Markets regulator <keyword id="19901201" type="General" weightage="20" keywordseo="Sebi" source="keywords">SEBI</keyword> has proposed expanding the <keyword id="22367248" type="General" weightage="20" keywordseo="sustainable-finance-framework" source="keywords">sustainable finance framework</keyword> in the <keyword id="20922662" type="General" weightage="20" keywordseo="securities-market" source="keywords">securities market</keyword> by introducing a new category of financial instruments. This category will include <keyword id="20518791" type="General" weightage="20" keywordseo="Social-Bonds" source="keywords">social bonds</keyword>, <keyword id="22623575" type="General" weightage="20" keywordseo="Sustainable-Bonds" source="keywords">sustainable bonds</keyword>, and <keyword id="22623576" type="General" weightage="20" keywordseo="Sustainability-linked-Bonds" source="keywords">sustainability-linked bonds</keyword>, in addition to the current <keyword id="22819966" type="General" weightage="20" keywordseo="green-debt-securities" source="keywords">green debt securities</keyword>. It aims to provide issuers with flexibility in raising funds for projects that align with environmental, social, and governance (ESG) objectives. In a consultation paper released on Friday, SEBI proposed that issuers, in addition to existing green debt securities, should be allowed to raise funds through issuance of social bonds, sustainable bonds, and sustainability-linked bonds. These bonds will collectively be known as ESG Debt Securities. This will enable issuers to raise money for more sustainable projects, assisting in closing the funding gap for the Sustainable Development Goals. SEBI said it received representations from market participants including the Confederation of Indian Industry to expand the scope of the regulatory framework pertaining to sustainable finance to include social bonds, in addition to existing green debt securities as a mode of raising sustainable finance, in line with global practices. As per the consultation paper, SEBI said, it "proposed to introduce the concept of sustainable securitised debt instruments for the purpose of providing originators of the underlying credit facilities which are within such international or domestic frameworks for sustainable finance, and thereby provide investors as well an opportunity to participate in the sustainable securitised debt instruments". The consultation paper also addressed the initial and continuous disclosures for sustainable securitised debt instruments that would be based on international frameworks. Initial disclosures could be made in the offer document for the securities, while continuous disclosures might be included in annual reports or other mandated formats. The markets watchdog also suggested that issuers of ESG debt securities and sustainable securitised debt instruments appoint an independent external reviewer or certifier, to facilitate transparency and credibility. The review could take various forms including, second-party opinions, verification, certification, or scoring/ rating. SEBI proposes expansion of sustainable financial framework in securities market

However, a macrotrend listed in the report deserves attention. According to the report, businesses expect that the greatest net job creation impact will come from investments that support the green transformation of businesses, the wider adoption of ESG standards, and the localization of supply chains. While this is a broader trend that will change the future job landscape as much as AI will, now is perhaps the best time ever to build a career in ESG. “ESG as an industry or segment is growing and in India while we are late at it, I think in India the main reason for ESG growth is largely because you now have the government initiatives and the target of being net zero by 2070,” says says Munira Loliwala, business head, TeamLease Digital, a tech staffing solutions firm. Growth in <keyword id="14096025" type="General" weightage="20" keywordseo="esg-jobs" source="Orion">ESG jobs</keyword> ESG jobs are employment opportunities centered around Environmental, Social, and Governance (ESG) factors. These roles involve responsibilities related to sustainable business practices, impact investing, corporate social responsibility, environmental preservation, social justice, diversity and inclusion, ethical governance, and related areas. According to TeamLease Digital, between 2021 and 2022, <keyword id="17432479" type="General" weightage="20" keywordseo="esg-hiring" source="Orion">ESG hiring</keyword> and new demands grew almost by more than 147%, as compared to 2020-2021, wherein the post Covid year marked almost 85% of growth in hiring by organizations in India. March 2023 saw approximately 19,379 of active job postings for ESG roles, while December 2022, and January 2023 saw the highest number of jobs closed. The average number of ESG jobs posted stood at 12,400 between December 2022, and March 2023, while the average number of closed positions were 14,136. The average number of active ESG related jobs were 24,000. Organizations embracing ESG “ESG plays an important role if India has to attract global investments. ESG increases the chances of investments or chances of the acquisitions that most of the Indian companies today are looking at,” says Loliwala. Both big and small corporations in India have embraced ESG. Reliance Industries, for example, has integrated ESG into their business models. Led by their chief financial officer, their ESG team is a multi-disciplinary group responsible for all of Reliance’s environmental sustainability, stakeholder engagement and regulatory compliance activities. In order to enhance their commitment to ESG principles, HDFC Bank has formed an ESG committee. This committee consists of senior members from key departments within the bank and is chaired by a member of the senior management team. The ESG committee is responsible for developing and implementing the bank's ESG strategy, as well as establishing a roadmap to achieve the set targets. They report to the Corporate Social Responsibility (CSR) committee of the Board of Directors, providing updates on the bank's ESG strategy and progress. kindlife, a beauty and wellness platform which launched in 2020, has a strong ESG focus. “Our ESG goals are only achievable with a strong team who works tirelessly to bring our vision to life. We work closely with internationally renowned advisors armed with over 20 years of experience. We’ve worked closely with the World Bank and government bodies in the sustainability and clean energy space,” says Radhika Ghai, founder and CEO, kindlife. They have a team of two consultants who are guiding them with assessing their impact across various parameters and projects. They are also gearing towards their next critical goal of 100% carbon neutrality and a sustainable score for brands and products for which they are working closely with Sishir Garemella, a clean energy and climate technology expert. Talent in demand ESG jobs do not necessarily require skills in the sustainability domain. “Green jobs or jobs in the ESG space, can be found in a wide range of industries, from renewable energy and clean technology to sustainable agriculture and waste management. There are three categories of green jobs based on their degree of dependence on green skills,” says Manu Saigal, director, general staffing, Adecco India. Jobs that require green skills: These are jobs that cannot be performed without specialized knowledge of environmental sustainability. Examples include renewable energy technicians, environmental engineers, and sustainability consultants. Jobs with significant potential to create and hone green skills: “These are jobs that are not necessarily focused on environmental sustainability but have the potential to develop green skills,” says Saigal. Examples include architects and construction workers who build energy-efficient buildings and farmers who use sustainable agriculture practices. Jobs that do not require green skills: “These are jobs that are not specifically related to environmental sustainability but may contribute to sustainability indirectly,” says Saigal. Examples include accountants who work for green businesses and marketing professionals who promote environmentally friendly products. The crucial aspect of ESG is now focused on proper data analysis, collection, reporting, investigation, and filing. The typical structure involves using various frameworks to collect and analyze data, which requires hiring individuals at entry-level and mid-level positions with backgrounds in computer science, mathematics, or engineering. ESG data is considered a type of alternative data that can be utilized in the analysis of companies. As a result, investors and hedge funds are utilizing it to identify investment opportunities with lower risk by assessing a company's favourable environmental and ethical factors. Organizations are also looking to appoint applicants who have qualifications in energy, social environment, sustainable business management and environmental studies, wind and solar energies. And one important subject could also be economics and law. A lot of certification courses are available in this space today. Green jobs: A career option that actually impacts lives & the environment

<ul><li>A 64% month-on-month growth was reflected in green job postings in January. </li><li><keyword id="16662791" type="General" weightage="20" keywordseo="Sustainability-managers" source="Orion">Sustainability managers</keyword>, <keyword id="6270207" type="General" weightage="20" keywordseo="environmental-consultants" source="Orion">environmental consultants</keyword>, <keyword id="16662790" type="General" weightage="20" keywordseo="ESG-analysts" source="Orion">ESG analysts</keyword>, safety specialists and design engineers are the jobs in high demand. </li><li>The automobile industry has also seen a rise in demand for green professionals. </li></ul>According to job search portal foundit (formerly Monster APAC &amp; ME), India’s commitment to achieving a 500-gigawatt clean energy target by 2030 has led to an 81% annual increase in demand for <keyword id="472014" type="General" weightage="20" keywordseo="green-jobs" source="Orion">green jobs</keyword> in January, with metropolitan cities leading the charge. Investments in the green sector have also proliferated compared to conventional fuel-based projects, enabling the creation of substantial jobs across the sector. Moreover, a 64% month-on-month (MoM) growth was reflected in green job postings, with industries such as industrial products, heavy machinery and waste management hosting the maximum share in hiring demand. This is an all-time high for green job postings on the foundit platform with both private and public sector companies integrating ESG (environmental, social and governance) practices as a central part of their business operations and transitioning to clean energy practices. Says Sekhar Garisa, CEO, foundit, “With an allocation of ₹35,000 crore of priority capital investment towards achieving net zero by 2070, the commitment towards addressing climate change and building a sustainable future is evident. India’s solar and wind energy sectors are adding thousands of workers to new projects and will continue to create steady employment opportunities. However, the enormous demand for green roles is quickly outpacing the availability of skilled talent required in these fields. Hence, consistent and intelligent upskilling and development is crucial to create an efficient green workforce in the coming months.” According to the report, among job roles, sustainability managers (26%) are highest in demand as companies across construction and manufacturing consciously try to account for the environmental impact of their activities. Other roles in demand include environmental consultants (11%), ESG analysts (17%), safety specialists (15%), and design engineers (9%). These emerging jobs are the outcome of the growing number of corporations in India recruiting a skilled workforce trained in climate action to facilitate technological shifts and structured financing mechanisms to finally achieve net-zero emissions. Environmental service and waste management industries experienced an astounding 1,765% annual growth in hiring activity. This surge can be attributed to the growing consciousness among Indian companies to safeguard natural resources and ensure proper waste disposal. Moreover, increased emphasis on addressing the pressing issue of rapid urbanisation in India has led to a significant increase in solid waste management initiatives. The automobile industry (307%) has also seen a rise in demand for green professionals. With active measures being taken to cap transport emissions – such as designing sustainably, making better use of manufacturing resources, and sourcing ethically and responsibly – auto manufacturers are also investing heavily in electric vehicles (EVs) to reduce their environmental impact. Moreover, the EV market is gearing up to downsize vehicle emissions, making it one of the fastest-growing markets in the country. Additionally, the demand for green professionals is high in chemicals, petrochemicals, plastics, and rubber (220%) industries followed by FMCG (42%) and construction (30%). Considering the rapid growth in green jobs, there is an urgent need to create a workforce adept in newer skills, many of which are related to technology. The report points out that today's workforce needs to upskill to meet the rising demand as organisations scout for skilled talent in AI (artificial intelligence), automation, IoT (internet of things) and other emerging tech. With the demand-supply crunch that exists in the market today, an expansive and inclusive curriculum that focuses on climate tech, green entrepreneurship and sustainability holds the potential to build a productive green economy in India with sectors such as solar energy, electric mobility, and e-waste expected to create the most jobs in the future, foundit said. One of the few positive outcomes of the United Nations Climate Change Conference (COP26) is the commitment by major nations to achieve net zero carbon emissions by a certain year. <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword> has also committed to becoming a net zero country by 2070. While some developed nations may have scoffed at this timeline, the reality is that nations with different developmental trajectories cannot (and should not) be treated equally. The major polluters must first walk the talk and then expect others to follow suit. While it is a never-ending blame game between the developed and developing nations, in the interest of humanity and for their own well-being, the nations must do everything within their powers to ensure that they keep their emissions under control. <cmsannotation type="cmsannotation" annotationid="Policy initiatives in India" comment="subhead" text="Policy initiatives in India">Policy initiatives in India</cmsannotation> India has taken several measures towards climate change adaptation and mitigation. Our statutory framework ensures that air and water pollution is prevented and controlled, forests are conserved and restored, biological diversity is protected, and energy is generated and utilised efficiently to ensure minimal environmental impact. The Government has launched various policy initiatives to work towards its climate change commitments. The national and state action plans on climate change aim at integrating such climate action into their modus operandi. Among national schemes, the Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME-II) focuses on clean mobility and is meant to promote the transition to electric vehicles by providing incentives for manufacturing, adoption and development of associated infrastructure for electric vehicles. Financial assistance is being offered at the central and state levels for developing solar and wind energy projects like solar parks, grid-connected solar rooftops in residential buildings, installing off-grid solar devices and solar-based LED lights. Initiatives like Gujarat Emissions Trading Scheme, Renewable Energy Certificate, Perform, Achieve and Trade (PAT) Scheme are all meant to promote renewables, reduce emissions and achieve energy efficiency at the central and state levels. <cmsannotation type="cmsannotation" annotationid="Recent impetus to climate action" comment="subhead" text="Recent impetus to climate action">Recent impetus to climate action</cmsannotation> Some important and innovative schemes initiated in India to combat climate change include the India Cooling Action Plan 2019, which aims to reduce direct and indirect emissions from energy-intensive cooling devices like refrigerators, air conditioners, etc. The National Clean Air Program 2019 aims to reduce air pollution and addresses several forms of harmful emissions. The National Hydrogen Mission launched in 2021 aims to help India achieve its climate targets by making India a green hydrogen hub. India is also targeting to increase the usage of alternative fuels to reduce emissions by blending 20% Ethanol in petrol by 2025. Moreover, policies like National Building Code, 2016, Energy Conservation Building Code, 2017, Buildings Energy Efficiency Programme, green energy rating system, star rating programme, etc., seek to promote sustainability in the construction sector by improving energy efficiency, water conservation, waste management, recycling, etc. The union budget for the financial year 2022-23 also announced initiatives for financing climate change mitigation and adaptation strategies through sovereign green bonds, blended finance, etc. <cmsannotation type="cmsannotation" annotationid="Local and regional climate action" comment="subhead" text="Local and regional climate action">Local and regional climate action</cmsannotation> In addition to the various central government initiatives being implemented across the country, various states are devising their own strategies and plan to combat climate change. States like Gujarat, Odisha, and <keyword id="20154" type="General" weightage="50" keywordseo="tamil-nadu" source="Orion">Tamil Nadu</keyword> have constituted specific departments and cells to focus on climate change adaptation and mitigation. Kerala has announced a dedicated fund for this purpose and has issued green bonds to invest in climate resilience activities. <keyword id="13126" type="General" weightage="50" keywordseo="maharashtra" source="Orion">Maharashtra</keyword> has released the Mumbai Climate Action Plan to address climate change impacts in the coastal megacity and achieve net zero emissions by 2050. It is not just the central and state governments but also the corporates are taking active steps to combat climate change. More than sixty Indian companies have announced their net zero greenhouse gas (GHG) emissions targets. Leading Indian companies, including <keyword id="8555" type="General" weightage="50" keywordseo="tata" source="Orion">Tata</keyword>, Reliance, Mahindra, ITC, Adani Transmission, Arcelor Mittal Nippon Steel, and Dalmia Cement, have voluntarily pledged to move towards carbon neutrality through GHG emissions reduction and energy efficiency. With environmental, social and governance (<keyword id="77363" type="General" weightage="80" keywordseo="esg" source="Orion">ESG</keyword>) issues gaining prominence and ESG reporting becoming mandatory for the top 1000 companies, almost all major companies are addressing ESG issues to set their house in order and adopt the best practices. Various Indian banks have also incorporated ESG considerations into their lending policies.
