NEW DELHI: India’s civil aviation regulator is likely to make it easier for companies to start flight operations, especially those seeking to use small <keyword id="6367788" type="UNKNOWN" weightage="80" keywordseo="Planes">planes</keyword>. It’s also recommended that small operators be allowed to run scheduled services to boost connectivity of destinations that aren’t served by airlines. 
 
DGCA is preparing a new set of civil aviation rules that would substantially ease the process of getting an air operator’s permit or flying licence for so-called non-scheduled operators (NSOPs), said a senior official at the regulator. Such companies typically run corporate or chartered flight services. 
 
The proposed rules could result in the time an NSOP needs to get a flying licence being slashed to six months from around a year now. 
 
Currently, both scheduled and non-scheduled operators have to meet the same guidelines for a flying licence. 
 “It has been found that the NSOPs do not need to meet a lot of conditions to get a licence, which the scheduled operators have to, since they operate with much lesser complex aircraft and systems. The work is on for a less complex set of rules for them, making them simpler,” said the <keyword id="322095" type="POSITION" weightage="60" keywordseo="DGCA-official">DGCA official</keyword> cited above. 
 
The new rules are likely to categorise general aviation operators into two — companies that operate smaller and less complex aircraft and others that operate large aircraft as well. The rules are likely to be simpler for the first and more elaborate for the second. 
 
Operators welcomed the move. 
 
“This was a long-pending demand from our side since we do no need to go through such a complex process for licences like the scheduled operators. 
 
This is a step in the right direction,” said RK Bali, secretary of the Business Aircraft Operators’ Association. 
 
There are about 130 NSOPs in the country that are registered with the DGCA.

 If this is allowed, NSOPs will have the right to publish flight schedules and run flights on routes not served by existing scheduled airlines. Unlike scheduled airlines, an NSOP doesn’t operate flights to a timetable, but does so depending on the business it gets. The new government has shown itself to be keen on strengthening air connectivity, with new <keyword id="48837" type="POSITION" weightage="40" keywordseo="Aviation-minister">aviation minister</keyword> Ashok Gajapathi Raju Pusapati having reportedly approved proposals for six new airlines.

DGCA Likely To Make It Easier For Small Operators To Start Flight Operations

We apologise for the inconvenience caused by the flight cancellations." The airline said a full refund would be issued to the original mode of payment shortly. "We acknowledge the flight cancellations might have disrupted your travel plans and we are committed to providing all the assistance we can." The company has recently filed an application for immediate resolution under insolvency and revival of its operations. "We will be able to resume bookings shortly. We thank you for your patience." Go First currently has around 50 aircraft in its fleet, with 50 per cent grounded due to engine outages. Go First cancels all flights till May 19 citing operational reasons

The <keyword id="6354705" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="Orion">Directorate General of Civil Aviation</keyword> (<keyword id="6354787" type="General" weightage="20" keywordseo="dgca" source="Orion">DGCA</keyword>) has asked all aircraft operators to frame Standard Operating Procedures (<keyword id="50548" type="General" weightage="20" keywordseo="SOP" source="Orion">SOP</keyword>) for commercial flight operations to ensure safe flight procedures with no alternative destination. The circular issued by DGCA on February 20 said that the operators shall establish aerodrome-wise standard operating procedures and provide guidance to flight operations personnel to ensure safe flight procedures with no destination alternate and have the same approved by DGCA. It further reads that in a rapidly changing global economy, the international air transport industry must continuously adapt to new trends and increasingly competitive market conditions. "While technological improvements in aviation continue to increase reliability and predictability, economic and environmental concerns will continue to compel operators to use fuel more efficiently. Consequently, all operators, including those leveraging existing technologies and those investing in new technologies to meet operational challenges, should be afforded the opportunity to receive a return on their investments," the circular from DGCA read. "This circular aims to provide extended guidance material necessary to support the implementation of policy to operate flights with no destination alternate in compliance with CAR Section 8 Series O Part II," it read further. DGCA has suggested certain guidelines to formulate SOP for flights with No Destination Alternate, it says that the operators shall establish a laid down procedure for each aerodrome as approved by DGCA in order to undertake flights with No Destination Alternate. DGCA in the circular also said that the procedure is only applicable to destinations with more than one independent runway. "At least one runway should be available with an instrument approach procedure. Change over time from the primary runway to the secondary runway should be specified by the airport operator. The operator should have signed MoU with each aerodrome where they intend to undertake a flight with No Destination Alternate. All the possible non-normal scenarios and contingency plans shall be discussed at the organizational level and shall be shared with the personals involved. All the personnel involved shall be trained prior to undertake flight operations with No Destination Alternate (NDA)," it read. "Operators involved in Ultra long-range (ULR) flight operations may look into No Destination Alternate in conjunction with re-clearance flight planning in order to undertake flight operations with NDA flight. Also, necessary approval shall be taken from the local regulator along with each aerodrome. The decision to commence or continue the flight with "No Destination Alternate" lies entirely with the Pilot In Command (PIC). If circumstances so dictate, the flight will be dispatched with a Destination Alternate," it read further. DGCA asks aircraft operators to frame SOP for commercial flights with 'no destination alternate'

New Delhi, <keyword id="6354706" type="COMPANY" weightage="20" keywordseo="IndiGo">IndiGo</keyword> on Wednesday said it has reached 70% of its pre-COVID capacity and is operating 1,000 daily international and <keyword id="6391001" type="UNKNOWN" weightage="20" keywordseo="domestic-flights">domestic flights</keyword>. India resumed domestic passenger flights on May 25 after a gap of two months due to the coronavirus-triggered lockdown. At the time of resumption, the government had allowed airlines to operate not more than 33% of their pre-COVID domestic flights. In the subsequent months, this limit was gradually increased and it currently stands at 70%. Ronojoy Dutta, Chief Executive Officer, IndiGo said, "We are currently operating at around 70% of our pre-COVID capacity and we hope that the growth will continue into 2021." The flights were originally scheduled for between January 30 and March 29.Carol A. Petsonk, deputy assistant secretary for Aviation and International Affairs at the DOT, wrote in the order that it was issued in response to "recent actions by Chinese authorities impairing the operating rights of three US carriers."China's foreign ministry spokesperson Zhao Lijian told a <a href="https://www.fmprc.gov.cn/mfa_eng/xwfw_665399/s2510_665401/2511_665403/202201/t20220124_10632686.html">regular press conference</a> Monday that the US had "groundlessly" suspended the flights. "This act disrupts the normal operation of Chinese airlines and ignores the health and safety of Chinese and foreign travelers. They also weren't given a four-week advance noticed period, the DOT said.The order listed these examples, including a notice that United received from the Civil Aviation Authority of China on January 18 which said that five passengers who had flown from San Francisco to Shanghai on January 10 had tested positive. CAAC told United that two flights on that route set to depart on February 6 and 13 would be suspended as a result, per the order.The order added that the US government found that the measures placed "undue culpability" on air carriers for travelers who present negative test results before boarding but test positive for COVID-19 up to seven days after their arrival in China. "US carriers, who are following all relevant Chinese regulations with respect to pre-departure and in-flight protocols, should not be penalized if passengers, post-arrival, later test positive for COVID-19," the order says.

The decision to terminate the employees was made as their actions violated the conditions outlined in their employment contracts, leading to their immediate termination. The disruption caused by the mass sick leave affected more than 95 flights of Air India Express between Tuesday evening and Wednesday, impacting over 10,000 passengers. The disruption in flight operations stemmed from the delay and cancellation of over 90 international and domestic flights due to cabin crew members reporting sick. In response to this, Air India Express CEO, Aloke Singh, announced plans to reduce flight operations in the coming days. Singh said that since Tuesday evening, "over 100 of cabin crew colleagues have reported sick prior to their rostered flight duty, at the last minute, severely disrupting our operations. Because this action was mostly by colleagues assigned L1 role, the impact was disproportionate, disrupting 90+ flights even though other colleagues reported for duty." He emphasised that the behaviour of a few does not represent the dedication of the majority of the airline's cabin crew, who continue to serve guests with dedication and pride. "This act is certainly not representative of the 2,000-odd cabin crew colleagues in the company who continue to respond to the call of duty and serve our guests with dedication and pride. I am thankful to all who are standing by the airline in this hour of crisis," he said in a statement. Singh invited staff for discussions to address any concerns they may have and assured that all communication channels are open. The cancellations and delays prompted the Ministry of Civil Aviation to seek a detailed report from Air India Express. The ministry urged the airline to promptly resolve the issues and ensure that passengers are provided with facilities as per DGCA norms. Sources within the ministry revealed that cancellations and delays began on Tuesday night, continuing into Wednesday morning, which led to flight operations being curtailed due to a sudden shortage of crew members. Some senior crew members allegedly switched off their mobile phones just before flight operations, citing health issues. Air India Express terminates 25 employees, day after mass sick leave

<ul class="summary-list"><li>American Airlines runs its giant aircraft operation from a tornado-withstanding facility in Texas.</li><li>The Integrated Operations Center houses over 20 teams and supports nearly 6,000 daily flights.</li></ul><a target="_blank" href="https://www.businessinsider.com/airline-pilot-pay-salary-american-delta-united-captain-first-officer-2024-4">American Airlines' pilots, flight attendants</a>, and airport staff are the face of nearly 6,000 flights operated by the carrier around the world each day.However, a team of nearly <a target="_blank" href="https://www.businessinsider.com/pilot-shortage-american-airlines-heres-why-2021-12">1,700 other employees</a> who work behind the scenes in a giant operational center hidden from the public is just as essential to plane movement.American invited Business Insider to tour its Integrated Operations Center, or <a target="_blank" href="https://s202.q4cdn.com/986123435/files/doc_downloads/fact-sheets/hub/IOC-fact-sheet-2024.pdf">IOC</a>, at its headquarters in Dallas/Fort Worth. The complex houses over 20 teams responsible for dispatching planes, monitoring weather, organizing maintenance and cargo, and preventing misconnects, among myriad other duties.<h2 id="5ed1178e-7e29-404c-8a58-bf60db99ba7f">The IOC doesn't look like your typical cubicle office</h2>American's open-space IOC is strategically set up to enable communication and collaboration between the teams, Groat said.For example, the lights are dimmed to reduce strain when looking at screens all day, and the phones use a color light system above each seat to indicate if that person is on a call.<div type="image" title="Inside the AA IOC with people sitting at screens." height="2966" width="3955" msid="110342416" hostid="261"></div>"A red light means you're on the phone, and a green light means your phone is ringing," Groat said, noting the maintenance team, for example, has a line to airport hangars. "So, you can kind of gauge just looking over the floor what kind of day we're having."He noted on busy days when everyone is talking and walking around, white noise is pumped into the IOC to keep the room quiet.<h2 id="f0a984f2-3998-400e-af69-162e230961a6">American uses automation to help manage irregular operations</h2><a target="_blank" href="https://www.businessinsider.com/most-on-time-airlines-in-north-america-ranked-2023-12">American's delay and cancellation rate</a> isn't the best in the US, but the carrier climbed to third place in 2023, according to the aviation data provider Cirium. It lost to Delta Air Lines and narrowly edged out United Airlines.All of these disruptions pass through the heart of the IOC in a section called the "bridge." This is where the IOC director oversees and guides the thousands of daily flights.<div type="image" title="American teammembers working on the &quot;bridge&quot;" height="2612" width="3482" msid="110342417" hostid="261"></div>Alongside the director are managers who work with American's hubs, like Dallas/Fort Worth, Miami, and Charlotte, to build plans for "irregular operations" that will impact the fewest customers possible. They're looking at things like staffing, resources, and gate constraints, Goat said.While much of this analysis is done manually, Goat said American launched a new automation tool last year known as the "Hub Efficiency Analytics Tool," or HEAT, to help dispatchers, coordinators, and other employees make more proactive decisions.It analyzes things like when a crew member exceeds their regulated duty period, which flights have the greatest number of connecting customers, how many top-tier loyalty customers are flying, and whether impacted flights are domestic or international — domestic being easier to accommodate.<div type="image" title="A giant television near the center of the IOC displays the diversion airports used at that time, with the colors indicating how close to capacity each is." height="3024" width="4032" msid="110342418" hostid="261"></div>"Instead of separate units canceling flights one by one and customers being rebooked repeatedly, HEAT allows us to update the system with all the delays and cancellations at one time," Groat said."This maintains the integrity of connecting bags, and it means we aren't arbitrarily rerouting somebody who could have ultimately made their connection."On the day of my visit, smoke from a wildfire in the Bahamas was impacting operations at Nassau International Airport. IOC employees were walking desk-to-desk discussing options, while others were analyzing how flights would be impacted — which is where HEAT could come into play."We'll most likely divert en route planes to Miami to wait out the event," Groat said. "If the delay times get longer and crew time becomes an issue, we'll have to evaluate options like canceling some flights or consolidating two into one so we can get our resources back into the system and where they need to be."<h2 id="48ea96de-a4bd-434d-a873-9c673e6b9a52">Crew scheduling and dispatch are among the biggest teams</h2>Planes can't go anywhere without at least two pilots and at least one flight attendant per 50 seats. Crew scheduling is responsible for keeping some 14,000 crew on track every day.There are three different areas within the crew scheduling department, Groat said. One handles day-to-day crewing, a second is responsible for tracking disruptions and calling in reserves, and a third helps make decisions regarding delays and cancellations.<div type="image" title="An American Airlines flight attendant serving passengers on a 2018 flight." height="3256" width="4884" msid="110342419" hostid="261"></div>The job relies on computer systems and knowledge of specific regulations regarding fatigue and duty time, but American also provides automation tools like HEAT to help schedulers quickly and accurately staff flights.He noted that there are times when things get so displaced that not every flight can be accommodated, so the crew coordinators identify "critical" flights that need to be prioritized for operational needs.For example, if a key plane doesn't make it to its next airport and no replacement can get there either, a chain of disruption could occur.Beyond crew scheduling, nearly half of the IOC floor is dedicated to teams that oversee specific fleets, including sections for the Boeing 737 family, the Airbus A320 family, and widebody jets.These teams consist of flight dispatchers, planners who work with maintenance, and crew coordinators.
