Even though <a href="http://www.businessinsider.in/vistara-to-fly-international-asearly-as-possible/articleshow/56389236.cms">Vistara</a> is not a part of <keyword id="43642" type="ORGANIZATION" weightage="20" keywordseo="FIA">FIA</keyword> yet, it has said it supports the decision and would not allow the MP to board their flights.

Shiv Sena MP Ravindra Gaikwad banned from all Indian domestic flights

The <keyword id="6354705" type="UNKNOWN" weightage="100" keywordseo="Directorate-General-of-Civil-Aviation">Directorate General of Civil Aviation</keyword> (DGCA) has dismissed the objections for granting air operator's permit (AOP) to <keyword id="477021" type="COMPANY" weightage="100" keywordseo="Tata-Singapore-Airlines">Tata-Singapore Airlines</keyword> (Tata-SIA). 
 The 51:49 joint venture (JV) between <keyword id="46894" type="PERSON" weightage="100" keywordseo="Tata-Sons">Tata Sons</keyword> and SIA is expected to launch its operations by September or October this year. The JV got go-ahead from the <keyword id="62529" type="ORGANIZATION" weightage="100" keywordseo="Foreign-Investment-Promotion-Board">Foreign Investment Promotion Board</keyword> (FIPB) in October 2013 and was awaiting AOP for launching a full-service carrier. 
 
According to the provision of the aircraft rules, a public notice was issued in May by DGCA, inviting objections/suggestions from public regarding the grant of permit to Tata-SIA. 
 
DGCA said, "A total of six representations were received through email/in writing, which included representations submitted by the Federation of Indian Airlines (FIA) and Jain objecting the grant of AOP." 
 
The objections were raised on issues pertaining to: "FDI is not permitted in greenfield airlines as per the applicable FDI Policy as the said policy was devised to inject funds in the 'existing' cash starved domestic airline companies" and "the substantial ownership and effective control does not vest in Indian nationals which is a fundamental requirement of the Schedule XI of the Aircraft Rules which also raises a grave question in relation to matters of security". 
 
"After the detailed examination of objections/issues raised in the representations, the response of Tata-SIA, and various rules and other provisions for issuance of AOP, I am of the view that the representatives have not been able to make out any case against Tata SIA Airlines Ltd, for refusing to consider its application for the grant of AOP (scheduled)," said the DGCA notice.

DGCA Approves Flight Path For Tata-Singapore Airlines

New Delhi, Aviation watchdog <keyword id="19899185" type="General" weightage="20" keywordseo="dgca" source="keywords">DGCA</keyword> has deferred the implementation of the revised flight duty norms for pilots that were to be effective from June 1, according to two civil aviation ministry officials. One of the officials on Tuesday said the revised norms have been deferred for some time to have wider consultations. The new norms provide for more rest time for pilots and seek to alleviate pilot fatigue. The latest decision comes less than two weeks after the <keyword id="19926254" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="keywords">Directorate General of Civil Aviation</keyword> (DGCA) told airlines that the deadline for implementing the revised Flight Duty Time Limitations (FDTL) norms will not be deferred. Another official said implementation of the revised FDTL norms has been deferred for some time to enable thorough consideration of all elements. The <keyword id="20738678" type="General" weightage="20" keywordseo="federation-of-indian-airlines" source="keywords">Federation of Indian Airlines</keyword> (FIA), comprising <keyword id="19896871" type="General" weightage="20" keywordseo="air-india" source="keywords">Air India</keyword>, <keyword id="19987725" type="General" weightage="20" keywordseo="spicejet" source="keywords">SpiceJet</keyword> and <keyword id="19899182" type="General" weightage="20" keywordseo="indigo" source="keywords">IndiGo</keyword>, had written at least twice to the regulator seeking more time for implementation of the revised FDTL norms that were issued on January 8. In a communication to the FIA earlier this month, the regulator said the airlines have to take all necessary steps to roll out the revised FDTL CAR (<keyword id="20777683" type="General" weightage="20" keywordseo="civil-aviation-requirements" source="keywords">Civil Aviation Requirements</keyword>) with effect from June 1, 2024. The revised norms provide for increased weekly rest time to 48 hours for pilots and limit the number of landings to two during night operations. Besides, the night hours for pilots will be extended to cover the period from midnight to 6 am whereas it was midnight to 5 am earlier. Also, all airlines have to compulsorily submit quarterly fatigue reports, which "should follow a non-punitive and confidentiality policy".

DGCA defers implementation of revised flight duty norms for pilots

The Directorate General of Civil Aviation (<keyword id="6354787" type="ORGANIZATION" weightage="20" keywordseo="dgca">DGCA</keyword>) came out with an order to cap excess baggage charge at Rs 100 per kg for extra kilo from 15kg-20kg. The order has been set aside by the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="delhi-high-court">Delhi High Court</keyword>. The new order will burn a hole in your pocket as the check-in limit is of 15 kg. Airlines were free to charge any amount if the excess baggage went beyond 20 kg. Now, they can slap Rs 350 per kg beyond 15 kg itself. Meanwhile, the court has said DGCA has no power to fix such tariff for excess checked-in baggage. The Federation of <keyword id="1446" type="UNKNOWN" weightage="20" keywordseo="Indian-Airlines">Indian Airlines</keyword>, which has carriers like IndiGo, Jet, GoAir and <keyword id="6358032" type="ORGANIZATION" weightage="20" keywordseo="spicejet">SpiceJet</keyword> as members, challenged this order. Justice Vibhu Bakhru on Wednesday set aside the DGCA's June 10, 2016, circular according to which private airlines had been allowed to charge Rs 100 per kg in the 15-20 kg band as against their earlier rates, ranging from Rs 220 to Rs 350. The court order means the airlines are now free to revert to their old fee structure that meant passengers paying steep amounts for the baggage being excess by a few kilograms.

<ul><li>An <keyword id="2573" type="ORGANIZATION" weightage="100" keywordseo="Air-India">Air India</keyword> flight carrying 323 passengers was due to land in <keyword id="6354604" type="LOCATION" weightage="20" keywordseo="Chicago">Chicago</keyword> but because of bad weather, it was diverted to <keyword id="190683" type="LOCATION" weightage="20" keywordseo="Milwaukee">Milwaukee</keyword>.</li><li>The flight could have gone back to Chicago in two hours but a strict flight duty time limitation (FDTL) of the crew rule left passengers stuck inside the plane for over 28 hours. </li><li>Air India was also slapped with a $8.8 million penalty fee for 'tarmac delay'. </li></ul>Flight delays are inarguably frustrating, and passengers are quick, and perhaps rightly so, to blame the airline - but there are times when the airline is not entirely at fault. One such incident happened on 09 May when a Chicago-bound, 16-hour Air India flight from New Delhi landed six hours late because of a rule that had no room for <a href="https://www.indiatimes.com/news/india/air-india-may-have-to-pay-almost-rs-60-crore-penalty-to-323-passengers-for-flight-delay-345581.html?utm_source=FB&amp;utm_medium=paid" data-type="tilCustomLink">accommodating</a> ‘relaxations’. The flight carrying 323 passengers was due to land in Chicago but because of bad weather, it was diverted to Milwaukee airport, just 19 minutes flight time away. Ideally, the flight could have flown back to Chicago after two hours but a recent mandate by the <keyword id="6354705" type="ORGANIZATION" weightage="20" keywordseo="directorate-general-of-civil-aviation">Directorate General of Civil Aviation</keyword> (<keyword id="6354787" type="ORGANIZATION" weightage="20" keywordseo="DGCA">DGCA</keyword>) said that regardless of circumstances, there would be no relaxation of the flight duty time limitation (FDTL) of the crew rule. So basically, the Air India crew that was servicing the flight has to be relieved and a fresh crew had to be driven in from Chicago to take over. Needless to say, this caused the unwarranted six-hour delay but passenger woes did not end there. The passengers were not allowed to get off the plane since the Milwaukee airport that was overburdened by a number of diverted flights had no gates available for the passengers to disembark. Among the passengers were a number of wheelchair-bound people, infants and an autistic child who was on her first flight. This kid had to seek medical attention at the Milwaukee airport. By the time the flight reached its final destination, the passengers were inside the flight for over 28 hours in all. Air India’s woes were multiplied when they were slapped with $8.8 million penalty fee for 'tarmac delay' that is to be paid to the passengers. The US guideline states that if international flights’ passengers are onboard for more than four hours, the airline is liable to pay $27,500 per passenger onboard. Air India, along with and the <keyword id="118746" type="ORGANIZATION" weightage="20" keywordseo="Federation-of-Indian-Airlines">Federation of Indian Airlines</keyword> (FIA) that represents private carriers (Jet Airways, IndiGo, SpiceJet and GoAir), filed a plea in the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="delhi-high-court">Delhi High Court</keyword> seeking modification of the court’s direction to DGCA on April 18 to not permit variations in FDTLs. And the abovementioned incident was cited as an example in court during the hearing on 15 May. "A diversion by its very nature is unscheduled -- diversion due to medical emergency or any other reason. In such cases unless dispensation (variation) is accorded, flights will be grounded and passengers put to untold hardships. This is not to mention the huge penalties involved," said an airline official.

Air India may have to pay $8.8 million to passengers because it followed rules

NEW DELHI: <keyword id="1583080" type="COMPANY" weightage="80" keywordseo="AirAsia-India">AirAsia India</keyword>, which plans to start operations sometime this year, knows it will have to fight hard with existing carriers for a piece of the market. Actually, the battle with rivals has already begun, even before <keyword id="82750" type="PERSON" weightage="40" keywordseo="Tony-Fernandes">Tony Fernandes</keyword>’s joint venture with the <keyword id="6360721" type="COMPANY" weightage="40" keywordseo="Tatas">Tatas</keyword> takes wing. The latest round is being fought in the Directorate General of Civil Aviation (DGCA), with the incumbents strenuously objecting to the grant of an air operator’s permit to AirAsia India and complaining that the new entrant will disrupt industry “equilibrium”. 
 Gurgaon-based low-cost carrier <keyword id="6354706" type="CITY" weightage="80" keywordseo="Indigo">IndiGo</keyword>, the country’s airline largest by <keyword id="34527" type="UNKNOWN" weightage="40" keywordseo="market-share">market share</keyword>, and the Federation of <keyword id="1446" type="CITY" weightage="40" keywordseo="indian-airlines">Indian Airlines</keyword> lobby group have both objected to AirAsia’s entry. The letters, reviewed by ET, were in response to a public notice from DGCA seeking objections and suggestions on granting the permit. A DGCA official told ET that the views would be taken into consideration and a decision arrived at “soon”.

IndiGo President Aditya Ghosh said the relaxation of foreign direct investment rules in September 2012 had not been aimed at helping set up new projects but was meant to act as a lifeline for loss-making airline companies laden with debt. 
 “IndiGo’s primary objection opposing the application of <keyword id="2069477" type="UNKNOWN" weightage="40" keywordseo="AirAsia-India-Private-Ltd">AirAsia India Private Ltd</keyword> for grant of licence to operate a new greenfield scheduled airline in India is based on the grounds that it is not permitted under the foreign direct investment policy as enunciated by the government,” the letter said. “The reason and rationale of the policy was to provide the opportunity for existing airlines to access muchneeded capital, improve the viability through expanding route networks and skills from international airlines,” it added. Both representations are identical except for some changes. 
 <keyword id="43642" type="ORGANIZATION" weightage="40" keywordseo="FIA">FIA</keyword>’s letter has been signed by the associate director of the lobby group, Ujjwal Dey. The association represents <keyword id="6358200" type="CITY" weightage="40" keywordseo="Jet-Airways">Jet Airways</keyword>, GoAir, SpiceJet, IndiGo and <keyword id="6373962" type="CITY" weightage="40" keywordseo="Kingfisher-Airlines">Kingfisher Airlines</keyword>, the last of which hasn’t been flying since October 2012. 
 
The points have been raised before, Ghosh said in an SMS reply to queries. “IndiGo has not raised any new objections,” Ghosh said. “Subsequent to the objections filed by the FIA on behalf of Jet Airways, Jet Lite, SpiceJet and GoAir on February 11, IndiGo only sent a letter on February 17 to the DGCA in support of some of these objections.” It should be pointed out that IndiGo is the country’s only carrier that has consistently been making profit. As an unlisted company, it’s not obliged to make quarterly earnings announcements. 
 
FIA and IndiGo both said a new entrant is not in the “long-term interest of existing airlines and consumers of the country.” They add: “The new joint ventures would have the opportunity to unfairly compete with the existing airlines, with huge losses and starved of capital, and thereby ensure that the existing airlines become even more vulnerable which could result in their ultimate closure.” FIA said the service proposed by AirAsia would result in “wasteful duplication” and “diversion of traffic” from existing airlines. IndiGo said that under “no circumstances” was the aviation sector ready to “inherit a fresh airline”. 
 
IndiGo and FIA also said a damaging price war was likely to ensue, which would “only lead to cumulative losses”. But that should also be read in the context of AirAsia having stopped international operations to four Indian cities, which would indicate that the local carriers flying those routes have been competitive, as ET reported on February 15. 
 
According to the submissions of both IndiGo and FIA, the accumulated losses of existing airlines as of March 2013 have hit Rs 77,000 crore. A senior aviation ministry official said the objections weren’t a surprise. 
 “We had expected such comments from the airline industry, but we have been very clear that the <keyword id="44528" type="ORGANIZATION" weightage="40" keywordseo="FDI">FDI</keyword> policy is for both greenfield and brownfield airlines,” said the person, who didn’t want to be named. “However, the final call remains with the DGCA.” 
 It’s pertinent to note that Subramanian Swamy’s petition against AirAsia’s application is coming up for hearing in the <keyword id="6354977" type="ORGANIZATION" weightage="40" keywordseo="Supreme-Court">Supreme Court</keyword> on Friday. FIA’s petition has been tagged along with that of Swamy. IndiGo had previously welcomed the prospect of competition.

The airline has set up an internal committee to "probe lapses on the part of Air India's crew," The Hindu reported.The airline took until December 28 to file a police report about the incident, the newspaper added.

New Delhi, Apr 7 ()el agents body on Tuesday alleged that majority of IATA-member airlines have disabled the refunding mechanism on the Global Distribution Services System (GDS-system) for agents and urged the civil aviation ministry to direct the airlines to repay customers for cancelled flights due to 21-day lockdown to curb the spread of coronavirus infection. Most of the airlines, including domestic players, have refused to refund customers whose flights either got cancelled due to the suspension of all commercial passenger flights in the wake of 21-day lockdown, or because of the visa and travel restrictions by various countries or they themselves cancelled tickets on account of pandemic concerns. The airlines are forcing customers to accept travel vouchers with their validity, in some cases, as long as one year.Not only this, domestic airlines except the national carrier Air India, have started taking bookings from April 15 onwards. The three-week lockdown will remain in force till April 14, as of now."Due to the travel restrictions placed by governments across the world, customers/travellers want to cancel their bookings and claim back refunds for tickets booked by them. Travellers want their blocked money back for the unutilised travel, which shall not be undertaken by them," Travel Agents Association of India (TAAI) Vice President Jay Bhatia said in a statement.The travel agents/tour operators have paid in full to the airlines for all tickets that have been issued, till date."Our member agents are wanting to process the refunds for the tickets issued by them for their customers," TAAI said."But majority of IATA member airlines have disabled the refunding mechanism on the GDS systems for agents, who are now required to manually process refunds through Refund Authority with IATA, whereby the airlines are being non-committal on the date and amount of repayment of airfare," the association alleged.A GDS is a computer network system that allows travel agencies and websites to book tickets on any airline for a passenger. While all full-service carriers avail GDS system for selling their tickets, a few budget airlines also use this platform."Post-April 15, if things come to normalcy, the refund process, if authorised by the airlines, may take from 15 days to at least three months, depending on theairline and how the situation across the globe remains, Bhatia said.Currently, most of the airlines are not giving waivers on the cancellation charges and also not refunding in cash. The FAA says Boeing's troubled 737 Max may not fly again until December - far later than many expected

Air India suspended operations of its fleet of Boeing Dreamliners on Thursday along with many other airlines around the world until a fire risk linked to the plane's batteries is fixed.
"I am sure this (grounding) will entitle Air India to some reimbursement," aviation minister Ajit Singh told India's NDTV network.
Singh did not name any figure, saying India would have to "wait until we get some clarity on the issue".
The US Federal Aviation Administration (FAA) grounded all US-registered Boeing 787 Dreamliner aircraft Wednesday to address the potential battery fire risk and issued a security advisory alerting international aviation authorities.
Air India and Boeing had earlier concluded negotiations for an undisclosed sum in compensation over a four-year delay in delivery of the Dreamliner to India because of production problems at the company.
Indian officials had said they were seeking up to $1 billion in compensation for the delays but neither side has disclosed whether the money has been paid.
Air India bought 27 Dreamliners as part of a 2005 multi-billion-dollar deal. It received the first plane last September and now has six with the remaining 21 due to arrive by 2016.
Boeing's troubled next-generation model has suffered a series of glitches, although Boeing insists the plane is safe.
"We have asked Air India to ground all six Dreamliners after getting an advisory from the FAA citing safety concerns," Arun Mishra, the director-general of civil aviation, told AFP.
K. Swaminathan, a spokesman for Air India, told AFP the carrier would await approval from Indian regulators before putting the Dreamliner back into service.
The 27 Dreamliners are part of a total 111 <keyword id="6367788" type="UNKNOWN" weightage="60" keywordseo="Planes">planes</keyword> ordered by Air India from Boeing and Airbus to rejuvenate its ageing fleet and turn around the airline's loss-making operations.
The Dreamliners have been expected to reduce Air India's fuel costs because of their lighter weight.
"We can't say when we will allow it to fly again -- it depends on when Boeing gives us satisfaction over safety concerns," Mishra said.

<ul class="summary-list"><li>Google software engineer Faraaz Sareshwala said his wife was assaulted on a Southwest flight to Phoenix.</li><li>In a thread of tweets, he called out Southwest Airlines for not reprimanding the man he said is responsible.</li></ul>A California man is accusing a Southwest Airlines passenger of physically and verbally assaulting his wife who was a passenger on a Saturday morning flight from Orlando to Phoenix.In a <a href="https://twitter.com/fsareshwala/status/1573858944623136768">series of tweets</a>, Google software engineer Faraaz Sareshwala detailed an encounter in which he said a man sitting in front of his wife, Saarah, allegedly "violently pushed his seat back" repeatedly in an attempt to physically harm her, while also making several "racial slurs (and) misogynistic comments." Sareshwala said that his wife, Saarah, was sleeping with her head on the tray area when she was awoken by the alleged outburst, which he said was witnessed by his wife's seatmates. Although she was initially unaware of what happened and got up to use the restroom, <a href="https://twitter.com/oh_hey_gabs/status/1574083995968557057?s=20&amp;t=2o8ig8JoFUvp_gGf5f0jcQ">he wrote that the passengers next to her</a> attempted to confront the man and informed Saarah of the incident upon her return. Sareshwala wrote that the man allegedly told the seatmates to "fuck off" and said "that bitch got what was coming for her." As drink service began in the cabin, Sareshwala said the man also made comments to a woman sitting next to him that he should resume hitting the seat in an effort to spill Saarah's drink. After struggling to get help from flight attendants, Saarah and her seatmates began passing notes back and forth to communicate about the issue, he said. Southwest said in a statement to Insider: "After being made aware of a situation on a Southwest flight yesterday, the Crew requested law enforcement meet the aircraft upon arrival. Southwest Airlines maintains zero-tolerance for any type of alleged harassment or assault on our Customers or Employees."Sareshwala didn't responded to Insider's request for comment.Everyone involved was questioned by the Phoenix Police Department, and the case was turned over to the Federal Bureau of Investigation because the incident occurred in the air, Sareshwala said."We don't have an FBI case number but the Phoenix police said that if the FBI thinks there is enough evidence to press charges they will reach back out," Sareshwala said in a <a href="https://twitter.com/fsareshwala/status/1573858973106569217?s=20&amp;t=2o8ig8JoFUvp_gGf5f0jcQ">tweet</a>.He went on to highlight the roles race and gender may have played in the alleged incident.
