The resolution noted that this was an issue that should have been raised in the internal forum of the party, instead of going public by leaking it to the media. Sonia Gandhi was made the party interim President in August last year after Rahul Gandhi stepped down following the debacle in 2019 Lok Sabha elections. The CWC meeting on Monday could be a stormy affair after a letter written by scores of party leaders has surfaced, calling for drastic changes and reform in the grand old party. The party sources said that there is no challenge to the leadership of Rahul Gandhi but if the name of another person is pushed forward, there will be protests from others. It's anticipated that Rahul Gandhi may push the name of KC Venugopal, so everybody is gearing up with their strategies. But if the CWC decides for elections, the matter may be laid to rest. In the meantime, top Congress managers are busy reaching out to dissenters in the party. However, after the letter surfaced calling for reform from top to bottom within the Congress, the pro-Gandhi family lobby has come out against the letter and lashed out at those behind it. Delhi Congress passes resolution demanding Rahul Gandhi as the new party chief

<keyword id="5268" type="PERSON" weightage="80" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword> has accused <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword> of ignoring the poor by introducing bullet trains that "only people with suit-boot" can afford. 
 
He also pointed a finger at the BJP governments at the Centre and in Chhattisgarh for allegedly acquiring land for development, but the benefits are not reaped by the poor. 
 
"We do not want such development," he announced. 
 
Gandhi accused the Prime Minister of visiting tribal and poor areas during elections to seek votes, and not otherwise. 
 
"I can write it down, he (Modi) will not come here before elections. When he comes, he will say 'we have brought good days. We can bring more good days so vote for us again'," Gandhi said addressing a rally. 
 
Gandhi said Modi, "who wears a Rs 15 lakh suit," prefers to travel to foreign destinations instead. 
 
"If Modiji takes off his Rs 15 lakh suit and comes here to these villages, he will see the value of MNREGA," he said. 
 
He further charged that the Prime Minister repeatedly talks of 'acche din' and 'vikas' (development), but not of the poor. "I don't understand what kind of development is this," said Gandhi. 
 
Gandhi claimed that Chhattisgarh Chief Minister Raman Singh was doing a Modi at the state level.

'suit-boot' people

Dismissing Rahul Gandhi's claims on violence against minorities, Dilip Mandal a prominent Dalit voice, claimed that the last decade was the "most peaceful time for India since independence" as he compared the governance under the Congress party. "During his address, Rahul Gandhi made an objectionable statement that a lot of atrocities are happening against Muslims and Christians in India. I believe that the numbers don't suggest this. The last 10 years have been the most peaceful time for India after independence if you see the numbers," Dilip Mandal told ANI. "During the Congress regime, so many riots used to happen, if you compare that in the last 10 years, only two major communal riot incidents have happened, Delhi and Manipur. So the scale has reduced...riots don't last long now," he said. Mandal alleged Gandhi's remarks as an attempt "to scare investors" and added that the Congress party is "again trying to appease" Muslims. "This is an attempt to scare the investors and it will affect India. Congress is again trying to appease Muslims. He is thinking of getting the Muslim votes, especially the Muslim votes of Bihar and UP, from SP and RJD," Mandal said.

Portions of Rahul Gandhi's speech in Lok Sabha expunged

 Later Gandhi met the injured people in the <keyword id="500093" type="ORGANIZATION" weightage="20" keywordseo="Calcutta-Medical-College-and-Hospital">Calcutta Medical College and Hospital</keyword> and said he had come here to extend his support to the victims. 
 
"There has been a tragedy here. I have come here to give them whatever little support I can provide," Gandhi said after meeting the injured in the hospital. 
 
When asked to comment on the allegations of lapses in the construction of the flyover, Gandhi said, "I have come here to meet the injured. I'll not talk about politics." 
 
Gandhi, accompanied by state Congress President Adhir Chowdhury and party leader Deepa Dasmunsi, earlier talked to NDRF officials at the accident site. 
 
An under-construction flyover collapsed in the city leaving at least 24 dead on Thursday. Police last night arrested three top officials of the Hyderabad based construction company which was building the flyover and slapped murder charges on them.

 Speaking in the Parliament, during 'Question Hour', Rahul attacked the <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword> led BJP Government saying, "This government wants to sell-out the internet to the rich industrialists of this country. I am asking the government not to carve out the internet and hand it over to the industrialists.' He further said, "I want the government to immediately stop the <keyword id="6356988" type="PERSON" weightage="80" keywordseo="TRAI">TRAI</keyword> consultation and write a clear law on net neutrality.' 
 Earlier in the day, he had moved an a notice of adjournment in the Parliament seeking discussion on the issue of net neutrality. The Speaker, Sumitra Mahajan allowed Gandhi to raise his concern, which was followed by a quick, but sharp rebuttal by Telecom and Information Broadcast Minister, <keyword id="6354886" type="PERSON" weightage="80" keywordseo="Ravi-Shankar-Prasad">Ravi Shankar Prasad</keyword>. 
 Prasad said, "When <keyword id="71" type="POSITION" weightage="80" keywordseo="Prime-Minister">Prime Minister</keyword> Narendra Modi speaks about Digital India, he wants that every citizen of this country gets access to the internet. The government not only wants e-governance, but wants to give access to mobile governance to all its citizens." He further added, " TRAI is holding a consultation within its jurisdiction, but the final say in the matter lies with the <keyword id="6493697" type="ORGANIZATION" weightage="80" keywordseo="Telecom-Ministry">telecom ministry</keyword> and eventually the cabinet." 
 The telecom minister also made a scathing remark at the previous UPA2 regime, referring to August 2012, when the then telecom ministry under <keyword id="30182" type="PERSON" weightage="80" keywordseo="Kapil-Sibal">Kapil Sibal</keyword> had ordered internet service providers to block 16 Twitter accounts, including those of right-wing entities and leaders such as Sangh Parivar, Panchjanya magazine, and Pravin Togadia's blogposts, as wlee as hundreds of web-pages featuring user-generated content on websites such as <keyword id="6354576" type="CITY" weightage="80" keywordseo="Facebook">Facebook</keyword> and Youtube. Prasad said, "when we are discussing this matter, why don't we ask Rahul Gandhi, the able politician that he is, about the Twitter handles that were blocked in August 2012." 
 
Post his 56-day vacation, this is the second time that Rahul Gandhi has attacked the Modi Government, providing a sense to the country that he might just have returned with an improved sense of issues to target, even touching all the correct ‘raw nerves’ of the Narendra Modi-led BJP government. 
 A month ago, Airtel’s Zero Plan and the TRAI’s consultation paper on over the top website usage created a huge furor amongst the youth in the country.  Since then, TRAI has set up a consultation committee to discuss and debate the matter and arrive at a policy recommendation to the Telecom Ministry. Prasad, had earlier in the day said that the government has always been pro net neutrality and that a committee had already been set-up in January 2015 seeking opinion on the matter, the report on which will be submitted to DoT by the second week of May 2015. He further said that even this matter floated by TRAI will be first discussed by the department of telecom followed by the <keyword id="158388" type="ORGANIZATION" weightage="80" keywordseo="Telecom-Commission">Telecom Commission</keyword> and then a consolidated view will be taken. 
 
Going by the current momentum of things, this session of the Parliament is clearly all about showcasing the fact that Rahul Gandhi is ‘back for good’ and the new rejuvenated Gandhi scion will be making it rather tough for the BJP. But, above all the noise, there is only one factor that will determine how successful Rahul Gandhi really is, and that is his consistency in picking up the correct issues and the aggressive, well-researched manner he goes about charging at the BJP.
