The project uses sensors and cameras on a two-mile stretch of roadway to track the number of vehicles, pedestrians, and cyclists on the road. It's improved traffic flow and led to a <a href="https://www.youtube.com/watch?v=sjV4XexoKFA">25% drop in vehicle crashes</a> since its inception. </p><p>"There's a growing demand for efficient and accessible services from our residents, and we've only seen that demand grow after Covid," Emily Royall, smart city administrator for the <a href="https://www.sanantonio.gov/Innovation/Home">San Antonio Office of Innovation</a>, told Insider. "To accommodate that, city governments need to work on upskilling their staff and transforming their services and infrastructure." </p><p>Here are four ways city leaders can implement smart infrastructure in a way that meets the needs and improves life for all residents. </p><h2><strong>Start small and scale-up</strong></h2><p>Smart infrastructure produces a trove of data, which is the "backbone" to identifying and solving problems, said Brittaney Carter, chief technology officer for the <a href="https://www.atlantaga.gov/">city of Atlanta</a>. "It also enables the ability to leverage predictive analytics to test proposed solutions." </p><p>But, starting small, such as deploying smart streetlights on a couple of blocks before expanding citywide, allows cities to experiment and test solutions to see what works best, Karen Lightman, executive director of the <a href="https://www.cmu.edu/metro21/index.html">Metro21: Smart Cities Institute</a> at Carnegie Mellon University, said. Otherwise, <a href="https://hbr.org/sponsored/2016/01/cities-looking-to-harness-smart-technologies-should-start-small">city leaders may risk wasting money</a> on technology that isn't the right fit. Cities also need to gather a small amount of data before they can know how to best use smart technology, Lightman added.</p><div type="image" title="Brittaney Carter" height="879" width="1172" msid="92500217" hostid="261" sizebytes="20928"></div><p>In Pittsburgh, Lightman's team is working on a <a href="https://www.post-gazette.com/news/transportation/2022/04/25/pittsburgh-parking-authority-short-term-delivery-smart-loading-zones-automotos-department-mobility-infrastructure/stories/202204250080">Smart Loading Zones project</a> to help delivery drivers find places to park in the city that uses cameras to capture the license plates of vehicles illegally parked in loading zones. It launched in April with 15 parking spaces. Lightman said they'll analyze metrics like double parking and idle time in the spaces and talk to local small businesses near loading zones about how they're affected when vehicles double park nearby. Then, the project will expand to 200 parking areas.</p><p>Starting small can identify some "quick wins that could be leveraged for future opportunities," Carter said. </p><h2><strong>Train city staff to be stewards of data   </strong></h2><p>Since smart city technology and services are powered by data, having a strong data governance structure is essential, Royall said. </p><p>"Smart city technology is about collecting data in new ways and using it to make decisions," she said. "You can't do that unless all of your city departments are treating data in the same way, and you've standardized how data is managed across the organizations so that you can maximize its benefit." </p><p>However, most cities aren't prepared to process, analyze, and manage the data collected from smart city technology, <a href="https://energyinformatics.springeropen.com/articles/10.1186/s42162-020-00108-6">research</a> shows. Cities need policies for collecting and managing data, including provisions for how residents' privacy is protected and how cities can own their data when they contract with private-sector organizations, Royall said.</p><p>Upskilling city employees and leadership will ensure everyone understands smart technology, data management, and data privacy and security, Royall added. <keyword id="12062287" type="UNKNOWN" weightage="60" keywordseo="san-antonio" source="Orion">San Antonio</keyword> established the <a href="https://www.sanantonio.gov/Innovation/About-Innovation">Innovation Academy,</a> a training program for city departments about data science and management, and ways of making their own jobs more innovative. </p><p>Another option is going through the Bloomberg Philanthropies <a href="https://whatworkscities.bloomberg.org/#:~:text=What%20Works%20Cities%20Certification%20recognizes,operational%20efficiencies%2C%20and%20engage%20residents.">What Works Cities Certification</a> program, which assesses cities on data-driven decision-making and offers technical assistance on data governance. </p><h2><strong>Engage the public to ensure smart projects are equitable</strong></h2><p>Smart technology can shorten commutes, improve health, and decrease carbon emissions — improving the quality of life for city residents by as much as 30%, according to a <a href="https://www.mckinsey.com/business-functions/operations/our-insights/smart-cities-digital-solutions-for-a-more-livable-future">McKinsey &amp; Co. report</a>. So it's crucial for cities to talk to residents through surveys, meetings, or community events to find out what their needs are.</p><div type="image" title="Karen Lightman" height="1481" width="1975" msid="92500218" hostid="261" sizebytes="116962"></div><p>Many cities host town hall-style meetings to introduce new initiatives, but Lightman said a better approach is to create "touchpoints to get community feedback" and reach residents where they are. Popup events outside schools, libraries, or shops could engage larger groups of residents. </p><p>San Antonio established <a href="https://www.sanantonio.gov/smartsa">SmartSA Sandbox</a>, a series of family-friendly, festival-style events where the public can ask questions and test out smart technology, like smart streetlights and autonomous vehicles. The events, held in public parks, often draw hundreds of people and have led to greater public support for the projects. </p><p>"Transparency and communication with residents mean not just treating them as consumers of technology, but as active co-creators and collaborative partners," Royall said. </p><h2><strong>Partner with companies, nonprofits, and educational institutions </strong></h2><p>Teaming up with the private sector or local nonprofits and colleges and universities can help cities implement smart city strategies. These organizations can offer research, resources, and funding, which are elements that cities sometimes lack.</p><p>"Universities, the private sector, and local government all share the same customer base, which is residents and citizens, and we work to serve them in different ways," Royall said. "To maximize everyone's impact, it makes sense to build partnerships to extend your reach." </p><p>Reach out to other cities who've implemented successful smart infrastructure projects, too, Carter advised: "You don't need to recreate the wheel. There are cities that have already started down this path and made great accomplishments with a wealth of knowledge to share." </p>

"It opens the door to proactively taking action to avoid or minimize climate impacts, rather than only responding once disaster strikes." <p>Being proactive and taking action now enables cities to embrace an array of solutions and strategies, which Price said will save money in the long run and protect the health and well-being of communities.</p><p>Here are three actions city leaders should take to make their communities more climate-resilient. </p><h2><strong>1. Conduct a climate assessment</strong></h2><p>City leaders must understand how vulnerable they are to the effects of climate change to take action. Price suggested starting with a climate vulnerability assessment, which accounts for the characteristics of different neighborhoods, populations, and existing infrastructure to address climate hazards. </p><p>Conducting an assessment provides a foundation for cities to develop equitable long- and short-term climate strategies. Madison, for example, is working toward several climate goals outlined in its <a href="https://cityofmadison.com/sites/default/files/news/attachments/climate_forward.pdf">Climate Forward</a> agenda, such as reaching 100% renewable energy and zero-net carbon emissions in city operations by 2030 and community-wide by 2050. </p><p>"If a comprehensive analysis seems daunting, start by focusing on one climate hazard impacting your area, like heat waves, and build on that work over time," Price said. </p><p>Cities can conduct a climate assessment internally or partner with a local college, university, nonprofit, or disclosure organization, like <a href="https://www.cdp.net/en">CDP</a>, for analyses and planning help. Price said <a href="https://www.businessinsider.com/how-madison-wisconsin-building-resilience-against-climate-change-2022-4">Madison is working with researchers</a> at the University of Wisconsin-Madison to map the city's urban heat island effect and help the city develop a plan to minimize these effects in an equitable way and promote community health and well-being.</p><h2>2. Engage the community to ensure solutions are equitable</h2><div type="image" title="headshot of Matthew Gonser" height="2050" width="2734" msid="92189004" hostid="261"></div>Because climate solutions are meant to protect community members, Matthew Gonser, chief resilience officer and executive director of the Office of Climate Change, Sustainability, and Resiliency for <keyword id="11899377" type="UNKNOWN" weightage="60" keywordseo="honolulu" source="Orion">Honolulu</keyword>, <keyword id="11940260" type="UNKNOWN" weightage="60" keywordseo="hawaii" source="Orion">Hawaii</keyword>, said the "voices from frontline communities should be loud and clear" in developing strategies.<p>"The knowledge and experiences of community members illuminate the vulnerabilities, perceptions, values, and strengths to guide strategy and vision," he told Insider. "Engagement empowers both government and the people."</p><p>Honolulu's Resilience Office developed its Resilience Strategy by engaging the neighborhood boards on the island of Oahu, which is home to Hawaii's capital city and Honolulu County. Residents were surveyed for their concerns about climate change and ideas for solutions, and city officials found that residents were most concerned with hurricanes, cost of living, and how well infrastructure would hold up in a disaster. The office collected hundreds of ideas, which were narrowed down into 44 long-term actions, like making flood insurance more affordable for residents and expanding electric vehicle charging infrastructure, that comprise the strategy.</p><p>The city also created an interactive climate game to drive conversations around climate change concerns and hosted community meetings about its Climate Action Plan — another strategy that was adopted in 2021 for reducing greenhouse gas emissions by 45% within five years and becoming carbon neutral by 2045.</p><p>Engaging the community also ensures solutions are developed equitably so the residents most affected are prioritized and all neighborhoods share the benefits, Price said. Low-income communities, people of color, the elderly, women, and people with disabilities are often at a higher risk for climate-related impacts, according to a McKinsey &amp; Co. report. Climate change "amplifies existing health, social, and economic inequities," she said.</p><h2>3. Track and be transparent about climate-resilient progress</h2><p>Cities should also establish methods for tracking and reporting progress on climate initiatives, Gonser said.</p><p>"This builds trust, establishes accountability, and allows for more informed decision-making," he said, adding that the Resilience Office is in charge of tracking climate progress in Honolulu, which includes monitoring energy and water use in city operations.</p><p>Statewide, Hawaii launched the Aloha+ Challenge in 2014 to identify and address climate goals based on the United Nations Sustainable Development Goals by 2030, including clean energy transformation, natural resources management, and building and educating a green workforce. The initiative features an online scorecard where the public can keep an eye on the state's progress on these metrics.</p><p>Madison also tracks energy use in city buildings and is performing retrofits to make them more energy-efficient. The city tracks and reports its Climate Forward agenda goals, and now has nearly 75% of the electricity for city operations coming from renewable energy, including solar power. Madison strives to reach 100% by 2030.</p>

<p><a href="https://www.businessinsider.com/advancing-cities"></a></p><div type="image" title="a group of people taking a selfie" height="1156" width="1541" msid="90988256" hostid="261"></div><ul class="summary-list"><li>Sustain Dane, named after <keyword id="12234553" type="UNKNOWN" weightage="60" keywordseo="madison" source="Orion">Madison</keyword>'s county, is a nonprofit that was founded in 1999.</li><li>The organization is focused on recycling programs in schools and around the city.</li><li>It's also making improvements to affordable housing units to make them more sustainable.</li></ul><p>The mission of <a href="https://sustaindane.org/">Sustain Dane</a>, a Madison, Wisconsin-based nonprofit founded in 1999, is to accelerate <keyword id="11896309" type="UNKNOWN" weightage="100" keywordseo="sustainability" source="Orion">sustainability</keyword> and equity efforts across the city and surrounding areas. </p><div type="image" title="headshot of Claire Oleksiak" height="344" width="458" msid="90988259" hostid="261"></div>"We approach this work holistically, which means environmental health, equity, and social well-being — and finding projects that can be implemented that are raising the whole community together," Claire Oleksiak, the organization's executive director, told Insider. <p>Sustain Dane focuses on education, energy efficiency in affordable housing, recycling, and managing waste. Its name is a reference to Dane County, the home of Madison. </p><p>Oleksiak said the nonprofit works closely with local city governments, businesses, and residents to achieve, plan, implement, and execute sustainability projects. The organization, which has five full-time employees and paid interns throughout the year, also provides funding in some cases to carry out some of the community-wide projects. </p><p>"We get to be nimble," she said. "We have more flexibility to innovate or move quicker than you can in a larger organization or a government structure." </p><p>Here's a look at some of Sustain Dane's projects. </p><h2><strong>Making affordable housing more energy-efficient and healthy for residents</strong></h2><p>Affordable housing in Madison uses <a href="https://sustaindane.org/wp-content/uploads/2021/05/SD-2020-Annual-Report.pdf" target="_blank" rel="nofollow noopener sponsored">33% more energy</a> than other housing stock, often because it's older. Sustain Dane is working on a project with the city and the local nonprofit <a href="https://www.elevatenp.org/" target="_blank" rel="nofollow noopener sponsored">Elevate</a> to upgrade 100 of these units to be more sustainable through a program called <a href="https://sustaindane.org/sustain-dane-programs/#:~:text=The%20program%20is%20for%20renter,sustaindane.org%20to%20get%20involved." target="_blank" rel="nofollow noopener sponsored">Efficiency Navigator</a>. </p><p>The program provides $10,000 to $20,000 for upgrades like efficient lighting, insulation improvements, air sealing, water conservation systems, removing unhealthy building elements, and improved heating, ventilation, and air conditioning systems. Upgrading the homes will boost water and energy savings by 10% to 20%, according to the organization.</p><p>The first phase of the program involved building assessments and coordinating with contractors, Oleksiak said. Now they're in the implementation phase. </p><p>A recent project involved adding insulation to the exterior walls of a brick, multifamily building. "The residents said as soon as they walked back into their units, they felt it was warmer and more comfortable," she added. The program also includes a diverse contractor accelerator to provide opportunities for contractors from underrepresented groups to train and work on these projects.</p><h2><strong>Reducing food waste in schools and restaurants </strong></h2><div type="image" title="three people sifting through milk cartons" height="1134" width="1511" msid="90988261" hostid="261"></div><p>Sustain Dane partners with local school cafeterias to collect milk cartons and recycle them, as well as educates teachers, staff, and students on recycling.</p><p>Oleksiak said the organization is also conducting food waste audits to help schools uncover how much food per meal is wasted and find solutions to the problem, such as menu changes, a composting program, and a sharing system where students can take home leftover food.</p><p>Outside the classroom, Sustain Dane is educating about a dozen restaurants on their food waste streams and how to reduce waste by reducing portion sizes and expiration date labeling, and helping them track their progress. </p><p>In May, Sustain Dane plans to launch a composting program with the city at local farmers' markets, where residents can drop off food scraps to be taken to a farm for composting.</p><p>"The city has a goal of <a href="https://www.cityofmadison.com/mayor/programs/food/madison-food-policy-council/food-waste-reduction-taskforce" target="_blank" rel="nofollow noopener sponsored">reduction in food waste</a>," Oleksiak said. "They have challenges with those logistics of collection and farm partnerships, and we're able to act as a bridge to help bring everyone together." </p><h2><strong>Educating businesses and residents on sustainability projects</strong></h2><div type="image" title="a Zoom screenshot from a sustainability workshop" height="683" width="1285" msid="90988263" hostid="261"></div><p>In 2021, 21 organizations and 26 individuals participated in Sustain Dane's <a href="https://sustaindane.org/wp-content/uploads/2021/12/ASW-Recap-doc-2021-Final.pdf" target="_blank" rel="nofollow noopener sponsored">Accelerate Sustainability Workshops</a>, which help businesses and individuals kickstart their own sustainability projects in areas like renewable energy, energy efficiency, waste reduction, and equity and wellness. </p><p>Sessions cover <a href="https://cityofmadison.com/sites/default/files/news/attachments/climate_forward.pdf" target="_blank" rel="nofollow noopener sponsored">Madison's climate action plan</a> and case studies of projects that have worked for other businesses and organizations. Participants can also get help completing a sustainable project, such as installing LED light bulbs or solar panels, composting, or challenging employees to use alternative transportation.</p><p>Additionally, the organization engages residents via volunteer events throughout the year, such as trash pick-up or tree planting. Its <a href="https://sustaindane.org/sustain-dane-programs/#launchingsustainabilityworkshops" target="_blank" rel="nofollow noopener sponsored">Master Recycler</a> program helps residents teach their family, friends, neighbors, and coworkers about improving recycling and community-wide sustainability efforts — including what's recyclable and what isn't.</p><div type="image" title="two women holding recyclables and an aware" height="960" width="1280" msid="90988266" hostid="261"></div>Oleksiak said all of Sustain Dane's work is approached as a "journey, an open door," and residents are a key part of that.<p>"This is a really supportive community, and there's no perfect way to be sustainable," she said.
