In her letter, dated August 30, Banerjee emphasised the gravity of the situation and urged for prompt central intervention, highlighting the inadequacy of the reply received from the Union Minister of <keyword id="20086338" type="General" weightage="20" keywordseo="Women-and-Child-Development" source="keywords">Women and Child Development</keyword>. The letter reads, "No reply was received from your end on such a sensitive issue. However, a reply has been received from the Minister of Women and Child Development, Government of India (vide their No. 1/RESC/HMWCD/2024 dated 25th August 2024), which barely addresses the gravity of the issue raised in my letter. I am of the view that the seriousness of the subject and its relevance to society have not been adequately appreciated in this generic reply." The letter was posted on her social media handle, X. In response to Union Minister Annapurna Devi's allegations regarding the state government's failure to implement essential safety measures for women and children, including Fast Track Special Courts (FTSCs), CM Mamata stated that the state government has approved 10 exclusive POCSO FTSCs, while 88 FTSCs and 62 POCSO-designated Courts are functioning with complete state funding. The letter mentioned, "Moreover, I would also refer to some of the initiatives in this area that our State has already undertaken, which appear to have been overlooked in the reply. Regarding Fast Track Special Courts (FTSCs), 10 exclusive POCSO Courts have been approved by the State Government. In addition to this, 88 FTSCs and 62 POCSO-designated Courts are functioning throughout the State with complete State funding. Monitoring and disposal of cases are entirely in the hands of the Courts." Highlighting the issue of appointing Presiding Officers in FTSCs, she further stated that this process requires examination and action from the Government of India, which, according to her, needs PM Modi's intervention. "As per Central Government guidelines, only retired Judicial Officers can be posted as Presiding Officers in FTSCs, but the Hon'ble High Court has observed that, in view of the severity of the cases, permanent Judicial Officers need to be appointed. This requires examination at the level of the Government of India and appropriate action thereafter, for which your intervention would be necessary. Moreover, Helpline Nos. 112 and 1098 are functioning satisfactorily in the State. Additionally, Dial 100 is also extensively used in emergency situations," the letter added. Urging for central <keyword id="20082569" type="General" weightage="20" keywordseo="legislation" source="keywords">legislation</keyword> and exemplary punishment for heinous crimes, the West Bengal CM expressed hope for very considered attention from PM Modi. Mamata Banerjee mentioned in her letter, "I would reiterate and earnestly request that a stringent Central legislation and exemplary punishment for heinous crimes of rape/rape and murder be considered, with a mandatory provision for the disposal of cases within a specific timeframe by the trial authorities. I hope this matter would receive very considered attention at your kind end in the interest of our society at large." On August 26, Union Women and Child Development Minister Annapurna Devi criticised the West Bengal government for its failure to implement essential safety measures for women and children in the state. In a letter written to West Bengal CM Mamata Banerjee, the Union Minister stated that 123 Fast Track Special Courts (FTSCs) were allocated to the state, but none of them are functional yet. Earlier, on August 22, West Bengal CM Mamata Banerjee wrote a letter to Prime Minister Narendra Modi urging the central government to bring in central legislation and set up fast-track courts for "sensitive" issues to ensure a speedy trial. Mamata, in the letter, mentioned that such "sensitive" issues need to be addressed comprehensively through stringent central legislation prescribing exemplary punishment against the perpetrators of such heinous crimes. The Bengal Chief Minister suggested the setting up of "fast-track special courts" to deal with such cases, which require a speedy trial. This development comes after the trainee doctor was found dead in the seminar hall of RG Kar Medical College and Hospital in Kolkata on August 9.

Adityanath on Wednesday constituted a three-member SIT to probe the gang-rape case, a day after the death of the 19-year-old woman in a Delhi hospital and also asked for conducting the trial in a fast track court. In a tweet, the chief minister's office said that the prime minister spoke with Adityanath over the case. "Respected Prime Minister @narendramodi Ji has spoken on the Hathras incident and said that strict action should be taken against the culprits," the CMO said. The woman was brutally gang-raped in a village in Hathras district two weeks ago. She died of her grievous injuries at a Delhi's Safdurjung hospital on Tuesday, prompting outrage, protests and calls for justice. A senior official said a SIT has been constituted to the probe the case. Secretary home, Bhagwan Swarup, will lead the SIT and DIG, Chandraprakash, and commandant PAC Agra, Poonam, will be its members. The SIT has been asked to submit its report in seven days time, the official said.

Police had arrested all the six accused in the case. Ram Singh, one of them allegedly committed suicide in jail. In fact, in 2017, Supreme Court upheld capital punishment and so did the Delhi High Court. Thousands of people marched on the street across the country to protest against the judicial system. The case lead to the government setting up Nirbhaya Fund — a Rs 10 billion corpus which helps state governments facilitate women safety services. The government also introduced a Nirbhaya Act on April 3, 2013 that mandates strict punishments for sex crimes. The government also expanded the definition of rape and involved forced penetration, oral, vaginal or anal, with any foreign object in it. It also recognised stalking and voyeurism as an offence. The law also stated that certain offence will be dealt separately under IPC such as acid attack (Sec 326A), attempt to acid attack (Sec 326B), sexual harassment (Sec 354A), act with intention to disrobe a woman (Sec 354B), voyeurism (Sec 354C), and stalking (Sec 354D). According to the report, mutilated body was discovered after a pack of stray dogs had been spotted carrying what appeared to be human body parts. The Bollywood celebrities are demanding "immediate and strictest punishment for the heinous crime".

It does not have superior prosecution capabilities, and unless they get better intelligence, they are able to prosecute better, they set up fast track courts, things are not going to work," he said, adding, "It (not having an effective strategy to unearth black money) has been a big failure of the government. 
 
"Black money is not waiting in foreign banks for you to go and get information and do. There are sophisticated structures; government should find out what these structures are, who is doing it and how it's being done," Pai added.

Central Bureau of Investigation chief Ranjit Sinha made the remark Tuesday during a conference about illegal sports betting and the need to legalize gambling. The CBI, the country's premier investigative agency, is India's equivalent of the FBI.
Sinha said at the conference that if the state could not stop gambling, it could at least make some revenue by legalizing it.
"If you cannot enforce the ban on betting, it is like saying, 'If you can't prevent rape, you enjoy it,'" he said.
The remarks have caused outrage across India, which in the past year has been roiled by widespread protests following the fatal gang rape of a 23-year-old woman on a bus in New Delhi.
On Wednesday, Sinha said that his comments had been taken out of context and misinterpreted, and that he was sorry if he had caused hurt.
Angry activists, however, called for his resignation.
Communist Party of India (Marxist) leader Brinda Karat said Sinha's comments were offensive to women everywhere.
"It is sickening that a man who is in charge of several rape investigations should use such an analogy," Karat told reporters. "He should be prosecuted for degrading and insulting women."
The New Delhi attack on the young woman last December caused nationwide outrage and forced the government to change rape laws and create fast-track courts for rape cases. New laws introduced after the attack make stalking, voyeurism and sexual harassment a crime. They also provide for the death penalty for repeat offenders or for rape attacks that lead to the victim's death.

NCW seeks explanation from UP Police on urgency to cremate body of Hathras gangrape victim <ul class="inte_common"></ul>The National Commission for Women (NCW), in a statement, said it is shocked at the brutal gangrape of a 20-year-old woman in Hathras, Uttar Pradesh who died in Delhi after fighting for life for two weeks. The incident underlines the grim state of women in the society, it said. The commission said it also came across a disturbing report on police officials cremating her body in the middle of the night without the permission and presence of her family members. It has been reported that the victim's body was cremated at 2:30 am by the police without the presence of any family member. "The victim's family had reportedly appealed to the District Magistrate for taking her body home for performing the last rites, however the police went ahead with the cremation while most of her family members were away," it said. "The commission has now written to Director General of Police, Uttar Pradesh seeking an explanation on the urgency to cremate the body of the victim in the middle of the night that too in the absence of her family. NCW has asked the administration to send a reply on the same at the earliest," it said. After Hathras, another gangrape victim dies in UP's Balrampur A 22-year-old Dalit woman died after allegedly being raped by two men in Uttar Pradesh's Balrampur district, succumbing to critical injuries on the same day as the teen from Hathras in the state who breathed her last in a Delhi hospital two weeks after she was gangraped. Both the women died on Tuesday and were cremated on Wednesday. The two men accused of assaulting the woman from Balrampur have been arrested, police said amid outrage over the death of the 19-year-old Dalit woman from Hathras. The Balrampur victim's mother told reporters on Wednesday night that the rapists broke her daughter's legs and back, a charge denied by the police. "My daughter had gone to take admission in a college on Tuesday. On her way back, three-four persons abducted her, took her to their room, gave her an injection and raped her. They later sent her back on an e-rickshaw, which dumped her outside our house. They broke her legs and back. She could not stand or talk," the woman said. Quoting the victim's family members, Balrampur Superintendent of Police (SP) Dev Ranjan Verma said the woman worked in a private firm and returned home on Tuesday in a serious condition. She looked dazed and had a cannula, medically known as Vigo and used for administering an injection or other fluids in the body, inserted in her hands. She was rushed to a nearby hospital but died on the way, the SP said. When the matter was reported to the police by the hospital, her parents alleged she was gangraped, he added. Acting on the family's complaint, police identified the accused as Shahid and Sahil and arrested them. About the mother's allegation that the woman's legs and back were broken, Verma said, "It was not confirmed in the post-mortem. We contradict this news." She was cremated on Wednesday after the post-mortem in the presence of her family members, the police said. The district magistrate and the SP, along with the mahant of the Devipatan temple, Mithilesh Nath Yogi, visited her home on Thursday morning, met the family members and condoled her death. "The family members were assured that the accused will be given a strict punishment in accordance with law. A letter sanctioning a financial assistance of Rs 6,18,450 was handed over to them by the mahant. The amount will be sent to the victim's mother's bank account by the afternoon," a statement issued here said. The mother has demanded a compensation of Rs 25 lakh and a government job for her son. "My daughter wanted to become a lawyer but she was killed. The same fate should await the culprits. We want justice. My son should be given a government job and we should get at least Rs 25 lakh as compensation," she said. Safdarjung Hospital releases autopsy The autopsy of the 19-year old victim of the Hathras gang rape reveals that she was tortured, strangled and suffered from a cervical spine injury. However, the final diagnoses does not mention rape. It reads, "Alleged post-strangulation with cervical spine injury with sepsis with cardiopulmonary arrest." Instead, ‘rape and strangulation’ have been noted under the ‘<a href="https://www.ndtv.com/india-news/hathras-gang-rape-autopsy-report-shows-victim-was-strangled-suffered-cervical-spine-injury-2303696">medical history</a>’ section. The report adds that the victim was given CPR and ‘despite all resuscitative efforts’ was declared dead at 8:55 am on Tuesday, September 27. Section 144 in Hathras, borders sealed The district administration in Hathras has imposed Section 144 in the area and has banned the entry of all 'outsiders' including media persons in Boolgarhi Village where a 19-year-old Dalit girl was gang-raped and later passed away. District Magistrate Praveen Lakshkar said that the Special Investigation Team (SIT), set up to probe the incident, has reached the village and is interacting with the family and other people to record their statements. "They do not want any disturbance and hence, all entry of outsiders has been stopped," he said. The District Magistrate further said that he had no information of Congress leaders Rahul Gandhi and Priyanka Vadra reaching Hathras to meet the bereaved family. NHRC issues notice to Yogi government on Hathras incident The National Human Rights Commission (NHRC) has taken suo motu cognizance of the Hathras incident of the rape and murder of a 19-year-old Dalit girl and has issued a notice to the Yogi Adityanath government. The Commission has directed the state government to provide adequate protection to the family of the deceased, keeping in view the gravity of the matter and also the aspect of the witness protection as there is apparent rift between two communities. This includes 36 men and 44 women. "Today around 11.30 pm, members of different parties - AIDWA, DSDU, AISA AIMSS - tried to reach UP Bhawan, SP Marg to stage a protest demanding harsh punishment for accused persons in Hathras gangrape case. We have detained 80 people in this connection," said a senior police officer. Police said that as the protestors have violated order u/s 144 CrPC in force and other laws regarding Covid-19, FIR u/s 188 IPC, 3 Epidemic Act &amp; 51(b) Disaster Management Act, PS Chanakyapuri has been registered against the protesters. Yogi announces ₹ 25 lakh aid for victim’s family Amid an uproar over the cremation of the body of a Dalit gang-rape victim early on Wednesday, Uttar Pradesh Chief Minister Yogi Adityanath spoke to the 19-year-old woman's father in Hathras district and offered his condolences. He also announced a compensation of ₹ 25 lakh to the bereaved family, apart from a job to one of its members. The family would also be given a house. The victim's father sought the harshest punishment for the four accused arrested for the crime reported on September 14. Additional Chief Secretary (Home) Avanish Awasthi said that the Chief Minister assured the woman's father of the most stringent action against the culprits and all possible help to the family. Yogi sets up SIT to probe Hathras incident The Yogi Adityanath government on Wednesday set up a Special investigation Team (SIT) to probe the Hathras incident. The SIT, according to official sources, will comprise home secretary Bhagwan Swaroop, DIG Chandra Prakash and IPS officer Poonam. The SIT will submit its report at the earliest. The Chief Minister, sources said, has decided to send the case to a fast track court in order to ensure justice to the victim. All four accused have already been arrested. PIL filed in Supreme Court seeking CBI probe in Hathras gang-rape and murder A PIL was filed in the Supreme Court on Wednesday seeking a CBI probe or SIT investigation under a sitting or former Supreme Court or High Court judge in the gruesome gang-rape and murder of a 19-year-old Dalit woman in Uttar Pradesh's Hathras district. The PIL has been filed by social activist Satyama Dubey and advocates Vishal Thakre and Rudra Pratap Yadav. The petitioners urged the apex court to pass appropriate order for a fair investigation - either by the CBI or the SIT under a sitting or retired judge of Supreme Court or High Court - and transfer the case to Delhi, as Uttar Pradesh authorities had failed to take certain actions against the accused. The plea said the victim was first raped and then brutally assaulted, and according to a medical report, her tongue was chopped and her neck and back bones broken by the accused, who belonged to an upper caste. The victim succumbed to her injuries at Safdarjung hospital in Delhi. The petitioner said on September 14, the accused persons raped and brutally assaulted the victim when she was in the fields to collect fodder for her cattle. It also said that the police have said the victim's cremation was being carried out as per the wishes of the family, which was not true, and the police personnel set fire to the body of the deceased, even as media persons were banned, as per the information received, said the plea. The Delhi Commission for Women (DCW) on Wednesday also wrote to Chief Justice of India (CJI) SA Bobde to urge the Supreme Court to take suo motu cognisance of the gruesome gang rape and murder of a Dalit woman in Uttar Pradesh's Hathras district. Hathras victim cremated, police denies coercion The 19-year-old Dalit woman from Hathra was cremated early Wednesday in her village amid tight security. "The police have forcibly taken the dead body, and my father along with them for cremation. When my father reached Hathras, he was immediately taken (to the crematorium) by the police," the victim's brother told the media. However, Hathras police have denied the charges and has issued a notice saying the coercion being talked about on social media is canard. It said: "The family cremated the body with due rituals under the supervision of police and administration." The victim, who was paralyzed after being allegedly dragged on the field by her attackers on September 14, died at the Safdarjung Hospital on Tuesday after battling for life for a fortnight. Her mortal remains reached the Boolgarhi village around midnight and the cremation was done at 3 a.m. There was tension as the victim's mortal remains reached the village and people tried to block the ambulance from moving ahead. Superintendent of Police (SP) Vikrant Veer denied any 'urgency' by the police in holding the cremation at night even though cremations do not normally take place after sunset. He added that the cremation was done by the family as usual after the body reached Boolgarhi village. The SP claimed that the situation is calm in the village, but heavy police force has been deployed. The woman was allegedly raped in a Hathras village by four men, who were later taken into custody. Initially she was rushed to the Jawaharlal Nehru Medical College and Hospital in Aligarh, but on Monday night had to be shifted to the Safdarjung Hospital in Delhi after her condition deteriorated. Outrage over Hathras gang rape case intensifies with protests across the country

<div class="image-container display-table float_right"><div><div class="image">AFP</div></div></div>An Indian court convicted four men Thursday of the gang rape and murder of a physiotherapy student on board a moving bus in a crime that sickened the nation.
Judge Yogesh Khanna said the men, who could now face the death penalty, were guilty of murdering a "helpless victim" as he announced that arguments for sentencing of the four will be held on Wednesday.
"I convict all of the accused," Khanna said.
"They have been found guilty of gang rape, unnatural offences, destruction of evidence... and for committing the murder of the helpless victim."
The four -- Mukesh Singh, Akshay Thakur, Pawan Gupta and Vinay Sharma -- had all pleaded not guilty to the charges, which included murder, gang rape and theft.
The victim's parents, who wept in court as the verdict was announced, have led the calls for them to be hanged, saying that they could only have closure once the four were executed.
Their 23-year-old daughter, who cannot be named for legal reasons, died of her injuries on December 29 in a Singapore hospital.
Amid emotional scenes outside the courtroom, the lawyer of Mukesh Singh said that his client would launch an immediate appeal.
"My client was simply driving the bus. He confessed fairly that he was driving the bus but he did not know what went on inside," V.K. Anand told reporters.
"We will appeal this verdict in the High Court in a month's time. But we will see what happens tomorrow after arguments and the quantum of punishment."
Mukesh Singh's mother, draped in a beige saree, fell to Anand's feet and broke down in tears outside the courtroom. The lawyer and her husband both tried to pick her up.
A.P. Singh, the lawyer for Akshay Thakur and Vinay Sharma, said both his clients would also appeal.
"We will now go to the High Court with our appeal... This is a political conviction," he told a scrum of reporters.
Any subsequent appeal by the defendants is likely to take years in <keyword id="3658" type="COUNTRY" weightage="60" keywordseo="India">India</keyword>'s notoriously slow legal system.
A juvenile has already been sentenced to three years in a correctional facility, while a fifth adult defendant, bus driver Ram Singh, was found hanging in his prison cell in March while awaiting trial.
"We will not accept anything below the death penalty," the victim's father told AFP from his home in southwestern Delhi in an interview last week.
"If all four are sentenced to death, I can't imagine anything being better than that... We will get closure."
The seven-month trial has been held in a special fast-track court in south Delhi, with more than 100 witnesses called to give evidence, including 85 for the prosecution.
Despite an initial gagging order on the trial, the case has drawn huge interest and about 20 TV trucks were outside the court on Tuesday morning while dozens of journalists queued to get inside.
During the trial, the prosecution produced DNA evidence, the victim's dying testimony and statements from a male companion who was beaten up during the attack.
The victim and her companion had spent the evening watching a movie at a mall in south Delhi when they were picked up by one of the many private buses plying the streets.
But rather than take them home, the group subjected the pair to a horrifying 45-minute ordeal that ended with both of them thrown out of the bus, virtually unconscious and naked.
In an interview ahead of the verdict, the 28-year-old companion told AFP that the assault was beyond a nightmare.
"I never imagined that one human being could treat another so badly," he said.
The student's family were bitterly disappointed with the three-year sentence handed down last month on the youngest defendant, the maximum allowed by law as he was only 17 at the time of the attack.
India has the death sentence for the "rarest of rare crimes", but does not often carry out executions.
The attack sparked weeks of sometimes violent street protests across India with seething public anger about sex crimes against women.
It also led to tougher laws for sex offenders, including the death penalty for rapists whose victims die or are left in a vegetative state.
But savage attacks against women are still reported daily in India's newspapers and the gang rape of a photographer last month near an upmarket area of Mumbai rekindled public disgust.

The Government already has a credit guarantee scheme under CGTMSE which has been operational but start-ups have struggled to get through the due process with different PSU banks to avail funds. Start-ups require capital for growth which can be in the form of debt or equity and it is important to find appropriate partners who understand their lifecycle and aspirations.

The government has shown good intent to keep the start-up eco system buoyant and be an enabler in the process. Some of the moves are very positive if implemented, especially around reduced compliance. It is hoped in due course all the announcements shall be delivered. As announced, mobile app shall be launched on 1st April. 
 
The ease of opening a start-up has been simplified, can be done through a mobile app and will take a day. A shorter form shall be applicable. Earlier setting up a company required various registrations will all requiring the same set of documents, address proof, PAN, TAN etc. This will help start-ups focus on their work and avoid unnecessary delays. 
 
Self-certification to laws such as payment of gratuity act, labour laws, employees’ provident fund act, the ESI act etc. No need for obtaining physical certificates for compliance with these laws. In case of the labour laws, no inspections will be conducted for a period of 3 years.The government is moving towards digital compliance which is necessary to support growth.Given ClearTax is more than 3 years old, not many of the compliance steps are applicable to us right now. But we are sure to benefit from other proposals, such as setting up of a ‘Start up India hub’ and relaxed capital gains tax norms. We look forward to further details in the upcoming budget.
