The number of undernourished people in <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword> has declined in the last 15 years to 224.3 million in 2019-2021, according to a UN report, which also said that there are more obese adults and anaemic women in the <keyword id="6354507" type="General" weightage="80" keywordseo="world" source="Orion">world</keyword>'s second most populous country. The <keyword id="5004571" type="General" weightage="50" keywordseo="state-of-food-security-and-nutrition" source="Orion">State of Food Security and Nutrition</keyword> in the World 2022 report, issued on Wednesday by UN agencies <keyword id="397960" type="General" weightage="50" keywordseo="food-and-agriculture-organisation" source="Orion">Food and Agriculture Organisation</keyword> (FAO), International Fund for Agricultural Development (IFAD), UNICEF, <keyword id="49053" type="General" weightage="50" keywordseo="world-food-programme" source="Orion">World Food Programme</keyword> (WFP) and the <keyword id="6356311" type="General" weightage="50" keywordseo="world-health-organisation" source="Orion">World Health Organisation</keyword> (WHO), said that the number of people affected by hunger globally rose to as many as 828 million in 2021, an increase of about 46 million since 2020 and 150 million since the outbreak of the COVID-19 pandemic. The report said that in India, the number of undernourished people declined to 224.3 million in 2019 21 from 247.8 million in 2004-06. It said that the number of children under 5 years of age who are stunted declined to 36.1 million in 2020 from 52.3 million in 2012, the number of children under five years of age who are overweight declined to 2.2 million in 2020 from three million in 2012. However, the number of obese adults in India, which has a population of over 1.38 billion, grew to 34.3 million in 2016 from 25.2 million in 2012 and the number of women aged 15 to 49 years affected by anaemia also grew to 187.3 million in 2019 from 171.5 million in 2012. The report added that the number of children up to 5 months of age exclusively breastfed touched 14 million in 2020 from 11.2 million in 2012. In percentage terms, the prevalence of undernourishment in the total population in India stood at 21.6 per cent in 2004-06 and declined to 16.3 per cent in 2019-21, the prevalence of stunting in children under 5 years of age declined to 30.9 per cent in 2020 from 41.7 per cent in 2012 and the prevalence of overweight children under five years of age was 1.9 per cent in 2020 from 2.4 per cent in 2012. The prevalence of obesity in India's adult population increased to 3.9 per cent in 2016 from 3.1 per cent in 2012 and anaemic women aged 15 to 49 years declined marginally from 53.2 per cent in 2012 to 53 per cent in 2019. The report also noted that in India, people who were unable to afford a healthy diet touched 973.3 million in 2020 or nearly 70.5 per cent, up from 948.6 million in 2019 (69.4 per cent). In 2017, about a billion people were unable to afford a healthy diet in India and this number has declined to 966.6 million in 2018. The report noted that subsidies to consumers provided in Lower- Income Countries and Middle-Income Countries most often take the form of in-kind or cash transfers under the social protection programmes. India and Indonesia, for example, provide substantial subsidies to final consumers under the Targeted Public Distribution System for grains in India, and the food assistance programme (BPNT) based on electronic vouchers for rice, in Indonesia, it said. The most prominent example of a (Lower-middle-income countries) LMIC is India, where the food and agricultural policy has historically focused on protecting consumers by ensuring affordable food prices, through export restrictions (on wheat, non-basmati rice, and milk, among others) and through marketing regulations around pricing and public procurement, public food stockholding and distribution of a vast range of agricultural commodities, it said. As such, farmers have constantly faced price disincentives in aggregate terms (negative NRPs). Input subsidies and expenditure on general services such as in R&amp;D and infrastructure have been widely used as a means of compensating them for the price disincentives generated by trade and market measures, and for boosting production and self-sufficiency in the country, it added. The report noted that after remaining relatively unchanged since 2015, the proportion of people affected by hunger jumped in 2020 and continued to rise in 2021, to 9.8 per cent of the world population. This compares with 8 per cent in 2019 and 9.3 per cent in 2020. World hunger rose in 2021, with around 2.3 billion people facing moderate or severe difficulty obtaining enough to eat -- and that was before the Ukraine war, which has sparked increases in the cost of grain, fertiliser and energy, according to the report. The State of Food Security and Nutrition in the World paints a grim picture, based on 2021 data, saying the statistics should dispel any lingering doubts that the world is moving backwards in its efforts to end hunger, food insecurity and malnutrition in all its forms , it explained. It warned that the ongoing war in Ukraine, is disrupting supply chains and further affecting prices of grain, fertiliser and energy resulting in more price increases in the first half of 2022. At the same time, they said, more frequent and extreme climate events are also disrupting supply chains, especially in low-income countries. Ukraine and Russia together produced almost a third of the world's wheat and barley and half of its sunflower oil, while Russia and its ally Belarus are the world's No. 2 and 3 producers of potash, a key ingredient of fertiliser. Nearly 924 million people (11.7 per cent of the global population) faced food insecurity at severe levels, an increase of 207 million in two years. The gender gap in food insecurity continued to rise in 2021 --- 31.9 per cent of women in the world were moderately or severely food insecure, compared to 27.6 per cent of men --- a gap of more than 4 percentage points, compared with 3 percentage points in 2020. Almost 3.1 billion people could not afford a healthy diet in 2020, up 112 million from 2019, reflecting the effects of inflation in consumer food prices stemming from the economic impacts of the COVID-19 pandemic and the measures put in place to contain it. An estimated 45 million children under the age of five were suffering from wasting, the deadliest form of malnutrition, which increases children's risk of death by up to 12 times. Furthermore, 149 million children under the age of five had stunted growth and development due to a chronic lack of essential nutrients in their diets, while 39 million were overweight. This report repeatedly highlights the intensification of these major drivers of food insecurity and malnutrition: conflict, climate extremes and economic shocks, combined with growing inequalities, the heads of the five UN agencies wrote in this year's Foreword. The issue at stake is not whether adversities will continue to occur or not, but how we must take bolder action to build resilience against future shocks, it added. India has fewer undernourished people now but obesity and anaemia are on the rise

The pandemic, global interruption to supply chains, rising costs of major primary commodities, conflicts and humanitarian <keyword id="1541218" type="General" weightage="20" keywordseo="crises" source="Orion">crises</keyword> threaten the functioning of world agrifood systems, <keyword id="7790373" type="General" weightage="80" keywordseo="qu-dongyu" source="Orion">QU Dongyu</keyword>, Director-General of the <keyword id="397960" type="General" weightage="50" keywordseo="food-and-agriculture-organisation" source="Orion">Food and Agriculture Organisation</keyword> of the <keyword id="6355833" type="General" weightage="80" keywordseo="united-nations" source="Orion">United Nations</keyword> (<keyword id="18639" type="General" weightage="80" keywordseo="fao" source="Orion">FAO</keyword>), said. "We are at serious risk of facing a food access crisis now, and probably a food availability crisis for the next season. All this has put at risk our efforts to achieve the SDGs," Qu said at the opening of the 2022 United Nations High-Level Political Forum on Sustainable Development (HLPF) in New York on Tuesday. The HLPF is the main United Nations platform for following up and reviewing the 2030 Agenda for Sustainable Development and the <keyword id="879547" type="General" weightage="50" keywordseo="sustainable-development-goals" source="Orion">Sustainable Development Goals</keyword> on the global level. "We must prevent the acceleration of acute food insecurity trends in the coming months and years," Qu said. The FAO Director-General outlined measures to be taken by the international community to address the situation. These include food production at the country-level must be expanded, cash and critical inputs are needed for cereal and vegetable production and to protect livestock with treatments, vaccinations, feed and water and agrifood supply chains and value chains must be strengthened with the engagement of the public and the private sectors, to support smallholder farmers and households. In addition, livelihoods, agrifood systems and economies need protection against future shocks. Speaking later in the day at the FAO-led side event, "Agrifood Systems Transformation for a Resilient World: Responding to Global Crises," Qu said, "We only have eight years before our agreed timeline to implement the 2030 Agenda and the SDGs. We have no time to lose." Qu summarised the scale of the task ahead, pointing to the impacts of the pandemic, conflicts, and the cumulative loss to the global economy of more than $12 trillion in 2020 and 2021, setting back progress on the SDGs. To overcome these problems, he outlined four main areas that need attention: Investment in the countries most in need; policies that increase productivity and protect natural resources; ensuring more efficient use of available inputs and outputs; and the importance of innovation, science and research. Timely food aid is required but there needs to be more attention on producing nutritious food locally, FAO advocates. Only eight per cent of all food security funding in emergencies goes to assist agricultural production but investing in agriculture and rural livelihoods is seven to 10 times more cost-effective than traditional assistance. "We must put policies in place that both increase productivity and protect natural resources," Qu said. Qu also spoke of the need to ensure better and more efficient use of available outputs and inputs, citing the examples of global water stress, food loss and waste, and using fertilizer more efficiently. Around one billion hectares of land face severe water constraints and almost 800 million hectares of rainfed cropland and pastureland are severely affected by recurring drought. Better use of the best technology and regulation for the efficient use of water in agriculture is needed. The world is on the verge of a food crisis - access and availability both

Believing farmer producer organisations (FPOs) can transform agriculture, <keyword id="6357073" type="General" weightage="80" keywordseo="itc" source="Orion">ITC</keyword> Chairman <keyword id="1968926" type="General" weightage="80" keywordseo="sanjiv-puri" source="Orion">Sanjiv Puri</keyword> on Friday said there are multiple opportunities in Indian agriculture today to achieve sustainable growth and productivity, given the grit and determination of Indian farmers and a proactive government. Speaking at the CII Agro Tech summit 2022 here, <keyword id="4903" type="General" weightage="100" keywordseo="puri" source="Orion">Puri</keyword>, who is also a Chairman of the agro tech, said agriculture is the lifeline of the economy and roughly half of <keyword id="3658" type="General" weightage="80" keywordseo="india" source="Orion">India</keyword>'s workforce is engaged in this sector. However, its contribution to the gross value added (GVA) is only about 18 per cent with challenges such as low productivity and wastage, which translates to lower farm incomes. On challenges to the agriculture sector and the impact of climate change, Puri said: "Today the sector is faced with a challenge of epic proportions and it's not unique to this sector or to India. Last year many countries experienced events that dramatically reduced crop production. This year is no different, we have challenges in <keyword id="28249" type="General" weightage="50" keywordseo="europe" source="Orion">Europe</keyword>, China and the US and recently in Indonesia. We have a neighbour whose agriculture sector has been devastated." India has its own share of problems -- first with wheat and now with rice. Although there is a great commitment towards net zero by countries and corporates, the reality is that extreme weather events will only multiply as articulated by the IPCC report, he said. Elaborating on the opportunities for agriculture, Puri said by 2050 given the population growth and better consumption patterns, India will need 60 per cent more food. There is also a movement towards healthier and more nutritious food products that give the opportunity for value addition. Agriculture being a provider of bio-diesel which tackles climate change is another opportunity in India, he said. "India has the largest arable land in the world and there is a huge opportunity to multiply and grow our productivity levels. We are self-sufficient today and we also have the distinction of having exported Agri products worth $50 billion but I think we can do much more." On the pathways that Indian agriculture can traverse towards sustainable growth and productivity, Puri said, "There are some important pathways available to us to surmount the challenges. "One is the power of FPOs and the power of aggregation. The government of India has taken very far-sighted steps to promote FPOs with multi-dimensional schemes to support capacity building and value addition. This is the pivot that will transform Indian agriculture." Farmer producer organisations can transform agriculture: ITC Chairman Sanjiv Puri

Several districts of Uttar Pradesh, including Jhansi, Chitrakoot, Prayagraj, Pratapgarh, Bhadohi, Azamgarh and <keyword id="6388907" type="PERSON" weightage="20" keywordseo="ambedkar-nagar">Ambedkar Nagar</keyword>, have been facing locust attacks in the past 48 hours. In Uttar Pradesh, locust swarms have invaded several districts in the past 48 hours and attacked trees and crops. <keyword id="9477401" type="COMPANY" weightage="20" keywordseo="the-up-agriculture-department">The UP Agriculture Department</keyword> said that the authorities of the neighbouring districts like Hamirpur, Banda, Fatehpur, Kaushambhi, Mirzapur, Sultanpur, Mau and Ballia have been asked to remain alert. Deoria, the home district of state Agriculture Minister Surya Pratap Shahi, in eastern Uttar Pradesh has also faced locust attacks. "A swarm of locusts had come to Deoria, but they descended only on the Baisila Mainuddin village. Villagers made noise and chased them away. The swarm has gone towards Kushinagar. We are spraying chemicals to kill the pests and all districts have been put on alert," he said on Sunday. Shahi said insecticides are being sprayed through fire department vehicles. People have been told to make loud noise by beating 'thaalis' and other utensils, he said. Police sirens will also be blared and smoke would be used to chase the locusts away. The minister said that, "The UP government has given Rs five lakh to each of the bordering districts of the state for spraying chemicals to kill locusts. Apart from this, a monitoring committee has been formed in each district under the chief development officer to continuously monitor the situation." <keyword id="189844" type="PERSON" weightage="20" keywordseo="Deoria-district">Deoria District</keyword> Magistrate Amit Kishor said a swarm spotted in the district has now moved to Kushinagar. With the onset of monsoon in the state, Jodhpur-based <keyword id="8720474" type="COMPANY" weightage="20" keywordseo="Locust-Warning-Organisation">Locust Warning Organisation</keyword> (LWO) has intensified preparation to control the population of locusts that are hovering in the desert areas between India and neighbouring Pakistan which are now a breeding ground for the pests. According to experts, broadly four species of locusts are found in India -- desert locust, migratory locust, Bombay locust and tree locust. The desert locust is considered the most destructive since it multiplies rapidly and is capable of covering 150 <keyword id="1022949" type="PERSON" weightage="20" keywordseo="kilometres">kilometres</keyword> in a day. This insect, a type of a grasshopper, can eat more than its body weight. A one square kilometre of locust swarm containing around 40 million locusts, can eat as much food as 35,000 people in a day. Experts blame the growing menace of desert locusts on climate change. They say breeding of locusts is directly related to soil moisture and food availability. Swarms of locusts reach Uttar Pradesh, several districts put on alert

New Delhi, Jan 16 () The Centre on Thursday organised a summit in Leh to promote food processing sector and boost farmers income in Ladakh region. 
Ladakh Food Processing summit 'Building Partnerships for Inclusive Growth in Food Processing Sector' was organised by the Department of Industries &amp; Commerce, Ladakh in partnership with the Union Food Processing Industries ministry and Invest India in Leh, an official statement said.
 The summit, inaugurated by Reema Prakash, Joint Secretary, Ministry of Food Processing Industries, was attended by around 170 participants including government officers, senior procurement officers from Indian Army, bankers, farmers, entrepreneurs, cooperatives, bakers, dairy farmers and unemployed youths.
"The primary objective of this summit was to carry out a value chain mapping of food processing in Ladakh and to recommend strategies for integrating local population into food processing and agriculture activities, to maximize the potential of this sector," it added.
The summit was attended by food producers of Ladakh specially, apricots, barley, seabuckthorn, organic vegetables, peas, apples, milk and meat both from Leh and Kargil district. 
Reema Prakash explained about the role of her ministry in ensuring value addition of produces through food processing schemes and programs. 
She said that the Ministry is focusing on promoting food processing in Union territoty of Ladakh for both Leh and Kargil. She informed about the prepared Ladakh Action Plan for food processing industries in consultation with the local stakeholders and stressed on endeavors to ensure actionable steps at ground level. Govt organises summit in Leh to promote food processing

One of the biggest challenges of today’s world is <keyword id="118345" type="ORGANIZATION" weightage="100" keywordseo="Food-security">food security</keyword>. According to the UN Secretary General Ban Ki-moon, food security is achieved when the world population has physical, social and economic access to sufficient, safe and nutritious food that meets their dietary needs and food preferences. However, millions of people across the globe do not have access to safe and adequate sources of food which can provide them with much-needed nourishment. 
 The <keyword id="397960" type="ORGANIZATION" weightage="100" keywordseo="Food-and-Agriculture-Organisation">Food and Agriculture Organisation</keyword> (FAO) and the <keyword id="49053" type="ORGANIZATION" weightage="100" keywordseo="World-Food-Programme">World Food Programme</keyword> reported in 2009 that for the first time since 1970, more than one billion people are hungry or undernourished worldwide. Furthermore, the world population will most definitely not stop growing and will demand even more food in the near future. 
 
An important element of food security is the development of agriculture. Otherwise, how would the world meet its food requirements? Nevertheless, the world has long neglected this industry. 
 
Food Crisis And Neglect Of Agriculture 
Food security has been an issue since the beginning of mankind. Humans have always been concerned with finding better and improved ways to produce food. Agriculture was a discovery that allowed man to have a stable source of food. It also allowed man to locate himself in a single place instead of moving around chasing the herds of animals, which in turn, allowed further development and specialisation of agricultural techniques and agriculture in general. 
 
Unfortunately, with developments such as the industrial revolution, agriculture, which has always been a pinnacle in the process of securing food for man, started to become a neglected industry in favour of more advanced forms of businesses. Today, many countries in the world have deficient agricultural policies to support farmers, whether small or large. 
 
Globalization has also contributed in part to the abandonment of agriculture in favour of more profitable businesses. When developed countries with resources to produce cheap food started entering the markets of countries with more deficient technology and higher food prices, local farmers were driven out of business since they could not compete with the cheaper food sold by the developed countries. 
 
Today, the world is facing a critical time in terms of food security. The recent food crisis and economic recession of 2008-2009 have driven millions of people into poverty. According to a 2010 report on food security and agricultural development by the UN Secretary General, several factors converged to make 2009 a particularly damaging year for people at risk of food insecurity: 
 
● The food crisis had pushed the prices of basic goods beyond the reach of millions of poor people. 
● The price increases forced many poor families to make compromises, such as replacing more nutritious food with food that is less nutritious, selling productive assets, withdrawing children from school, forgoing health care or education, or simply eating less. 
 
Possible Solutions 
Efforts have been made to address this enormous issue. One of the most ambitious projects of the international community is the Millennium Development Goals (MDGs). Back in 2000, the countries of the world committed themselves to certain concrete goals to address the major issues of the planet. The first one of these MDGs establishes that the world has committed itself to eradicate extreme poverty and hunger. The concrete goal is to be able to halve the number of people living in hunger by the year 2015. 
 These kinds of concrete commitments help focus efforts throughout the world. However, it has not been enough. The <keyword id="6355833" type="ORGANIZATION" weightage="100" keywordseo="united-nations">United Nations</keyword> itself reports that due to the crisis in 2008- 2009, the progress to end hunger in most regions suffered enormous setbacks. In various parts of the Africa, thousands of people have died and millions more are at risk due to one of the biggest and most severe food crisis in history. Caused by the worst drought that the region has seen in 60 years and decades of civil conflict, many inhabitants of countries such as Somalia, Kenya and Ethiopia face serious threats to their lives due to shortage of food and the high prices of basic commodities. 
 
The international community has taken action and implemented various mechanisms to combat the effects of climate change. The United Nations Convention to Combat Desertification seeks to establish plans of action to combat this phenomenon, which greatly affects agriculture and food production. Additionally, the issue of desertification and drought has been included in other important documents such as the Agenda 21, which includes the most pressing environmental issues of the world. 
 
This is one of the most important principles that resulted from the 2009 World Summit on Food Security: it is part of the “twin-track” approach to tackle the problem: 
 
● Direct action to immediately tackle hunger for the most vulnerable 
● Medium- and long-term sustainable agricultural, food security, nutrition and rural development programmes to eliminate the root causes of hunger and poverty. 
 This is a task that must be addressed at all levels. Countries need to work on implementing adequate national policies to develop agriculture as well as securing food for their population. The <keyword id="429631" type="ORGANIZATION" weightage="100" keywordseo="International-Fund-for-Agricultural-Development">International Fund for Agricultural Development</keyword>, for example, allocates money and resources to finance agricultural development projects throughout the world, especially benefiting the small farmers and the poor. On the other hand, the World Food Program delivers and distributes food to areas and regions struck by different crisis whether man-made or natural. 
 
However, the challenges not only come from the current shortage of food for the current population of our planet. Seeing the rates at which the world population is growing, efforts also need to be put to create long-term solutions which can also feed the people of the future. According to the Food and Agriculture Organisation food production will have to increase by 70% to feed a population of nine billion by 2050. In order to intensify food production by that much, immense effort will have to go into new, better and more intensive ways of producing our food. 
 
Food security and agricultural development are important issues. Unless action is taken to secure adequate amounts of food for the population of the world and to improve the defective agricultural system in the world, over one billion people would be at risk of dying.

Agricultural Development And Food Security: The Challenges Ahead

World <keyword id="54322" type="UNKNOWN" weightage="100" keywordseo="food-prices">food prices</keyword> reached to 4-year low in September. Prices of all major foods, barring meat, dropped sharply, the United Nation’s <keyword id="397960" type="ORGANIZATION" weightage="100" keywordseo="Food-and-Agriculture-Organisation">Food and Agriculture Organisation</keyword> (<keyword id="18639" type="ORGANIZATION" weightage="100" keywordseo="FAO">FAO</keyword>) has said. 
 
The FAO’s price index, which measures monthly price changes for a basket of cereals, oilseeds, dairy, meat and sugar, averaged 191.5 points in September, which is 2.6% less as compared to August. 
 
It is the sixth successive dip in the index, which according to the FAO, is the longest period of constant decline since the late 1990s. “The US dollar’s broad appreciation is affecting all international commodity prices,” it said. 
 
The ban by Russia on import of dairy products from countries that have imposed sanctions against Moscow over the conflict in Ukraine continues to affect dairy prices.

New Delhi, Nov 24 () The <keyword id="6356303" type="LOCATION" weightage="20" keywordseo="Centre">Centre</keyword> on Tuesday said it has invited <keyword id="3627663" type="PERSON" weightage="20" keywordseo="farmer-unions">farmer unions</keyword> from Punjab for the second round of ministerial talks on December 3 to resolve differences over the <keyword id="10076694" type="UNKNOWN" weightage="20" keywordseo="new-agriculture-laws">new agriculture laws</keyword>. The meeting comes after farmer leaders laid a condition for another central ministerial meeting while calling off their 'rail roko' agitation in Punjab on Monday and lifted the nearly two-month-long blockade, allowing resumption of only goods trains. Speaking to , Food Secretary Sudhanshu Pandey said, "We have called the representatives of over 30 farmer organisations for the second round of discussion on December 3 at Vigyan Bhawan at 11 am". The secretary has sent the invitation to the farmer bodies on behalf of Union Agriculture Minister Narendra Singh Tomar. Food Minister Piyush Goyal is also expected to be present in the meeting. Officials from food and agriculture departments of the Punjab government have also been invited for the talks. The first round of talks was held on November 13, but it remained inconclusive, with both sides sticking to their ground. Punjab farmers have been demanding the repeal of the new farm laws and replace them with another set of laws framed after wider consultation with stakeholders. They also demanded a guarantee on the MSP front, as they claimed that these new laws may lead to the end of minimum support prices (MSP) procurement, which the Centre has denied. When asked about their demand on MSP, the secretary said, "Earlier laws too did not have any mention of MSP. Even the new agri-laws do not mention it. MSP is mentioned only in the National Food Security Act (NFSA) which has not been changed. The budgetary allocation remained unchanged from what was announced during the Interim Budget in February. During her budget speech, Sitharaman stressed on replicating ‘zero budget farming’ to go back to basics, which will help in doubling up farmers income in the coming years. “Ease of doing business and living should apply to farmers too,” she added. The traditional practice of zero budget farming, which is already being implemented in several states in India, refers to no credit or expenses, and spending on external products for better fertility, <a href="https://theprint.in/economy/what-is-zero-budget-farming-nirmala-sitharamans-fix-to-double-farm-income/259029/">according to</a> UN Food &amp; Agriculture Organisation. The interim Budget has allocated ₹18,000 crore for the interest subsidy and Rs 3,000 crore for the Market Intervention Scheme and Price Support Scheme (MIS-PSS).  The whopping surge in the budgetary allocation may be attributed to the Income Support Scheme (ISS), which extended an annual income support of ₹6,000 to the farmers having up to 2 hectares of land. The scheme accounts for ₹750 billion of the government’s annual expenditure. Over 60% of the total funds allocated to the agricultural ministry in 2018-19, was kept to be spent on the schemes proposed for farmers — Interest Subsidy Scheme (32%), Pradhan Mantri Fasal Bima Yojana (28%), Pradhan Mantri Krishi Sinchayee Yojana (9%), Rashtriya Krishi Vikas Yojana (8%), and National Mission of Horticulture (5%), according to the PRS report. India’s budget allocation for agriculture remains unchanged at ₹1.3 trillion

New Delhi, Nov 29 () With an objective to push investment in northeastern region of the country, the Department for Promotion of Industry and Internal Trade (DPIIT) is organising a day-long symposium in Guwahati on Saturday.
 The main objective of the symposium is to facilitate knowledge sharing between northeastern states on North East Industrial Development Scheme (NEIDS), good practices in investment promotion and facilitation, reviewing the progress under sector-specific and cluster based development, ease of doing business and promotion of industrial system.
 Detailed presentations will be given to business community on start-up ecosystem and ease of doing business initiatives of the government, a DPIIT official said.
 The focus will be on improving investment ecosystem in the region with a special focus on NEIDS.
 The scheme, covering manufacturing and service sector, was approved on March 21, 2018. It is effective from April 2017 to March 2022.
 It gives encouragement to MSMEs in manufacturing, services. Information technology is leveraged to process and approve proposals and release payment.
 Manufacturing and service units of northeast can avail benefits up to Rs 200 crore per unit under all components of scheme, subject to investment in plant and machinery.
 The official said that northeast region's value chain potential with Bangladesh, the Association of South East Asian Nations (ASEAN) countries and rest of India in agriculture, horticulture, floriculture, processed food, engineering, automobiles, garments, and pharmaceuticals have remained unlocked.
 Department heads of northeastern states, national bodies like APEDA and NEC, representatives from industry associations would participate in the symposium. RR

From now on, the virus will be known as 'COVID-19'. In a statement released by the <keyword id="6356311" type="COMPANY" weightage="20" keywordseo="World-Health-Organisation">World Health Organisation</keyword>, its Director-General Dr Tedros Adhanom Ghebreyesus said, "we now have a name for the disease: COVID-19. I'll spell it: C-O-V-I-D hyphen one nine - COVID-19." He termed the virus as "a common enemy." The statement was released on Tuesday by the World Health Organisation. <keyword id="254853" type="COMPANY" weightage="20" keywordseo="The-Who">The WHO</keyword> chief also said that, "under agreed guidelines between WHO, the World Organisation for Animal Health and the Food and Agriculture Organization of the <keyword id="6355833" type="COMPANY" weightage="20" keywordseo="united-nations">United Nations</keyword>, we had to find a name that did not refer to a geographical location, an animal, an individual or group of people, and which is also pronounceable and related to the disease. Having a name matters to prevent the use of other names that can be inaccurate or stigmatizing. It also gives us a standard format to use for any future coronavirus outbreaks." According to the World Health Organisation there were 42,708 confirmed cases reported in China, and tragically the death toll surpassed 1000 deaths as on Tuesday. "1017 people in China have lost their lives due to this virus. Most of the cases and most of the deaths are in Hubei province. Outside China, there are 393 cases in 24 countries, and 1 death," said Dr Ghebreyesus. The world health body also said that it had activated a UN Crisis Management Team, to be led by Dr Mike Ryan that will help the organisation focus on the health response while the other agencies could bring their expertise to bear on the wider social, economic and developmental implications of the outbreak so we are all working to our strengths. Dr Mike Ryan will coordinate the whole UN response. WHO is also hosting a two-day meeting of more than 400 scientists from around the world, both in person and virtually called Global research and innovation forum on February 11 and 12.

Novel coronavirus gets an official new name - COVID-19 says WHO

Tightening lockdown norms further, the <keyword id="6356172" type="UNKNOWN" weightage="20" keywordseo="Maharashtra-government">Maharashtra government</keyword> on Tuesday decreed that all essential buying of food items shall be permitted for only four hours daily for the next 10 days in order to break the chain of coronavirus. In a tough order this afternoon, the government said that all groceries, vegetable shops, fruit vendors, dairies, bakeries, confectioneries, all types of food shops including those selling chicken, mutton, poultry, fish and eggs, can remain open only between 7 a.m. to 11 a.m. daily. The order will also cover shops related to agriculture implements and farm produce, pet food, shops related to materials for impending rainy season for individuals and organisations, said the order by Chief Secretary Sitaram Kunte. However, these shops would be allowed to make home deliveries between 7 a.m. to 8 p.m., though the timings may be revised by the local authorities. The government has empowered the local authorities to include any additional entities/services with the consent of the <keyword id="407719" type="COMPANY" weightage="20" keywordseo="State-Disaster-Management-Authority">State Disaster Management Authority</keyword>. An official said that this effectively means that people will not be allowed outside for these activities for 19 hours daily, though they will be permitted to go out anytime for medical emergencies as in the past. Maharashtra government permits buying of essential food items for four hours daily

India and China will take a unified stance on <keyword id="2851209" type="UNKNOWN" weightage="80" keywordseo="food-security-agreement">food security agreement</keyword> at the <keyword id="84934" type="ORGANIZATION" weightage="80" keywordseo="World-Trade-Organisation">World Trade Organisation</keyword> (WTO), an issue which is critical for both the nations. 
 Prime Minister <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword>'s three-day China visit is expected to see a cooperation pact on WTO issues. 
 
India and China’s joint stand would put weight to developing nations’ agenda at the multi-lateral level, generally dominated by rich nations. 
 
India had blocked the adoption of the trade facilitation pact in July last year in the face of heavy criticism. The country wanted a deal on finding a permanent solution to public stockpiling simultaneously with the adoption of the trade facilitation agreement. 
 
However, at that time, India didn't get the backing of China or any of the other G-33 nations, including Indonesia. 
But, India got its way in November and bagged exemption from WTO action for its agriculture subsidies until a permanent solution on the matter was found. 
 
Economic Times reported that the developing nations were supporting the draft text of 2008, which allows programmes supporting low-income or resource-poor farmers without being penalised. But, the developed nations want it debated afresh, which could make a deal unlikely by the July deadline. 
 
As per the financial daily, the current WTO norms limit subsidies at 10% of the total value of production of that particular crop, but the support is calculated at 1986-88 prices. 
 The G-33, a grouping of 46 developing nations, seeks a revision of the base to a more recent year or the accommodation of high <keyword id="22195" type="COMPANY" weightage="80" keywordseo="Inflation">inflation</keyword> since that period. Global food prices have gone up manifold during this period with India having experienced inflation of about 650% overall. 
 
The draft text being negotiated in Geneva also proposes a reduction of more than 50% in farm tariffs for developed countries to be implemented over five years and about a one-third reduction in tariffs for developing countries over 10 years. 
 
China, too, has a public procurement programme and sets Minimum Procurement Prices (MPP) for wheat and rice through the central committee of the Communist Party of China and the state council to safeguard farm livelihoods by increasing incomes and ensuring national food security. 
 
When market prices are lower than the MPP, the government buys wheat and rice from farmers to minimise their losses. 
 
India’s Commerce and Industry Minister Nirmala Sitharaman had told Parliament last month that such a plurilateral approach would endanger the conclusion of the Doha trade round by disturbing the delicate balance arrived at on agriculture, non-agriculture market access and services after years of intense negotiations.
