But following Donald Trump's <a target="_blank" href="https://www.businessinsider.com/how-trump-won-election-high-prices-cost-of-living-unemployment-2024-11">presidential election victory</a>, Hull heard that car costs could surge if his <a target="_blank" href="https://www.businessinsider.com/cost-expensive-goods-price-impact-presidential-election-scenarios-trump-harris-2024-10">tariff plans</a> are enacted."I was just thinking, if not now, maybe in six months it might be way out of my price range," Hull told Business Insider. She's also looking into buying a new laptop and stocking up on winter clothing."I'm really concerned about the cost of things, and so I just went ahead and took the jump."On the campaign trail, Trump proposed a 60% tariff on imports from China and 10% to 20% on goods from other countries. It's still unclear how and when he will <a target="_blank" class="" href="https://www.businessinsider.com/trump-tariffs-higher-inflation-fed-interest-rates-taxes-mortgage-rates-2024-11">enact the tariffs</a> and how big he will go."Companies have made clear in many cases that they will pass the higher prices on to consumers," said Indi Dutta-Gupta, a fellow at both Georgetown University and the Roosevelt Institute, a left-leaning think tank.Firms, including AutoZone and Columbia Sportswear, <a target="_blank" href="https://www.businessinsider.com/companies-raising-prices-trump-tariffs-inflation-goods-getting-more-expensive-2024-11">have already indicated</a> they will raise prices if tariffs are enacted.Some shoppers and small businesses told BI they are also preparing. <a target="_blank" class="" href="https://www.tiktok.com/@antiplasticlady/video/7435678703147076910?amp%3Bt=1731358479116&amp;q=tariffs%20under%20trump">TikTok videos</a> recommending viewers stock up on certain goods like hair, makeup, and clothing products are racking up thousands of views, and panicked comments.Karoline Leavitt, a Trump-Vance transition spokeswoman, told BI, "Trump instituted tariffs against China that created jobs, spurred investment, and resulted in no inflation."Considering the larger scale of Trump's proposals this time around, trade experts have identified goods, including car parts, apparel, and electronics, as <a target="_blank" class="" href="https://www.businessinsider.com/how-trump-tariffs-will-impact-prices-technology-clothes-appliances-furniture-2024-11">products at risk of getting more expensive</a> under Trump's tariff proposals."It's going to be a big shift if that does come to fruition," Hull said. "We pay tariffs on some things anyway, but the talk of the massive increase is a little bit alarming to me."<h2 id="55855a54-34f3-4348-894e-b4b4454ea037">Adopting "prepper" methods and stocking up on groceries</h2>One 42-year-old mother of three in Southern Indiana, whose identity is known to BI but withheld over privacy concerns, is leaning back into her prepper roots. Before the pandemic and Trump's second run, she tried to forget the "craziness" of her old-school <a target="_blank" class="" href="https://www.businessinsider.com/what-are-doomsday-preppers-why-are-they-right-wing-2019-8">doomsday prepper</a> background. She was raised by "one of the original conspiracy theorist guys who had serious distrust of the government," she said.But she's leaned back into it. She estimates that her family has spent upwards of $2,800 to $3,000 slowly preparing and stockpiling goods, including everything from buying meats from a local butcher and deep-freezing them to dehydrating food for a longer shelf life. She got started early: As soon as she had a "gut feeling" Trump was running again, her family began their slow stockpile."We aren't like the ones you used to see on Discovery Channel with bunkers and huge stashes of stuff, but we have enough to get through 3-5 years at least of hard times," she said.Dutta-Gupta said it's reasonable for families to want to stock up on imported goods, as trade wars and tax changes could reduce incomes and raise the cost of living.Marissa Garcia, 38, said she didn't pay much attention to tariffs prior to the election.After Trump's victory, she said, "I started making a list of the potential items that could be affected, and then narrowing them down to the actual things that would affect my family, the things that I would be sad about if we couldn't afford next year."She said that the week after the election, she "went to the store and made my first of hopefully many shopping trips to start stocking up on them."Items on Garcia's list include frozen fruits and vegetables, garlic, coffee, tea, and bread, all of which would be subject to tariffs. She also said she's planning to stock up on hygiene supplies like sanitizer and masks. These purchases are costing around an additional $50 on her grocery trips, and although money is tight — she got laid off last year and is freelancing as she looks for a permanent role — she said she anticipates an even greater financial strain under Trump's proposed policies.An <a target="_blank" class="" href="https://www.americanprogressaction.org/article/trumps-tariff-would-cost-the-typical-american-household-roughly-1500-each-year/">analysis</a> from the left-leaning Center for American Progress found that Trump's tariff plans would cost the average household an extra $1,500 a year, and the nonpartisan Peterson Insitute <a target="_blank" class="" href="https://www.piie.com/sites/default/files/2024-09/wp24-20.pdf">estimated</a> that Trump's proposed 60% tariff on Chinese goods would boost inflation by 0.4 percentage points in 2025.Garcia said that learning of those estimates alarmed her. "My family cannot afford that. This year was rough enough, and that was really surprising and also just a scary feeling," she said.<h2 id="d8a08791-1bb1-4d36-b97a-e72031c68494">Small business owners are trying to stock up, too</h2>Worries about potential tariffs are already taking a financial toll on Beatrice Barba, 39, who owns a small business that produces plastic-free cups.Barba said she imports most of the materials she needs to produce her cups from China. She's considering purchasing a year's worth of inventory now, which she estimates would cost up to $200,000 plus the price of additional warehouse space.She said taking that risk is worth it because she wants to do everything she can to ensure she does not have to raise the price of her goods down the road.As a longer-term solution, she's working with a developer to build a health advice app — a business she plans to prioritize because an app would not be subject to tariffs.Lisa Evans, a 43-year-old salon owner in Jacksonville, Florida, is examining where her products are sourced. Even hair color dyes manufactured in the US might contain ingredients from abroad, and their prices could surge.Much of the hair in already-costly extensions is sourced from China, and she worries how much more expensive that will get. At this point, she's focusing on padding inventory going into the next year."It's like hope for the best, but prepare for the worst," she said.Jonathan Gold, vice president of supply chain and customs policy at the National Retail Federation, told BI that even though it's still unclear what exactly Trump will implement, it's not a bad idea for both companies and consumers to prepare for any impacts."We're in a very different economy now than when we were back in 2018 when the initial China tariffs were put in place, and the scale and scope of what is being proposed is going to impact everything," Gold said. "Unfortunately, companies aren't able to absorb all of that, so they're going to have to pass on some of those costs to consumers."Javon Ford, a 30-year-old chemist in Los Angeles, said that tariffs can create a "roadblock" to procuring raw materials. Ford is considering stocking up on color pigments for cosmetics and is gearing up to contact suppliers and order materials before January 2025. But it's impossible to stock up on everything or know what might be in demand over the next four years — so tariffs could still mean adjusting prices to keep profit margins consistent.With so much uncertainty regarding Trump's tariff proposals, it's difficult to plan. New Delhi, Advocating DPI's potential in helping nations leapfrog digital transformation, a <keyword id="42981" type="General" weightage="20" keywordseo="G20" source="Orion">G20</keyword> document prepared by <keyword id="6354424" type="General" weightage="20" keywordseo="world-bank" source="Orion">World Bank</keyword> has praised India's approach in unlocking the power of digital public infrastructure, including Aadhaar and UPI, for financial inclusion. The impact of DPI goes beyond inclusive finance, to supporting health, education, and sustainability, says the foreward of the document 'G20 policy recommendations for advancing financial inclusion and productivity gains through DPI'. "The India stack exemplifies this approach, combining digital ID, interoperable payments, a digital credentials ledger, and account aggregation. In just six years, it has achieved a remarkable 80 per cent financial inclusion rate-a feat that would have taken nearly five decades without a DPI approach," it said. India's digital ID system Aadhaar, digital payment system UPI, data-exchange platform Digilocker and its other showcase platforms have found a special mention among the examples of DPIs "all of which play a leading role in the advancement of financial inclusion in many countries". Other systems mentioned were Singapore's Singpass, the Philippines' PhilSys, and the UAE's UAE-Pass among the digital ID systems; Brazil's Pix, India's UPI, Turkiye's FAST, the European Union's TIPS, and Thailand's PromptPay under fast payment systems; as well as Estonia's X-Road, Singapore's MyInfo, Australia's Customer Data Right, and the UK's Open Banking. Put simply, Digital Public Infrastructure (DPI) refers to blocks or platforms such as digital identification, payment infrastructure and data exchange solutions that help countries deliver essential services to their people, empowering citizens and improving lives by enabling digital inclusion. DPIs are interoperable, open, and inclusive systems supported by technology and provide essential, society-wide, public and private services that play a critical role in accelerating this digital transformation in an inclusive manner. The document also cites India's Data Empowerment and Protection Architecture (DEPA) and India's Account Aggregator (AA) Framework. On Fast Payment Systems, it noted that in some countries, such as India and Brazil the adoption has been "particularly quick and transformative". UPI, it said, has been widely adopted, benefitting from a user-friendly interface, open banking features, and private sector participation. "The UPI platform has gained significant popularity in India; more than 9.41 billion transactions valuing about Rs 14.89 trillion were transacted in May 2023 alone. For the fiscal year 2022-23, the total value of UPI transaction was nearly 50 per cent of India's nominal GDP," the report said. The document goes on to say that an aspect that makes DPIs unique, and that can further reduce existing constraints, is their ability to complement each other or be integrated in end-to-end workflows. One such service enabled by the interaction of open APIs and digital ID systems is the e-KYC or remote authentication services. A case in point is India's Aadhaar biometric identification system, which covers over one billion people and supports APIs, enables remote identification and authentication, it observes. Financial service providers can thus authenticate an individual's identity remotely, even by using selfie-based mechanisms to substitute for in-person customer due diligence verification requirements, it said. India has also figured prominently in the section on 'DPIs' Potential Added Value for the Private Sector', that cites how FSPs and MSMEs could benefit from these digital networks. "For some nonbank financial companies (NBFCs) in India, the AA ecosystem enabled an 8 per cent higher conversion rate in SME lending, a 65 per cent savings in depreciation costs, and a 66 per cent reduction in costs related to fraud detection. According to industry estimates, banks' costs of onboarding customers in India decreased from USD 23 to USD 0.1 with the use of DPI," it said. Through open application programming interface (APIs), India's Open Credit Enablement Network (OCEN) enables MSMEs participating in digital markets to secure credit by using information about their business history, rather than pledging physical assets as collateral. According to the document, in India, the implementation of various DPIs is considered to have played a critical role in the increase in account ownership from just one-fourth of adults in 2008 to almost 80 per cent a decade later "a journey that it is estimated would have taken up to 47 years without DPIs".

World Bank praises India's digital infrastructure for its transformative potential

Air travel in the United States came to a near-total halt in 2020 after the Centers for Disease Control and Prevention confirmed the first COVID-19 case that January. That year, the FAA levied $0.6 million in fines against "unruly passengers."That number skyrocketed in 2021 to $5 million. <ul class="summary-list"><li>The longest traffic-restricted "open street" in New York City is in Jackson Heights, Queens. </li><li>The working-class, predominantly immigrant neighborhood was an epicenter of COVID-19 in 2020.</li></ul>On a recent sunny Friday afternoon in Jackson Heights, Queens, dozens of migrants filled out applications for asylum at folding tables set up in the street outside a local elementary school. Former Manhattan prosecutor Nuala O'Doherty-Naranjo, who <a target="_blank" href="https://nymag.com/intelligencer/article/eric-klinenberg-2020-covid-book-excerpt.html">operates the free legal clinic</a> three days a week, sat nearby answering questions.In good weather, she and her team — all volunteers — hold the clinic in the street, which was recently transformed into a car-free public plaza. Steps away, kids played soccer, a little girl tested out the training wheels on her bicycle, and a neighbor led a free crocheting class.Just a few years ago, that same road — 34th Avenue — was a traffic-clogged artery. But a years-long, grass-roots effort has turned a 1.3-mile-long, 26-block stretch of the avenue — which the city council <a target="_blank" href="https://legistar.council.nyc.gov/LegislationDetail.aspx?ID=6454385&amp;GUID=147D2DDE-18FE-49FE-B960-AA2EDDF24EFF&amp;Options=&amp;Search=">renamed Paseo Park</a> — into the crown jewel of New York City's embattled <a target="_blank" href="https://www.nyc.gov/html/dot/html/pedestrians/openstreets.shtml">Open Streets Initiative</a>.As New York Gov. Kathy Hochul <a target="_blank" href="https://www.nytimes.com/2024/06/04/nyregion/congestion-pricing-hochul-delayed.html">reverses</a> the city's attempt to <a target="_blank" href="https://www.businessinsider.com/nyc-congestion-pricing-toll-manhattan-drivers-new-jersey-democrats-commuters-2023-6">reduce congestion in Manhattan</a>, Jackson Heights has managed to cement its open street into a feature the community isn't willing to give up.<h2 id="61261b35-9a26-4ac8-aad6-9b2fa2f2b7cc">Turning a dangerous street into a center of community</h2>O'Doherty-Naranjo remembers that the principal of a public middle school on 34th Avenue — one of nine schools with thousands of students within about 35 blocks — had to direct traffic as kids filtered across the street at dismissal, fighting for space with drivers."Drivers would literally just scream and honk at the principal as a thousand kids are crossing the district," said O'Doherty-Naranjo, who was the president of the school's parent-teacher association.Then, one afternoon in March 2019, <a target="_blank" href="https://www.nbcnewyork.com/news/local/12-year-old-hit-by-car-near-queens-school-police/1563533/">a 12-year-old boy was hit and seriously injured</a> by a driver in a Jeep outside another of 34th Avenue's middle schools. Suddenly, schools were closed and traffic slowed to a trickle. Nearby, Elmhurst Hospital Center became one of the <a target="_blank" href="https://www.nytimes.com/2020/03/25/nyregion/nyc-coronavirus-hospitals.html">hardest-hit medical centers</a> in the country.The lockdown also shed a harsh spotlight on the area's lack of green space. Jackson Heights has <a target="_blank" href="https://council.nyc.gov/data/data-team/park-equity-covid-2022/#:~:text=Jackson%20Heights%20has%20the%2016th,22.8%20acres%20per%20100%2C000%20residents.">among the least amount of park space</a> of any New York City neighborhood.With people cooped up in small apartments, O'Doherty-Naranjo and a group of other neighbors decided to start pushing to restrict traffic along most of 34th Avenue. They got the go-ahead, but they needed manpower to enforce it. About 100 volunteers were soon recruited to help set up and take down metal barricades at each intersection every morning and night to block the street from through traffic.These days, 34th Avenue is the neighborhood's public backyard. All pass-through vehicle traffic is prohibited between 7 am and 8 pm every day of the year, although cars can still park on all of the blocks that aren't plazas.The blocks immediately outside each school are permanently vehicle-free, an increasingly popular <a target="_blank" href="https://nyc.streetsblog.org/2022/08/01/new-york-far-behind-other-cities-in-building-car-free-school-streets">safety measure</a> around the world. Residents have cleaner air and quieter and safer streets, as well as a community space they desperately need. Traffic accidents on 34th Avenue involving pedestrians are down 61%, according to the City Department of Transportation, and crashes with injuries are down 34%.On a Friday afternoon in late May, 19-year-old City College student Braulio Tellez hung out eating pizza with his mom and sister while perched on the tree-lined median that runs along the center of the open street. Tellez grew up in the neighborhood and sometimes carries his telescope out at night to observe the moon and planets from the quiet of the road."It helps remove all stress," Tellez said of the traffic-restricted street. "I love it."<div type="image" title="The 34th Avenue Open Street is 26 traffic-restricted blocks with a handful of entirely car-free plazas outside schools." height="945" width="1265" msid="110838603" hostid="261" sizebytes="245156"></div><h2 id="faef4d13-8367-4bba-aab7-7b5a196af97d">A 'superhighway' of pedestrians and bikes</h2>Jim Burke, a longtime pedestrian and transit advocate, had lived in his apartment building right on 34th Avenue for a dozen years when the pandemic hit. But he knew virtually none of his neighbors. In the early days of the pandemic, bored in their apartment, Burke and his partner started regularly playing a coin-tossing game in the street. Soon, neighbors and kids began joining in.Burke grew up in the Bronx and the Rockaways and remembers that as kids, he and his friends "owned the streets," where they played every day. He figured adults and kids alike should have that same experience on 34th Avenue."One thing led to another and then we started raising money," Burke said. "People looked out their windows and said, 'Oh that looks like fun, I don't want to stay in my house for another minute.'"O'Doherty-Naranjo and Burke co-founded the <a target="_blank" href="https://www.34aveopenstreets.com/home">34th Avenue Open Streets Coalition</a> and used the funds they raised to put on programming — hiring yoga and Zumba instructors to teach free classes, volunteers to lead English lessons, and even enlisting doctors to dispense free medical advice. The effort was entirely volunteer-powered for the first 18 months before the city stepped in to help."In the summer, I see a lot of people doing activities, or going out, walking, kids playing with chalk — just cool things that I didn't have when growing up," said Yorladiz, a Jackson Heights native who regularly walks her four-year-old daughter up and down 34th Avenue. "It's yoga night, it's salsa night — they're always doing something."These days, Burke can't spend more than a few minutes on 34th Avenue without running into a neighbor he knows."It's become this superhighway of kids and families and neighbors," O'Doherty-Naranjo said.These days, controversy on 34th Avenue mostly concerns a surge in mopeds, which tend to use the street as a cut-through.Shekar Krishnan, the councilman who represents the neighborhood, held a <a target="_blank" href="https://www.qchron.com/editions/central/krishnan-dot-must-curtail-mopeds/article_3556fb64-1f90-11ef-a0d4-6b3281da2713.html">"Moped Crisis" town hall</a> recently and says the City needs to come up with a plan to redesign the street to keep mopeds off of it and create safer ways for them to travel on other streets. If the Department of Transportation is going "to oversee the expansion of public space, in addition to their other work," Krishnan said, "they need to get far more serious, and ambitious, and creative in how they do so — and, frankly, listen to the communities."<div type="image" title="People kick around a soccer ball while an older woman walks by on 34th Avenue in Jackson Heights, Queens." height="946" width="1272" msid="110838601" hostid="261" sizebytes="318092"></div>Burke and O'Doherty-Naranjo don't want to ban mopeds from 34th Avenue. They recognize that <a target="_blank" href="https://www.businessinsider.com/delivery-drivers-e-bikes-mopeds-danger-traffic-crashes-nyc-2024-6">other streets often aren't safe for moped drivers</a>, many of whom are delivery workers.Funding for open streets can be hard to come by, however. Across the city, 83 miles of open streets <a target="_blank" href="https://www.nytimes.com/2022/08/11/nyregion/open-streets-nyc.html">dwindled to about 20 miles between 2020 and 2022</a>. DOT only allots $20,000 a year for 34th Avenue, Burke said, which is just a fraction of the funds needed to operate the open street all year round. The city has also been <a target="_blank" href="https://nyc.streetsblog.org/2024/03/11/chilling-effect-city-slow-to-pay-back-open-streets">slow to reimburse neighborhood groups</a> supporting open streets across the city.Burke estimates 34th Avenue needs at least $50,000 a year to operate with a decent amount of programming — and the City still owes it $10,000 from last year. The more money the street has, the more instructors, artists, and musicians it can pay to lead workshops, beautify the street, and put on performances.Unlike many other open streets across the city, 34th Avenue isn't a commercial street — it's entirely residential in between its many schools and one small park. "A lot of the places that New York City has done these kind of more groundbreaking projects, they've been in wealthy neighborhoods," Dawn Siff, the director of the <a target="_blank" href="https://www.paseopark.org/">Alliance for Paseo Park</a>, a nonprofit supporting the open street.Siff and others hope 34th Avenue will become a public park that prioritizes people on foot. She pointed to models in cities like <a target="_blank" href="https://mexicocity.cdmx.gob.mx/venues/parque-lineal-gran-canal/?lang=es">Mexico City</a> and <a target="_blank" href="https://www.theguardian.com/travel/2017/jun/07/paris-promenade-plantee-free-elevated-park-walkway-bastille-bois-de-vincennes">Paris</a>. Just across the East River, there's a great model in Manhattan's <a target="_blank" href="https://www.nycgovparks.org/parks/the-high-line">High Line</a>.O'Doherty-Naranjo and Burke want to see the open street extended all the way down to the end of 34th Avenue near Citi Field. They all envision a greener street, with flood mitigation like rain gardens — and more public art. China’s new plans for a rail and road network The conflict between India and China is no longer about who fired the first shot but who will come out on top when this all ends. It is, in fact, the match that lit the fire between India and China. Experts claim that India caught China by surprise when it began developing the Darbuk-Shyok-Daulat-Beg-Oldi (DSDBO) Road. It’s an all-weather road in Eastern Ladakh — where the India-China conflict is currently playing out. The second of these loops ran for 20 miles near where the city walls once stood and enclosed a population of around six million. Fast forward to today and the sixth ring road, completed in 2010 and well over a hundred miles long, now encircles a booming metropolis of over 20 million inhabitants. But for all the changes, much about China has remained the same. On my first trip into the center of the capital city I sat next to a student on a crowded bus who was eager to engage me in order to practice his English. As we passed what looked like a new Western-style hotel along the way, I observed that the parking lot was empty. The student moved in closer and explained in hushed tones that the building had been a signature government project but that an engineer had miscalculated the correct pitch of the elevator shaft. Due to the miscalculation, the elevator could not reach the revolving restaurant that sat atop the modern empty structure. The engineer, according to the student, had been executed.I was reminded of this chance encounter as I read Jonathan Hillman's engrossing account of China's digital aspirations, "<a href="https://www.amazon.com/Digital-Silk-Road-Chinas-Future/dp/0063046288">The Digital Silk Road: China's Quest to Wire the World and Win the Future</a>." During that first trip in the 80s, it would never have occurred to me that the combination of grand ambition, central control and ruthless determination - even when sometimes paired with comical inefficiency - would ultimately succeed in turning China into the economic powerhouse it has become. That rise has also gotten the notice of many democracies, who view China's growing stature and authoritarian nature as a threat. Hillman's book is meant to echo those concerns and serve as a call to democracies around the world to actively thwart inevitable Chinese digital dominance. But Hillman's own thorough reporting suggests that the threat may not be as dire as his far-reaching policy proposals imply. <h2>An empty threat</h2>The Digital Silk Road is the technology arm of China's <keyword id="12209625" type="UNKNOWN" weightage="60" keywordseo="belt-and-road-initiative" source="Orion">Belt and Road Initiative</keyword>, a massive project launched in 2013. The idea is to build physical and digital infrastructure in countries around the world, connecting them to China and driving President <keyword id="11965076" type="UNKNOWN" weightage="60" keywordseo="xi-jinping" source="Orion">Xi Jinping</keyword>'s bid to become a global superpower by 2050. Hillman weaves together academic research with on-the-ground journalism to paint a vivid picture of China's Digital Silk Road efforts to dominate a number of hardware businesses critical to global communications infrastructure.There are many cautionary tales: the story of how the once giant Nortel partnered with the Chinese government to gain access to its gigantic market only to end up bankrupt with its intellectual property in the hands of its Chinese competitors' is reminiscent of Circuit City and Borders who partnered with Amazon to execute their digital strategies to the same deadly effect. But many of the cases that Hillman describes sound like high tech versions of the white elephant hotel story I heard thirty years ago: undersea cables that carry no traffic, building smart cities in rural Africa that attract no investment, a succession of failed satellite launches. And in many of the critical technologies of the future like cloud computing and low earth orbital (LEO) satellite deployment, China is so far behind that it has no reasonable prospect of catching up.Hillman's core argument seems to be that by giving China free reign to undertake money losing projects in developing countries, democracies are mortgaging their future. As these countries being wooed by China represent an increasing percentage of global GDP, democratic nations will be left out from this booming segment of the world. However, everything about the highly transactional nature of these governments described in "The Digital Silk Road" suggests that they will be happy to abandon China in the future if something better and cheaper comes along. And it sure feels like in the not too distant future Western-owned LEO satellites will provide that cheaper and better thing. Many of Hillman's policy proposals seem animated by legitimate concerns regarding the growing digital divide not just globally but in rural America. These deserve serious consideration, but not primarily because of the China threat.The failure of China to make more headway along the Digital Silk Road is a function of both its insistence on total control at home and its nefarious activities abroad. Despite its mixed record in technology hardware, China is home to two of the largest companies in the world: Tencent and Alibaba. Why the same factors that have constrained China's growth on the technology hardware side have apparently not hampered its ability to nurture these leaders in consumer internet services, is a topic oddly ignored in "The Digital Silk Road." So too are the many policy questions beyond those related purely to technology infrastructure that the extraordinary success of these increasingly global internet giants raise.Sixty years ago, Joseph Heller observed in Catch 22 that "just because you're paranoid doesn't mean they aren't after you." The Digital Silk Road certainly demonstrates the legitimate basis for American paranoia about China's intentions. Hillman's call to establish a multilateral Coalition of Open and Resilient Economies to address these dangers, however, faces a long list of practical obstacles. As he points out, these countries have very different objectives and America's own credibility to influence such a group has rarely been lower. That doesn't mean we shouldn't try, just that expectations should be modest. In light of these limitations, the best news contained in "The Digital Silk Road" may unintentionally simply be how surprisingly ineffective China's massive efforts to control the global communications networks outside of its borders have actually been.
