<ul><li>The <keyword id="6354576" type="COMPANY" weightage="20" keywordseo="facebook">Facebook</keyword> Oversight Board has chosen the first six cases it will rule on, out of the 20,000 complaints received since October 2020. </li><li>The board is an independent body that reviews Facebook’s content moderation decisions. </li><li>It was announced in 2018, and includes 20 members, out of which there is one representative from India. </li></ul>The Facebook oversight board, sometimes nicknamed the ‘Supreme Court of Facebook’, has a daunting task ahead. Out of the 20,000 complaints it has received, it will rule on six cases involving content removed under Facebook’s <keyword id="6406418" type="UNKNOWN" weightage="20" keywordseo="hate-speech">hate speech</keyword> rules, misinformation policies, and nudity ban. The Facebook Oversight Board also has a representative from India - <a href="https://www.businessinsider.in/tech/news/sudhir-krishnaswamy-on-facebook-oversight-board-which-will-control-controversial-content-on-facebook-and-instagram/articleshow/75593282.cms">Sudhir Krishnaswamy</a>. <div type="javascript" title="Facebook" contenttype="Video"><cdata><![CDATA[]]></cdata></div> Announced in 2018, this committee's mission is to oversee the moderation of Facebook, in order to "guarantee freedom of expression through independent judgment." After months of delay, the Supervisory Board and its 20 members seem finally ready to decide on what content to remove, and what to leave online. Since October 2020, users of the social network have had the opportunity to appeal to the independent committee if they believe that one of their publications has been unfairly withdrawn by the moderation teams. According to Facebook, <a href="https://www.oversightboard.com/news/719406882003532-announcing-the-oversight-board-s-first-cases-and-appointment-of-trustees/">more than 20,000 complaints</a> have already been sent for examination. In choosing the first six cases to be dealt with, the Council prioritized those "which have the potential to affect many people around the world, are of critical importance to public debate or raise major questions about Facebook's rules." Each case will be studied by a jury made up of five Council members, at least one of whom will come from the region involved in the content, in order to ensure a better understanding of the situation. In total, the study of a case may take up to 90 days. As a first step, people and organizations outside the Supervisory Board and Facebook will be able to publicly comment on the case, in order to provide useful information and their expertise. Public comments on the first six cases can be sent until Tuesday, December 8, 2020. The jury will then carry out additional research on the specificities of the region concerned, and request the help of translators if necessary. Once all this information is in hand, the Council will make its final decision. Facebook is required to implement decisions made by members of <keyword id="9807774" type="COMPANY" weightage="20" keywordseo="the-oversight-committee">the Oversight Committee</keyword>, as well as to "respond publicly to any policy recommendations made by the board." The decisions of the "supreme court" of Facebook could therefore set a precedent and modify the moderation policy of the social network. Case concerning the remarks of the former Malaysian prime minister on violence against the French <div type="image" title="Mahathir Bin Mohamad" msid="79546172" hostid="261"></div> User-submitted case 2020-001-FB-UA concerns screenshots of tweets by the former Malaysian prime minister, in which he said, among other things, that "Muslims have a right to be angry and to kill millions of French people in revenge for the massacres of the past". These tweets, since deleted from Twitter and Facebook, followed the terrorist attack that left three people dead in a church in Nice in October 2020. Following the removal of the screenshots by Facebook, the user who posted them appealed to the council, saying its aim was to spread awareness of the former prime minister's "horrible words". The user had posted the screenshots without adding a caption. 5. Case concerning the use of a photo of a deceased child to denounce the treatment of Uighurs in China <div type="image" title="Chinese flag" msid="79546183" hostid="261"></div> The 2020-002-FB-UA case concerns the publication of two well-known photos of little Aylan – a Syrian child found dead on a beach in 2015 and whose drowning images made headlines around the world. In the Burmese text that accompanied the photos on Facebook, the user denounced the treatment of the Uighur Muslim minority by the Chinese government, and compared it to the murder of Samuel Paty in France. Facebook had deleted the post, saying it was breaking its rules on hate speech. The user appealed, saying his post "disagreed with the killer and aimed to emphasize that human lives matter more than religious ideologies." 4. Case concerning a position taken on the armed conflict between Azerbaijan and Armenia in Nagorno-Karabakh <div type="image" title="4" msid="79546195" hostid="261"></div> The fourth case (2020-003-FB-UA) concerns a user's position on the conflict between Armenia and Azerbaijan in the Nagorno-Karabakh region. The user posted photos of churches in Baku (the capital of Azerbaijan), claiming that the city was built by Armenians - mostly Christians - accusing Azerbaijanis - mostly Muslim - of "vandalism" and asking for this “what had become of the churches”. Facebook removed the post for breaking the rules on hate speech. In his appeal, the user justified himself by explaining that his intention "was to demonstrate the destruction of cultural and religious monuments." 3. Case concerning pictures of nipples as part of an awareness campaign against breast cancer <div type="image" title="3" msid="79546201" hostid="261"></div> The 2020-004-IG-UA case to be dealt with by Council concerns the social network's rules on nudity. Facebook removed a photo on Instagram - which the company owns - that showed female nipples. The Brazilian user behind the post appealed, recalling that the image was posted to raise awareness of possible signs of breast cancer, as indicated by the title and pink background (color of the campaign “Pink October” for the prevention of breast cancer). 2. Case concerning the publication of a quote from Nazi Joseph Goebbels <div type="image" title="2." msid="79546215" hostid="261"></div> The 2020-005-FB-UA case is based on a post by a Facebook user who shared an English quote attributed to Joseph Goebbels, Minister of Propaganda in Nazi Germany, “stressing the need to appeal to emotions and instinct rather than intellect and asserting that the truth is not important.” The quote had been used to criticize Donald Trump's government. Facebook removed the post because it violated the platform's rules on dangerous individuals and organizations. 1. Case concerning a publication on hydroxychloroquine as a remedy for Covid-19 <div type="image" title="1." msid="79546221" hostid="261"></div> Among the first six cases to be dealt with by the Board, this is the only one to have been submitted to the Supervisory Board by Facebook, and not by a user. The 2020-006-FB-FBR case is very current: it concerns the video and text shared by a user in a Facebook group on Covid-19, concerning hydroxychloroquine and azithromycin. The user criticizes the French authorities for not having authorized these drugs - nicknamed "Raoult's remedy" - as a treatment against Covid-19, and criticizes the government's "lack of a health strategy". Facebook said the video was viewed "about 50,000 times and shared just under 1,000 times," before being taken off the network for violence and provocation. And the two say they've been in discussions with the biggest news platforms in the world (i.e. Facebook and Google) are confident that the companies will pay to license the product.Why? Neither Google nor Facebook really wants to be in the business of playing referee when it comes to news content, they say. Thus, they should welcome an outsider's help.<h2>A nutrition label for social news</h2>NewsGuard is still in development, but the idea is that - starting late this year - grades will start appearing next to articles and videos shared via platforms like Facebook, letting people know how trustworthy the source of news is. The startup plans to vet and grade content from 7,500 media companies. Each publication will get a label: Green, Yellow, or Red.The plan is to hire dozens of journalists to review each of these companies' sites, come up with the appropriate color designation, and produce a detailed description of these news organizations histories and practices- a "nutrition label," says Crovitz, who was an <a href="https://www.reuters.com/article/businessinsider/business-insider-raises-new-round-valued-at-100-mln-source-idUSL1N0M21YT20140305">early investor in</a> Business Insider.When scrolling through social media feeds, people will be able to mouse over these color labels to get more information on which NewsGuard staffers conducted the evaluation, and they can directly comment and even contest the labels if they so choose.This should over time help consumers figure out which publications are reliable, and which - like the now-defunct pseudo newspaper <a href="https://en.wikipedia.org/wiki/Denver_Guardian">the Denver Guardian</a> - may not be so trustworthy.Not only should this better educate the public, Brill says, but it should help advertisers avoid being associated with fake news.<h2>Facebook and Google don't want to be editors</h2>Legitimate publishers who have the most to gain potentially from NewsGuard, won't have to cough up a dime. Instead, the plan is to license the tool to tech companies."We're asking the platforms to do it," Crovitz told Business Insider. "We're not charging publishers They can tout it, or do nothing. We're focused on the people that created the problem in the first place."Crovitz said despite recent efforts to clean up the news feed, Silicon Valley tech giants do not want to be see censoring or favoring any publication. "They don't like this role," he said. The former publisher of the Wall Street Journal says Facebook and Google don't really want to be the ones solving their fake news problem - so he hopes to do it for them

It was the perfect hunting ground for a Kremlin operative looking to get his hooks into Peter Thiel, one of the most powerful men in Silicon Valley: an extravagant birthday party with hundreds of guests, held at Schloss Neuwaldegg, a 17th-century palace in the suburbs of Vienna. Flawless June weather, models taking selfies beside statues of Greek gods, a troupe of acrobats, Champagne. Tech executives mingled with politicians and artists before sitting down to dinner in a flower-bedecked banquet hall. The guest of honor was Christian Angermayer, a gregarious German entrepreneur who had forged relationships with politicians across the world. The party, held on June 23, 2018, commemorated his 40th birthday.Thiel was already friendly with Angermayer. Over the next few years he would pour millions into Angermayer-backed ventures as a coinvestor. And despite Thiel's eccentric, far-right politics, his own companies were indispensable to the US national security establishment. He had founded Palantir, an analytics company used by the Pentagon and the CIA. He was on the board at Facebook (now Meta) and had been an early investor in prominent US defense startups including SpaceX and Anduril — access that could give the Kremlin a powerful vantage into US security networks and Silicon Valley. As the US government was coming to depend on private companies for critical top-secret technologies, Thiel was one of the biggest beneficiaries. That fact was likely on the mind of another one of Angermayer's guests, a tall, well-coiffed diplomat named Daniil Bisslinger, who worked in Moscow at the Kremlin's Ministry of Foreign Affairs. Bisslinger had previously been an attaché working at the Russian Embassy in Berlin and sometimes served as <a href="https://www.spiegel.de/international/germany/documents-link-afd-parliamentarian-to-moscow-a-1261509.html" target="_blank" rel="noopener">Vladimir Putin's interpreter</a>.It was Angermayer who introduced Bisslinger to Thiel at the party, Thiel would later tell the FBI. After some small talk, Bisslinger made a pitch to Thiel: Thiel should travel to Russia to attend the St. Petersburg International Economic Forum. (Angermayer himself had attended the forum a few years back, in 2012.) If Thiel chose to attend, Bisslinger said, Bisslinger would arrange for him to meet privately with Putin. Angermayer's attorneys denied that he was present for this portion of the conversation; later, Angermayer's spokesperson said he couldn't recall having introduced the two men.<div type="image" title="Daniil Bisslinger" height="682" width="910" msid="105128837" hostid="261"></div>Bisslinger's invitation to Thiel was casual, delivered in the course of a brief cocktail-party conversation. It might not have seemed like much to Angermayer's other party guests — just three well-dressed men, as Thiel recalled in his conversations with the FBI, amid a crowd of hundreds, chatting for a few minutes. One of them happened to be a billionaire; one of them happened to work for the Russian president.But from a counterintelligence perspective, this was a big moment."If these facts are accurate, they would be of potentially significant counterintelligence interest," Frank Figliuzzi, a former FBI assistant director, told Insider. "Anytime a Russian official is inviting someone to meet with Vladimir Putin, that has potential significance."Thiel demurred. Bisslinger gave Thiel a business card that identified him as an employee of the Kremlin's Ministry of Foreign Affairs.Thiel did not follow up. Later, Thiel would tell the FBI that he didn't think Bisslinger was bluffing; he believed Bisslinger could indeed deliver a meeting with Putin. But the conversation at the palace in Vienna was memorable enough for Bisslinger to reach out again to Thiel more than three years later, in January 2022. He approached Thiel's office with the same invitation — he could come to the St. Petersburg conference that summer and meet with Putin. By then, Thiel, like the rest of the world, had seen the signs that Russia was about to invade Ukraine. He wondered if Bisslinger's invitation was some kind of psy-op, a plot to make it appear as though the invasion wasn't going to happen, that everything was normal. Again, he did not respond.What Bisslinger didn't know is that something had changed between the 2018 birthday party and the 2022 follow-up. Thiel had signed up to be a confidential human source — an informant, with the official code name "Philosopher," and an identification number — for the FBI. Thiel reported Bisslinger's two approaches to his bureau handlers, along with the names of two others: a German and a Russian. All three men, Thiel told the FBI, had tried to work their way into his circle in order to push the Kremlin's interests. Thiel's account of Bisslinger's invitations was <a href="https://www.theatlantic.com/politics/archive/2023/11/peter-thiel-2024-election-politics-investing-life-views/675946/" target="_blank" rel="noopener">first reported</a> by the Atlantic. Insider is first to report that the initial meeting between Thiel and Bisslinger occurred at Angermayer's birthday party, and Thiel's claim that Angermayer himself made the introduction.A few months later, the US intelligence community circulated a secret intelligence memo relaying Bisslinger's claim that he could arrange meetings with Putin. It included Bisslinger's phone number and email, as given on Bisslinger's business card.Last month, Insider <a href="https://www.businessinsider.com/peter-thiel-fbi-informant-charles-johnson-johnathan-buma-chs-genius-2023-10">exclusively reported</a> that Thiel was an FBI informant. He was recruited by another informant — Charles Johnson — and had regular meetings with Johnson's handler, an FBI special agent named Johnathan Buma. This account of what Thiel told the FBI about Angermayer and Bisslinger, a joint investigation by Insider and Welt, is based on the same three sources who provided that previous account. (These sources are the longtime Thiel associate Johnson plus two additional sources with knowledge of what Thiel reported to the FBI.) Insider and Welt also confirmed with a fourth source the details of the 2018 introduction by Angermayer, the 2018 conversation with Bisslinger, and the 2022 follow-up by Bisslinger.In a letter to Insider, two attorneys representing Angermayer acknowledged that Thiel had indeed met Bisslinger at Angermayer's birthday party. Bisslinger, they wrote, "worked in Berlin in the Russian embassy and was pre-war a regular part of Berlin diplomatic circles.""Even if Mr. Angermayer did introduce Mr. Thiel and Mr. Bisslinger," the lawyers wrote in another letter, "Mr. Angermayer is not—and cannot be—responsible for whatever Mr. Bisslinger and Mr. Thiel may or may not have discussed."Later, a spokesperson for Angermayer wrote that Angermayer is "very confident that he did not make any such introduction," adding, "And, either way, Christian is not privy to anything that Mr. Thiel and Mr. Bisslinger may (or may not) have discussed."Insider and Welt asked Angermayer how he knew Bisslinger, why he invited him to his 40th birthday party, and why (as Thiel recalls) he introduced Bisslinger to Thiel. Neither Angermayer nor his representatives gave a direct response to these questions. "More than 1,200 people were invited to the party and more than 500 attended," one of the representatives wrote. "It was a very broad invite list."Thiel, a lawyer representing Johnathan Buma, and the FBI's national press office all declined to comment. Bisslinger and the Kremlin spokesperson Dmitry Peskov did not respond to requests for comment. Angermayer declined to respond directly.<div type="image" title="Billionaire entrepreneur venture capitalist Peter Thiel" height="4000" width="5333" msid="105128839" hostid="261"></div>One can understand why Putin might have thought Thiel would be interested in meeting. The two men had a few things in common. Both had cultivated ties to conservative politicians in central Europe. <a href="https://www.cato-unbound.org/2009/04/13/peter-thiel/education-libertarian/" target="_blank" rel="noopener">Both favored</a> <a href="https://www.washingtonpost.com/archive/opinions/2006/07/15/putins-sovereign-democracy/52ce51c4-fd66-478f-af04-768ac6156f80/" target="_blank" rel="noopener">CEO-style government</a> where power is concentrated in the hands of wise decision-makers who surf the fickle currents of democratic whim. And both men worked to make Donald Trump the 45th president — Thiel through his political donations and Putin through a state-backed hack-and-leak operation. The attempt to court fits in with two broader efforts.First, Putin was using Germany, historically the NATO power with the least hostility toward Russia, as an outpost for winning over hearts and minds elsewhere. Putin was in the process of completing a second Nord Stream pipeline that would directly supply Germany with cheap Russian natural gas, bypassing Ukraine. Bisslinger's role in this effort was much more than a socialite who attended diplomatic events. An <a href="https://www.spiegel.de/international/germany/documents-link-afd-parliamentarian-to-moscow-a-1261509.html" target="_blank" rel="noopener">investigation by Der Spiegel</a>, drawing on thousands of Bisslinger's emails, detailed how Bisslinger cultivated pro-Russia sentiment both in public and in private. Some of his greatest successes were members of the right-wing Alternative for Germany party, or AfD. Der Spiegel called those politicians "Putin's pawns."Second, Putin perceived correctly that the same carrot-and-stick techniques he'd used to such political advantage on Russia's oligarchs could be deployed on a global scale to push Russia's interests with Western billionaires. He had some success with Elon Musk, who has <a href="https://www.newyorker.com/magazine/2023/08/28/elon-musks-shadow-rule" target="_blank" rel="noopener">reportedly spoken</a> about phone calls with the Russian leader. Musk told his biographer about conversations with Russian diplomats that led him to deprive Ukrainian forces of Starlink internet access along the coast of occupied Crimea. That decision, in turn, scuttled a planned <a href="https://apnews.com/article/spacex-ukraine-starlink-russia-air-force-fde93d9a69d7dbd1326022ecfdbc53c2" target="_blank" rel="noopener">Ukrainian naval attack</a> on Russian forces at Sevastopol.If Putin had succeeded in forging a meaningful relationship with Thiel — and there is no evidence to suggest he succeeded — the biggest intelligence prize for Russia would have been Thiel's influence at Palantir, where he's served as chairman of the board since 2003. The CIA, the NSA, and the FBI have all reportedly used its software. Palantir recently won a $250 million contract to develop artificial intelligence for the Pentagon; another contract, worth as much as $463 million, is for battlefield-ready software to be used by US Special Operations Command. A proposed partnership between Palantir and Britain's National Health Service brings it closer to the NHS-supported UK Biobank, one of the world's largest troves of genetic data; however, a UK Biobank representative said only vetted researchers can get access to their data.But even just a handshake with Thiel could have benefited Putin. "This could be another case of 'Look at me, I'm czar of Russia. I can reach anyone, anywhere,'" said an experienced Washington insider with connections to decision-makers in national security and international finance. "Plus, there's the external optics. A Putin-Thiel meeting would obviously cause an enormous frisson in Western intelligence circles."<div type="image" title="Christian Angermayer" height="1124" width="1499" msid="105128842" hostid="261"></div>Angermayer had long been known as a masterful networker, someone who knew how to fill a room with big names. He's repeatedly invested in emerging and even speculative sectors — cryptocurrency, psychedelics, antiaging tech. He's long been an advisor to Paul Kagame, the president of Rwanda. A program for a private forum that Angermayer organized in 2020 on the sidelines of the Munich Security Conference promised attendees face time with John Kerry, the heads of several Eastern European and Baltic countries, and the foreign ministers of Belarus and Iran. Richard Grenell, the former US intel chief who was then serving under Trump as US ambassador to Germany, spoke at Angermayer's private forum. A Twitter account run by the State Department posted a picture of his presentation, with Grenell standing in front of the logo of Apeiron Investment Group, Angermayer's Malta-domiciled family office. (Neither Grenell nor spokespeople for Kerry responded to requests for comment.) Thiel was among the shiniest trophies in Angermayer's contact list. The two men had known each other for years. In February 2017, Angermayer invited business partners to a roundtable talk with Thiel in Munich. The invitation referred to Thiel as his "close friend." But Angermayer's personal fortune was far smaller than Thiel's, and he'd never hit a home run anywhere near the scale of PayPal or Facebook. In 2021, Angermayer helped take two companies public on Nasdaq. The first, Sensei Biotherapeutics, was supposed to help with cancer therapies. The second, Atai Life Sciences, intends to make psychedelic drugs, with Angermayer as founder and chairman. Today, both companies are trading for a fraction of their initial value.Angermayer has shown some sympathy for Trump but otherwise expressed his view that he felt "very comfortable in the center." The German investor had shown at least some interest in Russian politics as well. In 2012, one of his companies prepared a trip for business partners and friends to Germany, China, and Russia, where a meeting with Dmitry Medvedev, then Russia's prime minister, was planned, according to a draft program. The trip never wound up happening. (Angermayer "does not know Medvedev, and has never communicated with Medvedev in any way," his spokesperson wrote.) After Trump won the presidential election in November 2016, Angermayer sent an analysis to business partners and friends in which he wrote: "Better relations with Russia and less intervention globally will definitely make the world a more peaceful place." Thiel seems to have felt the same way at the time, <a href="https://www.nytimes.com/2017/01/11/fashion/peter-thiel-donald-trump-silicon-valley-technology-gawker.html" target="_blank" rel="noopener">asking Maureen Dowd</a> of The New York Times if the West would be better off with Russia in its corner, or in China's. "There are these really bad dictators in the Middle East, and we got rid of them and in many cases there's even worse chaos," he said.The host of Angermayer's birthday party and owner of the palace in Vienna was the Austrian investor Alexander Schütz, who joined the supervisory board of Deutsche Bank in 2017 when Chinese company HNA, which had business ties with him, became a major shareholder in the bank. In 2021 he stepped down from the board. His wife, Eva Schütz, is the majority owner of a media outlet called Exxpress. It has sometimes been criticized as being Russia-friendly. In an interview with the Russian ambassador to Austria in July 2022, Exxpress itself used the Kremlin propaganda phrase "special operation" to describe Russia's invasion of Ukraine. Schütz declined to comment about the meeting between Thiel and Bisslinger.Also among the guests at the party on June 23, 2018, was — according to his calendar and to reports — Heinz-Christian Strache. At the time, he was the Austrian vice chancellor and chairman of the right-wing party FPÖ, known for its Russia-friendly views. Yet another invitee was Markus Braun, then the CEO of the German company Wirecard, which collapsed in 2020 — Germany's biggest fraud scandal in years. Jan Marsalek, a former Wirecard board member, is now on Interpol's most-wanted list and believed to be hiding in Russia. British authorities alleged that he had collaborated with five people suspected of being Russian spies. Marsalek was also an acquaintance of Angermayer and took part in the roundtable talks he organized with Grenell and other leaders in Munich in February 2020. The previous year, <a href="https://www.ft.com/content/3c561ccf-2e95-46f7-ac43-a8e04db21dfe" target="_blank" rel="noopener">Angermayer received</a> a 13 million euro payout, about $14 million, for arranging for an infusion of $1.1 billion from SoftBank into Wirecard. He has not been accused of any wrongdoing.Angermayer's view of Russia appears to have changed after Putin's 2022 invasion of Ukraine. <div class="KonaFilter image-container display-table float_right"><div><div class="image">LakestarKlaus Hommels</div></div></div>European VC fund Lakestar is announcing today that it is launching a new €350 million (£253 million) fund, Lakestar II. It will be lead by Klaus Hommels, the investor who has previously backed Skype, Spotify and Facebook. The new fund follows Lakestar's first fund, which was launched in 2013. Lakestar I, as it is now known, is a €135 million (£97.9 million) fund. Lakestar says its new fund will focus on early stage investments, such as seed funding and Series A rounds.What follows is an edited version of Business Insider's interview with Hommels about his new fund and the current state of tech startups in Europe:Business Insider: Why don't you start by telling us some more about your new fund.Klaus Hommels: I let the framework be very flexible because, for the moment you might have some hypothesis on the sector, but that might change.I would not want the fund to be limited by a framework that I have in the fund docs. What I mean by that is, for example, the Nest example. Nobody had ever looked at hardware. The day after Google bought Nest, every VC was looking at hardware. None of the VCs had told their LPs that they were going to look at hardware at the time they raised the fund. So I want to avoid that, meaning we're pretty stage-agnostic. We can do €500,000 [£362,000], but we can also do €45 million [£32.6 million] as an investment. Leaving alone the technical framework, I think we historically like B2C models, we like markets where the founder has a passion for changing the market in a considerable way. Also it might be a tougher ride, but I think in general those are models that intrigue us more than some of the lighter models.BI: There's a lot of seed funding and early stage investments going on in Europe right now, with <a href="http://tech.eu/features/5622/back-to-basics-saul-klein-interview/">investor Saul Klein also focusing on newer companies</a>. What do you think of the competition in early stage investments?KH: Historically we have been doing that. The two or three biggest companies in Lakestar I are the ones where we seeded and went all the way, or where we are still the only VC in. So I think that is something that has historically proven that we are pretty efficient in that. Secondly, what has changed my view regarding the ecosystem is that now, the companies and entrepreneurs in Europe are more varied, more mature. The visions are bolder in terms of geographical spread or tasks to solve.My perception is that in the last three to four years they tried to accelerate quickly, there is a legitimate reason to give them more early on, more money, in terms to speed up the development. That's something that in the US has always been the case. You have like $20-30 million [£12.7-19 million] investments as an A or B [round], but that was never possible in Europe. I think that has changed over the last year, and we have seen in our own portfolio a lot, and that we want to do. Therefore, the increase in fund size is justifiable.BI: What trends within Europe are most interesting to you right now?KH: The general things that everybody is looking at right now are fintech, and people are starting to look at health. I do not have a final take on it. We are looking at it, and some models are surely very interesting. But in general I try to also go with entrepreneurs that we have known for a lot of time. And those that have the passion and did already do something successfully, where they have proved that they are not doing it for the money, but rather for the excitement and the passion of solving that problem. And then I'm pretty agnostic on what they feel they want to do. So this is something which we are in a fortunate situation since we have backed so many of the big companies, we got to know a lot of people working in these companies that then have self confidence and they are, in some cases, spin-outs of these companies where we know the people pretty well and then we back them, like with Lookback. Which was spun out of Spotify.BI: What's the biggest different between the European technology scene and tech in the US? Is it the amount of funding available, or the experience on hand?KH: My perception is that Europe has developed amazingly in the last year. And with London being for sure the heart for fintech, I think every company where it is important to have a nice user interface, a nice graphic environment, are Scandinavians, especially the Swedes are fantastic in those. So, for example, when it comes to gaming, it's very important how the haptic and the look and feel is, that's why the Swedish companies dominated the gaming environment, with Rovio, with Supercell, with King, with Minecraft. There are certain specialisations happening. I think Berlin is on a great track. You have roll-out models where it's execution-heavy, this is what you see now.<div class="KonaFilter image-container display-table"><div><div class="image on-image">Minecraft Forum"Minecraft" developer Mojang was acquired by Microsoft for $2.5 billion (£1.59 billion) in September 2014.</div></div></div>Elsewhere, it's the first time since around two or three years ago where more technology-minded people start to become entrepreneurs, which hadn't been the case in the 2000s. If you look at it, the reason is pretty simple. In the 2000s, people that had a technological background, in Germany they didn't have economics at school, it was not a subject. So they had a situation where they were working on a technology issue, and in their daily life they discovered an insufficiency which they wanted to solve with technology, the idea for a startup, but they were just too shy to become self-employed because they had no clue about bookkeeping, founding a companies, all these sorts of things. That's why they stood by the sidelines, and therefore most of the startups that were founded were founded by business people, and since they cannot came up with technological innovations, they more or less copied them. The generation of people that have a technological background that discover the situations where they want to be self-employed, now they all have economics at school. The level of confidence to jump and become self-employed is a totally different one. That's why I think, also in Berlin, you can find a totally new breed of company that is way more technology-based rather than execution-based.BI: A lot of startups in Europe feel that in order to be successful they have to go to the US and crack that market. Do you feel that succeeding in the US is still vital?KH: I think where startups are nowadays doesn't matter so much. Historically, with the limited scope of European ecosystem, it was very difficult to bring companies over because we lacked the contacts, we lacked the confidence, we lacked the financial means to do so. But with the latest examples I think it gets more and more likely that you have to go to the US. And everybody cooks with water, yes? In the end, you have the decent chance that you start to be connected, and if you are invited to the US, you see that it can help you over there. It will be a compulsory path to market your services in the US once you have the product for that. If it's a very local product then obviously it doesn't make sense, but if you look at startups like GoButler, all of the companies that I've seen. If you have a little traction in the US, it's immediately way bigger than if you have some traction here.BI: A lot of big US VC funds like Google Ventures and Andreessen Horowitz are starting to turn their attention towards Europe. How do European VC funds stay relevant?KH: On one hand, they are smart. And they only come over once they have reached a certain size. Talking about Google Ventures, or Andreessen, or Insight, or Sequoia, which are the ones that do seed here. That means, on the flipside, that they can only do something with bigger cheques. If you do earlier stage and then develop these companies, like we have very close relation to all of these, then it's a totally natural progression that you invite these people for these later rounds where you need more money, and then have to take the head in settling in the US. I think that it doesn't always solve all the problems for European companies to take US money, but the structure is in a way that really for earlier and series A, it doesn't make so much sense for US companies.<div class="KonaFilter image-container display-table"><div><div class="image on-image">Flickr/TechCrunchHommels on stage at TechCrunch Disrupt in 2014.</div></div></div>BI: One of the big questions in Europe right now is where the Silicon Valley of Europe is. Is it London, Berlin, or somewhere else?KH: Everybody who you talk to will have a certain tainted view. I try to answer it with facts. Those that say London, London has the advantage of the same language as the US. At the beginning it had a pretty decent adaptation of creating companies. But I think at the end it will be Berlin, for a very simple reason.If you found a company, what is the most expensive thing? It's the first dilution. In Berlin, a developer can have a decent apartment for €300-350 [£217-253], and he has a nice life. So the average salary of a technology person that you have when you start a company is something like $38,000-40,000 [£24,200-£25,400] in Berlin and $56,000 [£35,600] for London. If you take rental space, again, way cheaper in Berlin than in London. If you really bootstrap something it is so much more unbelievably cheaper to get to a certain level in Berlin than it is in London.Furthermore, all the talent from Poland and Hungary, it's very easy for them to go by train to Berlin and then live in a cheaper city than to fly to London to be in a very expensive city. I think the moment you want to do a financial services startup, the functionality will probably overrule my logic, but if you are more or less undecided or just want to join a startup where you're not the boss, then I think you would probably go a decent way of risk litigation if you go to a cheaper place rather than an expensive place.BI: And perhaps the other big question, not just in Europe, is whether we're in a tech bubble. What do you think?KH: Here's my view: It's very, very difficult to really analyse whether it's a bubble or not. The observations are that there are some higher prices. There's a lot of money going in. But unlike never before, we've never had a situation where you have so much quantitative easing, and this overlays in general with an inflation in asset prices. I'm not sure how to calculate that out of the equation. I tried it once, and if you look at price/earning ratios of all industries versus the tech industry then I think it's difficult to argue we have a bubble because with the implicit growth rate tech has against the old economy, the implied price/earning ratios are not way, way higher than for the old industry, meaning that, given the stronger growth, they are actually pretty reasonably priced in comparison to some older industry stuff.The second observation is that the IPO price of Microsoft in 1987 was $700 million [£446 million]. Cisco floated for $400 million [£254 million] and Amazon was almost $200 million [£127 million]. I'm mentioning that because asset managers like Fidelity and T. Rowe Price were asset managers with a lot of money that invested in public equity. When they had the chance to invest at these valuations in public tech growth companies. So now, where's the regulation? IPO readiness costs are $10 or $15 million dollars [£6.3 million or £9.5 million]. The IPO valuations of companies are way, way higher, like Alibaba, Facebook, Twitter. Meaning that companies like Fidelity and T. Rowe Price, if they only invested in public equity, the whole line that was there between the $700 million or $800 million [£509 million] market cap of Microsoft when it listed, to the $15-20 billion [£9.5-12.7 billion] where they list now is for private investors and not accessible to the T. Rowes of the world.In my view, what has happened there is just that the window is different, meaning that the same money goes to those companies, but before they were listed and they got it through the IPO and secondary offerings or additional offerings, and now they are not listed and they get the money in very high volume D or E rounds.The T. Rowes need to take part in the value creation between the $1 billion [£637 million] and $15 billion, and they can't if companies do not go private. So what you see is in the inflation of the different rounds, you have A, B, C rounds, we are probably now something like 30% or 40% higher than in the years before, but with the D rounds we are probably 300% or 400% higher. For me the perception is that companies before floated with $1 billion and therefore every financing after that was not calculated in private rounds but in public rounds. Now they float with $15 billion, and on the way from $1 billion to $15 billion all of the financing that happens then is calculated in the private rounds. That blurs the picture a little bit because this window has just moved a little bit.Here's another observation: Unlike ever before, the internet has become so unbelievably structured. I was running around in the 2000s meeting BMW and the supervisory board wasn't interested in digital, the CEO was not interested in digital, they didn't even have a board member for digital. Everything that you wanted to do with them, every time you wanted to do a B2B sale, it was very hard. B2B sales took 18 months because it was not structurally ingrained in the old industry.Now Cameron, Merkel, everybody talks about digital. Every supervisory board member talks about digital. Every CEO has a board member for digital, meaning B2B sales are now down to 6 months because it's structurally ingrained and everybody is looking at it and it's part of everybody's thinking process. That is totally different than we've ever had it beforeOf course we have some situations where we all feel that there are some exuberances. That's a normal part of life. That comes and goes. Especially the structural element makes me believe a little bit that there will be a very broad and very profound move into digital topics from every industry.<div class="KonaFilter image-container display-table"><div><div class="image on-image">Getty Images EuropeDavid Cameron has championed digital businesses in the <keyword id="6354868" type="COUNTRY" weightage="60" keywordseo="UK">UK</keyword>.</div></div></div>BI: Finally, here's a question that a lot of startups in Europe will be interested in, what kind of investments are you most interested in?KH: For me, I'm a little bit of an odd guy in this field because I was fortunate enough to do something so that my fridge is full. What I'm most excited about is if there is an entrepreneur that really has the passion to change a certain industry and if you are allowed to be part of their journey and be instrumental in making this dream come true and afterwards change an industry. I think that is totally satisfying.In the beginning, when I invested in Skype, there was no idea where the journey went because it was so early.
