To expand the domestic <keyword id="2377476" type="PERSON" weightage="20" keywordseo="defence-manufacturing">defence manufacturing</keyword> ecosystem, a negative list of weapons and platforms would be notified with year-wise timelines for placing an embargo on import of such items from those dates. As per the draft <keyword id="9695994" type="UNKNOWN" weightage="20" keywordseo="defence-production-and-export-promotion-policy">Defence Production and Export Promotion Policy</keyword> (DPEPP 2020) announced on Monday, this list would be updated periodically, without compromising on the operational requirements of the Services, to allow lead-time to industry to prepare itself for any such procurement which is likely to come up, subsequent to the indicated embargo date. The policy proposes a Technology Assessment Cell (TAC) in coordination with the services, which would assess the industrial capability for design, development and production including re-engineering for production of various major systems like <keyword id="386104" type="PERSON" weightage="20" keywordseo="Armoured-Vehicles">armoured vehicles</keyword>, <keyword id="117400" type="PERSON" weightage="20" keywordseo="Submarines">submarines</keyword>, fighter aircraft, <keyword id="54022" type="PERSON" weightage="20" keywordseo="helicopters">helicopters</keyword>, radars with the major industries in the country. A Project Management Unit (PMU), with representation from the Services, would be set up to support the acquisition process and facilitate management of the contracts. This setup would bring in expertise to the process of acquisition as well as create focus and synergy in building military capabilities. With self- reliance as the motto, aim is to move away from licensed production to Design, Develop and produce wherein the Nation owns the Design Rights and IP of the systems. "Our Armed forces have over the years acquired a range of platforms from diverse sources leading to a buildup of spares and consumables which has resulted in sub-optimal planning and resource allocation. Efforts would be made to adopt a family of weapons approach to standardize and optimize inventory and supply chain management," the policy said. In addition, efforts would be made to provide the industry greater visibility into the likely opportunities in the defence sector. Understanding future capital acquisition priorities will enable industry to develop technologies, carry out necessary ground work and position themselves in an optimal manner to compete at the appropriate time. In order to enhance procurement from domestic industry, it is incumbent that procurement is doubled from the current Rs 70,000 crore to Rs 1,40,000 crore by 2025. In order to achieve this objective, it is proposed to carve out a distinct budget head for domestic capital procurement. The policy will also strive for enhancing allocation for domestic capital procurement at the rate of minimum 15 per cent per annum for the next five years. Various studies have over the years brought out the need to enhance cost effectiveness and improve efficiency in the use of MoD's resources. Efforts would be made to scrutinize, evaluate and optimize various items of expenditure in the Defence budget. The policy says that investment promotion would be encouraged to provide specific focus on certain identified segments and technological areas. Investments in aviation sector which help in co-development and strengthening defence ecosystem would be facilitated in association with the Ministry of Civil Aviation. Efforts would be made to address the identified gaps in those segments and offer incentives to global OEMs and domestic industry to set up design and manufacturing facilities in India. The investments in these segments would also be channelized by offering high multipliers through offsets obligations. Development of aero engines complex is a priority area. While significant improvements have been made, there are still critical gaps in the aero engine segment for future development programmes as well as for taking up the engine related MRO activities of the current inventory of platforms. The two Defence Corridors set up in Tamil Nadu and Uttar Pradesh would be specifically targeted by providing additional support as well as by offering higher multipliers for offset discharge for investments flowing into the Defence Corridors. The bilateral relations between Russia and <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword> have stood the test of time. But, the Fifth Generation Fighter Aircraft (<keyword id="441427" type="ORGANIZATION" weightage="20" keywordseo="FGFA">FGFA</keyword>) tells a <a href="https://www.news18.com/news/india/india-reconsidering-rs-2-lakh-crore-5th-generation-fighter-jet-programme-with-russia-2-1804989.html">different story.</a> Negotiations have been stuck for 11 years and the latest developments now indicate that India might want to shelf the project for good due to the costs involved. Home to the fourth largest <keyword id="32720" type="PERSON" weightage="20" keywordseo="Airforce">airforce</keyword> in the world, India takes its aircrafts quite seriously. It’s no joke to shell out $30 billion (₹2 lakh crores) for a FGFA. And Russia, having the second largest airforce globally, doesn’t want to give up its secrets just yet. What’s the problem? The current bone of contention is devising the appropriate cost sharing formula. But, in the past issues have ranged from sharing information about the technology that goes into development to the number of aircrafts that will be produced. According to reports, the project could be binned altogether because the Air Force is no longer keen on chasing a project that’s become so expensive. And, this isn’t the <a href="https://www.defensenews.com/air/2017/05/24/steep-price-rise-hits-indo-russian-5th-gen-fighter-project/">first time</a>. But then again, Hindustan Aeronautics Ltd (HAL) has been <a href="https://economictimes.indiatimes.com/news/defence/hal-strongly-bats-for-fgfa-project-with-russia/articleshow/61189233.cms">pitching</a> furiously to get in on the ground level of the FGFA project. It should be noted, that overall, it’s more than just about the cost. India is adamant about the fact that they want equal partnership over the <a href="http://www.defensenews.com/breaking-news/2017/03/16/full-tech-transfer-could-derail-indo-russian-fifth-gen-fighter-program/">intellectual property</a> of the FGFA. It’s not out of ego, as per reports, but being sought so that the aircrafts can be upgraded as and when there is a requirement for adjustments. That being said, Russia is just as stubborn in saying that they aren’t ready to share critical technology. These sequence of events already led to reports of the project being <a href="http://www.janes.com/article/79457/india-withdraws-from-fgfa-project-leaving-russia-to-go-it-alone">scrapped</a> back in April. Aside from costs and <keyword id="388837" type="PERSON" weightage="20" keywordseo="intellectual-property">intellectual property</keyword>, officials said it was primarily due the fact that they were left <a href="https://www.business-standard.com/article/economy-policy/8-63-billion-advanced-fighter-aircraft-project-with-russia-put-on-ice-118042000029_1.html">unimpressed</a> with the Su-57, which is essentially the foundation for further development of the FGFA. Another nail in the coffin for India’s Fifth Generation Fighter Aircraft

<ul><li>An <keyword id="158286" type="PERSON" weightage="20" keywordseo="Air-India-Express-plane">Air India Express plane</keyword> overshot the runway and crash landed at the Kozhikode airport in the Indian state of Kerala at around 7:45 pm on Friday evening.</li><li>It fell 35 feet into a valley and split into two, however, there was no fire onboard.</li><li>Air India Express has confirmed that both pilots perished in the plane crash.</li><li>Overall, the crash has left at least 18 dead, including two crew members, according to Aviation Minister Hardeep Singh Puri. </li><li>Puri added that two investigative teams of professionals from Air India, AAI and AIIB will leave for Kozhikodhe at 2:00 am and 5:00 am.</li><li>One of the pilots, Captain Deepak Sathe, was a <keyword id="9719074" type="UNKNOWN" weightage="20" keywordseo="former-air-force-pilot">former Air Force pilot</keyword> who used to fly the MiG 21 fighter aircraft.</li><li>The evacuation process has been completed and all injured are currently being treated at nearby hospitals.</li></ul>An Air India Express plane (IX 1344) coming to India from Dubai overshot the runway at Kozhikode airport in Kerala on Friday evening and crash landed in a valley. According to aviation guidelines, the DGCA will conduct a detailed probe and identify the real cause of the accident. Two special relief flights have been arranged from Delhi and one from Mumbai for rendering humanitarian assistance to all the passengers and the family members. According to news agency PTI, one of the 18 passengers has tested positive for COVID-19. Health Minister K K Shailaja has asked all the people who were engaged in the rescue operations should report to the health authorities and go on self quarantine as a precautionary measure and get themselves tested. Air India express has also announced compensation for the victims. "To provide immediate relief, as an interim compensation AI Express will give Rs 10,00,000 to the next kin of the deceased passenger 12 years and above, Rs 5,00,000 to the passengers below the age of 12 years, Rs 200,000 to critically injured passenger and Rs 50,000 to the passenger who are injured in the incident," the statement said. Why did the plane crash? The plane had 174 passengers on board, including 10 infants, 6 crew members and two pilots. "We must remember that it is a tabletop runway at Kozhikode," said National Disaster Relief Force (NDRF) chief DG SN Pradhan.
