<ul class="summary-list"><li>Precision warfare has been a central tenet of American strategy. </li><li>But perceptions that precision weapons are effective is a myth, a retired Army officer argues.</li></ul>America loves smart bombs. Ever since World War II, precision warfare has appealed to what America sees as its strengths: High technology, efficiency and the ability to strike down its enemies with a minimum of harm to innocents.But that's actually a myth argues Amos Fox, a retired US Army lieutenant colonel. Precision-guided munitions, or PGMs, are no more effective than conventional munitions in limiting collateral damage, and in some cases can make the damage worse.Fox calls this the "precision paradox." Or, "the incongruence between precision strike theory and the fervent enthusiasm of precision ideologues," he wrote in an <a target="_blank" href="https://rusi.org/explore-our-research/publications/rusi-journal/precision-paradox-and-myths-precision-strike-modern-armed-conflict">essay</a> for the Royal United Services Institute, a British think tank.Precision warfare is associated today with guided missiles, but the concept dates back to the 1930s, when the US began to embrace high-altitude daylight bombing by heavy bombers such as the B-17 Flying Fortress. Swayed by Italian airpower theorist <a target="_blank" href="https://www.h-net.org/reviews/showpdf.php?id=42478">Giulio Douhet,</a> American planners were convinced they could cripple an adversary by bombing its factories, without the need for a costly ground war.This contrasted with Britain's night area-bombing strategy in World War II that targeted entire German cities. Even if factories weren't hit, residential neighborhoods would be destroyed and workers "de-housed," which was expected to collapse the public's morale. In practice, the distinction between precision and area bombardment proved blurry: bombing through cloudy European skies that obscured targets, while under fighter and flak attack and relying on pencil-on-paper navigation plotting and rudimentary bomb sights meant the majority of American bombs <a target="_blank" href="https://www.airandspaceforces.com/article/1008daylight/">failed</a> to hit their target.PGMs were supposed to solve this problem. Why drop a dozen bombs when a single GPS-guided missile can destroy a bridge or a command post? Fox sees several flaws in modern precision strike theory. For one, "decapitation" strikes intended to defeat an enemy by eliminating its leaders and command posts have not worked. Nor does Fox believe that the precision strike strategy has actually shortened wars.But most significantly, Fox questions the essence of US precision warfare: the belief that smart bombs spare a need for boots on the ground. "Accurate strikes are not equivalent to effective strikes," he wrote. In other words, a strike can land on the intended area, selected based on intelligence, and yet fail to achieve the goal of, say, killing a militant leader or stopping a factory from making more bombs, hence necessitating follow-on strikes. When PGMs don't accomplish the mission, "then precision-based warfighting requires additional strikes and, likely, a subsequent use of land force activities to offset the shortcomings of precision strikes."<div type="image" title="More than half of the buildings in Gaza have been damaged or destroyed in Israel's bombing campaign since the Oct. 7 terror attacks." height="1333" width="2000" msid="110818254" hostid="261" sizebytes="513954"></div>This can actually result in higher civilian casualties than if conventional weapons had been used in the first place because it requires repeated attacks. "If precision strikes are often accurate, but ineffective, and additional strikes or land operations are required to create the effect intended with the initial precision strikes, then precision strategies do not decrease civilian casualties and collateral damage in conflict zones."Fox points to the extensive use of American PGMs during the ferocious battles of Raqqa and Mosul in 2016-2017. In trying to root out heavily fortified Islamic State positions dug into civilian neighborhoods, many buildings were destroyed and thousands killed. Israel faces a similar situation today as it hunts Hamas in Gaza.Thus the paradox: an individual PGM may be more accurate than a dumb bomb. But if a PGM fails to knock out a target — whether due to poor intelligence or the pure chance that reigns on battlefields — more guided weapons have to be launched, thus defeating the whole purpose of precision."Accurate strikes do not inherently mean effective," Fox told Business Insider. "Therefore, more strikes are required when a strike does not effectively accomplish its intended purpose. Thus, in the aggregate, if a PGM isn't 100 percent effective, it can often result in similar outcomes to ballistic artillery, or other non-precision munition employment."Fox doesn't believe that smarter bombs will solve the paradox. "Better PGMs isn't really the problem," he said. "PGMs are currently about as accurate as can be. For that matter, although artillery is an area fire weapon, it is still very accurate."But what about the conflicts in Ukraine and Gaza, in which massive amounts of PGMs are being employed? In Ukraine, both sides are using massive numbers of guided weapons, at a rate that is depleting stockpiles and factory capacity, yet neither side has managed to achieve decisive results. Israel carried out strikes in Gaza against 29,000 targets in the first four months of the war, often with guided weapons, but that has failed so far to destroy Hamas."The lesson is that Hamas is a land force," said Fox. "The inconvenient truth about war is that it still requires a land force to defeat a land force. Precision warfare, which isn't really a thing, augments a land force in defeating another land force. Insurance companies are hesitant to insure drivers and homeowners in regions with frequent natural disasters, Longero said.There were 131 climate events in the US between 2010 and 2020 <a target="_blank" href="https://www.businessinsider.com/what-climate-change-crisis-extreme-weather-is-costing-you-2023-9#:~:text=Two%20trillion%2C%20six%2Dhundred%20and,topped%20%241%20billion%20in%20damage.">that exceeded $1 billion in damages</a>, a 51% increase from the previous decade. Longero said because of these growing climate risks, she expects rates to stay high.To keep costs as low as possible, Longero recommends drivers travel safely and do their research.<h2>Prioritize safety when behind the wheel</h2>Not only is safe driving important to avoid collisions, it also saves drivers money. According to personal finance company NerdWallet, full coverage car insurance premiums nearly double if a driver is at fault for a crash.Tickets for speeding, texting while driving, or driving under the influence are likely to raise a driver's insurance premiums.Longero said she often uses an app that tracks her harsh braking, how many times she checks her phone, and other data to demonstrate safe driving behavior to her insurer.The type of vehicle a person drives also determines their insurance prices. Longero said insurance rates are generally lower for bigger vehicles, cars with lots of safety features, and car brands that have high safety ratings. Family-friendly cars typically cost less to insure, she said."Sedans are smaller and they typically cost more to insure," Longero said. "They are more likely to sustain greater damage in an accident with a big truck or SUV."<h2>Research which car insurance plan is right for you</h2>Longero suggests that drivers get three-to-five updated insurance quotes every year.Car insurance rates are higher for families with teenagers, with rates <a target="_blank" href="https://www.insure.com/car-insurance/teen-permit.html#:~:text=Per%20Insure.com's%20analysis%2C%20adding,buying%20them%20an%20individual%20policy.">going up 70% to 150%</a> once someone under 18 is added to a family car insurance policy.Still, Longero said some insurance companies have lower price options for married couples or vehicles with a high safety rating. Car insurance might also be cheaper if drivers bundle their auto policy with their <a target="_blank" href="https://www.businessinsider.com/personal-finance/best-homeowners-insurance-companies">homeowner</a>, <a target="_blank" href="https://www.businessinsider.com/nyc-apartments-rent-history-stabilized-renters-landlords-overwhelm-government-2024-2">renter</a>, or <a target="_blank" href="https://www.businessinsider.com/personal-finance/best-cheap-life-insurance">life insurance</a>.Drivers can sometimes get a cheaper car insurance rate by switching insurers, Longero said. And some policy specifics vary by state."We always encourage people to check with their insurer to make sure they're getting all the discounts they qualify for," she said.She also urged drivers to check that their car insurance policy includes strong <a target="_blank" href="https://www.businessinsider.com/personal-finance/what-is-liability-car-insurance">liability insurance</a>, in case they were ever at fault for a "worst case scenario" major accident.<h2>Take advantage of insurer discounts</h2>To make the most of their policy, Longero said drivers should apply for insurer discounts. Keeping a clean accident or ticket record, staying loyal to a specific insurance company, and installing extra safety features in a car can help drivers save money.Parents can lower costs for teenage drivers by applying for "good student" discounts, she said, and some people can get professional discounts based on their job or commute frequency."If you work from home now and used to commute, maybe talk to your insurance company," Longero said. "Typically if you're driving less than 10,000 miles a year, you can save a little bit on your policy that way."Longero said drivers should also regularly take inventory of their insurance policy and drop coverage that they no longer need.

<ul class="summary-list"><li>In 2017, the US government made electronic logging devices mandatory on all trucks.</li><li>The fatal work injury rate per 100,000 equivalent workers went from 23.6 in 2013 to 28.8 in 2021.</li></ul>It's been five years since the US made electronic logging devices —or ELDs — mandatory on all trucks.The devices help ensure truckers don't drive longer than they should, a maximum of 11 hours per day, to avoid fatigue and keep roads safe. The Federal Motor Carrier Safety Administration <a href="https://eld.fmcsa.dot.gov/" target="_blank" rel="noopener">estimates</a> that they'll result in "1,844 crashes avoided annually, 562 fewer injuries per year, and 26 lives saved each year." It's hard to tell if that decline has manifested yet. Between 2017 and 2019, crashes involving large trucks increased by 11% before decreasing dramatically during the pandemic in 2020, <a href="https://www.fmcsa.dot.gov/safety/data-and-statistics/large-truck-and-bus-crash-facts" target="_blank" rel="noopener">according to FMCSA data.</a> Data for 2021 is not yet available. Concurrently, fatality rates among truckers have increased, from 23.6 per 100,000 workers <a href="https://www.bls.gov/iif/fatal-injuries-tables/archive/census-of-fatal-occupational-injuries-charts-1992-2013.pdf" target="_blank" rel="noopener">in 2013 </a>to 28.8 <a href="https://www.bls.gov/charts/census-of-fatal-occupational-injuries/civilian-occupations-with-high-fatal-work-injury-rates.htm" target="_blank" rel="noopener">in 2021</a>, according to data from the Bureau of Labor Statistics. Injuries and deaths from crashes involving crashes with large trucks have also increased, <a href="https://crashstats.nhtsa.dot.gov/Api/Public/ViewPublication/813286">according to NHTSA data. </a>The increase seems to confirm what truckers <a href="https://www.businessinsider.com/trucker-truck-driver-eld-salary-2018-5">have been saying</a> for years: widespread enforcement of ELDs is doing the opposite of what it should, making trucking less safe. It's likely due to a lack of flexibility. While the regulations are reasonable, their electronic enforcement lacks wiggle room. "If you're 30 minutes from home and you get to your 11 hours, you must shut down, or else you get an automatic hours-of-service violation," Brian Pape, a trucker who left the industry after 13 years, <a href="https://www.businessinsider.com/truck-drivers-elog-edl-hours-service-stranded-minutes-from-home-2022-1">told</a> Insider last year. Another driver, Brian Stauffer, pointed out that ELDs don't allow for adjustment, and that a driver that has reached the 11-hour limit shouldn't be forced to stop in a high-crime area, for example. On top of that, most truckers are not paid by the hour, they're paid by mile driven. "There's a much less flexible window for truckers to get from point A to point B," said Karen Levy, a professor at Cornell University who has <a href="https://press.princeton.edu/books/hardcover/9780691175300/data-driven" target="_blank" rel="noopener">studied</a> the effects of data-tracking on the trucking industry, told Insider. "They used to say, 'I'll get there in about 11 hours'. Now they really only have 11 hours. As a result, they tend to drive faster, they maybe don't stop when they feel like they should because they know they have to get from A to B." If drivers do not abide by the rules and are caught by police, the Department of Transportation, or the carrier for which they work, they incur in fines that could jeopardize their trucking license. Before ELDs, hours of service were noted down on paper logbooks, which were easy to falsify. While there have been some <a href="https://www.businessinsider.com/truck-drivers-forced-drive-legal-limit-employers-change-electronic-logs-2022-7">cases</a> of carriers tampering with their drivers' ELDs to make them drive longer, the enforcement of the ELD mandate for all trucking companies — big ones have generally been using ELDs for decades — has indeed made drivers more compliant with hours of service regulations, according to <a href="https://www.truckinginfo.com/10164234/eld-mandate-fmcsa-and-the-law-of-unintended-consequences" target="_blank" rel="noopener">studies</a>. Levy says the regulations don't address underlying issues affecting the industry. "An ELD doesn't change the pay structure of trucking, which is just being paid by the mile," Levy said. "So we police truckers harder, but we don't change the root causes of fatigue or the reasons why they're overworking."
