GAIL is hiring engineers with a maximum pay scale of ₹1,80,000 per month, deadline tomorrow

New Delhi, India's largest gas firm GAIL is imitating billionaire Mukesh Ambani-led Reliance Industries Ltd in planning to import ethane from the US to replace natural gas and naphtha as feedstock at its petrochemical plants. "In a bid towards diversification of the feedstock, GAIL is looking to import ethane from ethane-surplus countries with matured export terminal infrastructure through water borne transportation to India and transport it further through GAIL's pipeline systems to demand centres," the company said in a tender document. It sought quotes to hire a very large ethane carrier (VLEC) for 20 years starting mid-2026 for importing ethane from the US. The ship with capacity of 80,000 to 99,000 cubic metres is targeted to take deliveries from US ports of Marcus Hook, Nederland, Morgan's Point or Beaumont and deliver ethane at Dahej or Hazira in Gujarat or Dabhol in Maharashtra. GAIL has a petrochemical plant at Pata, near Kanpur in Uttar Pradesh, and is also looking to set up another unit at Usar in Maharashtra. The company had to cut down on run rate at Pata after the government diverted gas supplies from the plant to city gas suppliers. This led to its profitability being impacted and so now the company is looking to supplement the feedstock with ethane. Reliance had in 2014 announced ethane plans in 2014 and started importing the feedstock from the US in 2017. It is importing 1.6 million tonnes per annum of ethane and is using six VLECs for transporting it to India. With ethane replacing propane and naphtha used in ethylene production, Reliance is estimated to have saved about USD 450 million annually. Reliance used 2.5 million tonnes a year of naphtha as feedstock in petrochemical crackers and ethane reduced its use by 5,00,000 tonnes, which now could be exported. Ethane is expected to be produced in large volumes in North America due to the shale gas revolution, which has generated an abundance of liquefied natural gas (LNG) and liquefied petroleum gas (LPG). It is primarily used as petrochemical feedstock to produce ethylene by steam cracking. Ethylene is the starting material for making a wide range of products -- from packaging films, wire coatings, and squeeze bottles as well as plastics and synthetic rubber. Reliance uses ethane at its crackers in Dahej and Hazira in Gujarat and Nagothane in Maharashtra. GAIL in the tender said it is looking at co-transportation of ethane and LNG through the same vessel loaded in separate compartments. "Bidders may indicate whether the vessel offered for time-charter is compatible for part loading of ethane and LNG. In case of co-transportation the primary and secondary fuel options may necessarily be indicated," GAIL said. GAIL said the 20 year charter hire agreement can be extended by a further 5 years. Last date for submission of an expression of interest (EoI) for offering VLECs is February 25.

GAIL takes the 'Reliance route' with its US ethane plans

The standalone net profit plunged 77.5 per cent year-on-year to Rs 603 crore in the fourth quarter (Q4) against the net profit of Rs 2,683 crore in the year-ago period. Talking to ANI, Sandeep Kumar Gupta, Chairman and Managing Director, GAIL, said that gas prices became very high due to the <keyword id="13010576" type="General" weightage="20" keywordseo="russia-ukraine-war" source="Orion">Russia-Ukraine war</keyword> which impacted the company's profit, despite its highest-ever annual revenue of Rs 1,44,302 crore, which was up 57 per cent, for FY23. Gupta said, "The petrochemical segment was affected, gas prices were not viable and because of it, we had to keep our plant shut and also keep it running at lower levels for a substantial period of the year because we were to service our customers which were tied up at long-term prices." He added, "However, we had to procure high-priced gas to supply to our customers and in transmission because some APM (administered price mechanism) allocation, which was there was taken away, so we had to consume the high-priced natural gas for our internal consumption, too." Now with the cooling of prices now, he said he hoped that all these adverse factors will not be there in the next fiscal and the company should come back to very robust numbers in the ongoing fiscal year. Talking about the current status of the supply-demand ration, the GAIL CMD said, "There was a supply disruption starting from May 22 after the Ukraine-Russia war last year and while this was a portfolio contract and the supplier should have supplied by cargo sourcing from other geographies if it was not possible from a particular territory, but then they did not supply." He also expressed hope, "However, it's good news that now the supplies have resumed from March this year." He said for the last two months, the company was getting the full allocation as per the contract, and hopefully that it would continue. "So, this is a big sort of reassurance on the supply front. And definitely, there is no cut as far as our downstream customers are concerned nowadays," the GAIL CMD said. Talking along the lines of Kirit Parikh Committee recommendation, the CMD said, "This is a very significant positive development that the government accepted the recommendation. This will definitely help." In fact, he said, "We have seen that with the implementation of this recommendation from the first of this year, there was a big drop in CNG (compressed natural gas) and PNG (piped natural gas) and definitely with such softening of prices, the consumption which was not happening in the last year especially will now come to normal levels." He said this would add more new customers, too. "So, definitely this will be a biggest step in taking natural gas to higher levels of consumption," he added. Gupta said, "We are having gas supplies from Qatar, the United States, and Russia from Australia. So, we have a very diverse portfolio of supplies. We are now scouting for new volumes and wherever those new volumes are there. We are talking to all such companies or countries. The new volumes are coming from primarily the Middle East and North America. These are the geographies where the discussions are going on." Talking about the hydrogen plant, Gupta said, "Our first green hydrogen electrolyzer is coming up at Vijaipur, Madhya Pradesh, this will be a capacity of 4.3 tonnes per day and this will be commissioned this year itself." India's top gas company <keyword id="6358765" type="General" weightage="20" keywordseo="GAIL" source="Orion">GAIL</keyword> will foray into hydrogen generation and take the acquisition route to scale up its <keyword id="34553" type="General" weightage="20" keywordseo="renewable-energy" source="Orion">renewable energy</keyword> portfolio as it pivots business beyond natural gas to align with energy transition being witnessed across the globe. As part of a push to embrace cleaner forms of energy, GAIL will be laying pipeline infrastructure to connect consumption centres to gas sources while also augmenting its renewable energy portfolio, GAIL Chairman and Managing Director <keyword id="6516738" type="General" weightage="20" keywordseo="Manoj-Jain" source="Orion">Manoj Jain</keyword> said. "The global energy sector is witnessing a paradigm shift in recent years as the world is transitioning to a sustainable energy future," he said in the company's latest annual report. To accomplish a cleaner primary energy mix for India, the government is emphasizing the expansion of the natural gas sector so as to achieve a gas-based economy along with growth in renewables. GAIL as a leading integrated energy major has aligned with this vision, he said. The firm is laying around 6,000-kilometres of pipeline, including a west coast to east coast pipeline from Mumbai to Jharsuduga in Odisha via Nagpur, he said. It currently has around 13,700-km of natural gas pipeline network. GAIL "will be selectively investing in the renewable energy domain given the future growth potential," he said. The company "has been scouting for opportunities to scale up the RE portfolio from the current 130 MW through bidding and other inorganic routes such as mergers and acquisitions." "In addition, the company is also foraying into ethanol and hydrogen generation," he said without giving details. Hydrogen is a clean fuel that, when consumed in a fuel cell, produces only water. Many countries are venturing into hydrogen production from a variety of domestic resources, such as natural gas, nuclear power, biomass, and renewable power like solar and wind. In India, companies ranging from Reliance Industries to <keyword id="6356834" type="General" weightage="20" keywordseo="Indian-Oil-Corporation" source="Orion">Indian Oil Corporation</keyword> and <keyword id="45179" type="General" weightage="20" keywordseo="NTPC" source="Orion">NTPC</keyword> have announced ambitious plans for generating hydrogen. GAIL too joins that list now. GAIL, Jain said, has the largest and most diverse LNG portfolio in India that can offer both stable prices and reliable supply to consumers. The company "shall be pushing for higher gas usage in the industrial segment, transport segment using CNG and LNG, Trigeneration, cold storage, etc," he said, adding the firm was looking for avenues to supply gas in the new segments like LNG trucking (LNG for long-haul transportation). He said GAIL is also looking to expand its presence in petrochemicals and also diversifying into high-margin downstream businesses. "The focus is on having polypropylene (PP) production capacity through setting up two polypropylene units (Propane Dehydrogenation Polypropylene Plant - PDHPP in Usar, Maharashtra and PP plant at Pata, Uttar Pradesh) and assessing opportunities in certain speciality chemicals in India," he said. GAIL presently has a 1.6 million tonnes per annum polyethylene and PP production capacity. It is also setting up at least two compressed biogas plants and an ethanol factory. India, which imports 85 per cent of its crude oil needs, is stepping up efforts to explore new forms of energy to clean up the skies and reduce dependence on imported fuels. "We have 120 MW of renewable energy capacity which we want to scale up to 1GW in next 3-4 years," Jain had told PTI last month. GAIL will bid for a 400 MW solar power capacity being auctioned by SECI (formerly <keyword id="1937268" type="General" weightage="20" keywordseo="Solar-Energy-Corporation-of-India" source="Orion">Solar Energy Corporation of India</keyword>) in Rewa, Madhya Pradesh. The company had in 2019 won a bid for 874 MW operational wind power projects of IL&amp;FS for Rs 4,800 crore. But IL&amp;FS' other partners used the first right of refusal to block GAIL's bid, he had said. GAIL has signed up with state-run power gear maker BHEL for its renewable energy foray. The tie-up looks to leverage the competitive strengths of both companies. GAIL will be the project developer and BHEL will be a project manager and EPC (engineering, procurement and construction) contractor. The move by GAIL, which commands a 75 per cent market share in gas transmission and more than 50 per cent share in gas trading in India, is seen as part of the government's vision to prepare for the energy transition process, under which the share of gas in the energy mix is sought to be raised to 15 per cent by 2030, from the current 6.2 per cent. GAIL scouts for acquisition to augment renewable portfolio, to foray into hydrogen

New Delhi, Feb 4 () The Oil Ministry has moved a cabinet note seeking approval for hiving off state-owned gas utility GAIL (India) Ltd's pipeline business into a separate entity for a possible sale to a strategic investor at a later date, sources privy to the development said.
 GAIL is India's biggest natural gas marketing and trading firm and owns more than 70 per cent of the country's 16,981-km pipeline network, giving it a stranglehold on the market.
 Users of natural gas have often complained about not 'fairly' getting access to GAIL's 12,160-km pipeline network to transport their fuel.
 Sources said to resolve the conflict arising out of the same entity owning the two jobs, bifurcating GAIL is being considered.
 GAIL's core business after the bifurcation would be the marketing of natural gas and petrochemical production. It will have to hire capacity on pipelines from the subsidiary and pay regulator approved traffics for the same.
 It will continue to execute the gas sales agreements it has already signed and will be responsible for the discharge of the obligation under purchase pacts including for import of LNG.
 The Ministry last month floated a note for consideration of the Union Cabinet for transferring the pipeline business into a 100 per cent subsidiary.
 The proposal involves separating the accounts of the pipeline division as well as transferring employees directly connected with the pipeline operations to the new subsidiary, they said adding a suitable name for the subsidiary is being mulled over.
 The Cabinet, they said, is likely to consider the proposal shortly.
 After the Cabinet approval, a consultant will be appointed to transfer the pipeline business into a separate subsidiary. This would take 8-10 months to accomplish.
 Sources said the pipeline subsidiary may be sold off to a strategic investor but the sale is not likely before 2022 as the thinking in the government is that the gas market will not be mature before that and state support would be needed for GAIL to accomplish building a national gas pipeline grid.
 The government had recently approved viability gap funding for a gas pipeline grid in the North-East which a consortium comprising GAIL and other state-owned firms will be executing.
 GAIL will continue to own the marketing business as also the stakes in liquefied natural gas (LNG) terminals after the split, they said.
 Previously, the government was considering transferring marketing business into a separate subsidiary for a sell-off at a later date but now a hive off of the pipeline business is being considered.
 GAIL has multiple long-term contracts to import gas in its liquid form (LNG) from countries such as the US and no strategic buyer would like to take the responsibility of those, particularly when the fuel is available at a cheaper price in the spot or current market, the sources said.
 They said it is now being considered that GAIL continues with the marketing business that would include all the sale contracts as also city gas retailing.
 Post-2022, the pipeline business can be sold to a strategic investor such as Canadian asset management company Brookfield that recently bought a 1,480-km pipeline owned by Mukesh Ambani's Reliance Industries (RIL).
 The sources said the strategic partner will operate the pipelines and give access on a non-discriminatory basis to any entity wanting to transport gas either from a natural gas field or an LNG import terminal to consumers.
 GAIL already keeps separate accounts for its gas pipeline and marketing businesses, making it easier to split them into two entities.
 By unbundling GAIL and opening the sector, the government hopes to increase gas use to 15 per cent of the energy mix by 2030 from current 6.2 per cent.
 When talk of splitting first started in January last year, Oil Minister Dharmendra Pradhan had stated that GAIL should focus on laying pipelines, suggesting hiving off the marketing business.
 Incorporated in August 1984 by spinning off the gas business of ONGC, GAIL owns and operates over 11,500-km of natural gas pipelines in the country. It sells around 60 per cent of natural gas in the country.
 The sources said the oil ministry has not been very happy with GAIL's performance in building the pipeline network. Besides, there is a possible conflict of interest in its role as an infrastructure provider and carrier.
 GAIL did not start executing the Rs 12,940 crore Jagdishpur-Haldia and Bokaro-Dhamra pipeline until the government agreed to give 40 per cent of the project cost as a grant from the budget. The pipeline takes the gas to Prime Minister Narendra Modi's constituency, Varanasi.
 Plans to split the company had been discussed more than a decade back too but these did not materialise.
 The sources said refiners Indian Oil Corp (IOC) and Bharat Petroleum Corp Ltd (BPCL) had in 2017 evinced interest in acquiring GAIL to expand their gas marketing business.
 GAIL also owns a petrochemical plant at Pata in Uttar Pradesh.
 The company had in the past resisted the split on grounds that it's gas marketing and transmission businesses operate at arm's length and hence do not need to be separated.
 GAIL's marketing business formed 76 per cent of its 2018-19 total sales and about 30 per cent pre-tax profit.

Oil Min moves Cabinet note for splitting GAIL; pipeline business may be sold later

New Delhi, Dec 22 () The Department of Telecommunications has sought Rs 1.72 lakh crore in past statutory dues from state-owned gas utility GAIL India Ltd following the Supreme Court's ruling on revenues that need to be taken into consideration for payment of government dues.
 Sources with direct knowledge of the development said DoT sent a letter to GAIL last month seeking Rs 1,72,655 crore in dues on IP-1 and IP-2 licences as well as Internet Service Provider (ISP) licence.
 In response, GAIL has told DoT that it owes nothing more than what it has already paid to the government.
 The firm told DoT that it had obtained ISP licence in 2002 for a period of 15 years, which expired in 2017. But GAIL never did any business under the licence and since no revenue was generated it cannot pay any amount.
 On IP-1 and IP-2 licences, GAIL has told DoT that it generated Rs 35 crore of revenue since 2001-02 and not Rs 2,49,788 crore that has been considered for levying past dues, they said.
 Sources said the dues being sought are more than three times the networth of GAIL and several times the actual revenue earned.
 The Supreme Court had on October 24 ruled that non-telecom revenues earned by firms using spectrum or airwaves allocated by the government will be considered for calculating statutory dues.
 While telcos such as Bharti Airtel and Vodafone Idea may have had non-telecom revenues generated from using the government licence and spectrum, firms such as GAIL had no such revenue.
 DoT is seeking Rs 1.47 lakh crore from all telcos in past statutory dues.
 Besides GAIL, DoT is also seeking Rs 1.25 lakh crore from PowerGrid which had both a national long-distance as well as an internet licence.
 PowerGrid says it has an adjusted gross revenue (AGR) of Rs 3,566 crore since 2006-07 and after adding penalty it comes to Rs 22,168 crore.
 Infrastructure provider category- I (IP-I) are those infrastructure providers who provide assets such as dark fibre, right of way, duct space and towers to the licensees of telecom services.
 GAIL has a vast network of gas pipelines and it laid optic fibre along it to provide bandwidth to third parties.
 Issuance of IP-II licence was discontinued in December 2005.
 Sources said DoT estimates that the telecom operators owe Rs 55,054.51 crore as spectrum usage charges (SUC) as on October 31, 2019, while the figure for licence fees stands at Rs 92,642 crore. ANZ ABM

DoT seeks Rs 1.72 lakh cr from GAIL in telecom dues

New Delhi, Nov 18 () State-owned Indian Oil Corp (IOC) and GAIL India will pay Adani Group 5 per cent more in hiring charges for using the private firm's upcoming LNG import facility at Dhamra in Odisha than their own similar terminal, Oil Minister Dharmendra Pradhan said on Monday.
India's largest oil firm IOC, which recently commissioned a 5 million tonne liquefied natural gas (LNG) import terminal at Ennore in Tamil Nadu, as well as gas utility GAIL have "both technical and financial capability to develop their own LNG terminal," he told the Lok Sabha.
The two firms have, however, hired capacity in Adani's under-construction LNG import terminal at Dhamra.
IOC had in 2015 signed to use up to 60 per cent of the terminal's capacity for importing gas for its refineries at Haldia in West Bengal and Paradip in Odisha. GAIL too had signed up for 1.5 million tonne of the terminal's regasification capacity.
"GAIL and IOC have agreed to pay the tolling charge of Rs 60.18 per million British thermal unit for the regasification facility at Dhamra LNG terminal with annual escalations in line with their respective contractual provisions," he said in a written reply to a question.
 This charge compares to Rs 57.38 per mmBtu regasification charges for Ennore LNG terminal, he said.
 GAIL's own Dhabhol LNG terminal in Maharashtra levies Rs 49.28 per mmBtu regasification charge. In addition, there are other charges such as terminal charges, vessel-related charges and port charges for utilization of the Dabhol LNG terminal.
 "The regasification charges for Ennore and Dhamra terminals are inclusive of terminal charges, vessel-related charges, port charges, and any other port-related charges," Pradhan said.
 Originally, IOC and GAIL had on September 21, 2016, signed a 'non-binding' agreement to buy 50 per cent stake in Adani Group's Rs 5,500-crore Dhamra LNG project in Odisha. But that agreement expired on September 20, 2018, without being translated into a firm pact apparently because of differences over valuation.
 "It has been informed that the regasification charge for Dhamra terminal is Rs 60.18 per mmBtu for the first contract year (year of commissioning) which is likely to be in FY 2021-22," Pradhan said.
 "GAIL has executed a Tolling Agreement in line with its procedures to meet the supply commitments of customers located in the eastern parts of the country along JagdishpurHaldia/Bokaro-Dhamra Pipeline (JHBDPL) project. IOC has also booked capacity at Dhamra Terminal after considering its captive requirement of Paradip, Haldia and Barauni refineries."
 He said the booking of regas capacity is being done after "protracted techno-commercial discussions with the promoters of Dhamra LNG Terminal and after considering the location of the terminal, availability of gas evacuation pipelines, affordability of regasification charges and capturable demand in the catchment area."
 The September 21, 2016 "non-binding MoU" followed GAIL dropping plans in March 2015 to set up a floating LNG import terminal at Paradip. IOC too had in 2012 signed an MoU with Dhamra LNG Port Corp Ltd (DPCL) to develop an LNG terminal at the port.
 Also, Petronet LNG - a firm in which GAIL and IOC are promoters, had shelved plans to set up a 5 million tonne a year LNG import facility at Gangavaram in Andhra Pradesh.
 After shelving their respective plans, IOC and GAIL signed a pact with Dhamra LNG Terminal, a firm owned by Adani Group.
 "GAIL and IOC have both technical and financial capability to develop their own LNG terminal," Pradhan said. "GAIL has an equity stake in Konkan LNG Pvt Ltd and is the owner's engineer as well as the operator of this terminal at Dabhol. IOC has recently commissioned a 5 million tonne LNG terminal through a joint venture at Ennore in March 2019."
 The two firms also have an equity stake in Petronet LNG which operates two LNG regas terminals, one at Dahej in Gujarat and the other at Kochi in Kerala, he added. ANZ ANZ ANU

New Delhi, Apr 18 () State-owned gas utility GAIL India Ltd on Saturday said it is in readiness to resume construction of various hydrocarbon infrastructure projects of national importance post lifting of the COVID-19 lockdown. "In order to kick start the crucial infrastructure projects to enable expansion of the gas based economy, GAIL along with its subsidiary and joint venture companies has chalked out catch-up plans for various locations and work fronts to ensure timely completion and avoid any slippages," the company said in a statement here. Before the March 25 nationwide lockdown stopped all construction activities, GAIL was building multi-crore gas pipelines to connect fuel sources with consumption centres as well as setting up city distribution networks to sell CNG to automobiles and piped cooking gas to households. "Graded measures in the short to medium term shall be rolled out starting from April 20 with the support of local administrative authorities across the states," the company said, adding it has facilitated arrangements for continued stay of the migrant labourers working at various sites/camps during the lockdown period for ensuring safety of all concerned. Detailed SOPs / protocols have also been devised for ensuring hygiene and social distancing norms, promoting use of masks at the project sites and work stations in compliance with the instructions/ guidelines issued by the Government of India, it said. In parallel, GAIL has also maintained safe and uninterrupted supplies of LPG to oil marketing companies and natural gas to the crucial downstream utilities such as fertilizer, power, refineries and city gas distribution, the statement said. "Management of the company is in regular communication with the nodal ministry to seek guidance on issues requiring support for resuming full-fledged activities, post the phase of lockdown. Key stake holders are also kept informed on the current developments as well as the proposed line of action under GAIL's complete readiness plan for returning to normalcy in the near term," it said. Besides ensuring operational commitments, GAIL and its employees have been at the forefront in fighting this disease by contributing about Rs 54 crore to the PM CARES Fund. In addition, GAIL has so far provided support aggregating over Rs 3.5 crore to various district administrations across the country for procuring PPE, ventilators, masks and other medical equipment. GAIL says in readiness to start project execution post lockdown

New Delhi, Jan 23 () The Department of Telecommunications seeking nearly Rs 3 lakh crore in dues from non-telecom PSUs, such as GAIL, Oil India Ltd and PowerGrid, was a result of "communication gap" as these firms do not owe any such amount, Oil Minister Dharmendra Pradhan said on Thursday.
 Following the October 24 Supreme Court ruling that non-telecom revenues of telecom firms such as Bharti Airtel and Vodafone Idea should be included for considering payments of government dues, the telecom department sought Rs 1.72 lakh crore from gas utility GAIL India Ltd, Rs 48,000 crore from OIL, Rs 40,000 crore from PowerGrid and raised similar demands from RailTel and other public sector undertakings (PSUs).
 The government's demand from such companies increased many times more than their net worth and the Centre asked them to go to the Supreme Court against such dues. While Oil India Ltd filed a clarificatory/ modificatory petition on Wednesday, GAIL approached the apex court on Thursday.
 "We are in discussion with the telecom ministry. We had given them our reply (on the demand raised)," Pradhan told reporters here. "Possibly because of communication gap, the Government of India's one department has raised such demand on PSUs under another government department."
 He said parallel to discussions with the DoT, the Supreme Court has been approached on the issue.
 "Where is GAIL in core telecom work? Is PGCIL in core telecom work or does Oil India do any core telecom job," he asked. "We feel there should be no impact (of the October 24 Supreme Court ruling) on these companies."
 Pradhan said the approach to the Supreme Court and discussions with the DoT were being conducted simultaneously.
 He, however, did not say if seeking relief from the Supreme Court was limited to PSUs under his ministry filing pleas in the apex court or his ministry would also file a petition.
 The DoT raised the demands on the non-telecom PSUs for leasing out surplus optical fibre network that was primarily for their internal communications under NLD (National Long Distance Service) licences or IP-1/IP-2.
 The demand notices by the DoT follow the Supreme Court's October 24 order that broadened the definition of adjusted gross revenue (AGR) for telecommunications companies to include non-core operations. AGR is used as a basis for the calculation of licence fees and spectrum usage charges owed to the government. GAIL, Oil India, PowerGrid and other non-telecom PSUs were not a party to this litigation.
 OIL in its petition to the Supreme Court stated that it will have to shut down operations if it is forced to pay an amount that is twice its net worth.
 "OIL had obtained a National Long Distance Service Licence (NLD Licence) to establish supervisory control and data acquisition system (SCADA system) for control, management, and protection of OIL's pipeline network used for transportation of crude oil, natural gas, and petroleum products," the company had said in a statement on Thursday. "As per the licence terms, the licence fee is to be paid on gross total revenue from services provided under the NLD Licence. Since the award of NLD licence, the cumulative revenue of Rs 1.47 crore is earned by OIL from the leasing of spare bandwidth capacity on which all applicable licence fee and other statutory dues as per licence terms have been paid by OIL regularly."
 The company stated that based on the recent Supreme Court ruling, "Department of Telecommunications issued demand notices to OIL also seeking payment of licence fee on total reported revenue including revenue from sale of crude oil, natural gas etc, which neither relate to the NLD licence nor can be treated as supplementary/ value-added services related to the NLD licence."
 "Till date, OIL has received demand notices for the period from FY2007-08 to FY2018-19 amounting to over Rs 48,000 crore including licence fee, penalties and interest," the statement had said.
 From gas utility GAIL, the DoT has sought Rs 1,72,655 crore in dues on IP-1 and IP-2 licences as well as internet service provider (ISP) licence. In response, GAIL has told the DoT that it owes nothing more than what it has already paid to the government.
 The firm told the DoT that it had obtained ISP licence in 2002 for a period of 15 years, which expired in 2017. But GAIL never did any business under the licence, and since no revenue was generated, so it cannot pay any amount.
 On IP-1 and IP-2 licences, GAIL has told the DoT that it generated Rs 35 crore of revenue since 2001-02 and not Rs 2,49,788 crore that has been considered for levying past dues, adding that the revenue number the DoT is considering is after adding all the revenues that the company earned from gas trading and transportation business.
 Sources said the dues being sought are more than three times the net worth of GAIL and several times the actual revenue earned.
 While telecom companies such as Bharti Airtel and Vodafone Idea may have had non-telecom revenues generated from using the government licence and spectrum, firms such as GAIL and OIL had no such revenue.

New Delhi, Feb 24 () GAIL India Ltd, the country's largest gas utility, will invest Rs 1.05 lakh crore over the next five years to expand pipelines, lay city gas distribution network and raise petrochemical production capacity, its new chairman and managing director Manoj Jain said on Monday.Gas pipelines are planned to take the fuel to the east and northeast regions as well as to consumers in the south as part of the government push to raise the share of natural gas in India's energy basket to 15 per cent by 2030 from the current 6.2 per cent, he said."We have planned a capex of Rs 45,000 to Rs 50,000 crore in laying pipelines, Rs 10,000 crore petrochemical capacity expansion and another Rs 40,000 crore for city gas distribution (CGD) business," he told reporters here.GAIL's push for infrastructure creation is in line with Prime Minister Narendra Modi's vision of creating a gas-based economy that is less reliant on polluting fuels for meeting its energy needs.India currently consumes some 160 million standard cubic meters of gas per day and the consumption has to rise to 600 mmscmd to reach 15 per cent share in the energy mix, and GAIL is laying the infrastructure to help achieve that.At present, GAIL operates 12,160-km of pipeline network and markets two-thirds of all-natural gas sold in the country. It will add about 7,000 km of pipeline length in the next five years, Jain said.The company is scaling up on liquefied natural gas (LNG) import capacity. Besides owning a part of Petronet LNG Ltd, India's biggest liquid gas importer, it also owns and operates a 5 million tonnes LNG import facility at Dabhol in Maharashtra."We have awarded the contract for construction of a breakwater at Dabhol to L&amp;T and this should get completed in two-and-half-years. The completion will help operate the Dabhol terminal at its full capacity of 5 million tonnes per annum," he said.Currently, operations are restricted during monsoon months as high tide could damage ships carrying gas in its liquid form.Also, the company has booked capacity at Adani Group's upcoming terminal at Dhamra in Odisha, Jain noted.Domestic gas production meets just half of the country's demand and the rest has to be imported.Pipeline projects at hand include the ambitious Urja Ganga Project to take gas to Bihar, West Bengal, Odisha, and Jharkhand as well as Kochi-Kootanad-Bangalore-Mangalore line; and Indradhanush North East Gas Grid.Besides pipelines, GAIL is also expanding city gas distribution (CGD) networks for retailing of CNG to automobiles and piped natural gas to household kitchens, he said, adding investments are also planned for the expansion of Pata petrochemical plant in Uttar Pradesh as well as converting a LPG recovery unit at Usar in Maharashtra into 5,00,000 tonnes Polypropylene plant.GAIL is looking to put up 400 CNG stations and give out a record 10 lakh piped natural gas (PNG) connections to household kitchens in the next 3-5 years.The company is building a 2,655-km gas pipeline from Jagdishpur in Uttar Pradesh to Haldia in West Bengal, Bokaro in Jharkhand and Dhamra in Odisha.
