In its master circular dated 12th June, 2024, the insurance watchdog laid out a slew of customer-friendly directives for life insurance companies to follow with immediate effect. This will serve to explain to them the basic features of the policy in very simple terms, and will include essential details like sum assured, benefits, policy loan options, free-look period and procedures for making claims and redressing grievances. In addition, benefits payable to the policyholder if they survive the policy tenure (maturity benefits), upon death and surrender of policy should also be clearly spelt out. Along with this, the policyholders are also entitled to a customised illustration of how the policy will benefit them while they are being sold the policy. CIS should also be made available to the policyholder in their local language on request. <cmsannotation type="cmsannotation" annotationid="Free-look and grace period" comment="subhead" text="Free-look and grace period"><keyword id="22053620" type="General" weightage="20" keywordseo="Free-look-and-Grace-Period" source="Orion">Free-look and grace period</keyword></cmsannotation> Policyholders will now have a 30-day window from the day they receive the policy document to review and cancel the policy if they want. If the policy is cancelled within this period, they will be entitled to a full premium refund. Earlier, this period only lasted for 15 days. For grace period, which basically refers to the additional, penalty-free window given to the policyholder to make premium payment post due date to avoid losing coverage, the windows will differ depending on premium payment frequency. If you pay the policy premiums on a monthly basis, you will get a 15-day grace period. For premium payments made on a quarterly/half-yearly or annual basis, the grace period will be of 30 days. <cmsannotation type="cmsannotation" annotationid="Penalty on violating Ombudsman’s word" comment="subhead" text="Penalty on violating Ombudsman’s word">Penalty on violating Ombudsman’s word</cmsannotation> The insurer is bound to comply with the <keyword id="960887" type="General" weightage="20" keywordseo="Insurance-Ombudsman" source="Orion">Insurance Ombudsman</keyword>’s award within 30 days of receiving the same. In case the same is violated, the insurer will have to pay a penalty of Rs 5,000 per day to the complainant. <cmsannotation type="cmsannotation" annotationid="Higher value on early policy surrender" comment="subhead" text="Higher value on early policy surrender">Higher value on early policy surrender</cmsannotation> Often, policyholders ended up with a low, negligible amount as refund upon surrendering their insurance policy. This is set to change with <keyword id="21879234" type="General" weightage="20" keywordseo="IRDA" source="keywords">IRDA</keyword>’s latest directives. Now, policyholders will be eligible for <keyword id="885219" type="General" weightage="20" keywordseo="surrender-value" source="Orion">surrender value</keyword> even if they decide to surrender their policy after just one year. Previously, only 50% of <keyword id="2939473" type="General" weightage="20" keywordseo="policy-premium" source="Orion">policy premium</keyword> would be refunded, provided the policyholders surrendered their policy between years 4-7 of the policy tenure. Moreover, they would lose the entire premium amount if they surrendered their policy within a year. Customers will also be entitled to higher special surrender value (SSV) from now on. This SSV should be at least equivalent to the expected present one of the these three: <ol><li>Paid up sum assured, or present value of your sum assured after you stop paying premiums</li><li>Paid up future benefits</li><li>Accrued benefits</li></ol>Also, it will be compulsory for life insurers to offer loans to policyholders as per the eligible surrender value of the policy. Says Vivek Jain, Head, Investments, Policybazaar.com, "The provision for higher Surrender Value (SV), calculated at a prevailing 10-year government securities rate with a limited spread, significantly increases the value returned to policyholders in the event of a policy surrender, after the completion of first year. The mandatory facility of policy loans across all life insurance savings products and the allowance of partial withdrawals under pension products will provide vital financial flexibility, which will enable policyholders to meet liquidity needs and specific financial goals. These measures will certainly enhance trust and transparency in the industry." <cmsannotation type="cmsannotation" annotationid="Partial withdrawal allowed from pension products" comment="subhead" text="Partial withdrawal allowed from pension products">Partial withdrawal allowed from pension products</cmsannotation> Policyholders will be allowed to make partial withdrawals, provided they have 3 years of continuous coverage under their insurance-cum-pension plan. Also, these withdrawals cannot be more than 25% of the total premiums paid till date. The insurer cannot use this withdrawal towards making any adjustments in the policy's sum assured. However, this withdrawal will only be allowed for specific situations, like funding children’s higher education/marriage, constructing a house, treating critical illnesses, starting a new venture or for skill development purposes.

But we started asking ourselves what are tasks that happen over and over again where we are constrained from doing things quickly?One of the challenges has always been how to know that we're working on the right things in the right context. We have millions of kids and teachers using our products, and we get open-text feedback from all kinds of sources.AI helps us build all that feedback into themes a lot faster, instead of going through reams of Excel files and trying to relate different datasets to each other.That's one of the most tangible opportunities we see — taking those bridging tasks that eat up our team's time and focusing them more on bringing solutions to problems our teachers and kids have.Is it easier to think of ways to use AI, since you're already steeped in technology?The pace of change in this space is faster than anything I've seen in my career. It's really about understanding where you want to place your bets. It feels sometimes like you could work on something for six weeks and then it's obsolete because there's a new way of doing things that's come out.One of the most important mantras we have is "don't be a hammer looking for a nail." What's a problem that we've always wanted to solve that a large language model can now make better?That's a question we have to keep asking ourselves, because as technologists it's very easy to get drawn into how compelling the technology is. It's harder to take a step back and say why is the use of AI or the application of it in this specific area compelling as a solution?We don't need to reinvent. Zoom came out with a feature where it can record a video and provide a summary — so we as a company probably shouldn't be trying to work on our own proprietary version of transcribing videos after a Zoom.It's not great to get too far ahead of the curve, because it might be a problem that people with far more resources are going to solve on your behalf.How have you organized your teams to foster and manage AI innovation?For the executive team here at Discovery Education, our responsibility is to know where and how we're applying the technology.It's been like a hub-and-spoke model for us — decentralize it to some extent, with some guardrails, and then have someone who's kind of in the know at all the places we're trying it.An important aspect for us was having an <a target="_blank" href="https://www.businessinsider.com/ai-regulation-necessary-ted-lieu-america-chatgpt-openai-2023-2">AI policy</a>, making sure that our internal employees knew what is appropriate use. In a very short period, anybody could do a lot of different things and send data to a lot of places. One thing I would encourage people to do is to make sure that where you're sending data is protected.If I think about what steps we've taken, that policy and discussion across the different functions and executive functions were important. For someone who works very closely with an engineering team, we probably have a bias to understand these things. You take it for granted the exposure you have in product development and engineering.So one of the most important things was a big zoom-out on how this is going to affect all of us. It is going to affect our customers? How do we think about it as a whole, from HR to recruiting, and how do we apply the technology there?What advice do you have for a company that's just getting started on its own AI journey?I think it's important not to focus too much on your actual products and services but on all the ancillary benefits you can have, and talk about those cross-functionally.That was one of the smartest things we did very early on. You can encourage someone who may not have thought of a generative-AI application as benefiting them or similarly didn't see a risk that others see.I think that dialogue has been constant for us, where we continue to talk about how we're applying it and what are the ethical uses of it, particularly in our industry, and then codifying that in a policy.As bureaucratic as that sounds, what we found is our employees are looking for guardrails. Our employees want to understand: Is the expectation that I'm using every single technology that's coming out there because I need to stay at the forefront of it? Where are we on that risk curve, and what do you expect from me as an employee?Another thing for us was to explain to our employees how we frame the use of this technology. In our industry, it's not meant to replace the teacher — it's meant to augment the teacher. If we're doing this well, it's seamless and people don't feel like AI is a verb. It's something that's just making you more efficient or better at what our purpose is, which is to help educate kids.We're a company, not a business unit, when we think about this. We're in it together, and we have to have an open dialogue about the evolving use and benefit of the technology. It's a conversation.

Discovery Education's chief product officer says AI can free up employees to focus on complex tasks — but warns against being 'a hammer looking for a nail'

In a small village in Zambia, a teenager carries the key to her <keyword id="21911075" type="General" weightage="20" keywordseo="bicycle" source="keywords">bicycle</keyword> lock around her neck like an ornament. Her father, the leader of the hamlet frowns upon it. But it has little to no effect on her, because the bicycle was her key to freedom, and symbolic of the agency she now had over her life. <div type="image" title="Students of Government Manorama Vidyapith Girls High School in Patna (2009)" agency="BCCL" msid="113057493" hostid="261"></div> Similarly, a girl in her neighbouring village would deflate her cycle’s tyres every day, and bury the key somewhere far from the reach of her brother, to stop him from using it. Why were these young women so territorial and proud over a seemingly modest mode of commute to their school? How is it related to Bihar, and how has something as small and insignificant as a bicycle paved the way for a broader movement of woman empowerment? Read on to find out! <h2>Bihar’s Mukhyamantri Balika Cycle Yojana</h2>Being one of the most impoverished states in India, Bihar is plagued with a large gender gap in school attendance. This gap in attendance in schools only grows with age. The enrollment of girls in primary school is satisfactory, largely due to the availability of primary schools and the introduction of schemes like the midday meal. However, distance remains a huge barrier in the hinterlands, pushing them further away from attending secondary school. In 2006, the Nitish Kumar-led state government, launched the Mukhyamantri Balika Cycle Yojana, a pioneering cash-for-kind program to empower girls through education. The program initially provided ₹2000 to 14-year-old girls enrolled in 9th grade, enabling them to purchase bicycles. This initiative was designed to address one of the most significant barriers to education for girls in Bihar—long distances to secondary schools. But, how profound were the implications of this policy intervention? In 2008, <a href="https://www.nishithprakash.com">Professor Nishith Prakash</a> from Northeastern University and <a href="https://econweb.ucsd.edu/~kamurali/index.html">Professor Kartik Muralidharan</a> of the University of California, San Diego embarked on a study to gauge the policy’s impact with support from the International Growth Centre (IGC). Their research found that this bicycle program increased age-appropriate secondary school enrolment for girls aged 14-15 by 32%. It also reduced the gender gap in enrolment by 40%. Moreover, the number of girls appearing for and passing the 10th-grade exam rose by 18% and 12%, respectively. The success of this initiative highlighted the transformative power of providing a bicycle. Inspired by the Bihar program's success, Professor Prakash later collaborated with <a href="https://worldbicyclerelief.org">World Bicycle Relief (WBR)</a> and Zambia's Ministry of General Education to implement a similar initiative in the Southern province of Zambia. <h2>After Bihar, why Zambia?</h2>Zambia is a landlocked country in Southern Africa that has made significant strides in improving access to primary education with near-universal primary school enrolment. However, the story, when it comes to girls in secondary education, is markedly different. The drop-off for girls, as they transition to secondary education is stark. According to the World Bank’s 2015 report ‘Policy Brief: Zambia,’ their enrolment fell to just 61% at the lower secondary level. The same report states that girls drop out of school at double the rate of boys in Grade 7 and triple the rate of boys by Grade 11. <h2>A tough road to secondary school</h2>Transitioning to, and completing secondary education is particularly challenging for girls, primarily due to barriers like school fees, long distances to school, and societal factors such as teenage pregnancy and child marriage. These challenges are even more pronounced in rural areas. Additionally, this transition to secondary school often coincides with the onset of menstruation, which brings its own set of challenges. The lack of menstrual hygiene facilities in schools, coupled with the stigma and lack of awareness surrounding menstruation, further exacerbates the already significant gap in girls' education. Nearly 98% of girls in their sample reported walking to school, spending an average of 110 minutes commuting just one way, as reported in a <a href="https://www.cesifo.org/en/publications/2022/working-paper/wheels-change-transforming-girls-lives-bicycles">new study</a> authored by Professor Nishith Prakash and his collaborators. Alarmingly, 35% of these girls reported experiencing sexual harassment during their commute, highlighting just how perilous a journey many face in their pursuit of education. This <a href="https://www.cesifo.org/en/publications/2022/working-paper/wheels-change-transforming-girls-lives-bicycles">intervention</a> was introduced in Zambia, providing bicycles to girls in 100 schools across three districts, and the results were promising. Overall absenteeism dropped by 29%, translating to an additional five school days per year for girls in the Southern Province, where the average primary school student missed 18 days annually. Girls in the schools who received the bicycles were 38% less likely to drop out of school compared to those in the schools who did not receive the bicycles. <h2>Pedalling towards a safer commute</h2>The impact of these bicycles extended beyond just improved attendance. The program also led to enhanced perceptions of safety among the girls. One year after the intervention, girls in the treatment group reported a 22% reduction in instances of being teased or harassed on their way to school. Additionally, the probability of girls missing school or leaving early due to safety concerns dropped by 39%. Post the success of this program, the United States Agency For International Development (USAID) awarded $3.5 million to fund bicycles for growth initiatives to increase access in rural communities in Sub-Saharan Africa, mainly Ghana, Malawi, Rwanda, Uganda, and Zambia. Additionally, the Ministry of General Education (Zambia) scaled up the cycle program in several districts in Zambia. Simply put, the bicycles in Bihar and Zambia gave young girls the agency of making choices for themselves. While the immediate benefit of these programs was providing the means for women to travel to school, the long-term impact reveals significant shifts in attitudes among both the women involved and the communities around them! But did you know that the use of bicycles to provide women with this much-needed agency isn’t new and was actively instituted by women during the suffrage movement of the 19th century — a decades-long fight to win the right to vote for women in the United States? <h2>Corsets to cycles: The Suffrage movement &amp; bicycles</h2> <div type="image" title="A woman with a bicycle in early 1900s" msid="113057788" hostid="261"></div> In the late 19th century, during the American industrial revolution, a seemingly simple invention sparked a movement that would forever change women's lives — the bicycle. As the country experienced a ‘bicycle craze,’ the first wave of the women’s rights movement was gaining momentum. The bicycle quickly became more than just a mode of transportation; it became a powerful symbol of change and progress in the fight for women’s emancipation. In fact, the introduction of the bicycle revolutionised women’s fashion, breaking away from restrictive corsets and long skirts that had previously hindered their mobility. Instead, women began to adopt more practical, comfortable clothing that allowed them to cycle freely. The image of the ‘new woman’ emerged — educated, sporty, and career-oriented — with a bicycle as her constant companion. In 1895, at the age of 80, suffragist leader <keyword id="23037502" type="General" weightage="20" keywordseo="elizabeth-cady-stanton" source="keywords">Elizabeth Cady Stanton</keyword> predicted the power of the bicycle in transforming the lives of women. Having the ability to be self-reliant, often for the first time in their lives, would encourage them to be more courageous in other areas as well. While back then, their fight was for their right to vote in political elections, times have changed. Women have to fight different battles — some new and some old — to realise and utilise their potential. What has remained constant in this journey is the bicycle! Susan B. Anthony, another suffragist leader further opined, “Let me tell you what I think of bicycling. I think it has done more to emancipate women than anything else in the world. It gives women a feeling of freedom and self-reliance. I stand and rejoice every time I see a woman ride by on a wheel…the picture of free, untrammelled womanhood.” Had she known that several decades later, this simpleton mode of transport would continue to improve the lives of young women in remote parts of the Global South, she would’ve been happy to her heart's content! If something as mundane as access to mobility has historically brought such great results, what can be done to bring greater mobility for women in policy-making today? Professor Nishith Prakash suggests that mobility needs to be thought of in a broader context. Mobility in the case of women isn’t just freedom to be able to go from one place to another. There are multiple actors at play, including their actual safety and the perception of feeling safe in an environment. Cultural norms in most societies across the globe, and in India, automatically grant the power of key-decision making to men. For these archaic norms to be challenged, he suggests changes in curriculum from early childhood. Reiterating the importance of agency in making choices for themselves, there need to be jobs for them to want to step out of the confines of their homes. And once they do, nothing can stop them from cycling away to their freedoms!

SIMPLY PUT: Two Wheels, One Mission — Bicycles empowering girls in Bihar and Zambia, a call-back to 19th century Suffrage movement

The Central Board of Secondary Education (<keyword id="6356155" type="General" weightage="80" keywordseo="cbse" source="Orion">CBSE</keyword>) has opposed a petition challenging certain provisions of the Right to Education Act, 2009 for being "arbitrary, irrational, and violative" and seeking direction to the Centre to implement common syllabus and curriculum for the students of Class 1 to 8 standard throughout the country. In its reply to a <keyword id="6355791" type="General" weightage="20" keywordseo="PIL" source="Orion">PIL</keyword> filed by lawyer and BJP leader Ashwini Upadhyay, the CBSE clarified that education falls under the 'Concurrent List' of the Indian Constitution, and the majority of schools are under the jurisdiction of state governments. As a result, it is the responsibility of the respective state and Union territory governments to formulate syllabi, curricula, and conduct examinations for schools in their regions. The CBSE further pointed out that the National Curriculum Framework (NCF), developed by the National Council of Educational Research and Training (<keyword id="48505" type="General" weightage="20" keywordseo="ncert" source="Orion">NCERT</keyword>) in accordance with the National Policy on Education, provides guidelines and direction for syllabus and textbook development across all school stages. In line with the NCF, the NCERT develops curriculum, syllabi, textbooks, and supplementary materials, it said. The Board said that the State Councils of Educational Research and Training (SCERTs) and State Education Boards either adopt or adapt the NCERT's model syllabi and textbooks or create their own based on the NCF. The CBSE also said that a uniform curriculum across India may not adequately consider local context, culture, and language. It further highlighted the importance of a national framework with flexibility that allows for the incorporation of local resources, culture, and ethos. The CBSE's response underscored that a curriculum closely related to a student's life outside of school is more relatable and effective. Therefore, they expressed support for a diversity of curricula and educational resources, in addition to a common core element. A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad had earlier sought the Delhi government, the CBSE and the NHRC's response on the petition. The plea also challenges the provisions under the RTE Act which excludes madrasas, Vedic pathshalas and educational institutions imparting religious knowledge. Upadhyay had argued that all competitive examinations be it engineering, law and the Common University Entrance Test (CUET) should have a common syllabus. "But we have multiple syllabus at school level, how will it provide an equal opportunity for students? In Kendra Vidyalayas across the country, we have a common syllabus. Every developed country has a common syllabus in schools. It is unfortunate we are under pressure from the coaching mafia." He had contended that as per the Articles of the Constitution, students do not get equal opportunities. Upadhyay, in his plea, alleges that "education mafias are very powerful and have a very strong syndicate. They influence rules, regulations, policies and examinations. The bitter truth is that school mafias do not want one nation-one education board, coaching mafias do not want one nation-one syllabus, and book mafias do not want NCERT books in all schools. That is why the <keyword id="97896" type="General" weightage="50" keywordseo="uniform-education-system" source="Orion">uniform education system</keyword> up to the 12th standard has not been implemented yet." "It is necessary to state that the purposive and harmonious construction of Articles 14, 15, 16, 21, 21A with Articles 38, 39, 46 confirms that education is a basic right of every child and the state cannot discriminate against this most important right. Right of a child should not be restricted only to free education, but must be extended to have equal quality education without discrimination on the ground of the child's social, economic and cultural background," the plea reads.

The <keyword id="13126" type="COMPANY" weightage="20" keywordseo="Maharashtra">Maharashtra</keyword> education department on Monday started <keyword id="1017385" type="PERSON" weightage="20" keywordseo="free-online-classes">free online classes</keyword> for 11th standard students to prevent loss of the academic session due to the COVID-19 outbreak, an official said. The classes have begun on YouTube and over 60,000 first-year junior college (FYJC or Class 11) students have so far enrolled for these classes, State Council of Educational Research and Training (SCERT) Director Dinkar Patil said. The decision to start online classes free of charge for FYJC Arts, Science and Commerce students was taken to avoid the academic loss till colleges start functioning normally, he said. The admission process for the FYJC currently stands suspended due to the COVID-19 pandemic and the Supreme Court order staying the implementation of reservation for Marathas in jobs and education. "Schools and colleges in the state are shut due to COVID-19 outbreak. Besides the pandemic, the admission process for FYJC is suspended due to the ongoing Maratha quota issue," Patil noted. "To avoid the academic loss, we decided to start free online classes for Arts, Science, Commerce students through YouTube," he said. Patil said till Sunday evening, they received around 62,000 registrations from 11th standard students for the online classes across the state. The registration is still going on, he added. As per the SCERT's data, over 9,000 FYJC students from Pune and 7,600 from Mumbai have registered for the online classes. According to the fact sheet, all employees participating in a pre-K program would earn at least $15 an hour.
