Even he did not sound optimistic about the bid's success, and the tone of the comment even suggests the bid is an effort to annoy UEFA.</p><p>"We are sending the declaration today," Dyukov said, per the AP. "We reserve the right to enter a bid. This option doesn't cost anything. And you can't refuse it, if it isn't expensive."</p><p>England, Ireland, Scotland, Wales, and Northern Ireland are expected to submit a bid to co-host the 2028 tournament, while Italy will bid for the 2032 event. </p>

<ul class="summary-list"><li><keyword id="11894337" type="UNKNOWN" weightage="60" keywordseo="russia" source="Orion">Russia</keyword> has bid to host either <keyword id="13451299" type="UNKNOWN" weightage="60" keywordseo="euro-2028" source="Orion">Euro 2028</keyword> or Euro 2032 despite being banned from international <keyword id="11897666" type="UNKNOWN" weightage="60" keywordseo="soccer" source="Orion">soccer</keyword>.</li><li>Boris Johnson called the bid "satire" but Russia has insisted it is no joke. </li></ul><p>Russia has insisted that its audacious bid to hold the European Championships in either 2028 or 2032 is "not a joke" despite the country being banned from international soccer.</p><p>Russia, which was banned indefinitely from competing in international soccer competitions by FIFA and UEFA following its invasion of <keyword id="11985141" type="UNKNOWN" weightage="60" keywordseo="ukraine" source="Orion">Ukraine</keyword>, <a href="https://www.insider.com/russia-bid-host-euros-2028-2032-ukraine-invasion-2022-3">declared its interest in hosting either Euro 2028 or Euro 2032 on Wednesday.</a></p><p>"The RFU plans submitting bids to host the UEFA European Championships in 2028 and 2032 and this is not a joke," said Russian Football Union (RFU) Executive Board member Rustem Saimanov, <a href="https://www.insidethegames.biz/articles/1120937/uk-ireland-turkey-russia-euro-2028">according to Inside the Games.</a></p><p>"We will be bidding and I presume that there is an ample amount of time, the situation will change and we will consider all details thoroughly.</p><p>"I cannot say that it may happen in 2028, but highly likely in 2032."</p><p>UEFA confirmed later Wednesday that Russia, which hosted the 2018 World Cup, had declared its interest in hosting either tournament.</p><p><a href="https://www.espn.com/soccer/uefa-european-championship/story/4623943/russia-launch-rival-bid-to-host-euro-2028-or-2032-amid-ukraine-invasion">In statement made to ESPN,</a> UEFA added that there are no regulations currently in place to prevent the country from bidding for the competition despite its international ban, but insisted that could change in the future.</p><p>"The Bureau of the FIFA Council and the UEFA Executive Committee decided on 28 February to suspend all Russian teams, whether national representative teams or club teams, from participation in both FIFA and UEFA competitions until further notice. However, no suspension of the Football Union of Russia was imposed at that time," read the statement.</p><p>"The UEFA Executive Committee will nevertheless remain on standby to convene further extraordinary meetings, on a regular ongoing basis where required – in addition to its already-scheduled meetings of 7 April and 10 May – to reassess the legal and factual situation as it evolves and adopt further decisions as necessary, including in light of the declaration of interest expressed by the Football Union of Russia for hosting the UEFA EURO."</p><p>Turkey has also declared its interest in hosting either Euro 2028 or Euro 2032, while the football associations of England, Northern Ireland, Republic of Ireland, Scotland, and Wales have submitted a joint declaration of interest in hosting Euro 2028.</p><p>UK Prime Minister Boris Johnson hit out at Russia's bid to host the championships and suggested Ukraine should instead be the host, despite the UK and Ireland's joint bid.</p><p>"The idea of Russia holding any idea of football tournament or any kind of cultural event right now is beyond satire," <a href="https://twitter.com/SamCoatesSky/status/1506925264290435077">he told Sky News.</a></p><p>"I can't believe that anybody would seriously consider their suggestion and, yes, I think the best thing possible would be for the entire Russian forces to retire forthwith from Ukraine and hand the tournament to them."</p>

<p>Delivering its 20-year outlook, Airbus said air travel through 2032 will be fuelled by traffic to and from emerging markets such as Brazil, China and India.</p>
<p>To meet this challenge, Airbus and its rivals -- notably US giant Boeing -- will need to produce thousands more planes, the bulk of which will be single-aisle passenger carriers.</p>
<p>"As aviation becomes increasingly accessible in all parts of the world, future journeys will increasingly be made by air particularly to and from emerging markets," Airbus said in its Global Market Forecast, which it produces every year.</p>
<p>"Air traffic will grow at 4.7 percent annually requiring over 29,220 new passenger and freighter aircraft valued at nearly US$4.4 trillion (3.3 trillion euros)."</p>
<p>Airbus said almost all the new required planes, about 28,350, would be passenger aircraft valued at $4.1 trillion.</p>
<p>It added that by 2032, Asia-Pacific would lead the world in air traffic, overtaking Europe and North America.</p>
<p>"Today on average, a fifth of the population of the emerging markets take a flight annually and by 2032, this will swell to two thirds," said John Leahy, chief operating officer at Airbus.</p>
<p>"The attraction of air travel means that passenger numbers will more than double from today's 2.9 billion, to 6.7 billion by 2032, clearly demonstrating aviation's essential role in economic growth," he added in the report.</p>
<p>Last year, Airbus had predicted that about 28,200 passenger and cargo aircraft would be sold by the sector between 2012 and 2031.</p>

Mumbai, Jun 18 () The rupee on Thursday settled almost flat at 76.14 against the US currency as forex outflows and firming oil prices continue to weigh on investor sentiment amid the ongoing border tension with China. <p> Forex traders said the rupee traded in a narrow range as positive domestic equities and weak US currency supported the local unit, while rising coronavirus cases, border tension with China and foreign fund outflows capped the gains. </p><p> The rupee opened at 76.17 against the US dollar, and saw an intra-day high of 76.08 and a low of 76.19 against the US dollar. It finally settled at 76.14 against the US dollar, up 2 paise over its previous close. </p><p> It had settled at 76.16 against the greenback on Wednesday. </p><p> The dollar index, which gauges the greenback's strength against a basket of six currencies, fell 0.05 per cent to 97.10. </p><p> The 30-share BSE benchmark Sensex rallied 700.13 points or 2.09 per cent to settle at 34,208.05. The broader NSE Nifty jumped 210.50 points or 2.13 per cent to 10,091.65. </p><p> Foreign institutional investors were net sellers in the capital market as they sold shares worth Rs 486.62 crore on Wednesday, according to provisional exchange data. </p><p> Brent crude futures, the global oil benchmark, rose 0.42 per cent to USD 40.88 per barrel. </p><p> "Indian rupee ended flat against US dollar amid risk on rally after officials from both nations (India and China) sought to de-escalate tensions," said Devarsh Vakil, Deputy Head of Retail Research, HDFC Securities. </p><p> At least 20 Indian Army personnel were killed in the clashes with Chinese troops in the Galwan Valley in eastern Ladakh on Monday night. China's official media has acknowledged casualties on the Chinese side without mentioning numbers. </p><p> Chinese Foreign Ministry spokesman Zhao Lijian said on Thursday that after this incident both sides are in communication and coordination on the matter through diplomatic and military channels. </p><p> Fitch Ratings' move to cut the nation's outlook to negative had little impact on the rupee, traders said. </p><p> Fitch Ratings on Thursday lowered India's outlook to negative from stable for the first time in eight years saying the coronavirus pandemic had significantly weakened the country's growth outlook for the year and exposed the challenges associated with a high public-debt burden. </p><p> "On global front, Bank of England (BoE) is likely to expand size of its borrowing programme to support the economy from the pandemics. This will further help the liquidity induced rally in risky asset classes," Vakil said. </p><p> Meanwhile, investor sentiment remained fragile amid rising coronavirus cases across the world. </p><p> The number of cases around the world linked to the disease has crossed 83.62 lakh and the death toll has topped 4.49 lakh. </p><p> In India, the death toll due to COVID-19 rose to 12,237 and the number of infections spiked to 3,66,946, according to the health ministry. </p> Meanwhile, the Financial Benchmark India Private Ltd (FBIL) set the reference rate for the rupee/dollar at 76.2032 and for rupee/euro at 85.9770. That means the Tornado weapons system may not take part in NATO missions," the report <a href="http://www.businessinsider.com/r-german-tornado-jet-may-be-unsuitable-for-nato-missions-report-2018-3" target="_blank" rel="noopener">says</a>, noting that information-technology modernization for the jets would alone cost "<a href="http://www.spiegel.de/politik/deutschland/bundeswehr-kampfjets-tornado-sind-nicht-nato-tauglich-a-1200662.html" target="_blank" rel="noopener">in the millions</a>," if it was feasible at all.</span></p><p><span>Germany deployed 10 Tornados to NATO's Response Force in January. An air force spokesman told Reuters only that they met current requirements.</span></p><p><span>The Tornado entered service for Germany in the 1970s. Berlin <a href="http://www.businessinsider.com/r-german-tornado-jet-may-be-unsuitable-for-nato-missions-report-2018-3" target="_blank" rel="noopener">has said</a> it wants to start phasing it out in 2025. It is eyeing the Eurofighter Typhoon to replace it, with US-made F-35s, F-15s, and F-18s as other options.</span></p><p><span>While it's believed Germany <a href="http://www.businessinsider.com/german-military-falls-behind-the-us-puts-it-on-notice-2018-2" target="_blank" rel="noopener">could mobilize</a> much of its equipment if needed, the report about the Tornado is the latest <a href="http://www.businessinsider.com/german-military-falls-behind-the-us-puts-it-on-notice-2018-2" target="_blank" rel="noopener">sign of poor military readiness</a> among the German armed forces - a shortcoming that has created tension with its NATO partners and fueled domestic political debate.</span></p><h2><span>'We are still miles from achieving that reset'</span></h2><p>As of February, <a href="https://www.reuters.com/article/us-germany-military/equipment-shortages-impair-german-military-ahead-of-key-nato-mission-idUSKCN1G31PX" target="_blank" rel="noopener">only five</a> of Germany's 16 A400M transport planes were ready for use. An early 2016 report found that German jets fighting ISIS couldn't operate at night because their cockpit lights were too bright for pilots. A report in early 2015, when Germany was preparing to send jets to Syria, said only 66 of 93 commissioned fighters were operational - and just 29 were combat-ready.</p><p>Since the end of the Cold War, Germany's military and <keyword id="6354810" type="UNKNOWN" weightage="100" keywordseo="defense">defense</keyword> budget have shrunk. "But we are still miles from achieving that reset. Let's not make too fine a point about this: The situation of Germany's armed forces is dramatically bad. It will take a lot of time to turn this around."</p><p>Some Germans <a href="https://www.ft.com/content/36e2cd40-0fdf-11e8-940e-08320fc2a277" target="_blank" rel="noopener">welcome</a> changes made since 2014 to enhance the military, but debate about how to improve the armed forces and what role they should play continues, as international partners like President Donald Trump <a href="http://www.businessinsider.com/german-military-falls-behind-the-us-puts-it-on-notice-2018-2" target="_blank" rel="noopener">call on Berlin</a> to spend and do more.</p><p>At the end of February, as Germany prepared to assume command of NATO's Very High Readiness Joint Task Force in Eastern Europe, those shortcomings came to the fore, after a leaked Defense Ministry <a href="https://www.reuters.com/article/us-germany-military/equipment-shortages-impair-german-military-ahead-of-key-nato-mission-idUSKCN1G31PX" target="_blank" rel="noopener">report showed</a> the military lacked sufficient numbers of spare parts, gear like body armor and winter clothes, and equipment like tanks and armored vehicles.</p><p>Defense Ministry spokesman Jens Flosdorff <a href="https://www.reuters.com/article/us-germany-military/equipment-shortages-impair-german-military-ahead-of-key-nato-mission-idUSKCN1G31PX" target="_blank" rel="noopener">said at the time</a> that the needed equipment would arrive by the middle of 2018 and that the military would be ready when it assumed command of the task force at the start of 2019.</p><p>Flosdorff added that the ministry planned resolve persistent shortfalls caused by budget cuts by 2030 and underscored the government's awareness of the problem.</p><p><span>"Will the Bundeswehr be able to carry out its missions in line with its NATO obligations? Yes," he said at the time.
