Former FTX exec starts prison sentence with LinkedIn post about a 'new position' 

New Delhi, Wheat production is expected to touch a new record of 114 million tonnes in the ongoing 2023-34 crop year on higher coverage and provided weather conditions remain normal, a top food ministry official said on Wednesday. The last leg of sowing of wheat, the main rabi (winter) crop, is underway and will continue till next week. Till last week, wheat was planted in 320.54 lakh hectares, as per the official data. Wheat production stood at a record 110.55 million tonnes in the 2022-23 crop year (July-June), compared to 107.7 million tonnes achieved in the previous year. "We expect that total area under cultivation of wheat will increase this year and God willingly if the climate is alright the production will be 114 million tonne that's what the agriculture ministry has indicated informally to us," Food Corporation of India (FCI) Chairman and Managing Director Ashok K Meena told reporters. Area sown to wheat crop is also showing an increase compared to the last year. There was a deficit of one per cent in some states but that will also be made up in the first week of January, he said. "If that is the level of production, we are very confident that we will be able to procure more than our requirement and also additional stocks needed for the Open Market Sale Scheme (OMSS) for next year," he noted. When asked if the central nodal agency plans to step up procurement considering the opening wheat balance of 76 lakh tonnes to be on April 1, which is just enough to meet the buffer requirement, the FCI chief said: "We will try our best to provide minimum support price to all farmers. Because of the open market sale, the indications are prices have stabilised and are not higher than it was last year. "Since the wheat MSP is higher by 7 per cent than the last year, we hope that lot of farmers will be willing to give their produce to the FCI," Meena said. Last year, the FCI's wheat procurement stood at 26.2 million tonnes, higher than the annual buffer requirement of 18.4 million tonnes. This year's wheat crop will be ready for harvest from April onwards. FCI is the central nodal agency that buys rice and wheat to ensure MSP to the farmers and distributes the same for free to 81 crore poor via ration shops. It also uses surplus grain via OMSS to boost domestic availability and check prices.

And many of the inmates "similarly complained" to inspectors about the quality of food during the surprise inspection.<h2>Water was found to be 'frequently' leaking in inmate housing units</h2>In addition to the spoiled food, inspectors found that female inmates at the prison — which has an adjacent detention center housing more than 100 male inmates — live in housing units where water "frequently" leaks from ceilings and windows.<div type="image" title="Inspectors found feminine hygiene products being used plug up leaks at FCI Tallahassee." height="470" width="1042" msid="105514507" hostid="261" sizebytes="21760"></div>To combat the leaks, "feminine hygiene products" were being used by inmates "to absorb water from leaking windows," the report says. Staffers and inmates also used other "patchwork repairs," including plastic covering on damaged ceiling areas, to plug the leaks.Inspectors also reported seeing "seriously worn bedding," inoperable showers and toilets, and a "black substance on walls and ceilings."When asked for comment by Business Insider, a spokesperson for the Federal Bureau of Prisons said the agency "will carefully evaluate and implement any necessary corrective actions to ensure that our mission of operating safe, secure, and humane facilities continues to be fulfilled." The spokesperson also noted that "no specific recommendations" were made by the inspectors."We continue to take concrete steps that will not only meet but exceed the expectations of our external partners, and we will utilize the data gathered from this report to optimize the allocation of resources," the prisons spokesperson added.

Inmates at Ghislaine Maxwell's prison are plugging leaks with tampons and eating moldy food

<ul class="summary-list"><li>Netflix's "American Nightmare" looks at the disappearance of Denise Huskins in 2015.</li><li>She was kidnapped by Matthew Muller in Vallejo, California, in the middle of the night.</li></ul>A bizarre kidnapping case is the focus of <a target="_blank" href="https://www.businessinsider.com/best-netflix-documentaries-released-2023">Netflix's latest true crime docuseries</a> "American Nightmare," which examines what happened to Denise Huskins when she was taken from her partner's California home in the middle of the night by a masked man.The three-part docuseries, from "The Tinder Swindler" creators Felicity Morris and Bernadette Higgins, features in-depth interviews with Huskins and her boyfriend, Aaron Quinn. In it, they recount how an intruder broke into Quinn's house on March 23, 2015 and forced the couple to ingest a drink laced with drugs to put them to sleep.Huskins was then put in the trunk of the intruder's car and taken from Vallejo, California, to a property in South Lake Tahoe, where she was sexually assaulted twice on camera.Meanwhile Quinn, who awoke to messages from the kidnapper demanding ransom for Huskins' return and warning him not to go to the authorities, was being interrogated by the police over Huskins' disappearance.Two days after the abduction, the attacker drove Huskins 500 miles away and dropped her off near her family's home in Huntington Beach.The details of the case made Vallejo police suspicious of Huskins when she reappeared. This was partly because Quinn's ex-fiancée, Andrea Roberts, had told the authorities that she and Quinn had discussed rekindling their relationship while he was still dating Huskins.When Huskins reappeared after her ordeal, Vallejo police accused her of staging the abduction as a hoax. They compared it to the events in Gillian Flynn's 2012 crime thriller "Gone Girl," which was later adapted into a <a target="_blank" href="https://www.businessinsider.com/david-fincher-movies-ranked-worst-best">2014 film by David Fincher. </a>The story sees the devious Amy Dunne (played by <a target="_blank" href="https://www.businessinsider.com/rosamund-pike-daring-looks-red-carpet-photos-2024-1">Rosamund Pike</a> in the movie) fake a kidnapping plot to toy with her unfaithful husband, Nick Dunne (<a target="_blank" href="https://www.businessinsider.com/jennifer-lopez-ben-affleck-relationship-timeline-photos">Ben Affleck</a>).Despite a San Francisco Chronicle journalist receiving messages from a person taking credit for the kidnapping, both before and after Huskins' release, the Vallejo police gave a public statement that Huskins' abduction was an <a target="_blank" href="https://www.timesheraldonline.com/2015/03/25/vallejo-police-no-evidence-of-abduction/">"orchestrated event"</a> and had not been a real kidnapping.However, the truth didn't mirror fiction. Authorities later concluded that Huskins and Quinn weren't lying after investigations into a separate kidnapping attempt in Dublin, California almost three months later indicated that the two cases may have been connected.The police were led to former marine, and disbarred lawyer, Matthew Muller, who had left his phone behind at the scene of the Dublin attempted kidnapping. Muller was ultimately ID'd as Huskins' kidnapper, and the Vallejo police eventually apologized publicly to Huskins for the labeling her ordeal a hoax.<h2>Matthew Muller is currently in prison after being convicted of the kidnapping, rape, and false imprisonment of Denise Huskins</h2><div type="image" title="A photo of Matthew Muller, as seen in Netflix's &quot;American Nightmare.&quot;" height="1182" width="1576" msid="106938568" hostid="261" sizebytes="33544"></div>After the Dublin police arrested Muller and searched his property in South Lake Tahoe in June 2015, they found video footage filmed by the former lawyer as he assaulted Huskins. A Dublin detective, Misty Carausu, who Huskins and Quinn call a hero in the docuseries, was the one who realized there was a link between that case and the unsolved Huskins case and contacted Vallejo police with her suspicions.Not only did the authorities find Quinn's stolen computer in the house, but the Huntington Beach address where Huskins had been dropped off was still in the GPS history of Muller's car. The FBI became involved in the investigation at that point, because Muller likely used the US highway system to transport Huskins from Vallejo to his home in South Lake Tahoe, and then from South Lake Tahoe to Huntington Beach when he released her.Muller was <a target="_blank" href="https://www.justice.gov/usao-edca/pr/vallejo-kidnapping-suspect-indicted-federal-court">indicted</a> in a Sacramento federal court on kidnapping charges in October 2015, nearly seven months after Huskins' abduction. In 2016, <a target="_blank" href="https://www.justice.gov/usao-edca/pr/vallejo-kidnapping-defendant-pleads-guilty">Muller pleaded guilty</a> to kidnapping for ransom. On March 16, 2017, he was <a target="_blank" href="https://www.justice.gov/usao-edca/pr/former-attorney-and-us-marine-sentenced-40-years-prison-vallejo-kidnapping-0">sentenced</a> to 40 years in prison."Muller had advantages in life that most people only dream of, yet he used his considerable intelligence to plan and execute the physical assault and psychological torture of two innocent strangers," US Attorney Phillip A. Talbert said in a statement announcing the sentencing. "It is difficult to imagine the level of suffering that Muller inflicted on his victims. The sentence handed down today takes into account that suffering and strives to ensure that Muller will never again commit such crimes."According to <a target="_blank" href="https://www.justice.gov/d9/press-releases/attachments/2016/09/29/muller_plea_agreement.pdf">Muller's plea agreement</a>, he spoke with a KPIX reporter while detained in the Alameda County Jail and suggested that the abduction of Huskins hadn't been random, though he didn't give a reason for targeting Huskins and Quinn. Muller also admitted that, despite initially claiming in his emails to the San Francisco Chronicle reporter that he was part of a group of kidnappers, he'd acted alone, and that he sent the emails to the reporter because he'd learned that the kidnapping had been labeled a hoax by the Vallejo police.Muller wasn't charged with sexual assault or rape in federal court, as a spokesperson for the US Attorney's office <a target="_blank" href="https://www.nbcnews.com/news/us-news/ex-harvard-lawyer-gets-40-years-prison-abducting-woman-n734776">said</a> there wasn't an appropriate federal charge for those crimes.But state charges for the rape of Huskins were filed in Solano County Superior Court against Muller in 2018. However the trial was paused in 2020 as the defendant was ordered to take anti-psychotic medication in Napa State Hospital, per <a target="_blank" href="https://www.cbsnews.com/sanfrancisco/news/matthew-muller-sentenced-to-31-years-in-vallejo-gone-girl-kidnapping-of-denise-huskins/">CBS News</a>.Muller pleaded no contest to two counts of forcible rape, before pleading guilty to robbery of a residential dwelling, burglary, kidnapping, and false imprisonment.In 2022, Muller was sentenced to 31 years in prison on the state charges. He's currently housed in the FCI Tucson prison in Arizona, where he's serving the 31 years of his state sentence concurrently with the 40-year sentence from his federal conviction (meaning the additional conviction hasn't added any time to his sentence). According to the Federal Bureau of Prisons inmate list, Muller, now 46, won't be released until July 2049.Meanwhile, Quinn and Huskins, who have since married and had a child, filed a lawsuit against the Vallejo police for defamation after being accused of faking the kidnapping. New Delhi, The Centre on Tuesday announced sale of an additional 20 lakh tonnes of wheat in the open market to further bring down the retail prices of wheat and wheat flour (atta) and asked flour millers to cut rates with softening in wholesale price of grain. On January 25, the Centre had announced sale of 30 lakh tonnes of wheat in the open market from its buffer stock to check rise in prices of wheat and wheat flour (atta). According to an official statement, the government has decided that state-owned Food Corporation of India (FCI) will offload an additional quantity of 20 lakh tonnes of wheat in open market under the Open Market Sale Scheme (OMSS). The stocks will be sold through e-auction to flour mills/private traders/bulk buyers/manufactures of wheat products. The proposal to sell stocks in the open market was taken by a group of ministers, sources said. "So far, 50 lakh tonnes (30+20 lakh tonnes) of wheat have been decided to be offloaded under the OMSS. The reduction in reserve price along with additional offloading of 20 lakh tonnes of wheat will collectively help in reducing market price of wheat and wheat products for consumers," the statement said. Union Food Secretary Sanjeev Chopra held a video conference meeting with Food Corporation of India (FCI) and the representatives of flour millers/associations/ federations/atta, suji product manufacturers on to review the lifting of stocks in the second round of e-auction held recently. Flour millers were advised to bring down the prices of atta and other products in line with the reduction in market prices of wheat, the statement said. After announcement of the OMSS policy, the food ministry said that prices of wheat and atta have come down but still inflation figure for January 2023 was at 3 months high of 6.52 per cent. As per the government data, the average prices of wheat across major cities stood at Rs 33.15 per kilogram on Monday, while the average prices of atta (wheat flour) stood at Rs 37.63 per kg. Last month, the government announced plans to sell 30 lakh tonnes of wheat in the open market from its buffer stock under the OMSS. Out of the 30 lakh tonnes, the FCI is selling 25 lakh tonnes to bulk consumers like flour millers through e-auction and 2 lakh tonnes to states/Union Territories. Three lakh tonnes of wheat are being provided to institutions and state-PSUs at a concession for converting wheat into wheat flour. In the two rounds of e-auctions for bulk consumers, nearly 13 lakh tonnes wheat have been sold. FCI will offer 11.72 lakh tonnes of wheat during the third e-auction to be held on February 22. Last week, the ministry reduced reserve price of fair and average (FAQ) quality wheat to Rs 2,150 per quintal, while for Under Relaxed Specifications (URS) wheat to Rs 2,125 per quintal. These new reserve prices are applicable from the third sale of wheat through e-auction. Moreover, the rate of wheat has been reduced to Rs 21.50 per kg for sale to NCCF/NAFED/ Kendriya Bhandar/state government cooperatives/federations as well as community kitchen /charitable/NGO etc. for converting wheat into atta and then selling to consumers at Rs 27.50 per kg. To control price, the Centre had banned wheat exports in May last year. India's wheat production fell to 107.74 million tonnes in the 2021-22 crop year (July-June) from 109.59 million tonnes in the previous year due to heat waves in a few growing states. The procurement fell sharply to 19 million tonnes this year from around 43 million tonnes last year. Wheat production is estimated to rise at 112.18 million tonnes in the current 2022-23 crop year on higher acreage and better yield. However, the rise in temperature during this month in key producing states has again become a concern for the farm scientist and policy makers. On Monday, the government formed a committee to monitor the situation arising out of any unusual rise in temperature and its impact on the wheat crop and issue necessary advisories to the farming community to save the crop. The move comes as some parts of the country have started witnessing above-normal temperatures. In the first week of February, the maximum temperature in major wheat growing areas, barring Madhya Pradesh, remained higher than the average of the last seven years, as per the National Crop Forecast Centre (NCFC).

Phillips Top 10? These shows, now shared around social media by nostalgia lovers, were the first taste of Hindi TV programmes for many millennials. The generation saw the country move away from one or two channels with very limited entertainment programming; with the entry of private companies into satellite programming, forcing Indians to buy TVs that needed remotes. The man who made this revolution possible was Subhash Chandra, a bright young man from Hisar. Born into an Agrawal Bania family, Chandra entered into business early in his life, and in the 70s before TV wasn’t around in India. After his family business fell into debt, he had to abruptly leave college, go back to Haryana and work on repaying debts. He started off running a pulse polishing mill with moderate success, but his fortunes improved as he supplied grains to Food Corporation of India (FCI). By late 80s and early 90s, he was exporting rice and soybeans to Russia, and had also started a packaging company. It was all running smoothly, until one election season he saw that politicians were renting out vans with projectors and screens for their roadshows. He later learnt that Five-Star Hotels owned satellite dishes and were telecasting CNN during the Gulf War. After many twists and turns, he rented a transponder; and India’s got its first Hindi channel in the Star bouquet in 1992. Initially there was only three hours of programming, with reruns of old DD serials. Many media barons like Ronnie Screwala who produced the chat show started their careers at Zee. Pritish Nandy also had a show on it called Fiscal Fitness. The hugely popular Aap Ki Adalat, which now airs on India TV, also debuted on Zee. Rajat Sharma, its popular interviewer, also expanded the group’s political vista. The Union Minister Smriti Irani was briefly a stringer for Zee News which was launched later by the group. She, however, also became the star of Star Plus’ super hit TV show Kyunki Saas Bhi Kabhi Bahu Thi in early 2000s. In addition to comedy shows, Zee diversified into drama shows like Neena Gupta starring Parampara in addition to <keyword id="20328692" type="General" weightage="20" keywordseo="zee-horror-show" source="keywords">Zee Horror Show</keyword>. He did it by lugging along bags of fan mail sent by viewers of his shows. By the time other players saw how valuable reaching all over India with Hindi shows was, he was miles ahead. He added more channels across movies, music in addition to news, across languages to his bouquet. By the time the world entered the new millennium, he had captured a large chunk of India’s eyeballs, not to mention hearts. The deal with Richard Li, son of Li Ka-shing also included an option to buy 25% stake in the venture within a year. By the time he realised it was good business, the option had long expired. Chandra refused to sell him the stake, took his company public, and the issue was subscribed 60 times over. The goatee-sporting man had become one of India’s first media barons and a billionaire. A failed hostile takeover By 2004, his media conglomerate was running steady, but Chandra, true to himself, was already hunting for the next big bet. The sector he chose was infrastructure. Back then, India was building roads, adding power generation as well as distribution assets, and setting-up ports and airports with a renewed fervour. Many small regional players like GMR and GVK became national companies after they won large-scale airport projects. It seemed like a good business. However, by the time Chandra entered it in 2008, the sector was showing signs of fatigue, due to credit crunch and more. Players were seeing the effects of adding heavy debt onto books. One such company was Hyderabad-based IVRCL which had a good set of projects, sizeable orderbook but was crushing under debt, in 2012. It was borrowing money for working capital purposes, and projects were moving ahead slower. Chandra believed that a hostile takeover of the company would catalyse its infra business which was executing a few highway projects. He went in and acquired a tad over 12% stake in the company when IVRCL too changed track. It stopped bidding for new projects, started monetising its projects and paring down its debt. Eventually Chandra had to sell off his stock at a loss. Takeovers are a high stakes game. Though the financials were never disclosed, the assumption, based on the company’s market cap at that time, he might have spent ₹200 crore on it. On the other hand, its own infrastructure business never scaled up later on, and continued to report deep losses for the next few years. It was a strategy gone wrong, as he later admitted in his open letter. Politics to pledging In 2016, Chandra made his political debut to become a Rajya Sabha MP representing BJP in Haryana. The close contest between him and the Congress candidate R K Anand was also interesting in other ways too. Chandra was declared winner after 14 votes were made invalid as they used the wrong pens. In 2022, Chandra changed his ‘native home <a href="https://www.newslaundry.com/2022/06/08/why-subhash-chandras-rajya-sabha-dreams-are-now-congresss-nightmares">town’ to Rajasthan</a> and filed his nomination as an independent candidate backed by BJP. He however accepted defeat after he fell short of over 40 votes. On the other end, his business was branching out into many businesses, with varying successes, soaking in capital. It entered financial services, acquired Peerless Mutual Fund, investment banking, private equity and much more. It went into education with a chain of K-12 schools, gold refineries in addition to related media businesses like Fun Cinemas and Dish TV. He also had plans for a wellness company. These expansions came at a cost, and a huge debt. The group soon had 87 operating companies which had straddled debt to the tune of ₹17,000 crore, as per estimates. How was so much money raised? The promoters had to pledge their shares in listed entities like Zee Entertainment, Dish TV, Zee Media Corporation, SITI Networks, <keyword id="19960022" type="General" weightage="20" keywordseo="zee-learn" source="keywords">Zee Learn</keyword> and Shirpur Gold refinery. Reports suggest that <a href="https://www.thequint.com/amp/story/news%2Fbusiness%2Fdoes-zee-news-need-a-commercial-bank-subhash-chandra#read-more">anywhere between 60-90% of their </a>shares in these companies were pledged with lenders in the mid-2010s. The chickens however came to roost in 2018 when the<a href="https://economictimes.indiatimes.com/markets/stocks/news/ilfs-crisis-spilling-beyond-finance-chandras-zee-feeling-the-heat/articleshow/67734787.cms?from=mdr"> NBFC IL&amp;FS bankruptcy spooke</a>d the markets, making it tough for him to rollover debt. The loss of crown jewel Soon, the promoters were forced to sell the stake that they had pledged. Zee’s promoter shareholding fell from 42% to a dismal 4% in its crown jewel, Zee Entertainment. In the meanwhile, its flagship Zee’s earnings also started dwindling, worrying analysts and investors; that led the market regulator to look into it. Between 2021 and 2023, its profits slid by 48%. In 2021, for the second time in two years, Chandra admitted to his mistakes that led to default. He announced <a href="https://economictimes.indiatimes.com/industry/media/entertainment/media/subhash-chandra-claims-91-debt-with-43-lenders-settled/articleshow/85007881.cms?from=mdr">that he had settled</a> 91% of his debts with 43 lenders. “I have no regrets for parting with a substantial ownership in the business and specially in the jewels of the crown,” he said in an open letter. Apart from the promoter crisis, the businesses were moving at a slow pace too. Satellite pay TV has become less attractive to viewers now used to streaming. Dish TV, owned by his brother, has been losing steam as well. Edtech is facing its own existential crisis. His digital ventures of Zee5 progressed but at a slow rate due to heavy competition. There are no updates on his plans for its metaverse venture, oddly named Maayaverse. On top of it, Zee’s plans to merge with Sony fell through, after two years of negotiations. Sony is also seeking a $90 million termination fee, which Zee intends to contest. That means more legal troubles, barely a year after it settled a dispute with J C Flowers, an asset reconstruction company. Chandra and his son Puneet Goenka are now part of a <a href="https://www.ndtv.com/india-news/sebi-subhash-chandra-punit-goenka-sebis-flowcharts-explain-how-zee-bosses-allegedly-faked-loan-recovery-4119857">probe by market regulator SEBI</a>, to see if money was siphoned off from the listed entities. That would be a tough spot to any businessman, let alone one who is devoid of crown jewels and without a seat in the parliament. The government on Monday said there is sufficient wheat stock in the country and that it will take action against hoarders, if needed, to boost domestic supply. The Centre may consider steps like asking for disclosure of wheat stocks by traders and imposing stock limits to augment domestic availability. Addressing the 82nd AGM of Roller Flour Millers Federation of <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword>, Food Secretary <keyword id="7655" type="General" weightage="80" keywordseo="sudhanshu-pandey" source="Orion">Sudhanshu Pandey</keyword> said there is no problem of wheat in the country and the Centre has 24 million tonne of wheat in godowns of state-owned FCI. The secretary pointed out that wheat prices have gone up due to "speculative trading". Pandey said the government's wheat production forecast is around 105 million tonne in rabi season of 2021-22 crop year (July-June) while the trade estimates are 95-98 million tonne. Even if trade estimates are to be believed, Pandey said the production is enough to meet the domestic demand. The country has exported 4.5 million tonne of wheat so far this fiscal year. Out of that, 2.1 million tonne were shipped before imposition of ban on wheat exports on May 13. India exported 7.2 million tonne of wheat in previous fiscal year. "There is no problem of wheat availability within the country. Overall quantity which we need for domestic requirement is available in the country," Pandey asserted. The government will take necessary steps, if needed, to ensure adequate wheat supply in the market, he said. "There has been an impact on prices because of speculative trading," he said, adding people have hoarded wheat in anticipation of further price rise. Pandey pointed out that wheat is coming slowly into the market as speculators are still hoarding in anticipation of price rise. "Our wheat stock position is comfortable. We have 24 million tonne in the central pool," he said. The government is making efforts to raise wheat production in the coming rabi (winter sown) season. "Adequate wheat is available in the country. We will take steps if needed to bring out the grain into the market," Pandey said. To check hoarding and black marketing, the secretary noted that the requirements of disclosure of wheat stocks by traders could be the first stage before imposition of stock limits. India's wheat production is estimated to have declined to 106.84 million tonne in 2021-22 crop year from 109.6 million tonne in the previous year due to heat waves in certain states like <keyword id="6354953" type="General" weightage="80" keywordseo="punjab" source="Orion">Punjab</keyword> and <keyword id="41646" type="General" weightage="80" keywordseo="haryana" source="Orion">Haryana</keyword>. If the production of rice is impacted in India, it would lead to a limited export capacity for the country especially amid the supply chain disruptions caused by Russia-Ukraine war and climate change. To draw a parallel, India had to stop all exports of the wheat staple this May to address shortages in the country. The ban <a href="https://www.businessinsider.in/india/news/wheat-export-ban-seems-to-be-taking-effect-as-atta-prices-soften/articleshow/91908520.cms">reduced the price </a>of wheat in India by at least 5% in the first 10 days, compared to the <a href="https://www.theweek.in/news/biz-tech/2022/05/10/explained-wheat-flour-price-record-high-india-whats-causing-this.html">record high</a> it reached at the start of May before the ban. However, the ban did leave large importers of wheat like Bangladesh and UAE in a lurch. Bangladesh decided to learn from the past and made some policy changes in the month of June to prevent this situation from happening again with another staple, rice. The country reduced its import duty and tariff to 25%, from the previous 62.5%, in June 2022 when<a href="https://www.businessinsider.in/india/news/slow-sowing-wary-global-buyers-can-take-rice-prices-on-the-same-path-as-wheat/articleshow/92489067.cms#:~:text=path%20as%20wheat-,Slow%20sowing%2C%20wary%20global%20buyers%20can%20take%20rice%20prices,the%20same%20path%20as%20wheat&amp;text=The%20price%20of%20Indian%20rice,import%20of%20non%2Dbasmati%20rice."> India witnessed its first dip in paddy sowing</a>. It also allowed the import of non-basmati rice till October 31. The revised import policy had prompted more Indian traders to export rice out of India to clock in more income, which led to a 10% jump in rice prices in the first five days of the announcement. According to media reports, rice prices in India have<a href="https://www.timesnownews.com/business-economy/economy/rice-prices-shoot-up-by-30-due-to-increased-demand-from-west-asia-shortage-in-paddy-acreage-article-93261316"> increased 30%</a> since June. Now it is too early to say whether rice can see the same trajectory as wheat, but their situation needs to be closely monitored. “At the current juncture, procurements are proceeding smoothly while the FCI stocks are largely comfortable when compared to the buffer norms. Though not of an immediate concern, the evolving situation needs to be watched carefully,” Yes Bank said in its recent report. It is important to note that 10 countries account for nearly 85% of the world’s rice production, with China and India being the top two producers. China has already witnessed a decline in rice yield due to pest issues, whereas other rice producing countries like Thailand and Vietnam have reported a decline in crop yields too along with increased cost of production. “The shortfall in kharif sowing of paddy, however, needs to be watched closely, although buffer stocks are quite large. Household inflation expectations have eased, but they still remain elevated,” Shaktikanta Das, governor of the Reserve Bank of India, said earlier this month in his credit policy statement. Rice might get pricier as erratic rains hold back sowing across states

Despite a wave of reforms, babies born in prison can still be taken from their mothers. The negative impacts can be dramatic and long-lasting.Silas was taken from his mother's arms soon after he was born, in October 2021. The same was true for his older brother Kaleb, who came into the world in 2009, just after their mother was imprisoned for a nonviolent drug offense.This is a story about lost time. It's also a story about a fresh start.On January 20, 2022, three-month-old Silas, 13-year-old Kaleb, and their two older siblings reunited with their mom, Raquel Esquivel. That day, Raquel (her family calls her Kelly) walked out of prison and boarded a flight to San Antonio, where she'd get to embrace her fiancé, Rick Gonzalez, and hold baby Silas for only the second time. After Insider <a href="https://www.businessinsider.com/do-these-4000-federal-inmates-belong-behind-bars-2021-8">profiled her</a> last year, Kelly allowed us to chronicle her journey home. As she left prison, still wearing her prison-issue sweatsuit, the photographer Alan Chin raced to catch the reunion at the San Antonio airport. He found Rick scanning the crowd from his Buick, just in time to see Kelly rushing toward them."My heart was beating fast," Kelly said of the reunion. Pulling off her mask, she hugged and kissed Rick and then found Silas bundled up in back, in the car seat."Seeing him for the first time, man, it was..." She paused. "I just saw his face. His eyes, of course, you get lost in that intense gaze. You get caught in that moment, and you don't want to look anywhere else."<div type="image" title="A man embraces a woman in a mask at the airport." height="4000" width="6000" msid="96483413" hostid="261"></div>What made this reunion even more poignant was that Kelly had been let out once before. In May 2020, she was part of a COVID-era experiment of 4,500 incarcerated people who were transferred to home confinement to thin overcrowding in federal prisons. With ankle monitors and multiple mandatory check-ins daily, they were given the chance to rebuild their lives and reconnect with loved ones.And Kelly both rebuilt and reconnected. She lived with her kids and managed to find a job she loved. Things felt so settled that she allowed herself the space to date Rick and fall in love. Soon, they were engaged and expecting a baby. Sure, starting a new family would take time away from her three kids, but she felt OK about it because she had time. Kelly, and everyone around her, believed that her home confinement would turn into a permanent homecoming. She was nearing the end of her sentence, and things were going well.She thought she had nothing but time.But then, in May 2021 — a year after her release — Kelly was ordered back to prison. The Bureau of Prisons had audited her ankle monitor and determined she'd traveled outside her approved radius and missed a check-in. (Kelly and her then-employer dispute this.) She was several months pregnant. On her first day in prison, Kelly applied to be part of MINT, or Mothers and Infants Nurturing Together, a program that allows some people who are serving time to give birth and raise their babies in a halfway house for up to a year. She was rejected with a fuzzy explanation: the prison had agreed, but the BOP (which declined to answer Insider's questions about the matter) denied the request.<div type="image" title="A calendar on a wall with days crossed off." height="4000" width="6000" msid="96483414" hostid="261"></div>Kelly had ended up in a prison where COVID-19 was still rampant, and where a pregnant woman had died of the coronavirus just a few months earlier. Kelly feared for her baby's health, and worried about how he'd cope without his mother.She was also haunted by the feeling that her relationship with Rick had taken her away from her older kids, Dain, Jordan, and Kaleb. "I got out, got in a relationship, got pregnant. I didn't even give them time," she said. "It's something that consumed my mind. Some nights I wouldn't be able to sleep, 'cause I was like: 'I'm so wrong. Am I ever going to learn? Am I ever going to make the right decision?'"Silas James was born October 18, 2021, in a hospital in Fort Worth, Texas. After a brief stay in the neonatal intensive care unit, Rick was called to the hospital and took him home. One <a href="https://arrwip.org/projects/pregnancy-in-prison-statistics-pips-project/" target="_blank" rel="noopener">study</a>, from 2016-17, found that at least 4% of incarcerated women were pregnant at the time of their sentencing. Babies can suffer dramatic and traumatic repercussions when they're separated from their mothers and are at heightened risk of cognitive delays, depression, and anxiety.At the airport, when Kelly finally got to cradle her son, Silas was no longer the wrinkly, sleepy newborn she'd given birth to. "He looked directly in my eyes like he knew exactly who I was," Kelly said. "He knows his mom for sure, and I was kind of nervous about that!"A short while later, the three of them were all tucked into a booth at an Applebee's. They cut an unremarkable sight — an adoring couple, giddy with their three-month-old. And yet, this was Kelly's first meal as a truly free woman.Rick posted a few of Alan's pictures on social media, and supportive likes and comments flowed in.Next stop: Kelly's 16-year-old daughter, Jordan, who lives with her father in San Antonio.<div type="image" title="Two people hug, as seen from the inside of a car." height="4000" width="6000" msid="96483418" hostid="261"></div>Back in 2009, when Kelly was first locked up, Jordan was in preschool. Kelly had been working as a Border Patrol agent and was caught helping a smuggler move cannabis across the border from Mexico. Court documents say that she "provided him with information on highways and roads to use or avoid, locations of sensors, and areas and times patrols and local authorities would be working" and that he'd passed the information up the chain.During her long incarceration, Kelly struggled to stay connected to her children. For one thing, FCI Waseca, the prison where she spent several years, was in Minnesota, nearly 1,300 miles from her kids."So many times I'm like: 'Man I'm just going to let them live their life, you know, and they can just forget about me. I'm just going to stop calling.' So many times, I thought that, but I never did," she said.Some of the women Kelly met in prison advised her it was foolish to try to exist in two places at once: "They would tell me: 'You can't do your time that way.' But I was like: 'I don't know no other way — my kids are out there. She'd only ever breastfed, so she asked Rick for the ratio. "One scoop for every 2 ounces," he replied. Kelly mixed while Rick drove."Oh my goodness, there you go," she told Silas, feeding him for the first time. The car grew quiet.From there, it was straight west to Del Rio, the Texas border town where Kelly grew up and would now live again.<div type="image" title="Two people are seen, from above, holding hands." height="4000" width="6000" msid="96483422" hostid="261"></div>When Kelly returned to prison after her year out, Rick tried to stay in close touch. But Kelly, feeling angry and isolated, didn't want visitors. Both acknowledged their phone calls were often strained. As Kelly put it, she felt cold in prison and couldn't be "all lovey-dovey."From the outside, Rick was the one to coordinate with criminal-justice-reform advocates helping Kelly with her case. Now, with Silas behind her in the car, Kelly was talking to some of those people for the first time, thanking them, as they called to celebrate her release."How is baby Silas?" said Amy Povah, of Can-Do, an organization that seeks clemency for nonviolent drug offenders."I mean, we're getting acquainted," Kelly said."Oh, Raquel, you know what? Enjoy every single minute of it," Povah said, calling the system that had separated them "a monster."As they approached Del Rio, Kelly got a call from her oldest son Dain, who's now 18. He wanted to know whether his girlfriend could be with them at the apartment when Kelly walked in. Introducing your girlfriend to your mother can be a delicate task for any teenager, and there was a slight tremor in Dain's voice. It was another moment that was both normal and extraordinary, as Kelly prepared to reenter her eldest child's life once again.Sure, Kelly said. Kelly and Dain had maintained a close bond over the years, and living together again during her home confinement, they'd found a happy rhythm. Her sudden reimprisonment left him utterly dazed. "I was like, 'Now what do I do?'" he said. He took his sadness to Kelly but found it to be "a lot harder having to talk to her through the phone about everything," he said.Now, they'd have another shot. A week earlier, Dain had moved into the apartment with Rick and Silas, as they all awaited Kelly's return. What Dain craved, he said, was "just a good talk with my mom." Rick moved in alone, and this was where he'd brought Silas. Until now, they'd never woken up together, or shared a home. But, overall, she seemed pleased."They say you don't know somebody until you've lived with them," Kelly said. "So, a lot of prayers!" She laughed and then added: "I really do believe that Rick is the one for me. I believe that with my heart, I do."The sun had set. The next stop was the home of Kelly's parents, Veronica and Rosendo, where Kaleb has lived all his life. Kaleb was just getting home from gymnastics practice and welcomed his mother with a backflip.<div type="image" title="A teen does a backflip inside a living space." height="4000" width="6000" msid="96483433" hostid="261"></div>Kelly delivered Kaleb while handcuffed to a hospital bed, and he was taken from her the day he was born. (The practice of shackling federal prisoners during labor was <a href="https://www.aclu.org/news/prisoners-rights/congress-just-took-big-step-toward-ending-shackling-pregnant" target="_blank" rel="noopener">banned</a>, with some exceptions, in 2018. With Kaleb, especially, she said, "I don't know how our relationship will turn out.""He definitely knows me as mom, but how can I explain it?" she said later. "It was so surreal. Having Rick on one side and Silas on the other, taking up all the space! And Dain down the hall. You know, it was just … oh, man, I couldn't have asked for a better homecoming. It was amazing."Nearly a year later, Kelly is working as a shipping clerk for Toter, a company that makes trash cans. She started as a temp and has converted to full time. "401(k), the works," she says.Dain graduated from high school and recently got a job at Toter, too, working alongside his mom. Jordan visits from San Antonio every two weeks, and she'll spend her Christmas vacation with Kelly and her brothers. Silas is walking and bats his eyelashes ("making ojitos," Kelly laughs) at all the big kids and adults who surround him."I'm at a good place in my life, and my kids are at a good place," she says. "We're making memories."On July 15, 2022, Kelly and Rick married at the Del Rio courthouse. It was awesome, just perfect," Kelly says. "After everything we've been through, we did it."But even when things are great, and family life flows naturally, one of the older kids will recall something that happened when they were 8 or 9. "I'm like, 'Wow, I missed so much,'" Kelly says. "It's mind-blowing to see how much time was lost."If there's a lesson here, she thinks it's that society needs to see what separating incarcerated moms from their babies and little kids does to families, and to find a better way."It takes an army to make a change. People get complacent, and they accept what is, and you stop fighting," Kelly says. New Delhi, Feb 1 () The government on Saturday proposed 11 per cent increase in the farm credit target to 15 lakh crore for 2020-21 and announced special rail and flight services for the transportation of farm produce as its seeks to double farmers' income by 2022.
 The government also proposed promoting 'one product one district' for better marketing and export of horticulture crops. It also called on states for early implementation of three key central model laws on land leasing, agriculture produce and livestock marketing and contract farming.
 Presenting the Budget, Finance Minister Nirmala Sitharaman said, "Our government is committed to the goal of doubling farmers' incomes by 2022."
 She further said that prosperity of farmers can be ensured by making farming competitive. "For this, farm markets need to be liberalised. Distortions in farm and livestock markets need to be removed."
 Purchase of farm produce, logistics and agri-services need copious investments. Substantial support and hand-holding of farm-based activities such as livestock, apiary, and fisheries need to be provided for, she said.
 Barely two years left for achieving the target of doubling farmers income, the Finance Minister said farmers desire integrated solutions covering storage, financing, processing and marketing.
 To improve marketing, Sitharaman said the Indian Railways will set up a "Kisan Rail" - through public private partership (PPP) arrangements -- to build a seamless national cold supply chain for perishables, inclusive of milk, meat and fish.
 There would be refrigerated coaches in Express and Freight trains as well.
 'Krishi Udaan' will be launched by the Civil Aviation Ministry on international and national routes. This will immensely help improve value realisation especially in North-East and tribal districts, she added.
 To provide better access to bank credit, the government proposes raising the target for disbursing agriculture credit to Rs 15 lakh crore for the 2020-21 fiscal from the current target of Rs 13.5 lakh crore.
 Normally, farm loans attract an interest rate of 9 per cent. But the government is providing 2 per cent interest subsidy to ensure farmers get short-term farm loan of up to Rs 3 lakh at an effective rate of 7 per cent per annum.
 Since Non-Banking Finance Companies (NBFCs)and cooperatives are active in the agriculture credit space, Sitharaman said the NABARD re-finance scheme will be further expanded.
 The financing on Negotiable Warehousing Receipts (e-NWR) has crossed more than Rs 6,000 crore. This will be integrated with electronic National Agriculture Market (eNAM), she added.
 To further expand storage and warehousing facilities, the Finance Minister proposed creating warehousing, in line with Warehouse Development and Regulatory Authority (WDRA) norms.
 "Our government will provide viability gap funding for setting up such efficient warehouses at the block/taluk level. This can be achieved, where states can facilitate with land and are on a PPP mode," she said.
 State-run Food Corporation of India (FCI) and Central Warehousing Corporation (CWC) will undertake such warehouse building on their land too, she added.
 India has an estimated capacity of 162 million MT of agri-warehousing, cold storage, reefer van facilities etc. NABARD will undertake an exercise to map and geo-tag them.
 As a backward linkage, the finance minister proposed a 'Village Storage scheme' to be run by the Self Help Groups (SHGs). This will provide farmers a good holding capacity and reduce their logistics cost. Women, SHGs will regain their position as "Dhaanya Lakshmi".
 To libersalise agri-market, she urged the state governments to undertake implementation of three central model laws -- Model Agricultural Land Leasing Act, 2016, Model Agricultural Produce and Livestock Marketing (Promotion and Facilitation) Act, 2017; and Model Agricultural Produce and Livestock Contract Farming and Services (Promotion and Facilitation) Act, 2018.
 To harness potential in fishery sector, the government said it will involve youth in fishery extension through 3,477 'Sagar Mitras' and 500 Fish Farmer Producer Organisations.
 Growing of algae, sea-weed and cage culture will also be promoted as the government aims to raise fish production to 200 lakh tonne by 2022-23 and achieve fishery export of Rs 1 lakh crore by 2024-25.
 The government also proposed to put in place a framework for development, management and conservation of marine fishery resources.
 As water stress related issues are now a serious concern across the country, Sitharaman said, "Our government is proposing comprehensive measures for one hundred water stressed districts."
 To promote solar energy, the government proposed a scheme to enable farmers to set up solar power generation capacity on their fallow/barren lands and to sell it to the grid would be operationalized.
 It also said it would expand the PM-KUSUM scheme to provide 20 lakh farmers for setting up stand-alone solar pumps and also help another 15 lakh farmers solarise their grid-connected pump sets.
 In order to change the prevailing incentive regime which encourages excessive use of chemical fertilisers, the government said it would encourage balanced use of all kinds of fertilizers including the traditional organic and other innovative fertilizers. LUX LUX MR
