<ul><li>India's Silicon Valley is headed to the polls today and unemployment is one of their main concerns. </li><li>It's not only the IT industry but also the small enterprises that have been hit by demonetisation and India's revamp of its tax system. </li><li>Bengaluru's transformation to an industrial hub hasn't been without its cost with the city's burgeoning environment pollution problem.</li></ul>Bengaluru, known as India’s Silicon Valley and home to two of the biggest IT companies in India — Infosys and <a href="https://www.businessinsider.in/wipro-phishing-attack-computer-system-hacked/articleshow/68918449.cms">Wipro</a> — goes to the polls today representing 17% of Karnataka’s population. Amid the rapid changes in technology and the United States <a href="https://www.businessinsider.in/us-immigration-denial-of-h1-b-visas-raises-legal-questions/articleshow/68844794.cms">tightening</a> immigration laws, the sheen from India’s IT hub has dulled. Between 2016 and 2018, at least five million people lost their jobs in India according to a <a href="https://in.reuters.com/article/india-election-jobs/five-million-lost-jobs-in-india-between-2016-and-2018-report-idINKCN1RT1I3">report</a> by the Azim Premji University reporting unemployment increase in the formal and informal sectors of the economy. India is already looking at the highest unemployment rate in 45 years according to <a href="http://v">reports</a> and its effect is not lost on Bengaluru even with the <a href="https://www.financialexpress.com/industry/here-are-jobs-hiring-rises-by-15-bangalore-tops-check-where-delhi-mumbai-stand/1487202/">highest</a> hiring rate in the country. <a href="https://www.teamleasegroup.com/resources/reports/19">According</a> to TeamLease’s Employment Outlook, Bengaluru has been categorised as an employment ‘laggard’ with its employment outlook falling two percentage points in 2018. Waning job growth after demonetisation and the implementation of the General Goods and Services Tax (GST), Bengaluru is far from the day when it saw job spurts across the board for technical and blue-collar positions — starting from state run companies like India Telephone Industries Limited (ITI), Hindustan Aeronautics Limited (HAL), Bharat Electronic Limited (BHEL), and Bhart Earth Movers Limited (BEML).

So, it's not that the jobs don’t exist in Bengaluru — there’s actually an increasing demand for highly skilled technical management jobs that offer <a href="https://timesofindia.indiatimes.com/city/bengaluru/bengaluru-pays-the-highest-salaries-in-india-study/articleshow/66743965.cms">high</a> salaries — but more, that people aren’t equipped with the correct skill sets for employment. Bigger startups like Flipkart and Zomato, both based out of Bengaluru, had to <a href="http://v">figure out</a> how to make up for the fact that 60 to 70% of their orders were cash-on-delivery transactions. Choking on industrial waste While industries in Bengaluru have thrived over the past couple of years, it has not been without its cost. The city’s Bellandur Lake and Vrishabhavathi River have been in the news for all the wrong reasons. Indian ride-hailing unicorn Ola Cabs, for whom Bengaluru is home base, had allotted 270 cabs to the Election Commission during voting. "BJP's Puttanna won the <keyword id="6355033" type="LOCATION" weightage="20" keywordseo="bangalore">Bangalore</keyword> Teachers seat with 7,335 votes, defeating A.P. Ranganatha of the Janata Dal-Secular (JD-S) with 5,107 votes and R. <keyword id="6366707" type="PERSON" weightage="20" keywordseo="praveen-kumar">Praveen Kumar</keyword> of Congress with 782 votes," an Election Commission official told IANS here. Puttanna, who defected from the JD-S, has retained the seat. In Karnataka North-East Teachers constituency, BJP's Shashil Namoshi won with 9,418 votes, wresting the seat from Sharanappa Mattur of Congress who polled 6,213 votes, while Timmayya Purle of JD-S secured 3,812 votes. Namoshi had won from the seat twice earlier, while Mattur re-contested after his term ended in June but lost. In Karnataka West Graduates segment, BJP's S.V. Sankur won with 13,293 votes, defeating <keyword id="10255012" type="PERSON" weightage="20" keywordseo="r-m-kuberappa">R.M. Kuberappa</keyword> of Congress with 6,111 votes and Basavaraj Terdal, an Independent, with 3,540 votes. Sankur re-contested to retain the seat after his term ended in June. Vote count is still underway in the Karnataka South-East Graduates seat, in which Chidanand Gowda of the BJP, <keyword id="207378" type="PERSON" weightage="20" keywordseo="Ramesh-Babu">Ramesh Babu</keyword> of the Congress and R. Chowda Reddy of the JD-S are in the fray. Reddy has re-contested after his term ended in June. Votes of Bangalore Teachers and North East Teachers seats were counted in Bengaluru, while that of West Graduates at Dharwad in the state's northwest region and South-East Graduates at Gulbarga in the state's northern region. Voting in the biennial elections to the four seats was held to fill vacancies caused after the term of the incumbent lawmaker ended in June. The by-elections, however, could not be held in July due to the Covid-19 pandemic gripping the state since mid-March. In West Graduates, 70.11 per cent voting was recorded, followed by 75 per cent in South-East Graduates, 73.32 per cent in North-East Teachers and 66 per cent in Bangalore Teachers constituency. In all, 40 candidates from BJP, Congress, Janata Dal-Secular (JD-S) and Independents were in the fray in all the four seats. BJP wins three out of four Karnataka Council seats in biennial polls

As the second phase of the <keyword id="43573" type="EVENT" weightage="20" keywordseo="General-Election">general election</keyword> takes off in India, voters in 11 states and 1 union territory— West Bengal, Odisha, <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>, Maharashtra, Karnataka, Jammu and Kashmir, Uttar Pradesh, Bihar, Chhattisgarh, Assam, Manipur and Puducherry — were up early queuing up at the election booths. Nearly 5 million people are eligible to vote in the state of West Bengal with a nearly equal distribution between men and women, albeit there are only 87 registered third-gender voters in the three constituencies going to vote in the state today today. And Puducherry, while being a union territory, is home to nearly one million voters who have been facing <a href="https://economictimes.indiatimes.com/news/elections/lok-sabha/india/puducherry-congress-tries-to-win-back-sole-mp-seat/articleshow/68899027.cms">increasing</a> debt and a fall in social initiatives due to lower devolution of taxes from the central government. A lot of voters and politicians are wondering if the second phase of polling will be marred with problems of EVM malfunctions and poll booth violence like evidenced during the first phase of the general election in India. Two incidents of poll booth violence have already been reported in West Bengal. Elections in Vellore, one of Tamil Nadu’s most-watched constituencies, were cancelled altogether after ₹1.05 million was found at Durai Murugan’s house, the father of Kathir Anand — a DMK candidate in the district. Another ₹115.3 was also found at Poonjolai Srinivasan’s cement godown, a known associate of Murugan.  If voters aren’t being bribed, then they’re being threatened. Kawasi Lakhma, a Congress minister from Chhattisgarh, has been <a href="https://www.ndtv.com/india-news/general-elections-2019-chhattisgarh-congress-mla-kawasi-lakhma-threatens-voters-with-electric-shocks-2024279">telling</a> voters that they vote against his party, the EVM machine will deliver an electric shock. While Maharashtra and Tamil Nadu struggle with voter bribery issues, Bihar and Karnataka are more concerned with voter turnout. The city of Bengaluru — the Silicon Valley of India — in particular, has issues of <a href="https://www.businessinsider.in/election-2019-gold-confiscated-in-tamil-nadu-ahead-of-second-phase/articleshow/68933494.cms">voter turnout</a> while Bihar’s <a href="https://www.livemint.com/elections/lok-sabha-elections/bihar-elections-2019-patna-is-missing-a-whole-generation-of-millennials-1555350536677.html">brain drain</a> means that a lot of its eligible millennial voters don’t actually live in the state anymore. As Manipur goes to polls again, the Returning Officer (RO)The Returning Officer (RO) of the Outer Manipur Parliamentary Constituency, Haobam Rosita, has <a href="https://www.newsclick.in/returning-officer-recommends-re-poll-19-polling-stations-manipur">recommended</a> that re-polling needs to take place at 19 of the polling stations from the first phase of the general elections in the state. Among the many reasons that Rosita cites for repolling, the most disturbing is probably one of the constituencies showed that voter turnout in excess of 100% and that the polling booth for the Najang Village was put up at a non-designated location. In order to keep disruptive elements from affecting the polls similarly, the west Indian states of West Bengal and Assam are <a href="https://timesofindia.indiatimes.com/city/patna/2nd-phase-tight-security-in-five-election-bound-districts/articleshow/68868180.cms">increasing</a> security in constituencies along the border — especially in districts classified as ‘vulnerable’ and ‘critical’. The third phase of the general election will kick off on April 23 covering 14 states — Assam, Goa, Karnataka, Odisha, Dadra and Nagar Haveli, Bihar, Gujarat, Kerala, Uttar Pradesh, Daman and Diu, Chhattisgarh, Jammu and Kashmir, Maharashtra and West Bengal. Here’s what the second phase of the Indian general election has in store for the 11 states polling today

The Congress coalition government in Karnataka is facing the risk of losing its majority in the state assembly since as many as 13 Congress MLAs and 3 JD MLAs submit their resignations to the Speaker. The total strength of the JD(S)-Congress coalition in Karnataka including those who have submitted their resignations is 118 (Congress-78, JD(S)-37, BSP-1 and Independents-2), in addition to the Speaker. On the other hand, the BJP has a strength of 105 MLAs in the State Assembly. The list of Congress MLAs who were spotted at the Speaker’s office for submitting their resignations are Ramesh Jarkiholi (elected from Gokak), Pratap Gowda Patil (won from Maski), Shivram Hebbar (won from Yellapur), Mahesh Kumathalli (voted from Athani), B C Patil (won from Hirekerur), Byratibasavaraj (elected from K R Puram), S T Soma Shekar (from Yashwanthpur constituency) and Ramalinga Reddy (BTM Layout constituency). The JD(S) MLAs who have resigned are: A H Vishwanath (won from Hunsur), who recently quit his position as the party’s state chief, Narayana Gowda (elected from K R Pet), and Gopalaiah (won from Mahalakshmi Layout). Commenting on the repercussions of the situation, Assembly Speaker Ramesh Kumar said, “Whether the government will fall or survive would be decided in the Assembly“. He also added, “11 of them have submitted resignation letters. I told officials to take the letters and issue acknowledgement...on Tuesday I will go to office and take further action in accordance with rules.” Later, Congress MLA Munirathna who was elected from Rajarajeshwari Nagar also submitted his papers as per the sources of the Assembly Secretariat.

Opinions are made to sound definitive. The more eyebrow raising the claim, the greater the reach. The truth is what an organisation can get its supporters to believe. The ruling party at the Centre has been quite effective at harnessing social media to disseminate information to the Indian public as part of a concerted effort at winning an ideological war against the Opposition parties. In anticipation of the upcoming elections in Karnataka, both the BJP and Congress have dedicated social media teams working round the clock on outreach and on highlighting the work their respective rivals have not done. Inevitably, social media platforms have turned into becoming battlegrounds where barbs and ad hominem remarks are traded at the drop of a hat . Until very recently, the world faced a legitimate threat of nuclear war as a result of a Twitter spat between the leader of a world superpower and a rogue nation. Back at home, India’s two national parties - the protectors and enforcers of the country’s democracy, our leaders in these troubling times marked by rising public debt, toxic air, farmer suicides and communal violence - are currently squabbling over toilet statistics.

 So, now the BJP is trying to reframe the tweet as evidence of its generosity and portray the Siddaramaiah government as corrupt and inefficient. However, the BJP does not finance the construction of toilets with its own funds but with the taxes each and every Indian pays as Swachh Bharat cess - which totalled <a href="https://timesofindia.indiatimes.com/india/25-of-swachh-bharat-cess-hasnt-reached-dedicated-fund/articleshow/62259934.cms">₹164 billion</a> in 2016 and 2017. In all fairness, the president of the Congress, Rahul Gandhi, is no stranger to the mathematical gaffe. In December 2017, he posted a table from his Twitter account that contained information about the rise in prices of essential items like cooking gas, tomatoes, onions and pulses from 2014 to 2017 under the BJP regime. However, he overstated each price rise by <a href="https://www.moneycontrol.com/news/india/rahul-gandhi-goofs-up-basic-math-in-a-tweet-corrects-it-later-2454791.html">100 percentage points</a>. The BJP fired back by referring to him as an<a href="http://www.business-standard.com/article/news-ani/bjp-calls-rahul-immature-shehzada-for-math-blooper-117120700171_1.html"> “immature prince”.</a> Gandhi later deleted the tweet and uploaded a revised table, but not without thanking the BJP for pointing out his mistake. Development, not division As campaigning for the state elections in Karnataka enters its final phases, the barbs and finger-pointing will likely escalate. As is usually the case, development has become the focal issue of each party’s campaign. The situation for farmers has been bleak for a while. Following months of damage to farmland due to floods and landslides, by the end of 2018, <a href="https://www.livemint.com/Politics/we4v5MvF7mj6ZWG0kiC8gJ/Farm-crisis-deepens-in-Karnataka-156-talukas-declared-droug.html">156 out of 176 administrative divisions</a> on the state were declared drought-hit, amplifying farmer distress. As campaigning for state elections in May 2018 reached fever pitch, both the BJP and Congress pledged loan waivers and income support. Both their manifestos promised <a href="https://www.indiatoday.in/elections/karnataka-election-2018/story/how-both-bjp-and-congress-aggressively-woo-farmers-in-karnataka-1226789-2018-05-04">thousands of crores of loan waivers </a>as well as funding for agriculture projects. State elections in May last year ultimately resulted in a hung Assembly, with the Congress and <keyword id="123462" type="COMPANY" weightage="20" keywordseo="Janata-Dal">Janata Dal</keyword> joining forces to form a coalition government. One of the coalition’s first orders of business was to waive farmer loans to the <a href="https://timesofindia.indiatimes.com/city/bengaluru/rs-44000-crore-loan-waiver-has-helped-only-800-farmers-so-far-karnataka/articleshow/67069947.cms">tune of ₹440 billion</a>. The initial goodwill around the scheme likely powered an important victory for the Congress <a href="https://economictimes.indiatimes.com/news/politics-and-nation/karnataka-bypoll-results-congress-jds-coalition-leads-in-two-ls-seats-bjp-in-one/articleshow/66521102.cms?from=mdr">in five bypolls</a> in November 2018. However, the scheme was slower to implement than expected. As of mid-December 2018, <a href="https://timesofindia.indiatimes.com/city/bengaluru/rs-44000-crore-loan-waiver-has-helped-only-800-farmers-so-far-karnataka/articleshow/67069947.cms">only 800 farmers </a>had benefited from the scheme, a far cry from the millions of farmers that were expected to avail of it. The problem? The state’s banks had trouble reconciling the final list of eligible beneficiaries. The state government was quick to do damage control amid growing discord with farmers. In February 2019, it announced that around <a href="https://www.ndtv.com/karnataka-news/karnataka-released-rs-5-450-crore-for-farm-loan-waiver-chief-minister-kumaraswamy-1990568">₹54.5 billion of funds</a> for the scheme had been released, and that the number of eligible beneficiaries had nearly doubled to 11 million. A strong election campaign for the Lok Sabha was assured. Until the <keyword id="65281" type="COMPANY" weightage="20" keywordseo="Election-Commission-of-India">Election Commission of India</keyword> (ECI) stepped in. In March 2019, the ECI ordered <a href="https://www.thehindu.com/news/national/karnataka/loan-waiver-scheme-hits-poll-code-roadblock/article26594392.ece">the temporary suspension of the loan waiver scheme</a> until general elections were over, saying that payments under the scheme could be used to influence voters. The move stalled ₹1.5 billion of loan repayments. While the suspension further slows down the scheme and will delay <a href="https://www.thehindu.com/news/national/karnataka/loan-waiver-scheme-hits-poll-code-roadblock/article26594392.ece">its final implementation well past July 2019</a>, the state’s farmers are looking to the <keyword id="6354642" type="PERSON" weightage="20" keywordseo="Modi">Modi</keyword> administration for a lifeline. The cash transfer scheme for announced in the government’s interim budget is expected to benefit eight million smallholding and marginal farmers in the state, with <a href="https://www.businesstoday.in/current/economy-politics/pm-kisan-scheme-about-5-cr-farmers-to-get-2nd-installment-from-next-month/story/330337.html">two of three installments </a>coming right before polling started. Apparently, the ECI didn’t feel that would exert undue influence on voters. As things stand, the state’s farmers are caught between two competing governments and two competing schemes. A vote will likely mean a vote for a scheme that has helped them to a greater extent. A crucial swing state in India is upset over a patchy loan waiver and that may be an advantage for Narendra Modi

Karnataka government has submitted to the High Court that it has issued order to attach the movable and immovable assets of former state minister, R. Roshan Baig, who is an accused in the multi-crore <keyword id="667927" type="PERSON" weightage="20" keywordseo="Ponzi-scam">Ponzi scam</keyword> of I-Monetary Advisory (IMA) group of companies. The state government submitted its report on Wednesday. On June 12, the High Court had slammed the state government over the delay in taking a decision on attaching the properties of eight-time <keyword id="381991" type="POSITION" weightage="20" keywordseo="Congress-legislator">Congress legislator</keyword>, Baig, under the provisions of the Karnataka Protection of Interest of Depositors in Financial Establishments (KPIDE) Act, even two months after the court passed the order to do so. A division bench of <keyword id="42759" type="POSITION" weightage="20" keywordseo="Chief-Justice">Chief Justice</keyword> Abhay Shreeniwas Oka and Justice Suraj Govindaraj on June 12 had granted the government two weeks' time. After this rap, the state government submitted to the High Court that it has issued a notification on July 6 attaching around 20 immovable and movable assets of the former Minister located in various parts of the city. The state government also submitted another notification under the Karnataka Protection of Interest of Depositors in Financial Establishment Act, 2004, attaching a sum of Rs 62.26 crore paid in excess to the 100 top depositors of the IMA group who had received the amount in excess of their principal deposit amounts from out of the deposits of the IMA group. The copies of the notifications were submitted before a Division Bench comprising Chief Justice Abhay Shreeniwas Oka and Justice Suraj Govindaraj during the hearing of a batch of <keyword id="6355791" type="UNKNOWN" weightage="20" keywordseo="PIL">PIL</keyword> petitions related to the scam. The attached assets were those declared by Baig in his nomination papers when contesting elections to the <keyword id="144407" type="ORGANIZATION" weightage="20" keywordseo="state-Assembly">state Assembly</keyword> in 2018 and the present market value of these properties are yet to be declared after being assessed by the jurisdictional sub-registrars, it was stated in the notification. The notification has also indicated the values of these properties, around Rs 15-Rs 16 crore, as declared by Baig in his affidavit filed before the Election Commission of India. The notification issued by the government also lists properties including a commercial building developed in joint development (<keyword id="48584" type="COMPANY" weightage="20" keywordseo="JDA">JDA</keyword>) on the Hosur Road (with 33 per cent share), a commercial building on the Residency Road, houses on Sanders Road, Cleveland Road and sites each in HBR Layout, Fraser Town and Cleaveland Road. The notification submitted to the court also stated that the government had found that Baig had played a key role in the promotion of the IMA Group obtaining financial gains. Baig, an eight-time legislator, was minister in the Congress-led governments in the state from 1985 onwards. He emerged as one of the influential leaders in the Congress till 2019 when his name cropped in this ponzi scam. He chose to cross over to the BJP along with 17 rebel MLAs from the Congress and JD(S). In November 2020, the CBI had arrested Baig from his residence in Bengaluru as part of the investigation. He was then sent to judicial custody for 14 days. To date, the CBI has registered four cases, and filed three charge sheets and three supplementary charge sheets against 33 people in the case. IMA group of companies were founded in 2013 onwards and I-Monetary Advisory Private Limited was presented as an Islamic banking company to investors. It is alleged that the company defrauded more than a lakh investors to the tune of Rs 4,000 crore over a period of time. This is not the first time that Baig family's name has cropped up in such multi-crore scam, his younger brother Rehan Baig was one of the accused in the infamous multi-crore fake stamp paper scam which is also known as Telagi scam in the state. Rehan was arrested when Baig was serving as minister in then Chief Minister, S.M. Krishna's cabinet. A former Karnataka minister accused of a Ponzi scam may see his assets frozen soon

Hyderabad (Telangana) [India], December 3 (ANI): The Congress 'hand' has stopped Bharat Rashtra Samiti (BRS) 'car' in Telangana as the grand old party has comfortably reached the majority mark as per the latest trends of the Election Commission of India. The Congress is leading on 61 seats while the BRS on 36 and the BJP leading on 10, as per ECI. Telangana Congress President, Anumula <keyword id="933541" type="General" weightage="20" keywordseo="revanth-reddy" source="Orion">Revanth Reddy</keyword> is leading from the Kamareddy seat leaving CM KCR trailing behind. Revanth Reddy is MP in the Lok Sabha from INC representing Malkajgiri Constituency. Earlier, He was a two-time MLA in the Andhra Pradesh Assembly from TDP in 2009 and 2014 and in the Telangana Assembly between 2014 and 2018 representing Kodangal Constituency. He left TDP and joined Congress in 2017. In June 2021, he was appointed as president of the Telangana Pradesh Congress Committee replacing N. Uttam Kumar Reddy. Both Congress candidate Konda Surekha and Naini Rajender Reddy are leading from Warangal East and West seats. Telangana CM KCR is leading from the Gajwel seat. Since the formation of the State in the year 2014, BRS has been holding power with KCR as its chief minister. Kalvakuntla Taraka Rama Rao (KTR) is leading from Sircilla, which is considered one of the most important seats. KTR fought from the same seat in the 2018 elections and won. Several factors could have contributed to the Congress's upturn: Perceived anti-incumbency at the constituency level against BRS MLAs; energy infused by the Karnataka victory in the party leaders and cadres; the BJP's decline following the removal of Bandi Sanjay as the Telangana unit chief; and the perception that the BRS and AIMIM are in cahoots with the BJP. Congress leader <keyword id="41270" type="General" weightage="50" keywordseo="renuka-chowdhury" source="Orion">Renuka Chowdhury</keyword> said that Bharat Rashtra Samiti (BRS) leaders are in touch with the grand old party. On being asked if BRS leaders are in touch with the Congress party, Renuka Chowdhury told "Of course! Today's politics is like that. They are in touch with us. Sometimes they take away ours (MLAs), and sometimes theirs come here." Karnataka Deputy Chief Minister DK Shivakumar who is in Telangana as an AICC observer on Sunday spoke about the possibility of MLA poaching and said that not even a single MLA or candidate will break. TPCC Vice President Kiran Kumar Chamala also spoke on the MLA poaching issue in Telangana and said that the party's MLAs will not be provoked. "It's not the trend what we see this morning, these are the waves and positive vibrations in Telangana. The 6 guarantees that <keyword id="689" type="General" weightage="50" keywordseo="sonia-gandhi" source="Orion">Sonia Gandhi</keyword> has promised to the people of Telangana have turned the tide towards us. The fate of 2,290 candidates from 109 parties including the national and regional parties will be revealed as the counting proceeds. The contestants include 221 women and one transgender. A total of 103 legislators are re-contesting this time, most of them from the ruling BRS. A clear picture of the result is likely to emerge by noon. Telangana went to vote on November 30. As per the announcement made by the Election Commission of India on March 10, 2019, The 2019 Lok Sabha Elections will be conducted in 7 phases. The second phase notification pertains to the polling across the country scheduled on April 18, 2019. Among the 543 Lok Sabha constituencies of the country, 91 will go for polling on April 11, 2019 during the first phase. During the second phase of polling on April 18, 2019, a total number of 97 constituencies scattered across 13 states and union territories will go for polling. After the polling across all the 7 phases ending on May 19, 2019, the votes will be counted on May 23 and the results will be declared by the evening on the same day. Since the tenure of the government in the center will end on June 3, 2019, the 2019 Lok Sabha Elections will decide who will rule the largest democracy for the next five years. Last date to withdraw the nomination is March 29, 2019 Date of polling during the second phase is April 18, 2019 Date of counting and announcement of results is scheduled on May 23, 2019 By March 29, the electors across the country will get to know the total number of candidates contesting in all of these 97 constituencies. 97 Constituencies that will go for polling during Phase-2 During phase-2 polling on April 18, 2019, all the 39 constituencies of Tamil Nadu will go to polls. There will also be bye-elections in 18 Assembly constituencies on this day clubbed with the Lok Sabha polls. Puducherry, a union territory with a single constituency will also poll on this day. The other states and constituencies that will go for polling during the second phase include 14 constituencies in Karnataka, 10 in Maharashtra, 8 constituencies in UP, 5 in Assam, 5 in Bihar, 5 in Odisha, 3 in Chhattisgarh, 3 in West Bengal, 2 in Jammu and Kashmir, 1 in Manipur, and 1 in Tripura. Lok Sabha Election 2019 Second Phase Notification

With over a billion people in the country, it's always been difficult to gauge the public's mood in <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword>, as far as elections are concerned. Take the 2014 elections for instance. While everyone had an inkling that the BJP would take the cake, no one expected the sweeping victory the party pulled off. But what if you could marry voting with one of the fastest growing sectors in the country? Would that help gauge the public's reactions better? An app called Neta aims to do just that. Created by Pratham Mittal, a Wharton alumnus, the app lets you "review" politicians, just like you do Uber drivers. The idea is to create a ‘Zomato of politicians’. Mittal argues that ratings on apps like Zomato and Yelp are major drivers for service quality in a restaurant, just like Uber drivers care about the rating you give to them. So, why shouldn't politicians? Mittal and his team have created a database of constituencies in the country, including the politicians who are competing from these places. After signing up, users can find their constituency using the pin code and cast a vote for a neta (Hindi for politician). While this is not an official vote, it helps gauge what users in a particular area think of their leaders. The votes can be changed at will, which means if a politician isn't performing after an election, the public can change their vote.

The votes are displayed in the form of a leaderboard, that ranks politicians based on the votes they receive. There's also a separate area for discussions and polls. The app allows users to run polls and add issues in their area. That gets even more feedback from users, providing better insight into what's happening on the ground. In the 2014 elections, 540 million Indians voted in the central elections. That was 66.4% of the electorate, up 8.4% from the 58% turnout in the 2009 elections. Yet, India doesn't have an easy method to gauge the public's mood. Once the app is launched across the country, Mittal says he can take the data to political parties and sell it to them. His app has 100,000 downloads on the Play Store right now, most of which were acquired during the recent Karnataka elections. It can also be accessed through the web, while Mittal's team also sends mass WhatsApp messages to people and makes IVR-driven calls to get votes from users. In fact, Mittal claims that through the data in his app, he was able to predict the eventually hung assembly beforehand. He says he has received over 2.5 million votes on the platform so far, despite only being in Ajmer, Alwar and Karnataka. Fake votes While that's an impressive number, there seems to be a very real chance of fake votes being cast. To battle that, the app takes the user's phone number when signing up. It uses this to tap into telecom operators' databases and get your name. It then tallies this to voter databases and decides which constituency you belong to. There's also Aadhaar. Since most numbers today are being attached to Aadhaar cards, the app taps into the UIDAI's APIs to verify users using their Aadhaar numbers. It doesn't actually see your Aadhaar number here but uses the mobile number and name to verify what constituency you belong to. Mittal says that his app will still have a 4% margin for error, but argues that this margin won't matter when it's reaching millions of users. What's the end game? While Mittal's goal is to make his app a watchdog, he has business opportunities in the analytics he can sell to political parties. But more importantly, he wants to sell this data to media outlets, making him a direct competitor to election research firms like Cvoter, Today's Chanakya and more. Further, Mittal says that he can also access user data if he wants to, but he's wary of doing so in the wake of the Cambridge Analytica scandal. He says he can extrapolate caste and religion from a person's name, while data about birth and some other information can be obtained from the election commission. Having started less than six months ago, this is a long-term plan. The app is yet to launch in all cities, though databases are being built for all of them. The hook here is in transparency, the fact that the votes come from real users. Mittal’s users aren’t obtained from Facebook ads alone, he says he sends real people down to villages etc. to put the app directly on people’s phones.
