In a major relief to automakers, the <a href="http://www.businessinsider.in/searchresult.cms?query=supreme+court&amp;sortorder=effectivedate">Supreme Court</a> said it may lift the <a href="http://www.businessinsider.in/searchresult.cms?query=diesel+ban&amp;sortorder=effectivedate">ban on diesel-run vehicles</a> with a capacity of 2000 CC and above in Delhi-NCR. 
 
However, the Supreme Court said the relaxation will be subject to a levy of one-time environment compensation cess. 
 
"We are inclined to allow registration. We are open to the registration subject to some kind of one-time cess," said a bench comprising Chief Justice T S Thakur and Justices A K Sikri and R Banumathi. 
 
The Supreme Court explored options of levying <a href="http://www.businessinsider.in/searchresult.cms?query=green+cess&amp;sortorder=effectivedate">green cess</a> at the time of registration of large diesel vehicles and sought opinion of lawyers appearing for automobile majors on the same. 
 
"Can you (lawyers for auto firms) ask your people to work out details as to what may be the cess to be levied on such vehicles with regard to the showroom price etc," it said. 
 
The lawyers said it was not an "adversarial" litigation and the amount of cess can be worked out. 
 
The bench also inquired about as to whether there was any prescribed emission standards for diesel vehicles. 
 
The bench has sought reports with regard to the research works carried out on the impact of Euro-IV norms on vehicular emission. 
 
Earlier, automobile giants like <a href="http://www.businessinsider.in/searchresult.cms?query=mercedes&amp;sortorder=effectivedate">Mercedes</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=toyota&amp;sortorder=effectivedate">Toyota</a>, Mahindra and <a href="http://www.businessinsider.in/searchresult.cms?query=general+motors&amp;sortorder=effectivedate">General Motors</a> had moved the apex court for modification of the order by which registration of their high -end diesel vehicles, with an engine capacity of 2000 CC and above was barred in Delhi and NCR. 
 
While continuing with the status-quo on registration of high-end diesel vehicles, the court had asked the big car makers not to treat the PIL as an "adversarial litigation" and "treat it in public interest". 
 
In order to bring down pollution levels in Delhi-NCR, the Supreme Court had banned registration of heavy diesel-run vehicles in December last year.

SC is ready to lift ban on sale of large diesel-run vehicles but with one condition

New Delhi, Mar 31 () The Centre on Tuesday asked states to ensure compliance of the Supreme Court's order on registration and sale of BS-IV vehicles. The apex court had last week allowed the sale of BS-IV vehicles for 10 days, except in Delhi-NCR, after the ongoing countrywide lockdown over the coronavirus pandemic is lifted. The court, which had earlier fixed the deadline of March 31, 2020 for sale of BS-IV vehicles across the country, had passed the order on a plea by Federation of Automobile Dealers' Association (FADA) seeking extension of time for clearing inventory amid the coronavirus outbreak and economic slowdown. "The respective Transport Department of the concerned state/UTs would ensure meticulous compliance of the Supreme Court order," the Ministry of Road Transport and Highways said in a letter to states. A bench of Justices Arun Mishra and Deepak Gupta, which heard the matter on Friday through video-conferencing, made it clear that no BS-IV vehicles will be sold in Delhi-NCR from April 1, 2020. It had said that only 10 per cent of the unsold inventory of BS-IV vehicles can be permitted to be sold during this 10-day period after the lockdown, which has been enforced since March 24. Bharat Stage (BS) emission norms are standards instituted by the government to regulate output of air pollutants from motor vehicles. The BS-IV norms have been enforced across the country since April 2017. India has decided to switch to the world's cleanest petrol and diesel from April 1 as it leapfrogs straight to Euro-VI emission compliant fuels from Euro-IV grades now -- a feat achieved in just three years and not seen in any of the large economies around the globe. Oil Minister <keyword id="197418" type="PERSON" weightage="20" keywordseo="Dharmendra-Pradhan">Dharmendra Pradhan</keyword> on Monday reviewed preparations for roll out of Euro-VI emission compliant <keyword id="4869" type="PERSON" weightage="20" keywordseo="Fuel">fuel</keyword> from April 1. India will leapfrog to BS-VI, equivalent to Euro-VI grade fuel, from current BS-IV fuel from April 1 in a bid to cut vehicular emissions. "BS-VI, which is comparable with CNG in terms of providing clean energy, is expected to bring down sulphur level by 5 times from the BS-IV levels. This will go a long way in mitigating the problem of air <keyword id="13001" type="COMPANY" weightage="20" keywordseo="pollution">pollution</keyword> and improving air quality," an official statement said. Pradhan said this bold step to leapfrog from BS-IV to BS-VI grade fuel is a testimony of Modi government's efforts towards achieving the <keyword id="28604" type="PERSON" weightage="20" keywordseo="commitments">commitments</keyword> made at COP 21 climate summit.

Oil minister says move to BS-VI vehicles is part of India's climate commitment

New Delhi, Feb 19 () India will switch to the world's cleanest petrol and diesel from April 1 as it leapfrogs straight to Euro-VI emission compliant fuels from Euro-IV grades now - a feat achieved in just three years and not seen in any of the large economies around the globe.India will join the select league of nations using petrol and diesel containing just 10 parts per million of sulphur as it looks to cut vehicular emissions that are said to be one of the reasons for the choking pollution in major cities.Sanjiv Singh, Chairman of Indian Oil Corp (IOC) - the firm that controls roughly half of the country's fuel market, said almost all refineries began producing ultra-low sulphur BS-VI (equivalent to Euro-VI grade) petrol and diesel by the end of 2019 and oil companies have now undertaken the tedious task of replacing every drop of fuel in the country with the new one."We are absolutely on track for supplying BS-VI fuel from April 1. Almost all refineries have begun supplying BS-VI fuel and the same has reached storage depots across the country," he said. From storage depots, the fuel has started travelling to petrol pumps and in the next few weeks all of them will only have BS-VI grade petrol and diesel, he said. "We are 100 per cent confident that fuel that will flow from nozzles at all the petrol pumps in the country on April 1 will be BS-VI emission compliant fuel." India adopted Euro-III equivalent (or Bharat Stage-III) fuel with a sulphur content of 350 ppm in 2010 and then took seven years to move to BS-IV that had a sulphur content of 50 ppm. From BS-IV to BS-VI it took just three years. "It was a conscious decision to leapfrog to BS-VI as first upgrading to BS-V and then shifting to BS-VI would have prolonged the journey to 4 to 6 years. Besides, oil refineries, as well as automobile manufacturers, would have had to make investments twice - first to producing BS-V grade fuel and engines and then BS-VI ones," he said. State-owned oil refineries spent about Rs 35,000 crore to upgrade plants that could produce ultra-low sulphur fuel. This investment is on top of Rs 60,000 crore they spent on refinery upgrades in the previous switchovers. BS-VI has a sulphur content of just 10 ppm and emission standards are as good as CNG. Originally, Delhi and its adjoining towns were to have BS-VI fuel supplies by April 2019 and the rest of the country was to get same supplies from April 2020. But oil marketing companies switched over to supply of BS-VI grade fuels in the national capital territory of Delhi on April 1, 2018. The supply of BS-VI fuels was further extended to four contiguous districts of Rajasthan and eight of Uttar Pradesh in the National Capital Region (NCR) on April 1, 2019, together with the city of Agra. BS-VI grade fuels were made available in 7 districts of Haryana from October 1, 2019. Singh said the new fuel will result in a reduction in NOx in BS-VI compliant vehicles by 25 per cent in petrol cars and by 70 per cent in diesel cars. The switchover, he said, is a tedious task as every drop of old, higher-sulphur content fuel has to be flushed out in depots, pipelines and tanks before being replaced by BS-VI. "We are confident of disruption-free switchover to BS-VI supplies across the country," he said. "What we will be supplying is the best quality available anywhere in the world. You don't have any better fuel that is supplied in any part of the world. Perhaps our BS-VI fuel will be better than equivalent fuel in some parts of the US and Europe." India adopted a fuel upgradation programme in the early 1990s. Low lead gasoline (petrol) was introduced in 1994 in Delhi, Mumbai, Kolkata and Chennai. On February 1, 2000, unleaded gasoline was mandated nationwide. Similarly, BS-2000 (Euro-I equivalent, BS-1) vehicle emission norms were introduced for new vehicles from April 2000. BS-II (Euro-II equivalent) emission norms for new cars were introduced in Delhi from 2000 and extended to the other metro cities in 2001. Benzene limits have been reduced progressively from 5 per cent in 2000 to 1 per cent nationwide. Lead content in gasoline was removed in phases and only unleaded gasoline is being produced and sold from February 1, 2000. The octane number of gasoline signifies the improved performance of the engine. Loss in octane number due to phasing out of lead was made up by installing new facilities in the refinery and changes in refinery operation. RON (Research Octane Number) of gasoline for BS-2000 spec was increased to 88. This has over time been increased to 91. Singh said sulphur reduction will reduce Particulate Matter (PM) emissions even in the in-use older generation diesel vehicles. ANZ MKJ

India to switch to world's cleanest petrol, diesel from Apr 1

New Delhi, Jan 30 () Petrol and diesel prices may go up by 50 paise to Re 1 per litre beginning April when India leapfrogs to using Euro-VI emission-compliant ultra-clean auto fuels.
 Currently, BS-IV grade fuel, equivalent to Euro-IV emission-compliant fuel, is being supplied in the country and the government decided to leapfrog to BS-VI grade fuel from April 2020 to cut vehicular emissions, which are one among the many reasons for rising pollution in the national capital and other cities.
 Sanjiv Singh, chairman of Indian Oil Corporation (IOC), the country's largest oil firm, said that all of the company's refineries have started producing BS-VI grade fuel and the same will reach depots across the country by next month. "We are very much sticking to April 1 deadline and 100 per cent of petrol and diesel in the country will be BS-VI compliant from April 1," he said.
 Petrol currently costs Rs 73.36 per litre in Delhi and diesel is priced at Rs 66.36 a litre.
 IOC invested Rs 17,000 crore in upgrading its refineries to produce the cleaner fuel while industry spent some Rs 30,000 crore.
 "We are in the process of working out implications of supplying BS-VI fuel from April," he said adding that the international benchmark price for petrol and diesel compliant with BS-VI grade is higher than BS-IV fuel and since domestic fuel prices are directly linked to global rates, pump prices will have to rise.
 He said exact numbers are being worked out but the increase would not be significant to warrant a staggered hike.
 "I don't think premium (for BS-VI) will be larger for it to be staggered," he said indicating a one-time hike in petrol and diesel prices when the BS-VI grade fuel is rolled out across the country.
 Though the exact quantum is being worked out, the increase may be anywhere between Rs 0.50 per litre and Re 1 a litre, he said.
 As part of India's fuels upgradation programme, the vehicular pollution norms introduced in the early 1990s have been made more stringent over time. The current BS-IV norms were enforced in 2017, after BS-II and BS-III norms, which were enforced in 2005 and 2010, respectively.
 In the transition to BS-VI fuels, BS-V norms have been skipped in order to have a more stringent standard at the earliest to curb pollution levels.
 As per the roll-out plan, national capital Delhi and adjoining cities were to have BS-VI fuel supplies by April 2019 and the rest of the country from April 2020. Oil firms switched over to supply of BS-VI grade fuels in the national capital territory (NCT) on April 1, 2018. Supply of BS-VI fuels was further extended to four contiguous districts of Rajasthan and 8 of Uttar Pradesh in the national capital region (NCR) on April 1, 2019, together with the city of Agra. BS-VI grade fuels were made available in 7 districts of Haryana from October 1, 2019.
 BS-VI fuels are ultra-clean fuels with sulphur content cut to just 10 parts per million (ppm) from 50 ppm in BS-IV fuels. The emission norms of BS-VI diesel are as good or even superior to those of compressed natural gas (CNG).
 "Switchover to BS-VI fuel supplies by IOC's marketing and retail network is also in full-swing across the country. As per the current progress, about 80 per cent of IOC's 121 bulk storage terminals/depots will achieve the conversion from BS-IV to BS-VI fuels by January 31, 2020. In the markets catered to by them, 100 per cent dispensing of BS-VI fuels at petrol/diesel stations is likely to be achieved by the end of February 2020," Singh said. "IOC is confident of supplying BS-VI fuels pan-India well ahead of the deadline of April 1, 2020." ANZ HRS

Petrol, diesel prices to go up by Rs 0.50-1 a litre from April

Mumbai, Feb 28 () National oil marketer Indian Oil Corporation (IOC) on Friday said it is ready to supply low emission BS-VI fuels from April 1 and that there will be a marginal increase in retail prices. The largest oil supplier has spent over Rs 17,000 crore to upgrade its refineries to produce the low-sulphur diesel and petrol, the company's chairman Sanjiv Singh told reporters here. Without disclosing the quantum of price increase, Singh said, "there will definitely be a marginal increase in retail prices of the fuels from April 1 when the whole country will be run on new fuels, which will have sulphur content of only 10 parts per million (ppm) as against the present 50 ppm. "But let me assure you, we will not be burdening the consumers with a steep hike," Singh said. He said, state-run oil marketing companies (OMCs) have invested Rs 35,000 crore to upgrade their refineries, of which Rs 17,000 crore have been spent by IOC alone. Earlier this week, the sell-off bound BPCL said it had invested around Rs 7,000 crore for the same. ONGC-run HPCL has not so far disclosed its readiness for BS-VI supplies or its capex on the same. HPCL had said from February 26-27 it was ready with BS-VI fuels and that it would sell only the new fuels from March 1. IOC switched to BS-VI fuel production a fortnight ago and all its depots and containers are ready now, Singh said. However, he said some remote locations, where the intake is very low, will take some more time to switch. But the company is planning to drain out the entire BS-IV stock and replenish the new fuels at such locations, he added. Further, it has been reported that the companies will have to increase prices by 70-120 paise a litre, but Singh said, to arrive such a weighted average is not possible given the complexities of each refinery. He, however, asserted that the price hike will not be a burden on consumers. We are not looking at this investment from a purely return on investment basis, but this is a national mandate and we have done it. Having said that, all those countries that moved to low emission fuels are charging higher prices; and from April 1, our prices will also be benchmarked against Euro VI prices as against the present practice of cost-plus model, Singh concluded. One positive thing for us is that buses will sell more if it continues as public transport will have to be strengthened," said Vishnu Mathur, director general of SIAM in a report by PTI. 
	 
	Mathur also noted that if India would become the first country to shift from Euro IV to Euro VI emission norms, if it decides to at all. “For developing of vehicles you have to make the Euro V technology first establish over a period of time and then move to Euro VI. That's what technology providers have been saying. That's how it has been done everywhere. In Europe they did not skip directly to Euro VI. They have gone from Euro V to Euro VI. We will be going for the first time if at all we go,” he added.
