German federal and state governments have agreed to extend the measures against Covid-19 until the end of January, as well as to impose even stricter contact restrictions. For districts where more than 200 people per 100,000 inhabitants have been newly infected within seven days, the federal states will limit citizens' movement in a radius of 15 km around their residence, unless there is a valid reason, according to the agreement on Tuesday, Xinhua news agency reported. In addition, the agreement requires people to limit their social life and stay at home to the greatest extent. Contact at private meetings will be restricted to just one other person not living in the same household. Previously, the size of private gatherings was limited to no more than two households of five people. In response to the Covid-19 pandemic, Germany has already closed all non-essential shops and services. Schools are largely closed and students are taught through distance learning. Employers are encouraged to allow employees to work from home. These measures were originally planned to last until January 10. At a press conference after the consultation meeting, German Chancellor Angela Merkel said the Covid-19 variant which emerged recently presents a "new special situation." It spreads rapidly and could lead to more infections, for which extra care must be taken, she said. According to the agreement, the three months ahead will still require considerable patience and discipline on everyone's part in Germany, because winter months favour the virus spread and the vaccination will only have a dampening effect when a larger part of the younger population has also been vaccinated. Germany launched its vaccination campaign at the end of last month, with priority given to people aged over 80, people in elderly and care facilities, and frontline health care workers. Also on Tuesday, Germany's disease control agency Robert Koch Institute reported 11,897 new infections in a 24-hour span, raising the country's total confirmed cases to 1,787,410. The number of coronavirus-linked fatalities rose by 944 in 24 hours to 35,518. Due to previous public holidays, there may have been delays in testing and reporting, said Robert Koch. Germany extends COVID-19 lockdown until January 31, imposes stricter contact restrictions

The countrywide <keyword id="91743" type="PERSON" weightage="20" keywordseo="lockdown">lockdown</keyword> in containment zones has been extended till June 30, while hospitality services, hotels and shopping malls will be allowed to open from June 8, the Union home ministry said on Saturday. Termed 'Unlock 1', the Centre on Saturday issued fresh guidelines relaxing the nationwide lockdown, the fourth phase of which ends on May 31. In the new directives, the Union home ministry said re-opening of prohibited activities in areas outside containment zones will be done in a phased manner from June 1. <div type="Article" hostid="261" msid="76109422" title="Lockdown extended till June 30 in containment zones only all over India" mstype="2" mssubtype="0"></div> It said the lockdown, the fourth phase of which ends on Sunday, will remain in force in containment zones till June 30. The decision to restart international air travel, metro trains, cinema halls, gyms, political gatherings will be done after assessing the situation, it said. Schools, colleges, educational, training, coaching institutions will be opened after consultations with states and Union Territories, the Ministry of Home Affairs (MHA) guildelines said. It added that states and UTs can hold consultations with parents and other stakeholders on reopening of academic institutions from July. He was participating in a webinar on "History repeats -but differently- Lessons for the post Corona World," organised by the Manthan Foundation here, in which former Deputy Governor of RBI Usha Thorat took part. "Because most analysts believe that this year India will actually have negative growth or growth will contract. We must remember that even ahead of the crisis two months ago our growth slowed. Now it has completely stopped. Last year growth was five per cent. Just imagine, five per cent growth last year and we are going to negative or zerogrowth this year, a decline of five per cent growth," he said. "It is true that India is going to perform in this crisis better than most other countries. But that is no consolation... Because we are a very poor country and if the crisis persists and if the lockdown is not lifted soon enough, it is quite possible that millions of people will be pushed into the margins of subsistence," he said when asked about his views onthe present situation. Subbarao said that as predicted by analysts, India will have a V shaped recovery which is far better than most of the other countries. "And why do we expect a "V" shaped recovery? Because unlike in a cyclone or in an earthquake, this is not a natural disaster constraint. No capital has been destroyed. Factories are standing. Our shops are still standing. Our people are ready to work as soon as the lockdown is lifted. So it is quite possible the recovery will be V shaped and while we have a V shaped recovery, I think India has a better chance then most of the countries," he opined. According to him, India's recovery was faster than many other countries after the 2008 global financial crisis. On IMF's prediction that India may grow at 1.9 per cent during the current year against about five per cent in the last fiscal, Subbarao said many analysts feel that theprediction is outdated and the growth in GDP may slip intonegative. He said the "life versus livelihood" dilemma for the country is arguably very "short while" for India. Usha Thor at said pumping more liquidity into the system alone cannot work and banks and Non-Banking Finance Companies(NBFC) will need credit guarantee or enhancement to start lending. She also said that states need more support during the crisis and streamlining of non-merit subsidies was required.
