Asked whether EVs in the US have a perception problem, Rawlinson said the problem was "not perception, but reality." "I think many people have driven EVs that frankly suck. I know because I drive all the competition," he said. "I think that the American public has been ill-served by underwhelming EVs," Rawlinson added. Rawlinson, who previously worked for Elon Musk and helped build Lucid, became CEO of Lucid in 2019. The company reported revenues of $200 million in the most recent quarter and a net loss of $992 million. In August, it secured another $1.5 billion in investment from Saudi Arabia's Public Investment Fund, its majority shareholder. Meanwhile, EV sales growth in the US has slowed this year amid a dearth of affordable electric options. According to Kelley Blue Book, the average price of a new electric vehicle in the US in September was $56,000, compared to $48,397 for combustion-engine vehicles. <h2>China races ahead</h2>US automakers are grappling with the challenge posed by Chinese EV companies like BYD and Xiaomi, who have rolled out affordable electric vehicles packed with advanced technology. While these companies are unable to sell their cars in America due to <a target="_blank" class="" href="https://www.businessinsider.com/tesla-criticizes-biden-plan-to-ban-chinese-tech-in-cars-2024-11">cripplingly high tariffs</a>, they are putting Western companies under pressure in China and attracting plaudits in the US, with Ford CEO <a target="_blank" class="" href="https://www.businessinsider.com/ford-ceo-driving-xiaomi-su7-electric-vehicles-ev-2024-10">Jim Farley praising Xiaomi's SU7 EV</a>. Rawlinson previously described China's automakers <a target="_blank" class="" href="https://www.businessinsider.com/lucid-chinese-automakers-years-behind-tesla-electric-vehicles-elon-musk-2024-5">as "years behind" the likes of Tesla</a> in terms of core EV technology. Speaking on the Cars and Culture podcast, he said Chinese companies like BYD were ahead of US rivals in battery chemistry and assisted driving technology — but said they benefit from an "uneven playing field" due to government subsidies. "I think the Chinese do have a fundamental advantage because when the government says go, they all go in the same direction instead of arguing with each other," Rawlinson said. If it meets both sets of requirements, it qualifies for the full $7,500 credit.Here's a closer look at those requirements:<ul><li>The vehicle must have a battery capacity of 7 kilowatt-hours or more.</li><li>The gross vehicle weight rating must be less than 14,000 pounds. (For context, the gargantuan Hummer EV weighs about 9,000 pounds.)</li><li>Final assembly of the vehicle must take place in North America.</li><li>At least 50% of minerals for the vehicle and battery components must be extracted, processed, or recycled in the US or countries with which the US has a free-trade agreement.</li><li>The manufacturer's suggested retail price can't top $80,000 for vans, SUVs, and pickup trucks, or $55,000 for all other vehicles.</li></ul><div type="image" title="A charger hanging out the side of a car." height="2673" width="3565" msid="115030135" hostid="261" sizebytes="227186"></div>The leasing loophole:<ul><li><a href="https://www.businessinsider.com/electric-vehicle-lease-payments-cheaper-affordability-hack-2024-9">Leased electric vehicles</a> are categorized under the "qualified commercial clean vehicles" tax credit, which has fewer restrictions than the "new clean vehicle" credit outlined above.</li><li>Under these rules, dealers are afforded $7,500 for all-electric vehicles and are not held to the individual buyer standards of income caps, MSRP limits, or mineral and component requirements. Dealers are taking advantage of this by passing along their $7,500 credit to lessees who may not otherwise qualify for the credit if they purchase the vehicle.</li></ul>If you're buying used:<ul><li>The used-EV credit took effect last year.</li><li>The vehicle must be at least two years old, under $25,000, and sold by a licensed dealership.</li><li>Your income can't exceed $150,000 if you're a joint filer or surviving spouse, $112,500 if you're a head of household, or $75,000 if you're a single filer.</li><li>Taxpayers are eligible for a credit of 30% of the vehicle price, up to $4,000.</li><li>The purchaser cannot be the same person who bought it new.</li><li>There can only be one credit taken per vehicle.</li><li>Taxpayers can use this credit once every three years.</li></ul><h2><div type="image" title="Three Ford Mustang Mach-E electric vehicles on a dealer lot." height="1665" width="2220" msid="115030136" hostid="261" sizebytes="198372"></div></h2><h2>State credits</h2>Some states have incentives for EVs in addition to the federal tax credits. Here are just a few examples.Colorado: <ul><li>Residents can get <a href="https://afdc.energy.gov/laws/11702">a tax credit</a> of up to $5,000 for buying or leasing a light-duty EV or truck or a plug-in hybrid EV.</li></ul>Illinois:<ul><li>The state offers <a href="https://www2.illinois.gov/epa/topics/ceja/Pages/default.aspx">rebates</a> of up to $4,000 for residents who buy or lease a new or used EV.</li></ul>New York: <ul><li>Residents can get a $2,000 rebate for EVs with an EPA-rated range greater than 200 miles, $1,000 for EVs rated 40 to 199 miles, and $500 for EVs with a range under 40 miles or with a sticker price under $42,000.</li></ul>Rhode Island:<ul><li>The state offers residents up to $1,500 for the purchase or lease of a new battery-electric vehicle or $1,000 for a used one. It also offers up to $1,000 for the purchase of a new plug-in hybrid vehicle or $750 for a used one.</li></ul>

Shoppers on a budget might also be looking for more ways to save money, as EV tax credits broadened to include used electric cars in January 2023.The research can be a lot to take on at once. We talked to car-buying experts to demystify the process.<h2>Consider where and how much you drive</h2>Scott Case, the cofounder and CEO of Recurrent, a startup that tracks EV battery health, recommended starting by considering how far you typically drive and the climate you live in — those factors will affect how much range you'll want, as EVs perform best in temperate weather and can't drive quite as far in cold temperatures."Let's say you live in Florida and you drive 30 to 50 miles every day — you can pretty much buy anything," Case said. Pretty much the same goes for EVs.As the years go by, cycles of charging and driving wear out an EV's battery pack, reducing driving range. The vehicle-data firm Geotab has estimated that EV batteries <a href="https://www.geotab.com/blog/ev-battery-health/" target="_blank" rel="noopener">tend to lose about 2% of their capacity each year</a>.The good news is that an EV's battery is unlikely to fail completely or render the car useless.But understanding how much life a vehicle has left isn't all that simple. Automotive retail analysts described it as a welcome change for EV shoppers on a budget.To <a href="https://www.businessinsider.com/ev-tax-credit-suv-tesla-model-y-ford-mach-e-2023-2">qualify for the credit</a>, the vehicle must be purchased at a dealership so that the dealer can report the required information to the IRS.The buyer must be purchasing the vehicle for personal use and not for resale, must not be the original owner of the vehicle, must not be able to be claimed as a dependent, and must not have used any other clean-vehicle credit in the previous three years. Income caps for buyers range from $75,000 to $150,000, depending on their tax-filing status.The vehicle must have a sale price of $25,000 or less and must be at least two model years old.Many states also have tax incentives for purchasing EVs. By the time we got back to the charging station, the car's battery still wasn't full. Based on quick math, it would take us 12 hours to travel from Lake Como to Florence, Italy, with the necessary stops for charging. We had budgeted five hours for the drive.Looking forward to the rest of our trip, it felt seemingly impossible to have enough time to enjoy our destinations, catch our scheduled flights, and <a href="https://www.businessinsider.com/renting-tesla-from-hertz-what-it-was-like-experience-2024-1">charge our EV</a>. One friend started calling our <a href="https://www.businessinsider.com/personal-finance/auto-insurance/what-is-rental-car-insurance">car-rental company</a>, hoping we could trade our automatic EV for a gas car.I hopped on Google to figure out how <a href="https://www.businessinsider.com/toyota-bz4x-electric-car-road-trip-charging-time-range-2023-4">people manage life with electric cars</a> when they take so long to charge.That's when we realized our mistake — we had used a charger with a low voltage. She verified our dates, confirmed our car was automatic, and finally handed us a plastic credit card.This, she explained, would be the card we'd use to charge the car. After seeing our confused faces, she clarified that we were getting an electric car. It wasn't our choice. Instead, it was our only option since we needed an automatic vehicle. We figured it wouldn't be a big deal, so we grabbed the keys to our Mokka SUV. After meeting our two other friends, we set off for Lake Como.We had enough charge to get us to and around Lake Como for three days. On the fourth day, we desperately needed to recharge.That's when we made the voltage mistake, which was the first of many errors. Multiple times throughout the trip, we forgot to keep an eye on the battery, resulting in a stressful hunt for the nearest charger. We also learned we couldn't trust the car's estimated mileage. Depending on the road, the EV's battery would drain at different rates. Highways, for example, drained our charge much faster than driving around a small Italian town. So even when we planned for charging stops, plans needed to change based on our car's needs. <div type="image" title="Views from the EV pit stops." height="900" width="1200" msid="114058320" hostid="261" sizebytes="162100"></div><h2>These unplanned stops were a highlight of our two-week trip</h2>We pulled into Piacenza, an Italian town I had never heard of. Situated between Lake Como and Florence, it's located in the most northern point of Italy's Emilia region.Our car's battery was nearly dead, so we figured we might as well take advantage of the forced stop and explore the town.We sipped Aperol spritzes, ate gelato, and admired the town's churches and architecture. <div type="image" title="A gelato stop the group made in Piacenza." height="1124" width="1498" msid="114058319" hostid="261" sizebytes="215624"></div>While exploring, we learned about Piacenza's history. France conquered the town multiple times in the Middle Ages, so a French influence can still be spotted throughout the Italian town. If we had a gas car, we would have never stopped in Piacenza. Instead, we would've passed through the small town and spent more time in touristy Florence.A few days later, we stopped in Sasso Marconi, where our group explored a local market and met friendly, older Italian men in a local café. These afternoon spots in smaller towns gave us a glimpse into a version of Italy I hadn't seen before. Since most of my time spent in the country had been focused on tourist destinations, the electric car forced us to explore <a href="https://www.businessinsider.com/italians-share-tourist-free-destinations-to-visit-in-italy-2020-7">under-the-radar Italian spots</a>.It also saved us money. Charging our electric vehicle was included in our rental price, so we didn't have to budget for gas during the entire trip. It was also nice to know that <a href="https://www.businessinsider.com/sustainability-environmental-experts-review-japan-itinerary-2023-3" target="_blank" rel="noopener">my trip had a slightly lower carbon footprint</a> since electric vehicles typically emit <a href="https://www.epa.gov/greenvehicles/electric-vehicle-myths" target="_blank" rel="noopener">lower levels of greenhouse gas emissions</a>. Between those three advantages, I'd easily rent an EV again.

Despite the challenges facing the segment, EVs accounted for a record 7.6% of all cars sold in the US in 2023 while the number of charging stations hit 61,000. While the rate of growth has slowed, industry experts and executives have said they expect some EV share to grow to 8% in 2024 as new models continue to hit the market, helping to keep their <a href="https://www.businessinsider.com/ev-electric-car-deals-leases-kia-hyundai-tesla-ford-2024-6" target="_blank">average price falling.</a> While there are plenty of shoppers interested in an electric vehicle, the options on sale today are often too big, too expensive, or not practical enough to replace a gas-powered car. Car companies are already <a target="_blank" href="https://www.businessinsider.com/automakers-back-to-the-drawing-board-ev-plans-2024-2">scrambling to adjust</a> to a sudden change in the electric vehicle market in order to draw more new customers. The slowdown in electric vehicle sales growth has rocked everyone from Ford to <a target="_blank" href="https://www.businessinsider.com/tesla-sales-miss-ev-slowdown-new-wave-customers-2024-4">Tesla</a>, denting sales and forcing executives to rethink their long-term plans for electric vehicles. While the industry has made great strides in electric vehicle range and battery charging times, <a target="_blank" href="https://www.businessinsider.com/ev-charging-needs-to-improve-amenities-offerings-stores-2024-6">huge holes in the infrastructure</a> make certain areas nearly impossible to navigate without a gas-powered engine. McKinsey's study found this issue to be particularly acute in the US, which had the second-highest rate of respondents say they're considering ditching their EV. (In first place was Australia, with 49% of respondents saying they are likely to switch back.) America's high placement shouldn't come as too much of a surprise. <a target="_blank" href="https://www.businessinsider.com/electric-vehicle-range-ev-charging-station-infrastructure-issues-2024-5">Charging infrastructure here has long been a hot-potato issue</a>, which has held back efforts to build more chargers. While a push from the automotive industry to fund charging infrastructure has led to a boom in public charging stations in the last two years, these have largely been money-losing ventures. On the government side, the Biden Administration has set aside $7.5 billion for charging infrastructure with a vow to add 500,000 EV charging stations by 2030. But that effort in reality has played out slowly so far, with only a handful of stations going live since the funding was approved two years ago. Addressing charging infrastructure is already high on the industry's list of priorities when it comes to removing barriers to adoption, but the fact that it might also drive existing EV owners away only amplifies the issue.
