GST rate on mobile phones will be hiked to 18 per cent while that on maintenance repair overhaul (MRO) services for aircraft will be lowered to 5 per cent with effect on April 1, Finance Minister Nirmala Sitharaman said on Saturday. Briefing reporters after the 39th <keyword id="3680839" type="PERSON" weightage="20" keywordseo="gst-council-meeting">GST Council meeting</keyword>, she said Infosys Chairman Nandan Nilekani made a detailed presentation for the transition into a better GST Network system and the requirement of hardware to enhance capacity for addressing the system related issues that are being faced by taxpayers in the IT system. Demand for more skilled manpower, better hardware to enhance capacity has been agreed to by the Council, she said. The GST Council has decided that a completely enhanced capacity, a leaner system of GST Network with capacity enhance, staff response, better solutions, which were envisaged and proposed by Nilekani by January 2021, should be completed by July 2020, Sitharaman said. With regard to GST rates, the minister said there are four sectors -- footwear, textiles, fertiliser and mobile phones-- which face inverted duty structure wherein inputs are taxed at a higher rate than finished products. "It was decided by the Council to raise the GST rate on mobile phones and specified parts which presently attract 12 per cent to be taxed at 18 per cent. "For all other items where there is duty inversion, if there is a need to calibrate the rates for removing inversion, it was decided in one of the future meetings we will take up the issue," she said. Counterpoint Research Associate Director Tarun Pathak said, "This will impact the pricing and especially at a time when we are staring at uncertainty in the larger electronics supply chain due to coronavirus. An increase in price means a section of users will either go for second hand or even turn to grey market". The GST rate on handmade and machine-made matchsticks has been rationalised to 12 per cent from 5 per cent and 18 per cent respectively. The GST rate on Maintenance, Repair and Overhaul (MRO) services in respect of aircraft would be reduced from 18 per cent to 5 per cent with full Input Tax Credit and change the place of supply for B2B MRO services to the location of recipient. "This change is likely to assist in setting up of MRO services in India," Sitharaman said. The Council, chaired by Finance Minister, also deferred implementation of e-invoice and QR Code to October 1, 2020, from an earlier timeline of April 1. Also, the rollout of the e-wallet scheme for exporters too has been extended to March 31, 2021. The Council also decided that the interest for delay in payment of GST would be charged on the net cash tax liability with effect from July 1, 2017, and the law would be amended retrospectively. For GST registrations which have been cancelled till March 14, 2020, application for revocation of cancellation of registration can be filled up to June 30, 2020, as a one-time measure to facilitate those who want to conduct business. The Council also relaxed the requirement of MSMEs from the furnishing of Reconciliation Statement in Form GSTR-9C, for 2018-19, for taxpayers having aggregate turnover of below Rs 5 crore. It also decided to extend the due date for filing the annual return and the reconciliation statement for 2018-19 to June 30, 2020. For businesses with aggregate turnover of less than Rs 2 crore, late fees would not be levied for delayed filing of the Annual Return and the Reconciliation Statement for 2017-18 and 2018-19. The Council also approved a new facility called 'Know Your Supplier' to be introduced so as to enable every registered person to have some basic information about the suppliers with whom they conduct or propose to conduct business.

New Delhi, Dec 16 () Mobile phone industry on Monday sought clarity over recent reduction in export incentives and demanded rationalisation of tax structure, including GST on handsets, during a pre-budget meet with Finance Minister Nirmala Sitharaman.
 According to India Cellular and Electronics Association (ICEA), reduction in export incentives will lead to massive job losses. 
On the meeting, ICEA Chairman Pankaj Mohindroo said the government has strong intention to support Indian companies as well as attract global brands to make the country a hub of mobile manufacturing.
"Regarding export benefits... we have requested that the air be cleared. There is an incentive package being worked out for global value chain and Indian companies to meet mobile export target of USD 110 billion as per National Policy on Electronics. We have put forward a request (on this) strongly," Mohindroo said.
The meeting was attended by technology sector industry bodies ICEA, MAIT, NASSCOM, Telecom Equipment Manufacturers Association, Indian Private Equity and Venture Capital Association besides representatives from Apple, Lava International, Reliance Jio etc.
On December 7, the DGFT reduced export incentive on mobile handsets from 4 per cent to 2 per cent.
 "We have requested that basic customs duty on high phones be capped at Rs 4,000. We are witnessing lot of grey market being developed which should be stopped," Mohindroo said.
The mobile phone industry has also requested the finance minister to rationalise GST on mobile handset priced below Rs 1,200 to 5 per cent from 12 per cent at present as it will benefit 15 crore people who buy feature phones, Mohindroo said. PRS SR ANU

Mobile phone industry seeks tax rationalisation, clarity on export scheme

Explosive growth in data usage, driven by attractive offers from operators like <keyword id="6354504" type="UNKNOWN" weightage="20" keywordseo="Reliance-Jio">Reliance Jio</keyword> and <keyword id="15491" type="COMPANY" weightage="20" keywordseo="Airtel">Airtel</keyword>, is likely to catapult India as the second largest 4G handset market by next year, a report by Counterpoint today said. With an estimated installed base of 340 million 4G devices, India will displace the US as the second largest market. With a base of 150 million users, India is currently placed behind China and the US, the report said. While the US is forecast to see the 4G installed base grow to 245 million from 225 million currently, the Indian market is expected to grow at a faster pace, driven by increasing adoption of mobile Internet. China, on the other hand, would continue to dominate the tally with 780 million 4G devices next year, growing from 740 million currently. "LTE capable smartphones contributed to 96 per cent of smartphone shipments in India in Q2 2017. However, in terms of installed base, almost half of the smartphones are still only 3G or 2G capable," Counterpoint noted. The LTE installed base of handsets crossed 150 million units in India, placing the country third after China and the US. "...India is estimated to surpass the US in next one year," it said adding that the next 150 million users are estimated to take half the time as VoLTE feature phones will be bringing 4G to lower price points. Recently, Reliance Jio has announced that it will launch a 4G feature phone against one-time refundable deposit of Rs 1,500 a unit. It will come pre-loaded with applications with the option of unlimited data usage and free calling service starting at Rs 24. The Counterpoint report said the mobile phone shipment in India grew marginally in the April-June 2017 quarter to 65.7 million units from the year-ago period. About 30.4 million units of smartphones and 35.3 million units of feature phones were shipped during the second quarter of 2017. "Although, shipments were impacted in anticipation of GST roll-out especially in June, retailers were quite hesitant in adding new stock into the channels during the last month even though there was some assurance from the OEMs to support pre- GST channel inventory clearance," Shobhit Srivastava, Research Analyst at Counterpoint Research, said. Going forward, the market is expected to jump back to double digit growth ahead of a festive season in the second half of 2017, he added. <keyword id="10591" type="CITY" weightage="20" keywordseo="Samsung">Samsung</keyword> led the smartphone tally with 24.1 per cent share, followed by <keyword id="874458" type="COMPANY" weightage="20" keywordseo="Xiaomi">Xiaomi</keyword> (15.5 per cent), Vivo (12.7 per cent), Oppo (9.6 per cent) and <keyword id="13722" type="CITY" weightage="20" keywordseo="Lenovo">Lenovo</keyword> (6.8 per cent). Google may introduce 'Wear OS screen recording' tool, says report

Realme on Tuesday launched three new smartphones in its Q2 series with 5G connectivity in China. Realme Q2, Q2 Pro, Q2i 5G smartphones launched in China with 5G connectivity

The Prime Minister Narendra Modi-led Government wants to push ‘<keyword id="6354869" type="UNKNOWN" weightage="20" keywordseo="make-in-India">Make in India</keyword>’ and boost <keyword id="1918845" type="UNKNOWN" weightage="20" keywordseo="local-manufacturing">local manufacturing</keyword>. In a bid to achieve this, the government may slap customs duty on imported mobile phones. Once the Goods and <keyword id="645517" type="COMPANY" weightage="20" keywordseo="services-tax">Services Tax</keyword> (GST) comes into effect, the government may introduce a tax on imported phones to ward off Chinese imports and induce companies like <keyword id="6354427" type="CITY" weightage="20" keywordseo="Apple">Apple</keyword> to make in India. Such a move could, however, increase the price of <keyword id="4460405" type="UNKNOWN" weightage="20" keywordseo="imported-smartphones">imported smartphones</keyword> by 5-10%. A legal opinion is being taken by the ministry of electronics and information technology so that customs duty on phones does not violate the Information Technology Agreement (ITA), an international pact which mandates signatory countries to allow duty-free imports of certain electronics products. In addition, certain exemptions that are currently available to domestic handset makers - such as no countervailing duty on imported electronic components - will have to go after the GST regime comes into force. Imposition of customs duty will protect local manufacturers. Though no final decision has been taken on the quantum of the duty, it is expected to be 5-10%. A senior IT ministry official told ET that according to ITA, one to many push button cellular telephony devices are exempt. "We are saying that our phones, even feature phones, are one to one, they are not one to many, so therefore all phones are not covered under ITA. The attorney-general's legal opinion also said that ITA did not cover mobile phones," said the official. "The present incentives to manufacture mobile phones in India need to be continued under the GST regime. Raising customs duty is a simple solution, if ITA so permits," Bipin Sapra, partner, EY, told ET.

Payment gateways are easy enough to install on your website. Most often, web hosts will provide gateways as additional services. But what do you do when companies have never encountered the digital route? Bangalore-based startup, <keyword id="1898251" type="PERSON" weightage="20" keywordseo="Instamojo">Instamojo</keyword>, is trying to solve that problem. It targets small and medium enterprises (<keyword id="44779" type="COMPANY" weightage="20" keywordseo="SMEs">SMEs</keyword>) by selling what is primarily a payments platform. But unlike regular payments gateways or platforms, Instamojo doesn't have to explain the specifics of its service to them. All it tells these SMEs is that they'll get a link to share with prospective buyers, and get payments directly in their bank accounts. The platform will take a 2%+₹3 cut from each payment. At its core, there's nothing innovative about Instamojo as far as its technology is concerned. But it's presentation is tailored to the target audience, making it simple enough for the non-tech savvy audience to adopt. Having started operations in 2013, Instamojo now has over 4,00,000 SMEs on board. Interestingly, while its sellers come from Tier I and II cities, the buyers are mostly from Tier I metros in the country. How it works Technically, Instamojo can be used by anyone. You sign up on the company's website, fill in pan card, GST and other details are you're good to go. A dashboard is presented to you, that tracks the money you receive. You can push this out to your bank account at any time. The dashboard also has a "Create payment link" button. This is where you create the link, which can be shared through various channels. If you're doing this from a desktop PC, you can use <keyword id="6354576" type="ORGANIZATION" weightage="20" keywordseo="facebook">Facebook</keyword>, email and Twitter. You can share it via WhatsApp and SMS if you're using the Instamojo app on your phone. Doing business After starting with payments, Instamojo also offers a shop option for sellers now. This, again, is basic. It allows sellers to put photos of products they sell, offer discounts, choose sizes (when relevant) etc. It's not a full-fledged e-commerce solution like <keyword id="1715801" type="PERSON" weightage="20" keywordseo="Shopify">Shopify</keyword> but allows just enough for sellers to go digital. This though means that these same sellers may move to more established platforms if Instamojo helps them succeed. And Swain says he recognises that. Yet, he says moving money from <keyword id="58103" type="LOCATION" weightage="20" keywordseo="Itanagar">Itanagar</keyword> to <keyword id="6356654" type="LOCATION" weightage="20" keywordseo="bombay">Bombay</keyword> is no easy task. While he agrees that he's partly in competition with every payments platform in the country, including other payments gateways, he feels his primary competition is with cheques and bank transfers. SMEs in Tier II and III cities do not depend on digital modes very often, and they do not want to pay for services without knowing how they'll help. Instamojo asks for payment only when a sale is made through its platform. Sign-ups are free, as is browsing around and sharing links. You pay money when you make money. After introducing the "shop" feature earlier, Swain is moving to lending next. With this, Instamojo will extend loans to businesses, albeit in smallish amounts. Logistics is another service that's soon to start. Essentially, Instamojo now wants to become a full-service e-commerce solution for SMEs. And all this to achieve its target of getting a million SMEs on the platform by end of 2019. Tough ask. Future Yet, Swain is bullish. Like Google, Microsoft, Amazon and pretty much every technology company, he sees the SME space as an untapped market. While bigger companies could just as easily start the service Instamojo offers, Swain says he’s not worried. He says it’s about getting to a place where “you’re the one to beat if others decide to enter this space”. For him, SMEs represent “middle India”, something between the unregistered businesses and big companies. He says the giants aren’t doing payments platforms or e-commerce solutions with these companies in mind. As a result, he sees the space wide open and says competition will only lead to faster growth. In fact, while he agrees that WhatsApp’s recent entry into payments, and the WhatsApp business platform, will probably take away some of his users, he also expects it to raise awareness. As a result, a full-service platform like Instamojo might start making more sense to SMEs. Lastly, Instamojo also sees data as a possible opportunity. While it is not a consumer-facing company, it still has buyer data, which Swain says can be leveraged in future for better services. Similarly, the current customer base of SMEs can be leveraged in future to create a sort of LinkedIn for this industry.
