-last-year">May last year</keyword>, following a clash between the two sides in the Pangong lake area. "The PLA soldier had transgressed across the LAC and was taken into custody by Indian troops deployed in this area. Troops from either side are deployed along the LAC since friction erupted last year due to unprecedented mobilisation and forward concentration by Chinese troops," the Army said in a statement on Saturday. Following the capture of the soldier by the Indian Army, China had sought his immediate return on Saturday. It was the second such incident of <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> capturing and subsequently returning a Chinese soldier in the last three months. Indian troops had captured Corporal Wang Ya Long of the PLA on October 19 last year after he "strayed" across the LAC in Ladakh's Demchok sector. The corporal was handed back to China at the Chushul-Moldo border point following the laid-down protocols. The areas around the Pangong lake along the LAC have remained tense in the last few months. Around four months ago, Indian troops occupied a number of strategic heights in the Mukhpari, Rechin La and Magar hill areas around the southern bank of the Pangong lake, after the Chinese military attempted to intimidate them in the area on the intervening night of August 29 and 30 last year. Chief of Army Staff Gen. MM Naravane visited various high-altitude forward areas in eastern Ladakh last month, including certain positions on the south bank of the Pangong lake, and reviewed India's overall military preparedness. Nearly 50,000 troops of the Indian Army are currently deployed in a high state of combat readiness at various mountainous locations in eastern Ladakh in sub-zero temperatures as <keyword id="7687111" type="UNKNOWN" weightage="20" keywordseo="Multiple-rounds">multiple rounds</keyword> of talks between the two sides have not yielded a concrete outcome to resolve the standoff. China has also deployed an equal number of troops, according to officials. The two countries held another round of diplomatic talks last month under the framework of the Working Mechanism for Consultation and Coordination (WMCC) on India-China border affairs. The eighth and last round of military talks between the two sides took place on November 6 last year, during which both sides had broadly discussed disengagement of troops from specific friction points. India has all along been maintaining that the onus is on China to carry forward the process of disengagement and de-escalation at the friction points in the mountainous region. Following the sixth round of military talks, the two sides had announced a slew of decisions, including not to send more troops to the frontline, refraining from unilaterally changing the situation on the ground and avoiding taking any action that may further complicate matters. This round of talks was held with a specific agenda of exploring ways to implement a five-point agreement reached between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi at a meeting in Moscow on September 10 on the sidelines of a Shanghai Cooperation Organisation (SCO) conclave. The pact included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the LAC. Indian Army returns Chinese soldier after  three days

New Delhi, Jul 15 () The Indian military conveyed a "very clear" message to the Chinese army during a nearly 15-hour-long talks that status quo ante must be restored in eastern Ladakh and it will have to follow all mutually agreed protocols for border management to bring back peace and tranquillity along the Line of Actual Control, government sources said on Wednesday. During the course of the intense and complex negotiations between senior commanders of the two armies that ended at 2 am on Wednesday, the Indian delegation also apprised the Chinese PLA about the "red lines" and conveyed that the onus was largely on China to improve the overall situation in the region, the sources said. The two sides agreed on certain modalities for rolling out the next phase of disengagement and are expected to get in touch with each other after discussing agreed points with the higher authorities of both sides, the sources said. The fourth round of Lt General-level talks began around 11 AM on Tuesday at a designated meeting point in Chushul on the Indian side of the LAC, they said. There was no official word on the outcome of the talks. The Indian delegation was led by Lt Gen Harinder Singh, the Commander of the Leh-based 14 Corps, while the Chinese side was headed by Major General Liu Lin, Commander of the South Xinjiang military region. Army Chief Gen MM Naravane was apprised about the details of the negotiations following which he held discussions with senior military officers. He is scheduled to hold another meeting with a number of senior military officers later in the day. Tuesday's discussions were the longest negotiations between the two armies after the tense standoff that began on May 5. The third round of Lt General-level talks on June 30 lasted 12 hours. During this round, both sides agreed on an "expeditious, phased and step wise" de-escalation as a "priority" to end the standoff. The sources said the main focus of the latest round was on finalising a framework for a "time-bound and verifiable" disengagement process from all the friction points like Pangong Tso and Depsang and pulling back large numbers of troops and weapons from rear bases along the LAC as part of modalities for further de-esalation. "It was clearly conveyed to China that it must follow all the relevant provisions of agreements and protocols that govern management of the border by both the sides," they said. The Indian side insisted on "total restoration" of status quo ante in all areas of eastern Ladakh prior to May 5 when the standoff began following a clash between the troops of the two countries in Pangong Tso, they said. The Indian delegation also conveyed concerns over China's "new claim lines" in the region, and insisted that Beijing must adhere to earlier framework on carrying out patrolling in the areas, the sources said. The talks took place days after implementation of the first phase of the disengagement process from the friction points. China's People's Liberation Army (PLA) has already completed pulling back troops from Gogra, Hot Springs and Galwan Valley and significantly thinned down its presence in the ridgeline of Finger Four in the Pangong Tso area in the last one week as demanded by India. In line with a mutually agreed decision, the two sides created a minimum buffer zone of three kilometres in most of the friction points where they were locked in a standoff.
