The members of <keyword id="22212826" type="General" weightage="20" keywordseo="womens-self-help-groups" source="keywords">women's self-help groups</keyword> (SHGs) will get the best possible training so that they can operate the drones effectively for different purposes such as <keyword id="22212827" type="General" weightage="20" keywordseo="spraying-fertilisers" source="keywords">spraying fertilisers</keyword> and pesticides in fruit and flower gardens. Speaking to after the inauguration of the new Agriculture Development Research and Training Centre at Killa under the Gomati district of Tripura, Nath said, "The central government has launched the scheme called drone Didi which is especially for women. Soon after the scheme was launched, a state committee was constituted. As per the recommendations of the committee, drones will be sent to the agriculture sub-divisions." According to Nath, the appointment of trainers has already been done who will impart training to the SHG members. "The trainers are already recruited. We hope within the next two months drones will reach each of the 47 agri-subdivisions," he added. The Minister also announced that a special scheme has been undertaken to appoint "Krishi Sakhis (Friends of Farmers)" who provide agriculture-related solutions to the farmers in the rural areas. "One sakhi (friend) will be appointed for one rural local body such as Gram panchayats and Village Committees. We have forwarded the proposal to the central government. If we get the approval, the process of appointing Sakhis will be started immediately." On the agricultural infrastructure he inaugurated, Nath said, "We are setting up new infrastructure in all agri subdivisions. This is a new training center set up for the farmers of the area. All the officials, trainers, and experts will come here and speak to the farmers. Arrangements have also been made for video conferencing." The growth of eight core sectors -- coal, crude oil, natural gas, refinery products, fertiliser, steel, cement and electricity -- was 4.9 per cent in December. It was 9.7 per cent in January 2023. The previous low level of growth rate was recorded at 0.9 per cent in October 2022. Cumulatively also, the growth rate in the output of these sectors slowed down to 7.7 per cent as against 8.3 per cent in April-January 2022-23. The output growth of refinery products and fertiliser was in the negative zone. And the pace of increase in the output of coal, steel, and electricity decelerated during the month under review. However, crude oil, natural gas, and cement production recorded positive growth in January. The eight core sectors contribute 40.27 per cent to the country's Index of Industrial Production (IIP).

Key infra sectors' growth slows to 15-month low of 3.6% in January

The country imported 23.4 lakh tonne of fertilisers, including urea and <keyword id="438994" type="General" weightage="20" keywordseo="Di-ammonium-Phosphate" source="Orion">Di-ammonium Phosphate</keyword> (<keyword id="175243" type="General" weightage="20" keywordseo="DAP" source="Orion">DAP</keyword>), in October this year, according to official data. Out of the total <keyword id="50549" type="General" weightage="20" keywordseo="fertiliser" source="Orion">fertiliser</keyword> imports, DAP was maximum at 14.70 lakh tonne, followed by urea at 4.60 lakh tonne, Muriate of <keyword id="212614" type="General" weightage="20" keywordseo="potash" source="Orion">Potash</keyword> (MoP) at 2.36 lakh tonne and complexes at 1.70 lakh tonne in the said month, the data showed. Meanwhile, the domestic production of fertilisers was 36.19 lakh tonne in October, lower than the target of 41.54 lakh tonne set for the month. Against the assessed requirement of 71.47 lakh tonne fertilisers for October, the availability was less at 64.28 lakh tonne, and sales stood at 53.34 lakh tonne during the period, as per the data. Barring urea and ammonia, prices of DAP and fertilisers had shown an increase in the global market in October when compared to the year-ago period. Urea is highly subsidised at Rs 5,360 per tonne in the country. The government also offers subsidies on other fertilisers to ensure the soil nutrients are available at affordable prices to the farming community. Organic fertilisers for healthy growth of your plants

New Delhi, Dec 4 () The government is seriously considering options for decontrolling urea by either fixing a nutrient-based subsidy(NBS) rate or making direct payment of subsidy to farmers' account, Fertiliser Minister Sadananda Gowda said on Wednesday.
 In 2010, the government had launched the NBS programme under which a fixed amount of subsidy, decided on an annual basis, is provided on each grade of subsidised phosphatic and potassic (P&amp;K) fertilizers, except for urea, based on the nutrient content present in them.
 "As far as change in the urea policy is concerned, we are open to suggestions. It can be NBS for urea or direct subsidy to the farmers account with decontrol of fertilizer sector. These are some of the alternatives which are under discussion," Gowda said while addressing an event organised by the Fertiliser Association of India (FAI) here.
 He further said that the government is "actively pursuing the issue of revision of fixed cost under urea policy" and added that any change in policy should protect the interest of farmers, industry and help conserve resources.
 Currently, urea is the only controlled fertilizer and is sold at a statutory notified uniform sale price. Its maximum retail price is fixed at Rs 5,360 per tonne. It is the most commonly used fertiliser because it is highly subsidised.
 Noting that the government is aware of the challenges faced by the industry, Gowda said, however there are "no short cut solutions" to the structural problems but the government is working very hard to find possible way out.
 As far as fertilizer policies and payments are concerned, the government is in continuous dialogue with all the stakeholders and various wings of the government.
 "It is our effort that there is an adequate provision for fertilizer subsidy and payments to the industry are made promptly," he said.
 However, there is a need to keep in mind the government's fiscal limitation in order to balance sometimes the "conflicting requirement' and meet the expectation of all stakeholders, he added.
 The minister also urged the industry to redefine the role of fertilisers industry by introducing newer forms of fertilisers and lauded efforts of cooperative fertiliser firm IFFCO in developing 'Nano fertilisers'.
 Speaking on the occasion, think-tank Niti Aayog member Ramesh Chand said there is a "disquiet trend in the fertiliser sector" as there is too much criticism about the soil nutrients which are essential for achieving food security.
 He said that consumption of fertilisers in most parts of the country is much lower than the average and there is a need to dispel misconception surrounding fertilisers impact on environment and human health.

Govt considering options to decontrol urea: Fertiliser Min

Mumbai, Jan 3 () With the subsidy budget getting exhausted for the fertiliser industry by the end of December 2019, the working capital borrowings of the industry will rise, according to a report.
 The government had allocated Rs 800 billion in the Union Budget for FY19-20 for payment of the fertiliser subsidy, it remains inadequate to meet the total requirement of the fertiliser subsidy, which stands at around Rs 1,250 billion, according to the report by rating agency Icra.
 The subsidy requirement of Rs 1,250 billion includes a subsidy backlog which is expected to increase to Rs 450 billion by the end of FY2019-20, it added.
 Of the total budgetary allocation, the government had released nearly 84 per cent by the end of October 2019, it said.
 With the subsidy budget expected to be over by the end of December 2019, the subsidy receivables will rise till the end of FY2019-20, as a result, the working capital borrowings of the industry will rise leading to moderation in the credit metrics, Icra noted.
 "We do not expect any additional budgetary allocation for the fertiliser industry in the current fiscal from the government as the possibility of the Centre missing its fiscal deficit target looms large. However, the government is expected to sanction a Special banking Arrangement (SBA) in Q4 FY20, which will help in reducing interest outgo to a small extent," Icra Senior Vice-President and Group Head, Corporate Ratings, K Ravichandran said.
 Overall, he said, the government needs to increase the budgetary allocation in the upcoming Union Budget for 2020-21 to around Rs 100 billion in order to reduce the subsidy backlog.
 "The increased budgetary allocation if continued for a couple of years will wipe out the subsidy backlog and pave the way for implementation of the true form of Direct Benefit Transfer (DBT) in the fertiliser sector," he added.
 With a late surge in the monsoon, the soil moisture and healthy reservoir levels, the sowing levels in the rabi season have witnessed healthy growth, the report said.
 Icra expects healthy outlook for fertiliser sales in the current rabi season with DAP/NPK offtake expected to grow at a robust pace as there has been significant moderation in the retail prices year-on-year driven by a fall in the raw material prices.
 Urea demand is expected to remain stable as the offtake by farmers remain more or less uniform, given fixed and low retail price, it added.
 "The overall fertiliser offtake is expected to be healthy in the current rabi season. The profitability of the urea players is expected to be stable given the stable pooled gas prices over the past 12-14 months and steady volume offtake. Profitability of the P&amp;K players is expected to improve in H2 FY20 as key raw material prices, that is phosphoric acid and ammonia prices have softened," Icra Senior Analyst, Corporate Ratings, Varun Gogia opined.
 While retail price of P&amp;K players has been reduced, Icra expects slight expansion in the contribution margin for DAP/NPK players which should support profitability, he said. 
 "Nonetheless, the credit metrics of the industry are expected to remain subdued given the continued delay in the subsidy disbursement by the government," Gogia added. SM MR

Jaipur, Nov 27 () Consumption of chemical fertilisers in the country will increase to 45 million tonnes by 2025 which will lead to increase in health hazards, experts said.
 Consumption of chemical fertilisers has been increasing in the country along with increase in agricultural production. Use of fertilisers increased to 25.6 million tonnes in 2014-15 from 1 million tonne in 1960s, CUTS International Director George Cheriyan said. 
 He was addressing a workshop on 'Developing a culture of sustainable consumption and lifestyle through organic production and consumption in Rajasthan' organised here on Wednesday.
 "As per a report, the country is estimated to require 45 million tonnes fertilisers to produce 300 million tonnes of food grains by 2025. Agricultural growth which was 8.67 per cent in 1960-70s was recorded 2.61 per cent in 2010," Cheriyan said.
 "Soil is losing fertility and production based on chemical fertilisers is adversely affecting human health. So, there is a growing need to increase organic production and consumption," he added.
 He said the Right to Health is a basic fundamental right and there is a need for urgent policy shift in the country.
 The workshop was attended by special guest V S Yadav, Dean, S.K.N. Agriculture University and Jagdish Pareek, a progressive organic farmer from Sikar district who has been awarded with Padma Shri.
 Pareek said farmers are borrowing money to make part payment to avail government subsidy and are trapped in vicious circle of loan interest, which leads to them committing suicide.
 He said the government should provide subsidy on agriculture equipment and purchase of seeds, instead of funding greenhouse or polyhouse.
 Yadav stressed on the need to adopt organic farming and asked organic producers to market their products. AG RVK

'Chemical fertiliser consumption to increase to 45 mn tonnes by 2025'

New Delhi, Apr 16 () The government on Thursday said it is closely monitoring the production and distribution of fertilisers to ensure that soil nutrients are made available to farmers during the upcoming rabi (summer-sown) season, amid the COVID-19 outbreak. The Ministry of Chemicals and Fertilizers has also constituted a team to prepare a road map for reforms and achieve higher growth in the fertiliser sector in a medium to long term period. "To deal with the turbulent situation arising out of COVID-19 pandemic outbreak, Union Minister of Chemicals and Fertilizers D V Sadananda Gowda, Minister of State Mansukh Mandaviya and Secretary Department of Fertilizers Chhabilendra Raul are closely monitoring and reviewing the production and distribution activities of fertilizers in the country," an official statement said. The intervention at the highest level is ensuring required availability of fertilisers to farmers across India, it said. "The real time monitoring by the Department is being done to tide over any issue in the production and supply chain. There is complete coordination with various agencies at the Centre and the State/UT administration to ensure the adequate fertilizer availability," the statement said. The Department of Fertilizers (DoF) has been taking up issues at inter-ministerial level and also with States/ UTs for addressing operational constraints. DoF has advised all the fertiliser companies to ensure smooth movement of soil nutrients from plants and ports and to provide the details of fertilizer rakes which were held up in States/ UTs due to the lockdown. The unloading of held-up rakes has been done through a concerted effort with the Ministry of Railways and respective State Agriculture departments. The intensive monitoring is underway on hourly and daily basis. They have also been told to explore the possibility of additional storage of fertilizers in nearby plants. DoF is coordinating with the Ministry of Shipping for priority berthing of fertilisers and also allowing unloading and movement of fertilisers at ports. "State/ UTs Agriculture Departments, Chief Secretaries ofStates/UTs have been requested to ensure continuous movement of fertilizers as an essential commodity," the statement said. The department has issued advisories to its PSUs and private industry to ensure social distancing, proper hygiene practices, sanitation etc. to prevent the spread of the pandemic. "A team of officials has been constituted to prepare a clear road map regarding key reforms and other initiatives in order to restore growth in the medium to long term in the fertilizer sector and oversee implementation of the road map," the statement said.
